MADIBA HONOURED ONCE MORE In his State of the Province Address, Hon. Mabuza honoured the late Nelson Mandela by saying: “Throughout his lifetime, Tata Madiba fought for a society where no person must be exploited, oppressed or dispossessed by another. However, what we know is that death cannot kill what never dies – his inimitable spirit. We are, therefore, convinced that it is His spirit that will continue to live in our hearts and minds and guide us as we proceed with our journey of building a democratic society. “To honour his memory, we, as a country, will strive to realise his ideals of building a society that is truly united, non-racial, non-sexist, democratic and prosperous. President Zuma also echoed this sentiment when paying tribute to this giant at a memorial service where he asserted that: ‘In his honour we commit ourselves to continue building a nation based on the democratic values of human dignity, equality and freedom. United in our diversity, we will continue to build a nation free of poverty, hunger, homelessness, and inequality. …we will continue working to fulfil his desire for a better Africa and a more just, peaceful and equitable world.’ Sadly, on the 5th of December 2013, death robbed us of Tata Madiba, one of the leaders in paving the way to our hard-earned freedom.” said Mabuza.

PRAISE FOR HEROES, HEROINES AND SOUTH AFRICANS The opening remarks of the Premier of Mpumalanga Hon. D. D. Mabuza were led by a quote by President Jacob Zuma from the ANC's 2009 Manifesto, which states: “Our Constitution, inspired by the vision of the Freedom Charter unites a nation of many languages and significant cultural, religious and socio-economic diversity. We have to work together to weave the threads that will see us celebrating a nation which is non-racial, non-sexist and democratic.” Premier Mabuza highlighted that South Africa has moved from a transition of a white minority domination and rule, to a state of democracy led by the ANC and guided by the Freedom Charter. He also noted that this year, South Africa is celebrating 20 years of freedom and that it was time for reaffirming the belief that a nation united in diversity and common purpose can move the country forward. Premier Mabuza condemned the long history in which race, ethnicity and culture were used as tool to divide, create an unequal and hierarchical society. “The challenge of our new democracy has been to enhance social cohesion, a collective identity and a sense of national pride. The
social cohesion that we want to manifest in this Province is rooted in our rich and diverse cultural heritage and the natural resources that we work together to conserve and share.” He said. “We take pride in the fact we have worked hard to build a united multicultural province characterized by diverse racial and ethnic identities that enrich our collective experience and common destiny. Today, our children enjoy a better future because our forebears dedicated and sacrificed their lives to the struggle for liberation and equality. The ideals of a free and united society are engraved in our inclusive history and liberation heritage,” said Mabuza. Premier Mabuza acknowledged that over the past 20 years, government has honoured and paid tribute to the struggle and liberation heroes and heroines. He went on to acknowledge the death of the late former President Nelson Mandela and saluted his legacy. “Sadly, on the 5th of December 2013 death robbed us of Tata Madiba, one of the leaders paving the way to our hard-earned freedom. As we all know, Comrade Mandela was a member and a leader of the African National Congress who dedicated his life to the struggle for the liberation of his people and the world. Most importantly, it is his
humility, compassion and humanity that earned him the love and respect of the people of South Africa, Africa and the world as a whole. We must admit that life will be very difficult without him and that we were so blessed to call him our Leader and our Father of our nation” he said. MPUMALANGA MAKES STRIDES IN JOB CREATION Despite a globally tough economic climate in the past five years, Mpumalanga Premier said that the Mpumalanga Province has managed to increase job creation by 9.2%. In his State of the Province Address in Mbombela on Friday, Premier Mabuza said the average annual GDP growth between 2009 and 2012 was 2.4%, which he said was still below the 5% target. “Through the Mpumalanga Growth and Development Path, the province set a target of approximately 70 000 to 80 000 jobs that must be created annually if we were to address the challenge of unemployment effectively. "Job opportunities increased from 1 052 000 to 1 149 000, bringing the total number of jobs created since quarter one of 2009 to 97 000,” Premier Mabuza said. Premier Mabuza said the Growth
and Development Path went as far as identifying the levers they would utilise to generate the desired number of jobs. “Obviously, the low economic growth rate has a direct negative impact on the creation of more job opportunities in the economy,” he said. He said the employment opportunities in the province were mainly driven by the community services sector, which created approximately 52 000 jobs. The finance sector added approximately 31 000 jobs, while utilities added 14 000, with an additional 23 000 jobs generated from mining. Premier Mabuza added that in the same 2008 year, Mpumalanga experienced a negative growth of 1.7%. “However, in subsequent years, we saw the GDP growth of Mpumalanga showing some signs of improvement - but still performing below the expected economic growth rate,” Premier Mabuza said.
