was the theme for the annual Kite Run 5k/10k held here June 1, 2019. Organized as a fund raiser for the Mountain House Flag Football non-profit organization, the ever-popular local race drew runners of all ages, and breeds, including one dog.

Mountain House, CA – The 13th annual Kite Festival - a long-standing tradition in this community, was held June 1, 2019 at Central Community Park. The event featured professionally flown kites a numerous community members taking to the air with kites of their own. The Rotary Club of Mountain House made inexpensive kites available, and by early afternoon, a nice breeze kicked-up for the locals to enjoy their fun. Water rides came in handy with the 90 degree weather. Numerous food and commercial vendors lined the edges of the bowl and baseball field areas. Three live local bands were featured over the course of the late morning and afternoon, led by Fast Times, along with The Gordie List, and MoHo Mojo. Professionally produced by local sound company, MC Productions, the event came off beautifully. continued next page

Pinkerton Named New GM continued page 1
Previous to the move to Tahoe, he served as the City Manager for Davis, CA from September 2011 through April 2014; City Manager for the City of Manteca from 2008 until taking the job in Davis; and, he worked as the Redevelopment Director for the City of Stockton from 1994 - 2008. His local municipality experience reaches back to the mid1980s, as he was first an Economic Development Associate at the City of Redondo Beach, CA from 1984 - 1991, before taking on the job of Redevelopment Administrator at the City of Long Beach, where he served from 1991 - 1994. Mr. Pinkerton seems an ideal candidate for stepping in to take over as the new Mountain House GM. In addition to an impressive work history, he holds two Bachelor’s Degrees from the University of Missouri-Columbia, where he graduated in 1983, with honors, in Economics and Geology. He then went on to achieve double Master’s Degrees from USC (University of Southern California), in Urban Planning and Economics.
His package as Mountain House General Manager meets similar levels for such municipal leadership with his expertise and education, including a salary in the $185k range, with full benefits and more. Pinkerton acknowledged that he will need to dive in to bring himself up to speed on the many aspects of running the staff here, and stated that he looks forward to immersing himself in the community. Current Interim General Manager, Ms. Sarah Ragsdale, who has been pulling double job duties since last Fall, stated that she looks forward to welcoming Mr. Pinkerton to the District, and looks forward to being able to return her focus to her primary role as Administrative Services Director. The board welcomed Mr. Pinkerton and expressed their enthusiasm to begin working with him soon. His anticipated first board meeting will be August 14th, 2019.
Brightview Wins Landscape Contract RFP
Brightview Landscape Services has won the contract as the landscaping service provider of choice following an extensive RFP (Request For Proposal) process to fill the Mountain House Community Services District’s need for a new landscape contract. MHCSD Operations & Maintenance Superintendent, Doug Louie, who ran the RFP process, gave an extensive report to the board at the June 12, 2019 meeting, outlining the very detailed process just completed. “We sent out notices to 16 providers March 4th,” he told Karine’ Stuimer, VP Gen Mgr & Michael Underwood, Branch Mgr for the board. Eleven reportedly attended a subsequent bid Brightview’s Pleasanton office were onhand for the board meeting. process meeting, where they each received a proposal packet to complete and submit. “We received three back by April 11th,” he stated. Louie showed detailed bid/cost comparisons between the three submitting firms: Brightview (the current landscape partner); Grover Landscape; and Odyssey. Brightview came in as the clear choice. The board approved Brightview in a 4-1 vote. VP Moreno dissented, due to the fact that the actual proposal was somehow not included in their board packet.

