County Planning Commission Hearing Set for Town Hall & Library Construction

Stockton, CA - A date has been set for the review and approval of the San Joaquin County Referral for construction of the Mountain House Town Hall and Library/Learning Center. Following release of the Community Development Department’s Referral Announcement in May, a Planning Commission hearing has been slated to be held Thursday September 7, 2017 at 6:30pm at the Public Health/Planning Auditorium, 1601 East Hazelton Avenue, Stockton. The public is welcome to attend this hearing.

Assuming the Planning Commission approves the plans as submitted, the next step in the process before construction permits may be drawn will be for the County Board of Supervisors to sign-off with their blessing. continued page 6

Farmers Market Exceeds Expectations Thousands turn-out for market opening day August 20th continued from page 1

and surpassed planning. While organizers did plan for a strong show of residents to shop amongst the 27 market vendors, they could only hope the people would respond in such fashion. Folks flocked to the event from every village in town, for farm-fresh produce, baked goods and kettle-corn, fresh cheeses and more.

Held along the periphery of Wicklund Park, vendors were set up along either side of the sidewalk. With so much foot traffic, the space was cramped, but no doubt added to the energy in the air.

“We thoroughly enjoyed our MH Farmers Market ! It was a great start this past Sunday!,” stated Vaidehi Mahesh. “Will look forward to it every week now! Farm to table food is beyond delicious!!”

Tirzah Stenner said “Loved it. The vendors were friendly, offering samples. Can’t wait for next week.”

Organizer, Angel Lamb, was clear that adjust-

ments to congestion will be addressed. “We are going to make changes so that we have more walkway space,” she said afterward.

“We are going to spread out the vendors a little more and move some high traffic vendors as well. We will tweak things until we get it just right,” she assured.

Efforts to establish a successful farmers market have been an ongoing process. “The attendance for the Farmers Market was much better than I anticipated,” Ms. Lamb stated. “After 3 years I am so glad that I was finally able to get this going,” she added.

“We are going to be adding more vendors and excited to have a few Mountain House residents as vendors for this event.”

An estimated 3,500 people turned out for opening day, over the course of the four hour market.

Farmers’ Market hours are Sunday mornings, 8am-noon at Wicklund Park.

Planning Commission Hearing September 7 continued from page 1

“It’s finally happening,” stated County Community Development Planner, John Funderburg.

Public support is said to be one of the weighing factors with the Planning Commission.

Whether attending in person, or expressing one’s wishes with local governing representatives who are likely to be in attendance, the voice of the people may be heard at such a hearing, Mountain House Matters has been assured.

Stated hopes by developer, Mountain House Developers, LLC, and Mountain House Community Services District leaders, is that construction may begin in the Spring of 2018.

“There are a lot of intricacies that go into producing a final map,” Mr. Funderburg explained, indicating that all involved have done their due diligence to get to this stage of the process.

CSD General Manager, Ed Pattison, expressed the need to stay on time with this project, as the lease of the current CSD offices expires after December 2018.

Welcome to Mountain House! In my opinion one of the most closely knit communities in the country and home to some of the kindest people I’ve ever met. I hope you will find this (unofficial) information useful.

Mountain House (MH) is an unincorporated community (not an incorporated city ..yet) in San Joaquin County. The first residents moved in to their homes in 2003 and the estimated population in 2017 is 16,000 (4500 homes). At full build out, the community should have 44,000 residents (12,000-15,000 homes) Local government-The Mountain House Community Services District (MHCSD) is the local government and is governed by 5 elected board members (similar to city council) and a general manager (similar to city manager.) The MHCSD has 18 powers including providing police (contract with San Joaquin Sheriffs), fire (contract with French Camp Fire), library, water, sewer, garbage (West Valley Disposal), public recreation, road maintenance, street lights, graffiti abatement, CC&R enforcement, dissemination of information, transportation, etc. The MHCSD is NOT in charge of economic development or land use.

Schools-The schools in MH are part of the Lammersville Unified School District (LUSD). The district consists of 5 K-8 schools (4 in MH and 1 just outside of MH) and 1 high school. Mountain House High School is one of the newest high schools in the country.