MPUMA RESIDENTS LIVING BETTER LIVES SINCE 2009 Mbombela - Millions of Mpumalanga residents have access to basic services like water, sanitation, electricity, healthcare and housing since 2009, says Premier David Mabuza. During his State of the Province Address in Mbombela on Friday, Mabuza reiterated President Jacob Zuma's statement that South Africa has a better story to tell than it did 20 years ago. “Our detractors and opposition are denying the fact that South Africa is better today than it was yesterday. We have a good story to tell," said Premier Mabuza. The Premier said recent municipal annual reports indicate that in the past five years Mpumalanga has increased water provision from 77.1% to 94.9% (1 021 076) households, access to sanitation services from 53.9% to 95.6% (1 028 606) households and an increase of As is custom, after the speech, Premier access to electricity from 81.7% to 89.8% households. Access to water, infrastructure projects “In the last few years we experienced service delivery disruptions mainly due to the ageing infrastructure, illegal connections, shortage of bulk infrastructure and poor operations and maintenance. Of the many service delivery challenges experienced by our municipalities, access to water tops the list,” he said. Premier Mabuza said the province is committed to attend to the persistent problem of bulk water and sanitation infrastructure by assigning the Mpumalanga Economic Growth Agency (MEGA) to eight selected municipalities. “Whilst this process has taken longer than anticipated due to the lack of cooperation by some municipalities, we have started to record progress and contractors have been appointed. "During this period we undertook a number of initiatives working with the Minister of Water Affairs Edna Molewa to deal with the acute bulk water infrastructure challenges in
selected areas,” Premier Mabuza said. He said he was pleased to report that some of the major highlights on water infrastructure investments over the last five years include Victor Khanye- Delmas Bulk Water Treatment Works (worth R96 million) and the Bloemendal to Delmas Bulk water pipeline (worth R171 million). The other is the Bushbuckridge-Acornhoek Bulk Pipeline Inyaka Water Treatment Works of 100M/L worth (R1.075 billion). “We are now concluding the Hoxane water treatment plant worth R78 million. More than R221 million is being invested to roll-out a reticulation programme in the surrounding villages. In the next few days the Minister of Water Affairs and I will open the plant and hand over the projects that are completed,” he said. Premier Mabuza said they are also in the process of upgrading and maintaining water infrastructure at the following local municipalities:
Emalahleni, Nkomazi, Mbombela, Dr. JS Moroka, Thembisile Hani, Bushbuckridge and Mkhondo at an estimated value of R171 million. Service delivery protests “Over the last five years, the province has experienced violent protests. In the main the issues raised range from the inconsistent or lack of water supply, poor state of our roads, housing delivery, corruption and levels of unemployment. "As government we condemn the use of violence, intimidation, wanton destruction of property, loss of lives and attacks on state authority wherein protesters contemplate burning or attacking state institutions,” said Premier Mabuza. He said all the citizens of the province must know that there are no grievances that can justify violence, intimidation, loss of life and the destruction of property. “All citizens who are patriotic, value peace and democracy must join hands and defend our hard fought gains,” said Premier Mabuza. – SAnews.gov.za

Delivering his State of the Province Address in Mbombela on Friday, Mpumalanga Premier David Mabuza said, progress has been made in expanding primary healthcare to remote and under-serviced areas of the province, especially rural areas.
