There’s an adage in the used-equipment market: “The best new trucks make the best used trucks.” Yet it also speaks of the critical, inseparable link between both the new and used-equipment business, for you simply can’t have one without the other. The importance of that link will become very noticeable as the long months of summer draw to a close. For example, as we all know, new-truck sales are down for 2009 compared to last year. Yet without more robust new-truck sales, the supply of the desirable late-model, low-mileage trucks is going to disappear quickly, stressed Kenworth’s Kyle Treadway, president of the West Valley, UT-based Kenworth Sales Co. dealership and chairman of the American Truck Dealers Assn. “We’re setting ourselves up for a shortage of those very units in the next sales cycle if we don’t have enough new trucks being sold,” he told me. Integrity Marketing, in partnership with Carbonfund.org, is launching 360 Fuel Card as a commercial fuel charge card. Integrity said 10% of all profits from the cards will be donated to environmental groups across the U.S., including Carbonfund.org, to help offset the impact of carbon dioxide emissions—a greenhouse gas that contributes to global warming. “Most companies need to purchase gas or diesel fuel for the vehicles that move their goods or carry their salespeople,” said Steve Fowler, vp of business development for 360FuelCard. com. “We are giving them a way to reduce their carbon footprint by doing something they need to do anyway. Waste haul tire with scrub resistance
A
new tire from Goodyear Tire & Rubber Co. designed for waste-hauling applications offers a 24/32-in. depth to extend tread life. The G289 WHA includes a wastehaul compound that provides scrub resistance, the company said. “Today, we’ve launched a waste-hauling tire that we believe sets a new standard when it comes to productivity and cost reductions,” said Donn Kramer, Goodyear’s director of commercial tire marketing. “The G289 WHA was built from the ground up to be a performance leader.” The tire features distinct sidewall protector ribbing to resist scuffing; a shoulder design to direct pressure from the outer tread for uniform tread wear; and Goodyear’s DuraSeal technology for built-in tire sealing. Hydraulic disc brake rotor released

he aftermarket business unit of Webb Wheel Products Inc. is rolling out a new hydraulic disc brake rotor, part number 54773P-65, designed for front and rear truck applications with antilock braking systems. The company said the 10-hole hydraulic brake rotor weighs just 38 lbs. and has a 6-in. pilot diameter and 7.25-in. bolt circle diameter. Webb added that its rotors are made from a high grade of cast iron to offer longer service life and maximum performance. The SAE J1321 (TMC RP-1102) Type II Fuel Consumption test, conducted by the Program for Advanced Vehicle Evaluation at Auburn University, also showed a 7% improvement on a retrofitted Mack MR688S with the Evans coolant in combination with raising the fan-on temperature to 230 deg. F. In the John Deere Cavitation test, which was conducted separately, researchers found that cylinder liner cavitation was significantly reduced when Evans HDTC was used for cooling, according to the company. “The John Deere test results show that Evans waterless HDTC lengthens the life of the engine by preventing corrosion and pump and cylinder liner cavitation, resulting in major maintenance savings,” said Mark Stone of Evans. “Because HDTC has no water, damage to metal, hoses and gaskets by electrolysis is avoided.” www.evanscooling.com

Liquid titanium added to CJ-4 oil

old under the Guardol and Kendall names, ConocoPhillips’ premium synthetic blend CJ-4 heavy-duty engine oil has been reformulated with a proprietary additive called ‘‘liquid titanium” that the company said improves engine-wear and bearing-corrosion protection as well as increasing oxidation stability. Guardol ECT and Kendall SuperD XA are the only multi-grade HD oils offered with the liquid titanium additive, which ConocoPhillips said chemically binds with engine parts to reduce wear and extend engine life. Not available as an aftermarket additive, the liquid titanium is said to be completely soluble in the lubricant and contains no solids or material in suspension. In the severe Cummins ISB test for HD oils, the new ConocoPhillips products showed significant wear reductions in valvetrain components compared to previous versions of Guardol ECT and Kendall Super-D

Other standard oil-industry tests for HD diesel engines also showed decreased bearing corrosion and longer oxidation life for the new oil. Meeting API CJ-4 requirements, the new ConocoPhillips synthetic-blend oils with liquid titanium are approved for use with all diesels meeting 2007 emissions requirements and are backward-compatible with older engines. Inherent dangers

