Following months of negotiations on a new teacher compensation agreement, the Lammersville Unified School District and the Lammersville Teachers Association were able to come to terms at their December 17th non-binding mediation meeting, avoiding the next step, which could have been a lengthy Fact Finding process. The terms of the agreement then had to go to a final vote of approval by the teachers. That vote was affirmed January 7, 2016. continued page 4

MH Developers, LLC Withdraws Town Center Application By Bryan Harrison

"Mountain House Developers (“MHD”) has withdrawn the application for the Town Center Plan that was submitted earlier this year," the announcement stated. "MHD continues to work with the County of San Joaquin in an effort to accelerate the delivery of commercial and retail services to Mountain House residents. Additional information regarding those efforts should be available in the spring of 2016." Speculation as to the cause, and even a petition to demonstrate deep concerns from residents, quickly followed.

Teachers Agree to New LUSD Contract

In a very brief statement released December 30, 2015, Mountain House Developers, LLC announced that they had withdrawn their Mountain House Town Center Design application from the San Joaquin County planning department.

David Sargent, Community Development Manager for MHD, indicated in a brief phone conversation with MH Matters that more information on the cause for this reversal, and the next steps in the process, will be forthcoming. John Funderburg, Principal Planner. San Joaquin County Community Development Department in Stockton had no further information to share at this time, either.

While no cause has been stated, a potential sticking point in the County's Application Referral released last Fall was a call for a "Focused EIR (Environmental Impact Report)" to identify project-specific impacts the plan's changes might present. Whether the cause for the withdrawal centers around that, or some other issue, both sides continue to work toward resolution.

CSD Board Elects Lucid as 2016 President By Bryan Harrison

The Mountain House Community Services District Board of Directors held their annual election of officers for the coming calendar year at their regular monthly board meeting, Wednesday, December 9, 2015. Generally handled in a sharing-of-duties fashion, this year's elections of President and Vice President were achieved as concisely and as transparently as ever. Orchestrated by Deputy Secretary of the Board, Nicole Adamo, each board member selected their preferences, one through five, of who they would have lead the organization. The votes were tallied in real time on the overhead projector, with Director Brian Lucid getting the nod. The same process was then used to decide on Vice President, with continued page 4

MHCSD Examines Water Issues at December Workshop By Bryan Harrison

The Mountain House Community Services District Board of Directors held a special meeting Thursday, December 17, 2015 to examine issues surrounding the town's water supply needs moving forward. All five CSD board members were on-hand for the workshop, along with General Manager Ed Pattison, as well as legal council Kurtis Keller associate and water law expert from Neumiller & Beardslee Attorneys & Consultants, and consultant Charles Duncan, PE - President and CEO of of West Yost Associates.

Newly elected CSD President, Brian Lucid, began the evening's agenda before passing things over to Pattison, to begin the Water Supply Study Session.

"Tonight is really a special board meeting that begins an entire series of ‘study sessions’, we're calling them, on a number topics of interest to your board and the community," Pattison stated.

With presentations from both Duncan and Kurtis, the group delved into a nearly two-hour long discussion of all things water. Storage options for the short and long term, potential recycled water use, conservation efforts and technology all were addressed. Projecting out as far as 2040, Pattison stated that we do have options.
