We don’t like to think of healthcare as a profit-driven and competitive service, but it is, with all the strategic considerations and access points necessary for other types of services. With new regulations and an enhanced role of technology, the game of healthcare real estate is changing, and this evolution is forcing a progression of how we plan our communities, where we go for care, and the interests of those who care for us. By Josh Newby Hundreds of years ago, nurses and doctors would come to the patient’s house to diagnose and apply treatment. As the country became less rural and centralized health services became more economical and realistic, the model changed to one where clients and patients would travel to visit care providers. Services became decentralized and increasingly expensive as insurance and other considerations further complicated the equation. When the implementation of the Affordable Care Act (ACA) has come a centralization of services. Fee-for-service became pay-for-performance and value-based medicine, a system that measured quality outcomes and focused on population and preventative health. With these changes has come a renewed focus on customer service and more patient access points throughout the community. Heightened insurance regulations and the influx of public funds means that institutions must remain competitive in a market where costs are more transparent and providers can be compared and contrasted to other providers. Healthcare real estate is one of the best ways hospitals and healthcare organizations can better engage with clients. The focus on standardization, consolidation and integration has forced a renewed appreciation for planning, creating, optimizing and maintaining healthcare real estate. That is where organizations like Catalyst CRE come in. Catalyst is a locally based health-
care real estate boutique focused on healthcare administration, real estate brokerage and development, and facility and property services. With a focus on improving efficiencies, they let the providers provide and take it upon themselves to handle the rest. “We work on understanding the providers and what their business and clinical strategy is,” said CEO Chad Henderson. “We learn what the endgame is and help them meet their goals.

We help them implement accordingly.” The first step of healthcare real estate, as with other real estate and nearly any business venture, is to plan. Catalyst uses demographic and healthcare analytical data to introduce evidence-based decision-making into the process. “Hospitals used to just be
hospitals, but now they are embarking on an employ-physicians model,” said Henderson. “They are destination-oriented and want to make a certain geographical footprint.” Organizations like Catalyst help their clients find a location where their services are in demand the market is growing, while helping to manage cash flow requirements. “You don’t want your patients to have to travel too far to see you, or they may choose another provider,” said Henderson. “We strategically place healthcare access points throughout a certain geographical area. Used to be, everyone went to a hospital for care. But, in a truly integrated model, you have multiple satellites orbiting that hospital and working in coordination with one another.” Through EMR (electronic medical record) systems, you can go to one location and access a wealth of different opinions, varying modalities of specialization, and improve the efficiency of all of the above. The next step is to create. Whether it is a completely new development, construction management services, or simply leasing and acquisition of existing properties, healthcare real estate is big money. “We will provide third-party capital to essentially lease new or existing facilities to a provider,” said Henderson. This type of real estate, called acquisition lease-backs, has been a big success in various parts of the state. Catalyst is actually about to close on a $17 million deal on five buildings in central Florida. Essentially, a group will sell existing buildings to Catalyst, then use that money to grow other competencies within their existing model. By using third-party developers, healthcare institutions can save their capital resources for acute care needs and focus their attention on achieving key goals, instead of getting caught in the weeds of regulation and maintenance. On the development side of all this, knowledge of the area and
patients is crucial. A women’s and children’s access point, for example, is going to be completely different than a cardiovascular institute. Working to capture a certain segment of a patient base requires foreknowledge of that base. “It’s all about feeding the market and out-positioning competitors,” said Henderson. “A large hospital can obviously serve a large footprint, but specialty providers create a niche in the market that maybe hospitals cannot service. So, they will absorb these smaller access points through physician acquisition.” After creating new develop-

Healthcare real estate is big business, and it’s getting bigger. Along with higher education and government, healthcare
ments and partnerships, Catalyst seeks to optimize existing patient services. The organization is currently working with Louisiana Heart Hospital, for example, to do just that. Through property management, brokerage and lease administration, services such as Catalyst allow hospitals and healthcare providers to focus on what they do best—patient care—and leave the day-to-day paperwork for the professionals. The final step in healthcare real estate is maintenance. Not surprisingly, these facilities must adhere to detailed regulatory requirements, both in the nuts and bolts of the building itself and in emergency response plans and information technology. Because of unique building sterilization and filtration needs, coupled with heightened adherence codes, it is increasingly attractive for providers to out-

These new patients have less doctors to see them than in past years, as physician retirees vastly outnumber new graduates. Henderson admits that he came into the business at a perfect time, with an aging population that requires more health services, advances in technology that allow for medical procedures to be done off-site or out-patient, and a tighter office market as the rest of the construction industry slumped in 2007 and 2008. In 2015, more than 8.8 million square feet of medical office space was developed in the United States. Florida is just one small—but growing—piece of that pie.