For the second time this year, someone serviced a truck tire as part of their normal day-to-day routine for the last time. While I don’t have any specific details on either accident, I know that two people didn’t come home from work because a tire separated under pressure. As bizarre as the most recent fatality may seem, it is very believable. For the past 13 years, I’ve dedicated my life to educating technicians on the importance of using a restraining device when inflating tires, yet it didn’t matter. Adding to the hopelessness of the situation is the fact that this isn’t the first time a tire separated after it was removed from the safety cage. It would be easy to throw my hands in the air and let fate decide who goes home and who doesn’t, but I know that restraining devices save lives. Out of respect for the deceased, I won’t speculate as to what happened in the recent accidents. But rather than wait for the answers on how something like that is even possible, I’ll provide a few examples of how using a safety cage can still get someone killed. First, if it was a multi-piece (split rim) assembly, then mismatched, worn or improperly seated rim components can easily separate after the tire has been inflated in a restraining device. As ridiculous as it may seem, not all 20-in. rim components are compatible. When technicians fail to match the identification stamps or use worn parts, the risk is significantly greater even if the assembly had been

initially inflated in a restraining device. I’ve also personally witnessed a zipper rupture occur during the overinflation stage of the inspection process, which means that a technician who inflated such a tire to operating pressure and then removed it from the cage would definitely be at risk. Inspection procedures for radial truck tires returning to service require overinflation because the additional stress applied to the body cords will usually identify any weaknesses. The only caution is that the maximum inflation pressure of the rim or wheel cannot be exceeded. It’s definitely possible that a damaged tire could zipper rupture after it’s removed from the cage if the technician failed to inspect it properly. Perhaps the most troubling risk is associated with heat damage to disc wheels. When a wheel is operated overloaded or exposed to excessive heat for an extended period of time, the diameter is actually reduced to the point where it won’t support one of the beads after the tire is pressurized. Unfortunately, the actual pressure at which it explodes is totally unpredictable so technicians either don’t know what to look for or are simply rolling the dice. Since the damaged side is opposite the valve stem, the unsuspecting or uneducated technician may not become aware of a problem until after the assembly has been removed from the restraining device. Inflating a truck tire to 100 psi is an inherently dangerous procedure that should never be taken lightly. Many of the related inspection and safety procedures put in place by the industry are in direct response to serious and fatal accidents. But while restraining devices definitely play a major role in protecting technicians from injuries when inflating truck tires, they are only part of the answer.

David Kiefer, director of marketing and product management, says the company is rolling out its Vector 6500, a single-temp trailer reefer unit equipped with a hybrid Deltek technology package to help fleets lower life cycle and operating costs. According to Kiefer, the Vector 6500’s streamlined electric architecture eliminates many of the serviceable mechanical components found in conventional systems, and substitutes expanded use of electronics and maintenance-free electrical components. The result is a unit that can reduce maintenance costs over its lifetime, compared to conventional mechanical technologies. More importantly, unlike a conventional system that runs all mechanically connected components via belts and pulleys whenever the engine runs, the Vector system only powers components needed at any given time, Kiefer explains. “We’ve talked to a lot of fleets that leave trailers at yards or delivery points over the weekend and now, instead of running the diesel engine all that time, they can plug them in and use electricity,” he notes. “That saves the cost of fuel and emissions as well.” Carrier’s Deltek technology uses a diesel engine to drive a 23-kW electric generator to generate enough current to run all system components. On the truck side, Thermo King just rolled out its allnew T-Series temperature control units. Designed for straight trucks, the T-Series offers lower life-cycle costs to fleets, notes Tim Ryan, truck product director for Thermo King. “Time and time again, customers asked for cost and fuel savings, improved reliability and performance, quieter, cleaner operation, and that they be easier to use and service,” he explains. “We took those requests and ... that’s what drove the development of the T-Series.’’ Features include a TSR-2 controller with more durable

or the new scroll compressor that offers more reliability, higher capacity and greater fuel efficiency; stationary or optional over-the-road Hybrid SmartPower electric operation; enhanced Whisper technology to significantly reduce noise; and a sleeker design for easier maintenance and repair access. Units available include the T-500R, T-600R, T-800R and T-1000R with reciprocating compressors; the T-600, T-800, T-1000, T-800 Spectrum multi-temperature; and T-1000 Spectrum multi-temperature with scroll compressor technology. Future ideas, of course, abound for reefers; much of them are focused on taking advantage of the growing role hybrid diesel-electric power is playing in this market. For example, Carrier’s Kiefer notes that a technology trend to watch over the next five years is that of bringing solar-generated electricity into the reefer, possibly from roof-mounted panels on trailers and truck dry van boxes. “You couldn’t power the entire hybrid reefer off solar power ... but maybe you could get half of the electricity you need from the sun, and that would allow you to reduce the load on the system’s batteries, diesel engine, etc.,” he explains. “Right now, though, solar cells are still not practical. They cost about $3 a cell and you need to get down to around $1 per cell to make it work. However, he says that it’s in tough economic times that some carriers will let vehicle maintenance slide. While they may think they are saving money, they are creating a bigger safety risk that could come back to haunt them down the road. “You know, a guy will try and drive 10,000 extra miles on a set of tires. That saves him money, sure, but it increases the risk of a tire failure on the road,” Berge explains. “My job isn’t just to catch that, though; my job is to try and change the habits of the fleets and drivers—

