hank you all for your membership and continued support in the Apartment Association of Orange County. As I’m sure you are aware, our annual Trade Show is right around the corner and promises to inform our members of the latest developments and ideas available in today’s rapidly evolving market. Approximately 100 vendors and exhibitors will be on-hand offering attendees a wide variety of

I have personally attended this Trade Show for many years and have been introduced to a plethora of innovative and dynamic products & services that have not only streamlined my operations, they have positively impacted my bottom line. As I mentioned last month, we have a phemonal line-up of dynamic speakers not to be missed, including Toni Blake, Stephen C. Duringer, and representatives from Newmeyer and Dillion, LLP. The seminar program concludes with the Rental Housing Economic Forum hosted by Nick Lieberman. We just added the Chief Economist of CoreLogic — Frank E. Nothaft to this panel. Secondly, and most importantly, if you do receive a Red Alert, please contact your elected officials and voice your opinion on the legislative matter at issue. I have learned after many calls and visits to Sacramento as well as having served locally as a City Council member, that your voice as a constituent counts and will be heard. I anticipate you will be surprised to hear that elected officials and their staff are actually happy to hear from the people they represent. Make that call! Write that letter! Committees — Legislative

C

ommittees are a big deal at AAOC. Volunteers constitute several committees including Legislative, Education, Membership/ Marketing and Product Service Council. Their missions range from fighting stupid legislation to structuring education classes and membership meetings to promoting business and marketing for new members. Participation on a committee or two is usually necessary to be considered for board membership. Our busiest committee is the Legislative Committee that is chaired by Nicholas Dunlap. This committee is the most visible because it’s on the frontline working hard to promote favorable policy and legislation on local and state levels. It seems when legislative activity can’t get any busier (or worse), California will see much more legislative activity directly aimed at our industry. The same characters are back again like just cause eviction and development up-zoning around transportation routes. Though the effort to repeal Costa Hawkins was resoundingly defeated 60–40, rent control efforts continue on many fronts. Newly elected Newsome has coined the term “Marshall Plan” to solve the state’s housing affordability problem quickly. However, it’s hard to imagine a problem that has festered for decades being solved quickly. I think that’s partially where the idea of rent control resonates with legislators. Though we know the inefficacy of rent control, legislators can show their constituents that they’re

trying to solve the crisis. The legislature introduced approximately 200 bills on December 2 — the first day of session. Upon reconvening on January 3 it continued to introduce new bills by doubling the number to 474 bills in two weeks. Will they surpass last year’s total of 2200? Probably! Just to put that into context, remember there are 80 members in Assembly and 40 State Senators. We expect around 150 bills affecting our industry with 45–55 being on our Tier 1 list. The last day for bills to be introduced in the Legislature was February 22. Gov. Newsome has long been an advocate for affordable housing and has repeatedly called for this housing “Marshall Plan.” His proposed budget released on January 10 includes a number of affordable housing proposals, including funding for local governments to “jump-start” housing development as well as funding for development of housing for moderate-income households. It also expands the state’s Housing Tax Credit Program. In total the budget proposes $7.7 billion across multiple state departments and agencies dedicated to housing and homelessness. Moreover, following a housing roundtable, he issued an Executive Order on housing on January 15. This order requires the Department of General Services to create an inventory of all state owned property to determine what properties can be developed on state lands to increase affordable housing. It also asks the Legislature to address rent

costs post Prop 10. However there is little mention of tacking the barriers to development that slow the process and contribute to making building affordable housing very difficult and almost impossible to pencil out. We need to send a strong message to our lawmakers. The apartment industry in Orange County and the state is a vital component to the overall economy. AAOC and the California Rental Housing Association (CalRHA) will have to be more proactive in the legislative process. Our industry needs to realize that we will continue to be under attack and it’s incumbent that we figure out a way to be part of the solution. We can either be at the table or on the (chopping) table. I don’t know what the solution is, but rest assured the AAOC Legislative Committee is prepared to be at the table to ensure the solutions presented are reasonable and supportive of our industry. If you want to get involved with our advocacy activities, please join us. You can participate on so many levels and help make our voice heard. Please keep an eye out for emails, communications, and RED ALERTS, and get involved when asked to contact your elected officials regarding vital industry votes.

