FRANK PAVAN

CHIEF JUDGE

Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building, Member of Master Builders Victoria, Member of the Australian Society of Building Consultants and VCAT building expert.

Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multidisciplined firm of project managers, building designers, engineers and interior designers.

Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating.

He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi-unit developments.

Frank has 38 years’ experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities.

Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $40Million. Frank is a past President of the Victorian Chapter of the Australian Institute of Building and was a member of the VBA’s Building Practitioners’ Board. He has been a MBV Judge for more than 20 years and has been the Chief Judge for the past five years.

DR PHILIP ALVIANO Sustainable Building Advisor Master Builders Victoria

Philip has been employed as the Sustainable Building Advisor at Master Builders Victoria for the past 16 years and on building and construction related projects and research for the last 18 years. Phil’s extensive experience in education and training has informed the development of nationally recognised sustainable construction training programs and the national roll out of the accredited Master Builder Green Living program. He has provided advice on sustainability solutions and onsite environmental management on projects ranging from large infrastructure developments to small residential building companies. Phil has also spent time working for the Environment Protection Authority Victoria, Melbourne Water, local government and as an academic.

In 2014 he received a fellowship from the International Specialised Skills Institute which enabled him to travel to Germany in 2015 to investigate job skills in the prefabricated construction industry.

He has presented at forums and conferences both nationally and internationally on sustainability, modular construction and emerging industry trends.

Philip has a PhD in Ecology and land management, Masters of Environmental Science and is a Certified Passive House Consultant.

ROD ARMSTRONG

OHS Advisor

Master Builders Victoria

Rod brings 33 years of experience to the construction industry across domestic, commercial, industrial and high rise as well as more than 15 years in the civil industry, and previous roles as a plumber.

Rod has operated a range of machinery on civil projects, quarry works and road projects (Hallam Bypass, Hume Bypass, Cell Lining at the Wollert Landfill).

For 10 years Rod has worked as a safety officer and is passionate about the building and construction industry.

RUSSELL BATES

Russell is a highly experienced construction professional, working as an independent consultant, specializing in project recovery, buildability reports along with being an expert witness in building disputes. He has over 40 years’ experience in the construction industry and has worked for major builders and project management consultancies.

Russell has also been a judge for the MBAV Construction Building Awards since 2007 and the National Association of Women in Construction (NAWIC) Awards since 2008. Russell has extensive experience at all levels of project developments and has been directly responsible for multiple projects from all construction phases through to commissioning. He is also registered as a Building Surveyor, Building Inspector, Commercial and Domestic Builder. Russell has also developed and facilitates risk management workshops on complex building projects, to ensure successful outcomes for all parties.

DAVID BLANCHE

B ARCH (MELB), FRAIA

David Blanche is the former chair of the Building Advisory Council which is an industry wide group that advises the Victorian Minister for Planning on issues relating to the building industry. David is an architect, and is currently managing director of a design management organisation and a property investment company. The design management company, Property Consultant Services, is responsible for the design and construction of a number of major projects in Victoria. Prior to that, David was director of Godfrey and Spowers, and was responsible for the design and administration of more than 20 major buildings in Melbourne and other parts of Australia. He was involved in the planning and development of the Southbank and Docklands precincts as new urban spaces in the City of Melbourne, and in the retention of the heritage environment in inner Melbourne. He has a passionate desire to use his planning skills to ensure that Melbourne remains a highly liveable city. He has been president of the National Gallery Society of Victoria, and maintains a close relationship with the arts, the National Gallery of Victoria, and in the collection of art. He was also on the board of the Property Council, and a member of the Heritage Council. Life outside of work is important. David plays competition squash, and is an enthusiastic, but somewhat erratic golfer. He is married and has two daughters, who share his interest in property and the arts.

JAN BRANDJES

Environmental Building Consultant, Trainer, MBAV- Sustainability Principles (2014 - 2018)

Growing up in The Netherlands, Jan started his career as a writer/ journalist and public relations manager with Elsevier’s Publishing Company in Amsterdam. The attraction of wide-open spaces saw him immigrate in 1983 to the Yukon, Canada, where after a short stint as a communications strategist for the government, he became involved in Canada’s super energy efficient building program labelled ‘R-2000’.

Over the following 12 years Jan developed extensive knowledge in sustainable and energy efficient construction. Starting as a builder of R-2000 homes in Canada’s far North in the 1980s, he later progressed into a building consultant and building inspector. Jan immigrated to Australia in 1995, where he discovered energy efficiency was not widely recognised in Australian construction. He developed a number of demonstration projects: ‘The Healthy House”, ‘The Ecohome’ and ‘The Economical House’, which were all built in Sunbury, Victoria. He received invitations to guest lecture at a number of universities on sustainable building, and developed training programs for energy efficient construction. As an environmental building consultant Jan advises on a wide range of issues to both industry and private clients. As a trainer for Master Builders in Victoria, Jan combines his journalism background with his practical building skills. His focus is strongly on future industry developments with education being key.

