“There is no wealth but life. Life, including all its powers of love, of joy, and of admiration. That country is richest which nourishes the greatest number of noble and happy human beings; that man is richest who, having perfected the functions of his own life to the utmost, has also the widest helpful influence…over the lives of others” John Ruskin

21st century town

hall

If the modern town hall has a single essential function it is to provide places where policies can be debated, decisions made and the executive power scrutinised and held to account. With today’s society struggling to understand or trust the political system, it is understandable that fewer people get involved in the political process, particularly in their local constituency. Democracy is only successful through the involvement of local people, it is my duty to introduce to Eccles a scheme which will promote local needs and entice people of all ages to get involved.

‘ civic buildings should not make a private citizen realise how unimportant they are, but instead create a public architecture of intimacy, one that brings people together in an experience of confidence and trust’ Daniel Patrick Moynihan ‘Civic Buildings’, Architectural Record, Vol 142, Dec 1967

In order to create a welcoming 21st century town hall within Eccles the facilities need to change, offering more choice to the towns people, stepping away from the traditional and introducing the contemporary. This scheme is about installing a sense of civic pride among Eccles community.

The brief of a Cider Mill has allowed the scheme to develop at two scales, the larger landscape of the orchard and the individual building sited within. To guide movement throughout this landscape the building itself is interpreted as a series of walls, which set up a sequence of spaces defined by natural and manmade obstacles. The walls themselves are a response to the existing historic fabric of Camden Tannery which are incorporated into the scheme. The building creates a dialogue between two distint elements, the wall and the roof - the walled garden and the forest canopy which explores the notion of inside and outside space.
