Officials and dignitaries join together in the ground-breaking ceremony September 22, 2018 for the new Mountain House Library and Town Hall complex, anchoring the west end of Town Center.

Mountain House, CA - An official Ground-Breaking ceremony to mark the long-awaited beginning of construction activity in the Town Center area here was held at 10:00 a.m. Saturday, September 22, 2018, on the site of what will soon become the new Mountain House Branch Library and Community Services District “Town Hall” offices.

A “who’s-who” of local dignitaries and staff, along with government representatives - both on the county and national level - were in attendance.

Mountain House General Manager, Ed Pattison, welcomed the crowd of about 75 people, most of whom sat or stood under the shade of a big canopy setup for the occasion. A warm last day of Summer greeted all, sans the classic Mountain House wind.

All was calm, with temperatures reaching the high 70s at the start.

Pattison greeted everyone, saying “now we will finally have something concrete to show it’s really happening”. He went on to explain that there are certain triggers that determine the timing of priorities of construction, with an order for public facilities being triggered.

The continued growth of Mountain House hit another major milestone this month, with the opening of Great Valley Parkway at W. Grant Line Rd. The thoroughfare effectively opens a direct route up and down the western edge of the community, from Grant Line Rd. to Byron Rd., with a four-lane expressway from one end of town to the other, as it exists today.

An official ribbon-cutting ceremony was held at 5:00 pm Friday, September 14, 2018 to record the event for posterity.

Community Services District Board Members were on-hand, including: President Manuel Moreno; Vice President Bernice King Tingle; and Director and immediate past President, Brian Lucid, along with key staff members, including General Manager Edwin Pattison; Public Works Director Nader Shareghi; and Deputy Public Works Director, Anush Nejad; and developer representatives from MH Developers, LLC, Lee Ann Toon and Cheri Nolte. A handful of community members turned-out, as well.

senting ideas at a series of community meetings, following a group study tour of numerous libraries around the region.

The new facility design offers so much more than any traditional library, including a “maker space”, meeting rooms, and much more. There will clearly be a lot going on most all the time.

All ages will be represented within the walls, Pattison stated. And it will be loud - not quiet (with the exception of specific spaces for quiet reading, and such).

Located directly across the street from the existing temporary library structure - adjacent to Central Park, the new library, at 201 East Main Street, will dwarf the temporary facility, with an impressive 21,000 square feet of space. The current temporary library, in comparison, is 6,000 sq. ft.

Great Valley Parkway Opens continued from page 1

Parkway at Grant Line, the opening of the thoroughfare to Grant Line on Great Valley provides for an even more direct ingress/ egress for many residents, particularly for those traveling to and from the Bay Area.

With the opening, however, also comes the challenge of dealing with unabated traffic Southbound Great Valley Pkwy approaching the stop at Grant Line Northbound Great Valley Pkwy traffic heading into town concerns. As of now, no signals have been established along the route, and the only stop signs are on the north end near Byron Rd. Mr. Nejad has proposed placing speed indicator devices at strategic points to help inform drivers of their speed, and remind them of the posted speed limit of 35mph. Ms. Daveluy spoke briefly, applauding the work of the design of this facility, saying “this library promises to honor the needs of the community.

We are here to serve all of you.”

The Library building will adjoin with the new Mountain House Town Hall, at the corner of what will be Main St. at Providence St. Architect Steve Lovell spoke with a sense of humble pride about this first building project in what will be downtown Mountain House. His design work in Mountain House goes back to 2006, he said.

He spoke about the initial community meetings in 2015, when trigger points set the ball in motion to begin the work to design and build the Library and Town Hall complex. He closed by stating “Design is every day”.

San Joaquin County Supervisor, District 5, Bob Elliott, presented the CSD Board members in attendance with a Board of Supervisors Certificate of Recognition.

Elliott expressed his excitement for Mountain House, and all its continuing explosion of growth.

“There are many exciting things to come, but today is the first big step,” he stated, alluding to the eventual complete build-out of the town center.

Mr. Adhel Ahmed spoke in representation of Congressman Jerry McNerney’s office. He commented on how welcome he feels every time he comes to Mountain House. He presented the Board with a Certificate of Special Congressional Recognition from Congressman McNerney.

General Manager Pattison spoke a bit in his introduction about his own growth in understanding and appreciating what libraries have become, and all they have to offer, in today’s world.

“We’re so excited about the library and can’t wait to see it done,” he said.