PETER CARMODY

Peter Carmody’s experience in the building industry ranges from small projects, multistorey buildings, fitout and refurbishment of existing buildings since beginning his career as a carpentry apprentice in 1957. He worked on various sites with promotions to foreman, site supervision and contract administration. Peter was employed as a building estimator by a number of major building contractors and subcontractors and most recently employed by Hooker Cockram Projects as Chief Estimator for 28 years until his retirement in 2007. Since then, Peter has been active in the domestic building market with developments of new units, new houses, refurbishments, renovations and extensions, also working with the Building & Facilities Committee at Holmesglen TAFE until this committee was discontinued in 2016. Peter now enjoys retirement.

PAUL CHEN

After obtaining double degrees from the University of Melbourne, Paul has spent a considerable amount of time participating on both local and international projects, working across all facets of the building construction industry including Domestic, Civil, Commercial, Land Subdivision and Property Development in both Private and Public Sectors. Through his career, Paul has been appointed as Estimator, Contract Administrator, Project Manager, Client Side Project Manager, Senior Project Manager, Chief Estimator, Project Director and had held various Company Directorship. His roles have seen him successfully deliver a portfolio of diverse and complex projects and developments. His most recent appointment was as Project Director at one of the fastest growing companies, Greenland Holding Group, currently ranked 202 in the Global Fortune 500 list. He worked on their tallest residential tower in Sydney known as “Greenland Centre” — currently under construction and will stand 235m tall. Paul joined Codicote as Director in 2018 is also a director at a construction consultancy firm Pi Projects.

ROBERT CONTI

Robert Conti studied architecture at the University of Melbourne and is the principal of Conti Architects Pty Ltd. The company commenced operations in 1987 following his return from working as an architect in London from 1984-1986. It has since established a body of awardwinning architectural projects incorporating architecture, interior design and landscaping in the commercial, institutional, residential and tourism sectors. Robert’s extensive travel and overseas work brings international experience and a historical perspective of architecture to his works.

JAY DURRANT

Jay Durrant is an OHS Advisor, Lead Auditor and ICAM Lead Investigator who joined the Master Builders Association of Victoria in 2021. With over 17 years construction industry experience, six of which specialised in Occupational Health and Safety management for airport, civil infrastructure, commercial, education, energy, ports, rail infrastructure, refurbishment, health, hotel, industrial, retail and residential projects.

Jay has attained an Advanced Diploma of WHS, a Diploma of Quality Auditing including RABQSA Lead Auditor training, a Certificate IV in Training and Assessment and is an ICAM Lead Investigator.

Jay is a licensed Intermediate Rigger and Basic Scaffolder who holds various competencies for powered mobile plant.

Jay represents Master Builders Victoria on several stakeholder forums and participates in regulator industry consultation and review of legislation and development of guidance material.

SYLVIA HADJIANTONIOU

Sylvia is a strategic leader with expertise in infrastructure advisory, project planning and delivery. Her breadth and depth of experience spans across the commercial, residential, health and education sectors. She has a unique mix of public and private sector experience in the delivery of High Value High Risk Infrastructure Projects. She has established innovative partnerships with government and the private sector and led programs that have improved access to health, education, social infrastructure and housing. Sylvia holds an EMBA, a Bachelor of Commerce and has attained a Building Practitioner Licence from the Victorian Building Authority. She is a Graduate of the Australian Institute Company Directors and a Non-Executive Director of Peninsula Health and McCormack Housing.

JOE HASTIE

Joe has been involved as a Master Builders Victoria Judge for over 10 years and continues in the industry with over 30 years experience in construction, delivering projects across multiple disciplines. These include schools, aged care, retirement villages, community centres, hotels, high-rise apartment developments, commercial offices, retail department stores, shopping centres, boutique and ‘high street’ retail stores, sports & recreation facilities, streetscapes, landscapes and Industrial projects.

He is firmly focused on Health, Safety, Environmental and Quality outcomes within the life cycle of every development.

With extensive liaison with clients, consultants, and subcontractors, he is able to guide projects to be completed on time, on budget and to the right standards.

Joe is GSAP, Environmental Management Cert IV qualified and holds Masters qualifications in Sustainable Practices.

Glenn has been involved in the building industry for the past 40 years. This includes participating in the MBAV Housing Sector Group Committee, Major Domestic Building Contracts & Specifications Sub Committee including Deputy Chairman of the Building Registration Committee for the Building Control Commission BCC from 1997 to 2002 for Practitioner Registration and Licensing. Glenn became a Board Member of the MBAV in 1997 and has won many Excellence in Housing awards including being awarded the Victorian Fair Trader of the Year in 1997 by the Victorian State Government — the only Victorian Builder to achieve this. The Boston Group specializes in providing Building Industry Consulting Services in Project Feasibility, Risk Assessment and Dispute Resolution for Consumers & Expert Construction reports for Mediations, VCAT and other Court Jurisdictions. Glenn is also a current member of the Building Practitioners Board at the Victorian Building Authority VBA and is a Director of Auzteam Homes, carrying out research into Affordability and Modularization as to the future of the Victorian and Australian Building Industry for Consumers. Glenn was made a Life Member of the MBAV in July 2022.

