Insurance Commissioner applauds California’s Fourth Assessment Climate Change Report New report analyzes the impacts of climate change on the state of California including wildfire risk
SACRAMENTO, Calif. — Commissioner Jones commended the publication of California’s Fourth Climate Change Assessment (Fourth Assessment), which includes a large body of research on climate impacts and how to respond to them. The California Department of Insurance was a member of the interagency Task Force which led the Fourth Assessment. The Fourth Assessment supports California’s climate policies and actions and improves the state’s and public’s understanding of the impacts of climate change in California and actions to help the state prepare for those impacts. “Climate change poses a significant threat to all of us. The Fourth Assessment has brought together key leaders, experts, agencies, and stakeholders throughout the state to understand the evolving impacts of climate change and potential actions that can protect Californians,” said Insurance Commissioner Dave Jones. “We were pleased to participate with other departments in the Fourth Assessment effort and I support the state’s efforts to reduce climate change causing greenhouse gas emissions and to improve our resiliency in the face of climate change.” As he leads the Department of Insurance’s efforts to help Californians recover from wildfires, which in 2017 caused $12.6 billion in insured losses and took over 60 lives, Commissioner Jones has noted that climate experts have found that climate change is contributing to catastrophic weather-related events, including the increase in frequency, severity and unpredictability of wildfires. By 2100, if greenhouse gas emissions continue to rise, the Fourth Assessment found that the frequency of extreme wildfires burning over approximately 25,000 acres would increase by nearly 50 percent, and that average area burned statewide would increase by 77 percent by the end of the century. In the areas that have the highest fire risk, wildfire insurance is estimated to see costs rise by 18 percent by 2055 and property insured would decrease. An extensive scientific review supported by the Fourth Assessment found that reducing tree density and restoring beneficial fire can improve long-term continued page 8

Rivercats Make It Interesting in Loss to Salt Lake at SCA Family Night WEST SACRAMENTO, CA -- Mac Williamson's bases-clearing double in the eighth inning made things interesting but the Sacramento River Cats (39-53) would eventually fall to the Salt Lake Bees (47-45) 7-4. The River Cats loaded the bases in the eighth with no outs, and after designated hitter Chris Shaw struck out, Williamson picked him up with a liner down the left-field line the just stayed fair. The two-bagger ended a slump for Williamson in which he had not collected an extra-base hit since June 26 -- a string of 34 at-bats. Third baseman Ryder Jones provided the only other run for Sacramento as he cleared the fence for his ninth homer of the season. After a 2-for-4 evening, Jones is now the only qualifying player on the club with a batting average over .300.

resilience to California’s forests. Simulations of large-scale fuels treatments in Sierra Nevada forests substantially reduce increases in burned area. Improving forest health by removing fuels can have important impacts to reduce rising wildfire insurance costs. Increasing understanding of megafires remains a critical research need for California. As a national leader on climate change and climate risk, and as the regulator of the largest insurance market in the nation, Commissioner Jones has led a multistate effort since 2012 to require insurers to respond to the Climate Risk Survey adopted by the National Association of Insurance Commissioners (NAIC) in 2009. In early 2016, Jones launched his Climate Risk Carbon Initiative because of the potential for investments in coal, oil, gas and utilities relying substantially on burning carbon, to become stranded assets on the books of insurers with little or no value as governments, private companies and markets, in an effort to address climate change, may slowly or dramatically reduce the demand for carbon-based fuels and their value drops. Jones is the first financial regulator to ask that a financial sector-in this case insurance companies-divest from thermal coal and to require that they publicly disclose their holdings in oil, gas, coal and utilities, due to potential climate-related risks. In May, Commissioner Jones became the first U.S. financial regulator to conduct a climate-related financial risk stress test and analysis of insurance companies’ investments in fossil-fuels. The department engaged 2° Investing Initiative, an
established partner of European financial regulators, to conduct this analysis for insurers in California’s insurance market with over $100 million in annual premiums. It is arguably the most comprehensive financial stress test analysis ever conducted for the insurance sector. The results of the scenario analysis are consistent with Commissioner Jones’ Climate Risk Carbon Initiative determination that thermal coal as an investment faces climate-related financial risks, despite any short-term fluctuations in market price and policy signals. In June 2017, 12 state attorneys general and one governor threatened to sue Commissioner Jones for calling on insurance companies to evaluate and address potential climate-related risks to their investment portfolio, to ensure they are investing in assets that retain value and are subsequently available to pay future claims. Despite these threats, Commissioner Jones is continuing the Climate Risk Carbon Initiative, the most recent component of which is the climate-related financial risk stress testing of insurers’ investment portfolios, to make sure insurers are addressing climate change related risks and to protect California consumers. In April 2018, a group of financial supervisors and central banks including the central banks of England, France, Germany, the Netherlands, Sweden, Singapore, China and Mexico announced their cooperation to conduct similar climate stress testing on insurance companies and other regulated financial institutions.It’s a little bit like raising chicldrenThe passing
Golden Bear California’s 1st cannabis insurer expands coverage options/lowers premiums SACRAMENTO, Calif. — Insurance Commissioner Dave Jones approved a filing from Golden Bear Insurance Company amending its California Cannabis program product to lower rates, expand coverage options, and expand the classes of business they will cover. “Golden Bear continues to lead the industry by being the first to offer coverage for cannabis businesses and now by expanding their coverage choices at lower prices,” said Commissioner Jones. “Cannabis businesses and consumers will benefit from the new and expanding coverage options and lower rates.” Last November Insurance Commissioner Jones approved a Golden Bear filing making the company the first admitted commercial insurance carrier to file cannabis business insurance in the state. Since then, the department has approved five additional insurance companies to write cannabis-related insurance products in the California market. “We are very excited to roll out Equipment Breakdown coverage among other new coverages to our Cannabis package policy,” said Michael Brown Vice president and Underwriting Property Manager at Golden Bear. “This additional endorsement will provide our insureds with vital coverage for losses to inventory and income caused by the failure of refrigeration equipment, HVAC equipment, and manufacturing equipment so important to the cannabis industry. This coverage enhancement provides Golden Bear insureds with even more peace of mind as they operate their businesses. Earlier this month, the National Association of Insurance Commissioners (NAIC) established a Cannabis Insurance Working Group to address the issue of insurance availability for the legalized cannabis industry. Recognizing
Jones’ leadership on the issue, the NAIC appointed the California commissioner chair of the NAIC Cannabis Insurance Working Group. Jones has convened meetings between commercial insurance company executives and cannabis business owners to educate the insurance industry about the sophistication, professionalism and risk management of the cannabis industry. Jones has also organized tours for insurance executives at cannabis businesses. In October of last year, Jones held a first-in-the-nation public hearing to identify insurance gaps faced by the cannabis industry. Cannabis businesses and insurance industry representatives testified about the limited availability of insurance for cannabis businesses. The hearing revealed that while there is insurance available from surplus lines insurers, insurance gaps in coverage remain, and, until the approval announced last November, no admitted insurance carriers were offering insurance products to cannabis businesses. Jones also announced that he has directed Department staff to devote the resources necessary to timely review cannabis products and rate filings. In May, Commissioner Jones hosted a webinar titled “Weeding through the Unique Insurance Needs of the Cannabis Industry” with the NAIC Center for Insurance Policy and Research. In April, Jones renewed his call for insurers to offer insurance products for California’s legalized cannabis industry in the wake of published reports that President Trump has overruled Attorney General Jeff Sessions’ policy on federal law enforcement against state legalized cannabis. Jones sent a formal letter to California insurers encouraging them to fill insurance gaps for California’s cannabis businesses.

