It has become fashionable to be regional. Once the poor cousins, it is fair to say that regional issues have overcome their overlooked status and have moved to the forefront. We are seeing this in both state and federal levels politically, but it is also prevalent across many sectors. There have always been issues of access and equity for regional people, and the sense that there is a diminished arts offer for those living outside the major metropolitan centres. Now funding programs are trying to be more inclusive, and arts organisations are increasingly factoring in regional outreach into their planning. As a Regional Arts Development Officer (or RADO) I am increasingly included in consultation about arts development and the RADO network is referred to as one of the most important avenues for delivering services across the state.

It’s important that we grasp the opportunities in the arts offered through this upgrading of regional issues. Finding ways to develop the arts is never easy, so being able to capitalise on the new value given to regional work may be a factor that can help make it that bit easier. This may mean that there are more ways of building partnerships with major arts bodies nationally. It could be that city based events or venues may be more open to programming regional work. Maybe there are even ways of developing cross regional partnerships so that we work with other regional areas and learn from their practice. What I strongly advocate is that as a regional area we are not a passive receiver of city arts, but that we find ways of telling our own stories, expressing our own ideas and ensuring that the regional voice is both strong and respected in the arts. The They have published this discussion paper as one of the key steps in delivering the Policy. CASP Country Arts Support Program

Thank you to all groups who put in an application to the 2014 Country Arts Support Program. CASP applications have been assessed locally and are now with the state panel. The Minister for the Arts, Mr Geroge Souris, will make an announcement of successful grants across the state soon with projects starting from January 2014. Your responsibilities as an artist At Arts OutWest we believe that part of being a professional artist is being professional about how you go about your business. Those who have attended the AFTRS Open courses with Monica Davidson in Orange, the recent NAVA seminars or other Arts OutWest workshops will have heard this said many times. Running your artistic practice as a business means that, like other businesses, there will be business costs to outlay. One of these costs is public liability insurance. All artists who run activities with the public – running a workshop, running a community art project, teaching etc – and either charge a fee directly to participants or invoice someone to get paid for it, should have public liability insurance.

Public Liability insurance

Public Liability insurance covers you and your business for losses or damage a third party suffers (or claims to have suffered) as a result of your business activities. This provides protection against legal and court costs (i.e. legal liability) in the event that someone is injured, or has their property damaged while you are providing a service to them. There are a number of low cost PL insurance options designed for those in the arts. Some professional organisations, such as NAVA, provide cover as part of their membership fees.

Working for Arts OutWest

Arts OutWest regularly employs local artists in short term roles as workshop facilitators, crew or project coordinators. Last year more than 30 people were paid for short term work with Arts OutWest. It is a policy of Arts OutWest that artists who invoice us for the work they do for us carry their own public liability insurance. It is also a policy that adults who work on Arts OutWest activities and have contact with children have a current NSW Working With Children Check. From 2014 we will be strictly working to this policy. If you don’t have your own public liability insurance or a working with children check, we’ll support you to make sure you have all the appropriate cover, but we cannot consider paying an arts practitioner who is not prepared to take responsibility for having these requirements.

Working with Children Checks

This year a new system for Working With Children checks was introduced in NSW. It’s an easy system in which you can make an online application, followed up by showing your ID at an RTA (RMS) office with a payment of $80. Once you have been checked and cleared you will be given an ID number so that employers can do an online check of your clearance. The check is valid for five years and is a one off payment. River Words: Kalari River Arts Festival Poetry Competition Central West Libraries and the Central West Writers’ Centre hosted a River Words Poetry Competition to support the Kalari River Arts Festival Forbes. They asked people to send in their poems on A4 size sheets of paper and include the word “river”. A total of 95 entries were received and are on display at Forbes Library. Sculpture by the Sea artwork for Bathurst

Bathurst Regional Council has secured $20,000 grant from the Minister for Tourism and Major Events, George Souris to add one of the 2013 Sculpture By the Sea artworks to the collection of Bathurst Regional Art Gallery. This is the first grant of this kind from the NSW Government, which will see one of the high profile sculptures become a permanent part of the local collection. BRC beat 29 other local Councils competing for the grant.

“I congratulate the State Government on this initiative that supports the development of quality regional art collections such as ours and assists in the development of high quality community and public art installations which help us attract significant interest from visitors and our local community,” said Bathurst Mayor Gary Rush.