EFY KARAGIANNIS

Efy is currently the General Manager of the Victorian Government’s Domestic Building Insurance (DBI) Program responsible for the strategic direction and operational management of this mandatory insurance product that insures over 16,000 builders annually. Having completed a Construction Management degree at RMIT University and worked for a number of Melbourne’s leading building companies, Efy has extensive experience in commercial and residential building projects. Efy is a Past President of the Victorian Chapter of the Australian Institute of Building and was the first female appointed to this position, as well as being an Adjunct Fellow (Building and Construction) at Holmesglen Institute. In 2011 Efy was awarded the prestigious NAWIC Crystal Vision Award for the advancement of the interests of women in the construction industry. This recognised her contributions through professional roles in the building industry and on State and Federal Boards. In 2017, Efy led the transformation of the DBI service delivery model to the domestic building industry. This was underpinned by the successful launch of a new digital IT platform, “BuildVic” that provides builders with access to cover 24/7. Importantly, it resulted in a 20% reduction in the cost of insurance premiums to builders and enables homeowners to access information portals and online claims lodgement tools.

DARYL MCILVENA

Starting as an apprentice carpenter in 1961, Daryl has achieved more than 51 years experience in the construction industry, before retiring in 2012. He is widely respected in the industry for his broad industry knowledge and aptitude, gained from his detailed and varied construction experience across all industry sectors, both in Australia and overseas. He is an immediate instigator of knowledge transfer, and related very well with both clients and employees. His excellent communications skills are founded on his intrinsic and astute understanding of human relations, coupled with his foremost concerns for health and safety, and building quality. Major civic projects overseen by Daryl in his lengthy career include his role as Construction Manager for the massive Melbourne Airport International Terminal redevelopment and the Qantas Melbourne Domestic terminal, as well as key hospital projects at the Alfred Hospital, Ballarat Base Hospital and Sunshine Hospital, and numerous high rise apartment towers in the city and city fringe.

In early 2000 Daryl transferred to Indonesia as General Manager — Construction with German construction giant Bilfinger Berger, managing the Indonesian Construction Division during his two year posting. His extensive construction knowledge proved invaluable in establishing the local office as a most reputable and quality builder. As well as his wide-ranging construction experience, Daryl was also highly valued for his input in the review and analysis of tenders, as well as safety, workcover, quality assurance, defects and environmental issues.

KELVIN OLDRIDGE

Kelvin is a Principal of KO Construction Law Pty Ltd. Kelvin has more than 16 years’ experience in advising and acting for clients in construction law related to civil engineering, infrastructure, commercial and large-scale domestic developments as a partner in National Australian Law Firm. He also has over 11 years project management experience including single and multi-storey domestic, commercial and industrial projects in Melbourne. Additionally, he has worked on large scale projects in a project management capacity such as Canary Wharf, Isle of Dogs London, the Westminster and Chelsea Hospital, and the London Underground’s Jubilee Line Extension Project. Kelvin has a Bachelor of Building from RMIT, a Bachelor of Laws (University of London) and a Graduate Diploma of Corporate Governance (Chartered Secretaries Australia).

CARMEL PETERSON

Carmel is a Construction OHS Advisor and Lead Auditor who joined the Master Builders Association of Victoria in 2019. With 20 years’ experience in Occupational Health and Safety, Carmel has specialised in safety management of commercial, industrial and residential building and construction.

Carmel has tertiary qualifications in Training & Assessment, Occupation Health & Safety and Lead Auditing along with many years working across the construction industry both in Victoria and Queensland.

Carmel represents Master Builders Victoria on several stakeholder forums to assist and advise in the development of industry guidance material in the areas of OHS.

RICHARD SUTTERBY

Richard is a very experienced building professional having worked in the building and engineering industries for more than 40 years. He holds a Bachelor of Engineering (Civil) and a Master of Business Administration from Monash University. Richard commenced his career as a planning engineer in a government organization before he became a project engineer in various mining projects throughout Australia and Papua New Guinea with Rio. Richard entered the Victorian building industry in 1985 with J.C. Taylor and Sons as General Manager. The company undertook a wide variety of projects in addition to running a separate mechanical services division. Richard joined Kane Constructions in 2000 and became a director in 2008. Richard has been a pragmatic and solutions-focused leader and a firm believer in the benefits of a collaborative team environment. As a Project Director, Richard’s priority was to drive delivery excellence to ensure projects were consistently completed to the exacting standards of clients. His extensive industry knowledge combined with his strong track record in the delivery of major projects brought a robust leadership capability and a ‘safe pair of hands’. Richard has been active in industry and professional organisations throughout his career.

