Winning Takes Planning, Strategy and Teamwork I’m not a diehard car-racing fan, but the unlikely win of rookie Alexander Rossi in the recent Indy 500 certainly captivated me. to recognize that we will also have losses, and to be open to those as well. Otherwise, we’ll fail to take the kinds of risks that Rossi did and lose opportunities in the process.
How did a 24-year old American, a 66-1 long shot, outsmart a handful of drivers who had far more dominant cars and years of experience? According to ESPN, “Rossi stretched his final tank of gas 90 miles to cycle into the lead as others had to duck into the pits for a splash of fuel in the waning laps.” I got to thinking about Rossi’s win and what it can teach us here at BATC.
Have a Strategy
Throw Off the Expectations As a rookie with little experience on the course, there were certainly no expectations of Rossi. This freed him to make decisions without the burden of criticism. It gets harder to do this once you’ve had wins. But the lesson is clear. Keep an open mind. Don’t get trapped by the pressure to win. Be willing to take risks. You will win some, and lose some, but it’s vital to create a culture where experimentation and innovation are valued. BATC has been fortunate to enjoy several wins over the past few years – awards from NAHB; the sprinkler victory; Housing First victories in 2014. But it’s important

As the race wound down, Rossi and his team in the pit assessed the situation and confirmed their strategy – don’t stop for fuel. Take the risk and employ the strategy to the finish. Even had he lost, Rossi could take comfort in knowing he employed sound thinking and carried out a plan effectively. Team Co-Owner Bryan Herta decided to gamble with Rossi on fuel strategy, and “Rossi understood full well that it was strategy that got him this win,” reported ESPN.

Prune and Focus “I really was focused on taking it one lap at a time,” Rossi told ESPN. It is so easy to get distracted in any endeavor. For BATC, there are so many needs our industry faces, it’s vital that we prioritize. We need strong advocacy representation.
We’re not rookies here at BATC, but we can nonetheless learn from Alexander Rossi. We won’t win them all, but if we throw off expectations, employ good strategy, focus our energy and work as a team, we stand a pretty good shot.

We need marketing for our members. We need opportunities for our members to connect and grow their businesses. We need to recruit young people into our industry. We need a green building program. We need to showcase the great charitable work of our BATC Foundation. We work very hard at establishing priorities through our Strategic Plan and following those priorities. We simply don’t have the resources to be and do everything. Rossi focused and won. BATC seeks to do the same.
Many people probably don’t realize the degree to which auto racing is a team sport. Rossi may have been driving, but for those 500 laps, (and even before the race itself) he was part of a sophisticated team that made good decisions. We work very hard here at BATC to build a powerful team of staff and volunteers, working in concert for the good of our industry. I’ve never worked with a better team in my career and I’m incredibly proud to be part of BATC.
We have a powerful three-year Strategic Plan at BATC that we follow. It may not be perfect (our Board and Staff review it every year to see if adjustments need to be made), but it provides the roadmap for our actions and focuses our efforts.

a word from our president
Mid-Year Review It’s been a busy first six months of my term as BATC President, and I have to admit, it’s been an adventure. I’m amazed at what we’ve been able to accomplish together, and how much fun it’s been to get to know so many more of you. There have been a few challenges, too, but with the help of our leadership and staff, I can confidently say that those challenges are being met.

On the membership front, we’re growing and seeing more engagement, especially from our newest members. Thanks to the membership committee and chair Jill Murphy, we have added a new Mentor program that taps many of our leaders and “old guard” to take new members under their wing. We hope by having a go-to person for everything BATC, that new members will feel welcomed while encouraging them to become active and make best use of all the benefits and resources BATC offers — thereby remaining members for years to come.
I hope you were able to join our BATC Bash membership appreciation event last month to see the new BATC offices. The longoverdue remodel has helped us reconfigure spaces to better serve all of us. Our new “public” spaces are all grouped together at the front of the building, ensuring adequate room for meetings and seminars. The remodeled space presents us as the strong, professional leaders we have become – showcasing residential construction to our coalitions with other business groups as well as invited political leadership. If you missed the Bash, you definitely should stop by one of these days to see the new look, and see how it supports workflow for staff. And if you find yourself in Roseville with a few minutes to kill, we even have a couple of cubicles for you to plug in and get some work done.
I’m excited about a new effort with The Builders Group. TBG has just formed a new Education Foundation, and it has brought together numerous construction associations under the name Construct Minnesota. BATC is well represented. Our Executive Director is chairing the Marketing Committee charged with developing a data-based, multi-year marketing plan leveraging the knowledge, resources and assets of all participating organizations to help students, parents, counselors and policy makers understand the outstanding job and career opportunities in our industry. We’ve only just begun this effort but I’m sure we can and will convince more young people to choose a construction career in the coming years.