Another K-8 (Hansen) will be built in the near future. The school district is governed by 5 elected board trustees and a superintendent and all the schools consistently rank in the top of the county.

Library-Mountain House has a temporary library next to central park which is open 7 days a week and offers numerous programs for kids and adults. The permanent library will be built by 2019 in the town center area.

Villages-There are 5 villages (Wicklund, Bethany, Altamont, Questa, Hansen) in MH with a 6th (Cordes) in the works. Each village consists of 800-1000 homes and surrounds a K-8 and park (the Hansen School and Park has not been completed yet.)

Parks-Each village has a park with various sports fields and play structures but MH also has a larger Central Park (with a water fountain) and a creek park near the center of town. Central Park will be expanded in the next few years to include more playing fields.

Development-The MHCSD is not responsible for economic development like most cities (one of the few city powers that we do not have). The two primary developers in MH are Trimark (the master developer who started this project in the 90s) and CalPERS (who bought much of the remaining land from Trimark in 2006).

The land that CalPERS owns is managed by MH Developers (formerly Shea Mountain House).

Property taxes-We do not have a fixed tax rate. The tax rate changes with the value of your house. Compared to other new local developments (Lathrop, River Island, etc.), the tax rate is

about average. Let’s take a more detailed look at our tax bill. The prop 13 portion is usually 1% of your property’s net total assessed value. If your house and land is worth $500,000 then the prop 13 portion of your tax bill is $5,000. The remainder of the bill comes from various school bonds and taxes, the 4 MH special taxes and a few misc. taxes. The special taxes portion is not based on the value of the house but based on your house or lot size. The 4 MH special taxes can be raised up to 4% a year by your elected board.

(The 2 bills that I have from 2016 have rates of 1.66% and 1.75%.)

Businesses-There are numerous businesses in MH but the 5 non-day care businesses with a physical location in Wicklund Village are: The Wicklund Market, Mountain House Dental, Elite Training Academy (gym), Valley Chiropractics and Klemm Real Estate. Many more businesses are in the plans including a major grocery store.

Utilities-Water and garbage is provided by the MHCSD. This bill also includes a “pledge” component (close to $100 per month) which essentially pays Trimark back for the water infrastructure.

Gas is provided by PG&E. Electricity is provided by MID. Cable is provided by Comcast/Xfinity. There are numerous internet providers including Comcast/Xfinity and AT&T. Youth sports-There are numerous youth and adult sports organizations in MH. The first one founded was MH Little League in 2008, followed by MH Flag Football in 2009. After that, we got MH Soccer (now West Coast Soccer), MH Jr Mustangs, MH Youth Basketball (part of the MH Jr Mustangs) and MH Girls Softball.

MH Golf Club and MH Tennis Club both started in 2011 and are part of the MH Flag Football nonprofit. There are also various travel basketball, baseball and soccer teams.

Events-The MHCSD sponsors many community events including the Bike Rodeo in May, Kite Festival in June, 4th of July Parade and Picnic, Music in the Park events in the summer months that feature different artists, farmer’s market (started in 8/2017), the Pumpkin Festival in October, etc. Other organizations in MH also put on events such as the Great Egg Hunt, the MH Kite Run, the MH Halloween Parade and various Christmas events.

Crime-We have crime like any other town but our crime rate is the lowest in the county and consistent with most east bay cities. We also have bad drivers like any other town with roads, cars and people.

Wind-Yes it’s windy sometimes. And when I say windy, I don’t mean a gentle summer breeze. We’re talking about keeping your toddlers and pets in the house windy. But it’s not always windy.

Some people think it’s windy here because of the windmills on the Altamont.

Food-Other than the Wicklund Market, there are no grocery stores in MH so most of us get food from Tracy (Costco, Walmart, Winco, Safeway, etc.) and now the farmer’s market. Many Tracy restaurants (Chinese, Thai, pizza, etc) deliver to MH.

Try using baking soda, white vinegar, and essential oils when cleaning your house. For example, sprinkle baking soda and vacuum to clean carpets. Spraying vinegar water is an easy way to clean windows.

