On 23rd June our country participated in a historic vote over our future relationship with the European Union. On a high turnout of 72% (higher than the last General Election in 2015) the
So now that the decision in principle has been taken, what are the next steps regarding the EU? The EU treaties have a mechanism for any country that wants to leave the EU, which is known as “Article 50.” This is triggered by the state that wishes to leave, formally notifying the EU of their wish to do so. Once this has been done, the Article then allows up to two years to complete negotiations between the EU and the leaving state on
their future relationship, covering issues such as trade and the future movement of people. I regret David Cameron’s decision to stand down as Prime Minister, as I think he has been a good PM who has generally led the country well, in often difficult circumstances. However, it is likely to be his successor who will formally trigger Article 50. The subsequent negotiations between the UK and the EU could be complex and they could take some time as a result. In summary though, the British people have given the Government and Parliament a clear instruction that they want us to leave the EU. This will no doubt involve some tough negotiations, but the key principle now is that after a national referendum on the subject the will of the British people must be respected.

MARRIAGE TAX Are you married or in a civil partnership? If so, is one of you a non-taxpayer, and the other paying basic 20% tax? If you’ve just answered yes, then you’re one of 4.1million couples due a free £212 a year, but the likelihood is you’re in the 80% who haven’t claimed it, so I’m going to tell you how. This is all about marriage tax allowance, a tax-break introduced in April 2015. I was stunned to find out how few people know about it, and am starting to make a breakthrough. To inspire you, here’s just a few of the scores of recent tweets I’ve got on it. TingTing: @MartinSLewis THANK YOU! Just signed up for marriageallowance, £212 in our pocket. DO IT PEEPS ... it’s quick and simple to do! Matty: @MartinSLewis Thank you for letting us know about the Marriage Tax Allowance. Only took 2 minutes to complete and £212 saved per year. Q. Who can get it? You must be married or civil partners. If you’ve lived together for 20 years and have four kids and a dog, you are not eligible. This is a bit of social engineering by the government to have a reward for marriage in the tax system. One of you must be a non-taxpayer, i.e., usually earning less than £10,600, and the other needs to pay tax at the basic 20% rate, which is currently for those who earn under £42,385. You
both must be under 80 (then there’s another tax break). Don’t overcomplicate this. Many people ask if they count as a nontaxpayer as “I’m a volunteer”, “I only work part time”, “I don’t work”. Stop it. Are you a UK resident who doesn’t pay income tax? If you are, you count – simple as that. Q. How does it work? The nontaxpayer can transfer £1,060 of their personal allowance – that’s the amount you can earn tax-free – to their partner. Imagine Tyrone earns £10,000 at a garage, and is a non-taxpayer. He can arrange for £1,060 of his tax-free allowance to be transferred to his wife Fizz. So that’s £1,060 of earnings she would’ve paid tax on at 20% that’s now tax free. As 20% of £1,060 is £212, that’s your gain.
ONLY TOOK 2 MINUTES TO COMPLETE AND £212 SAVED PER YEAR. Q. How do you claim it? It’s a really simple process. The non-taxpayer should just go towww.gov.uk/marriageallowance or call 0300 200 3300. You’ll need your national insurance numbers and some basic ID. Let me stress again though, it’s the NON TAXPAYER who must sign up – people do it the
other way round and then wonder why they’re rejected. Q. Do I get it every year? Yes, it’s done via a change in your tax code that remains, so it’s £212 a year gain every year and once you’ve applied it’s done automatically. If your circumstances change, you need to call up and tell them. Q. Can I backdate the claim? Yes, you can backdate for four years, but it only started on 6 April 2015 so of course you can’t go back further than that. Q. What if either or both of us are self-employed? It doesn’t matter. As long as you fulfil the eligibility criteria above, you can apply. The only difference is if the recipient partner is in self-assessment, it will reduce their self-assessment bill. Q. What if I’m a non-taxpayer who doesn’t have £1,060 to pass across? It still works, it’s just a bit more complex if the non-taxpayer is earning just under the £10,600 threshold. This is because you have to transfer £1,060 of your allowance to take advantage – nothing more, nothing less.