Statewide Rent Control, Mandatory Section 8, New Water Fees And…

T

he legislature and state administration has started out the new-year proposing numerous statutory and regulatory changes that could immediately affect our day-today business. The proposals should assure we must be heavily involved shaping the outcome of dozens of the publics policy issues. Now, let’s take a look a just a few of the state proposals that should raise your eyebrow a bit.

was amended that would have generated at least $100 million a year to pay for the cost of rebuilding the water systems in the central valley. That bill died. The bill proposed to impose a tax on every customer’s water bill, including all rental property owners water bills, would be increased by the following amounts:

Just days after becoming Governor, Gavin Newsom is proposing a tax on drinking water. It would be “voluntary on all ratepayers to fund safe drinking water projects in the central valley. The claim is that it is necessary because this is in the eyes of proponents, the only opportunity to bring clean and safe drinking water to nearly 1 million Californians who cannot drink the water that comes out of their faucets. An investigation by media claims that 360,000 residents are served water by systems that violate the state standards for nitrates, arsenic, uranium and other pollutants. This is not the first time the legislature has considered trying to pass a new tax where those that are served by those water systems can ill afford to pay the millions of dollars that are necessary to repair and replace their water system infrastructure. Just days before the 2018 legislature was due to adjourn for the year a bill,

1. For a customer with a water meter that is less than or equal to one inch in size, ($.95) per month.

3. For a customer with a water meter that is greater than two inches and less than or equal to four inches in size, ($6) per month. 4. For a customer of a water meter that is greater than four inches in size, ($10) per month. 5. For a customer without a water meter, ($.95) per month. The bill would have allowed each customer to provide a voluntary remittance as part of the customer’s water bill. Each water bill would have allowed for voluntary remittance to pay for the cost of an overhaul of the central valley water systems. Each customer would have allowed the option of deducting the voluntary remittance from the bill if the customer elects not to pay the voluntary remittance (emphasis added). The vol-

untary nature of paying the surcharge would have been required to “opt out” with each bill. This of course, would have had a significant impact on our industry. We do not expect this year’s legislative measure to be significantly different than last year’s bill.

Statewide Rent Control

Few thought that the legislature we not let go of rent control. As expected, Assembly Members Bloom, Bonta and Chiu introduced AB 36. The bill states that the Legislature’s intent is to enact legislature to “stabilize renal prices and increase the availability of affordable rental units.” The intent and direction of this measure is clear. It is unfortunate that some believe the only way to address the housing affordability crises is through rent control.

Mandatory Section 8

The Western Center on Law and Poverty is sponsoring a bill that will prohibit property owners from denying an applicant for residential tenancy because he or she has a Section 8 voucher. The bill proposes to force owners to accept vouchers, which will require owners to keep property off the market for up to 45 days for inspections and other contractual obligations to be met at the inception of a tenancy. The proposal requires property owners and managers to participate in the “voluntary” federal program and adhere to over 400 pages of the federal


program’s rules and regulations. It thus forces owners and managers to contract with the federal government, whether they want to or not. A forced partnership with a governmental agency significantly impacts business operations, unreasonably interferes with private property rights, and requires the property owner to contract with the federal government. Under contract, property owners become subject to federal laws and regulations to which the owner would not otherwise be subject. Moreover, they are subject to mandates onerous and burdensome inspections, maintenance, reporting, and other compliance regulations. Numerous federal courts have refused to force owners to involuntarily participate in a federal program because those courts recognize that owners have a legitimate business reason to participate in the programs. For example: • In Salute, the Second Circuit held: “We think that the voluntariness

provision of Section 8 reflects a congressional intent that the burdens of Section 8 participation are substantial enough that participation should not be forced on landlords.” 136 F.3d at 300 (emphasis added). The “burden of participating in the Section 8 program cannot be viewed as imposing only reasonable costs or insubstantial burdens[.]” Id. at 301. To the contrary, “it is easy to conclude that, for landlords who reject voluntary Section 8 participation, the contract with the federal government, the retention of counsel to make the Section 8 arrangements, the requirements for compliance, and the limitations on use (actual and potential), are ‘unreasonable costs,’ an ‘undue hardship,’ and a ‘substantial burden.’” We expect well over 100 bills to be introduced this year that will affect the business of residential rental property ownership and management. This