make sure the equipment gets fixed then and there, but you also want to make sure they don’t keep letting things go in the future.”
CHANGING THE MIND-SET That’s one reason motor carrier enforcement isn’t all about writing tickets, notes Senior Trooper Robert Tershak. A Virginia State Police trooper since 1985 with nearly 10 years of motor carrier-related work under his belt, Tershak stressed that changing behavior when it comes to highway safety is almost as critical as the enforcement part of the job. “I don’t like to approach inspections as ‘officer vs. driver’ at all,” he says. “Trucking safety is really a cooperative effort. Yes, we as inspectors have the authority to put trucks out of service, because we know an equipment issue can lead to an accident on the highway, creating a major incident for everyone. But we also know if a truck is put out of service, commerce can’t continue, because goods don’t get to where they need to go except by truck.” That’s why Berge believes changing behavior is such a critical part of the inspector’s job. “Take, for example, speeding tickets. I could go out and write speeding tickets all day, but nine times out of 10, after I’ve given out tickets, they’re speeding again,” he says. “We really need to change behavior so people don’t speed in the first place.” Tershak says that he’s found the trucking community itself, especially drivers, is willing to listen to this message. “There’s a common misconception that truck drivers are all mean, dirty, aggressive people. That’s just not true,” he says.

I ve ever met and most are very pro fessional.’’ “Effective enforcement comes in multiple facets; typically a mixture between overt as well as covert operations,” explains Steve Keppler, CVSA’s director of policy and programs. He says that the organization’s annual Roadcheck event is one of the “overt” methods safety enforcement groups use to make sure truckers pay attention to their equipment and drivers. The 72-hour safety blitz was conducted this year by over 9,700 CVSA and Federal Motor Carrier Safety Administration (FMCSA) certified inspectors at 2,148 locations across North America. “With Roadcheck, there’s a certain group of fleets and drivers that’s going to see this coming up and say to themselves, ‘I better make sure my equipment is ready—that all my Ps and Qs are in order,’ ” says Keppler. “If they are doing that, then we’ve already succeeded with this program, because the intent is to get the trucking community to tighten their focus on vehicle and driver safety.” Keppler also strongly believes safety is not just a commitment on the part of truckers, but a moral issue and an important character trait as well. “Companies and individuals that exhibit this ‘safety commitment’ trait are almost without exception leaders, both in the industry and in their communities. Oh, and by the way, many are profitable as well,” he explains. “Why is this the case? Because safety is not a cost, it is an investment.” From this perspective, Keppler stresses, safety becomes less about

cover story rules and subsets of rules than a mind-set; a particular philosophy that drives a company’s actions. “It is about going above and beyond the typical … as the typical will not allow you to separate yourself from the crowd,” he notes. “Investing in the safety mind-set pays dividends in many ways. Some of these dividends are tangible, and some are not; however, they all help to improve performance and results.”
Effective enforcement comes from multiple facets.
TARGET AREAS Keppler believes the two biggest places where the trucking industry “falls down” in terms of safety and, consequently, in terms of failing inspections center around not conducting adequate pretrip equipment inspections and drivers not having their paperwork organized and up to date. “Just being prepared at the start of a trucker’s workday is the single most critical thing you can do to be in position to pass an inspection,” he says. “The ‘pretrip’ is when you’ll find things that aren’t right with your equipment, giving you a chance to fix them before you get on the road and thus in position to be inspected. For drivers, having your paperwork in order and being courteous to the inspecting officer are very important. Those officers are there to do a job, and the more organized and helpful the driver is, the better the inspection process will go.” Keppler points to detailed safety statistics compiled by his group every year. The data, a compilation of the group’s above-average motor carrier members, goes into what CVSA calls “SAFER runs” and compares how this group stacks up against more “typical” motor carriers. SAFER is short for FMCSA’s “Safety and Fitness Electronic Records” system, a compilation of data that measures the safety profile of an individual trucking company.

