Dealing with theft

Cargo theft. That 900-lb. elephant in the room that we’re all trying hard to studiously ignore just won’t go away. Cargo thieves are getting craftier these days, realizing they can not only make a lot of money re-selling stolen goods, but also face relatively light penalties if caught. At the 2009 National Cargo Theft Summit, an event sponsored in part by the National Insurance Crime Bureau (NICB), Sheriff Ed Dean of Marion County, FL, put Cargo theft remains the problem of cargo theft in vivid perspective. “If you add up all the a billion-dollar value of the millions of burglaries and armed robberies that occurred problem for trucking in 2008, including bank robberies, the total losses only reach $3.4 billion,” he said. “Cargo theft, by contrast, is a $10 billion to $25 billion annual problem—one with far-reaching consequences for the supply chain and, ultimately, the consumer.” “Some call our battle with cargo thieves a ‘protracted conflict.’ I call it a war,” explained Joe Wehrle, NICB’s president and a retired U.S. Air Force Lieutenant General. “They [cargo thieves] will steal from anyone, anytime, anywhere. We also know that they really don’t care about the impact their actions have on the U.S. economy or the American people.” He stressed cargo theft also provides the seed money for all kinds of nefarious activities, including funding terrorism. “That’s why we need to break down all the barriers to win this battle—Americans deserve our best effort,” said Wehrle. Needless to say, we must keep a wary eye on cargo theft as we head into the new year. AT

Blend, synthetic oils join Rotella brand

A

s part of a reorganized and expanded “portfolio” of heavyduty engine oils, Shell Lubricants introduced an all-new synthetic blend CJ-4 product and a reformulated full synthetic under its Shell Rotella brand name. The oils were unveiled at a recent press conference held at the Richard Childress Racing facilities in Lexington, NC. Both heavyduty oils have been engineered to provide improved fuel economy while retaining wear characteristics equal to Rotella’s mineral oil engine lubricants, according to Dan Arcy, Shell Lubricants’ OEM technical manager. The revamped Rotella line now includes five oils, all featuring Shell’s proprietary “Energized Protection” technology, which uses “adaptive molecules” that respond to the changing demands as oil moves through a heavy-duty diesel engine, said Mark Reed, global brand manager for Shell Rotella. Shell Rotella 1 is a straight-grade oil offered in SAE 10W-30, 10W-40 and 10W-50. Shell Rotella T3 is a CJ-4 oil designed for fleet applications and available in 15W-40 and 10W-30 grades. Shell Rotella T, also a CJ-4 oil, falls in the middle of the lubricant line with the same grades as T3 and a claimed 22% reduction in engine wear. Moving up the line, the new Shell Rotella T5 is a synthetic blend in 10W-30 and 10W-40 grades. Initial testing in medium-duty trucks has shown a 1.6% improvement in

fuel economy for the new blend in 10W-30 grade, and should provide similar fuel economy performance in heavy-duty engines, Arcy told American Trucker.

Intended for extreme conditions, Shell Rotella T6 (5W-40) fully synthetic oil combines excellent lowtemperature performance with improved fuel economy, Arcy said. Reformulated from the company’s previous 5W-40 synthetic heavyduty lube, T6 testing has also shown a 34% improvement in wear protection, he added. Like the Shell Rotella multigrade mineral oils, the two synthetic products are CJ-4 oils designed for compatibility with diesel particulate filters and ultralow sulfur diesel fuel. They are both available now. In conjunction with its reorganization of the Shell Rotella line, the company announced that it will phase out its earlier API CI-4 standard lubricants by the end of the year. It also announced that its Shell Rimula, Pennzoil Long Life and Quaker State HDX products will be renamed and folded into the Shell Rotella product lineup in the first quarter of 2010.

