Corona Catholicity Dear writers/intellects/friends, The title of this article – Corona Catholicity – has no bearing, of course, on religion. Catholicity means universa lity; Catholicism refers to the traditions and practice of the Catholic religion. Today – the 22nd of April – marks a month since the commencement of the national lockdown, which effectively

began with the so-called ‘Janata curfew’ on Sunday, March 22nd. Since then there has been no reprieve.

don’t know. Even satellite images cannot help us here. There is no doubt that the lockdown has caused incalculable hardships to the poorer segments of society in general and the migrant labourers in particular – their numbers running into tens or even hundreds of millions. Those in a somewhat better financial situation are also severely hard-pressed. They may possess enough resources to feed their families – but what if they employ workers who depend on their salaries for a living? If they are running small-scale industries, are they morally obliged to continue to pay their workers after their factories have been closed?

As we move into the second month of the nationwide lockdown, it is worth reflecting how far the strategy has been effective. The question is far from easy to analyse because there is no way by which we can inspect the other side of the picture – just as there is no way we on earth can see the far side of the moon (which always presents the same face to the earth). It is true that space technology now enables us to view satellite images, but the analogy holds good regardless.

This is just one example of the kind of ethical dilemmas that people have to face as a result of the lockdown. There are many other such ethical dilemmas in the current environment – I may go into this issue in another article. Champions of the government’s policy have argued that but for the lockdown, the number of corona-positive cases in India would have run into millions (instead of the current figure of about 20,000). Precisely how they arrived at this estimate is not elucidated.

What would the situation have been like if there had been no lockdown? We just 16 Veez Konkani


Dear friends, I would like to share some of my own thoughts on this subject. Let me first mention that the experts often warn the public that though the number of confirmed COVID cases in India is currently about 20,000, the actual figure may be far greater as it is obviously impossible to test everybody. But the point that I would like to make is that the actual number of coronapositive cases is not in itself of primary importance. What is of importance is the number of fatalities – which currently stands at about 600 (in India). Assuming that the number of coronavirus cases is 20,000, this implies that about 3% are likely to succumb to the disease. But assuming that the number of positive cases is actually three times greater – 60,000 – this means that only 1% will succumb. Another very important point that few people comment on: the number of recoveries is at least five times as large as the number of fatalities. How did the corona-positive patients recover? These patients may have been quarantined, but obviously the quarantine was only to ensure that the virus was not transmitted to others. It had no effect as a cure.

In fact, as there is no known medical cure for the virus, it follows that the patients’ own immune systems triumphed over the virus in course of time (in perhaps as little as two weeks). And once the patients recovered, the antibodies created by their immune system would serve as an in-built vaccine from any future attack of the virus. What about those who succumbed? Apart from the low probability, it should also be borne in mind that most of these persons were already suffering from other ailments such as hypertension, diabetes, cardiovascular weaknesses, etc. This being the case it is somewhat unreasonable to attribute their deaths to the corona-virus alone. Why magnify this tiny creature into a superstar? Dear friends, in the light of the thoughts I have just shared, I am now going to postulate a theoretical situation. This current phase of the lockdown is due to end on May 3rd. If the virus is still unconquered a new phase may begin – and these phases may extend into the indefinite future. If the lockdown is still in force at the time of the next general election, the current government will presumably continue at the helm for the next five years.

But instead let us assume that the lockdown is lifted at the end of the current phase on May 3rd. Obviously, the virus will still be around. What if it starts to spread? What is the worst that can happen? Pessimists predict that in the absence of a lockdown the number of affected people may run into millions. The population of India is currently about 1.35 billion. I am going to assume the role of the champion pessimist of all – and postulate that the entire 1.35 billion people – from the richest of the rich to the poorest of the poor – will be coronapositive. Or, if you prefer, let us assume that the entire world population of 7.8 billion will be corona-positive. It will be a case of ‘universal corona-infection’ or ‘corona catholicity’.

Let us now return to our hypothesis of corona catholicity – a state in which everybody without exceptions is infected with the corona virus. Well, the first point to remember is that a number of persons will be asymptomatic. Presumably, the immune symptom in their bodies keeps the virus in check and prevents it from translating into symptoms such as coughing, sneezing, fever, etc. Now here is the good news! In a world of corona catholicity, nobody need fear the ‘aymptomates’. They cannot transmit the virus to anybody – as everybody is infected anyway!

What is going to happen next? A little digression: This corona era has brought into focus a number of words and expressions that may otherwise be used only rarely. One of these is the word ‘asymptomatic’. In its simplest sense, it is simply the opposite of ‘symptomatic’, that is, ‘not exhibiting any symptoms’. But in the context of contagious diseases, it takes on a far more sinister

And so the ‘asymptomates’ can simply go about their daily routine. But what about those who are not asymptomatic? If we must coin a word to describe such persons, we could try ‘an-asymptomatic’ as the simpler word ‘symptomatic’ has other meanings. Hospitals will not be equipped to deal with large numbers of an-asymptomatic patients. But this is nothing new.