Here are just a few highlights I’d like to share with you.
We’ve also discovered that we have more members wanting to serve than we have committee spaces for them to fill. While this is a great problem to have, we definitely want to make sure those who are ready to volunteer their time have a way to do so. With that in mind, we’ve established two new task forces for the BATC Bash member appreciation event and the BATC Buck Auction. In addition, we’ve created a new Workforce Development Committee to work with the TBG Education Foundation and others to highlight the great career opportunities in our industry. If you are interested in any of these three, please let me know.

BATC Foundation I also want to mention our charitable arm, the BATC Foundation. Over the past few years, the Foundation has really stepped up its efforts, and the results are amazing. Our most recent projects included a brand new, mortgage-free home for war hero Marco Solt; and a major renovation on Bluebird House to help make the lives of four medically challenged young men infinitely better (thank you to build partners Accent Homes and Vujovich Design Build). This year, we’ll be completing several more projects designed to help veterans. In April, our Foundation hosted the first of what will become an annual Gala. It was a grand evening of camaraderie, food, drink, entertainment and an auction, and netted over $130,000 for upcoming projects. Add that to the dollars raised during the Spring and Fall Parade of Homes; proceeds from ticket revenue during the June Artisan Home Tour, and the growing Evening of Dreams during the Artisan Home Tour, and the Foundation is well positioned to make a real difference in the lives of families in need.
Political Action With the Fall elections just over the horizon, our Housing First efforts
are really taking off. We truly have become a force to be reckoned with at the Capitol. We’re working hard to put political candidates that are housing champions in office, and we can always use your help. Keep your eye on our weekly e-newsletter, The Voice, for ways you can support our cause. Read more about where we are in the process inside in our Advocacy pages.
Newly Built Homes Make Life Better We’ve also launched a modest digital campaign to consumers between the tours. With the advent of highly targeted online media options, we are able to share key reasons why newly built and newly remodeled homes are the better option. And with some nifty new technology, we’ll be fine-tuning our messages over time, to help deliver key messages that resonate with prospects on an individual basis.

As technology continues to move at the speed of light, we are committed to making our Parade of Homes brand a continued success well into the future — and know that we can only do that if we embrace the digital landscape in which we all find ourselves. In addition, we’re about to reveal powerful research we’ve just conducted on what consumers think of home builders and home ownership. This research will inform development of an overarching message about the importance and significance of home building, remodeling and home ownership.
The Next Six Months
And, on the heels of a very successful year one, we are launching our second Leadership Institute. These graduates are poised to become leaders in their own organizations, and also can be expected to move into BATC leadership roles over the next few years.
As of this writing, we’re still in discussion with NAHB to help us best move ahead after the Builders Association of Minnesota voted down the agreement we had negotiated. We’re looking ahead to successful fall Parade of Homes tours, and

Construct Minnesota Launched Several months ago, BATC brought together 15 associations and organizations to discuss Minnesota’s construction labor shortage and determine the value of working together. Everyone agreed that this is and will continue to be a huge problem for our industries, and something needs to be done. And we are. We’re thrilled that the Builders Group (TBG) has taken the lead for this endeavor under their new Education Foundation, a fitting home for this exciting initiative. Dubbed Construct Minnesota, the group is currently planning strategy and has created two committees to oversee the work. BATC’s Executive Director chairs the Marketing Committee. Their mission is to develop a data-based, multi-year marketing plan leveraging the knowledge, resources and assets of all participating organizations to help students, parents, counselors and policy makers understand the outstanding job and career opportunities in the construction industries. BATC has formed a workforce development committee to work with TBG Education Foundation. If you’re interested in joining the effort, please contact David Siegel, David@BATC.org.
Disaffiliation with BAM: BATC Moves Forward Dear BATC Member, As I shared with you in our June 10th member communication, the BATC Board of Directors (BOD) has unanimously moved to disaffiliate our relationship with the Builders Association of Minnesota (BAM), following their rejection of our negotiated agreement which would have modernized our relationship and provided proportionate representation on BAM’s Board. As of today, BATC has ceased paying dues and has terminated its membership in BAM. We continue our efforts to establish a direct relationship with NAHB; as of this writing we have not reached an agreement with NAHB. Throughout our attempts to re-structure our relationship with BAM via formal mediation and countless volunteer, staff, and attorney hours, it remains clear that our dispute is rooted in substantial differences in philosophy and the strategic direction of our industry’s advocacy efforts. Looking forward, the BATC BOD has moved strategically and swiftly to continue building upon BATC’s growing advocacy platform, bringing our members the value that they seek. Here is what this means for you:

Amidst the challenging discussions of our future over the past two-plus years, the BATC BOD found the opportunity to engage with our members in a discussion of BATC’s future to be deeply beneficial. In countless member discussions, whether through BATC’s formal committee structure, at one of our events, or in individual settings, BATC leaders gained valuable feedback, insights and clear direction as to where BATC must go to best represent our industry in a rapidly changing environment. BRS hit the mark: 996 attendees checked in to the largest show in the upper Midwest on April 7, 2016. Prior to the exhibit hall opening, education participants were able to increase their knowledge by attending select sessions on the housing forecast, negotiation styles, social media and an outlook on real estate and new construction. At 2pm the doors opened to the exhibit hall filled with over 220 exhibitors showing products and services to the 996 attendees. About 30 exhibitors participated in the ‘NEW Reveal’ displaying the newest products and services in the residential home building industry. The show also featured the MN Green Path Pavilion; the Housing First lounge; Parade of HomesSM, Remodelers Showcase and Artisan Home Tour booth along with an interactive artist at the BATC Booth illustrating responses from participants on what BATC stands for and means to them. See you next year on April 11 at the Minneapolis Convention Center! Get ready to have some “Fun in the Sun!”

The board room and the seminar room have been shifted around, as well as many of the offices. As we position ourselves as a convener that brings together like-minded groups in order to leverage our strengths, it’s important that we have the space to accommodate this. SNEAK PEEK One of BATC’s 2016 initiatives is to develop a strong, data-driven industry communications strategy designed to help us with outreach to consumers, special interests like legislators and regulators, and area thought leaders. Our goal is to better share the value our industry brings to the community, as well as support our consumer messaging that newly constructed homes/remodeled homes make life better. At the heart of this strategy is a comprehensive research study that will identify the right messages, key words and emotional tone to maximize our effectiveness. With legislative leaders agreeing to a short 10-week session and much of their energy focused on high profile issues like transportation, taxes, and bonding, there was less energy devoted to other legislative initiatives. LEGISLATIVE ACTIVITY
When the Minnesota State Legislature convened on March 8, 2016, it faced the prospect of an abbreviated legislative session with a number of high profile and unresolved issues carried over from the 2015 session including transportation, taxes, supplemental appropriations, and capital investment bonding. Additionally, with all 201 legislators up for election in November, the heightened political rhetoric between the Republican majority in the House of Representatives and the DFL majority in the Senate, as well as DFL Governor Mark Dayton, threatened to derail any attempts at compromise prior to the Legislature’s May 23, 2016 constitutional deadline to adjourn. For BATC, the goal of defending against harmful proposals remained at the forefront throughout the session and no harmful impacts were absorbed in 2016. Beyond reaching that goal, BATC elevated the industry profile with a powerful Day at the Capitol and also through an initiated effort to bring fairness to the process by which housing moratoria are implemented.

