The December 12, 2018 Mountain House Community Services District Board meeting included a decision, and then direction, by the board on a proposed time capsule to be placed for posterity near the entry of the new town hall. The Board elected unanimously to go with a larger time capsule than the basic cylinder initially suggested. They also called for suggestions and ideas from the public for items most representative of our time to be included.

Library and Town Hall Construction continued from page 1

In celebration of the historic first step in what will become the Town Center, the CSD held a Beam Signing Ceremony December 17, 2018, immediately following their 16th annual Holiday Luncheon. Folks gathered at the construction site shortly after 2pm, where Project Manager, Troy Barker, and his team had what will be the final beam to be placed in the new library structure strategically set out for all to sign. “This is an historic occasion,” remarked newly elected CSD Board President, Dan Harrison. That notion was not lost on anyone present, as excitement filled the air with each added signature. CSD staff members, CSD and LUSD (school district) board members, various dignitaries and residents present added their signatures to those of the developer, the architect and construction team. Meanwhile, on the far side of the construction site, the crane lifted two beams for the town hall structure. Project Manager Barker was clearly pleased with this momentous step in the process, but did indicate his team has their work cut out for them in order to meet the completion deadline, less than a year away. “We had hoped to have the parking lot poured,” he said. Inclement weather has set that part of the job back by about three weeks, he explained. He did add, however, that once they have the rooftops on they will be able to move forward

regardless of the weather. “We are confident we will have it all on schedule,” he assured. Getting the large crane on site and in position to lift the heavy beams would have been much easier with the parking lot in place, he said. They were able to work around that, anyway, he said, pointing to the working crane. The 21,000 square foot library is a single story design, while the adjacent town hall will be two stories, coming in at 34,800 square feet. The two will be adjoined by a common walkway, courtyard and parking lot, filling the corner of Main Street and Providence as the Western anchor of the Town Center.

MAINTENANCE STANDARDS FOR NEIGHBORHOOD STREET TREES Street trees in the parkway strips are critical to the creation of an attractive and harmonious landscape expression in each Mountain House neighborhood. The Mountain House Community Services District will reach out in the following months and offer some helpful information to perform routine maintenance on street trees. This information will include proper pruning techniques, when a tree should be replaced, when a tree needs pruning, when an arborist should be called and many other helpful hints and guidlenes. Appendix F section of the Mountain House Residential Design Guideline Manual provides the requirements that each resident must follow. This document can also be found on the Mountain House website. Here are some examples of the requirements: Those trees that have over extended, dead and unsightly branches, shall be pruned and trimmed. Damage from wind, etc., shall be repaired. All trees shall be pruned and trimmed only as necessary to maintain their natural form. Trees shall not be topped, “hat-racked”, “lolly-popped”, sheared or pruned in any manner which alters the natural growth habit of the tree. Trees shall be pruned to maintain a central leader and to remove branches which form narrow crotches. Prune trees to maintain permanent scaffold branches which have a radial orientation and do not overlay one another. All suckers shall be removed from trees. All trees that are located adjacent to street and/or sidewalks shall be pruned and trimmed as necessary to maintain a height clearance of 8 ft. over sidewalks and, 12 ft. over local (inner neighborhood) streets, and 14 ft. over collector (main neighborhood) streets for vehicle and pedestrian safety. Trees shall be pruned to allow clearance for street light illumination and to train the trees to eventually rise above the top of the light fixtures. Pruning shall be completed while the tree is dormant (after leaf fall in autumn). Inspect each tree on a continuous basis for cross branches that may rub, broken branches, and damage from mowing equipment, etc. Perform “same day” clean-up of all pruned and trimmed material and dispose of this material off site. All Units other than Second Units must be rented together with the Lot or interest in real estate on which it is located except for any leasehold interest in a Second Unit located on such Lot. No Unit may be rented or leased for a period of less than seven (7) consecutive days. Any Occupant of a Lot shall be bound by the requirements and duties set forth in the Governing Documents. Any monetary obligation incurred by any non-Owner Occupant under this Declaration shall also be the personal obligation of the Owner of the Lot so occupied. No Lot or Unit may be subleased or any lease or rental agreement of a Lot assigned in whole or in part, without compliance with this Section.