‘Hospitality’ is a relatively modern phenomenon. In the 19th century, there were few hospitals to treat victims of plague, cholera, etc. Most simply rested in their own homes. Likewise, anasymptomatic patients of the corona-virus can simply rest in their own homes. There is no need for them to be hospitalized or quarantined. As the virus has no medical cure, hospitali zation is pointless anyway. As everybody is infected, quarantine serves no purpose either. In their own homes, they can be looked after by asymptoma tic relatives and friends. As statistics have indicated, most will eventually recover. And once they recover, they will in all probability be immune to any further attack of the virus. No doubt, some will succumb. As statistics suggest, the percentage who succumb will be about 1% to 3 %. In a country such as India with a population of over 1 billion, this means that about 10 to 30 million will succumb (that is, if everybody in the country is infected with the virus) – but it should be remembe red that the number of people who die every year due to commonplace ailments such as heart disease, strokes, cancer, etc, is also around this figure. The corona virus may only accelerate their departure into another (and

hopefully better) world – where they were expected anyway. To summarise: ‘universal coronainfection’ or ‘corona catholicity’ is not as an insurmountable tragedy. At any rate, it is probably no worse than an indefinite lockdown. Dear friends, I have gone into these theoretical speculations partly in lighter vein. You may regard it, if you wish, as a flight of fantasy. Even in the absence of a lockdown, the possibility of the entire planet becoming corona-positive is exceedingly remote. There are probably a large number of persons in the world whose immune systems are strong enough to resist the virus – and even otherwise, there are likely to be many other natural factors that might curb its spread. But if what I have just speculated is a flight of fantasy, it does serve a purpose. In the midst of any crisis, it often helps to imagine the worst that can possibly happen. And it may come as a pleasant surprise to realize that the worst that can happen is not too bad after all. On the other hand, if the government feels that the only way to ‘win this battle’ is to maintain the lockdown until the virus is 100% eradicated, then there is a very real possibility that the

lockdown may extend into the indefinite future. And all the while millions will die, either of malnutrition or of other factors arising from the imposition of the lockdown. And on a lighter note, many male members of society, unable to visit their hairdressers, will soon be resembling wild men of the jungle. I will conclude with a message of a far more practical and enlightening nature. It is an Easter message from Archbishop Lawrence Saldanha of Toronto. He had sent it to me on Easter Eve – and I had tried to forward it the next day. But my gmail server has its limitations, which is why I now space out all my communications by intervals of at least a week. As I had sent a mail to this forum just two days earlier – Good Friday – contrasting the corona-virus to the crown of thorns, my gmail server played up on Easter and all the mails came bouncing back to me. Today, April 8th, the Jewish Feast of Passover, begins with the special meal called Seder. Families usually get together, but not this year. So also the three sacred days of the Christian calendar called the holy Triduum (Holy Thursday to Easter Sunday) will not be celebrated publicly this year. According to the experts, the current week is the worst week of the outbreak of this deadly disease and will bring more deaths and sorrow. Yet in this apocalyptic scenario, there is a light at the end of the tunnel. It is the light of the Paschal Candle that is lit on Holy Saturday and symbolizes the Risen

This great visionary, who was born in 1891, contributed immensely to the country. He was an economist, jurist, social reformer, politician and scholar par excellence. Ambedkar was against every form of discrimination and fought relentlessly for the rights of Dalits and other underprivileged sections of society. As the main architect of the Constitution of India, he left no stone unturned to ensure that we have a Constitution based on justice, liberty, equality and fraternity of all. In his last speech to the Constituent Assembly on 25 November 1949, he emphatically said, “We must make our political democracy a social democracy as well. Political democracy cannot last unless there lies at the base of it, social democracy.” More than at any time else, India desperately yearns today for an Ambedkar in her midst. April 14, 2020: New Year Day! It is a day on which we once again celebrated India’s cultural diversity and rich pluralistic traditions. It was ‘New Year’s Day’ for so many different people of our country; it was ‘Puthandu’ for the Tamils;