“We will continue to intensify our efforts to ensure that our mothers attend the appropriate antenatal care services timeously and that our capacity to manage neonatal complications is strengthened. “We have also improved the overall immunisation coverage of children less than one year and by 2013. Over 83% of our children had received the required immunisations,” he said.
“Clinics and community health facilities have been built to improve the accessibility and quality of healthcare that citizens receive. We have spent over R2.57 billion in health infrastructure in the last five years,” said Premier Mabuza. He said the hospital revitalisation programme has ensured that some of the major hospitals also receive the necessary support in terms of better infrastructure and equipment to improve the quality of healthcare. CRIME – WE HAVE A GOOD STORY TO TELL Addressing the issue of crime in the province, Premier Mabuza said that we have a good story to tell in the fight against crime. In 2009 the provincial government had committed to ensure that all people of the province are safe. “The government has ensured that crime remains one of our priority areas of work as government,” said Mabuza. He expressed satisfaction with the department of Community Safety, Security and Liaison on how it has made an effort to ensuring that all townships, towns and rural areas are safe. He further commended the team led by the MEC for Community Safety Security and Liaison, Mr Vusi Shongwe and Provincial Commissioner, General Ntobela for the outstanding work that they do. “Over the last five years we have invested our resources in the implementation of a number of interventions in areas such as Border Management, stock theft, immigration and public participation. Further interventions include integrated social crime prevention strategies, Rural Safety programs, support for vulnerable groups, the establishment of victim friendly facilities, the implementation of
school safety programs and a rigorous focus on reducing contact crime,” he said. Mabuza said that recent crime statistics show that the province is making inroads in certain crime categories however; more challenges are still lying ahead. The ANC –led government's initiatives have yielded the following results: Total contact crime cases reported in 2009/10 were 44 353 and this number has been reduced to 34 142 in 2012/13. This signifies a 23% reduction in contact crime. Of the seven categories of contact crime, four have shown a consistent decrease during this period, that is, Attempted Murder, Assault, Grievous Bodily Harm and Robbery. There is a general decrease in the other categories of crime including cases of arson, malicious damage to property, stock theft, shoplifting, car and truck hijacking. This can be attributed, in part, to the social crime prevention programmes rolled out to priority stations and the community safety forums and policing forums that we have established and maintained,” said Mabuza.
In the same period, sexual crimes recorded a consistent decrease until 2013, where an increase of 5% was recorded emphasising that this disturbing trend must be tackled head on. The domestic violence perpetrated against women and girl children requires that all the citizens of our province take a stand and say NO! “As I have mentioned before, tourism is a key economic driver in the province. Furthermore, Mpumalanga province remains one of the preferred destinations for tourists not only because of our beautiful landscape, historic sites and heritage but also due to our hospitality. We wish to assure our local and international guests that they are able to enjoy the wonders of our Province safely. To this end, we have recruited and deployed 588 Tourism Safety Monitors to identified crime hotspots. “Let us reiterate that criminal and their acts have no place in our society. As a province we will continue to work with all law enforcement agencies and communities to take the fight against crime to these offenders. We want to say that Mpumalanga is not and will not be a safe haven for them,” emphasised Mabuza. The Premier reminded the house

VR Shongwe that Mpumalanga has over the last five years hosted important events like the 2010 Soccer World Cup, Orange Africa Cup of Nations and recently the 102nd anniversary celebrations for the ANC. He praised the security cluster once again as it made the Province proud, there were no serious incidents recorded. He expressed sadness noting that during the period under review, the Province experienced an increase in the carnage on its
roads. “Inclement weather conditions, the condition of vehicles, reckless driving, drunken driving, fatigue and the aggressive attitude of some of our road users contributed immensely to the increased fatalities recorded,” said Mabuza. He concluded by assuring the house that the government will not rest until all people are safe wherever they live, work or travel.