What You Can Do About Storm Drains:

• Sweep extra fertilizer, grass clippings, and dirt on your driveway back onto your lawn.

- H o s i n g d o w n y o u r d r i v e w a y s e n d s t h e s e pollutants into storm drains that lead to lakes, streams, and beaches.

• Only allow rain to go down the drain - Never dump motor oil, chemicals, pet waste, leaves, dirty or soapy water, or anything else down the storm drain.

All of these materials pollute our lakes and streams.

What You Can Do With Landscaping:

How can I maintain my lawn and garden while protecting our waterways?

• Go native - Select plants native to Central Valley. Native plants are better able to tolerate Central valley’s climate, require less fertilizer and water, and are more disease resistant.

• Plant a rain garden - Use native plants in low areas where rainwater collects in your yard to trap, absorb, and filter stormwater.

• Diversify your plantings - Use a wide variety of plants to help control pests and minimize the need for pesticides.

• Place a thick layer of mulch (four inches) around trees & plants - This helps retain water, reduce weeds, and minimizes the need for pesticides.

• Plant a tree - Trees can provide many benefits, such as soaking up water,

which improves the environment and quality of life in your community. A typical, medium-sized tree can capture 2,380 gallons of rainwater per year.

• Rake it or leave it - Follow your community’s leaf pick-up guidelines. Avoid raking leaves into storm drains or roadside ditches. Try mowing leaves into your lawn—they also make a good fertilizer!

• Use pesticides and herbicides sparingly - Limit application of these chemicals to problem areas only.

• Capture the rain - Use a rain barrel to water your plants. Don’t forget to empty it when it’s full.

Effective September 1st 2017, MHCSD utility customer accounts that become delinquent and receive a 48-hour notice will be assessed an additional $25 delinquent processing fee.

VANDALISM AND OUR COMMUNIT Y

Vandalism will always be present in our communities. The perpetrators of these crimes are often never caught. We see evidence of graffiti, playground structure damage, smashed park lighting, drinking fountain damage, etc. The list is long and the efforts to repair these issues regularly exceed our staff levels to complete. This requires hired contractors to complete, dramatically increasing costs at the tax payer’s expense.

In a 4 week timeframe ending on 8/14/2017 we have discovered items that have resulted in the repair or cleanup of the following:

damaged, $500; Rubber surface mat damaged, $2,000; Teeter-totter damaged, $250; Park Lighting/Gazebo light broken, $150; Basketball park lights smashed, $750; Drinking Fountain Damage - Clogged with rocks, $250; Damaged from kicking, $750; Clogged with rocks, $250; Damage from impact. $300. Other - Small tree broken in half, $150

Vandalism in our community has reached an all-time high. Community outreach and involvement is necessary to control the acts of vandalism.

Combining efforts with community volunteer groups will help. Questa Village Leads The Way for National Night Out

National Night Out, the annual tradition to bolster and bring together neighborhood watch programs throughout the nation, was celebrated August 1, 2017 in two locations within Mountain House.

The largest of those gatherings was put together by the Questa Village Neighborhood Watch, led

by Erin Carter. Informational booths as well as some local vendors adorned Questa Park, shared the latest news and generally celebrated the unity they have built together.

The Mountain House Military Veterans’ Group gathered at Central Park with about 15 military veteran families barbecuing hot dogs and interacting with the Deputies who stopped by.

Elliott, who has announced his intention to run for State Senate, presented certificates to CSD Board President Brian Lucid and Vice President, Dan Harrison, and then to Erin Carter at the Questa Village gathering.

Assistant San Joaquin Sheriff’s Captain, Philip George, also reportedly presented certificates on behalf of Assembly Member Susan Eggman and Senator Cathleen Galgiani.

“We weren’t expecting that!” stated Lucid.

“We’re hoping to grow National Night Out in 2018,” he added. “It’s a really nice event and I want to take advantage of it to interact with our law enforcement and show them that we appreciate what they do.”