CSD Board Includes $50k RTD Commute Line Subsidy in 2019-’20 Budget Bryan Harrison
Following a good discussion at the June 12, 2019 meeting, the Mountain House Community Services District Board of Directors voted unanimously to approve, as part of the overall annual budget, a $50,000 subsidy to help keep viable the new San Joaquin Regional Transit commute service to the Vasco ACE Train Station in Livermore. The decision, presented by staff as an potential addendum to the 2019-2020 budget, also included a $2,000 increase in spending for the Youth Action Committee to help with expenditures for the community group led by the board. With that addendum, the board approved the coming year’s budget, voting against raising any of the four special taxes for the year, as per staff recommendation. The approved fiscal year 2019-2020 budget also includes the addition of two full-time equivalent staff positions: Senior Maintenance Worker and Administrative Assistant I. The staff report stated that “the positions
are needed to meet the additional demands resulting from growth in the community and the increased pace of building activity”. The commuter bus line subsidy is intended to help ensure that the newly established program with the county RTD will have a chance to grow in ridership and frequency. Recent reports have been that the new line is under consideration for cuts due to lack of ridership, even at this early stage. Vocal residents made very clear at a community town hall forum last November that the desire for commuter bus service would be strong for a route directly from Mountain House to the Vasco ACE station in Livermore. RTD, at that time, was rolling out a similar service from MH to the Tracy ACE station. That idea was panned by pretty much everyone at the town hall forum. “Go West” was the call, with numerous residents speaking in support of such a service. QUICK TIPS ON PET WASTE
Q: Why should I pick up pet waste (even if it’s on my own property)? A: The pathogens in pet waste are harmful to the health of humans, animals, and the environment. PUBLIC PROPERTY: Local animal control ordinances declare it is unlawful to leave pet waste on public property and require its immediate removal. PRIVATE PROPERTY: Local water quality and health ordinances also apply to private property and could result in enforcement, including fines, if it can be determined that pet waste, or its pathogens, on your property are being washed into storm drains or waterways, or if the accumulation of waste is a nuisance or menace to health. Q: How should I dispose of pet waste? A: Scoop the pet waste, bag it, and put it in the trash (garbage). Q: Can I put pet waste in the trash (garbage)? A: Yes, this is the preferred disposal method. By putting pet waste in the trash, it prevents the waste from becoming a source of pollution in our streams and bays. Landfills are designed to safely handle substances such as dog waste, cat litter, and dirty diapers. Many people already place their dog waste in the trash because it’s convenient. Some hide it in the trashcan because they think it’s prohibited. Don’t worry! It’s allowed. If you are already placing it in the trash, keep up the good work! Q: Can I bury or compost pet waste? A: Composting and burial do not kill hazardous pathogens that may be in the waste and can pollute water. Landfills are designed to safely handle substances such as dog waste, cat litter, and dirty diapers. Yards are not. Most home compost piles don’t reach temperatures sufficient to kill many hazardous pathogens. Extended exposure at 140- degree temperatures is required to kill E. coli and Salmonella. Giardia can survive temperature extremes, chlorination, and drying. Cryptosporidium, Leptospira, Salmonella, and E. coli can survive for months in feces or soil. Roundworms can survive for four years in soil. Even commercial yard waste processors do not currently compost waste at temperatures sufficient to kill many pathogens in pet waste, so don’t put dog waste in the yard waste bins for curbside pickup. Q: Can I flush pet waste down the toilet? A: Maybe. If you are on a municipal sewer system and you can stand the yuck-factor, flushing is a highly desirable method of disposal. Most people, especially those with large or multiple dogs, are not comfortable with the notion of bringing outdoor pet waste indoors to flush it. If you can handle it, go wild! If you have a septic system, then do not flush pet waste down the toilet. Flushing pet waste can potentially exceed the design capacity of the septic system. High volumes of hair and ash, not normally found in human waste, can interfere with septic system functions and clog drain fields. Don’t flush cat waste if it has litter stuck to it. Another alternative is to install a pet waste flushing system at your outdoor sanitary sewer cleanout if you are connected to a public sewer system (NOT a septic system). NEW MOUNTAIN HOUSE RTD SERVICE