DOT attacks distracted driving T

he U.S. Dept. of Transportation (DOT) is ramping up efforts to combat distracted driving by crafting regulations to ban cell phone use and texting services while operating vehicles. Sec. of Transportation Ray LaHood said DOT plans to create three separate rulemakings to address distracted driving across a number of transportation modes. The measures will place permanent restrictions on the use of cell phones and other electronic devices in rail operations; ban text messaging altogether; restrict the use of cell phones by truck and Interstate bus operators; and disqualify school bus drivers convicted of texting while driving from maintaining their commercial driver’s licenses. He added that DOT will work to help pass state and local laws against distracted driving in all types of vehicles by asking states and local governments to increase high-visibility enforcement actions. In 2008, according to data compiled by the National Highway Traffic Safety Administration, 5,870 people lost their lives and an estimated 515,000 people were injured in crashes in which at least one form of driver distraction was noted.

Aftermarket group joins AAIA

he Commercial Vehicle Solutions Network (CVSN), an association of independent aftermarket truck parts and service providers, has agreed to have the Automotive Aftermarket Industry Assn. (AAIA) provide it with management and governmental lobbying service. The move unifies the independent distributors with AAIA’s Heavy Duty Distribution Assn. (HDDA), which represents aftermarket manufacturers and affiliated distributors of parts and services for heavy-duty and commercial vehicles in North America. CVSN was created in 2006 through a merger of the Council of Fleet Specialists and the National Wheel and Rim Assn. Its members include nearly 80 independent aftermarket distributors operating more than 500 locations across the U.S., Canada and Puerto Rico. avistar showed off a prototype of a lightduty all-electric delivery truck to members of Congress during a special event held on Capitol Hill. The truck was designed and built in part with the help of a $39-million grant from the Dept. of Energy (DOE). Navistar intends to build 400 of the trucks next year at the former Monaco coach factory in Elkhart County, IN. They expect to be producing several thousand such vehicles annually within a few years as the market grows. Shane Terbl anche, vp-strategic marketing for Navistar subsidiary Workhorse Custom Chassis, told American Trucker that the vehicle has been designed inside and out to specifically function in urban areas. Workhorse will directly handle design and production of the truck. “The narrow nose with a windshield providing 180 deg. of visibility meets the maneuverability needs of trucks operating in tight, narrow streets,” he said. “We’ve also designed it to be very ergonomic for the driver. n-cab video training and WiFi access are two of the most important features of Qualcomm Inc.’s next-generation onboard computer (OBC), according to John Pope, chairman of Cargo Transporters. His fleet was one of four beta testers for the new MCP200. Pope said Cargo Transporters is currently using the earliergeneration MCP100, but will move all of its trucks to the new OBC. Schneider National will install the MCP200 in its entire fleet, as its advanced automated drivers’ log function is the most important feature, said Don Osterberg, vp-safety & driver training. During the “Shop Talk” segment of the recent Technology and Maintenance Council (TMC) Fall Meeting, an attendee produced a set of wheel studs that were suspiciously sheared off inside the hub so only the heads remained. Various industry experts inspected the parts, and a number of explanations for the problem were offered. The tire and wheel industry is no stranger to the bad publicity wave that comes with a recall and/or safetyrelated issues involving imports. Maintenance professionals who boast they can spot every knockoff component are probably the same ones who can put their hand on the hood of a truck to see if the engine is low on oil. I’ve seen some substandard offshore parts that were exact replicas of originals, right down to the brand name of the OE manufacturer. In some instances, even experts cannot tell the difference without laboratory testing. While the absence of certain markings (some of which are required by law) and slight physical differences might be the first clues that something is amiss, the lower price often has a tendency to overshadow those details. For the past few years, the passenger tire industry has been dealing with a rubber snap-in valve stem recall that involves millions of stems. Unlike a tire or wheel issue where the vehicle’s owner can simply identify the component by the identification number, there is no