CSD Board President, Manuel Moreno, provided a little background history on the formation of Mountain House. He shared for those who may not have known that the first homes were built in 2003 and, in 2008, the milestone of reaching 1,000 registered voters triggered the community establishing its own elected CSD Board of Directors.

“It took a talented and inspired group of individuals to make all this happen,” he stated. “This is a really significant moment for our town and our history,” he added.

MH Public Works Director, Nader Shareghi, explained how he passed up an opportunity to work in Monterey to take-on his job here, “to help build a community from the ground up,” he stated.

Back in 2002, when he started, he said there were two dairy farms and a lot of fields.

“I’m amazed by the progress,” he said.

What he did not mention is that he was also instrumental in the design of Mountain House Creek.

Shareghi’s contributions and commitment to building a quality community is exemplary of the spirit Mountain House is known for possessing.

The final speaker in the hour-long program was Mr. Dave Sargent, of Mountain House Developers, LLC. Known far and wide to this community, Mr. Sargent has long been the day-to-day face of Mountain House Developers for the people in town. He expressed thanks for all involved in bringing this project to fruition, from John Funderburg and Mark Fine at the County Community Development Department, to the CSD Board and staff, with particular mention of Ed Pattison and Nader Shareghi. “We have a good working relationship,” he stated.

He suggested this project could take as little as 12 months to complete, although others have stated consistently that the goal is to enable the Community Services District to move into the new Town Hall by Thanksgiving 2019.

That notion was stated by Pattison, Shareghi, and echoed by Construction Project Manager for Reeve-Knight Construction, Troy Barker.

14 months is still a quick turn-around for a project of this size and magnitude, Barker, told MH Matters. He expressed confidence that they can meet that deadline, especially with a light Winter season.

The CSD’s lease of their current location is up in December 2019, so there is some sense of pressure to get the job done in time for them to move in to their new home.

Following the presentations, shovels were passed out to the dignitaries for the symbolic ground-breaking turning of the earth.

As a friendly reminder, trees located in your front yards and especially in the District Right-of-Way, are due for maintenance. As many of you might already know, these trees are the responsibility of the homeowner to maintain.

Unfortunately many of these trees are in a state of deferred maintenance. In the past, MHCSD Staff published a series of articles that covered requirements and other helpful guidelines to educate our residents. Our goal was to encourage residents to become more active in maintaining their trees in the correct manner. Residents were also directed to the Mountain House Residential Design Guideline Manual (Appendix F) that provides the requirements that each resident must follow.

This document can be found on the Mountain House website in addition to the Mountain House CC&Rs and Ordinances. These clear guidelines are available to assure that correct and consistent maintenance practices are established for trees growing in front yards and District right of ways. Here is a brief example:

POLITICAL SIGNAGE

Elections are soon. We would like to remind everyone that per the resolution approving our Master Restrictions (page 8) with regards to political signs: "Temporary posting of political signs not exceeding three (3) square feet may be located in the front yard of any improved lot or in the window of any project unit. Such signs may be erected thirty (30) days prior to any appropriate political election and must be removed twenty-four (24) hours after the political election." http://www.mountainhousecsd.org/ master_restrictions/Resolution.pdf

Appendix F section of the Mountain House Residential Design Guideline Manual • Those trees that have over extended, dead and unsightly branches, shall be pruned and trimmed. Damage from wind, etc., shall be repaired.

• All trees shall be pruned and trimmed only as necessary to maintain their natural form. Trees shall not be topped, “hat-racked”, “lolly-popped”, sheared or pruned in any manner which alters the natural growth habit of the tree.

• Trees shall be pruned to maintain a central leader and to remove branches which form narrow crotches. Prune trees to maintain permanent scaffold branches which have a radial orientation and do not overlay one another. All suckers shall be removed from trees.

• All trees that are located adjacent to street and/or sidewalks shall be pruned and trimmed as necessary to maintain a height clearance of 8 ft. over sidewalks and, 12 ft. over local (inner neighborhood) streets, and 14 ft. over collector (main neighborhood) streets for vehicle and pedestrian safety.

• Trees shall be pruned to allow clearance for street light illumination and to train the trees to eventually rise above the top of the light fixtures.

• Pruning shall be completed while the tree is dormant (after leaf fall in autumn).

• Inspect each tree on a continuous basis for cross branches that may rub, broken branches, and damage from mowing equipment, etc.

• Perform “same day” clean-up of all pruned and trimmed material and dispose of this material off site.

• The watering of the tree, health and welfare is the responsibility of the homeowner.