UWF alumnus Anthony Pelezo gifts $100,000 to football program Alumnus and community advocate, Dr. Anthony Pelezo, will donate $100,000 to the football program at the University of West Florida. To recognize this generous gift, the UWF Department of Intercollegiate Athletics has dedicated a space in the Athletic Operations Building to be named in his honor. This gift is also representative of Dr. Pelezo’s membership in the Football Founders group and the UWF Sword and Shield Council. Dr. Pelezo, a Pensacola native and 1986 graduate of UWF, practiced emergency medicine for 12 years before transitioning to a career in health care finance. He credits the attention from his professors as a major reason why he chooses to give back to his alma mater. “I had a significant foundation that I needed to build, and I had
some professors that really took an interest in my success,” he said. “One was Dr. Judy Bense, who was my History of Anthropology professor at the time. She was my toughest teacher, and probably my most valuable teacher in terms of teaching the type of dedication, focus and level of effort it was going to take to succeed. “Another was Dr. Charles D’Asaro in Developmental Biology,” he continued. “He was just outstanding, and he represented the type of focus my professors gave me when I was at UWF. I really felt like they had a vested interest in seeing me succeed. In no small way, I feel like I have to pay that forward. It is in part a responsibility, and in part something I simply want to do.” A fan of all college sports, Dr. Pelezo believes that the develop-
ment and success of the football program will help to build the entire athletic department, which, in turn, benefits the community at large. “There is a direct and indirect impact on the community,” he explained. “The football program will help businesses. It will attract more students. It will help with the growth of the university and its overall success.” Dr. Pelezo’s $100,000 gift will assist in startup costs for the team, which is set to begin its inaugural season in September 2016. “My heart is in building future leaders for this community and attracting people to this area,” he said. “The University is an important part of this community, and it will remain an important part of this community. I’m really thrilled to be a part of this.”

FDOT Reminder on Campaign Sign Regulations As election season gears up across Northwest Florida, the Florida Department of Transportation (FDOT) is reminding all citizens that state law prohibits political signs on state right of way. In Section 479.11(8), Florida Statutes provide that no signs shall be erected, used, operated, or maintained on the right of way of any highway on the State Highway System. Political signs placed on state right of way will be removed by FDOT staff and placed at one of the department’s operations centers. FDOT personnel will make reasonable attempts to preserve campaign signs that are taken down and to provide campaign offices an opportunity to claim the signs.