TEMPER & ANGER To some people it is normal to have a short temper and to express their anger to the people around them. They feel good! They feel that they are in charge. They actually feel invincible! In Straydom Park in Johannesburg, on a fine day when people were up and about doing their business, on one of the busy roads, a motorcyclist cut in front of a car so bad that it got the car driver upset. At the traffic lights an argument ensued and the motorcyclist got off his bike and allegedly inflicted injuries on the motorist’s head. As he turned to walk to his bike, it is said that the motorist allegedly pulled out a pistol and shot dead the motorcyclist. In a short space of time, life was lost! Something that could have been avoided. Many drivers on the road drive in a way that clearly shows the presence of some spirit in them, some kind of a demon! They will not know it but our clergymen need to get to work and pray for divine intervention on our roads.
Anger is a demonic possession. Short temper is a demonic possession. If you are short tempered or one that easily gets angry, you may deny it but the truth is, your anger or short temper has a bad tendency of disturbing your accomplishments! Only a demon would want to pull you down. A demon can come into you and manifest itself as anger or short temper so as to make sure that your things do not move to enable you to make a break through, the anger demon will set in and spoil everything
How many projects have you been involved in some project and at the last minutes people start to sideline you? Have you ever taken time to try and understand why? It might not be the anger or short temper demon. It could be another demon altogether, lack of patience, being too critical and never trusting. You need to take time to consult with your maker through prayer and fasting to start to get answers that will amaze you. Love in everything that you do is God’s way. Once you are able to show and feel love in anything that you do, then you will know that the demon has been cast out.

PREMIER MABUZA SPEAKS TO SECUNDA BUSINESS
Premier Mabuza in Secunda Mpumalanga Premier David Mabuza has called on the business sector in the province to advise government on public investment as in order to make well-versed decisions. The province will outline its budget next week. Speaking at a business breakfast meeting yesterday [Wednesday, 05 March 2014] in Secunda, the Premier said it was important for the business sector to advise on public investment as government was using their money too. The meeting was part of the Taking the Legislature to the People programme. The Premier said the business sector cared less about government matters as they concentrated on running their businesses, whereas their inputs would assist government in investing the public funds. “As you run your business, you should also stand up and advise the government on its public investment, it is your money too. As a sector you are also investing separately in the province, as government we are doing the same too, therefore we are bound to talk, you must tell us how we should use your money,” said Mabuza. He explained that as the country was celebrating 20 years of democracy, government should be commended for having made a conducive environment for business. He said there was stability and peace in the country as well as in Mpumalanga. “With all our great achievements in the past 20 years, it does not mean that we do not have problems as a government, but regardless we still have a future as a country and it is going to be bright. Those who are optimistic about the good future, they just have to support this government,” said Mabuza. While talking about the achievements of the democratic government, Premier Mabuza raised a concern about “forgiveness and unity” and whether the citizens of South Africa were building a kind of

a society where all would enjoy the human rights as enshrined in the Constitution. He asked if the South Africans had truly forgiven each other, or whether were they not continuing living in small silos in racial groups. He added that as South Africa was celebrating 20 years of democracy, citizens needed “to come out of their cocoons” and deal with hatred they had for one another. He said it was disturbing that 20 years of democracy, tribalism was still a big issue even in his administration adding that people still referred to each other as “us and them”. “We have not done well politically, racism is still rearing its ugly head, but guided by certain principles, this government has tried so hard to ensure that this country belongs to all of us. We need one another and we have no choice but to live together. We must always be mindful of the fact that anything else other than unity will definitely destroy our own country. Going forward, we want to see all groupings coming together and build this beautiful country. “The current government may have had its short comings, but we are still here and we have peace. Countries elsewhere envy the kind of a country we have built. There is no magic; we have done it as South Africans.Racism is a demon that threatens to destroy this beautiful country. This is our country, we must be proud of it. We must coexist, respect one another, in that way we would be confirming that we are a united rainbow nation,” said Mabuza. The Premier also challenged the women to utilise the resources availed by governmentin ensuring that their co-operatives functioned properly. He was responding to a question posed by a business woman who is in the mining sector that they lacked capacity building