During the 2016 legislative session, BATC built a coalition, met with a broad variety of legislators, and spearheaded a conversation regarding municipal government’s use of interim ordinances and moratoria. On March 24, 2016, the House Government Operations Committee heard and passed HF 2585 (Nash) requiring a 30-day public notice for interim ordinances impacting housing and requiring all interim ordinances be passed by a 2/3 majority. The committee heard testimony from a broad coalition of advocates as well as concerns from the League of Minnesota Cities and some townships. The companion bill, SF 2694 (Franzen), was heard in the Senate State and Local Government Committee on April 4, 2016 and laid on the table due to strong opposition from cities, townships, and environmental groups. ISSUE SUMMARY > Supplemental Appropriation and Tax Proposals
In mid-March Gov. Dayton released his proposal for dealing with the state’s $900 million budget surplus amidst growing concerns over an economic slowdown. The proposal included a combined $700 million in largely one-time spending and tax cuts and left approximately $200 million on the state’s bottom line while raising the budget reserve to approximately $1.9 billion. Dayton called for $100 million to expand high-speed Internet access in rural Minnesota as well as $100 million to address racial and economic disparities. In addition to the spending proposals, Dayton proposed approximately $115 million in tax changes. House Republican leaders responded to the Governor’s proposal with a budget framework which reserved the entire $900 million budget surplus for a potential omnibus tax bill and a comprehensive transportation package and did not allocate significant resources to a supplemental appropriation bill. Rather, the proposal called for a series of small budget cuts across the various finance committees while promoting $35 million in one-time funding for statewide broadband infrastructure. The Senate DFL budget proposal called for $300 million in tax cuts as well as approximately $460 million in new spending, including a $60 million investment in statewide broadband and $85 million to target economic disparities in communities of color.
During the final weekend of session, legislative leaders brokered a deal for a supplemental budget bill and a compromise tax reform package. The approximately $182 million budget bill was presented as a strong compromise between the House of Representatives’ initial $3.2 million proposal and the Senate’s $454.8 million initiative. The supplemental budget bill – which passed the House on a vote of 95-39 and the Senate by a vote of 50-16 – included approximately $25 million in increased funding for early childhood education, a $35 million investment in statewide broadband, and $35 million dedicated to addressing economic disparities in communities of color. Similarly, the Legislature passed a compromise tax reform package with strong bipartisan support. The final omnibus tax bill contained $257 million in tax relief over the 2016-17 biennium and $543 million for the FY 18-19 biennium. However, the bill was not without controversy, as House Democrats in particular, objected to a provision eliminating the automatic increase in tobacco taxes currently tied to inflation. The tax bill did include many popular and important tax relief provisions including federal tax conformity, a nation-leading student loan tax credit, an expansion of the child care tax credit and the working family tax credit, and a general phaseout of the state general levy. The status of the tax and budget bills remains fluid as the legislative leadership continues to negotiate the terms of a special session to address these items.

Throughout the 2016 legislative session, negotiations between the Senate DFL and the House GOP connected the biennial bonding bill and a comprehensive transportation package; negotiations frequently broke down over the issue of light rail transit. In January Gov. Dayton released a 1.4 billion bonding proposal and in early May, Senate Capital Investment Committee Chair Sen. LeRoy Stumpf (DFL-Plummer) released an approximately $1.8 billion (including both bonding and general fund appropriations) capital investment bill. The package focused on a variety of non-transportation projects including state university campuses, prisons, and the St. Peter security hospital. However the measure failed by one vote to receive the constitutionally required 3/5 supermajority (41 votes) needed to pass. Conversely, House Capital Investment Chair Rep. Paul Torkelson (R-Hanska), after initially announcing a target of $600 million for bonding, eventually released an $800 million “compromise” proposal that focused on roads and bridges as well as municipal wastewater treatment. The House proposal met the same fate as its Senate counterpart as it only received 69 of the 81 votes necessary for passage. Throughout the legislative session the Omnibus Transportation Finance Conference Committee met intermittently and continued to discuss a variety of

proposals designed to address Minnesota’s long term transportation needs. Both House Transportation Chair Rep. Tim Kelly (R-Red Wing) and his Senate counterpart Sen. Scott Dibble (DFL-Minneapolis) agreed that, with respect to a long-term solution, the state needed approximately $600 million a year in dedicated funding for transportation infrastructure. However, negotiations broke down with respect to the need for new, dedicated revenues (either some form of a gas tax or an increase in license tab fees) as well as authorization of local funding for transit projects. In the final hour of the 2016 session, the House of Representatives passed a $1.1 billion public works package including $818 million in bonding which included both state facilities as well as a significant one-time investment in road and bridge projects. According to House Republicans, the bill would have spent almost $700 million – with $236 million in general obligation bonding, $265.5 million in General Fund dollars and $181 million in Trunk Highway Fund spending – on transportation projects. However, the bill was ultimately brought down by ongoing controversy over light rail transit and the Southwest Light Rail Line in particular, as the Senate attempted to amend the bonding bill to allow for a greater percentage of local tax dollars to be spent on transit. The Legislature adjourned sine die without a bonding bill or a transportation package. It remains uncertain whether Gov. Dayton and legislative leaders will reach an agreement to convene a special session.

