like seeing things directly for yourself and it was evident that our local police are under significant pressure. I have discussed this situation with both the Policing Minister, Nick Hurd MP, and also the Essex Police, Fire and Crime Commissioner, Mr Roger Hirst as I believe that our frontline officers clearly need reinforcements.
MARK FRANCOIS Conservative Parliamentary MP for Rayleigh & Wickford
A little while ago I went out on patrol with local police officers to see for myself the challenges that they face in the execution of their vital duties. There is nothing
This year, I was therefore very pleased to see that Mr Hirst has introduced a small increase of ÂŁ12, for the policing element of the council tax, specifically to fund 150 extra police officers across Essex, including in the Rochford and Castle Point policing district, of which Rayleigh is a part. Some readers may recall that my brother Brian Francois was a police officer so I am particularly pleased to know that the local police will now be receiving reinforcements. I believe most of the 150 extra officers have now completed their
training and are gradually being deployed across the county. I sincerely hope that they will be followed by another 150 recruits next year as well. P.S. You may recall that in last month’s edition, I wrote about the unfortunate fire that had taken place at the The Bull, the 16th century, Grade II listed pub, on the Hockley Road. I explained that I had written to the Chief Executive of Greene King, Mr Rooney Anand, asking them to look into restoring and rebuilding the pub. I have since received a response from Mr Greg Sage, the Communications Director at Greene King who has assured me that the pub will indeed rebuilt although, as the pub is a Grade II listed building, it may take a little while to rebuild it to the appropriate standard. Nevertheless, the key point is that I now have it in writing that the pub will be saved.

RECIPE Raspberry Jam
Ingredients: 1kg fresh raspberries Juice of 1 lemon 1kg jam sugar
Method: 1. Make sure you have saved up enough jars to fill with your jam and sterilize these before you start. 2. Put a small plate in the freezer to chill. 3. Place half of the raspberries into a preserving pan and add the lemon juice. 4. Mash the berries down using a potato masher and then leave to cook gently for about 5 minutes. 5. Using a sieve, drain the juice off the berries and firmly work the pulp through the sieve with a wooden spoon until you are left with just the seeds. 6. Tip the juice and the pulp back into the preserving pan and stir in the sugar.
7. Bring it to the boil and allow to bubble for 5 minutes. 8. Remove the mixture from the heat and pop a little of the jam onto the plate from the freezer. 9. Push your finger into it – it should wrinkle and look like jam. If it doesn’t then you need to boil it for a further couple of minutes and test again (don’t forget to put the plate back in the freezer). 10. As the mixture is cooling, give it a little stir. 11. Pour into the jars and seal. 12. The jam will keep unopened for one year and make sure you store in the fridge once opened.

Nature Notes Written by Neil Sumner
Neilsumner123@aol.com twitter.com/neilsumner123 It was a beautiful morning earlier this month, windless and sunny. I looked at the horse chestnut tree across the road from our house, noting how long the shadows were becoming in the shortening days. Some of the tree’s outer leaves started to move at random, and then small birds flittered quickly in and out from the dark dense green. They were a moving feeding party of mixed tit species supplemented with a few Chiffchaffs, busily putting on fat reserves to see themselves through the winter. Then a small brown bird flew up into the air from a bare twig and alighted on a TV aerial, perching upright, flicking its wings and twitching its head while it consumed an insect. Using my binoculars (carefully, to avoid accusations of peering into bedroom windows) I focused on it and found it was a Spotted Flycatcher. A nice record for the housing estate where we live, aided by us being lucky enough to be next to a nature reserve. I was pleased at the sighting but sad too, as this is one of many birds that were common in Essex for centuries, but no longer. As with the Turtle Dove that used to purr from this same aerial in summer, it is just an occasional migrant. And it is not just migrant wildlife that is missing. The butterflies and bees in our garden are much fewer and the Hedgehog no longer comes.

We are given the statistics again and again about the declines of our wildlife in our towns, in the woods and on the farms. It is true that there are many success stories of restorations through the hard work of conservationists but the overall trend in numbers and diversity is down. That is why I will be joining Chris Packham’s People’s Walk for Wildlife on the 22nd of September. It’s making a point, something we can all do. Expressing a real concern about what Chris calls the normalisation of these saddening statistics. I am going because the more of us that go then the greater the expression of concern. Please check this website, watch the video, make the time to go, make it a family day out perhaps – most of all, help us to make the politicians listen and feel compelled to act. https://www.chrispackham.co.uk/the-peoples-walkfor-wildlife

ROTARY CLUB OF RAYLEIGH MILL August means that many of us are on holiday at some stage during the month and the activities of the club are, to a certain extent, curtailed. We did, however, manage to hold our hugely competitive and highly contested annual Club Golf Championship at The Rayleigh Club on Friday 24th August with Rob Kitchin narrowly winning from Alan Clark. Rob also took the award for Nearest the Pin with Martin Hodson taking the prize for the Longest Drive. All participants agreed that it was an excellent day. Event Organiser, Dave Jarvis, presents the winners with their prizes Monday 27th August was Bank Holiday Monday meaning that there was no formal meeting on that date but........some of our number miss the Monday evening meeting so much that we have a social meeting on the Tuesday night. These are always popular occasions when several of us meet up in a local hostelry, have a drink followed by a meal and put the world to rights. On this occasion we ate at the Choi Yin Chinese Restaurant in Rayleigh High Street when Alec Gibb tried to totally deplete the world stocks of king prawns. Another excellent evening.
RAYLEIGH LIONS CLUB The Lions Club of Rayleigh is part of the International Association of Lions Clubs, and our primary aim is to raise and distribute funds within out local area. september Savings Roundup Has the Bank of England Base Rate increase been good for savers? Last month, we went to print just before the Bank of England met to decide whether to raise the base rate for only the second time in a decade. We had a hunch that they might not, although the market was pricing in a rise, given that we’d been in similar positions in previous months. We got that bit wrong, but we’ve (very sadly) been right in our predictions of what it means for savers. We said ‘the larger banks and building societies still have more savings deposits than they need and we think they are likely to pass on little or none of the benefit of any base rate increase to their savers, instead using it as an opportunity to improve their profits.’ We predicted that ‘savers hoping for a base rate increase to improve their returns are therefore likely to be disappointed’. Lloyds Bank has only increased rates on two accounts, Barclays has increased its Everyday Saver by just 0.05% and HSBC, Natwest and Santander have passed on only 0.10% to customers of their Flexible Saver, Instant Saver and Everyday Saver respectively. Even