For the typical homeowner these requirements are challenging. The larger trees may be extremely dangerous for homeowners to personally perform pruning tasks safely. Deferred pruning becomes equally as dangerous. Trees that have not been pruned might lead to hazardous limb failures, become unbalanced and may blow over. Professional maintenance contractors should be called for this type of pruning.

LEAF SEASON

West Valley Disposal will be providing extra pickups during Leaf Season, November 13, 2017 through January 12, 2018. The Yard Waste cart may be placed at the curb (on the regular collection day) weekly during this time.

• Please make sure all leaves are inside the Yard Waste cart.

• Any additional leaves beyond the capacity of the brown cart should be saved until the following week.

• Do not pile leaves in the street.

• Do not put plastic bags in the brown cart.

• Christmas trees may be placed next to the Yard Waste cart for collection during this period.

County Veterans’ Treatment Court Stop the State from Wreaking Even More Havoc on the Delta’s Economy Graduation Set For October 1 STOCKTON – The San Joaquin County Superior Court is will hold its Veterans’ Treatment Court graduation on Monday, October 1, 2018 at 10 a.m. in Department 10-D at the Stockton Courthouse, 180 E. Weber Avenue.

The Honorable Barbara A. Kronlund will preside over the ceremony.

The Veterans’ Treatment Court mission is to identify eligible veterans in the criminal justice system and place them into treatment and court supervision as an alternative to incarceration. This is San Joaquin’s sixth ceremony since the Veterans’ Court was founded in 2015.

The Veterans’ Court Graduation will honor seven military veterans who have successfully completed an intensive program and have pledged to keep marching towards recovery.

The program is a combination of judicial supervision, justice partner collaborative efforts and appropriate treatment and support.

Veterans’ Court aims to help veterans who may be suffering from traumatic brain injuries, depression, substance abuse or post-traumatic stress disorder resulting from the veteran’s service in the U.S. armed forces.

Each participant in the program is partnered with a mentor who is a combat veteran.

Each mentor acts as a coach, role model and advocate, sharing experiences, guiding the veteran through the program and lending support when needed.

Grant Line Road has been the site of several accidents over the past several years. Many people seek chiropractic care for low back, mid-back, neck pain, and pain in the extremities, but what about balance and/or dizziness, as they often go together?

Can chiropractic management help people suffering from frequent falls due to balance and/or dizziness problems? Let’s take a look!

When considering treatment for balance, we must talk about the “proprioceptive system.”

The way the body “communicates” between all the various body parts is by proprioceptors—which are located in skeletal muscles and joint capsules—that relay information to the brain. This information from the various body parts is then integrated with incoming information from the vestibular system (inner ear). The brain also relies heavily on the cerebellum located in the back of the head, which is largely responsible for coordinat-

ing the unconscious (automatic) aspects of proprioception. The ability to maintain balance, such as when standing on one leg (eyes open and closed), is dependent on the ability for the ALL THREE of these systems to work properly, and like any other skill, “… practice makes perfect!” Please try standing on one leg and then shut your eyes. Can you feel your ankle, foot, leg, and the rest of your body struggle to keep you balanced?

For those of us under age 60, it’s “normal” to be able to balance on one foot with eyes closed for 25 seconds (or 10 and 4 seconds if you are between 60-69 or, 70-79 years old, respectively)! Scary, isn’t it? But don’t feel bad, as most of us can’t do this at first. With practice and the right exercises, you will be able to do it. Your “kinesthetic sense” CAN BE improved, and your doctor of chiropractic can guide you in the process. So, how does dizziness fit into this picture?

Our ears have two jobs: hearing and balance.

The outer ear catches sound and funnels it to the eardrum which vibrates and moves three little bones that transmit the information to the cochlea and finally to the brain allowing us to hear sound. Deep inside the ear is the “vestibular apparatus,” which is the organ of equilibrium that assists in balance. Here, three semi-circular canals are filled with fluid and two sac-like structures located at the base called the utricule and saccule. The fluid in the canals flows past little hair-like structures that are connected to nerves that relay information to the brain, telling it where we are in space (horizontal—laying down, vertical—standing) and if we’re moving forwards/accelerating or moving up/down (like in an elevator).

Market Showing Signs of Shift with Longer Average Days to Sell

Hope you are all enjoying the beginning of the Fall season.

Now that we are well into September, it’s time for Your MH REAL ESTATE MARKET UPDATE, with stats from August, 2018.

Here’s a summary of what’s going on with Real Estate in our Community...

