County Moves Town Center Closer to Reality with Release of Revised Application Referral By Bryan Harrison

Following a delay of more than a year on any progress to be seen on plans for the Mountain House Town Center development, the long-anticipated re-release of an “application referral” from the San Joaquin County Community Developement Department was announced January 26, 2017. The long wait came after the December 31, 2015 withdrawal of town center design plans from county planning consideration by Mountain House Developers, LLC (previously known as Shea MH, LLC). The plans, which had originally been submitted for county approval at the end of May, 2015, were the result of a revision process that began in the Fall of 2013. A series of Community Workshops the developer held in town seeking input and ideas from residents as to what the downtown should include brought changes from the artist concept in the original Master Plan. Following the first two workshop sessions, MH Developers, LLC compiled and submitted the conglomeration of input and responses to two design firms, allowing for multiple interpretationas and perspectives on the best approaches.

A third Community meeting was then held May 31, 2014, where residents were presented with the new ideas. Ultimately, plans were submitted to the county almost exactly a year later.

The county, however, called for a new “focused” environmental impact report (EIR), to which the developer objected. MHD’s assertion was that the changes to the town center plans did not adversely affect the original EIR done for the area continued page 3
