Mountain House, CA – Crowds turned out in droves for the third annual Mountain House Pumpkin Festival Saturday, October 27, 2018. An estimated 3,000 people attended the four hour event, from 10am-2pm at Central Park. Hosted by Drew Jacobsen, of Mountain House Real Estate, in conjunction with the MH Community Services District, the very popular event featured a wide array of activities for the whole family. The event also served to help bring contributions of food items to be included in a donation to Second Harvest Food Bank. The event included a pumpkin patch, where folks could choose a pumpkin, then carve it to their heart’s desire right at the site. There were pony rides, a petting zoo, a mechanical bull ride, a bounce house, and

even a hay ride for all to enjoy, at no cost! "The turn-out was pretty amazing this year," stated organizer, Drew Jacobsen, "especially since we really didn't get much advertising out on it this time. This event continues to grow is size and scope, just as our town is growing." The quantity of food items donated has also increased every year, Drew stated, although he believes putting a bit more focus on that aspect of the Pumpkin Festival next year could help take that to another level, as well. “We appreciate everyone who donated or contributed towards the food drive,” he said. As for the event itself, everyone seemed to have a fabulous time. Food vendors were present, as well as DJ music, provided by

Mountain House General Manager, Edwin Pattison, tendered his resignation with the Community Services District Board of Directors October 3, 2018. The CSD Board, in closed session October 10th, accepted his resignation. Upon returning to the dais following closed session, Mountain House District Counsel, Dan Schroeder, announced the resulting action from closed session, stating as much, before the board resumed open session. The board members, returning to open session, then went down the line, beginning with Director Andy Su, Vice President Bernice King-Tingle, President Manuel continued page 2 Moreno, Director Brian Lucid and, finally, Director Dan Harrison, each thanking Mr. Pattison for his nearly four years of dedicated service to the community. Each - see page 21 director had words of praise and positive sentiments for a general manager who has seen this town through numerous challenges and struggles, pretty literally since day one of his tenure. District Counsel, in turn, expressed that same appreciation. And, finally, Mr. Pattison thanked the board,

and praised the work of his staff, saying “I would take them all with me if I could”. He went on to say that it’s “with a tear in my eye that I leave”. With the announcement, attorney Schroeder also stated the Ms. Sarah Ragsdale has been named as Interim General Manager. No further details regarding a permanent replacement were stated at this time. Pattison has accepted a new position as General Manager for the Tuolumne Utility District, where he will begin working November 26, 2018. He told MH Matters that it’s about a 50 minute drive from his home in Modesto. “Mr. Pattison has the experience, creativity, talent and leadership qualities that the TUD Board, staff and our local partners were looking for to fill the General Manager position,” Roberta Balen, the TUD board president, was quoted as saying in the Union Democrat, of Sonora. Pattison’s legacy as Mountain House GM is strong. He proved his leadership ability from the start, and leaves this position having accomplished a good many things. continued page 3

The Pumpkin Fest was originally a neighborhood event Jacobsen and his wife, Colleen, produced in their Wicklund Village court for friends, neighbors, clients and work associates. Can’t Keep A Good Witch Down Under balmy October 28th evening skies, the second annual Mountain House witches did ride. Venturing farther than they did before, village after village they did explore. Shrieks of laughter gave rise all around, as villagers scrambled for the candy to be found. Though riding free this time all on their own, they gathered once more and let it be known, as the moon rises in the night and the wolves howl, the witches of Mountain House will be again on the prowl.

