Public Office Requires Devotion L
ast month, South Africa laid to rest one of our most dedicated public servant, the Minister of Public Service and Administration Ohm Collins Chabane Minister Chabane was understood the importance of the oath of public office. He took his vows and affirmation seriously and embodied the values that come with holding public office such as fairness, transparency, ethical conduct and accountability. The late Minister also understood that to be a public servant is a calling which required men and women of character who can make a difference in the lives of the people of South Africa. He pursued his mission to improve governance with determination and was committed to fight corruption wherever it occurred, and in all its manifestations. His work ethic turned on its head the recent discourse that public servants are incompetent, corrupt and only interested in the perks that come with positions. The Public Service is filled with individuals like the late Minister
Chabane who have also been true to the calling to serve. Those who go the extra mile in delivering excellent services by "putting people first" go about it in a determined and committed way. The Department for Public Service and Administration recognise them through the National Batho Pele Excellence Awards. They reward excellence in the public service with the ultimate goal of entrenching professionalism. It is unfortunate that our discourse tends to be dominated by the questionable actions of a minority that do not live up to this Batho Pele principle. The department has identified corruption as one of the factors that prevents South Africa from achieving an effective and efficient public service. To this end, it is working on wide-ranging initiatives that deter public servants from committing corruption. The government is also implementing measures aimed at preventing public servants from doing business with it, and has created the School of Government to improve the public sector’s performance and good
governance. Our efforts against corruption are bearing fruit. A total of 62 public officials were convicted for the 2014/15 financial year and freezing orders to the value of R430 million were obtained To ensure greater success in rooting out corruption, we need the public to play its part. We must all be vigilant and report the commission of such crimes to law enforcement agencies and Chapter 9 institutions. In addition, the public should assist the prosecuting authority by providing evidence and acting as witnesses. South Africans must also desist from engaging in corrupt activities with public servants. We should remember that it takes two to commit an act of corruption, whether you offer a bribe or act in certain way to unfairly benefit you or your business; it is criminal and punishable by law. Incidence of corruption not only damages the country’s reputation, it also damages the trust people have in government institutions. This in turn has a severely
detrimental effect on economic growth, the country’s overall development and our efforts to overcome the triple threat of unemployment, poverty and inequality. The late Minister Chabane had noble plans to root out corrupt practices in the public sector and take our country forward. It is now the time for us to take his vision forward, not become embroiled in self-defeating discourse and ensure that our actions speak louder than words. Corruption is, above all, a societal problem which manifests in the public and private sector, and tackling it together and decisively we will root it out. To achieve this, none of us must turn a blind eye to corruption, or in any way encourage it because by doing so, we are ultimately doing our country a disservice.