LOCAL LEGISLATURE B y B ill C hristiansen

The Local Political Scene

All politics is local” is the oftenquoted phrase mostly associated with 1980’s Speaker of the House Tip O’Neil. Local politics in Orange County is different than in many urban areas in California because we don’t have one predominate city. The cities of San Diego, Los Angeles, San Francisco and Fresno all dominate their local political scene and the multi-family policies of their counties. In Orange County we have 34 individual cities each with their own political policy agendas, plus we have five County Supervisors. Local politics in Orange County has an advantage because each of our 34 cities has an elected city council, which in turn provides much more direct representation with over 150 city council members for our 3 million residents. In Orange County we have a greater opportunity to hold our elected officials responsible for their policies. In contrast the City of Los Angeles has 4 million people represented by only 15

city council members and the County of Los Angeles has 5 County Supervisors for over 12 million people. Most of our local Orange County elections will be in 2020, with a few exceptions in 2019. The City of Seal Beach had a run-off election to fill a city council seat at the end of January, and the City of Orange will have an election on November 5th to fill a vacant city council seat. The City of Fullerton opted to appoint a new city council member at the end of January rather than leave a seat vacant until November. The other upcoming local election is for County Supervisor in the 3rd District. The seat is currently vacant because the previous 3rd District Supervisor was Todd Spitzer, who was elected as Orange County District Attorney last November. Spitzer had to resign the supervisor’s seat in January to take office as District Attorney. The special election to fill the 3rd District

seat will be on March 12th. The three front-runners are Irvine Mayor Don Wagner, former Congresswoman Loretta Sanchez and former Anaheim City Councilmember Kris Murray. These local elections all matter to the multi-family housing community because our local politicians are being increasingly pressured by Sacramento to address the affordable housing crisis in California. The Sacramento politicians want to use our local city governments to solve their statewide housing crisis and Orange County is in their crosshairs. The governor’s lawsuit against the City of Huntington Beach over affordable housing policy is the prime example. “All politics is local,” and in Orange County we will continue to watch our local elected officials very closely to make sure the affordable housing crisis does not generate “solutions” that hurt the multi-family housing community.

Questions & Answers Normally I love the smell of garlic, but enough is enough! I’ve been receiving escalating complaints from my residents concerning a housing tenant on Section 8, who seems to use a bit too much garlic and curry when cooking meals. The smell permeates the building and has been bothering the other residents. Other than the garlic and curry complaints, she is a great tenant, don’t want to lose her, but I certainly can’t lose the other tenants! What to do?

Since you don’t want to lose her as a tenant, then you should send her a letter explaining the complaints and reminding her that she cannot interfere with the other residents’ use of their apartments. The objectionable smells wafting from her apartment are entering the others and bothering them. Keep it friendly but firm, offer suggestions, i.e. open windows, air purifier, take a cooking class, etc. When that doesn’t work, then a three day notice to perform covenant or quit requiring her

to cease her objectionable conduct could be served. Depending upon the severity of the matter, you could either proceed to evict based upon the notice to perform, or you may terminate the tenancy with a ninety day notice to terminate the section 8 housing contract. Keep in mind that the threshold of ‘good cause’ is low after the first year of a housing tenancy, and the risk of losing good tenants due to her objectionable behavior is very real and actionable.

Your failure to comply with the statute, negligence per se, will support a very large jury award against you. An intentional non-compliance with the statutory requirement can be very problematic for you and may actually provide grounds for your insurance carrier to deny your coverage. Note that some jurisdictions may require that you include a statement identifying a witness who observed the breach, as well as the date and time of the breach. In such jurisdiction, you or your manager would suffice as the witness, and the breach would be considered ‘ongoing’ as it continues to occur. In the event of non-compliance, you would be entitled to file an unlawful detain action to recover possession of the premises. Rarely though is that necessary, as the vast majority of residents will immediately comply. Can’t seem to keep my apartments maintained. Lately, it seems like they are falling apart. I do the best I can, I fix most stuff myself, and contract out some, but it seems like some of my tenants are sabotaging the apartments. I’ve replaced the smoke detectors in one of my rentals three times in the last year. I know something’s up, what do I do?