So let’s do another example. Suppose Fred is a basic rate taxpayer married to Wilma who earns £10,000 a year, so she’s only got £600 left of her tax free allowance. She can still move £1,060 to Fred, so he gains £212 on that amount. That lowers her allowance to £9,540, but she earns £10,000 so she’ll pay basic 20% tax on the £440 – meaning she is £88 worse off. Overall, though they’re still up over £100. If you don’t get the maths, don’t worry, you’re always collectively up by doing this, so if you’re a non-taxpayer, even close to the limit it’s still worth applying. Neilsumner123@aol.com twitter.com/neilsumner123 Those of you on holiday this month might compare your few days of a gentler pace of life before the return to routine, to that of the migrant song-birds. At this time, they are slowly building up fat reserves and gaining strength for the perilous journey ahead. In the long warm days, with ample food, they usually go un-noticed in the dense vegetation, but sometimes weather conditions will conspire to cause a number of birds to collect in a site, giving us a visible snapshot of the migration. Last August on a soggy Bank Holiday weekend was lucky to see such an event on my local patch. It started with finding three Spotted Flycatchers sallying from mature oaks to catch insects over meadow grass. Then I heard the ‘see see see see’ calls of numerous Long-Tailed Tits, and headed to it knowing that this could be part of a feeding flock of many species. And so it was. The trees were alive with movement as small birds dangled from the leaves and moved restlessly from twig to branch. It was impossible to focus on every bird and identify it, but I could realise that there were countless Blackcaps, Chiffchaffs, and half a dozen Willow Warblers. There was a larger warbler too, that went unidentified amongst the numerous resident Great and Blue Tits, Nuthatch and Treecreepers calling somewhere behind the thickly-leafed branches. Not to be outdone, the Flycatchers re-appeared. The finale was yet to come. From a hedge next to grass shortened from cattle grazing, there was a call more familiar in the New Forest or amongst the dry stone walls in Welsh valleys – a Common Redstart. It was easily located, perching in the hedge and frequently dropping to the ground to pick up a grub or insect. I called a local photogapher who captured the occasion. These migrant birds are unaware of human national boundaries. Today they benefit from EU Nature Directives and CAP farming subsidies, which will now have to be replaced by our own rules and own government spending. This could be a further setback for our wildlife, and for the environment. Or it could be a great opportunity to direct our own land management spending where it is needed most, whilst we continue to collaborate globally in conserving our natural world. We must hope for the latter, not just for memorable summer days with wildlife, but the environment and its services, on which we depend.

Living Together in Unity… Thursday 16 June 2016 was a sad and terrible day. Jo Cox, MP for the Yorkshire constituency of Batley and Spen, died after being shot and stabbed in the street.She was clearly well-liked and passionate about standing up for other people. In Jo’s maiden speech to parliament she said of her constituency:“While we celebrate our diversity, what surprises me time and time again as I travel around the constituency is that we are far more united and have far more in common with each other than things that divide us.” The subject of unity has become even more important since the outcome of the EU Referendum and its implications. The process to exit the EU is being prepared and, in a statement made by the Foreign and Commonwealth Office, the Government is committed to ensuring the best possible outcome for the British people in the negotiations… It’s clear that the referendum campaign and its result has exposed deep divisions in our society, of which we are already aware. They are especially complex because they are divisions, in part, about our identity as a nation, whether in England or other parts of the UK. It’s clear that we are facing a long period of profound uncertainty.In his address to the General Synod of the Church of England on Friday 8 July 2016, the Archbishop of Canterbury, Justin Welby, said:‘The length of the EU
referendum campaign, the high turnout and the clarity of the result means, it seems to me, that whatever our view of what we would have preferred, we must now deal with the world as it is, and seek not merely survival after Brexit – if we were one of the 48 – but the common good, the flourishing of all our citizens and the seizing of the opportunities offered to our nation; above all to witness to the Kingdom of God.’ Although it can be hard to believe, God ‘is able to do immeasurably more than all we ask or imagine.’ (Ephesians 3:20). These are the words of the apostle Paul, who goes on to say, ‘Make every effort to keep the unity of the Spirit through the bond of peace.’ (Ephesians 4:3) This is not in the sense of uniformity, all being the same, but that real sense of unity; living together, recognising our differences and working towards the best possible outcomes that can be achieved. One of the key aspects of this, I believe, is to ask ourselves how we are responding to the challenges that we face at this time.I refer particularly to the weak and disadvantaged in society, the poor and needy, those who suffer injustice, those who suffer because of extremism, violence and the destruction of lives and livelihoods, whether it’s in Britain or anywhere else in the world.It’s how we interact with each facet of community life; not only interact, but how do we contribute to each aspect of the community in which we are involved, or could be involved, if we really do want to make a positive contribution? I urge all of us to work towards unity, in all that we do and say, working positively for the good of others… Prayer - Eternal God, Light of the nations, in Christ you make all things new: guide our nation in the coming days through the inspiration of your Spirit, that understanding may put an end to discord and all bitterness. Give us grace to rebuild bonds of trust that together we may work for the dignity and flourishing of all; through Jesus Christ our Lord. Amen. OLYMPICS 2016 What could possibly live up to London 2012!? Not much in our eyes, but in this case Rio is really struggling to appeal.
and instead of uniting a nation, the Olympics just seems like another burden that the poor people of Brazil have to accept.
There is a big Black Russian cloud hanging over the games and while it will not stop us watching the drama unfold, it will leave a very bitter taste in lots of people’s mouths when Russian athletes pick up medals, which is inevitable. I feel for those clean Russian athletes, they have been let down by the establishment and it is not their fault, however you cannot help scepticism and Rio will be full of it when Russians excel at the games.
Perhaps the neutral will be hoping a star like Neymar can inspire the Brazilian football team to the glory of a gold medal. The Brazilians have some hopefuls, but none other than the poster boy who pulled out of the Copa America, but was certain that the Olympics were for him.
If we were able to get over the fact that Russia has caused a stir, then we would also have to get over the fact that athletes have withdrawn from the games due to the Zika virus. Basketball star Stephen Curry, world number 1 golfer Jason Day and British number 1 golfer Rory Mcilroy have all pulled out just to name three, however there were threats of stars like Greg Rutherford and Jessica Ennis Hill pulling out also. Most stars will be there, and both Zika and Russian athletes will be far from the mind of a Usain Bolt as he attempts to make history. However, the people and the spectators are what drive the feel of an Olympics. London was ready, the people were ready and Team GB united a nation. As we saw with the World Cup Brazil as a nation were not ready for a tournament on the big stage, riots dominated the headlines and poor working conditions resulted in many deaths throughout the build up to the tournament. This time an epidemic has struck the country
Once the opening ceremony is over though, the usual thrills and spills of the swimming will no doubt grip us again and then the British cycling gods will take over, they rarely disappoint with the medal haul. However, you feel that the pressure is once again on the main man to light up Rio! Usian Bolt has been the reason we remember Beijing for “that” World Record 9:69 while at a canter and then he rocked London when he beat the fastest field ever to compete in a 100m final. He was under threat then from Yohan Blake, however this time, is he the favourite?! Form and logic would have to put Gatlin as favourite to claim gold, but I have been guilty of doubting the greatest sprinter of all time before and he has always shut me up. Can he do it again after an injury plagued season and after Gatlin has once again performed to super human standards this season, I am not sure, Rio could be the time when he is dethroned. I certainly hope Rio can create the buzz it should, not only in this country, but the host country itself needs something to cheer about!