Annual MH Halloween Parade Celebration By Bryan Harrison

Transformers, super heroes, unicorns and pineapples were joined by many very inventive homemade costumes at the annual Mountain House Halloween Parade Sunday, October 28, 2018. Touted by organizer, Andy “Candy Corn” Su, as “the longest running family event in the history of Mountain House”, the line-up of characters was the most abundant seen yet. Andy “Candy Corn” Su directs the ever-growing Halloween The parade, which was started 15 years ago Parade October 28, 2018 An estimated 500 kids walked the 2018 Mountain House Halloween Parade at Bethany Park Sunday, October 28, 2018 by the MH Mothers’ Club, has grown in size and popularity since the Mountain House Flag Football League organization took over running it in 2013. The sixth annual parade featured candy wielding sponsors lined-up around the outer corner of Bethany Park, from Communidad on down around Legacy Street, offering Halloween treats to well more than 400 trick or treaters. “We had a blast at the annual MHFF Halloween Parade,” stated event sponsor, Nansi Essalou-Polgar. She went on to say: “So many cute and creative costumes!! Loved them all! Thank you to the league, Andy Su, and all the volunteers for another amazing season!” The Parade was followed immediately by a Best Costume contest, held in several age categories. “A huge THANK YOU to Andy Su, all the volunteers, and amazing sponsors that make all the MH activities possible. Been an amazing weekend in this community” said resident, Jeniece Avalos. In the end, it was another successful and very fun event.

Six Years Running, All That Is Mountain House Still Matters CAL By Bryan Harrison, Publisher/Editor A master-planned community - an entire new town where cows once grazed - the promise of Mountain House is closer than ever to being realized. For those in the community who have been here from the start, it’s a very long time coming. 2003/2004, those of you who were here for the lotteries back then have heard the promises, the stories, the big picture painted of “Live, Work, Play”. About the time Patricia and I arrived, in 2009, the whole nation was trying to figure out how to pull the pieces of a crushed economy back together. At that point, “5,000 rooftops” was the mantra for when commercial growth might be expected to flourish. Original plans had that benchmark mapped out much earlier but, now, in the wake of the devastation of the Great Recession, those plans were probably set back about a decade. As this town began to move forward, around 2011, with residential construction continually breaking every record previously established, the town has come close to doubling in size since the time we arrived in 2009. And, still, we as a community are only about one-third of the way to build-out. We hit that magic number of 5,000 in January this year. Circulation of MH Matters has continued to climb, now at 5,388 as of last month, and growing.

Those of us who grew up in well-established municipalities have had to adjust our thinking about what it takes to make a town - a project - of this magnitude a reality. “Economy of Scale” is a phrase I had never heard before moving here, but now have a pretty good grasp on. The designs of the Mountain House Master Plan were established with the notion of a complete city in mind. As we begin to reach the growth that will eventually become that town/city of some 15,000 homes, with commercial businesses to sustain good paying jobs, and some 45,000 or so residents, the questions surrounding when we might get a grocery store will seem like ancient history. Along with that growth will be new challenges, and the need for more residents to step-up into leadership roles. When do we consider incorporating, and who will lead that charge? Can we truly govern ourselves? Will we have people interested and capable of grabbing the reins? This is not a place where you sit back and let someone else worry about all the details. Along with our developer partners, this is ours to make our home. How many people will really ever have such a grand opportunity? Thank you to everyone who has continued to support MH Matters these past six years. I look forward to continuing to grow with all of you.

STORM WATER DRAINAGE

When it rains, water washes over roofs, streets, driveways, sidewalks, parking lots, and land surfaces. Along the way, it can pick up a variety of pollutants, such as oil, pesticides, metals, chemicals, and soil. This polluted stormwater drains into the storm system that eventually discharges into our creek and rivers. The pollutants can endanger the water quality of our waterways, making them unhealthy for people, fish, and wildlife. No matter where you live, there's a drainage system in place to help rainwater find its way to the river. Given the MHCSD's limited budget and staff, MHCSD relies heavily on citizen involvement to help keep streets safe and storm drains clean and to notify MHCSD if a higher level of maintenance is needed at a particular location. How you can help keep storm drains clean To lessen street flooding, the MHCSD asks residents and property managers to help clean the inlets and storm drains in front of your properties. Use a rake or pitch fork to clear leaves, limbs, and debris from the storm drain. Do not put your feet and hands into the storm drain because all kinds of debris collect there that could be dangerous. Do not try to remove the grate, only the debris on top of the grate. The best time to inspect the storm drains in front of your house or business is prior to a rain event and right after a rain. If you cannot clear a clogged storm drain yourself, notify the MHCSD that help is needed. Call 209-831-2300 and report the particular location. Please do not rake or blow the leaves from your yard into the street. Bag them at the curb in the parking strip and prepare them for curbside pickup by your garbage hauler. For leaves that have fallen into the street, please keep them out of the channel right along the curb, where they will block the path of rainwater. Rake them at least one foot from the curb. How to prevent neighborhood drainage problems Water is the most common cause of unstable slopes and erosion. Check your home's drainage system. Maintaining the drainage system on private property is the owner's responsibility. Make sure your drainage system directs water away from your foundation and not on to your neighbor's property. Clean your gutters and downspouts. Check your gutters once a week during fall and winter. Just one wind or rainstorm can clog a well-flowing drainage system. Never block any part of the MHCSD's drainage system. Do not put leaves, dirt, grass clippings, or any materials in ditches, culverts, or drains. Doing so can cause flooding. It is against the law to dump any material into the drainage system. To report illegal dumping, call 209-831-2300.