‘Pohela Boishakh’ for the Bengalis; ‘Bohag Bihu’ for the Assamese; ‘Pana Sankranti for the Odias; ‘Vishu’ for the Malayalees. It is the first harvest festival for several in Northern, Eastern and Southern India. This year however, the pandemic was a great dampener; nevertheless the prayers of all, were for a brighter year ahead. April 14, 2020: Baisakhi! Though it began on the previous day, it continued on to the next. A true festival of spring celebrated both by the Hindus and Sikhs in Punjab. It also marks the solar New Year. For the Sikhs, it is the day on which the Khalsa way of living was born. The festival commemorates the formation of the Khalsa panth of warriors under Guru Gobind Singh, the tenth Sikh guru, in 1699. Significantly, be it to the protestors in Shaheen bagh earlier or now to the migrants affected by the pandemic, the Sikhs have been reaching out with love and generosity to those who are most in need, through their ‘langars’ and other acts of charity. April 14, 2020: The Prime Minister spoke! Once again and for the fourth time since 19 March. PM Modi told the nation that the lockdown would continue till 3 May! He congratulated all for their efforts and said that all should observe a seven-point programme. The address was high on rhetoric and emotion (Modi is a master speaker in

Hindi and knows how to garner empathetic support).However, his words woefully lacked substance and a direction for a nation in crisis. There was no plan to deal with the millions of migrant workers who are stranded all over the country because of the sudden lockdown from the night of 24/25 March; there were no plans for the small farmers or for that matter the SMEs; not a word of increasing the Testing Centres or for the procurement of testing kits or ensuring that the Doctors, nurses and caregivers would be protected and kept safe with the necessary Personal Protection Equipment (PPEs) and other medical safeguards. Again no mention of other vulnerable groups, be it the police personnel on duty or for that matter the old and sick, women and children. (Ha! the people of India were told that they had to respond to those in need!). No direction to the Banks or other financial institutions. Above all in the interest of transparency, the PM should have told the nation how much money has already been collected in the special fund he has created and for the purposes it is being utilized for at the moment. In short, it’s the people’s responsibility only! April 14, 2020: The Surrender of Human Rights Defenders. Gautam Navlakha and Anand Teltumbde surrendered to the

National Investigation Agency (NIA) on blatantly fabricated charges in the context of the Bhima-Koregaon violence of January 2018. Some others are already in jail on similar charges. Both wrote open letters before their arrest. Teltumbde said, “at the fag end of my life, I am being charged for the heinous crime under the draconian Unlawful Activities (Prevention) Act. An individual like me obviously cannot counter the spirited propaganda of the government and its subservient media. The details of the case are strewn across the internet and are enough for any person to see that it is a clumsy and criminal fabrication”. In his letter Navlakha wrote “I can now begin to face the actual legal process, which accompanies cases where provisions of Unlawful Activities (Prevention) Act are invoked. Such Acts turn the normal jurisprudence upside down. No longer is it the axiom that “a person is innocent unless proven guilty’. In fact, under such Acts, “an accused is guilty unless proven innocent”, Draconian provisions of UAPA are not accompanied by stricter procedures regarding evidence, especially electronic, considering the stringent punishment provided for under the Act; the procedures, which otherwise provide tighter rules regarding evidence, are instead made elastic, Under this double whammy, jail becomes the norm, and

bail an exception. In this Kafkaesque domain, process itself becomes punishment.” Navlakha and Teltumbde together with the others languishing in jail, are symbols of resistance in India; of people who are determined to preserve all that is sacred and good in the country. At the same time, it shows the abysmal levels those in power can stoop to and how pliant the judiciary has become today. April 14, 2020: Freedom of Speech Throttled. Well-known journalist and the founding editor of the web portal ‘The Wire’, Siddharth Varadarajan was expected to appear in Ayodhya after an FIR was filed against him. The Uttar Pradesh police had booked Varadarajan earlier this month over comments on twitter, claiming that the day the Tablighi Jamaat event was held in Delhi, Yogi Adityanath had insisted that a Ram Navami fair will take place as usual. The FIR also mentioned his remark questioning Yogi Adityanath's participation in a religious ceremony at the Ramjanmabhoomi site in Ayodhya during the nationwide lockdown to contain the spread of coronavirus. More than 3,500 leading media personalities and others from civil society released a powerfully-worded joint statement condemning the action of the UP police, stating that ‘The Wire’ could not be

charged as it had done an "entirely factual story on COVID-19 and religious events”. The statement went on to add, "This attack on media freedom, especially during the COVID-19 crisis, endangers not just free speech, but the public's right to information." Because of the lockdown, Siddharth expressed his inability to be present in Ayodhya, so in a last moment ‘saving-their-face’ act the UP authorities agreed to accept his side of the story by email. The case is not yet closed! April 14, 2020: The Plight of Migrants. Thousands of migrant labourers congregated at the Bandra Railway Terminus in Mumbai hoping that some trains would be made operational to take them back to their towns and villages in northern and eastern India. It was indeed a pitiable sight to see the footage on the electronic and social media: despair and starvation written on their faces. Ever since Modi first announced the national lockdown with just about a four-hour’s notice on 24 March, the plight of the migrants issue has been a ticking time bomb. Rail and public transportation is suspended. They are far away from their homes with no work, no food and without any daily wages. Some of them began a long, long walk of hundreds of miles with their meagre possessions, a few days