The 2016 Elections Matter:
DO YOUR RESEARCH
With the two parties’ presidential candidates all but decided, election season is about to kick into full gear. But, it’s not just the national races that are heating up. All 201 Minnesota legislative seats will be on November’s ballot. As we know in the housing industry, our state lawmakers’ decisions greatly impact our businesses and customers. We can’t emphasize enough that these local elections matter! While our news feeds and programming are about to be swamped with national coverage of the elections, following our local races may not be as easy. Here are the top five ways for you to learn more about your local candidates to ensure that they have been or will be champions for housing at our state Capitol.
✔ FOLLOW THEM ON SOCIAL MEDIA Many candidates are now on Facebook and Twitter. Following them is a great way to learn more about who they are and where they stand on issues.
✔ LOOK UP THEIR WEBSITES If they have a web page, as most of them do, this is a great place to start getting some background information on the candidates.
✔ SEARCH FOR LOCAL EVENTS AND TOWN HALLS Many candidates post the schedule of community events they plan to attend online. These are great opportunities to meet face to face with them and ask them your questions.

Gala Wrap Up The BATC Foundation raised over $130,000 at our first ever Hearts in Housing Gala. More than 350 BATC members and Foundation supporters attended the event held at the Metropolitan Ball Room April 16. The night started with a silent auction and cocktail hour, followed by dinner and a program to celebrate the BATC Foundation’s work. Dueling pianos group Deuces Wild helped finish off the night with some great music and even better entertainment. The BATC Foundation honored several members during the event. Accent Homes was recognized for their work as a BATC Foundation Build Partner for the Marco Solt project. Finished Basement Companies was honored for their work as a build partner in the finished
basement for Karen. Vujovich Design Build was recognized for their work as a build partner for the Bluebird House project. This year’s Hearts in Housing award went to Scherer Brothers Lumber Company for their dedication and support to the BATC Foundation, specifically for their help with the scholarship program.

Veteran Focused
Jason and Genella are a blended military family. Jason served eight years in the US Marine Corps with three tours in Iraq and currently serves in the Minnesota National Guard. Genella was a college professor who became ill after the birth of her son. Due to complications from several surgeries, she now suffers from pain and complications with lifting, movement and eating. The family has three children, ages 6, 6½ and 8. The family’s home dates to the 1890’s and has some foundation issues. In addition, we’ll be helping Jason and Genella with some basic home maintenance and the replacement of some doors and windows. If you’d like to help with this project watch for details on the BATC Foundation’s first Member Volunteer Day! Our first HomeAid Twin Cities project will move a 15-year-old duplex a short distance and include pouring a basement and foundation, minimal rehab work on the building and some landscaping on the new lot. The home will be turned over to the MN Assistance Council for veterans to provide transitional housing for homeless families. The Foundation will be helping two other veteran families this summer – one will receive a new roof and one will receive new siding.

Welcome Shelly! Please help us welcome Shelly Barrett to the BATC Foundation staff! Shelly began as the Foundation’s full-time Administrative Assistant in June. Shelly came to us from the Minnesota Family, Career and Community Leaders of America where she served as the Member Services Coordinator/ Administrative Assistant. A dedicated professional with 15 years of experience in coordinating, planning and organizing a wide range of professional activities, Shelly will be taking responsibility for answering the phone, handling event registrations, updating the Foundation’s website and social media pages and providing administrative support to the Executive Director, Board of Directors and the Foundation’s committees.
Shelly lives in Spring Lake Park with her husband Jason and their two-year-old son Cooper. Shelly is an active member of the Spring Lake Lions Club and is currently serving as the 2nd Vice President. Builders Warehouse Closes Although the Builders WareHouse has been closed, you can still donate building materials, appliances, model home furniture, windows and other building related items to the BATC Foundation. We have recently partnered with another BATC member, Better Futures Minnesota, to provide an outlet for your gently used items. 28 Your BATC Foundation has a volunteer opportunity for you! Don’t swing a hammer? Never used a nail gun? Not a problem! We’re looking for 15-20 volunteers who are willing to help out on Thursday, July 28 – the BATC Foundation’s first ever Member Volunteer Day. We’ll be helping one of our veteran families with some home maintenance and other small projects.
Foundation can still provide you with a charitable tax receipt for the value of your donation. Better Futures Minnesota provides demolition services while also providing job training, counseling and housing to men recently released from Minnesota prisons. It’s a great organization and we’re delighted to be partnering with them.