National Night Out falls on the first Tuesday each August. Generally organized by Neighborhood Watch groups, anyone can register, at: https://natw.org/registration.

Lucid also reported that Capt. George shared with the group that Mountain House is soon to get the town’s first female Deputy, as part of the recent board budget election to upgrade to the Sheriff contract. “I look forward to meeting her soon,” Brian stated.

The Goldilocks Mindset

In the 21st century, the houses that are built have a size of more than 2700 square feet with 57% of the homes built bigger than the ones made about 40 years ago.

Nowadays, many homeowners want a property that has a different size than the one they currently occupy.

The following statistics show the categories of homeowners and their choice regarding changing property.  60.6% of Americans are looking to downsize their houses  32% of the American population will want to purchase a home of the same size as the one they are presently occupying  26% of the Baby Boomers would love to upsize their homes  46% of the millennials plan to add square footage to their current home.

Results have shown that the more affluent the homeowner, the smaller the home they would want to occupy.

It has also been estimated that 53% of individuals earning more than $150,000 per year plan to downsize while 65% of those who earn less than $150,000 per year would like to live in a bigger house.

A sizable number of millennials currently surveyed by TransUnion chose to put off purchasing a home after discovering the interest rate hike in 2016, with 42 percent announcing that the raise in rate affected their plans.

In December, the key interest rate was increased one-quarter rate point.

This was done again in March which indirectly led to the movement of mortgage rates.

Although Mortgage rates were still at historic lows, it took off towards the end of 2016, giving first-time homebuyers - especially millennialsa delay about their spring home hunt, as indicated by a January report by realtor.com®.

A majority of individuals surveyed

by Zillow reported intending to push forward with purchasing, regardless of the possibility that their monthly mortgage payments wouls grow due to rising rates.

According to research done by Urban Institute, in Washington, the population of renters who are 65yrs or more will reach 12.2 million by 2030, which is more than double the level in 2010. While the generation of the millennial who was born in 1980 drove the market the demand for apartments in recent years, the baby boomers who were born from 1946 to 1964 will be the next wave, spurring the development of more multifamily housing and pushing up rents.

Facts about home buying  Mortgage rates have never been so low when the national job market is working at full capacity.  According to the U.S. Bureau of Labor Statistics, the rate of national unemployment was 4.3% in May, a rate sufficiently low to comfortably meet the textbook meaning of full unemployment.  The fixed-rate mortgage (the sort of mortgage usually used

by U.S. home buyers) was 4 percent, according to Freddie Mac. This is roughly half of the prevailing rate from the last 45 years during the time of full employment.  The real cost of homes available to be purchased is harming affordability in many areas.

 In the first quarter, the median list price for a home in the U.S. was $246,900 which is well above the $197,100 median home value.  The median home available to purchase in metro Los Angeles is presently listed at $650,000.

This value would take up 47 percent of the median income for that region.

Home values have risen recently, sending the national median so high at a great value and constraining home purchasers to pay more even though their earnings don’t keep up.

While low mortgage interest rates helped to keep the valued U.S. home affordable by historical standards, the real prices on homes available for purchase are harming affordability in many areas.

Stealin’ Chicago Rocks August 19 Music In The Park continued from page 1

Clearly a finely seasoned group of players, the band treated their audience to some great renditions of such famous Chicago numbers as “Make Me Smile”, “Saturday In The Park”, and “Colour My World”. They also featured such Steely Dan hits as “Josie”, “Aja”, and “Bodhisattva”.

Lead singers Jim Starr and Robyn Ashley shared duties and harmonized together beautifully.

Starr, doubling on trombone, along with Brad Catania on trumpet and sax-man, Greg Albright, provided the full-range horn section needed for the catalog of music they made sparkle.

Keyboardist, Brian Withycombe, bassist Larry Tagg, and drummer Dave Hawkes were the driving force for the show.

An estimated 2,000 people turned out for this show. The second of two breaks saw some folks pack-up and head out, while the die-hards stuck it out to the end. Some, in fact, were just getting warmed up even when the show was through. A beautiful, warm and calm evening made hanging in the park all the more desirable.