and government support. Mabuza said there were many financial institutions created by government to assist small business; however women in particular were not well-organised. “We are worried about the state of organisation for women, they are not well-organised and right now it is a bit late to be still organising themselves. We want to help them to be productive but the sun is about to set and there is no indication of improvement on their side,” he said. He added that government had spent money teaching them how to run successful businesses, but each time it left them to survive on their own, their co-operatives collapsed. “These financial institutions are not going to give you money for free. They will borrow you so that you will work hard and pay it back. There is a wrong mentality out there that there is too much money in government and that it must be given for free. How on earth are we going to move forward as a country if we do not repay our debts? He told the meeting that he had received a correspondence from a group of people who had borrowed money from the Mpumalanga Economic Growth Agency [MEG] asking him to take an executive decision to “write off” their debt. “We are very reckless; we do not want to teach ourselves how to manage our businesses. Maybe our focus is skewed, we cook the very chicken that must lay the eggs for us,” said Mabuza. Responding to the taxi industry which complained about poor roads and that the provincial government did not partner with them as a sector, Mabuza conceded that certain roads were indeed terrible. He said the good story his provincial government was telling was that the situation had improved; at least only five percent of the roads were in a very poor conditions. “Our roads are better than yesterday. This government has built the state of the art taxi ranks and the taxi industry is paying nothing, not even for water or removing refuge. “It is our view as a government that you should not worry about many law enforcement agencies as you say, but you should concentrate on growing you industry and become real business people. You must make it a business, this thing of fighting for the routes gives you a bad name, you are creating a bad reputation for yourselves,” said Mabuza.
MPUMALANGA LEGISLATURE SIGNS MOU WITH SALGA MP Mpumalanga Provincial Legislature has entered into a memorandum of understanding with South African Local Government Association (SALGA) - Mpumalanga.
T
his follows lengthy discussions between the Legislature and SALGA Mpumalanga on involvement of SALGA in the work of the Legislature. This happened on the second day of “Taking the Legislature to the People.” The agreement was duly signed by Speaker Mr Sipho William Lubisi on behalf of the Mpumalanga Provincial Legislature and Councillor Mafika Nkosi on behalf of SALGA Mpumalanga. This is an outcome of a lengthy discussion between the parties on constitutionality of the matter. It is hoped that the signing of this agreement will inspire provincial counterparts to follow suit according to Speaker Lubisi, “the agreement will create a uniform approach in the manner in which SALGA will participate in law making, oversight and public participation process of the legislature”. This means SALGA Mpumalanga can now participate in the legislature committee activities as part of strengthening the oversight function of the legislature.

ADVERTISEMENT The State Owned Entities Communicators Association (SOECA) and the State Owned Enterprises Procurement Forum (SOEPF) have both pledged their support for community and small commercial media as defined by the MDDA Act, the two bodies agreed at a meeting held recently in Pretoria. “Community media is a very strategic platform for state owned entities. Most of our SOEs and their programmes are fairly known by consumers of mainstream media but the same cannot be said about the consumers of community media. We have a responsibility as SOE communicators not to cut off community media audiences, wittingly or unwittingly, from the flow of information about SOEs,” said SOECA President Congress Mahlangu. The support SOECA is committing is at two levels: access to information on SOEs and an increased ad spend. “We would like to move to a situation where SOEs commit to spend 30 percent plus of their ad spend

IEC gazettes election timetable Pretoria - After meeting with all major political parties contesting the upcoming elections on Wednesday, the Independent Electoral Commission (IEC) has gazetted the election timetable. The timetable sets the dates and deadlines for various aspects of the upcoming national and provincial elections, including the submission of party candidate lists, objections to candidates, applications for special votes and notifications by overseas voters. “The election timetable covers the key legal requirements to be met by voters, political parties and the IEC over the 70 days leading up to the 7 May 2014 elections,” the commission said. According to the timetable, the lists of candidates will be submitted by March 12. The deadline for objections to candidate lists is 1 April and the opening date for the submission of special votes applications is 7 April. The parties have unanimously adopted the election timetable, according to the IEC. The IEC has already reached its target of a registration of 80%, with 24.5 million South Africans eligible to cast their ballots. SAnews.gov.za

It has just been brought to the attention of the Commission that a Bachelor of Commerce student was allegedly run over by a car and beaten by two white UFS students. The Commission has decided to launch a preliminary investigation into this latest incident and will in due course issue a statement setting out the way forward. What is particularly disconcerting is that despite efforts made by various individuals and institutions, including the Commission, to deal with incidents of racism at the UFS, these incidents continue to occur. With the country celebrating 20 years of hard-won democracy, it is deeply concerning that South Africa is still grappling with intolerance and hatred among racial groups. The Commission welcomes the swift action by the university management in dealing with the perpetrators of this act by summarily expelling them from the UFS with immediate effect. This swift action will serve as a clarion call to would-be perpetrators of the same act, that racism has no place in our democracy. We call on the law enforcement agencies to ensure that those responsible for acts of racism are dealt with decisively. he economy of South Africa is organized by government and a few fellow citizens (minorities) and foreign investors. Government deals with state enterprises, such as South African Airways, Defence Industries etc, running all government departments, see www.gov.za.