There were a total of 25 Homes sold in August in Mountain House. That is the same number as in July. All but 11 homes were sold for over the asking price. 8 homes were sold below asking, and 3 at the asking price.

This is quite a difference from July, where all but 5 were sold over asking.

Out of the 25 homes, only 2 were single stories; one had a pool; and only one had a Casita. Single stories, Casitas and Pools remain in high demand!

The “Lowest” priced home sold went for $435,000 (the 1460 sq ft “Plan 2” in the Cambridge Place Townhomes), while the “Highest” priced home sold was for $850,000 (4051 sq ft with a Casita).

Average sales price was $610,596 - DOWN from the previous month.

Average price per square foot was $255, which was actually UP from last month.

As of this writing, there are currently 45 homes on the MLS for sale in town, with

average days on market currently at 45 days.

Average days on market is continuing an upward trend. Last month was 39 days.

Waterpalooza A Splash at Bethany School!

What a splash! The Bethany School Foundation (BSF) held their second annual Waterpalooza at Bethany Elementary School on Friday, September 7, 2018.

The event consisted of all types of water play and fun. Big plastic bubble balls, water squirters, and various inflatable water slides were included in the afternoon activity.

Attendees lined up to throw bean bags to drench faculty members at the dunk station. Water-loving participants enjoyed being sprayed by the fire hose from the Mountain House Fire Department truck. Snow cones also provided a nice and cool relief from the warm September day.

All around the smiling faces of youngsters could be seen while their laughter, and the sound of music, gently rippled through the air. There were those who did not want to get wet and instead soaked in the sun, or stayed cool under the shaded trees.

BSF organized and hosted Waterpalooza to kick off the beginning of another school year, while saying farewell to the end of summer break.

by MH Fire Fighters on Fire Safety in the Home.

Led by Firefighter Robert Sikma, with Battalion Chief Jason Fullmer and fellow firefighters David Choy, Bobby Shepard and David Blackburn, the group ran through numerous tips and scenarios to consider.

Among the wealth of information they shared, advising that residents maintain a list of any medications, allergies, and medical history summary where it might be easily found in the event of an emergency.

A copy of such information either on the refrigerator or somewhere easily seen in the kitchen, and another in the bedroom is a big help in the event the emergency response team is needed.

Keeping a currently charged fire extinguisher within easy reach was another great suggestion. They also discussed electrical extension cords, especially during the holiday season.

The folks in attendance were very engaged in the discussion, with numerous questions, ideas and experiences of their own.

So, I just started 5th grade. So far, it’s pretty fun. I go to Bethany Elementary. My teacher is Ms. Fernandez.

Our schedule keeps us pretty busy. We have P.E on Monday, Tuesday and Thursday. We have D.A.R.E on Tuesdays. D.A.R.E. stands for Drugs, Abuse, Resistance Education.

We also have music on Mondays and Thursdays. I chose to sing in Choir. On Thursdays, we also have social studies. We are learning to make a map of the world.

McArn Named MHFD Interim Chief

The French Camp McKinley/Mountain House Fire Department recently reported the hiring of new Interim Fire Chief Mario McArn to fill the position as Chief Fred Manding went out on an indefinite Workers’ Comp. issue.

You Can Be One Too

Imagine being stranded on an island. The flight you were taking has crash landed and, unfortunately, you and a few other children your age (or possibly even below) are the only ones alive.

You don’t know where you are and nobody else outside of the island knows of the situation. How would you and the rest of the group survive?

The same exact scenario was described in the book “Lord of the Flies”, written

by William Golding in 1954 a few years after World War II (which was the context of the book). All the characters, boys ranging from ages 6-12, were left on an island to fend for and govern themselves until help arrived. If help arrived.

Currently, I have obtained the opportunity to read this book along with the rest of my English class. While discussing the characters one day, my teacher asked a few questions that I found quite interesting.

She asked, “What makes Ralph stand out from the rest? Why do you think he’s given these type of qualities?”

Ralph was one of the 12 year olds in the group of boys and as I read about him in the book, I realized why he stood out so much. He had this enchanting aura of charisma radiating off him. His characteristics included being calm and collected, thinking logically before taking steps.

The others in the group were practically attracted to him not because of his looks, but because of his personality. Because he was a leader.

One day at school, I volunteered to be present for a meeting (my school calls it “Congress”). During the meeting, board member representatives from each ongoing school club are present as well as representatives from various other groups. They all go over facts like budgets and how much progress their organizations have made. They make motions and the whole system itself is very government-like.

