Resolving Disputes
If you have a dispute with your utility company that is not resolved by contacting the company, the PUC Consumer Services Division is available to help you. You may contact the PUC toll free by calling 1-800-522-2404 (voice) or 1-800-648-3458 (TTY).

Consumer Organizations
If you wish to contact one of several organizations which offer help to consumers, the PUC Consumer Services Division maintains a list of organizations and how to contact them. That list is available by calling the same toll-free number, 1-800-522-2404. If you have questions about any of the matters described in this summary, please contact your local utility company or the PUC Consumer Services Division. If you do not speak English, please try to arrange in advance for an interpreter to help you. While utilities and the PUC are sensitive to special needs of persons who do not speak English, their offices may not have someone available who speaks your primary language.
Consumer Tips
Several laws protect customers from unwanted solicitation. Solicitors must identify themselves and their company or organization within the first 20 seconds. Residential subscribers have the right to ask a solicitor not to call back. The solicitor must not do so for at least 10 years and may not sell names to another company or organization. Report companies using questionable sales tactics to the Better Business Bureau or State Attorney General’s Office.
Emergency Telephone Calls
A person commits the crime of misconduct with emergency telephone calls if the person intentionally refuses to relinquish immediately a party line or public pay telephone after being informed that it is needed for an emergency call or requests another to relinquish a party line or public pay telephone to place an emergency call with knowledge that no such emergency exists.
National Do Not Call Registry
The Federal Trade Commission (FTC) has created a National Do Not Call Registry to offer consumers a choice regarding telemarketing calls. Any residential telephone subscriber can register to have his or her residential or mobile number(s) included on the registry. (Business to business calls are not covered by the National Do Not Call Registry.) You can register at any time. There is no charge, and your registration will remain in effect for five years.
Placing your number(s) on the National Do Not Call Registry will stop most, but not all, telemarketing calls. You may still receive calls from political organizations, charities, telephone surveyors, or companies with which you have an existing business relationship.