DON WILKINSON

Don has over 45 years’ experience in the construction industry in Australia and overseas and has worked with both Contractors and Client Side organisations. With a background in Civil Engineering, Don’s early construction experience was on Resource and Manufacturing projects within the Aluminium Industry working on Alumina Refineries, Aluminium Smelters and Aluminium Fabrication plants. His move into the Building Industry saw his involvement with the Floodlights, Corporate Suites and Dining Rooms at the MCG in the early 80s, then returning in the late 80s for the Redevelopment of the Great Southern Stand, working with the Client organisation. Don returned again to the MCG in the late 90s to work on the feasibility study for the MCG Northern Stand Redevelopment and working through the entire project, to completion in 2006, post-Commonwealth Games. Contractor experience has included as a Project Design Manager, Project Manager on major retail and two and a half years as State Manager of Fletcher Constructions.

Le Meridien is a Marriott branded 5-star hotel and a flagship hotel in Australia. It was critical for L.U. Simon Builders to go above and beyond in a number of areas to ensure the finished building met the client hotel operations and ultimately guests’ expectations. The design and construction of the hotel incorporates the history of the previous building and pays homage to its previous uses as a theatre, cinema and nightclub. The project included 235 hotel rooms including executive suites across 12 floors with sweeping views across Parliament, the MCG and all the way to the Dandenong Ranges. It includes public amenities along with a restaurant, bar, café, two function rooms for events, multiple meeting rooms and breakout lounges, a gymnasium and a signature outdoor pool overlooking the entire Bourke Street and Parliament House.

REGIONAL COMMERCIAL BUILDER OF THE YEAR

The project comprises of the construction of a new three-level library and refurbishment of the heritage listed Customs House. The new library structure is connected to the impressive Customs House via a glazed linkway. An overall gross building area of approximately 2479sqm accommodates a wide range of library and learning functions. The new library building is wrapped with a complex façade consisting of feature precast cladding, glazed curtain wall and brass panelling. Internally, each floor offers a bespoke layout and ceiling finishes to achieve the architectural intent throughout. The interiors reference both the Warrnambool CBD grid and the gridded coffered ceiling within the 1868 Orderly Room. This intentionally extends an existing architectural relationship with the city and the heritage building and serves to bind the contemporary and heritage buildings together.

The scope of works was to deliver a high-end fitout on Level 45 of 101 Collins Street, which is regarded as Melbourne’s most prestigious commercial building. The client already had a presence within the building, but were expanding into a larger space. The fitout works included a double boardroom separated by an operable wall that could become one larger boardroom, a number of meeting rooms and offices along with a large breakout & lounge area for staff members to socialise. The space also includes a gym and amenities. The design took inspiration from high-end residential elements to create a homely feel for people to feel comfortable within their workspace. The fitout involved the design and construction of the hotel’s public areas including reception and lobby, Level 1 conference rooms and pre-function space, while also completing fitout works in the existing prison facilities in Division B’s chapel, atrium lobby, Cell Bar, Annex Restaurant and Outdoor Dining and the ground and first floor amenities. This project was part of the overall Pentridge Adina Hotel and Apartments project and is a part of the historic H.M. Pentridge Prison — founded in 1851 and closed in 1997. It is recognised by the National Trust as a place of state significance and is listed on the Victorian Heritage Register as “the most well-known and used gaol in the state’s history”. Original elements from the site were incorporated in the design and construction, including the existing bluestone interior walls.

SHAPE were trusted by BHP to deliver their Melbourne Office Consolidation at 171 Collins Street. The aim of the project was to better accommodate the reduced office floor space requirements of their staff due to changes in work patterns and maximise the office design in line with their ‘Future Ways of Working’ principles. The project was completed in two stages, across five floors. Firstly, the refurbishment of the BHP Business Centre which involved the rejuvenation of meeting rooms, café and event spaces to better support BHP operations for both internal and external users. Secondly, the delivery of work areas across Level 16 to 18, which prioritised how BHP employees work. This involved the creation of open workspaces and flexible zones to promote collaborative and concentrated work for BHP executives and their team.

The task was to transform the very tired Maryborough Art Gallery (formally the original town fire station) into a contemporary and friendly space. The additions, alterations and state-of-the-art mechanical and electrical upgrades allow the gallery to exhibit many more collections now that the building will be certified and can be adjusted to suit individual collections. The project included redeveloping the entrance to the building, restoring existing infrastructure and redesigning internal space to create an open, contemporary reception and retail area, and removal of the false ceiling to reveal the original 19th century beams, as well as improving accessibility.

