R1.2bn funding for tourism sector put on hold amid threat of court action By Zainul Dawood

Picture: Thobile Mathonsi/African News Agency/ANA THE R1.2 billion Tourism Equity Fund (TEF) has been suspended after two organisations threatened to take legal action against the criteria that will be used to award funding to applicants. The Covid-19 pandemic brought the tourism sector to a grinding halt. The fund, established by the Department of Tourism in partnership with the Small Enterprise Finance Agency, is a mechanism to provide a combination of debt finance and grant funding to facilitate equity acquisition as well as new project development in the tourism sector by black entrepreneurs. Tourism Minister Mmamoloko Kubayi-Ngubane said she had received a letter from attorneys representing trade union Solidarity and nongovernmental organisation AfriForum.

The code prescribes a formula of allocating points for BBBEE compliance. Kubayi-Ngubane has called for enterprises that qualify to continue to apply. She said that B-BBEE was never designed to exclude established businesses or South Africans but to level the playing field in the economy.
Kubayi-Ngubane said the letter demanded that the operationalisation of the fund be suspended claiming “it is exclusive on the basis of race, and discriminates without any legal or justifiable basis”.
President Cyril Ramaphosa said many jobs in the tourism and associated sectors in the value chain had been shed. According to Ramaphosa, tourism directly accounts for 2.9% of South Africa’s GDP and 8.6% indirectly. It supports about one-and-a-half million direct and indirect jobs.

Solidarity spokesperson Morné Malan said the government needed to reach out a hand to these businesses and support them, rather than abusing this opportunity to promote their racial ideology. AfriForum spokesperson Monique Taute said the government had a responsibility towards all citizens as everyone in the tourism industry was currently in urgent need of help. “The government cannot use a pandemic as an excuse to promote transformation while all South Africans are suffering,” Taute said. YOUNG LEADERS ACCESS PROGRAM 2021 APPLICATIONS OPEN The Young Leaders Access Program is a year-long program that prepares young people, 18 to 26, to become leaders of change in their communities through leadership development, global citizenship, selfawareness, and vision planning. The YLP team, mentors, and mentees all work together to impact communities through innovative ideas and concrete projects, hence truly accomplishing the purpose of Local Change Through Global Exchange®. Given the situation with the COVID-19 worldwide pandemic, the YLP team is implementing the program to fully virtual through e-
modules, Zoom discussions, and virtual one-on-one learning between mentors and mentees. Young Leaders Access Program 2021 begins with the Community Needs Assessment, a 2-month community needs mapping project that prepares young people to better understand their own local community. After the community needs assessment, Young Leaders participate in a 3-month intensive Virtual Program that helps them become leaders of positive change in their communities. After Virtual Learning, participants spend 7 months developing their action plans with support from alumni mentors.
Community Needs Assessment The Young Leaders Access Program begins with an intensive community mapping project and community needs assessment, where Young Leaders will be provided with the tools and knowledge to assess their own community. This phase is implemented prior to starting the Virtual Learning portion, as it will provide the young leaders with a better understanding of the needs of their community. (2 months) Project Development Through Virtual Learning Participants come to the
Young Leaders Access Program with an idea of a community issue they want to address. Vision planning is the process of transforming passion into a concrete, tangible plan for change. Through online sessions with speakers, discussions, emodules, and assignments, participants will be able to put their local issues into a larger global context while understanding why they are in a unique position to make a change in their community. Participants will also determine which tools and skills can be applied to an actionable plan. (3 months)
Ongoing Support To further develop and execute their actionable plans, Young Leaders are paired with alumni mentors, who will guide them during the Virtual Program toward creating an actionable plan. During the year, alumni mentors support participants by facilitating quarterly “hangouts” and ongoing remote communication. Alumni mentors undergo customized training prior to the start of the program in order to support team building and cultural competency among the diverse group of Young Leaders. (7 months)

MDDA PAYS TRIBUTE TO THE LATE MINISTER IN THE PRESIDENCY JACKSON MTHEMBU The Media Development and Diversity Agency (MDDA) joins South Africans in mourning the passing of Minister in the Presidency, Jackson Mthembu. The news of his departure have left us extremely shocked and devastated. In the passing of Minister Mthembu, South Africa has lost one of its most dedicated and greatest leaders. It is very hard to find the right words to pay a fitting tribute to such a remarkable servant of the people, save to say he was a gallant, selfless, dedicated and passionate leader whose heart was firmly rooted in the upliftment of the vulnerable, marginalised and disadvantaged. For him, the principles of Batho Pele were a part of his whole being. He lived and breathed these principles. He affirmed for us the goodness in humanity and leadership. With his open leadership style, Minister Mthembu believed in always being accessible to and personally interacting with those that he led and worked with. As the Agency's political principal, Minister Mthembu had a steely resolve in promoting and advocating for
media development and diversity. He always, without fail, emphasised the critical role of community and small commercial media in the battle of ideas, freedom of expression and media freedom. He was therefore deeply concerned that the sector is facing an unceasing battle for survival, particularly those serving poor rural communities. In these areas, the existence of a local media project is often the community's only access to the media. In his various interactions, Minister Mthembu always gave voice to the sector's growing plight in the face of advancements brought by the 4IR, severe undervaluing of community media and reduction of advertising budgets across sectors, amongst others. These sustainability issues were brought into sharp focus with the economic upheavals triggered by the Covid-19 pandemic. With this disconcerting reality, Minister Mthembu impressed upon the MDDA to prioritise and ensure that a community media sustainability model is realised and implemented. His sudden departure comes at a time that plans are afoot to
commence a comprehensive research in this regard. Since his appointment, Minister Mthembu committed to bring stability to the MDDA through filling the long-standing board vacancies and the appointment of a permanent CEO. At the community media sustainability consultative conference held in August 2020 he said, “As promised when I was appointed to this responsibility and at my first interaction with the sector, I stated that I will prioritise installing leadership stability at MDDA. As you all know by now, Parliament has completed the process of appointing the board members for the existing four vacancies and will be initiating the process for the upcoming two vacancies in October 2020. I instructed the Board to prioritise the appointment of the Chief Executive Officer (CEO) and that was achieved, MsPotye is now the MDDA CEO.” Minister Mthembu was indeed results oriented and it therefore came as no surprise that he committed himself to being at the forefront of the MDDA fundraising strategy. This saw the Minister vigorously engaging with the
private sector and international funders; efforts that were targeted at improving the Agency's capital base in order to increase funding for MDDA beneficiaries, especially print and digital media projects. He was also a constant feature at the Funders Breakfast, an annual event held with current and prospective funders on MDDA key interventions, to report on previous funding commitments and present future projects for consideration. It is often said that true leaders are in the service of their people. They act with integrity and in the process establish trust. They genuinely value their people which then results in loyalty. True leaders are in the service of assisting people realise their full potential and in so doing inspire excellence. Minister Jackson Mthembu was a true leader. While he never shied away from constructive criticism and robust debate, his real power was rooted in his humility. This enabled him to act decisively, compassionately and ethically; thereby cementing himself as a distinguished leader, who had the ability to navigate any
engagement, lead the government communications machinery and take public criticism with the greatest finesse and grace. It may seem hackneyed to say that Minister Mthembu will be missed or that he went away too soon; but it is true. As the MDDA and community media sector, we are indeed left poorer by his sudden departure and will miss him dearly. With the setting of the sun on a life well lived, our unshakable responsibility is to carry the baton and forge ahead towards building a resilient and sustainable community media sector.