Acquisition of the sculpture is part of a plan by Council to create a sculpture walk and public art attraction in the busy Keppel Street hub. It will join the sculpture, Pink Rose Bowl by Australian sculptor, Anne Ferguson which sits in the grassed forecourt area at the entrance to the Art Gallery and Bathurst City Library complex. The new piece will add to a growing and impressive local sculpture collection including works by renowned sculptors Margel and Frank Hinder, Ian McKay, Norma Redpath and Paul Selwood alongside the work of contemporary artists Will Coles and Sean Cordiero and Indigenous artists Jonathan Jones and Danie Mellor. Bathurst Regional Council staff will visit Sculpture by the Sea to select the sculpture with an announcement about the piece and the artist to be made in November. www.sculpturebythesea.com MUSIC

10th Man Exhumed: vote now Bathurst band 10th MaN are representing the Central West region in the national ABC EXHUMED band competition. After two months of voting, 10th MaN are currently fifth out of 44 finalists in the People’s Choice award, but they are 500 votes behind the leaders, Wagga-Wagga cover-band Deja Groove. Zombies, time travel and ninjas Dr. Matt Finch arrived back in Parkes in September as Reader-In-Residence to lead seven months of storytelling events and literacy adventures for kids and adults. September events included Big Box Battle and Time Travel Detectives in Parkes followed by the epic Zombie Siege at Tullamore Showground, October 10-11. High school students from Tullamore, Trundle and Parkes faced off against the walking dead in a massive apocalyptic roleplay scenario featuring zombies, mad scientists and emergency services. “In between the serious literacy stuff like reviewing books to see if they had information to help them survive, making plans using maps of Australia and NSW, they were also getting into hands-on zombie battles,” Dr Finch said.

Artists Genevieve Carroll and Bill Mosley’s Hill End Press has been featured in a new book called Working Space (above) by New York Vogue photographer Martyn Thompson.

Hartley’s Talisman Gallery has moved - just down the road and set up shop at Hartley Historic Site. The Metal sculpture gallery displays and sells the work of renowned metal sculpture artist, Ron Fitzpatrick.

“What we’ve hoped to do is give them an experience that you really can’t get in any other way - to step inside the world of a book or a movie, and learn that the choices you make have consequences” - Dr Matt Finch.

Matt is an award-winning British writer and educator who has worked around the world from the mountains of Peru to the streets of Brooklyn – most recently as adviser to Australasia’s largest public library system in Auckland, New Zealand. His speciality is creating role-play and interactive story events for people of all ages. Parkes Shire Library and Parkes High School have brought Matt in the for the extended residency, thanks to sponsorship from Central West Credit Union, Northparkes Mine, a grant from Foundation for Rural and Regional Renewal (FRRR), and Department of Education and Communities. "Matt is a storyteller and leader who inspires readers and writers across all ages, from four years old to forty, and beyond! Without a doubt Matt will engage and enthuse our community, helping librarians to educate people about the vital importance of literacy," said Shellie Buckle, Manager Cultural, Education and Library Services. By Gwen Clark, Cowra Art Group Exhibition Judge Annabel Wallace, from Murringo, opened the 2013 Lachlan Valley Biennial Art Awards in the Cowra Regional Art Gallery on Friday night 4th October. Sixteen of the 40 participating artists from within 100 kms of Cowra and their families were able to be present to hear Annabel announce the prize winners from amongst the 70 artworks entered in the Exhibition. As usual the standard of the works presented continues to surprise and delight those attending a very pleasant evening. Cowra Regional Art Gallery Director Brian Langer welcomed the gathering. Cowra Art Group President Pamela Heikkinen thanked the Director for his valuable assistance and cooperation, and praised her team for their work in setting up the exhibition and Opening night. Judge Annabel Wallace gave an interesting address in which she stressed the importance of introducing children to art and encouraging them to create for themselves. Prize Winners were: The Gwen Rosevear Award for Traditional Art was won by David Lake of Newbridge with a beautiful oil painting Evening Pastoral – Hay. Highly Commended were Carolyn Shaw of Young, and Peter Larsen of Woodstock. Both were water-colours. The Award for Contemporary Art was won by another Woodstock artist – Dermot Rodwell with a thoughtful and beautifully executed acrylic titled Liaison. Highly Commended were John Dreverman of Cowra, and Margaret Atkinson of Young. The Peter Slattery Memorial Award winner for Mixed Media was Cowra artist Christine Lanham with her interesting work Deep and Silent. Highly Commended was Wanda Driscoll of Orange. The Waugoola Motors Award for Works On Paper was won by Dennis Claydon of Orange with his pastel Mullock Heaps – Coober Pedy. Highly Commended was a remarkable work by 13 year old Kaluumn Lee Maple of Mullion Creek. Kaluumn also was the recipient of the Special Commendation Award for his pencil-work of a collection of wonderful faces entitled Boxed Inn.
