There is not enough justice around for some people have plenty while others have practically nothing. Everyone has a right to live at a level that is in according with human dignity. This does not mean that everyone should be rewarded exactly the same amount. Every person has the right to work and earn enough according to their performances to support himself/herself and his/her family in a decent way. Government has a serious duty to promote social justice which brings peace. Social justice means that all people are equal before the law. Takeover of Matikwana Hospital by provincial government Cabinet was apprised on the progress made with regards to the takeover of a Matikwana Hospital by the Mpumalanga provincial government from Life Esidimeni (Pty) Ltd. In September last year, Cabinet directed that the Department of Health should take over the hospital operations at Matikwana. Matikwana is a district hospital located at Mkhuhlu just outside Hazyview, and was erected as per an agreement which was entered into around February 1987 between the former homeland

In as much as the Municipality appreciates and acknowledges the progress made in terms of developing infrastructure in the Mkhondo rural communities, we nonetheless strongly condemn the failure of contractors in complying with safety rules and procedures that can result into either the injury or loss of life of innocent people. The project referred to here is implemented by the Provincial Department of Human Settlements. The appointed contractor terms of appointment is not within the Municipality's competence, but of the Provincial Department of Human Settlements. It is within that context that the Municipality advises that the Provincial Department of Human Settlements is better positioned to

respond as to how long the contractor should have taken to complete the project. What we can confirm is that of the 300 toilets that are supposed to be constructed in the area, 108 of them have already been built. In the process of constructing the toilets, the Municipality normally advised the contractor to take precautionary measures to prevent any possible harm to members of the community. All relevant parties were shocked after having learnt about the untimely death of the two-year old Innocent Mambane who allegedly drowned in one of the open holes during the recent heavy raining days. Both theProvincial Department of Human Settlements and Municipality have since comforted and provided the family with the necessary support. This includes all expenses related to the funeral service for the late Innocent Mambane. May his soul rest in peace.

Human Rights Day What are human rights? Human rights are rights that everyone should have simply because they are humans, but human rights are also a product of historical and social situations. In 1948, the United Nations defined 30 articles of human rights in the Universal Declaration of Human Rights. The United Nations succeeded the League of Nations, and the Universal Declaration is one of its crucial platforms. It founds universal human rights on the basis of freedom, justice, and peace. South Africa supports the Universal Declaration, and we have included many of its precepts in our own Bill of Rights, Chapter 2 of the Constitution of the Republic of South Africa, 1996. The articles of our Constitution can only be changed by a two-thirds majority in Parliament, which means it is difficult for anyone, including the government, to take away the basic rights of a citizen. Just as the Constitution is our supreme law, and no laws may be passed that go against it, the Bill of Rights is the cornerstone of democracy in South Africa. The Bill of Rights also comprehensively addresses South Africa's history of colonialism, slavery and apartheid. The Bill of Rights embeds the rights of all people in our country in an enduring affirmation of the democratic values of human dignity, equality and freedom. Human Rights Day, 21 March Human Rights Day in South Africa is linked with 21 March 1960, and the events of Sharpeville. On that day 69 people died and 180 were wounded when police fired on a peaceful crowd that had gathered to protest against the Pass laws. It was more than a protest against the Pass Laws of the apartheid regime. It was an affirmation by common people, rising in unison to proclaim their rights, and it became an iconic date in our country's troubled history. Apartheid policies In 1948 the Nationalist Party came to power in South Africa and began to formalise segregation in a succession of laws that gave the government control over the movement of Black people in urban areas. The Native Laws Amendment Act of 1952 narrowed the