Minister Brown updates the nation on electricity shortages
P
ublic Enterprises Minister Lynne Brown has called on Eskom's residential and business customers to use energy sparingly as the winter season approaches. The Minister said this following the power utility's decision to implement load shedding over the past few days due to a shortage in generating capacity. Briefing journalists in Cape Town on Wednesday, the Minister apologised to the public for the inconvenience caused by load shedding. “This year, Eskom has been following its preventative maintenance schedules to the aging plants so that the recovery to sustainable and reliable power generation is expedited. “This will understandably place strain on the system over the short term as … additional plant failures, as experienced over the past few days which took us into stage two and stage three load shedding, might occur.
“I once again appeal to all citizens to help us reduce demand by making electricity reductions [at home and at work],” she said. On Monday, Eskom implemented stage two load shedding and load curtailment from 4pm until 10pm due to a shortage of generating capacity because several units were out of service due to planned and unplanned outages. On Tuesday, the situation worsened at 6pm when stage three had to be implemented due to a further shortage of generation capacity as additional units had to be taken out of service for unplanned maintenance caused by technical faults, the Minister said. “Load shedding at stage three shows the seriousness of the constraints that we face but it is in no way an indication that we are close to a black-out,” she said. While she could not give further details that touched on operational occurrences at various plants, the Minister said Eskom's acting chairperson Dr Ben Ngubane
has provided her with a detailed report on what happened during the last week. She said about 9 500 megawatts of power was lost when some units went off-line.
This year, Eskom has been following its preventative maintenance schedules to the aging plants so that the recovery to sustainable and reliable power generation is expedited. Load shedding will be with the country for the next two years, the Minister said. “The loss of a number of generating units early in the week reduced the available capacity to meet the demand on Monday. “It is expected that the
situation would continue throughout winter when consumption is higher as the constraints on the grid mean that planned, controlled, and rotational load shedding and load curtailment, are introduced to protect the power system.” Energy war room making strides The Minister said, meanwhile, that the electricity war room, which was set up in December to address several energy challenges, has made several successes. This includes, amongst others: Medupi Power Station reaching its milestone by delivering power to the grid on 2 March 2015 from its unit six generator. Once on-line, the unit will bring 800 Megawatts to the grid; Restoring the Majuba Power Station is underway and 1 200 Megawatts has been recovered as part of the solution; Eskom's maintenance strategy and its execution is receiving focused attention from the war
room to ensure that it delivers improvements required in plant availability and performance. Thirty experienced senior managers have been deployed to power stations in this regard; A R4 billion loan was recently secured to scale up Eskom's renewable energy generation capacity. Eskom will build the Kiwano Solar thermal power station in the Northern Cape and the Ingula Pumped Storage Scheme in KwaZulu-Natal which will add 100 megawatts and 1 332 megawatts respectively to the national grid; The completion of the Sere Wind Farm in Vredendal in the Western Cape and KaXu Solar One Power Plant in Pofadder in the Northern Cape have together added 200 megawatts to the national grid; and The co-generation contracts were successfully renewed at the end of March, ensuring 800 megawatts to the grid. - SAnews.gov.za
Treasury Withholds Transfers Eskom, in partnership with Lekwa Local Municipality To Municipalities join hands to manage the N ational Treasury has, with effect from 20 March, withheld the transfer of equitable shares to 60 municipalities that failed to pay Eskom and other creditors on time, it announced on Tuesday. “Section 216 (2) of the Constitution permits National Treasury to stop the transfer of funds to any organ of state that commits persistent and material breach of their financial obligations,” Treasury said. It said the persistent failure by some municipalities to pay creditors within 30 days amounts to financial mismanagement, with Treasury deeming it important to take steps to ensure that municipalities meet their financial commitments. As at 31 December 2014, municipalities owed Eskom R9 billion, of which R4.5 billion is current and the balance relates to arrears, which is a persistent breach of the payment terms applicable to creditors. In the same reporting
period, municipalities owed Water Boards R3.6 billion, of which R1.3 billion is current and R2.3 billion relates to arrears. Treasury said businesses owe municipalities R22 billion in total, while national and provincial departments owe R4 billion. Early in March, Treasury informed municipalities with persistent arrears in respect of Eskom and Water Boards of its intention to invoke Section 216 (2) of the Constitution, subject to municipalities entering into repayment arrangements with these creditors and preparing a financial recovery plan where relevant. Municipalities were advised to obtain a council resolution to confirm the municipality's commitment to the process and to ensure that the current account due to Eskom is paid by 13 March 2015. “The persistent arrears and failure of municipalities to settle their Eskom payments within 30 days, as is legally required, negatively impacts Eskom's cash
flow, thereby compromising the utility's operations and financial position. “Although the decision to invoke Section 216 (2) will affect the municipalities' ability to meet some of their financial obligations, financial mismanagement cannot be condoned under any circumstances,” said Treasury. Transfers will only be released once all requirements are met. “National Treasury is of the view that there cannot be improvement in overall service delivery in an environment where the principles of efficient public finance management are regularly disregarded.” Treasury said it would like to support struggling municipalities by helping them to prepare a recovery plan that will mitigate the budgeting and revenue management risks and to ensure proper municipal billing and collection is implemented as required by the adopted credit control policy. - SAnews.gov.za
DTI's Masina visits Sappi's Ngodwana Mill

rade and Industry Deputy Minister Mzwandile Masina on Tuesday paid a visit to Sappi's Ngodwana mill, which recently underwent a R3.3 billion upgrade. The Deputy Minister was accompanied by a delegation from the Department of Trade and Industry (dti) to the Ngodwana mill situated in Mpumalanga. Sappi received support for the project from the dti through its Industrial Policy Action Plan (IPAP). Sappi Southern Africa's Chief Executive Officer (CEO), Alex Thiel, said the company was proud to share the successes that have been achieved by the new plant with the Deputy Minister, and welcomed the opportunity to further exchange ideas with government.“We are grateful for the support of the dti. The successful upgrade and modernisation of the mill is part of Sappi's strategy to invest in fast growing, high margin businesses that is offsetting the decline of coated paper consumption in mature markets. “It further strengthens Sappi's position as a global leader in this fast growing market segment.” Additionally, Deputy
Minister Masina expressed satisfaction at Sappi's contribution to the economy of South Africa, as well as job creation. He encouraged the company to work closely with the dti in achieving Sappi's transformation targets. “The department sees many opportunities at Sappi that can be explored as part of the black industrialist programme. We are happy to see that the financial assistance that we provided to Sappi is making a positive and a lasting difference in driving South Africa's economy,” he said. The expansion and modernisation of Ngodwana Mill commenced in 2011 as part of Project GoCell which converted a fibre line at the mill to produce 210 000 tons a year of specialised cellulose (dissolving wood pulp), in addition to its existing newsprint and linerboard (packaging paper) production. Specialised cellulose is a sought-after natural, renewable fibre with a wide range of uses in the textiles, consumer goods, foodstuffs and pharmaceutical industries. The expansion has helped to increase Sappi's total global production of this beneficiated
wood fibre to 1.3 million tons per year, with one million tons being exported from South Africa to customers in Asia and around the world. Specialised cellulose is also produced at Sappi's Saiccor Mill in KwaZulu-Natal and Cloquet Mill in North America. Thiel said that as a long term investment, the expanded operation will help generate more export revenue and boost the local economy by securing jobs in an area where unemployment is rife. “Over 40,000 people benefit directly and indirectly from Sappi's presence in the province,” said Thiel. A key desired outcome of the project was that, during the civil and construction phase, it should benefit the local community through skills training and development which has been achieved. Another important benefit of the expansion has been the improvements made to the mill's environmental footprint. The bleach plant has been replaced by a new process that is chemically more efficient and that generates less effluent. – SAnews.gov.za