way to determine whether faulty stems were installed. To make matters worse, the stems were supplied by a reputable manufacturer, but manufactured offshore. There are basically two types of overseas manufacturing facilities: company-owned and independently owned. The company-owned plants are more or less the property of the manufacturer so everything is under their control. These plants are capable of producing the same quality as any other facility because the raw materials, technology, training and workforce are all controlled by the manufacturer on a day-to-day basis. Independently owned plants are a whole different story. In the case of the rubber snap-in valve stem recall, the reputable company agreed to purchase valve stems built to their specifications from an independently owned offshore manufacturer and then distribute them domestically. Someone at the plant, though, made a few slight changes to the rubber compound (to lower costs) without authorization—and a recall was eventually needed. This is not a condemnation of overseas manufacturing or companies that utilize independently owned offshore plants for various parts. It is more a cautionary message for fleets to start asking questions regarding the origin and quality of replacement components, especially wheel studs and nuts. While unidentifiable parts in plain white boxes will typically result in lower operating costs in the short term, the long-term consequences could be astronomical. Since identifying the culprits in the case of a major stud recall could be next to impossible, the only alternative may be to replace everything—immediately.

How quickly these ideas can spread from one coast to the other was evident in late October when New York City Mayor Michael Bloomberg and Newark, N.J., Mayor Cory Booker announced support for the Port of New York and New Jersey to adopt emissions requirements similar to those in the Ports of Los Angeles and Long Beach. While a number of the California rules only apply to new vehicles, agricultural haulers are finding that retrofitting older trucks offers

It has been estimated that a full retrofit of energy-saving devices potentially could save 20% on a trucker’s fuel bill. “The only option in terms of retrofitting that improves fuel economy is repowering, and the [American Recovery and Reinvestment Act] paid 75% of the cost of a repower for acceptable projects in certain air pollution areas,” Hall

says. “If you were a fleet that used that as a strategy, then you have really figured it out.”

EMBRACING THE TREND One company that has embraced the retrofitting trend is Minneapolis, MN-based C.H. Robinson Worldwide, one of the world’s largest third-party logistics providers of transportation and supply chain services and one that is heavily in-

f there is anything more convoluted or fraught with potentially expensive missteps facing a fleet manager today, it’s got to be complying with emissions regulations—both at the state and federal level. One of the big challenges in the emissions arena is dealing with the myriad rules promulgated by the California Air Resources Board (CARB) that are affecting commercial trucks in various ways—and several are aimed squarely at carriers that work in the agricultural sector. Ken Gillies, truck engineering manager at GE Capital Fleet Services, stresses that CARB’s rules impact truck spec’ing decisions not just for fleets based in the Golden State, but for those hauling goods in and out of there as well. “So the question is really more about the strategies a fleet operation must employ to

meet regulations in effect at acquisition time, as well as applying diligent forethought to ensure the spec meets future regulations,” he says. One market segment in California that will feel a significant squeeze is the agricultural businesses operating cabover-engine (COE) tractors to enable the use of 57-ft. trailers. “The compliance schedule for these trucks will depend on the model year of the truck’s engine. Since there’s little option to replace these COE trucks with new ones because they are no longer available, retrofitting or discontinuing use of the 57-ft. trailer becomes the only option,” Gillies notes. “CARB is offering some financial assistance programs to help offset the costs of these retrofits. Documentation to apply for financial assistance is extensive; however, the

money available to a fleet that invests in this effort can be a major benefit.” He adds that most fleets use replacement cycles that are shorter than the CARB requirements for retrofitting older diesels, so the impact of this particular regulatory effort will be felt more by private individuals and small fleets that keep their vehicles longer. “One fleet manager recently commented that he runs his tractors [for local and regional delivery] up to 20 years or more. This regulation does in fact ‘force’ him to alter his company’s replacement cycle,” Gillies noted. “He feels the cost burden will make it very difficult to maintain the same levels of service, and the cost of the products his company carries will be negatively impacted.” —SEAN KILCARR

