FROM THE DESK OF THE PRESIDENT Dear Fellow South Africans, For more than a week now, South Africans have had to endure the disruption and inconvenience of intermittent load shedding, as the country’s power stations have not been able to produce enough electricity to meet demand.

The #electricity shortage has been a problem for more than a decade, with economic activity being severely interrupted every time there is a power cut, affecting smaller businesses and large industries alike. Over the years, it has contributed to slow economic growth and weak investor confidence.

Resolving our energy challenges isn’t just urgent; it is fundamental to South Africa’s economic recovery. That is why we are making every effort to bring new power generation capacity online in the shortest possible time.

A major step forward in this effort was the announcement last week by the Minister of Mineral Resources and Energy of the companies that had successfully bid to supply 2,000 megawatts of emergency power to address the gap in capacity.

The power will be produced from a range of sources including solar, wind, liquified natural gas and battery storage. These projects will involve an investment of around R45 billion by the private sector. Around half of all the materials used in the construction will be locally sourced. The projects should be providing power to the nation by August next year.

Also last week, #government released a request for proposals for the procurement of a further 2,600 megawatts of #RenewableEnergy. This is the fifth ‘bid window’ in the country’s highly successful programme to buy renewable energy from independent power producers. This

programme has led to significant private investment in the country’s energy #infrastructure, and is an important part of our commitment to move towards cleaner energy sources.

Another part of the effort to fill the #ElectricitySupply gap is to make it easier for industry to generate electricity for its own use.

This ‘embedded generation’ will reduce the demand on Eskom’s power stations and will increase the country’s overall generation capacity through private investment.

As I said in the State of the Nation Address last month, work is underway to increase the licensing threshold connecting self-generated power to the grid.

This is the latest in a series of steps we have taken as government over the past year to improve our national energy security by bringing new generation capacity online.

Over the course of the next year, government plans to release four more requests for proposals for new power generation projects, in renewable energy, gas, coal and battery storage respectively. These projects would be expected to provide over 7,000 megawatts of electricity.

These new sources of electricity are vital to ensure a reliable supply of energy into the future. #Eskom has 15 coal-fired power stations and one nuclear-powered power station. In addition there are nine smaller stations run on a combination of diesel, pumped storage and hydroelectricity.

Most of the coal power stations are more than 40 years old and are prone to breakdowns. In addition, much of the necessary maintenance on these plants was neglected for many years.

Eskom estimates that breakdowns consume as much as a fifth of our electricity capacity.

That is why, as we build this new generation capacity, Eskom is working to ensure that it

undertakes the planned maintenance of its plants. While this may mean load shedding in the immediate term, better maintenance will lead to improved plant performance in the medium term and to greater stability in supply.

While Eskom works to improve its operational performance and new generation capacity is being built, there is much that we can each do to improve the situation.

Beyond the free basic electricity that government provides, we need to make sure that all of us pay for the electricity we use, whether as individuals, households, businesses, industries or municipalities. #IllegalConnections, #MeterTampering and the #IllegalSale of #PrepaidElectricityVouchers make it much harder for Eskom and municipal power utilities to improve their infrastructure and even to continue to provide electricity.

The actions we are taking to restructure and to strengthen our electricity system will fundamentally change the country’s energy future.

We are making progress. Our efforts are gathering momentum.

We are steadily restoring Eskom to technical, operational and financial viability. We are making our electricity system more efficient and competitive. And we are making great strides in bringing new generating capacity online as quickly as possible.

We are all looking forward to the day when the power comes on and it stays on.

If we push ahead with the work we’ve begun, if we all play our part, that day will soon arrive.

The South African Communist Party (SACP) in Mpumalanga conveys its deepest heartfelt condolences to the families of the victims of the senseless racist killings by these farmers who are still resisting the transformation of the land issue in our province and country in general.The untransformed power relations in the agricultural sector inherited from the colonial and apartheid era is the basis of the current hostile and racist behaviour by some farmers in our province.

The Party is not surprised, however, by the behaviour of these counter-revolutionaries who have infiltrated our movement.Party members were brutally assaulted, we believe by some elements who are now terrorising members of the ANC in Phillip Radebe District.

The SACP in Mpumalanga calls for the speeding up of the land reform process in order to end this continued suffering of farmworkers at the hands of these brutal and untransformed farmers.We call on all relevant departments to use all available legislative instruments at their disposal to protect farmworkers’ rights and stop the carnage taking place in the different farms in our province.

We further call on our judiciary to ensure that justice is not only done but is seen to be done for the victims of these unprovoked and brutal murders.

This is necessary to dispel the perception that farmers are above the law and to end the arrogance that the farmers have

As part of ending political impunity in the province, the office of the Secretary General must publish the report of the elders who investigated the incident.We call on the ANC in the province to identify and deal decisively with all members involved in this behaviour that is totally foreign to our movement. The continued protection on the basis of factionalism of this cancerous element will only continue to erode the confidence that our people still have in our movement as a leader of society.We further call on the police to arrest and help in the successful prosecution of those who are involved in the killing of ANC members in the province.

Satellite internet education outperforms temporary Covid-19 support points to long term teaching solution

D

isruption to education was widespread in 2020 with generally very mixed outcomes as parents and communities struggled to provide the tools – and internet access – for learning to continue online. An exception was KHULA Education, an NGO operating amongst 15 schools in the remote Isandlwana and Rorke’s Drift region of Zululand.

