EBCA Mission Statement:
The East Bay Claims Association is a charitable and educational organization that is dedicated to the betterment of Insurance Claims Professionals, through: continuing education; industry knowledge and contacts; and a strong commitment to integrity and respect in networking. In order to accomplish this mission, the Association provides a forum and network for insurance claims professionals to meet and share information. This forum and fundraising events held by the group also help to connect insurance claims professionals in local communities and expands public awareness of the work performed by insurance claims professionals.

People On The Move Pronet Group Forensic Engineering & Consultants welcomes Marketing Manager Steven Miller ProNet Group, Forensic Engineering & Consultants, is pleased to announce the addition of new Marketing Account Manager for Northern California, Mr. Steven Miller.
Mr. Miller, a seasoned marketing professional, joined Pronet Group in November, 2018, bringing his extensive experience in the beer/wine/ spirits industry to the engineering and insurance claims world. A Sacramento native, Miller attended his first gathering with the Sacramento Claims Association at the December Holiday luncheon in Old Sac. Steven’s role as Marketing Account Manager is to Market the firm’s forensic services and expand current business. Part of that is to coordinate public relations efforts with professional associations and organizations. He is also in charge of coordinating and planning corporate marketing events and Continuing Education seminars with clients and associations. Additionally, Steve serves as a liaison between operations group/engineering staff and clients to resolve issues/concerns, coordinate meetings, inspections, etc. “Since 1990, ProNet Group has been providing the answers our clients request - what happened and why,” Steve explains. “We’ve earned a strong reputation for professional integrity, investigative excellence, and technical strength,” he adds. “Our areas of expertise include: Structural and Civil Engineering, Electrical Engineering, Geotechnical Engineering, Mechanical Engineering, Marine/Naval Engineering, Vehicle Forensics, Cyber/Digital Forensics, and Fire Origin & Cause investigations.” A former member of the United States Marine Corp; Steve has nearly 15 Steven Miller

Steve explains how he came to this industry, new to him. “At 41, I decided to seek new challenges in life and change careers. ProNet was actively searching to expand their footprint in Northern California, and the idea of forensic engineering intrigued me. As I learned more about the industry, territory, and company culture at ProNet, I knew it was the right decision and I have never looked back since.” He already making his mark, successfully building a solid foundation of relationships and elevating awareness of ProNet Group among his growing network all around his extensive territory. “Steve has been an exceptional addition to our marketing and business development team,” stated Pronet Group Vice President of Marketing and Business Development, Shawn Shoop. “We were looking for someone that would be able to handle the unique challenge of launching a new territory, create brand awareness, and position us properly in the marketplace to allow growth and success. Solar Power, Procedures, Laws & Regulations at February EBCA By Lynna Harrison
Pleasant Hill, CA – A great sized crowd turned out for the February 13, 2019 East Bay Claims Association luncheon meeting, especially considering the stormy weather and the volume of claims in most offices currently. February guest speaker, Mr. Ron Riisager, President of Sales and Co-Owner of Velocity Solar Power, Inc., spoke about changes coming to the solar industry, and a bit about how ongoing changes are affecting insurance claims. Recent changes to the laws and regulations (California 2019 Title 24) will require Solar on all new construction as of January 2020. Changes will apply, he said, to Homes, Condos, and Apartment Buildings up to three stories high. There are some noted exceptions to the rules but, generally, many restoration projects may require code upgrades. Ultimately, he stated, coverage for code upgrades will depend on each policy. An important note, he stated, was that, because of Order Civil Code 714.1, homeowners’ associations may not prevent a homeowner from installing solar for their units on a rooftop or garage. Nor can require an association vote to make such determination. He explained that HOA’s can request where panels may be placed. Dr. Mason has a Ph.D. in Solid Mechanics from the California Institute of Technology. Among his credits, he also holds a Master of Science in Materials Science and Engineering and a Bachelor of Science in Mechanical Engineering from UC Berkeley. Dr. Mason is a Senior Engineer at ARCCA specializing in mechanical failures. He performs analyses of failed consumer and industrial products/equipment and machinery design/failure, as well as metallurgi-
cal laboratory analyses. He also conducts engineering evaluations and provides analyses and opinions on the fracture and fatigue of metals, plastics and welds. Dr. Mason has experience with medical devices and routinely conducts investigations of failed consumer medical devices, including fracture/fatigue crack analyses of orthopedic implants, plastics, and the complex interaction of materials with the human body.

Department of Insurance assists with Russian River flood recovery, urges state homeowners to consider flood insurance
Reminder that standard homeowners’ insurance does not cover flood or mudslide damage SACRAMENTO, CA — In the wake of record rains and recent flooding Insurance Commissioner Ricardo Lara dispatched Department of Insurance staff to Sonoma County to assist with recovery efforts. With many Californians not aware that traditional homeowners insurance does not cover flood damage, he urged homeowners to consider purchasing flood insurance. Department staff are available to answer questions through Saturday,
March 9 at the Local Assistance Center in Guerneville or by phone at 800-927-4357 following the winter storms and Russian River flooding that inundated 2,600 homes and businesses and damaged or destroyed many automobiles. “Climate change is driving more extreme weather events than ever, including floods,” said Insurance Commissioner Ricardo Lara. “We want to make sure people have the coverage they need before the
next storm puts their home at risk. Having flood insurance may be the difference between recovering quickly from a catastrophic event or suffering devastating financial losses.” Flood insurance is available through the Federal Flood Insurance Program and must be in force for 30 days prior to a flood, in most cases.
February was the sixth wettest month on record, and it is not too
late for homeowners to assess their risk for flooding and ensure they have the coverage they need to protect their home which is typically a family’s most valuable financial asset. The department has a number of resources to help consumers with insurance coverage or claim questions. Consumers with questions or needing assistance should call the consumer hotline at 800-927-4357.
Department assists wildfires survivors at insurance claims workshops
Survivors encouraged to call the department’s Consumer Hotline for assistance during their recovery AGOURA HILLS, CA — Consumer service representatives from the California Department of Insurance met with dozens of Woolsey and Hill fire survivors at an insurance claims workshop hosted by Insurance Commissioner Ricardo Lara this past Saturday. The week before Commissioner Lara hosted a similar workshop in Chico where the department was able to meet with over 500 Camp fire survivors. “We want wildfire survivors to know that we are here for the long haul not just the weekend,” said Commissioner Lara. “Recovering from these devastating fires is a long and emotional process and we are committed to helping every survivor with their insurance claims and questions.” The department wants to make
sure that residents affected by the wildfires are aware of the resources available during the rebuilding and recovery process. If survivors were unable to make it to the workshop but have questions, they are encouraged to call the department’s toll-free Consumer Hotline at 800-927-4357. Dr. Mason is a Licensed Professional Engineer in five states and is an Accident Investigator accredited in Crash Data Retrieval and Commercial Vehicle Event Data Recorders.