The project involved the aesthetic upgrade of more than 1600sqm of public shopping malls over two levels on opposite ends of Highpoint Shopping Centre, following on from the Phase 1 works completed in 2020, which successfully won the 2021 Commercial Master Builder of the Year and Master Builders Australia Excellence in Building & Construction — National Commercial / Industrial Construction Awards $20M-$50M category. The scope of work in Zone 4 included replacement of all floor finishes, ceiling and soffit treatments, upgrade of balustrades, feature lighting and service modifications. The Zone 1 works included installation of a water feature which funnels down from Level 2 to Level 3 surrounded by GRC seating and landscaping on both Levels 2 and 3 and a feature ceiling light installation on Level 2.

Harris HMC was engaged to deliver the cutting-edge new Louis William Arts Precinct at Firbank Grammar School. The refurbishment and extension have transformed an original school hall built in 1909 into a significant cultural and creative arts precinct dedicated to all forms of creativity including performance, dance, digital and studio arts. With state-of-the-art facilities and acoustically designed spaces, it is the newest addition to the precincts of the Brighton Campus. The project entailed the refurbishment and reconfiguration of existing classroom spaces and construction of new specialist spaces including a lecture theatre and ceramics facility all tied back into the existing building. During the demolition phase latent conditions and unique features including original fonts hidden behind dado walls were detected requiring a sensitive approach to their preservation and management.

SJ Higgins delivered the redevelopment of St George’s Uniting Church, a heritage brick Presbyterian Church of 1877-1880 by the esteemed architect Albert Purchas, including a Lewis & Co organ of 1881. The project repurposed the building for St Michael’s Grammar School to provide dedicated facilities for music, drama and performing arts, and general use. It included a complete reworking of the interior to include a centre stage surrounded by seating to the north and south, a backstage extension to the east, and a tiered seating mezzanine to the west. Beneath the tiered mezzanine, a box office/welcome foyer and plant/storage area was also created. Along with the adjusted internal layout, we delivered significant upgrades to services and acoustic treatment to enhance the atmospheric quality of performances.

The Centre for Higher Education Studies (CHES) supports high-achieving Victorian government secondary school students with state-of-the-art learning spaces, specialist facilities and leading expertise, offering a unique pathway for students to transition from secondary to tertiary studies. CHES is set among the dense urban fabric of South Yarra. This site presented a challenge, being sleeved between buildings with a highrise to the south. Innovation in both design and construction was required to deliver this first-of-its-kind school. Catering for approximately 325 students in physical attendance, the project comprised of four agile learning neighbourhoods located on Levels 1 and 2 with informal breakout spaces leading through to the specialised learning settings including tertiary stand laboratories and fabrication workshops.

St Joseph’s College is a secondary Catholic boys’ school located at the base of the Dandenong Ranges in Ferntree Gully. The first two stages of the redevelopment form part of a master plan to upgrade and rejuvenate the campus. Works comprised the construction of two double-storey buildings which are the Science and Year 7 Building and the Arts and Senior School Building, each measuring approximately 3000sqm. Both buildings were designed with feature louvered façades, curtain wall glazing, and shading fin elements and are well linked to existing facilities including an elevated link bridge providing access into the art building.

The Le Meridien Melbourne development is a state-of-the-art, purpose built, 5-star hotel located at the site of the former Metro/Palace Theatre within the Bourke Street heritage precinct. The design and construction of this flagship hotel incorporates the history of the previous building and pays homage to its previous uses as a theatre, cinema and nightclub. Works included the demolition of the existing theatre and rebuilding a new 235 roomed hotel including executive suites across 12 floors with sweeping views across Parliament House, the MCG and to the Dandenong Ranges. Public amenities include a restaurant, bar, café, two function rooms for events, multiple meeting rooms and breakout lounges, a gymnasium and a signature outdoor pool overlooking the entire Bourke Street and Parliament House.

The Department of Transport Ringwood Office is located immediately adjacent to the Ringwood train station and domestic bus terminal. The project involved the construction of a new 10-level commercial office tower consisting of four levels of multi-storey carpark, six levels of commercial office space, ground floor retail/office space, rooftop sky deck and roof plant and services. The building provided approximately 27,000sqm of lettable office space for potential tenants and holds 278 on-site car spaces across the four levels of carpark. Maben commenced construction in June 2020 and completed the project 24 months later on time and budget, despite the challenges of COVID.

Flux was engaged to deliver a timeless Carr design that would positively contribute to the Armadale streetscape for many years to come. In ensuring relevancy that would also bring value, the design needed to be driven by quality. As such, the brief was to raise the bar on multi-residential living, believing that higher density doesn’t have to mean poorer design and construction. The building intent was to provide luxury apartment living to the high-end market. Spread across five residential levels, the building provided 24 luxury apartments in a range of two, three and four-bedroom options. The grid pattern of the façade references a similar classical rhythm of the more historical shopfronts and heritage homes, while the weighted masonry of its structure ensures a grounding in place.