San Joaquin RTD, in association with Mountain House Community Services District and Altamont Commuter Express (ACE), have been working with the Mountain House residents to provide a new direct transit service between Mountain House and ACE Vasco Train Station. Beginning in May, a new DIRECT service has started from Tradition Street to Vasco ACE Station. Currently there is one bus service in the morning at 6:40 AM, leaving the Tradition Street stop and arriving at ACE station at 7:40 AM. In the evening, there are two services departing ACE station at 4:45 PM and 6:45 PM. The fare is $1.50 per trip or $50 per month for a 31- day pass. Depending on the ridership growth, we hope to expand the service to all 4-trains in the morning and in the evening. We are also working on a new bus shelter, parking areas, and bicycle racks for our commuters. So, come and ride the new bus service at Tradition Street and Parco Street and enjoy a pleasurable ride on the ACE train to Livermore, Pleasanton, Fremont, Great America, Santa Clara or San Jose.
SUMMER SWIM PROGRAM NOW OPEN!
The 2nd annual MH Community Summer Swim Program is now open! We are pleased to provide Open Rec swimming at the MH High School pool Monday through Saturday from 12 noon - 6pm thru July 27th. Cost is just $3.00 person per day, or buy a season pass online for just $50. We are accepting prepayment from our web site, or debit/credit cards at the pool this year. Swim lessons are currently full. You may sign-up on the waiting list on the site, too. The pool will be closed July 4th. IN-TRACT AND OPEN SPACE CONSOLIDATED LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT NO. 2019 The Mountain House Community Services District will hold a Public Hearing in the Board of Directors Chambers, 1st Floor, 230 S. Sterling Drive, Mountain House, California, at 7:00 p.m. or as soon after as possible, on July 10, 2019, on the following matter:
The new College Park development in Mountain House, CA contains some landscaping improvements that are not identified in the Parks Master Plan, the MHCSD Parks, Recreation and Leisure Plan, the TIF or the CFF. The proposed In-Tract and Open Space Consolidated Landscape Maintenance Assessment District No. 2019 would provide a funding mechanism to pay for the continued operations and maintenance of these landscape areas.
RTD Van Go Countywide Travel Solution Stockton, CA— The new RTD Van Go ride-share service is available to help residents travel more easily within four zones in San Joaquin County. “After the successful pilot program last fall in the north county,” said San Joaquin Regional Transit District (RTD) CEO Donna DeMartino, “we are excited to expand Van Go’s service area to make it available to all San Joaquin County residents.” This on-demand service provides transportation within designated zones. For longer trips, Van Go offers free transfers to connect passengers to buses at all San Joaquin County public bus transit agencies. Every Van Go vehicle is wheelchair-accessible, and its drivers are trained, licensed, and fully prepared to help with accessibility needs. To ride, customers can download and use the Van Go app (from the Apple App Store or Google Play) to schedule a ride. They may also call 1-800-FORRIDE (800-367-7433) to make a reservation.
Rides cost just $4 per one-way trip or $10 for a 1-day pass. Discounted fares will make it even more affordable for seniors, persons with disabilities, and U.S. veterans. Valley Link On-Track with Feasibility Study
Planning for the Valley Link Rail, that will connect the central valley to Dublin BART, reached a major early milestone with the completion of their mandated Feasibility Stu 2dy. Announced at the June 12, 2019 afternoon meeting, held at the Tracy City Hall Board Chambers, the Feasibility Study was a daunting real first step since the legislated formation of the Joint Powers Authority board. MHTC Vikari Nama Samvatsaram Ugadi Celebrations Written by Shaliny Maddipatla for MHTC
The name Ugadi is derived from the Sanskrit words yuga (age) and ādi (beginning); the beginning of a new age. The festival marks the beginning of a new Hindu calendar year and is celebrated on the first day of “Chaitra” month, which falls in the months of March-April as per the Gregorian calendar. It holds cultural, religious as well as astronomical significance and also heralds the beginning of a new era and harvest season as its name suggests. Hindus believe that Ugadi is the day when Lord Brahma created the universe. As per the legend, a demon named Somakasura hid the Vedas in to a sea after stealing them from Lord Brahma. Lord Brahma requested Lord Vishnu to intervene and get the sacred texts back from Somakasura.Lord Vishnu reincarnated himself as a fish, known as “Machya Avatar” and killed the demon Somakasura, handing over the Vedas to Lord Brahma. Subsequently, Brahma started creating the world on Ugadi. The word “Ugadi” is translated to – beginning of a new era or age. People believe that every year is equivalent to a single day to Brahma. They believe that Lord Brahma writes the fate of every individual as well as the earth on the day of Ugadi. Even though Brahma had been cursed by Lord Shiva that he will not be worshiped by humankind; still, in the festival of Ugadi people acknowledge his efforts in creating the universe and writing its fate. This year Mountain House Telugu Community celebrated Ugadi festival on the 6th of April in our very own Questa Elementary School with much festive fervor and enthusiasm by the members of the community. This event was organized by telugu families in the community under the supervision of MHTC and was attended by large number of telugu and non telugu families who enjoyed their time not only by participating in singing, dance and skits but also indulging in cultural events and traditional food. Unlike any other festival Ugadi is all about coming together and celebrating happy moments with loved ones.