MAINTENANCE STANDARDS FOR NEIGHBORHOOD STREET TREES

Street trees in parkway strips are critical to the creation of an attractive and harmonious landscape expression in each Mountain House neighborhood. We will explore the requirements related to the establishment and maintenance of residential trees that are located in the parkwy strips between the sidewalk and curb. On November 10th 1994, the Mountain House Master Plan was adopted. This document was the beginning process to create concepts that eventually became our Design Standard that to this day, guides us in everything we do. The intent of design standards assures the high quality image that Mountain House wishes to achieve. This is established through the planning and construction, and also must be carried through into the maintenance of the buildings and landscape as well. One of the most important concepts was for tree lined streets througout Mountain House. The trees that lined the streets within our villages were to someday tower above the roadway and touch way above the street. Recent inspections have shown that many of the original trees have been neglected (figure 1). Some trees are dead, some missing and some trees have been replaced with a differnet speicies all together, so our goal in achieving our conceptual image was in danger of failing.

NOW HIRING (figure1) Many residents are unaware that trees located between the sidewalk and curb are the responsibility of the homeowner. Within the Master Restrictions there are guidlenes that must be met to asure the trees that were intended to meet a conceptual image have a chnce to do so. It is the homeowners obligation to provide proper maintenance for these trees wether they choose to perform the maintenance themselves, or hire an arborist to do the work. This includes the replacement of damaged, dead or missing trees and plant healthcare, as well as street light and roadway sign clearance. The Mountain House Community Services District will reach out in the following months and offer some helpful information to perform routine maintenance on street trees. This information will include proper pruning techniques, when a tree should be replaced, when a tree needs pruning, when an arborist should be called and many other helpful hints and guidelines.

Pattison Resigns continued from page 1

He hit the ground running as Mountain House General Manager in January, 2015, dealing with the contentious issue of a new fire department contract, already in play, out of the gate. On the heals of orchestrating a successful resolution, with the board, securing a new fire district, the town was hit immediately with a water crisis, as the state water board attempted to shut down Mountain House’s primary/only source of water in the midst of the extreme drought. His experience as a water district manager served him (and the town) well, as he not only navigated a course that helped prevent that threat from happening, but also found a secondary/ emergency water source, just in case. Since then, at the board’s direction, he has led his team in seeking out some new and creative additional water source possibilities. As residential construction of Mountain House has been booming in his time here, with development of Hansen and Cordes Villages, and now even South of Grant Line, Ed and his staff have been in the trenches, coordinating plans, maps, ordinance requirements and more between the county and local developers. Other accomplishments are many. Pattison and staff have been at the center of the efforts to bring the contentious developer fee agreements current, an issue in critical need of resolution. MH Matters reported in August about the CFF & TIF update issue at hand. Pattison was the one who initially came to realize that some 15 years had passed since any previous GM had initiated an update to the fee schedules for Community Facility Fees and Transportation Improvement Fees. These are not fees paid to the CSD, but rather fees developers are required to charge builders as lots are purchased. These fees are pooled and, ultimately, serve to reimburse developers in the long term for community amenities, road construction and more. Developers, by agreement, are charged with fronting the funding to build amenities as part of their commitment to meeting terms of the master plan. They then receive reimbursements based on the fees collected. All these complex issues will now fall to the capable hands of MHCSD Administrative Services Director, Ms. Sarah Ragsdale. Ms. Ragsdale has long been involved in the core group of staff members working side-by-side with Mr. Pattison on a daily basis. She steps into this role as Interim General Manager with great working knowledge of the issues at hand. The leadership and commitment to integrity and getting the job done that Mr. Pattison has exhibited over the course of his time as Mountain House General Manager arguably set a new standard for the position. His presence will no doubt be missed.