When I walked into the room where it was all supposed to take place, I was overwhelmed. A sea of teenagers were jammed between four walls, all of them with their Chromebooks out typing away and glancing at the main screen projector now and then. The environment felt so productive, important, and heavy.

As I took a seat, the gears in my brain started to spin and think. Everyone here seems to have such power, they have the ability to make an impact on our school.

They all have voices that can be heard and they all have good opportunities to stand out. I can be one, too. I can be a leader. I will be a leader. In my own special way. You can be one too. Join me.

that move the little hair-like structures but they can dislodge into the canal and alter the flow of fluid (like a rock sticking out of a flowing river creating eddy currents), which alters the direction the little hairs bend, resulting in vertigo or dizziness as the brain is receiving conflicting information from the hairs bending in multiple/ different directions. This is called “BPPV” (benign paroxysmal positional vertigo), which is brief episodes of vertigo immediately following a change in head position such as rolling over in bed, getting up from sitting or laying, etc.

This is the most common cause of vertigo. If you Google “BPPV,” you will find different

exercises that can move these little stones back into position (Brandt-Daroff and Epley’s maneuver), both of which work well often within a day or two.

This is a good place to start, and if the balance/ dizziness (vertigo) doesn’t improve, then you should consider other possibilities such as inner ear inflammation or acute vestibular neuritis, Meniere’s disease, vestibular migraine, acoustic neuroma, blood pressure issues, medication side effects, and more. Your chiropractor can teach you the BPPV exercises and perform cervical adjustments, which can also help significantly. Check out: Chiro-Trust.org

CollegeNET survey shows that lower-income NDNU students find good jobs after graduation Belmont, Calif.—Notre Dame de Namur University (NDNU) announced that they ranked first among private colleges in Northern California in the Social Mobility Index, a benchmark created

by CollegeNET to measure how well universities educate economically disadvantaged students and enable them to obtain high-paying jobs.

“We’re excited that statistics confirm that we are fulfilling our mission to provide wider access to education and to promote opportunity,” said NDNU President Judith Maxwell Greig. “Our outstanding students and faculty have earned this remarkable distinction.”

In addition to placing first among private universities in Northern California, NDNU ranked among the top five private colleges in the state of California in the Social Mobility Index, and in the top 12 percent nationally among private institutions.

“This acknowledgment is a reminder that NDNU is a place for students to do good, and to do well in their careers,” said Provost Hernan Bucheli.

An example of a socially mobile NDNU alumnus is John Dinh, who earned a bachelor’s degree from NDNU in 2013. Dinh comes from a family of “boat people,” refugees who fled their country at the end of the Vietnam War. The first in his family to attend college, Dinh found a job

after graduating from NDNU as an autonomous operations specialist for a company in San Jose making electric cars for the Chinese market. “The faculty at NDNU who influenced me the most were the mentors in my major. They’ve stayed in touch,” Dinh says.

The Social Mobility Index measures the extent to which a campus educates students whose family income is below the national median, so they graduate and obtain well-paid jobs. The methodology used by CollegeNET is based on an institution’s tuition and endowment, as well as students’ economic background, graduation rate, and early career salary.

Leading the Mustangs today was sophomore Saanvi Chilakapati (#1 singles) and freshmen Sana Patel (#2 singles) and Kylie De Croos (#3 singles) and senior Kaitlyn Kim at #1 doubles. Next up for the Lady Mustangs are the Vikings of Johansen High next Monday in Mountain House.

Jingle All The Way 5k Set For December 1st Register now for the 2018 Mountain House Jingle All The Way 5k, being held Saturday, December 1, 2018.

The event, organized by the Service Organization Of Mountain House (SOMoHo), will

be held again this year along Central Parkway & Main St. in Mountain House. Race time is 7:30, so plan to arrive early. Note that streets are closed off in the area around the times of the race.

“Join us for a flat, fast Christmas themed race,” urged organizer, Corey Strock. “All runners pre-registering will receive a long sleeve Tech Shirt.”

Water/post race snacks are provided.

Su & McIntyre Take August MH Golf Club Tourney

The Mountain House Golf Club held their sixth monthly tournament of the season Sunday, August 26, 2018 at the Deer Ridge Golf Club in Brentwood.

The big winner was none other than Dr. Andy Su, himself! The Ladies winner was Rosie McIntyre, and Closest to the pin at hole #13, was Jeff Moreno.

The fun continues September 30th, as the traveling team hits tests their skills at Dublin Ranch Club. 8am shotgun start, once again.