A Note from Kristina A raised eyebrow or a plain old look of confusion. That is the look I can expect when answering the question, “What did you do before you came to BATC?” Yes, I spent the past eight years running a successful high-end jewelry store. The reasons that I made the move to become the Director of Membership at BATC were personal and required a leap of faith with a side of following my gut. I needed to do something that makes a difference with people who are equally down to earth and passionate. And I can honestly say that you, the Twin Cities building industry, have not disappointed. Construction is not new to me. My husband ran a small tile installation company for most of our relationship, which meant, as most of you know, that I also ran a small tile installation company. So many of the companies that keep this industry moving started out as a dream at a kitchen table and were grown with hard work over the years. When I came into BATC to interview, it was clear immediately that this is where
I wanted to be. These are my people. Now, I find myself at the close of my first quarter at BATC. I can honestly say that I jumped in with both feet and decided to go the “baptism by fire” route. My first meeting with a potential member was three days after beginning and I haven’t looked back since. Advocating for our Association is easy for me. How could it not be? This group of members and staffers are passionate about growing our communities and supporting each other. The pride that surrounds BATC is contagious. From day one, I have made the decision not to approach the membership program as a sales role, but instead focus on educating potential members on what we are all about. If we are pushing companies to join just to cushion our numbers, we are not setting them up for a beneficial
membership. Instead, when I meet with non-members, I try to convey to them the caliber of work we are doing at BATC and the impact we are having on their business. Public policy, marketing, Green Path, top notch events, BATC Foundation, The BIG Night, BRS, Artisan Home Tour, Remodelers Showcase and, of course, the Parade of Homes. We have set aggressive goals in 2016 for membership. Without a healthy growing membership roster, we cannot do all the amazing things we do at BATC. We are currently on track to meet (and hopefully exceed) those goals. These new members become my friends. I am proud when they join because I know it is for the right reasons. Thank you for welcoming me to BATC and the building industry! I am humbled by the faith put in me to grow this amazing association. NEW MEMBERS ON 74

Moehrl is Westwood’s Director of Quality Management and is both a professional civil engineer and land surveyor. Hansen is a professional engineer and professional geologist, as well as the Director of Environmental Services. As VP of Operations, McCarty supports business functions and operations across all of Westwood’s offices. He
joined the firm in 1998 and is serving his ninth term on the Board. McCarty is a professional engineer and very active in several industry organizations, including BATC.
CONDOLENCES Charles “Chuck” Gallagher Our condolences to Sandy Mahoney, Swanson Homes, at the passing of her father Charles Gallagher, age 88. Chuck was a dedicated Valspar Corp. employee for over 40 years. He was also a gifted speaker, clever jokester and generous civic and church volunteer. His love and dedication to his family was his priority.
Howard Bream We are sad to report that Howard Bream, former president of the St. Paul Builders Association, passed away at the age of 71. Howard grew up in St. Paul and was a St. Paul boy through and through, with over 25 years and two businesses on Grand Avenue. Howard was a fixture on the Avenue and very beloved by customers and clients. He was proud to be a Marine and honored to serve as President of the St. Paul Home Builders Association and the St. Paul Jewish Community Center.

In June, Westwood Professional Services, Inc. was recognized during the dedication of the new Charlson Thun Community Bandstand in Victoria, MN. The project was a combined effort of public and private stakeholders, including Three Rivers Park District, Minnehaha Creek Watershed, the City of Victoria, and several private parties who funded the construction. Westwood led the design, planning, engineering, permitting, and some construction coordination for this project in downtown Victoria.
Lumber yard dealers from across the country are invited to tour a variety of building product manufacturing plants and must-see area attractions with the Northwestern Lumber Association. The trip is tentatively scheduled for September 25th-30th. Northwestern Lumber Association will also be hosting a local convention in Bloomington, MN in January 2017.