CVSA’s last SAFER data run covered the time period from 20042006. For 178 CVSA member motor carriers, the following were the results: W Vehicle OOS (out of service) rate: 8.4% vs. the national average of 23.4%. W Driver OOS rate: 1.4% vs. the national average of 6.6%. W 74.7% had satisfactory safety ratings vs. the national average of 57.9%.
W 4.5% had conditional safety ratings vs. the national average of 30.1%. W 0% had unsatisfactory safety ratings vs. the national average of 9.2%. W A 1.15 per 100 million miles fatal involvement crash rate vs. the national average of 2.15. “Clearly, these data show that the safety mind-set does pay dividends and helps separate you from the ‘typical’ carrier,” Keppler says.
Roadcheck results
D
espite more inspectors operating out of more locations across the U.S., Canada, and Mexico for the 72-hour Roadcheck 2009 safety blitz at the beginning of June this year, out of service (OOS) rates for commercial trucks and buses continued to drop, a very encouraging sign, according to the Commercial Vehicle Safety Alliance. Over 9,700 CVSA and Federal Motor Carrier Safety Administration certified inspectors at 2,148 locations across North America performed 72,782 truck and bus inspections, which included 57,013 North American Standard (NAS) Level I inspections. Those numbers are significant increases over previous records set last year, with total inspection and NAS Level 1 outputs 7.1% and 8.9% higher, respectively, compared to 2008. The key numbers indicating that commercial vehicle safety is improving encompass both drivers and equipment. Out of all inspections, 95.6% of drivers passed— the highest passage rate ever attained over Roadcheck’s 22-year history—with only 4.4% placed out of service compared to 5.3% last year. For NAS Level I inspections, 96.1% of drivers passed, with just 3.9% placed out of service, compared to a 4.9% driver OOS rate in 2008. In terms of commercial vehicles, 80.4% passed, with 19.6% placed out of service— the lowest OOS rate posted since 1996—compared to 20.8% in 2008. Out of all NAS Level 1 inspections, 77.8% of vehicles passed and 22.2% were placed out of service, compared to 23.9% last year.

The inspection process
F
or a driver facing an inspection, the process may seem intimidating. But for properly prepared drivers, the process is not as daunting as it seems. The Commercial Vehicle Safety Alliance has provided American Trucker with a copy of the recommended steps that inspectors are to follow. These follow the North American Standard Level I Inspection Procedure. For Level II, III, IV and V inspections, some steps may be omitted. A more detailed process is included in the written procedures contained within the CVSA Operations Manual. First, inspectors are instructed to choose a safe site to conduct the inspection and identify themselves to the driver while explaining the inspection process. Inspectors will conduct a detailed interview with the driver while noting several driving conditions. Seat belt usage, the driver’s physical condition and inspector observation, including attention to any signs of alcohol, drugs or weapons inside the vehicle, are part of this process. In addition, the inspector will request a medical examiner’s certificate; skill performance evaluation certificate; driver’s license, CDL, record of duty status; shipping papers; periodic inspection certificates; and supporting documents, including bills of lading, receipts and other documents. Also, the driver’s daily vehicle inspection report will be checked. On the inspection report, the inspector will check for any safety defects to ensure they have been corrected. The inspector will also conduct a thorough vehicle inspection, including checking vehicle identification number, registration, insurance and operating authority. Proof that the vehicle has passed the required inspections and has the required documents and decals will need to be provided. A quick check on the freight will take place before the inspector advances on to physical inspection of individual components. The physical inspection process is as follows: W Inspect front of tractor. Headlamps, turn signals and all other lamps will be checked, as will windshield wipers. W Inspect the left and right front sides of the tractor. Items checked will include the front wheel, rim, hub and tire. W Inspect the left and right saddle tank areas. Items checked will include the fuel tank area and exhaust system. W Inspect trailer front. Air and electrical lines will be checked. W Check the left and right rear tractor area. Items checked will include wheels, rims, hubs and tires; lower

fifth wheel, upper fifth wheel, sliding fifth wheel and all required lamps. W Inspect the left and right sides of the trailer. Frame and body, condition of hoses, and cargo securement will be checked. W Inspect left and right rear trailer wheels. Inspectors will check wheels, rims, hubs, tires and sliding tandem. W Inspect rear of trailer.Tail, stop, turn signals and all other required lights, lamps and flags will be checked. W Inspect double, triple and full trailers. Check safety devices on full trailers/