The final show in this summer’s series will feature Country Rocker, Rachel Steele, Saturday, September 16th, from 5-8pm.

Big Dawgs Rescue Rocks Annual Benefit Concert The fourth annual “Gimme Shelter” animal rescue benefit concert was held at the Mountain House Bar & Grill Saturday, August 19, 2017. An AKA Production, the event was an afternoon into evening benefit concert, featuring notable area bands.

Beer Drinkers & Hell-Raisers - an excellent ZZ Top tribute band, along with MoHo’s own John Reed and his AC/DC tribute, VOLT!, headed the bill.

Jett Black Band, the Joan Jett tribute, morphed seamlessly into a Pretenders tribute.

Push, a local rockin’ blues band added to the overall flavor and musical diversity of the day.

Big Dawgs Rescue, founded in May 2009

by Joanne Rivero, is an entirely volunteer-run non-profit organization.

“We are a non-profit organization dedicated to saving the lives of homeless and abandoned pets by placing them into loving forever homes,” the group states on their web site. “Although we still focus on large breed dogs, we have expanded our efforts to include pets of all shapes and sizes.”

Funds raised on the day were to be earmarked toward helping the cause.

7-16-17: On-Duty crews had a ride-along for the day. The ride-along was someone that is currently interested in becoming part of our agency.

Friends and family are mourning the passing of Bethany Village resident, Linda Strobel-Charlesworth.

Linda, a six-year resident of Mountain House, passed away unexpectedly following complications after a surgical procedure July 2, 2017.

The only child of William and Mary Strobel, Linda grew up in the South Bay Area city of Sunnyvale.

In 1973, she married her husband Don Charlesworth, in San Jose.

She had a successful carrier working first for Fujitsu and then for IBM where she rose to the position of alliance manager for storage products.

Throughout, dedication to her family was always the most important thing in Linda’s life, and family gatherings were her passion.

In addition to her loving husband, Don, she leaves behind a son, daughter-in-law, and 8 grandchildren. She and Don had moved to Mountain House in 2011 after they both retired in order to be closer to the grandchildren.

Linda loved the community of Mountain House, whether following the MH Facebook pages or attending community events. Her hobbies included gardening, refinishing picture frames for family pictures, and golf.

A memorial service for family and close friends was held at the Alta Mesa Memorial Park in Palo Alto where she was laid to rest, in accordance with her wish to be buried near to her parents.

Don wishes to thank members of the community for their support and expression of condolences during this difficult time.

Linda will always be remembered for her warm engaging personality, thoughtful ways, and beautiful smile.

Success Cannot Be Gained Without Effort

His teachers said he was too stupid to do anything, he got fired from his first two jobs for being non-productive, and he watched nearly all of his hard work go down in flames right next to his son.

Sound familiar?

Thomas Edison was the inventor of the light bulb, but the journey he took to create it wasn’t necessarily easy. There were many ups and downs that he went through while on the route to invent something that we all use today.

When asked how it felt to fail 10,000 times before finally creating the light bulb, Thomas Edison replied by saying, “I have not failed.

I’ve just found 10,000 ways that won’t work.”

The growth mindset that Edison had kept is one of the skills that had helped him succeed.

When it comes to success, people have different perspectives. Many see it as achieving your goals and others see it as getting what you want with just the right amount of hard work. Regardless of what we think, one

thing’s for sure- success can’t be gained without effort.

Step 1: Identify your goal There are many more steps you need to take, along with effort, to succeed. One of them is, you guessed it, identifying your goal. Although this seems obvious, sometimes being unclear about what we want to achieve can start to confuse many of us. That’s why the need to set a crystal clear goal is imperative in order to take the right steps in that direction.

Ask yourself, “What is it that I want the most in life? What are my motives?” Once you’ve answered these questions, your purpose may become clear.

Step 2: Plan Now, it’s time to develop a plan. It is possible to get stuck on this step and never move

beyond. Don’t take so much time planning that, in the end, you don’t have any time left to execute your plan.

How are you going to achieve your goal?