backed
National Savings & Investments (NS&I) hasn’t been able to pass on the full increase. NS&I have announced that they will increase some rates from 1st October but these range from just 0.05% to 0.15%. Building societies, who are run for their members benefit, rather than to maximise profits, have been just as bad as the big banks. 29 out of 45 have still to announce any changes. Only 32 financial institutions have changed their savings rates and only three have passed on the full 0.25% rate – Beverley, Holmesdale and Swansea Building Societies.
new firms since our last column – and we believe there are now over 40 firms at some stage of the process. We have been asked a lot this year as to why we haven’t seen many of these come to market yet. The simple answer is that the average time to go from the initial meeting with the regulator to being authorised and live in the savings market is 27 months. We anticipate that 2019 and 2020 will see many of these prospective banks come to fruition with 2020 likely to be the high point before numbers drop back.
When will we see more new banks come to market?
That being said, we are expecting to see some activity this year with Orchard Funding Group announcing last month that it is hopeful of receiving its banking licence by the end of 2018. Marcus, a new arm of Goldman Sachs, which is already live in the US with savings accounts has announced it is open in the UK to employees and expects to be live nationwide in the coming months. With an initial interest rate on its savings account of 1.50%, it is likely to be very popular if that is the rate it launches with given the best buy is currently 1.36% from Virgin Money.
The list of prospective new banks seems to grow by the day - we’ve heard from another two

At the top of our best buy tables, we have seen a host of new names takeover top spots in the past month with only one category (5 Year) remaining unchanged since the start of August. While the providers have changed, the rates haven’t moved significantly. The best increase has been 0.09% on notice accounts with 0.06% (2 Year) and 0.05% rises on 3 Year and instant savings. banking and is now almost two years on from its original announcement that it was seeking to gain authorisation. Civilised Bank, who had to surrender their licence in April this year, have hired a wave of new bankers, including former Harrods Bank CEO, Mark Stephens, for what looks like another assault on the market. While we don’t expect every prospective bank will come to fruition, we believe that a significant proportion of those firms looking at a banking licence will make it to market. What are the best rates currently? The market can move quickly, so we always recommend that you check our website for the latest rates. Rev’d David Oxtoby
Recently in the Parish the new Bishop of Bradwell, The Rt Revd Dr John Perumbalath, joined us for a Sunday service, and challenged the church when he spoke about the church members being the “5th Gospel, probably the only Gospel that many will see outside the church”; such that our lives should reflect our faith. I think in the church’s long history it’s not always done this well, and I’m saddened to hear of many negative experiences people have had with the church or its representatives, and I can only hope the church of today, in all its forms and traditions, takes serious the call to reflect the glory, holiness, and love of Christ to everyone, so our Gospel might be seen, and also heard with authenticity. It’s with the above thought in mind, and having explored with our church families the letter from St Paul to the church as Epheasis in the past few weeks, were St Paul likewise challenges that church over 2,000 years to understand what it means to be a disciple of Jesus, and to live out that faith day to day, that I came across the following from Thomas Kempis.
“JESUS has always many who love His heavenly kingdom, but few who bear His cross. He has many who desire consolation, but few who care for trial. He finds many
to share His table, but few to take part in His fasting. All desire to be happy with Him; few wish to suffer anything for Him. Many follow Him to the breaking of bread, but few to the drinking of the chalice of His passion. Many revere His miracles; few approach the shame of the Cross. Many love Him as long as they encounter no hardship; many praise and bless Him as long as they receive some comfort from Him. But if Jesus hides Himself and leaves them for a while, they fall either into complaints or into deep dejection. Those, on the contrary, who love Him for His own sake and not for any comfort of their own, bless Him in all trial and anguish of heart as well as in the bliss of consolation. Even if He should never give them consolation, yet they would continue to praise Him and wish always to give Him thanks. What power there is in pure love for Jesus—love that is free from all self-interest and self-love!” Being a follower of Jesus isn’t an accessory to our busy lives, but rather it is the foundation and identity of our lives. I wonder if we truly grasped hold of that truth, how our lives might look day-to-day. As a minister in the church I’m very aware of how I conduct myself reflects back on the church, and I know I don’t always get it right, but I equally know the grace of God is sufficient to help, sustain, and forgive me whenever I get it wrong. May we as the church, but also as a wider community be as gracious to one another, as God is towards us. May we be inspired to set the example we would wish all others to follow, be it in our family, our community, or in our church; and may we daily be humble enough as ask Jesus Christ to help us love our neighbours as ourselves, and God with all our heart, soul, mind and strength.