ROTARY CLUB OF RAYLEIGH MILL For most weeks in the year, we meet on Mondays as a club, with our members enjoying a meal at The Rayleigh Club near Hullbridge, Essex. It is followed by a particular kind of meeting such as ‘committee’, ‘business’ and ‘speaker’ - the latter gives us an opportunity to invite a well-known personality or charity organisation to keep us informed about their work or life. We have a members’ raffle at the end of the evening and our Sergeant-At-Arms is an appointed member of the club who manages to extract small amounts of money from us in friendly fun from personal observations of us which goes to our charity box. The evening is run by our President who sits at the top table with his Secretary and we welcome our visiting guests too. Toasts are made to the Queen and our Rotary organisation. We have a Treasurer to manage our accounts and appointed officers to involve us in the more gentle sports, a press officer to publicise our events, an IT specialist to handle our information, a webmaster to run this website and particular members who take on responsibility for an event eg. our Charity Golf Day and our social trips and dinner dances. Our Foundation officer looks to promote the work of Rotary eg. Purple Pinkie support to End Polio Campaign.

RECIPE
Tomato Soup (Serves 4) Ingredients: 1 tbsp. butter 2 garlic cloves 3 x 400g cans plum tomatoes 500ml vegetable stock 5 soft sun dried tomatoes in oil 1tsp. sugar 125g pot fresh basil pesto 142ml pot soured cream
Equipment: Large pan
Method: In a large plan, heat 1 tbsp. of butter (or oil if you prefer) and then crush the garlic cloves and add to the pan. Do this on a low heat for roughly 3 minutes until the garlic has softened. Then, add the chopped tomatoes and the canned tomatoes. Once you have done this, add the sugar, stock and seasoning. Turn up the heat and bring the soup mixture to a simmer. Let it simmer for 10 minutes until the tomatoes have
broken down then take off the heat. With a stick blender, whizz the whole mixture together. Add half the sour cream and continue to use to stick blender. Make sure to taste as you go to adjust the seasoning or alternatively add more sugar if you prefer. When it is all blended, serve the soup into bowls. You can either add more sour cream into the bowl or add some pesto on top.