Build a Bridge and Get Over it! The Generation Gap, I Mean. By Ari Bures
I
t comes up every time there is a disagreement, and almost always in the workplace or a political discussion: “You’re of that generation where (insert misunderstood pontification here)…” After that statement bomb is dropped, let the fur fly! Now, this is not a “Can’t we all just get along?” soapbox. This is an insight into the nuts and bolts of the three generations in the workplace and what it is going to take to effectively bridge the generation gap, thus creating an environment that runs like a well-oiled machine. Back in Their Day… Let’s start with the Baby Boomers (1946-1964). What they witnessed in the world as the grew up was the Vietnam War, the Kent State Massacre, the Civil Rights Movement, and the careers and assassinations of John F. Kennedy, Robert Kennedy, and Martin Luther King. Many of them may also have been hippies in attendance at the first-ever Woodstock. They are the children of WWII vets and Great Depression survivors. As they approached adulthood with songs of peace and love right along with their parent’s recollections of the Depression and the War echoing in their minds, mainstream Boomers grew into hardworking and materialistic people-persons! Many of them also have a tendency to identify themselves by what they do (i.e., “Nice to meet you, I’m Ari, and I’m a paralegal.”) Next, we have the Baby Boomer’s children: Generation X (1965-1979). Gen X-ers grew up with front-row seat to the Watergate scandal, the Energy Crisis, the Cold War, and the initial revelation of the AIDS epidemic. This made Generation X the “Down with the Establishment!” institutional-mistrust crowd. Gen X-ers were also of school age when the first desktop computers made it off the
drawing board, making them the first relatively techno-savvy generation. Also, I can certainly recall this as well as a late-stage Gen X-er myself, they wanted their MTV and getting a load of the Boy George and David Bowie drag shows shaped them into a pretty open-minded crowd. Growing up in the go-getting 80’s also inspired them to be hard working and goal oriented. Finally, since the 70s gave way to Women’s Liberation which resulted in working mothers and two-income households, most Gen X-ers were latchkey kids. They let themselves in when they got home from school prepared their own after-school snacks. This led to most of Generation X being independent-minded and not really receptive to being team players. Our newest wave of young adults in the work force is the Millennials (19802000); The Gen X-er’s kids. Millennials today are getting such a bad rap for the narcissistic and entitled adults they are perceived as, and it’s all because of what they were exposed to as they grew. The misguided do-good advent of “rewards for showing up” that marked the Millennial school experience really diverted any messages being sent about contribution and earning. Most Millennials come from institutionally-suspicious GenXers, who as a result of all the unforeseen public violence of the bombings of the Murrah building in Oklahoma City, and Olympic Games in Atlanta, the school shootings at Jonesboro and Columbine, and worst of all, the attack on American Soil on September 11, 2001 became their helicopter parents! (I am guilty of this myself! I attended the speech on human trafficking, can you blame me?) Millennials also grew up right along with technological advancements such as texting and social media and are very good with gadgets big and small. However, this also means that their attention spans and
people-skills leave a bit to be desired. It isn’t Just about the Paycheck… Growing up with lots of siblings in close-knit neighborhoods, Baby Boomers appreciate a work environment that is family friendly and has a good work/life balance. They want to be rewarded for loyalty and performance, and since they came before the desktop computer, they gravitate towards underwhelming and beneficial technology. What motivates Boomers in the workplace is recognition for their contributions and being looked to as a source of guidance and leadership. They enjoy being challenged and consulted in the decision making process. After they watched Richard Nixon deny being a crook in his impeachment speech, Gen X-ers look for institutions with integrity. A work/life balance and room for professional growth are also something they look for. They appreciate being rewarded for performance, and are motivated by constant communication and career development. Between an unpredictable and dangerous society and their helicopter parents, their school experience served as an overly-cushy buffer complete with “participation trophies” that were passed out to kids who at the very least, showed up; and softened boundaries between teachers and students (Some public schools refer to teachers and students alike as “friends.”) Millennials look for workplaces that are fun, casual, safe, and where the person in charge is always within reach to give them feedback, and recognize and appreciate their presence. They are motivated by a consistent engagement and feedback, as well as rewards. Tend Your Own Garden A work environment fraught with confusion, miscommunication, the blame game, and overwhelmed and burned out employees heading for the revolv-
ing door is something that happens on its own. No matter what generation your team comes from, hard work, dedication, loyalty, integrity, trust, and respect are traits that have to be taught and nurtured. Inspire a “growth mindset”, that failure is a bump in the road, and not the end of the road. Skills are not something you either have or do not have, they can be learned and developed. Ditch the idea of “the way we have always done it.” Discourage self-belittling statements like “this may be a stupid question/silly idea…” Abandon labels like lazy, incompetent, insolent, and rude. Finally, forget about passing the buck by saying “it’s not my fault.” Make the best of what your team has in common as well their differences. Put it all together like puzzle pieces. Baby boomers are engaging, just as Millennials like to be engaged. Millennials can teach Baby Boomers how to master the technology that they feel overwhelmed by. The great communicators of Generation X can give Boomers the recognition they want, and give Millennials the feedback they look for. Children are the Future As I write this, I find myself thinking about my son and the young children of my friends and colleagues (Generation Z, perhaps?) Look at what they are surrounded by: The “Anti-Vax” Movement, the Common Core curriculum, the immigration crisis, threat of ISIS, marriage equality, single parent homes, the firstever black President, the Affordable Care Act, apps for everything, and the list goes on. My little boy is 3 and already knows how to navigate YouTube on a desktop computer, and on his very own tablet. However, good manners and teaching them early are making a comeback. He once approached me while I was at the computer and asked “May I have baby’scomputer please, ma’am?”

