Apartment Values in the Asterisk Era: Are They on the Juice? “It would’ve been a helluva lot more fun if I never hit those 61 homeruns. All it brought me was headaches!” — Roger Maris

998 is a year I remember well. In part because it’s the year I got my driver license and bought my first car (an 88 Honda Civic Hatchback) and also because of what was going on in Major League Baseball. For those who remember, it was the year that both Sammy Sosa and Mark McGwire were chasing a decade’s old record held by Roger Maris of most homeruns in a season. Roger Maris had set the record at 61 homeruns in the year of 1961 and it was not broken until McGwire hit 70 and Sosa finished with 66. Their record, you might recall, was short-lived. Barry Bonds would break it three years later with a total of 73 homeruns in the 2001 season.
Price Per Unit Meets Picture in Picture
Today’s multifamily investment climate is much the same. That is, a building will hit the market, receive offers in the high double digits (depending on building size, of course) and the building will sell; often at a record high price per unit or new low for the market from a cap rate perspective. As an investor, I watch in frustration, almost as though I am thinking fastball but seeing curve. I would love to buy more units, but it’s tough to justify the high prices and low returns in today’s multifamily investment climate, even with record

low interest rates. As an owner with no interest in selling, I watch in amazement, just like I remember the live picture-inpicture coverage on ESPN as McGwire, Sosa and Bonds stepped into the batter’s box. Would this at bat bring them closer to history? Will this sale bring us closer to or above $300k per unit for non-coastal multifamily product in Orange County?
Going, Going…Gone?
My personal opinion is one thing, but my professional opinion tells me that these values are in fact justified by the strong underlying fundamentals of today’s rental market, our local economy and that the growth is poised to continue for the time being. From a cost comparison perspective, I almost consider replacement cost to be the new cost per unit so as to avoid frustration, but it still doesn’t make any sense (the market, that is).
From Preferred Parking to Nowhere Worth Parking
Markets like todays beg the question: if I sell, what will I do with all my money? Where will I go to replace the quality, quantity and consistency of my cash flow? If you cannot answer those questions, you really shouldn’t consider selling. And no, I don’t think a singletenant, NNN lease secured building is the way to go while exiting the apartment market. Just the other day, I was talking to a friend who has a similar dilemma. They acquired a mid-sized

property in the late 90’s for close to $6 million dollars. Today, that same property is conservatively worth $30 million dollars. The only logical reason to sell would be to buy more or trade into a larger, better quality asset and with a more conservative leverage position. Will the returns be comparable or greater? Is it worth the headache and frustration of transacting in a deal environment that requires legal counsel, lender consent and more? In my friend’s opinion: no. So whether you are watching from the dugout or digging-in to the batter’s box, right now is a special time for apartment owners. As for me, I’ve got my uniform on but am questionable for today’s start. For those looking for the scouting report, be sure to set your calendar for our second annual Multifamily Forecast taking place at the Westin South Coast Plaza this coming Tuesday, November 1st. very general election year, the season does not pass without at least one television news talking head opining that “this is the most important election of our lives.” While hyperbole and American politics often go hand in hand, consider this: on Tuesday November 08th 2016 the entire U.S. House of Representatives is up for re-election, as is one third of the U.S. Senate. The Presidency of the United States will be selected, and that presi-

dent will appoint at least one United States Supreme Court Justice. It is an awful lot of democracy in just one day. British Prime Minister Winston Churchill famously said: “The Americans can always be trusted to do the right thing, once all other possibilities have been exhausted.” Soon we will know the direction a majority of Americans want to take, and who they choose to lead. And speaking of looking forward, be sure to mark your calendar for the