Mountain House maintains an intricate, gravity-based storm water system built around a number of detention basins that discharge storm water runoff to Mountain House Creek. The BMP detention basins are located within the Mountain House Creek corridor. Mountain House has implemented a series of wet and dry detention basins as part of their regional BMP treatment process. The regional BMP treatment consists of 25 detention basins, with 17 dry detention and 8 wet detention basins. The BMP basins are designed to capture and detain runoff from storm events, which serves to control erosion, remove pollutants, and create habitat for wildlife. Treatment processes include sedimentation, absorption, filtration, and biological uptake. Runoff is treated within the basins and slowly released into a pair of perforated pipes buried in a gravel bed for dry detention basins. Given a sufficient detention period, a substantial reduction of target pollutants can be achieved prior to its discharge into Mountain House Creek. Mountain House Creek is a Section 6.13. Reeve-Knight Construction, presented the District with a cylindrical time capsule to be buried in the plaza area in front of the entrance to the town hall. The Board expressed a strong interest in filling and burying the time capsule as a special gift to future generations, but quickly realized the cylinder would not suffice. The board voted unanimously in favor of putting together a suitable time capsule, and opted to upgrade from the originally floated notion of a small cylinder to a 12” x 20” box-shape (as shown on the page 1 photo). The cost will be about $1,200, versus the meager $65 of the cylinder. Reeve-Knight reported they will need to install the time capsule by March to maintain their timeline. Ultimately, the board agreed to involve the community in such decisions, including engaging the Lammersville Unified School District for student contributions. MHCSD Board Director Daniel Harrison was elected at the December 12, 2018 Board meeting to serve as President of the Board for the calendar year 2019. In a second round of hand-balloting, 2018 President, Manuel Moreno, was elected to serve as 2019 Vice President. Dan Harrison filled a seat on the Board - originally appointed by the Board of Directors on June 8, 2016 - to take the place of the seat vacated by longtime board member, Jim Lamb. Dan then won his own four year term in the general election of November 2016. A resident of Questa Village with his wife, Carol, Dan’s interest in the workings of the community, and subsequent dedication to the board, began even before he became directly involved. About a year and a half prior to his appointment, he began attending the monthly board meetings as a concerned resident of Mountain House. “During that time, I gained a wealth of knowledge of the 18 powers the board governs, and the responsibility of overseeing, setting policy and approving the annual budget,” he explains. Town Hall/Library Structures Taking Shape

The impressive Mountain House Town Hall and Library complex, currently under construction adjacent to Central Park, is quickly taking shape. Since the initial groundbreaking September 22, 2018, the project has been moving steadily forward. Foundation work at the end of October quickly led to beam and wall stud structural work. An initial focus on just the library side, as shown December 4th, made a quick change to include the form of the two-story town hall, including the corner piece at the grand entrance at what will soon become the corner of Main St. and Providence. Plans show Providence will ultimately connect at

Arnaudo and through to Central Parkway, past the eastern edge of Central Park (Phase I) at the baseball diamond/cricket pitch and tennis courts. The project was actually set back about three-weeks, according to Reeve-Knight Construction Project Manager, Troy Barker, due to the November rainfall. “We are confident we can make that time up once we have the roof on the structures,” he told MH Matters. December 2019 is the stated deadline, with the CSD staff hopeful of being able to move in earlier than that, over the Thanksgiving weekend. The complex will serve as the Western Anchor for the developing Town Center.

Treasure Chest Thrift Store to Serve Chest Of Hope Tracy, CA – Saturday, December 15, 2018 marked the grand opening ribbon cutting ceremony for a new thrift store in town, Treasure Chest Thrift, an offshoot of the shelter services of Chest Of Hope. Chest Of Hope founder and Executive Director, Meryln Pittman, and her team opened the doors of the modest space at 126 W. 11th Street, between A and B Streets just following the official Ribbon Cutting ceremony at 10:30 am. A crowd of about 50 people turned out for the opening of the store, which will serve a duel purpose for the non-profit. Treasure Chest Thrift is the latest in a series of growth measures taken by the non-profit. “We were looking for a way to help Chest Of Hope become more self-sustaining in our operations,” Ms. Pittman explained. “At the same time, the store will help us to provide purchase vouchers for our shelter clientele, many of whom come to us with little or none of their personal belongings,” she said. The store is open to the public and patronage is encouraged.