Last April the company announced a partnership with Cascade Sierra Solutions (CSS), a nonprofit organization designed to help truckers reduce fuel consumption and carbon emissions. Based in Coburg, OR, CSS identifies, promotes and finances the use of clean technology to reduce fuel consumption and air pollution from heavy-duty diesel engines. CSS says its mission is to offer truckers information on energy-efficient products, regulatory advice, installation contracting and coordination, along with opportunities for below-market financing. To help support CSS’s effort, C.H. Robinson says it is providing financial support and promoting CSS services to its network of more than 45,000 contract carriers in North America. In addition, Robinson also invites its customers to participate in a program that matches a percentage of C.H. Robinson’s eligible customer donations to CSS. “For many carriers, especially smaller companies, making the necessary investments to retrofit older equipment is often cost-prohibitive,” says Mark Walker, C.H. Robinson senior vp. “Innovative

approaches like the programs developed by CSS enable carriers to reduce their emissions and their fuel expense, and help them be more competitive.” But most agricultural haulers don’t fall into this group, observes Joel Anderson, a CSS board member and president of the International Warehouse Logistics Assn., and the former top executive of the California Trucking Assn. “The real problem is that agricultural transportation tends to include the oldest trucks that run the least number of miles,” he explains. “Because they are very seasonal and they don’t run a lot of miles, by and large, you have to recover your cost of capitalization in a shorter time span.” That’s where CSS comes in, says Anderson. “Its job is to take the grants available from the government, match them up with thirdparty financing, and make capital available to the smaller fleets so they can in fact get into the newgeneration engines.”

A WEIGHTY ISSUE The other big issue facing agricultural truckers is the weight issue. Laws prohibiting trucks greater than 80,000 lbs. on the Interstates

No,” Hall says. “Think about what would happen with food prices if you can’t get products [transported] in a timely manner.” Because of that, Hall believes trucks will remain a vital part of the food supply chain, but without a weight increase, as proposed in the Safe and Efficient Transportation Act of 2009 (H.R. 1799) introduced by Rep. Michael Michaud (D-ME) this past March, getting that food to its destination may prove problematic. Hall says that 80% of the grocery stores in the U.S. receive their products via trucks. The bill would allow states to increase their Interstate vehicle weight limits to 97,000 lbs. for vehicles equipped with a sixth axle. The consequences of the lower weight, Hall says, is that more trucks are forced off the Interstates and onto local roads that do not have the same limits. Once on those streets, more congestion is created leading to more stop-and-go driving. This reduces fuel efficiency, thereby increasing emissions. At the end of the day, there is no easy answer for the operator who relies on the transportation of agricultural products for a living. Do you repower your truck? Do you have to buy new? Do you wait for the government to tell you what to do, or act proactively? There are many possible solutions, perhaps none better than any other. Even if some of the rules don’t apply now, that doesn’t mean they won’t apply later. “The volume of agricultural transportation [in California] may lead to more stringent regulations on them,” Hall says. So the best advice may be to stay informed, and be prepared to take advantage of any opportunities that may arise, such as a grant to retrofit a vehicle. AT

your business in the current economic environment. This is a new economy creating a different set of rules by which we do business. The business field is constantly changing, so rather than doing a single strategic plan for 2010, it’s necessary to revisit your plan on a monthly basis to tweak it. Here is an outline you can follow to accomplish your initial 2010 strategic planning session. W Estimate current demand. Know industry sales taking place in your market by identifying your company’s sales and estimating those of your competitors. There are a number of sites you can use to compile this information (www.bizstats.com; www.commerce.gov/; http://www.bts.gov; http://www.atri-online.org/index. php; http://www.hst.com/freightrateindex/index_files/page0010. htm; http://rateindex.transcore. com/). Remember that your current company demand is equal to the current market demand times your current market share. W Estimate future demand. This requires preparing a forecast and usually includes three stages. First, prepare a macroeconomic forecast of what will happen to overall economic activity in the relevant states or regions in which your service is provided and sold? Second, prepare an industry forecast

tors, based on the issues influenced by the macroeconomic forecast? Finally, prepare a company forecast of what to expect to your market share and the number of loads your company will haul or services your company will provide.