The minorities are the main organizers of the economy but they are so few they represent about 2% of the population. How can 2% of the population look after 98% of the population? It will never be fair. The majority will remain excluded, but they are eager to come into the mainstream economy. There are 16 million citizens on social grants. Out of these about 5 million are able bodied active citizens, mainly women with children, who use the grant for survival, but are not satisfied with their status. They want to work and make progress in life. Estimates are that 15 million citizens are employed or found some form of employment. Of this number 5 million were temporary jobs (ithoho) in construction and government programs such as expanded public works. These are active citizens who do not qualify for social grants, but have families and responsibilities. They are desperate for quality jobs and real opportunities to prosper in life. Added to the 5 million who are officially unemployed, it means there are 15 million people who really need to be actively incorporated into economic participation either through jobs or opportunities. n the Twenty Fifth of February Twenty Fourteen, Eric Nxumalo High School of Thulamahashe, near Mbombela represented the Mpumalanga province at the 2013 Sanlam Kay Motsepe Schools Cup national finals and the school is one of the first to get its entry in for the 2014 competition. Mr Sibusiso Mahlalela, the team manager, explains that they were fortunate to be declared provincial champions last year after East High was disqualified, and they are keen to make it on their own merits this time around. "It was very close last year, we lost on penalties in the provincial final, and I think we were the better team anyway,” Mahlalela said. The school won R100 000 to spend on projects at the school and in the local community and they will be using the money to develop a soccer pitch. "Currently our soccer field is an empty patch of ground and we want to turn this into a proper pitch," Mahlalela said. "Winning this money will make things a whole lot easier for our players as playing on a grass pitch is a whole lot better than playing on an open field that's not safe. Construction has not begun yet, but hopefully it will start soon." Mahlalela believes playing in the national finals last year is definitely an advantage. "We have the experience now, and my focus this year will be to change my coaching style and focus more on shooting, dribbling and defending skills. That's what I learnt in Durban last year after watching schools like Clapham, Rosina Sedibane and Louis Botha who have perfected those 3 skills."
The season hasn't started yet, so it's difficult to predict how they are going to do, Mahlalela says. "We will hold trials within the next couple of weeks to finalise our squad. We only have 2 players from last year, and for our under-17s moving up to under-19 it will be a huge adjustment," he said. "We do not have an easy task ahead of us, but we will rise to the challenge." Canon Simango will be the coach of the team again this year. He has been coaching the school's under-19 team for a long time and knows how this tournament works. "He knows all the schools in the area their strengths and weaknesses and he is the ideal person to get the team through the cluster level to the regional finals," Mahlalela said. "He does not have any formal qualifications and his aim within the next couple of years is to get this certificate as this will put us at an advantage. Qualifications work hand in hand with having the experience and love of the game." “Working with school students is always a challenge,” explains Mahlalela. “They don't show up on time for practise and the lack of equipment; soccer balls and gym equipment is a problem. We might not have what other school have, but this does not deter us from our goal," Mahlalela said. He applauds Sanlam for the work they are doing and giving the youngsters fantastic opportunities. "The players must make sure that they use this opportunity to showcase their football skills to anyone who makes time to come and watch them play during the Sanlam Kay Motsepe Schools Cup."