managing and maintaining your rentals. Not only is it just good business sense to maintain your rentals properly, but also the law mandates your prompt response to complaints of serious habitability defects. It is critical to identify tenants who engage in damaging and destructive conduct. Although the code specifically precludes a tenant from benefiting due to his inflicting damage to the apartment, often it is difficult to prove the tenant caused the habitability defect. A good practice to enact is to create a maintenance log of repairs to each unit. Many owners will require a tenant “sign off ” when the repair is completed, other owners photograph the repaired item upon completion as proof of completion. These practices will support your claim that the “selfdestructing” smoke alarm is being damaged by the tenant. Several pieces of legislation have been enacted to crack down on the small minority of landlords who fail to properly maintain their buildings. Depending upon the severity of the defect, and providing that it is not tenant caused, a landlord may be cited by one of several governing agencies and given a period of time, ten to thirty-five days to make the repairs. If the repair is not completed as required, there are provisions that would allow the governing agency to make the repair and add the fees and

costs of correction as a lien against the property. Additionally, legislation eliminates the tax benefits to the owner during the period of non-compliance, and in extreme circumstances, precludes an offending owner from demanding or accepting rent. On the surface “preventive maintenance” may sound like a hardware store owner’s dream and it may in fact be, we don’t know! But, whoever came up with the idea was pretty smart. Both on a large or small scale, preventive maintenance or “PM” for short is a huge money saver not only in parts, but also in time. An unplanned breakdown is never convenient. Surprisingly, chances are high of a breakdown happening on a Friday evening after hours or over the weekend. Planning for a breakdown is the first step in avoiding an unplanned breakdown. Look at your apartment building with a critical eye and list everything that might go wrong at some point in time. This list would include: water heaters, hot and cold water supply lines, faucets, drains, garage door springs, heating and air conditioning, etc. At minimum you should have on hand repair parts for all the items on your list along with the

My apartment building was built in the 1950 and has no insulation in the walls or ceiling. What do you recommend as the most cost effective method of insulating the building? Sam It is very common for older buildings to have no insulation whatsoever. As for where the best bang for your buck is concerned; ceiling insulation is the winner. For single story or top story units, ceiling insulation is very easy and inexpensive to install. Wall insulation is much harder and involves a more invasive approach. To illustrate the

If you want to get ahead of a potential breakdown, figure out the estimated lifetime of each item and schedule either a service date for the item or replacement of the item before a potential breakdown. As an example: A one hundred gallon water heater without maintenance may last between six and eight years. The same water heater with yearly maintenance of cleaning out the calcium buildup in the tank, inspection of the Zinc rod and burner assembly might last as long as ten to fourteen years. Another less extreme example might be cleaning out the main drain lines once a year before the big holiday season. It is much cheaper to have a plumber service your building on a Tuesday morning than on Thursday Thanksgiving night.

differences; ceiling insulation can be either batt insulation or loose fill insulation. The batt method is a bit more labor intensive and is less effective than loose fill. If you decide to use loose fill, be careful not to block ventilation holes or cover any through the ceiling light fixtures. Insulating existing walls typically involves drilling holes just below any fire blocks and blowing loose fill insulation into the wall cavity. Repairs to walls will be needed after the work is completed. The best of all worlds would be to do both wall and attic insulation. But if you must choose one over the other, we recommend doing the attic first as we have found this to be the most effective at cutting heating and cooling costs. You may want to check with your city or utility supplier; they often have low cost energy saving programs, or rebates.

We highly recommend that you try to save money elsewhere and install the more expensive sliding shower doors. In the long run this will save you more money in the form of avoiding water damage to the flooring, walls, and in the ceilings of the unit below. Not to mention possible rot of structural members and floor joists below the tub. Shower curtains invite water damage, because it is so easy for water to escape onto the floors and beyond. Conserve to Preserve For Substantial Water Savings, Begin in the Bathroom

D

espite a relatively strong rainy season, it’s no surprise that water bills are on the rise with no signs of abating. Years of drought conditions and deferred maintenance on an aging infrastructure mean that rates are likely to continue rising for the foreseeable future. But that doesn’t mean owners need to sit back and accept ever-higher bills. There are a number of easy, economical fixes that will cut down on water usage. A simple bathroom retrofit can give owners the biggest bang for their buck. Leaky and inefficient toilets, showers and sinks are the biggest contributors to wasteful water use. In fact, according to the Environmental Protection Agency’s WaterSense program, toilets alone account for nearly 30 percent of the average home’s indoor water consumption.