definition of Blacks with permanent residence in towns and cities. Legally, no Black person could leave a rural area for an urban one without a permit from the local authorities, and on arrival in an urban area, the person had to obtain a permit within 72 hours to seek work. The Reference Book, or Pass, included a photograph, details of place of origin, employment record, tax payments, and encounters with the police. It was a criminal offence to be unable to produce a Reference Book when required to do so by the police, and Black men in particular had to carry identification with them at all times. In 1956 women of all races protested against Pass law requirements, when 20 000 women of all races marched to Pretoria. Anti-Pass law campaign The Pan Africanist Congress (PAC) proposed an anti-Pass campaign to begin on 21 March 1960. Black men were to gather at Sharpeville without their reference books and present themselves for arrest. The order was given to disperse, after which the Police opened fire with sharp-point ammunition on the crowd of men, women and children. Following the Sharpeville massacre, a number of black political movements were banned by the Nationalist government, and the resistance movement went underground. Modern era When African National Congress was democratically elected to government, with Nelson Mandela as its leader, 21st March was instituted as the South Africa Human Rights Day and included in the list of national holidays of democratic South Africa. On Human Rights Day, South Africans are asked to reflect on their rights and how to protect themselves against violations. Human Rights Day reminds us of the suffering and loss of life that accompanied the most recent struggle for human rights in South Africa, but it also highlights the slavery of the Colonial era. It is why we must also ensure that modern forms of slavery such as human trafficking and forced labour are addressed and eradicated.

In addition, there are specific laws to safeguard women and protect children. Parliament's Role in Human Rights Day Parliament is guided by the values and principles of the Constitution. Parliament's annual theme for 2011, which embraces these values, is “Celebrating the legacy of freedom through strengthening the link between Parliament and the People”. The tasks of Parliament are to empower the people and get civil society involved in the activities its processes, representing and acting as a voice of the people, as well as fulfilling its Constitutional functions of passing laws and overseeing executive action. Parliament must ensure that democratic processes become well-known and that they reach all citizens of the country. Bafana Bafana head coach Gordon Igesund was able to call-up some of his strongest players, but had to make do without the services of their revered captain Itumeleng Khune due to injury. Mamelodi Sundowns defender Thabo Nthethe stepped up to take the responsibility of leading the nation, while the likes of international based players Daylon Claasen and Dean Furman were in the lineup. The hosts were taking a rather cautious approach to their game, while Brazil, who were playing their last match before the final World Cup squad is announced, came out looking to exploit the far from convincing Bafana backline.

Hulk tried to pick out Fred in the sixth minute, but the striker couldn't direct a shot on target and it took a deflection to roll out at the near post. The five times Champions took the lead in the 10th minute when Hulk cut open the defence with his pass on the right hand side, with Oscar there to coolly chip it past the debuting Ronwen Williams in goal. South Africa were then handed another blow nine minutes later, when their former captain Bongani Khumalo was stretchered off and replaced by Siyanda Xulu. That change seemed to spur Bafana Bafana into life as they tried to unlock the Brazil defence, with midfielder Thulani Serero barely testing Julio Cesar with a long ball from the left-flank. It was so nearly 2-0 on the half hour when Neymar made his way through the opposition defence and tried to lob Williams. The goalkeeper had rushed off his line and, much to his relief, saw the ball strike his back and go out for a corner. But Neymar did double the Selecao's lead when he picked up the ball on the edge of the box five minutes from the break. The Barcelona man ran a few paces forward before unleashing a shot which went through the legs of Williams. Bafana's best chance of the game came just before the interval when Furman struck a low ball from 20-yards only to see it whisker just wide of Julio Cesar's goal. The two teams weren't even out on the

field for 40 seconds at the restart when Neymar secured his brace on the evening. Fred supplied a great ball which saw him beat the offside trap and delicately chip over Williams' head for 3-0. Ayanda Patosi came on in place of Bernard Parker and he nearly made it 3-1 with his first touch of the ball. Serero turned on the ball and fed through an effort to the Lokeren man, who then struck a great effort at goal only to see it saved by the gloves of a Julio Cesar. The whitewash was complete with two goals in the last ten minutes. The first came when Williams could only but watch as Manchester City's Fernandinho fired an unstoppable effort from 30yards into the top left corner. And the record defeat arrived in the final moments when Neymar tapped in a nodded in cross from his teammate to make it 5-0.