Strong Community Support at Sixth Annual MH Bar & Grill Holiday Toy Drive By Bryan Harrison

The sixth annual Mountain House Bar & Grill Toy Drive once again did a great deal to help serve the community at the Holidays. Traditional event coordinator, Genie Gonzales, had help with co-sponsors of the event, the Rotary Club of Mountain House, and the Central Valley FilAm Biz Club. Toys and financial contributions were raised to benefit local charitable organizations: EA Family Services; Chest Of Hope; and Case For Kids. The event, held Saturday, December 15, 2018, ran throughout the afternoon, from about 1pm until 5pm, featured a potluck-style food buffet, along with live music by MoHo Mojo. Participant attendees were asked to bring a couple of toys to donate. Lori Souza, a social worker in the foster care system, with EA Family Services, and founder of Case For Kids, was very pleased with the result. “We have so many kids who would likely otherwise have little or nothing for Christmas,” she said. Merlyn Pittman, founder and Executive Director of Chest Of Hope was equally enthused. “We are so grateful for the money for gift cards as well as what toys we could use,” she said. A fun time was had by all that continued well past the 5:00 hour.

I wanna share something with you! In spite of lighting the tree a little early (it won't happen next year) otherwise Santa's Arrival went pretty perfectly at the new venue last night!!! This event started out for me in 2005 as a way for my son to see Santa and for me to avoid the mall. It has grown from 50 people to thousands last night! This year I learned I could decorate and light a 50 foot tree with the help of our firefighters! I learned that teamwork does make the dream work. I learned no matter how old you are you're always welcomed on Santa's lap! Most importantly I saw the Christmas spirit bringing people together!! People who have had different agenda's in the past. People who have come from different places. People who have fancy things and people who don't! People, people, people. I saw a lot of all kinds of people!!! Last night I learned that three things are universal....smiles, hugs and love because I saw a lot of those last night too! The first year collaboration between Southwinds Church and the MHCSD with me and Veronica Rico in the middle went spectacularly and it's safe to say your Annual Santa Arrival dream team will start planning again in March for an even more spectator arrival in 2019. So get ready all you elfs in Mountain House. We've got work to do. I love my community and I love Christmas! Merry Christmas. MH Fire Department was all over decorating the town Christmas Tree in preparation for the December 7, 2018 Tree Lighting Ceremony event

The Month of November 2018, our French Camp McKinley Fire District and our Mountain House Fire Department personnel were thrilled about the number of opportunities they had with the members of the communities of Mountain House Community Services District. • 11-15-2018: On-Duty crews visited a Daycare program and provided a preschool presentation for Little Treasure’s Daycare. MHFD looks forward to visiting more Daycares in MH CSD. • 11-16-2018: On-Duty crews welcomed Girl Scout Troop 516 to Station 16-1 for a station tour and tour of the apparatuses that the MHFD uses for emergency calls. The Girl Scout Troop 516 learned first aid from the MHFD’s firefighters who provided them with basic first aid demonstrations. Zoom Realty and Valley Chiropractic Partner Once Again for Community Santa Pics The folks at Zoom Realty partnered-up once again with their neighbors at Valley Chiropractic to host their fifth annual community photo-op day with Santa Sunday, December 2, 2018. The event ran all afternoon, 1-5pm, with local photographer, Jenni Kaus, doing the main photography honors. Families were invited to stop in for free photos with the big man. A consistent line out the door of local residents flowed throughout the

afternoon, reportedly growing even longer in the final hour. Families got their pictures taken with Santa and then were invited for refreshments at Valley Chiropractic next door. “It’s a great way for us to give back to our clients, and the community,” said Josh Anderson. “It’s always a fun and festive time for us,” stated Dr. Jo Garrido at Valley Chiropractic.