The Domain House project is a bespoke 22-storey multi-level residential apartment complex comprising of a staggered podium from levels 2-6 with apartments, car parking and common areas all of which are concealed by the feature cladding and columns. Above the podium, the tower’s unique, intricate façade with more than 600 individual feature columns and solid aluminium cladding frame 169 contemporary apartments, with a total project GFA of 19,000sqm. At podium level there are various spaces including a communal dining room, lounge room and yoga room with access onto the podium, opening on to spacious hard and soft landscaping. Car parks are provided via 11 independent multi-level car stacker systems from level 1 down to basement with access via a single drive through car lift at the lowest level.

The Aurora project consists of the Base Fractionation Facility (BFF) and the Warehouse, Freezer, Links and Hubs (WHF) projects. The main works also included many satellite projects to develop the site and provide supporting infrastructure to both. This included extensive infrastructure upgrades to utilities, construction of a new electrical switch room, pump house, roadways, carparking, pipe racks, boiler house and a separate tank farm (trade waste processing, ethanol storage and recovery areas). The BFF is a four-level manufacturing facility, Grade C to D cleanroom manufacturing areas, plant areas for air handling systems, and administration areas. The BFF building ties directly into the south of the WHF. The WHF is a mixed use five-level pharmaceutical facility which streamlines site operations and supports the wider site.

Works to the heritage listed Supreme Court of Victoria include significant upgrades to the laneway that runs between Lonsdale Street and Little Bourke Street between the Supreme Court of Victoria and the Court of Appeal/Old High Court. The key outcome was to refurbish and preserve the heritage listed entrances and roadway while addressing long standing functionality, access, and security issues. Works predominately involved the removal of the original cast iron gates at each end of the laneway and replace these gates with custom-made automated HVM (hostile vehicle mitigation) gates which were designed and fabricated in the UK and shipped to Australia.

Kane Constructions constructed this 28-storey tower, with basement and roof plant. Located on a busy CBD corner, the project interfaced with high vehicular and pedestrian traffic, narrow streets, commercial businesses, people’s homes and other major building sites. All these factors combined with the small footprint and vertical build presented safety challenges in every aspect of design and construction. The entire site management team undertook daily walks to proactively monitor safety on-site and allow workers to provide feedback on any potential issues, which allowed for a positive and transparent safety culture to evolve over the life of the project. Subcontractors were encouraged to undertake daily site toolboxes to ensure all workers were up to date with site conditions and communicate drop zones.

Restoration of heritage buildings is a delicate task, requiring expertise and dedication to ensure historical integrity is preserved while meeting modern standards. The task of rebuilding the 55m long and approximately 10m high wall was no exception, presenting unique challenges that required careful planning and execution. Originally built more than 150 years ago, the wall was demolished during the late 1990s with most of the original bluestone blocks scattered over the 12-hectare site. As part of the approved planning permit, issued in consultation with Heritage Victoria, the wall needed to be rebuilt incorporating modern engineering and construction techniques. This required extensive collaboration to develop a design that met the requirements of Heritage Victoria while preserving the historical significance of the site.

Wamarra are an Aboriginal owned and operated Victorian-based civil contractor, providing longterm economic independence and career opportunities for Aboriginal people and their communities. Wamarra were engaged by John Holland to deliver the hard and soft landscaping at Bell and Preston train stations as part of the Level Crossing Removal Project. The entire open space has been connected by walking and cycling paths and the continuous use of native planting was used to create a story across the whole revitalised area. The scope of works included 11,000sqm of concrete, construction of a retaining wall, road works, street furniture installation, play equipment installation to add to the urban profile, soil and mulch installation, planting and creation of 1km of shared user path between Preston and Bell Station.

ANGELO INGUANTI NORTH EAST REGION

Angelo Inguanti entered the building industry in 1965 as a young carpenter apprentice, after leaving the family market gardening business, to carry out cabinetry, framing, lockup and fixings and progressed to become a registered builder in 1983. Angelo has built more than 250 homes as a sole trader within the metropolitan area and Bellarine Peninsula. Now retired at Point Lonsdale, Angelo gives much more time to enjoying his family and grandchildren and travelling around Australia and Europe with his wife, Antoinette.

GEOFF FALK NORTH EAST REGION

Geoffrey is highly experienced as an architect specialising in the master planning and design of major projects, urban spaces, and large-scale public facilities. He has extensive experience in integrated community projects, design for the community and arts and complex heritage issues. He has also practiced environmentally sustainable design since the 1970s and is a strategic thinker with a sophisticated knowledge of architectural planning and contemporary aesthetics and practiced environmental design skills.

Throughout his career Geoffrey has been commissioned to design, document and project manage many one family custom-designed houses, project houses and multi-unit residential projects.