NEWS SERVICE OF FLORIDA HAS: FIVE QUESTIONS FOR KENNETH FEINBERG By DARA KIM THE NEWS SERVICE OF FLORIDA Lawyer Ken Feinberg has been involved with some of the nation’s worst tragedies. The Washington, D.C.-based attorney served as the special master for the September 11th Victim Compensation Fund, and as claims administrator of relief funds for victims of the Boston Marathon bombing; Aurora, Colo., movie theater mass shooting; and the Virginia Tech attack. Feinberg is now lending his expertise to the city of Orlando, where he is consulting on the OneOrlando Fund --now totaling more than $6 million --- established to aid victims and families of the June 12 massacre at Pulse nightclub, the worst mass shooting in the nation’s history. A gunman killed 49 people and wounded more than 50 others before he was killed by police. Feinberg is no stranger to Florida disasters. He served as the claims czar for a $20 billion victim compensation fund set up by BP in response to the 2010 Deepwater Horizon oil spill. In a recent telephone interview, Feinberg said that he will not get paid for his work --- or travel expenses --- associated with the Orlando compensation fund.
The Orlando job “is strictly a public service that I’m offering at the request of the mayor of Orlando and others,” he said. The News Service of Florida has five questions for Feinberg: Q: Of all the tragic events that you’ve been involved with, which one was the most difficult for you personally? FEINBERG: Clearly, my administration of the Sept. 11th Victim Compensation Fund. That one involved 3,000 dead as a result of traumatic horror. That will always be, I think, the most debilitating and stressful of all of these programs. (Nothing we’ve ever seen had the magnitude of that event. Apart from that one, then?) I would say the second, surprisingly, was the BP oil spill fund. That involved 1,200,000 claims from 50 states and 35 foreign countries. The sheer volume of the claims program made it extremely challenging. Q: What criteria do you think should be used to determine eligibility for the Orlando victim compensation fund, and what criteria do you think should be used to distribute the funds for those deemed eligible? FEINBERG: How much money do you have? That’s the key. Eligibility and allocation of financial resources are tied to the total amount of money available
FLORIDA CONFIRMS FIRST ZIKA-TIED BIRTH THE NEWS SERVICE OF FLORIDA Florida has its first confirmed case of an infant born with Zika-related microcephaly, a birth defect in which babies are born with abnormally small heads and incomplete brain development. The Florida Department of Health announced Tuesday that the mother had contracted the mosquitoborne virus while in Haiti. The mother traveled to Florida to give birth, officials said. Gov. Rick Scott, who met with health officials in Palm Beach County on Tuesday, used the news of the state’s first Zika-related birth to press the federal government for more support. Scott planned to attend a second roundtable discussion regarding Zika at the Duval County Department of Health in Jacksonville Tuesday afternoon. “Now that a baby has been born in our state with adverse impacts from Zika, it is clear that every available resource is needed to prevent local transmissions in our state,” Scott said in a press release. According to state health officials, babies with microcephaly often have a range of problems including developmental delay, intellectual disability, problems with movement and balance, hearing loss and vision prob-
lems. Scott on Tuesday also asked the federal Centers for Disease Control and Prevention to host a conference call with Florida health care professionals to discuss the neurological impacts of Zika and how the virus impacts new and expecting moms. Last week, Scott issued an executive order to pump $26.2 million into the fight against the Zika virus. Scott directed state Surgeon General Celeste Philip to oversee distribution of the money to county health departments, local mosquito districts and laboratories for training, mosquito surveillance, and the purchase of Zika prevention kits from the CDC. Scott asked President Barack Obama on June 1 to use his presidential authority to release federal funds to fight Zika. The president sought $1.9 billion in Zika-related funding from Congress, but the House and Senate have been divided on how much to allocate to combat the disease. The House, which initially offered $622 million, on Thursday approved a measure matching the Senate’s $1.1 billion funding proposal. But Democrats and the White House appeared to balk at the House plan, which included provisions unrelated to fighting Zika.