tion on this latest effort. Much more detail is in the offing on these three bills and many others as they are parsed for implementation. A final year-end report on several dozen other bills will be forthcoming in December and later editions. Meanwhile, as we close the books on legislative activity for the moment, we turn to the next important element in political activity: Elections, and more precisely, the upcoming November General Election Ballot featuring a staggering display of initiative measures to challenge the mood and desires of California’s citizenry. Here is a thumbnail sketch of the seventeen measures that will capture the attention of the airwaves for the next important weeks of campaigning leading up to November 8. Proposition 51 authorizes issuance of $9 Billion in general obligation bonds for school construction and modernization divided among K-12 public, charter, vocational and community college facilities as specified. Proposition 52 provides a hospital funding swap between the state fees and the federal government for Medi-Cal reimbursement rates. Proposition 53 imposes a requirement for a statewide public approval vote on any revenue bonds proposed for issuance by the state in excess of $2 Billion. Proposition 54 requires that all legislative bills be made available in print and on the internet for 72 hours before a final vote is taken except in cases
of emergency. Contains other details regarding legislative proceedings, including audio and visual recordings. Proposition 55 extends for 12 years the 2012 “Proposition 30 ‘temporary’ income tax increase” on high earners to aid K-12 schools, community colleges and other stated needs. Proposition 56 increases by $2.00 per pack the cigarette tax, with equivalent tax on other tobacco products and electronic cigarettes containing nicotine. Proposition 57 modifies mandatory sentencing and changes prison parole rules regarding good time credits, etc. Proposition 58 is a legislative measure to restore some bilingual education programs on a limited basis. Proposition 59 is a legislative measure that submits a polling question asking “Shall California’s elected officials use all their constitutional authority… to overturn Citizens United v. Federal Election Commission,” a contentious United States Supreme Court decision that validated independent corporate and union donations in federal elections. [A similar measure was kept off the 2014 ballot by a California Supreme Court decision. See the following from these October 2014 Apartment News pages: “Perhaps the most interesting proposition is the one that will not appear on the ballot. What had been designated as Proposition 49 was ordered removed by the California Supreme Court following a challenge to its legality. This legislative measure (SB 1272) would have

placed the advisory question whether the United States Congress and California Legislature should approve an amendment to the federal Constitution overturning the United States Supreme Court decision in Citizens United v. Smock/Kingston — continued from 9 unconstitutional. In throwing what would have been Proposition 49 off the ballot, the California Supreme Court found that advisory voting was impermissible because it lacked any legal status, i.e., it did not enact enforceable law. A byproduct of this decision was to cut the legs off another advisory voting bill then pending in the Legislature relating to immigration.”] Proposition 60 imposes some regulations on the adult film industry, including a requirement that performers use condoms in scenes involving sexual intercourse. Proposition 61 prohibits state agencies from paying more for a prescription drug than the lowest price paid for the same drug by the United States Department of Veterans Affairs. Proposition 62 repeals the death penalty for persons found guilty of
murder and replaces that sentence with life in imprisonment without possibility of parole. See Proposition 66. Proposition 63 imposes new and additional restrictions on gun ownership and use, including ammunition and large capacity magazines. Proposition 64 legalizes recreational use of marijuana with attendant tax and regulatory enforcement scheme. Proposition 65 redirects money collected by grocery and certain other retail stores through sale of carry-out bags, whenever any state law bans free distribution of a particular kind of carry-out bag and mandates the sale of any other kind of carry-out bag. See plastic bag referendum. Proposition 66 changes procedures governing state court challenges to death penalty convictions and sentences. Designates superior court for initial petitions, limits successive petitions, and imposes time limits on state court death penalty review. See Proposition 62. Proposition 67 a referendum vote

The law passed by the Legislature prohibits grocery and certain other retail stores from providing single-use plastic bags but permitted sale of recycled paper bags and reusable bags. There have been over the years so many eventful October occurrences that have shaped the political landscape that one might wonder what lies in store for this year. y wife and I are relative newcomers to the rental business. To date, we have had the good fortune of problem-free tenants. The building is in a real nice area, so the higher rents dissuade a lot of riffraff. Anyway, I recently had a prospective tenant come by to look at one of the two-bedroom units. He filled out the application, and marked “yes” on the box when asked if he’d been convicted of a felony. You could imagine my surprise to find that he had served time in the slammer.

The guy seemed real clean cut and sharp. He even asked me if the building was for sale! Could I legally ask him what the felony conviction was for?
Yes. Diligent tenant screening will require further investigation into the prospective applicant’s background. A felony involving a crime against persons or property is highly relevant to the qualification of this particular applicant. You have a legitimate business