Tackling Toilets

Leaks are the first topic to tackle with your toilets, particularly so-called

“silent leaks” caused by worn flappers. This easily fixable issue can waste up to 30 gallons of water each day without you or your tenants even knowing there is a problem. Luckily, there is a simple way to find out if you have one of these silent leaks. Just place a few drops of food coloring into your toilet’s tank and wait 10 minutes. If the dye shows up in the bowl, you have a leak that can most likely be repaired simply by replacing the flapper. Even if your toilets aren’t leaking, they can still be wasting water with every flush. Toilets installed before 1977 use 5 gallons per flush, and those installed between 1977 and 1994 use 3.5 gallons per flush. Most toilets installed after 1994 use 1.6 gallons per flush, which is a huge improvement on the older models but still 20 percent more water than a new WaterSense-labeled toilet. These toilets, approved by the EPA and independently certified to meet a high bar in both performance and effi-

The EPA estimates that a toilet upgrade can save the average family 13,000 gallons of water per year. Obviously, those savings will be even larger in a multiunit building when toilets are replaced building wide. Plus, the SoCal Water$mart program offers a $40 rebate for each high-efficiency toilet installed in buildings with five or more units.

Shower and Sink Savings

More savings can be found in combination tubs that use a diverter to switch between bath and shower functionality. Older diverters often leak and can be easily replaced with newer models for substantial savings. Find out your leak rate by putting a bucket under the tub spout while the


shower is running. After one minute, measure the water collected in the bucket to determine the diverter leak rate. If the bucket collects more than one-tenth of a gallon of water, it should be replaced. In addition, replacing older showerheads with WaterSense showerheads can save the average family 2,900 gallons of water a year, according to the EPA. Plus, since these showerheads also reduce water heating demands, there is a secondary energy savings as well. The EPA estimates that if every home in the U.S. installed WaterSense showerheads, we could save more than $2.2 billion in water utility bills and more than $2.6 billion in water heating costs. Many of the complaints about low water flow from these aerated showerheads are actually caused by scale build up. When possible, inspect aerators to make sure that the flow is not restricted. Cleaning the existing aerator, or replacing it if necessary, can go a long way towards making sure tenants are happy and saving water without complaint. The same maintenance is needed on bathroom sink aerators, as these simple accessories can reduce waterflow by 30 percent without impacting performance—if they are kept clean. But, just as in the shower, scale accrual can occur due to mineral build up. Without regular maintenance, tenants get frustrated and often remove these aerators to increase flow rate. Installing tamper-proof water-saving accessories throughout your bathrooms, and following up with maintenance checks so that the devices are behaving as they should, will go a long way towards assuring that residents comply with your conservation goals. Emergency Preparedness — Will You Be Ready?

T

ypical emergency situations, in property management lingo, cover “fire, flood or blood”. Take a look at the headlines this month and most of our country has suffered from some type of disaster or emergency situation: wildfires, hurricane caused high winds and flooding, earthquakes, tornadoes, bomb threats, renegade shooters, and the list goes on. One of the duties of a property management company and its staff is to have a contingency plan in case of an emergency situation. As property managers, what should we do? Taking the First Step — The Offer and Due Diligence

ommitment begins with making an offer. And, as a buyer you have to take that important step in order to obtain the information needed to make an informed and welljudged decision. This is particularly true when purchasing income property. Unlike with most single-family homes, there are no open houses. The reality is that few owners are willing to open up their books much less let their residents

know that they have put the property on the market. Yet you, as a buyer, need to see and review for yourself the condition of both the income/expense side of the property and the state of the units, themselves. When working with my father on his book, Cash In on the Myths of Real Estate, we felt that this was an important topic to address. But is making an offer truly the first step?

As stated in the Cash-In below, the process begins when an opportunity becomes available. But how do you know that the property you are thinking about buying represents a realistic investment opportunity? Just because a broker or agent tells you that it is a “good deal,” you need to put everything into your own perspective. How does the subject property fit you’re your real estate plan? What purpose do you want that property to

3-1 Signing an offer commits the buyer. Popular Belief: Upon signing a purchase agreement, a buyer has to complete the transaction or face litigation if unable or unwilling to close the sale. Bill’s Truth: A purchase contract is a large legal document with lots of small print. The terms outlined are there to protect both parties and to ensure full disclosure of all relevant facts. For the buyer, signing an offer to purchase is merely an agreement to move forward into the due diligence process. The contract does not mandate closing. In the majority of cases, the only way that a buyer can thoroughly inspect a property is after an offer has been submitted and accepted. The commitment to purchase is based upon certain conditions being met and is only executable after all agreed-upon contingencies have been removed. As a buyer, you have the power to protect yourself through the terms that you set in the initial offer. Review any changes to the terms that the seller may seek during the initial negotiations and make sure that conditions are ones that provide you, the buyer, with the protections that you think are necessary. Then, use those protections throughout the escrow process to move ahead in the due diligence process. Cash In: When an opportunity becomes available, don’t be afraid to act quickly and decisively in making an offer.