Geoffrey has a great capacity to visualise and develop conceptual solutions for a wide array of project types. His visualisations are locally and internationally acknowledged as being highly successful in communicating to the public and stakeholder groups the key design criteria in planning and urban design.

SOUTH EAST REGION

In 1977 Rob’s building career commenced, working for McDougal Ireland as an estimator’s clerk and contract administrator.

This experience encouraged him to obtain formal qualifications; he studied at RMIT where he achieved a Diploma of Building (with Distinction) in 1982.

In 1983 Rob formed Faulkner Lees Constructions Pty Ltd, initially as an onsite project management company providing services to numerous developers mainly specialising in commercial and industrial projects.

Design and construction projects, in light commercial, professional suites, new homes and domestic renovations and extensions.

In the early 1990s, as well as being a registered Builder and Draftsman, Rob completed a Graduate Diploma in Property at RMIT.

Between 1997 and 2017 Building Consultancy was the primary source of business for Faulkner Lees Constructions Pty Ltd. Rob was equally engaged by builders and owners.

He prepared expert witness reports and regularly appeared at tribunals as an expert witness.

Rob has been a member of the MBAV for over 25 years and is past President of the Australian Society.

Gary began his career in building as an apprentice carpenter in 1975. For 47 years the building industry has been his working life with mostly management positions as supervisor, building manager, estimator, construction manager and project manager. Gary is now retired, is a registered

DAVID NEWNHAM WESTERN REGION

Degree in Civil Engineering at Monash University

Building Practitioners Board (2000- 2008); co-opted member until the Board was disbanded in 2016.

David has been involved in the building and construction industry since completing a Degree in Civil Engineering at Monash University in 1971. After over 20 years in project management in commercial building with projects including the Reserve Bank Note Printing Works at Craigieburn and the Melbourne Central Project, he moved to residential building as Victorian Building Manager for AVJennings in 1992. In 1997 he joined with two other partners for a management buyout of Stonehaven Homes where he remained until his retirement in 2016. Stonehaven Homes is an architectural design and construction company involved in inner suburban residential housing. David’s involvement with Master Builders extends back to receiving industrial advice in the late 1970s. His main involvement occurred when he joined the housing sector committee in 1992. He was elected chairman soon after and served on the state council from that time. Following eight years on the Board of Management he became President from 2008 to 2010. David served for eight years on the Building Practitioners Board from 2000 to 2008 and continued until 2016. He has served on the CoINVEST board since 2011.

MICHAEL RIGG WESTERN REGION

Registered Builder & Architecture

After completing Architecture, Michael worked with Graeme Gunn and Merchant Builders for nine years from 1970-79. In 1981, he established the Design & Construct Company of Urban Spaces and registered as both Builder and Architect. The Company specialised in building restoration, custom housing and domestic alterations for 28 years. Over this period the Company won 12 Master Builders Awards for their projects. Michael became a member of Master Builders Victoria in 1983 and graduated from the Housing Committee in 1988 to Council and Board member in 1995. Michael was President of Master Builders Victoria from 2000–2002 and participated on the National Housing Board from 2000–2004. In 2004 Michael was awarded Life Membership to Master Builders Victoria.

PETER SUTTON WESTERN REGION

Peter Sutton is a retired builder who ran his own company. Sutton Constructions was a multi-award winning company that individually designed and built unique, ultra energy efficient homes. He has been a member of Master Builders Victoria for over thirty years. Within this time, Peter has sat on the Board and Council of Management. Peter has been judging the Master Builders Excellence in Housing Awards for ten years.

AUSTIN SWAIN WESTERN REGION

The founder of Pivot homes, a custom design and construction company building on the surf coast for more than 25 years, Austin has himself been the recipient of more than 50 awards —including Building Designer of the Year and Builder of the Year. Austin has served as a past chairman of the Western District Master Builders Victoria country housing and Apprentice of the Year committees. He is also a member of the surf coast planning committee and was a member of the Geelong land committee for some time. Having recently retired, Austin is now finding time to return to the water. As a keen sailor, he and his wife, Jan, have sailed their yacht up to the Whitsundays. He also enjoys water skiing, snow skiing and golf. Austin was delighted to this year take on the challenge of judging these awards.

Working with Greater Hume Shire Council as superintendent, alongside Rob Pickett Design as principal design consultant, construction of Holbrook Multisports Facility commenced in July 2021 and was completed in May 2022. We worked throughout the build to ensure full coordination of the drawings provided and ensuring the end-users’ intent was achieved. At times, this meant a strategic negotiation of construction details provided, to ensure the best outcome. The building is an opportunity to excel at creating a space for this regional community to gather. Full concrete seal was added to all documented exposed concrete areas to additionally ‘finish’ the building to a better standard to serve the local community for years to come, with lesser maintenance and a better maintained product.