Holiday festivities came together at the Community Services District’s 16th annual Holiday luncheon party Wednesday, December 19, 2018.

A potluck buffet style luncheon featured a veritable global smorgasbord of tasty food items for all to enjoy. The standing room-only event featured CSD staff and Board members, along with dignitaries MH Public Works Director, Nader Shareghi, welcomed the crowd from the Lammersville Unified School District, the Mountain House Fire Department, various developer partners working in town, and other special guests. Newly elected 2019 CSD Newly elected CSD Board President, Dan Harrison, welcomes the crowd Board President, Daniel Harrison, welcomed the crowd and thanked everyone involved for all the ongoing work to make our town the best it can be. Public Works Director, Nader Shareghi, who’s been with the district MH Interim Fire Chief Mario McArn (above right) and many of his staff were onhand since early formation in Staff held a gingerbread 2002, spoke briefly about house competition. Sunshine and warm weather – two things that always go hand in hand when it comes to describing what it’s like living in California. Yes, there are bitter cold days where rain darkens the ground, but you will barely ever find it snowing near the Bay Area. Actually, the last time it snowed here was in 1976, in downtown San Francisco! Putting that aside, I can definitely say that feeling snow for the first time in my life was an exhilarating experience. Personally, snow has been a concept that I’ve always observed through movies and TV shows. Encountering snow when I took a trip to Lake Tahoe for the first time made me realize how cool snow is. It’s so light and fluffy, but it’s iciness can get through your fingers in an instant - making them numb. The sparkly, crystal-like look it gives off is also quite mesmerizing.

Making snowballs with my itchy but warm, soggy, red winter gloves is something I’m going to remember a lot and, best of all, having snowball fights with friends and family are just a few things that are unforgettable. Most importantly, snow is a symbol of the holiday and winter season. Experiencing your “first snow” is a moment many people love to acknowledge in their lifetime, and I can say that I’ve made it one of mine as well. Although this holiday season, chances of getting snow in the Bay Area are slim, I can’t wait to spend this time with my loved ones. Staying in the coziness of my house and watching old-time movies with my family while I can hear the cold, wintry winds blowing outside my house are all things I look forward to doing this winter break. Jr. Mustangs 11u Reach Championship Game

The MH Junior Mustangs 11u team reached the championship playoff game for the first time ever. Out of the shoot, they beat a very fast and disciplined team from Hawaii, the Kapulei Ducks in game 1 on Friday November 30th. It was a long and hard fought 12-6 win in a 4-overtime game. Game 2, they played against the second favored Champion, Patterson Ravens, 2518, to move onto the Championship game. The Jr. Mustangs then fought their hearts out against the Grant Pacers, coming up short, 14-8. The game was a battle of defenses. Grant scored the winning TD in the 4th quarter. Several Jr. Mustang players were invited to the Pro Football Hall of Fame Academy in Canton, Ohio in July, 2019. They are: #2 Erin Foster, #3 Aiden Donaville, #8 Ethan Ayala, #18 Romeo King, and #24 Nayeem Spencer. All the players reportedly played like all-stars. But, the players that all received invites were a huge success in this very tough Regional Tournament.

Jingle All The Way 5k Successfully Soggy By Bryan Harrison

“I love running in the rain,” stated Jingle All The Way 5k regular, Brian Lucid. That sentiment seemed consistent with the vast majority of the 200 plus participants in the December 1, 2018 event. Held at the usual spot, adjacent to Central Park, with the start/finish line on Central Parkway just north of Main St., the morning event saw rainfall throughout, ranging from light to sometimes fairly heavy. With the rain came slightly warmer temperatures than the Jingle Run has experienced in recent years. The 2017 event, for example, saw heavy fog and cold temps. Jordan Reyes, 33, of Walnut Creek, took first place, with a winning time of 21:34. Mountain House’s own, Patty Ibarra, 41, took first for the women and seventh overall, coming in at 24:15. Organized by the Service Organization Of Mountain House (SOMoHo), proceeds from the race go to further the organization’s purpose: “To benefit the residents of the Mountain House, CA community and its surrounding area by serving as a support organization for charitable interests, organizations, and activities in our community.”