for distribution. The more money you have, the broader the definition of eligibility. And the more money you have, the easier it is to increase allocated amounts. You’re never going to have enough money for everybody. The question is, how do you define eligibility, based on total dollars. That’s the key. (How would you do that? There is $6 million in that fund now. Should that money go to victims directly impacted by the shootings?) What do you mean by “directly impacted”? It seems to me, with $6 million, you’re going to find eligible at least the families of the dead and those physically wounded and injured by the gunman. Now, if you’re going to have more money, maybe you find eligible people who were not physically injured, but were in the nightclub and are suffering mental trauma. If you have enough money, maybe businesses that are closed and have lost profit because they can’t open on that street. Maybe they recover. Maybe people working in those stores recover lost wages. It all depends how much money you have in determining who’s eligible. Q: What’s the biggest hurdle in administering funds like these? FEINBERG: That’s easy. The biggest hurdle in all of these funds is the
emotional toll suffered by the victims and their families. The hard part, the most difficult part of what I do, is not signing or administering these programs. It’s dealing with the emotion that comes with individual survivors and their families and those physically injured, who meet me and vent about life’s unfairness and want to validate the memory of a lost loved one. That’s what’s really difficult. The emotion. Q: Of all of your experiences, which do you think the Orlando Pulse nightclub shooting most resembles? FEINBERG: It most resembles One Fund Boston, the Boston marathon bombing a few years ago. In fact, I have taken the Boston Marathon protocols that we used in Boston to define the terms and conditions of the program. I’ve changed “Boston Marathon” to “Orlando” and the protocol that we are submitting to the public and to the experts in Orlando will largely track the Boston Marathon protocol as well. Q: You’ve been the administrator for several compensation funds for victims of mass shootings. What are your personal views on gun control? FEINBERG: My personal view is there ought to be reasonable restrictions, but what those restrictions are, I leave to the experts. I don’t know.
RUBIO FISHING FOR REVIEW OF RED SNAPPER BAN THE NEWS SERVICE OF FLORIDA U.S. Sen. Marco Rubio, a Florida Republican who chairs the Commerce Subcommittee on Oceans, Atmosphere, Fisheries and Coast Guard, called Monday for the U.S. Department of Commerce to review the decision to close the South Atlantic to red snapper fishing for a second consecutive year. “The economic benefit to my home state of Florida, along with other states that fall under the South Atlantic, cannot be overstated,” wrote Rubio, a candidate for reelection, in a letter to U.S. Department of Commerce Acting Inspector General David Smith. “The commercial sector is tasked with ensuring Americans across the country are able to purchase this spe-
cies, while creating much needed harvesting, processing, distribution and retail jobs. Both small and large businesses along the coast, and throughout the country, benefit from this valuable fishery.” In announcing the commercial and recreational ban would remain in place on May 19, the National Oceanic and Atmospheric Administration Fisheries said the number of red snapper removed from the population in 2015 --- despite the closure that year --- exceeded the mark set for the South Atlantic waters. The federal agency had placed an acceptable number of red snapper removed from the population in 2015 at 114,000, but an estimated 276,729 were removed, according to the May 19 release.