Lampel Continues to Bring LUSD Rotary sponsored Thanksgiving Basket Brigade Updates to the CSD Board to be held Saturday, November 17th Clerk of the Board of Trustees for the Lammersville Unified School District, Ms. Sharon Lampel, continued with her now regularly agendized monthly report, bringing school district news highlights to the Mountain House Community Services District Board at the October 10, 2018 CSD Board Meeting. Her report summary was as follows: 1) The second classroom wing at Hansen school was scheduled to open that week, with the Multi-Use room opening planned at the end of October; 2) The necessary state funding application for Cordes School was formally submitted Tuesday, October 2nd; 3) The MH High School Football team stood still undefeated, at 7-0 (ultimately making the playoffs for the first time at 9-1); 4) The LUSD District office expansion project has begun, she reported; 5) The LUSD Board is celebrating perfect scores in state CAASPP testing at the following two board meetings. There were 118 perfect scores in total from grades 3-8! 6. “I’m glad to report that the governor did not sign the bill that would have mandated the earliest start time for secondary education. This remains a local decision where it should be,” she said; 7. The 2018 Homecoming parade was to be held October 19 at 3:00. “We hope you will join us for the parade and at the game that evening that start at 4:00,” she urged; 8. Lammersville School had plans to hold their Harvest Carnival and Car Show on October 28, from 11-3;

9. “I would like to thank you for including me in the groundbreaking for the library and town hall,” she told the board. “I really did not expect that, and was honored to be included.” 10. The School District’s next meeting was to be October 17, at 7:00 (with another slated for November 8); 11. Bethany School was to have their DARE Graduation on Tuesday, October 16; 12. Questa’s DARE Graduation was then held on Tuesday, October 23, with Wicklund Oct 25 and Altamont Oct 29; 13. Many schools were to participate in disaster preparedness on October 16 in the annual statewide event known as the Great California Shake-Out; 14. “Ten of our High School vocalists auditioned and were accepted into this year’s all county honor choir. These students prepared and recorded their audition and were selected to participate in the choir based on their knowledge of music and their ability to sing. Every student who auditioned Fromm MHHS was accepted into this elite choir. We are very proud of them,” she said with a big smile.

October 2018 - 6 year Anniversary Issue!

People are asking: “Did Mountain House Home Values decrease or increase” in the month of September? Our Mountain House Real Estate Market Snapshot will show just where we are. Now that we are well into October, we can look back into September’s home sales data for our community for perspective. Let’s look at various contributing factors, such as: median sales price, days on market, price per square foot, etc... SEPTEMBER 2018 Here’s a summary of what’s going on with Real Estate in our Community. There were a total of 13 Homes sold in September. Down from August.

All but five (5) homes were sold for over the asking price; three (3) homes were sold below asking; and two (2) were at the asking price. Out of the 13 homes, one (1) was a Condo, zero (0) single stories, one (1) had a pool, and none had Casitas. Single storied home, Casitas and Pools continue to remain in high demand! “Lowest” priced home sold was for $427,000 (1460 sq ft Plan 2 Cambridge Place Condo) while the “Highest” priced home sold was for $770,000 (3858 sq ft).

Average sales price was $594,577 - DOWN from last month. Average price per sq ft was $251 - DOWN from last month Average days on market was only 11 days - also DOWN from last month There are currently 45 homes on the MLS for sale with average days on market currently at 47 days. Average days on market is continuing an upward trend. Last month was 45 days.