25 years! Wow! The passing of time when considering the CCNC is a similar sensation to the raising of children. The Claims Conference of Northern California has been ever-present over the past quarter century and, yet, seems like not that long ago when it was born. On the other hand, in looking back, it was like a lifetime or two ago for me, personally. A claims-man I had the pleasure of knowing back in the day by the name of Gene Riggs, now long departed, out of Napa, gathered together a small group of industry leaders in the early 1990s to develop what ultimately became the Claims Conference of Northern California. Following an initial attempt to work with the Combined Claims Conference (CCC) in Southern California as a joint venture or expansion of their successful annual event, Riggs and company quickly realized their best shot was to simply start a similar endeavor for the Northern California area. They used ideas from the CCC, but chose a distinctly different course in how the conference would be set up and run. Riggs, who was also an integral part of the California Association of Independent Adjusters, and a founding member of the Registered Professional Adjusters designation program, came together with Ms. Betty Neblett, who owned Rochat & Smith Appraisers, with her husband, Al, in Pleasant Hill. Betty, along with Gretchen Lord, of Travelers Insurance, independent adjuster Pete Vaughan and others, saw the value and need for such an event. Some initial discussions led to formation of an organization, and the first event was held in October 1994, at the Hilton Hotel in Concord. Ms. Neblett and Mr. Vaughan shared duties as “Co-Chairs” of that first event. Riggs had no wish to lead, as he was very involved in his other aforementioned organizations. The response from the industry at the time and the success of the conference proved that they clearly were on to something. The distinct path that initial group chose was to enlist, include and involve the various local claims associations in the planning and orchestration of each conference. At the time, there were about seven or eight organizations involved. Maybe more. Each local association was charged with designating two (2) voting members to the planning committee board each year. As the conference grew over the years, additional members from various organizations were allowed to participate, but only two from each group could vote on decision-making issues. That concept is still loosely held today. Over the many years, CCNC has faced some major obstacles and challenges. Being held in the Fall, there have been numerous times when catastrophic events occurred either during, or shortly before the two day event. The most memorable of those was 9-11, which occurred the morning of the first day of the CCNC in Sacramento. The conference carried on, but not really. Everyone was of course in shock, staring at TVs throughout. The San Bruno explosion/fire occurred during CCNC. Hurricane Katrina happened around the time of CCNC, as have numerous other disasters. My point is that, despite many incredible set-backs over many years, this conference has endured, which is a true testament to the character of people in this industry. CCNC is, and has long been, a treasure of the claims industry in Northern California. Here’s to everyone who’s ever been involved in making that happen, and to all those carrying the torch to keep it alive and thriving.