Q&A — continued from 12 against persons or property, for example, tax evasion conviction, or other so called victimless crimes. Note that recent changes in the law, and guidelines published by HUD, prohibit a blanket denial due to a criminal conviction. Your tenant screening criteria should consider when the convictions took place, the severity of the crime, and whether or not the applicant displays a pattern of criminal behavior. Implementation of screening criteria that identifies applicants who have had felony convictions in the past five years, drug distribution convictions in the past ten years, a pattern of multiple drug possession convictions in the past five years, recent arrests awaiting trial which could result in a sentence that would impact the applicant’s financial ability to pay rent, or sexual, murder, or other violent felony convictions in the past 15 years would comply with the recent changes.
Seems like my residents just keep paying their rent later and later each month. I usually try and work with them; I don’t even begin to nag them until about the tenth of the month. I’ll start with a phone call, and then when they don’t call back, I send them a reminder note. Often the rents don’t come in until after I serve a notice to pay or quit, usually after the twentieth of the month. How can I change this pattern?
Your residents pay their rent late because you have trained them to pay that way. Your rent collection techniques are lax, and your residents are all too aware of your procedures. Many residents live paycheck to paycheck, and will wait until the last possible moment to pay their obligations. Your residents apparently know that you “try and work with them” and that you don’t even start looking for the rent until the tenth. Your phone calls and reminder notes are nice but not legally sufficient to ensure timely payment. Your residents know the drill, phone call, letter, and then the notice.
They pay when they absolutely have to in order to avoid being evicted. A tighter rent collection policy, coupled with a good rental agreement will eliminate your problem of late payments. Consider using a rental agreement, which includes a properly drafted late charge provision. It is important to note that not all late charge provisions are enforceable. The language used in the agreement must characterize late charges as “liquidated damages,” that is, it must state that the damages sustained by the landlord are difficult or impossible to ascertain, and that the parties agree that a certain sum, the late fee, is the amount of compensation due the landlord. Your rental agreement will define when the late fee is incurred. Typically, the late fee is incurred if rent is not paid by the third of the month. Remember, this clause does not provide a “grace period” to the resident; it merely defines when the late charge is incurred. Q&A — continued on page 16

Q&A — continued from 14 Late charges must not be punitive, rather they must reasonably relate to the costs incurred by late payments. The charge should be a fixed amount rather than a variable charge that increases by a certain amount each day the rent is late. Although the law is silent on the subject, courts generally allow late charges of 6% of the rental installment. Additionally, consider adding a clause in your rental agreement requiring that the resident pay a “notice service fee” in the event the landlord consults an attorney and serves a notice of default. Again the fee must be reasonable rather than punitive. If your primary goal is to just get the rent paid timely, you should send all of the residents a notice reminding them of their obligation to pay their rent on or before the first of the month, and they should budget accordingly. Let them know that you intend to strictly enforce the terms of the rental
agreement. If you have allowed the late payments over a long period of time, provide the residents at least thirty days warning of your intentions. Late rent payments in a rent-controlled unit are opportunities for vacancy decontrol. Rent controlled jurisdictions require aggressive rent collection techniques and strict enforcement of the terms of the rental agreement. If the rent is due on the first, and the first falls on a weekday, a three-day notice should be served immediately, on the second of the month. Failure to pay the rent in full by the expiration of the notice will support an eviction. Remember, you set the tone for your buildings. If you allow your residents to ignore the terms of your rental agreements, you can be assured that they will do just that. I recently sent a “Three Day Notice to Pay Rent or Quit” by certified mail. The tenant signed for it, and I got the receipt back. Is this good enough?

No. The statute governing service is explicit. Certified mail with a returnreceipt is not proper service as to a notice to pay rent or quit. The tenant can raise several defenses, i.e. noncompliance with statutory procedure, as well as denying that he signed or received the notice. Remember, truth is relative for many residents, and often there are no consequences for perjury in court. Since you did not witness the resident receive and sign for the notice, you will be unable to prove that the tenant signed for it. To avoid trouble with your eviction action, stick to the specific requirements of the Code of Civil Procedure Section 1162. Service may be complete by personally handing the notice to the resident, by substitute service or by posting and mailing the notice by regular first class US mail. When is the best time to do an annual roof inspection? Can you give me some pointers as what to look for when I inspect the roof? Tom
Dear Tom:
The best time is before it rains! However, we find summer and fall to be most the prudent time to inspect and repair the roof. In other words, don’t wait to do roofing work after the first rains of
winter. The roofing contractors will be very busy and costs may go up or you may have to wait in line for the work to get done. Inspect the roof during the summer and fall and get the roofing work done before it becomes an emergency. During the roof inspection, pay close attention to the flashing. Flashing is used to transition between the roofing material and the building or a change in roofing direction or angle. Flashing can also be found where pipes
or a chimney come up through the roof. The flashing is sealed with roofing tar and water leaks can form when the sealing tar cracks or separates from the building or the flashing material. Look for curled up roof edges on composition roofs, low spots on flat roofs and bird nests in tile roofs. After checking and repairing any roof damage, we recommend looking at the outside walls of the property. Stucco, wood siding or other vertical surfaces, is the building’s skin. Cracks, breaks and other damage to the siding invite “infection” to your building. This
“infection” can take the form of wood rot, mold, siding delaminating or separation from the subsurface, material breakdown of the stucco will cause discoloration and crumbling. Common siding material found in most buildings is stucco, wood, brick, vinyl or concrete panels etc. Water intrusion of the siding can find its way through the smallest cracks by capillary action or more directly from misaligned sprinklers or other water sources. A little known and often forgotten solution to leaky windows is the clogged weep holes along the bottom of the window frame and track. These weep holes clog with dust and debris and very easily can cause water to enter the building through the window frame or even through small cracks in the stucco or siding at the edges of the window frame.