287 members of the Mountain House High School Class of 2019 celebrated their graduation commencement Friday, May 24th at an official gathering on the football field. Family and friends filled the seats and the home-field stands, cheering on their senior graduates. MHHS Principal, Ben Fobert, was clearly emotional as he addressed the crowd, exuding the pride he carries for this class. The sheer number of honor students wearing sashes for their high school achievements stood out. “I’ve never seen so many honor students,” exclaimed a family member. The National Anthem was sung MHHS Principal, Ben Fobert, by the MHHS Choir, with brief addressed the graduates speeches given by numerous dignitaries, and student leaders. Amongst the graduates were 24 students who successfully completed the first four-year Early College Guided Pathway, each continued page 15

Mountain House High School celebrated the first four-year cohort of early college graduates with the 2019 class. 24 seniors graduated an evening earlier, as part of the 2019 Delta College graduation ceremony, held at the Stockton Arena Thursday evening, May 23, 2019. “This class has the first Mountain House High School Early College Cohort graduates,” Fobert proclaimed at the following evening’s MHHS graduation ceremony. “Each student started taking college courses during their freshman year and walked the stage last night

Relay 2019 is in the books! Mountain House’s “Team Reegan” raised a respectable $4,414 for the American Cancer Society, despite a somewhat rough fundraising climate and lower than usual event attendance. Overall, the combined fund raising efforts by Tracy and Mountain House participants came in at $62,283.70. Thank you to all our individual financial donors, program business card sponsors, and our food sponsors from Taylor Farms and Sara Lee for your generous contributions! Our team...what can I say! The annual Mountain House Bike Rodeo was held Saturday, May 4, 2019 from at Mountain House CSD Parking Lot. Designed to coincide with Bike Month, the Mountain House Community Services District and San Joaquin Sheriffs partnered once again to bring the Bike Rodeo back to Mountain House. Event Coordinator, Angel Lamb, at the May 4, 2019 The weather was beautiful, and families Mountain House Bike Rodeo came out in strong numbers. “We had well over 100 registered kids,” said event coordinator, Angel Lamb. The event ran from 10am until 1pm. Kids were encouraged to bring their bikes to be registered and inspected. Deputies help make sure helmets and bikes were setup for a proper fit. Riders learned proper techniques for stopping as well as getting a stable start, before going through the obstacle courses. Kids were able to enter to win a brand new boys or girls bike and all kids that completed the obstacle course received a free hot dog. Each participant also received an official registration certificate, along with some other giveaways.