The joint effort by all role players to reduce electricity consumption will minimise the possibility of supply interruptions in the Standerton supply area and ensure a more stable supply network.We appeal to every business and each resident of Standerton and surrounding areas to take the following easy steps to achieve an immediate short–term reduction in energy demand: At work · Keep temperatures of centralised air-conditioning systems at 23°C in summer switch off these systems an hour before you close for the day.
· Encourage staff to – - Use natural light wherever possible and avoid switching on overhead lights and desk lamps unnecessarily; - Switch off lights in unoccupied offices; and - Switch off computers, copiers, printers and fax machines at the end of the work day and to not leave them on standby. At home · Switch off your geyser between 5pm and 9pm - this appliance uses the most electricity of all in the home and can account for up to 50% of your electricity bill. · Avoid switching on airconditioners between 5pm and 9pm during hot summer evenings - (on late-spring nights that are still cool rather switch on gas heaters and use hot water bottles and blankets to keep warm than switching on space heaters.) · Switch off lights in unoccupied rooms. · Set your pool pump timer so that the pump does not run between 5pm and 9pm - filter the water twice every 24 hours when the pool is used frequently in summer. he Commonwealth Pageants South Africa is looking for the next Mrs Commonwealth SA title holder. Jabulisile Lyttle has been selected as one of the top 10 Mrs Finalists in this year's competition. The Grand Finale takes place at The Lyric Theatre at Gold Reef City on 12 September. The Pageant empowers women with the knowledge to bring about change to communities in need. The winner will represent South Africa at the International pageant in London in November 2015. All 53 Commonwealth member states are invited to send their representatives to compete for the prestigious titles. Through the Commonwealth Pageants, a platform is created for women of all ages to become charity and culture ambassadors within South Africa and the broader international community. The title

Open-UP to Heal Girls Profile Mentorship
O
pen-up to Heal girls mentorship” is an initiative by Idwala Dramatic Arts (Pty) Ltd; the project was later adopted into the newly established Mabakhule Community Development Organisation. We adopted the name “Mabakhule” which loosely translates to “let them grow”. We are a nonprofit organisation established in 2012 June and was registered at the Department of Social Development, the organisation is constituted and governed under the Non-profit organisations Act No 71 of 1997. This initiative under the theme “Openup to heal girls project ” is our small contribution to society especially girls of ages 18 years and below to provide them with a platform where they can freely express their challenges, without the fear of further being victimised or judged by their peers. The project is aimed at benefiting girls who are victims of abuse both physically and emotionally, but never had a chance or courage to speak out. This platform seeks to ensure that the girl child is rehabilitated through speaking out or acting out their feelings under the guidance of our trained mentors. It is an open secrete that young girls especially from broken families or child head homes are the most susceptible to all forms of abuse. In most cases the culprits are people they know or very close to the family. This makes it very difficult for a victim to come out and report the matter to the authorities as it were or simply because the support structures are not always accessible or conducive to these girls. The problem is further exacerbated by the fact that very few teachers in our schools are equipped to pick up the “tell-tell” signs or symptoms of an abused girl. In some cases the victim of abuse ends up with labelling as either stupid or stubborn, depending on the way the victim behaves in trying to deal with the unfortunate situation that either happened at home or in the in private space. Mabakhule is merely trying to build a community network of experts who can be sustainable and capacitated by training victims to be come victors from their unfortunate situation thereby becoming ambassadors of the project and eventually becoming mentors themselves hopefully some day. “Open-up to Heal Girls Mentorship” is
a program based project which we hope to take to the rest of the country especially to those girls in the most vulnerable communities including townships and rural communities. The project is targeting girls between the ages of 12 and 18 years, these are the school learners in the main., hence, schools offer a perfect environment to partner with. The purpose of these workshops is to get manageable sized groups in one setting participate and share their life experiences under the supervision and leadership of our trained mentors. During our past event hosted in 2012 we learned through experience that so called “troublesome girls” who fight with teachers and fellow learners are mostly coming from dysfunctional families. Ranking top amongst many negative side effects of abused young girls, is the display of low self esteem which comes about as a result of being subjected to all forms of shame and humiliation. Because of these unfortunate circumstances, these girls can get very aggro and disruptive in a school class environment In our humble and honest attempt to deal with these societal ills, we have designed our workshop programmes such that they address the very issues which kill the spirit of self-worth amongst these girls. We do more than just listening to their unfortunate stories (which is a critical healing process in our programme), but we also give them empowering tools to be able to deal with whatever challenges they maybe faced with for the rest of their lives. We primarily aim to alleviate their anger and give them much needed hope. How We Do It To ensure that this project does not dissipate into thin air, we have a strong management team that plans all the activities that the organisation gets involved in. We conceptualise the theme to meet the specific requirements of identified girls per school and also in line with our budget. To sustain the project, we have a number of planned activities in the pipeline, including organising fundraising events such as performing arts activities; planting of vegetables in schools; selling of artistic material etc. These exhibitions will be