While, nationally, matric results were down 5% in 2020, KHULA schools saw an incredible 100% pass rate in English and in Maths with Shiyane Secondary School’s pass rate increasing by 13%, significantly above the district average. Grade Eight to Ten pupils saw an incredible 27% increase in average English marks and a 9% increase in average Maths marks over the course of the year. KHULA supported Primary Schools

saw a 7% increase in Maths and English marks despite extensive Covid-19 disruption.

Without doubt, “the key to not only bucking the national trend, but also outperforming our own historical results was satellite internet,” says Debbie Heustice, Director, KHULA Education.

Lockdown presented a major challenge for the schools that KHULA supports in the uMzinyathi district. Neither teachers nor learners had laptops or i-pads to continue learning remotely. “And even where teachers and children had access to a computer, in deep rural South Africa there is only patchy internet signal on mobile phones,” said Heustice.

KHULA’s initial solution was to conduct learning via WhatsApp groups. For most children, however, sitting at home with a study pack was no guarantee that learning would

continue, “especially since few had access to smart phones, data is expensive and cell phone coverage is, at best, intermittent, in rural Zululand,” said Heustice. This also meant that all the online resources that government had put in place to support education through lockdown were equally, “beyond the reach of most of our rural learners,” added Heustice.

Then, out of the blue, satellite internet provider MorClick, in partnership with YahClick (powered by Huges), decided to do what it could to support the work of KHULA Education through lockdown by providing three months free satellite internet.

“Little did MorClick know that this relatively small attempt to make a difference would deliver learnings critical to the future of education in South Africa,” said Heustice.

Overnight teachers could access resources, load and learn new programmes and connect with pupils via their phones or the internet. The sudden availability of strong and reliable uncapped internet also, “put us in a position to approach individual donors for i-pads,” said Heustice. The ipads are used for lessons on a rotational basis. Learners also situate themselves close to schools with free Wi-Fi to receive streamed lessons and interact with teachers via email or online on their phones. In the afternoons, the i-pads are also made available for selfstudy to students in KHULA’s afterschool programme. “Some principals even encouraged local University students to use their school Wi-Fi to help them continue their studies online when forced to return to their rural villages when universities closed,” reports Heustice.

In addition, teachers have acquired new skills, like how

to develop digital content and push this to learners online.

WhatsApp marking is also a valuable new skill making a big difference. Principals also appreciated being able to receive circulars and send reports to the District via email, removing the need for extensive travel. Internet access has also taught teachers to access content from a variety of sources.

Being able to conduct school and district meetings, stream lessons remotely, and guide and interact with individual learners online or via email also means that every day the KHULA teaching team can reach many more teachers and learners across the district.

“We can be with one school virtually even though we are physically teaching at another,” says Heustice.

In short, satellite internet access has expanded the reach, capability and quality of KHULA’s teacher and learner support, “reaching far more teachers and learners than before COVID-19 – and, what we didn’t expect - achieving better results,” adds Heustice.

This experience holds important lessons for how the country structures and resources education in rural South Africa.

Going online doesn’t have to mean that the quality of education decreases, or that marks suffer.

“Despite the disruption of Covid-19, KHULA schools have achieved significantly better results thanks to satellite internet,” says Heustice.

The key differences are that satellite internet is independent of terrestrial infrastructure and is now, for the first time in South Africa, affordable thanks to new technology. “When the grid goes down and mobile towers are no longer operating, satellite is unaffected,” says Heustice. All you need is

limited battery back-up.

“Schools can continue to stream regardless of power failures,” she adds. Since this can all be achieved for as little as R800 a month, “satellite internet is also now within reach of even the most remote and poorly resourced schools and communities,” says Heustice.

The learnings that this experience holds out for Treasury, the Department of Basic Education, NG0s, corporates, rural communities and individual rural South Africans are profound.

Education is the most significant driver of economic inclusion and opportunity.

Finally, the technology is here to move every rural South African child and family out of poverty by, “affordably transforming their ability to integrate themselves into global knowledge and learnings value chains via satellite internet,” concludes Heustice.

Transport Minister Mbalula to visit Multimillion Rand SANRAL Project Upgrades in Mpumalanga

Minister Kubayi-ngubane Hosts Youth In Tourism Imbizo In Secunda

Transport Minister Fikile Mbalula will on Thursday, 22nd April 2021 and Friday, 23rd of April 2021 visit the South African National Roads Agency SOC Limited’s (SANRAL’s) major infrastructure project upgrades along the N4 network in the Mpumalanga Province.

Tourism Minister Mmamoloko Kubayi-Ngubane hosted a Youth in Tourism Imbizo in Secunda, Mpumalanga on 17 April 2021.

During this visit, working together with SANRAL and Trans African Concessions (TRAC), the minister will showcase how public private partnerships within the roads infrastructure industry benefit road users and local communities through the construction and expansion of the national road network. SANRAL and TRAC have a long-standing partnership to maintain and improve the quality of the National Road 4 (N4) network.

The minister’s visit will also showcase the role of infrastructure development in South Africa's Economic Reconstruction and Recovery Plan, as announced by President Cyril Ramaphosa.

The Imbizo in the Gert Sibande District Municipality provided a platform for the Minister, the executives from the province to engage with the community on the initiatives and opportunities that exist in the Tourism sector for the youth, women, people with disabilities and SMMEs. Attendance was limited to 150 people comprised of youth, aspiring entrepreneurs, and women and was conducted in strict adherence to COVID-19 health protocols.

The Imbizo was preceded by a career exhibition and a visit to a gender-based violence centre.

This initiative was supported by other spheres of government from provincial departments, legislature and local government institutions, tourism entities through the District Development Model (DDM).