Music In The Park Series to Kick-Off Saturday, June 22
Plan now to attend what promises to be a spectacular Mountain House Music In The Park series for 2019. Music In The Park will feature Five (5) outdoor concerts in Central Park, FREE to attend for the whole family, as provided for by the MH Community Services District. The originally scheduled first show with The Breakfast Klub has been rescheduled for September 28, following the torrential rainstorm in the middle of May. The kick-off show is now slated for Saturday, June 22, featuring Busta Groove! “Busta-Groove! Is Northern California’s #1 Dance Party Band playing all the top hits from Motown through to today!” states their YouTube promo video. Check them out at www.busta-groove.com. Summer is here! That means warm weather, more free time, and best of all, no school! Summer is the one time of year when the whole family gets a chance to have fun. Whether it be travelling to a new country or camping, there are many opportunities to relax. Summer also means having time to develop new interests and participating in a variety of activities. This includes going to movie nights in the park, exploring nature through hikes or road trips, and cooling off by swimming. In Mountain House itself, summer time brings in countless chances to bond with your loved ones as well as discover new hobbies you didn’t even know you had. For example, going to the “Food Truck Friday” events allow you to eat delicious foods and meet new people. Since Mountain House is located near farms, visiting the farmers’ market to shop locally-produced fresh foods helps you get fit and eat healthier during the summertime too! If you’re ever looking to go somewhere out of town but also nearby, cherry-picking in places like Brentwood is right around the corner. Like to listen to live music? Go to the “Music in the Park” event where you can tune into a live band playing and enjoy the beats. Joining the zumba dance classes hosted in different parks around Mountain House allow you to exercise and listen to music as well. Going to community centers to take new classes is also a very good idea if you want to learn a new skill or gain knowledge in another field. In conclusion, we can see that summertime brings us a variety of options when it comes to doing activities that you like. You just need to find the right ones that interest you the most. LUSD Update at June CSD Board Meeting
Season Pass: $50.00 (children under 2 free) NO CASH, NO CHECK. CREDIT ONLY at the Pool All persons on the pool deck must purchase a pass even if you are not swimming Pass is for 1 person only • Children 12 years of age and under must be accompanied by an adult at all times. • Children 6 years of age and under must be accompanied by an adult in the water at all times. • Swimmers may be subject to a swimming proficiency test before being allowed into the deep end of the pool. • No food, drink, or gum inside the pool area, with the exception of water. Glass containers are prohibited for the entire facility (including locker rooms). • The pool as well as the Mountain House High School Campus, including the parking lots and grounds, is a tobacco, alcohol, and drug free zone. • Personal Flotation devices should be used appropriately. Misuse of flotation devices may result in them being not allowed for the specific group or individuals. • No running, pushing, dunking, or flips from pool deck.
Clerk of the Board of Trustees for Lammersville Unified School District, Ms. Sharon Lampel, addressed the MHCSD Board for her monthly cross-district report. LUSD, she began, is projecting to start the new school year with 5,900+ students, up from 2,500 when she started on the board six years ago, she stated. Cordes Elementary Construction is on target to be completed for the start of the 2020 school year in August. The Professional Development Center is also on target to be completed at the same time- it will be able to provide Professional Development opportunities for up to 160 staff members at one time. It will house the Curriculum Department and the IT department. The PDC will also be the technology hub for the district. She went on to report that Mountain House High School graduated 100% of its 287 eligible seniors on May 24, 2019. MHHS will have over 1550 students next year with a Freshman class of 452 and growing

State Test Scores show that LUSD student performance district-wide increased in both ELA and math. The district remains the highest performing school district in the county, and the region. Ms. Lampel presented to the CSD board a special contribution. “We have a donation for the time capsule,” she said. “On behalf of Mountain House High School, we would like to present you with this 2019 yearbook. We have also brought board pictures for inclusion to show our leadership in 2019.” She then touched on an issue that next part of my report piggy backs on what the folks from Shea addressed: “A golden opportunity exists in Mountain House for our two districts to work in partnerships as this community’s development moves into a new phase - one that is long overdue,” she stated. “Houses and schools are not the only buildings being developed today. “The presidents of both organizations have shown the foresight to establish a working group in the effort to communicate key initiatives and provide the opportunity for assistance district to district,” she continued. (However,) “An opportunity was missed the past two weeks as LUSD construction funding has been caught in a dispute between the MHCSD and a developer. The opportunity to assist LUSD in gaining access to construction funding was past upon. “The MHCSD has a right to make decisions and was by no means obligated to provide said assistance. However, good communication should be an expectation and in this case a choice was made to not communicate well. This was a missed opportunity and runs against the goals established by both organization’s presidents. ‘No’ is a perfectly plausible answer to some situations. No communication, no returned phone calls, no responses or incomplete emails fall short of the potential of this newly established partnership,” she said. “It is in everyone’s best interest that we work better together and provide good leadership to our community. If successful, this partnership provides both districts a chance to have a powerful and lasting impact now and into the future.”

First place for the women, and second overall, was 30 year old Brenna Ridge, of Ripon, with a time of 46:18. Ms. Ridge won last year’s race, too. Kite Run 10k winner, Shawn Flores @ 43:44 5k race winners were Thomas Haim, 46, of , with a time of 21:23, and 14 year old Mountain House resident, Reina Ramos, with a time of 23:49. Reina was 5th overall, as well. Mountain House Flag Football, Inc. is a nonprofit 501(C)3 corporation formed in 2009 by local residents to provide quality recreational sports leagues and activities for kids and adults in Mountain House and surrounding areas. Evert Shoots a 73 for the Win at the June 9 MH Golf Tourney at Redwood Canyon
The 2019 Mountain House Golf Club is well underway. June 9th featured the third traveling tournament of the season, at Redwood Canyon Golf Course in Castro Valley. The overall winner, shooting a tremendous 73 - one of the best raw/gross scores the club has experienced - was Dan Evert. The Closest to the Pin winner of a car went to Jon Browing.