Mountain House’s registered voters have two races they are being asked to consider in the November 6, 2018 General Election. Each one consists of choosing two of the proposed candidates. The Mountain House Community Services District Board of Directors has two (2) seats up for election, with a total of three (3) candidates seeking your vote. The Lammersville Unified School District Board of Trustees has two seats up for re-election, as well. However, the two incumbents currently serving are each running unopposed. The CSD race is for the top two vote-getters between: current Director, Brian Lucid; current President, Manny Moreno; and challenger, Victor Liew. That Mr. Liew was the only resident out of a town of about 18,000 people to throw his hat in the ring can be viewed from various perspectives. One - kudos to Victor Liew for stepping up for what is, essentially, a volunteer position. Board Directors receive a stipend of $100 per meeting they attend throughout the course of their respective tenure, for a position that requires considerable time and attention. Secondly, the fact that more people did not offer-up their involvement could be viewed as an endorsement of the work of both the current boards. Or, perhaps people are just happy to let someone else do the work of overseeing management of the town and school district, respectively. A another possibility could be that people weren’t aware they could even run. With the growth this town is experiencing, that notion probably is not too far-fetched. So, as a service to our registered voting community, we asked each candidate from both races to provide some basic information on themselves for your consideration. They were presented with some basic biograhically oriented questions, but given the option to write their own response. Some of the responses did have to be edited for space. What follows will hopefully at least provide a sense of who you are voting to elect.

I spent 22 years in the Army learning how to lead organizations and implement systems. In 2012, I retired and became a management analyst and currently work in: auditing, support agreements, service contracts. It seemed like my skill set would make me an effective board member and it did! Just ask my Mother and she will tell you. This next term I’m running to implement things I care about for Mountain House, I’m in it for accountability. The biggest challenge to Mountain House is growth. We need good relationships with the county, developers and community to keep us on track to build out to the plan; a town of 44,000 with a footprint from I-205 across Byron Highway. Building to maximum capacity in: residential, commercial, industrial, means economy of scale to us as tax payers. It has been my pleasure to serve this community. I think our staff at the MHCSD are wonderful and I enjoy working with my fellow Directors and representing you. MHTC Bathukamma Honors Women

On the 14th October Wicklund Gazebo experienced a heartwarming festival called Bathukamma, which has been celebrated with a great zeal and enthusiasm. The women of Mountain House Telegu Community had tastefully decorated the Gazebo with varieties of flowers and colorful mandalas. Bathukamma is a festival for feminine felicitation where a beautiful flower stack is arranged with different unique seasonal flowers most of them with medicinal values, in seven concentric layers in the shape of temple gopuram (conical shape). Women and teenage girls then sing Telugu folk songs and dance clapping around the shrine, explaining the significance of Bathukamma, and seeking prosperity and happiness for their families.

This festival represents the cultural spirit of the Telugu community. Bathukamma is derived from two Telugu words—Bathuku (life) and Amma (mother). Bathukamma, thus, is the life-giving mother goddess who is welcomed when the autumn harvest is ready. Goddess Maha Gauri-‘Life Giver’ is worshipped in the form of Bathukamma – the patron goddess of womanhood, Gauri Devi. Later in the evening Bathukammas were immersed in the water concluding the ritual. Bathukamma is, in fact, a celebration of nature and, especially, an expression of gratitude to the gods for the gift of water. Meaning: The Lord with the curved trunk and a mighty body, who has the magnificence of a Million suns, I pray to you Oh Lord, to remove the obstacles from all the actions I intend to perform. Festivals are an integral part of the Indian’s life irrespective of where we go. It binds us by a thread that is both auspicious and nostalgic. Vinayaka Chavithi, is the Hindu festival of lord Ganesha. We, Mountain House Telugu Community (MHTC) celebrated 5-day long festival marking the birthday of lord Ganesha, who is widely worshipped for auspicious beginnings. Lord Ganesha is the patron of arts and sciences, and the deity of intellect and wisdom. Lord Ganesha is identified with divinity in its perceptible manifestation. Vinayaka Chavithi is a very important festival for Hindu communities from India, it is celebrated in a grand way. The festivities started by setting up temporary shrine in Mountain House at the residence of Mr & Mrs Grandhi on September 12, 2018. Celebrations included prayers

performed by our in-house priests Mr Kiran Rambhatla & Mr Somayajulu Upadhyayula. This 5-day event was attended by an average of 200 members daily and more than 50 families participated in the pooja. These festivities included cultural programs like singing of devotional songs by children. On the day 3 a beautiful discourse was given by Dr Sekhar Boddupalli. Every day prasadam (food) was served to the devotees. Day-5 accompanied by a colorful procession for nimajjanam - we bid farewell to our beloved lord until next year till then he will remain in our hearts showering his blessings. Pancake Breakfast A Treat ForTownfolk