Sun City will once again play host to South African music’s most illustrious awards event, and organisers. The Recording Industry of South Africa (RiSA) are giving viewers and those attending the live show a sneak preview of which local musicians will be adding their megawatt star power to the Superbowl stage. Among the highlights of the evening will be hip-hop maestros AKA (with four nominations in the bag) and Duncan (with three nominations)performing a dynamite live collaboration featuring one of this year’s Lifetime Achievement Award recipients, Mdu Masilela. Viewers can also expect to see rapper Cassper Nyovest (five nominations), veteran rockers Prime Circle (four nominations) and Cape Town’s favourite pop princes Beatenberg (six nominations) blazing up the stage. And adding even more meat to the entertainment menu will be stellar performances by the likes of Qadasi, L’vovo, Black Motion and Xoli M – truly adding up to a night to remember. What We Hope To Achieve - To inspire 2000 young girls in high schools through support groups and workshops annually. - To improve the life’s of young woman by empowering 5000 girls with entrepreneurial skills by 2015 August through partnerships with youth empowerment organisations such as NYDA. - To develop 100 mentors from high schools to mentor other scholars by 2015 August - To have Mabakhule ambassadors in all township schools in Gauteng by 2015 August and roll out to other outlying areas by the end of 2016. - Create awareness amongst school teacher to be extra vigilant when dealing with young

Taking good care of your injured ankles is almost critical, as injury can highly reoccur again if neglected. Hence it is essential to strengthen your muscles around your ankle by practicing some physiotherapy exercises at home so as to enhance on the joint support and avoid the chances of re-injuring your ankle again. When practicing these exercises at home, estimate your limit and perform the workouts carefully at a moderate pace that is best at your comfort level. Try repeating these exercises 5 – 10 times during each workout session and push your limit further once your condition improves. While performing the non-isometrics exercises, do remember to tie a Theraband to your table leg and place your feet in the loop so as to enhance on the difficulty level. Alternatively, you can use a long towel as a replication of Theraband. Here are 6 physiotherapy exercises to strengthen your ankle muscles: Isometrics Strengthening Exercises 1. Eversion Isometrics Place your injured foot against a table leg facing out while seated. Push your foot outwards the object that is against to your foot (take note that your ankle joint should not move) to perform a muscle contraction. Hold for 15 seconds and relax for 10 seconds.

Local football leagues draw a lot of interest, support from the local community as well as exposure and opportunities for the players
Latest results above are from our various leagues played eMkhondo including Thandukukhanya Promotion League, Mkhondo Ladies Football League and Mkhondo Development League. We have since reached the last stage of the promotion league after 26 round of matches played every weekend. Two teams (Stream A&B) will go to the Mkhondo Promotion League playoffs in May for a chance to be promoted to the SAB Regional League. The stream A winners are Comet Riders FC and stream B's top team is Dofi Young Tigers FC. Sinethemba Promotion League from Saul Mkhizeville will finish their matches on the 27 April while
KwaNgema-Dirkiesdorp Promotion League will wrap up next week. The winners of the two leagues will join Comet Riders FC and Dofi Young Tigers FC at the Mkhondo Promotion League playoffs in May.
