Savings Roundup What does the Autumn Budget mean for savers? The Chancellor of the Exchequer, Philip Hammond, announced his budget on Monday 29th October. Usually budgets are at 12 noon on a Wednesday, so the 3.30pm timing on a Monday has caused a little furore! The change was due to the Chancellor wanting to pull forward the timing, to avoid clashing with the final month of Brexit negotiations in November. Initially it was scheduled in for Wednesday 31st October – until aides pointed out this was Halloween! Fortunately for savers, there weren’t any tricks, but it was a budget short on treats also. There were no headline announcements on savings but there was some good news buried in the 102 pages of budget detail. The treats: • Premium Bonds – there were two surprise changes. Firstly, they have had their minimum investment reduced from £100 to £25. Secondly, they can now be purchased by people other than parents and grandparents for children under 16. Given the prize pool is paying an attractive 1.40% and over £75bn are held in them, they are hugely popular with UK savers. • National Savings & Investments – earlier in 2018, it was announced that government backed NS&I was to have a reduced funding target of £6bn, with a range of

£3bn - £9bn. In essence, the range gives NS&I flexibility but the reduction to £6bn of net new savings was unwelcome. Given that NS&I have actually taken between £11bn and £18bn in the previous three years, £6bn is a significant reduction. However, the budget has raised this to £9bn with a range of £6 – 12bn. This is good news as it reduces the likelihood of further interest rate reductions from NS&I. • Personal tax allowances increase – a manifesto commitment from the Conservatives was to raise the tax free personal allowance to £12,500 and the 40% higher tax rate to £50,000 by 2020. This is going to happen a year earlier than planned and come in to effect in April 2019. This is good news generally but particularly relevant for savers who go over their personal savings allowance, the amount of savings interest they can earn without paying tax (£1,000 for basic rate savers and £500 for higher rate). • Junior ISAs – the limit for JISA’s will rise to £4,368 (from £4,260) with effect from April 2019. The tricks: • ISA allowances – there were no changes to the ISA allowance which remains at £20,000. This was somewhat expected given it had risen strongly from the £15,240 in 2016/17 tax year but effectively is a tax rise as more people will go over their allowance – indeed the government is
forecasting an extra £5m a year of tax revenue as a result. • ISA simplification – with seven different types of ISA available, there was hope that ISAs might be simplified but sadly there were no changes to reduce the number of them or simplify what is available. In summary, it was a quiet budget for savers with some small areas of good news and limited bad news. Nottingham Building Society launches best easy access account since 2015 Last month we wrote about the new bank from Goldman Sachs called Marcus, which caused a stir with its new savings account paying 1.50% and attracting over 50,000 savers in its first 10 days. However, it’s been quickly topped by Nottingham Building Society who have launched an internet based eSaver account paying 1.55%. The account can be opened with a minimum balance of £1,000 from aged 16 and upwards and allows unlimited withdrawals. It’s maximum balance of £250,000 is unlikely to be an issue for most savers too! It’s internet access and lack of restrictions is likely to make it hugely popular. Nottingham is the 8th largest building society in the UK with 60 branches. Given it has a deposits of around £3bn, which is smaller than challenger banks like Charter Savings, Paragon and Shawbrook,
it is unlikely that this account will be available for long so definitely one to move quickly on. Either way, I will continue to pursue these issues with both Abellio and Network Rail, in order to try and provide some improvement on the line, on which so many of my constituents regularly rely.

Nature Notes Written by Neil Sumner
Neilsumner123@aol.com twitter.com/neilsumner123 It has been 6 years since my first Nature Notes. I’m grateful to Around Town for being able to share thoughts and observations. Articles are usually started on walks in the countryside and this one is beginning from a bench overlooking a shallow valley of meadow towards an escarpment of woodland. It is a beautiful autumn morning, misty and multicoloured in tree and sky. Every few minutes a flock of woodpigeons, sometimes numbering over a hundred, comes from the north east. In the stillness, I can hear the singing of their wings as they pass overhead. Scanning the sky reveals little else though, a few gulls and starlings and one or two chaffnches w ith t heir white wing patches drop into the trees. The winter migration of thrushes and finches is sluggish this year. A Green Woodpecker gives its soprano clucky call and bounds from the oak. These birds are doing well here but have disappeared from many places to the west. Our local nature reserves should be a place to enjoy the surroundings, for relaxation and quiet contemplation but the naturalist is always taken note of what is there and what is not and pondering the causes and the possibility of remedial work. This is no more so than when walking in farmland. Woodpigeons and the crow family are plentiful but stubble fields full of flocks of small birds are a distant memory in much of Essex. I haven’t seen a stoat or a weasel for a while perhaps because, since starting this column, even the rabbits have become depleted. It may be delightfully atmospheric under a low November sun but countryside without wildlife is like an art gallery with no pictures. In that time there have been happier stories on our coasts. EWT and the RSPB have created and expanded many wetland reserves and we are seeing new species moving north as Europe warms. An iconic moment for me this year was the Cattle Egret perched on the back of a heffer at Blue House Farm. Some visiting species, such as the Curlew which breeds in moorlands, are in trouble. We can still hear their mournful bubbling whilst watching great flocks of duck, geese and plover rise and fall against our big skies on the internationally important Essex coast. But their future depends on more than this one piece in the jigsaw. We can do much to protect nature locally but its future depends on global policy and co-operation. Neilsumner123@aol.com