Larger numbers of people than expected turned out as the Mountain House Fire Department/French Camp/McKinley Fire District hosted their 4th Annual Pancake Breakfast at the local Mountain House fire station Saturday morning, October 27, 2018. Doors opened at 7am, with a continuous flow of local residents streaming through until about noon. Donations on the day were to help raise money for equipment for the department, through the sales of breakfast tickets, raffle sales, a silent auction, and other donations. A huge line grew around 8:30am, as word spread that hot pancakes were being served at the firehouse. Firefighter Cortes, stated “By far this has been the largest turn out!” The pancakes were hot off the griddle, and served with eggs and sausage, along with juice, milk or coffee to drink. Once finished with the meal, a junior explorer was there collecting plates. This added service allowed for more time for participants to get to the next activities that the crew had in store. Just out back they offered a tour of two department fire trucks. Firefighters, along with the local San Joaquin Sheriff’s deputies, were there to answer any questions residents had. There was a bounce house for the kids, along with

a “Fill the Boot” booth that was set up to raise money for local burn victims. Firefighters were there to show residents how to perform CPR, utilizing the assistance of two dummies designed for that purpose. The department has stated that they are gearing up for complete CPR training classes they will soon be offering the community. Smiles were aplenty, and many folks stuck around for the raffle. The children receive lots of treats, as well, including plastic firefighter hats, pencils, and stickers, and other goodies. The community really stepped-up and helped raise $2,300 for new EMS jackets and Rescue equipment for hydraulics. Firefighter, Jowell Tollentino, said they had a total of 800 residences in attendance at the event.

The Power of Water Chest Of Hope Charitable Gala Nov 9 By Rajvee Patel

I observed the clear, shiny water floating around in the colorful plastic bottles. The passing hikers held onto them, looking determined to finish the strenuous journey up the long peak. I, on the other hand, had lost all my motivation and was

desperately seeking water. It had been a long and steep 3 mile trek up the summit and I was on my way back down. Unfortunately, the water supply my family and I had brought consisted of one small bottle split among four thirsty, dehydrated people. We managed to finish the water by the time we got up, but the way down without it was troublesome and the sun’s hot rays were definitely not helping. My tongue was as dry as sandpaper, my muscles were sore, and a slight ache was inching its way through my head . It was at this moment when I realized how essential something as simple as water was to my life. The hikers passing by possesed the one thing I needed the most at that time, which made me think about how they truly owned something so valuable, yet they seemingly didn’t acknowledge it. They didn’t realize the power of what they had in their hands. This is similar to our world today where everyone is always caught up in social trends- always wanting those new shoes or always wanting the new iPhone release. The desires are endless, which leads us to never truly appreciate or acknowledge the power of what we already do have. This case doesn’t just apply to water, it applies to many countless things, but I’ll leave that for you to figure out. After all, you won’t realize the importance of what you have until it’s gone.

10th Annual Flag Football Awards Milestone

Mountain House, CA - Another warm October afternoon featured the closing day of the 10th season of Mountain House Flag Football here Saturday, October 27, 2018. League Commissioner, Andy Su, orchestrated a full agenda of awards and recognition for not only the playoff winning teams but sponsors, refs, volunteers and more. 49ers win varsity division Awards were presented to all, with a massive food-fest party for the families of the nearly 500 players, cheer squad and sponsors immediately afterward, with an estimated 1200-1500 people in attendance. "Every one of our playoff final games was decided by less than a touchdown," Andy said. "We had some extremely close games," he added. All involved should be proud. Among the many awards and achievementse was a special recognition for Mike Repetto, of West Valley Disposal, who's firm has sponsored the league since its inception, with contributions totaling $30,000 over the ten years, Ravens win Freshman division along with taking away all the garbage.