It won’t be long before we need to change our clocks for winter. I’m a bit concerned about the lights at my apartment building. I have various fixtures, sensors and timers, not one of which turns on the lights at the same time. Some don’t turn off or on at all. Any suggestions? Brian

There are two ways to effectively control exterior lighting: 1: A timer clock. 2: A photocell for detecting light and dark Both time clocks and photocells have been around forever. We prefer to activate landscape lighting with a photocell as it is virtually maintenance free. A photocell will ensure the property has light only when it is needed and turn off automatically with the approach of daylight. Be sure the photocell located where it can “see” ambient light and not near an artificial light source. How Not to Answer a Phone Call
A
recent email we received below gave us some good ammunition for this article. While the industry, as you can see, is in the legal profession, believe me, it can happen in every industry. Read on: It’s from an attorney (no jokes, please). “Around 1:00 p.m. today I returned opposing counsel’s telephone call from this morning. The first person that answered the phone took my name and asked me to hold while she checked to see if she was back from lunch. After a short hold she came back on the line and transferred my call. At that point opposing counsel’s assistant answered the phone. She took my name for the second time and put me back on hold. After holding a couple of minutes, opposing counsel’s assistant came back on the line and asked if I could call back in twenty minutes! I am sure that her assistant is telling opposing counsel that I am a jerk because I answered, “No, I am calling her back now.” It’s a well-known fact that the first voice you hear and what they say when you call a company sets the tone and mood of the call. It makes the first impression and welcomes the caller. It

starts the rapport-building process and the all important engagement. Few will argue that point. While there are several “faux pas” in the above email we received, which do you think is the major one? I’ll share the answer in an upcoming blog, but I’d love to hear your thoughts. However to help you, here’s an easy four step process for handling a simple incoming call: 1. Use the Telephone Doctor 3-part greeting: • A buffer (that’s the ‘Thanks for calling or good morning’ part) • The company name (Steinberg Law) • And then your name (This is Nancy.) Then stop!
“How can I help you” is not necessary in initial greetings. You are there to help. That is why you answered the phone.
2. Putting a caller on hold. “Hold on,” click is not effective. Neither is “Hang on a second. I’ll be right

back.” Learn to ask callers if they are “able to hold” and then wait for a response. 3. Monogram the call. If the caller gives you his name, use it immediately. It speeds the rapport building process. And if possible, use it once again in closing the call. 4. Leave a good lasting impression. Seems as the opposing counsel’s office didn’t do that. Remember, more people will tell you about a bad experience than a good one. Talking to Adult Children About Money Struggles

Young adults from all economic backgrounds have been living with the realities of a challenging economy, limited job offers, and increased living expenses. If your children are among those going through a lean period in their career or personal lives, the first step to helping them get back on their feet is to have a positive, productive conversation about money and how to manage it. It also may help to know you’re not alone when it comes to helping your adult children financially. According to a Pew Research Center survey, roughly half (48%) of adults ages 40 to 59 had provided some financial support to at least one grown child in the past year, with 27% providing the primary support.
Set the stage for a positive conversation
The way you talk to adult kids about money can make a big difference in the outcome of the discussion. Your
approach also sets the tone for future conversations about financial matters. As Arne Boudewyn, Managing Director and Head of Family Dynamics for Abbot Downing, a Wells Fargo Company, suggests, “It’s best if your first money talks aren’t critical or crisisdriven ones. Tips to Make Move-In Easier on Tenants BY CONTEMPORARY INFORMATION CORPORATION