What can you do right now that will help you achieve this goal? How can you make progress everyday? How can you learn more about this goal everyday? By asking yourself these questions to trigger active thinking, a plan will eventually start to form.

Step 3: Work, work, work.

After finding your ultimate dream, and making your plan, taking action to go after it with all the effort you’ve got is a must. Success is dependent on being completely committed to achieving this goal. Dive in until you think about it all day and all night. Track your progress with the plan that you’ve laid out and ask yourself again and again, “Is this going to help me reach my goal? What I’m doing right now...is it putting me on the right path to success?” If your answer is yes, then progress has been made!

These steps, although they may seem very obvious and general, can help anyone achieve

what they’ve always wanted to. If they’re followed correctly, they can lead to many successes in life. Motivation and encouragement are also other things that can help anyone find the inspiration to keep on moving forward.

I’d like to conclude with a quote that I has influenced me to aim for success and to never stop believing. “Success is a science; if you have the right conditions, you get the result.”

The West Coast Soccer Highlights

2017 MH Golf Tourney Continues

West Coast Earthquakes valley region 05 boys had a great soccer weekend playing in the Capitol Cup in Sacramento. The U13 Earthquakes 05 Boys team is primarily located out of Mountain House, but has players from Tracy, Manteca and Brentwood areas.

Multiple players travel in to participate with the Earthquakes Valley Region team making the Quakes 05 boys very balanced and strong team.

Earthquakes took little time to put in some goals, defeating Blackhawks SC 9-0 and 10-0 over Sacramento white. Quakes beat Placer United 3-1 in the semi finals advancing to championship game. Earthquakes took 2nd place falling in the final to the home team Sacramento United Red.

The July 30, 2017 Mountain House Golf Tournament traveled to Manteca Golf Club. It was Matthrew Vander Voort coming in on top, with Newbie Mike Brill winning lowest Newbie. Mike McIntyre took Closeset to the Pin on hole #8.

The Mountain House Golf tournaments continue until October/November of each year at various courses around Mountain House.

6 Aug 27 at Deer Ridge Golf Club, Brentwood (800 am shotgun start) 7 Sep 24 at Micke Grove Golf Club, Lodi (830 am shotgun start) 8 Nov 11 at Rancho Solano, Fairfield (1000 am regular start) AND Nov 12 at Paradise Valley, Fairfield (10 am regular start) - Must play both tournaments to get points.

West Coast Warriors started off the tournament against a well organized Cencal Cosmos team from Fresno. Although scoring first a lapse of focus allowed Cencal to score two goals in 10 min handing the Warrior a 2-1 loss.

West Coast NPL 02 Girls meet Santa Cruz Breakers in the second game and were determined to show coach Dayak that they were ready. Warriors posted a shutout 2-0 win with goals from Kaitlin Carlton and Jaden Hall.

Sunday game matched up West Coast against 1st in bracket East Bay Eclipse, Warriors worked the ball magically through midfielders Mia Mendoza, Isabella Mello, Joselyn Herrera, Mikayla Lohman, creating multiple scoring opportunities. Warriors got the 2-0 win in the Semi Final with goals by Kaitlin Carlton and Kaila Vasconez to put them into the finals.

The final would be a rematch against Cencal who beat Warriors in the first game of the tournament. Warriors came out focused and ready to compete and scored just before halftime from a foul on Julianne Munoz who was on a breakaway towards Cosmos goal when she was taken out by Cosmos GK. Jaden Hall stepped up and scored a perfect penalty kick to give the Warriors the lead. The team defense led by Leila Ganz, Lindsey Plant, Ari Moore, Jordan Brown, Faith Hinojosa, Kaila Vasconez, Makayla Marinaro held strong as GK's Victoria Morfin and Morgan Blankenship registered their third shutout in a row. "I can't say enough good things about these young ladies, they continue to be coachable and executed perfectly to win the cup" touted Coach Troy Dayak. Two MHHS cheerleaders made the NCA All-American Team at the beginning of August. Claire Pace and Jaylen Jefferson, were two of five that made the team out of 50 cheerleaders. Jefferson was also named Top All-American overall.