The most important lesson learned has been our ability to cut costs without cutting quality of service. To create a strategic forecast, you should look at three types of information: what customers say about their intentions to continue shipping products in the industry; what customers are actually doing in the market; and what customers have done in the past in the market. W Follow a time-series analysis. Many trucking companies prepare their forecasts based on past sales. Time-series analysis involves breaking down past sales into four components. First, what is the trend? Are sales growing, remaining flat or decreasing? Second, fac-

y or traditional high-sales periods such as the holiday buying season. Third, consider erratic events like strikes, fashion fads that influence retail sales, hurricanes or other disturbances to the market. Finally, take into account what shippers are doing that may increase sales, such as a new product, and therefore freight. Using time-series analysis to prepare an effective sales forecast requires smoothing out the erratic factors by eliminating spikes or declines in shipments caused by unexpected events. Adjust for seasonal variations, and identify and estimate the effect of specific marketing responses. My recommendation is to utilize these methods and compare the results. From these assessments, you must depend on your instincts to predict what you believe will happen in the future. The bottom line is the more diligently you do your homework, the more complete your information and the better chance your instincts will provide you with the correct direction in which to move your operation. It’s about people Brookshire Grocery Co. fosters an environment built on community

T

ed Brookshire Grocery ilt its success on commuas far as naming its employees “partners,” and supporting more than 800 charitable endeavors each year. The owners of 156 supermarkets in four states believe in people, but to help make these dreams a reality requires a keen sense of value—and that is reflected in its trucking fleet. Looking to improve the fleet’s efficiency, the company is finishing up the installation of XataNet fleet software from Xata Corp. in its fleet of 75 tractors and 375 power units in all. “We really like how Xata is evolving its fleet optimization technology,” says Scott Reilly, vp of logistics. “With XataNet, we have a fleet operations solution that can expand as we need it.” Brookshire will use XataNet to monitor the performance of its fleet, including delivery details and driver behavior such as speeding, excessive idling and hours of service compliance. But improving efficiency through computer technology is not the only avenue Brookshire is following. The company is an EPA SmartWay Transport program partner. As a way to maintain future compliance with the SmartWay program, the transportation operations are testing compressed natural gas

vehicles, hybrids and APU usage. It is also seeking grant money to help with the purchase of liquefied natural gas tractors as part of its 2010 vehicle purchases. But it hasn’t stopped there. On its trucks, Brookshire runs single wide tires with aluminum wheels; uses automatic tire inflation systems; onboard computers; synthetic lubes and extended-life coolant and door switches to prevent its refrigerated trailers from running when the door is opened; reduced speed to 65 mph; and uses computer technology to fill backhaul miles and efficiently route its trucks. Brookshire is also studying wind fairings on both tractors and trailers and testing nitrogen in tractor tires. On the safety front, the company has reduced reportable accidents by 34% since the introduction of its Logistics Priority One Safety program in January 2008. In fact, the company has about a dozen drivers who have surpassed one million miles without a recordable accident, in addition to numerous state and national trucking contest winners in Texas and Louisiana. Since its beginnings in 1928, the company has made it a point of putting people first, be they employees or customers. The company offers many recognition pro grams for

employees and community members; sponsors scholarship programs; runs a Spirit of Christmas food drive; and supports local food banks. There is even an Adopt-aSchool program in place, with each retail store adopting a local community school. Brookshire’s philanthropic efforts focus on children’s issues, law enforcement efforts, and feeding and caring for the needy. With more than 800 charities a year receiving support, Brookshire appears to be living by its creed. Charities in Texas, Louisiana, Arkansas and Mississippi benefit from its efforts. One of the more unique community efforts is the Brookshire World of Wildlife Museum and Country Store located next to its corporate headquarters in Tyler, TX. The museum, founded in the 1970s by company founder Wood Brookshire and his wife Louise, provides an up-close look at exotic animals and artifacts accumulated from hunting trips the couple had taken in both North America and Africa. In addition, there is a 1920sera country store with antique and replicated equipment and products. More than 20,000 people a year visit the museum. For Brookshire, it really is about the people.