I’m sure many of our readers will have seen the amazing and moving Poppy Display outside Holy Trinity Church, and also all the amazing tributes inside the Church. You can’t help but be moved as you walk up Rayleigh high street and see the swoop of red cascading down the outside of the church, it’s moving because it reminds us of the many sacrifices made for the sake of peace in former wars and current conflicts, but it’s also moving because It visibly demonstrates how a community comes together to “Remember Well”. My role as Team Rector has many opportunities to see and be part of the life of a community, be they faith or non, and in particular it’s been an immense privilege to have Holy Trinity church be part of the Poppy Display project; seeing first-hand the many different community groups and individuals contribute and collaborate on the displays. The Poppy Swoop is made up of around 13,000 knitted poppies, and we had over 50 displays inside the church, contributed by over 15 groups. Watching and joining in with the assembly of the knitted poppies (though I admit my skill set doesn’t stretch to actually knitting) onto the netting was a real demonstration of community.
I highlight this because time and again we hear in the news or in conversations how the fabric of our society is falling apart and there is a declining sense of community; well I’m thrilled that Rayleigh has rebuffed that idea with this community project; therefore from myself and I’m sure many others who have enjoyed these displays, I say a huge thank you! I have been truly blessed to see and be a small part of this. In St Paul’s letter to the church and Corinth, he writes the following: 12 There is one body, but it has many parts. But all its many parts make up one body. It is the same with Christ. 13 We were all baptized by one Holy Spirit. And so we are formed into one body. It didn’t matter whether we were Jews or Gentiles, slaves or free people. We were all given the same Spirit to drink. 14 So the body is not made up of just one part. It has many parts. Paul’s encouraging the church to see God at work in one another, and asking them to value one another, honouring each other’s different gifts and talents, telling them that no matter how great or small the contribution, they are all of equal importance. More importantly St Paul is saying, you need each other. Human flourishing is not meant to be in isolation from one another, but with one another in community, in family. At its best the church brings together a raggle-taggle group of different people, focused around the love of Jesus Christ, and invites all to contribute to the whole. ROTARY CLUB OF RAYLEIGH MILL On September 28, a 7.5 magnitude earthquake and a deadly tsunami caused 2,100 people to have lost their lives and hundreds more are still reported missing on Sulawesi Island. The Rotary Club of Rayleigh Mill responded to this emergency by donating a Shelter Box. Shelter Boxes were originally conceived by the Rotary Club of Helston, Cornwall, and is one of the primary systems for providing emergency relief in areas suffering from natural or man-made disasters. Shelter Box has a response team in Jakarta and Palu, working closely with local Rotarians to help survivors of the earthquake and tsunami by providing a package of aid for each family they will help in Sulawesi. This is made up of a large, sturdy tent with space for a whole family to be together, sleep and feel safe, a water filter to make sure they have safe drinking water, two water carriers so clean water can be kept clean, and two mosquito nets to give protection from insect-borne diseases. See more about the work that Shelter Box does and the situation on Sulawesi at www.shelterbox.org On a lighter note, the social aspect of Rotary was served, at our meeting on 22nd October, by a visit from King Henry VIII who gave an interesting and amusing talk on his quest for true love, the virtues, or otherwise, of each of his numerous wives, why his motives had been mis-understood and misinterpreted over the many years since his death........... and his quest for a male heir. The members and guests were intrigued by his revelations and wished King Henry well as he continues his task of enlightening the population of England about his truly noble intentions.