converter dollies and safety devices (chains/wire rope). Also check pintle hook, eye and drawback for cracks, excessive movement and improper repairs. W Inspect steering axle(s). Check steering system, front suspension, front axle, frame and frame assembly, front brake components and mark pushrods. W Inspect axles 2 and/or 3, 4 and/or 5. Among the items checked are suspension, frame and frame assembly, brake components, and mark pushrods. W Check brake adjustment. Check air pressure (should be between 90-100 psi), have driver fully apply brakes and hold, measure and record all pushrod travel, identify size and type of brake chambers, ensure brake lining to drum contact, and listen for air leaks. W Inspect tractor protection system. Driver will be asked to release brakes and disconnect both brake lines; inspectors will check brake application and listen for air leaks. W Inspect required brake system warning devices.Observe the dash panel area when the key is turned “on” for the function test of the ABS malfunction lamp(s); observe dash gauges while ignition is “on” and the driver is pumping the foot valve to about 55 psi for the function test of a low air pressure warning device. W Test air loss rate. Driver will apply brakes while the engine is idling, the governor has cut in and the pressure is 80-90 psi. W Check steering wheel lash. Measure steering wheel lash while wheels are straight and the engine is running. W Check fifth wheel movement. Check for excessive movement. Flexibility by design Texas company’s equipment runs the gamet in order to meet delivery needs
W
mer base ranges n material supplianufacturers, you have to be prepared to pick up and deliver anything from an envelope to a trailer load of lumber. For Pronto Delivery, Courier and Logistics that means operating a fleet of 200 vehicles that ranges from pickups to tractors. The single largest category of its vehicles are the Class 6-7 straight trucks that form the foundation of most P&D operations, but Pronto also has rack trucks, cargo vans, and gooseneck trailers, as well as 48-ft. flatbeds and 53-ft. van trailers. Originally started as a two-person courier service in the Dallas/Ft. Worth area in 1984, Pronto quickly moved into the expedited freight arena, later adding warehousing to the mix. Just two years ago, it also set up a second courier and expedited freight operation in the Houston metropolitan area. “Having an extremely diverse fleet is absolutely part of our business model,” says Tiffany McClure, Pronto’s marketing manager. “We can go to large corporations like Bell Helicopter and tell them we can help everyone from their legal department to their distribution operation with whatever they need to ship quickly.” Not that the company limits its sales efforts to large businesses. “We market ourselves to the two-person,

home-based business as well as the Frito-Lays, to anyone who needs time-sensitive service,” McClure says. “On-demand, same-day delivery is really our specialty.” While the courier business in general has been eroded by electronic document delivery, Pronto has seen its expedited freight services really take off in recent years. Construction materials like doors and lumber make up a substantial portion of Pronto’s freight P&D traffic, but it also includes a wide mix of shipments with hazmat classifications like janitorial supplies or safety products, McClure says. On the equipment side, that’s meant beefing up the fleet with more 26-ft. van and flatbed straight trucks with liftgates. Currently, it has 45 Peterbilt Model 330 and Model 335 medium duties on full-service lease from Paccar Leasing. Leasing the straight trucks “offers us a significant competitive advantage because [of] the equipment and flexibility they provide,” McClure says. “And PacLease provides us with rental trucks so we can respond rapidly by increasing or decreasing the fleet according to our customers’ hot-shot delivery needs,” she adds. Supplementing the straight trucks in the freight service are companyowned gooseneck trailers and 1-ton pickups, as well as 48-ft. flatbed trail-

ers and 53-ft. vans. Sprinter vans and pickups with various body configurations, also company-owned, round out that portion of Pronto’s P&D operations. Pronto also builds flexibility into its pool of company drivers and independent contractors. It not only helps them obtain hazmat certifications, but also offers training for Transportation Security Administration certification so they can handle air freight into the Dallas/Ft. Worth and Houston airports. “Right now about 50% are certified,” says McClure, who conducts the training classes. “We pay the cost for required Security Threat Assessment background checks, and also provide the required annual retraining.” Like every other carrier in the country, Pronto hasn’t been able to escape the freight recession. “We certainly experienced a [freight] lull last year,” says McClure. “It was the first time we didn’t have substantial growth, but we reacted early on to get ready and we’ve remained very healthy.” Asked if the company is experiencing pressure on rates, McClure quickly answers, “Heck, yes. Our service is great, but right now it’s more about price than relationships. Fortunately, we’re really competitive on rates. It’s just not always fun these days.”