Remember, too, that with residential investment properties, there are two parts to the equation — the potential income generated and the profit to be realized at the time of sale. However, if in order to achieve the profit desired you have to hold the property for an extra three or four years, then that added time often significantly diminishes your actual rate of return. So what is the first step? You need to analyze the opportunity as offered. If the location and timing in the market cycle are right based upon your personal circumstances, then making an offer is the logical next step. The key is to know the market where the property is located and understand where current prices and underlying values are positioned within the real estate cycle. Achieving this depth of understanding may require the assistance of a knowledgeable real estate professional who understands the dual nature of residential income property as the purchase of both an investment and a business opportunity. In submitting an offer, think about the conditions and contingencies. Again, this is where a professional with multifamily experience can be of invaluable assistance — both in terms of negotiating the appropriate terms as well as in helping to realistically evaluate situations as revealed during the due diligence process. After all, sometimes what may appear to be a negative may in actuality be the underlying opportunity that is a perfect fit for your particular situation. Proposition 13 — The Last Taxpayer Protection

T

hank you for having me at your annual membership meeting to swear-in your board and John Tomlinson as your 2019 President. I wish your leadership the best of luck. As I start my third term in the state legislature, affordability is a growing concern to more and more Californians. Since 2009, state taxes and fees have increased $10 billion a year totaling $72 billion. In fact, the state budget currently has a $21 billion surplus, so why are we asking Californians to pay

more taxes? Many of these increases were implemented to stave off severe cuts to government programs during the previous economic downturn. The recession is long over but the taxes remain and Californians are finding it harder to afford living in the Golden State. The cost of housing is a major part of California’s affordability problem and will only be made worse by attempts to change our property tax laws. Proponents of changing Proposition 13

say the 40-year-old measure is the root of California’s fiscal crises; I disagree and believe taxpayers should not have to hand over one more dollar to Sacramento. In the late 1970s, as housing values began to rise and property taxes skyrocketed, many Californians faced the real threat of losing their home. In 1978, California voters passed Prop 13 to stop the never-ending property tax increases. Proposition 13 — continued on page 43

defeat of Prop 10 and many felt compelled to intimate or suggest that it would not end the calls for rent control. The feedback was unanimous: we are either at the table or on the menu and the meal is expected to take place at or before the November 2020 Presidential Election. In fact, most legislators encouraged us to be prepared to negotiate on some sort of workable solution to today’s housing challenges that is centered on or around rent control. Don’t shoot the messenger. The impending deadline to introduce legislation is rapidly approaching (February 22), so be sure to stay tuned to AAOC for all of the updates out of Sacramento. Together, we must continue to fight the troublesome legislation facing our industry and protect and preserve property rights.

or those still reveling in the Prop 10 victory, take notice: the Legislature is back in session and that means we are back to work advocating for our members and our industry. We lost some friends during the last election cycle and only time will tell as to whether or not some of OC’s newly minted Assembly and Senate members will be good for our cause. But it’s not all bad news. We have recently obtained additional lobbyist representation in Sacramento for our CalRHA umbrella entity. So we remain represented as an Association by Ron Kingston and benefit from the representation provided to CalRHA by Capitol Advocacy. We are hopeful that doubling down on our representation efforts will result in better relationships, better insight and

better results. As part of our introductory efforts, I had the opportunity to meet in Sacramento with a small contingency of CalRHA leadership along with new lobbyist Capitol Advocacy. Over the course of two days, we had the opportunity to meet with each member of the Assembly and Senate Housing Committees, along with the Governor’s office to express our interest in working together to address the housing challenges faced by so many across California and really the Country. While there were no specific bills or pieces of legislation discussed, general topics of conversation included: rent control, just cause eviction, Costa Hawkins, new development and more. Prop 13 ensures that property tax increases are limited to no more than one percent of assessed value per year, with a two percent maximum increase in assessed valuation of the property per year. Additionally, Prop 13 requires a two-thirds supermajority vote to pass new taxes in the Legislature and a twothirds vote if local agencies want to impose special taxes. This taxpayer protection kept legislators in check and has helped many seniors and families keep their homes. However, there have been increasing attempts to try to chip away at Prop 13. I oppose attempts to repeal or amend Prop 13. There have been a number of