o matter how much your new tenants love their home, moving is stressful. Rather than start off your renter’s experience with your property on a bad note, instantly land a good first impression by providing move-in checklists and reminders, new renter discounts, and information on local events. By implementing a few of these tips, you’ll not only make your new tenants happy and gain a good reputation for yourself, but get the information you need for your records, faster.
Send out Reminders and Utility Checklists Early
Beyond packing and unloading boxes, remembering to open accounts with utility providers, change physical addresses, and enroll children in schools and programs can be a lot for your renter. Before your new tenants move in, relieve some of the pressure by sending them a utility checklist and to-do reminders. You can do this by utilizing our utility checklist and adding your own reminders (like requiring renter’s insurance) a few weeks before

move-in. If you’re a real estate agent, you might want to use a service like Updater, which enables your client’s renters to seamlessly update their online accounts and forward their mail, generating a good first impression and satisfied clients. These reminders are especially helpful for new tenants who are coming in from out-of-state. As moving-in is hard on your tenants, it’s just as stressful for you as well. Consider fine tuning your move-in process by creating your own checklist. While there will always be unexpected variables with every new renter, having written guidelines will help make sure nothing is overlooked.
Provide Small Welcome Gifts and Recommend Good Local Spots
You’re going to be interacting with your tenants for at least 6 months to a year, so it’s important to make a good impression. Welcome new renters with a small welcome gift. Rather than selecting a well-known gift card, get your tenants a gift card that’ll lead them to local hot-spots you’d recommend. This

will make the gift much more personal and noteworthy. Remember, every renter is a potential good online review and future applicant referral. Stop by your local chamber of commerce to pick up a stack of new resident packets which are usually free.
Provide Community Event Information
Make your new renters feel welcome by providing information on local events like fairs, free concerts or work out classes, food truck festivals, and the farmer’s market. You can do this by listing specific events that are coming soon, or pointing your tenants to local Facebook pages that offer recreation, events, and other community resources. If they have children, provide a list of after school or summer activities offered by your city or the YMCA. This small amount of effort will go a long way with your tenants. Paying Taxes from Cash In on the Myths of Real Estate

sale was a sale and you paid whatever taxes were owed. The only way to avoid the recognition of realized gains (or losses) was with the simultaneous exchange of ownerships, which was extremely difficult to coordinate. Starker v. U.S. (602 F.2d 1341) upheld the concept that a contract to exchange properties is practically the same as a simultaneous transfer. This 1979 appellate court ruling opened the door to the
ery few people take joy in writing checks to the IRS. Tax avoidance is a strong motivator. In fact, some people will even lose money in order to reduce their tax liability or shelter their income. The reality is that concerns over paying taxes create a barrier to successful wealth building — particularly among apartment owners. Prior to 1979, an income property
delayed exchange and subsequent revisions to Section 1031 of the Internal Revenue Code. Today, 1031 exchanges are the norm. Yet not all such transactions are wise ones. Based upon my years of experience as a broker, unwillingness to pay taxes became the lead-off myth in the “Growing Your Accumulated Wealth” chapter of my book, Cash In on the Myths of Real Estate.

5-1 Paying taxes is always bad. Popular Belief: For many people, paying taxes is a painful experience. Investors go to great lengths to avoid, defer, and/or minimize their tax exposure. Bill’s Truth: Taxes are a part of doing business. They should never stop you from making money.
To do a little rephrasing: No pain (taxes), no gain (profits). When the market is at or near the top, there is often a premium to be taken. This may be the point at which you have doubled your equity and, based upon your written real estate plan, it is time to sell. The available exchange uplegs may not be as good a choice as paying the tax on your capital gain. Yes, if you cash out, there will be taxes to be paid. But, what if you can put those premium dollars to better use? Consider what you might be able to accomplish in wealth-building terms by improving and upgrading your longterm hold property. You have to run the numbers and look at the potential outcomes. Or, you may want to look at other types of opportunities. If, after paying taxes, you are still on track for meeting your financial goals, why not take some of your profits off the table? And, you can always buy another investment property when the market moves into a downturn cycle. Cash In: Don’t let the fear of paying taxes keep you from making money.
The only way out of paying taxes is to die, and you only get to do that once.
All too often, investors scurry to find an upleg and accept properties that are over-priced or poorly situated. When you pay too much, it is almost impossible to recoup the losses sustained due to the longer holding period required to achieve a desirable equity threshold. And, that’s assuming there are no bumps in the road. Even a 1% or 2% change in interest rates dramatically impacts values. If vacancy rates and/or expenses increase during that same period, you might even be in jeopardy of losing the property altogether. As I point out in my book, not selling represents a missed opportunity. But that is not the only potential downside. Along with considering how those premium dollars might be better put to use, think about the consequences of holding the property for another seven
to ten years. What is the age and condition of the property? Is the surrounding neighborhood getting better or worse? If you are unable to do the repairs or collect the rents will the property support the hiring of a management company? All of these are questions to ask yourself. When there is a premium to be taken, I encourage my clients to run the numbers and look at all of their options. This is particularly true when they own multiple properties. More often than not, one of those properties has basically attained its ROI potential and needs to be sold, even if there are taxes to be paid.