The Holbrook Multisports Facility was the first major commercial project since forming Gilchrist Property Group in 2020. The project consisted of asbestos removal and demolition of the existing bar facilities on site, followed by construction of a new 1125sq m single-storey facility housing a large function room, commercial kitchen, and pairs of male and female Home & Away change rooms. The facility additionally entailed a small first floor timekeepers’ box, umpires rooms, first aid room and public toilets. Built to last, for extensive public use for generations to come, this building is a reflection of solid construction methods and public use.

The build required an innovative approach rather than the usual stereotypical school buildings. The design with its large learning spaces and flexible learning areas make it a bright and vibrant area for the students to nurture and grow with their early learning development. Bright colours, new double glazed windows to maximise light and minimise thermal intrusion provide a visual appeal both internally and externally. TS Constructions consultative approach and project management processes provided the client with a high level of responsiveness and flexibility.

The Fish Creek Catholic Church is the second oldest building in the town and is well over 100 years old. The Church had been condemned and due to the tireless work of the local Church Committee a lifeline was given to see the Church completely restored back to its hey day, to preserve and honour all historic character. It was in a state of disrepair with broken stained glass windows, gaps in the ceiling and floor, gaps between the walls and the roof, water damaged walls, holes in the walls, paint peeling, broken downpipes, crooked doors and the entire structure was leaning. All of which needed to be repaired to ensure that the Church was returned to its former glory.

The project was to seamlessly extend onto the original stage of the school and add four new classrooms, a large general learning space and two breakout rooms for specialist teaching; and a lift was installed. Externally an engineered roof structure was installed over the hardcourt area, the carpark and front entry was extended which included the installation of an automatic sliding gate and rammed earth walls. Extensive landscaping which included a large camp kitchen, Bio basin, sensory gardens, a synthetic turf playfield and new play equipment. TS Constructions managed the entire project which included site works, construction and finishing of the buildings and final landscaping and civil works were completed in a safe and effective manner.

A particular highlight of the building are the excellent acoustics, modern external design using a range of materials and cutting edge technical specifications that are integrated seamlessly into the building. The design complements and improves the current buildings at the school and enhances the coastal environment Newhaven College is located. The facility has been embraced by the school and the community for a range of events.

The Victorian Government partnered with South West TAFE and Warrnambool City Council to deliver a much larger, brighter, and more accessible space to replace the existing Warrnambool library in Liebig Street. This exciting new community space brings together TAFE and library facilities with a seamless integration of old and new, enabling TAFE students, community and visitors to come together in a new, larger, and accessible Library and Learning Centre. The two outstanding quality considerations relate to the feature precast panels and the bespoke feature ceiling joinery. Nicholson placed a particular emphasis on quality, the restoration of existing plaster cornice work throughout the Customs house, refinishing of the original heritage timber floorboards to new café areas, and emphasis on craftsmanship of feature blackbutt to the grand spiralling central staircases, among other elements.

Plan Group was tasked with this comprehensive project in South Geelong, involving the creation of a new office space and showroom displays for Metricon Homes. The ground floor featured stunning showcases of bathroom suites, kitchen layouts, blinds, and more, along with front-of-house areas like reception, boardroom, and consultation rooms. On the first level, offices, meeting rooms, and breakout spaces were designed for Metricon’s staff. The project was meticulously staged to ensure a smooth transition and early completion of the communication room. Despite challenges posed by COVID, the team successfully managed the procurement and installation of various Metricon-supplied items. The project’s primary focus was delivering a high-quality Studio M showroom within a tight timeline.

An extension was constructed between the wings, incorporating a lift, lunch room, and additional teaching facilities. The interior boasts seven versatile classrooms, research rooms, content recording pods, and a reception/admin area. S.J. St. Francis of the Fields Primary School in Strathfieldsaye, East of Bendigo, faced the challenge of accommodating the growing population in the area. To meet the expanding needs, the school underwent a two-stage building process. First, the existing portable buildings were relocated to a remote location on the site, making way for the construction of a new 1100 sqm building. The construction involved a split-level design to adapt to the gently sloping site and provide accessibility. Despite delays in securing bricklaying workers, the internal works were completed on schedule, prioritising the client’s need to have the building ready before the new school year in 2023, even if the external cladding was finished later.

The library boasts a complex façade with precast cladding, glazed curtain wall and brass panelling. The first floor features a “Tech Zone” and a Youth Area with gaming consoles and sound booth. The second floor provides breathtaking views, a blackbutt coffered ceiling, and an extensive book collection. External works include a children’s garden, curved precast concrete cladding resembling book edges, and landscaping with seating.

The project involved constructing structures and walkways that blend with the environment while preserving the area’s integrity. The Gunditjmara people have inhabited this region for thousands of years, creating stone huts and aquaculture systems. The plan aims to showcase and protect this indigenous landscape, allowing ecotourism and education while preserving Indigenous Protected Areas.