“Uber-financialization”
I
t all began, at least apocryphally, some seven thousand years ago when a guy with ten cows decided to sell one to a nearby farmer in exchange for a pledge from the farmer to deliver 20 bushels of wheat at next harvest and the four harvests to follow… the first rudimentary credit facility. Such lender-borrower relationships were a natural outgrowth of man’s earliest forays into commerce as humans began to understand that resources could be moved about and deployed to benefit multiple parties if there was a level of trust among participants. We’ve gotten more “credit sophisticated” over the millennia, but the basic concept remains unchanged: Party #1 gives up something at present (nowadays usually money) on a promise by Party #2 to provide sufficient payback down the road to make it worthwhile to Party #1. What has changed since those first business/credit transactions were structured, and will always be changing, is the environmental amalgam within which markets must operate; this means that asset prices, from cows to condos, as well as interest rates, are continually adjusting and evolving relative to the perceived financial-political-socio-economic circumstances of the moment.
The environmental mix as it elates to apartments
In assessing the hand we’ve been dealt in the rental housing marketplace, honestly, could anyone have dreamed up a better set of circumstances coming

out of the 2009–2011 recession? The multifamily community has had a four year+ run of virtually ideal conditions. From 2012 through 2015, solid rent increases, lower vacancy rates and declining cap rates have given apartment owners outsized returns and produced a kind of mini golden era for the industry. Oh sure, there are the toilets, tenants and trash challenges that apartment owners and managers will never escape, but the offsetting financial rewards have been outstanding during this period. What about the current state of affairs? A perusal of the adjacent 2nd Quarter 2016 Update leaves little to gripe about: continued robust rent growth (RealAnswers says overall apartment rents in OC increased 5.3% from Q2 2015 to Q2 2016 while advancing 6.1% nationwide), occupancy north of 95% both county and nationwide, and record breaking gross rent multipliers — 14.47 GRM in OC and 12.80 nationally — all against a backdrop of low unemployment and muted inflation…a rosy picture indeed. Except…notwithstanding all the sunshine, there’s this shadow creeping over the landscape.
Financialization of Markets
I refer to the phenomenon of financialization, which the Oxford online dictionary defines as, “the process by which financial institutions, markets, etc., increase in size and influence”. The term is so new to the lexicon that usages vary. University of Michigan’s October 2016
Greta Krippner describes it as a “pattern of accumulation in which profit making occurs increasingly through financial channels rather than through trade and commodity production”. Financialization unto itself is a not necessarily a bad thing. But left unchecked, it could be an agent of distortion for traditional market valuation models. The quintessential example of this financialization phenomenon is the Federal Reserve’s Quantitative Easing program (aka, “monetary stimulus”), which injected massive doses of liquidity into the US financial system — about $1 trillion per year from 2012 to 2015 — with the objective of incentivizing investment in private sector infrastructure and kick starting the economy. Unfortunately, the program seems to have underachieved and now it’s time to raise a red flag. By swamping markets with cash and simultaneously suppressing interest rates, the Fed has, in effect, put a kind of temporary floor beneath stock, bond, commodity and real estate markets. Will the floor hold? And who really pays in the end for the Fed’s largesse? The more we green light complex and nebulous financing strategies like quantitative easing, the more we obfuscate who owes what to whom. This in turn undermines our comprehension of the environmental components that feed into how we should be “intelligently” pricing assets and interest rates.
