NASA and uAvionix Collaborate on Beyond Visual Line of Sight Technologies
By Brit WanickThe realm of aviation is rapidly transforming thanks to the collaborative efforts of NASA and uAvionix Corporation, a leading provider of innovative avionics and services for both crewed and uncrewed aircraft. uAvionix’s innovative technology and services have equipped thousands of aircraft and ground stations with Automatic Dependent Surveillance-Broadcast (ADS-B), “an advanced surveillance technology that combines an aircraft's positioning source, aircraft avionics, and a ground infrastructure to create an accurate surveillance interface between aircraft and ATC,” says the Federal Aviation Administration. It’s also the same sort of innovation and technology application that NASA and uAvionix think is important to achieving an integrated National Airspace (NAS) where both crewed aircraft and uncrewed aircraft systems (UAS) operate safely and efficiently to achieve the next level of urban mobility. In a significant move toward advancing UAS operations, specifically for Advanced Air Mobility, the two organizations have joined forces under a Space Act Agreement to develop proven, reliable and scalable Beyond Visual Line of Sight (BVLOS) Command and Control (C2) and Detect and Avoid (DAA) technologies. With a primary focus on these capabilities for operating UAS in urban environments, this partnership will leverage the collective experience and technologies of both organizations to create safer and more efficient uncrewed flight operations.
Pushing the Envelope with Assured Command and Control Communications for BVLOS
The combined effort underscores the commitment of both organizations to fostering innovation and pushing the boundaries of what is achievable in the aviation industry. From venerable skyBeacon and tailBeacon ADS-B transceivers to the first cloud-based Command and
Control service for BVLOS operations, called SkyLine, uAvionix has long been at the forefront of delivering Command, Navigation, and Surveillance technology and services that meet emerging aviation needs. The objective of the current effort is to safely harness the potential of BVLOS operations, a capability that holds tremendous promise for applications ranging from Urban Air Mobility (UAM) to long-range medical and cargo delivery. Safe BVLOS operations involve controlling uncrewed aircraft beyond the pilot's visual line of sight and represent a crucial step toward integrating these systems seamlessly into the NAS, especially in complex urban environments. Under the Space Act Agreement, NASA and uAvionix will conduct research and development to enable the commercial use of UAS C2 systems for BVLOS. Importantly, the systems will utilize diverse communication links such as existing Internet-based infrastructure and aviation protected C-Band to create an achievable and responsive ecosystem for uncrewed flight operations. By working with uAvionix, NASA gains valuable industry knowledge and access to uAvionix’s technology that has been both proven and approved for BVLOS operations. In concert, NASA will apply rigorous flight testing at the UAS Flight Test Range situated at NASA’s Langley Research Center in Hampton, Virginia under the High Density Vertiplex (HDV) project. This realworld testing environment is essential for generating reliable flight data that will enable scientists and engineers to analyze the performance of the developed technologies in practical scenarios.
The HDV initiative foresees the critical role that reliable and scalable
C2 and DAA technologies will play in unlocking the full potential of the Advanced Air Mobility (AAM) mission and that the collected flight data from real-world scenario testing will drive confidence in systems and services that combine reliable C2 and DAA functionality to provide for safe and efficient operations. By researching and developing these technologies, the effort will enable businesses to grow in the market for Advanced Air Mobility. For instance, a compelling aspect of the collaboration is that it will support the development of technologies that enable remotely piloted, commercial passenger flight operations – AKA air-taxis. These types of flight operations rely heavily on the FAA certified equipment and systems that meet strict FAA and RTCA design, development and manufacturing standards – an area in which uAvionix has significant expertise. By providing a proving-ground for advancing these technologies, the effort moves us closer to autonomous aerial transportation.
Aviation-grade Innovation and Certification
Christian Ramsey, uAvionix Managing Director for Uncrewed Aviation, aptly captures the sentiment of this partnership's significance by highlighting its potential to advance the operational application of uAvionix's airborne radios, ground stations and the associated cloud-based C2 and DAA services platform, Skyline. The skyLink5060 and muLTELink airborne radios, and the groundbased companion skyStation5060, work together through SkyLine to provide reliable C2 communications across diverse frequencies and paths including aviation-protected C-Band, LTE, ISM, and Satcom. Void of in-
terference from other industries, the skyLink5060 C-Band radios play a pivotal role maintaining reliable communications which are particularly important for passenger-carrying vehicles. In concert, the C2 system is designed to work alongside FAA certified GPS and ADSB transponders to provide safe operation of vehicles in a National Airspace with crewed and uncrewed aircraft. The high level of certification for uAvionix products and services is a cornerstone of the effort and underscores the importance of safety, reliability, and regulatory compliance.
Toward a New Horizon of Possibilities
The path ahead for NASA and uAvionix is both exciting and ambitious. The timeline for flight tests between the summers of 2023 and 2024 demonstrates the sense of urgency and need as industry seeks to stay on track with its projected ambitions for Advance Air Mobility. The number of drones operating in the skies above the U.S. has gone from 277,000 in 2018 to over 1.1 million drones registered in 2023.
Drones bring about exciting opportunities for us as a society, from retail and medical delivery to property maintenance and inspection. However, as with any technology, there is a flip side: the potential misuse of drones in the form of security threats to critical infrastructure. As our world becomes increasingly interconnected, the need to monitor and mitigate these threats has never been more pressing. Any disruption to these vital systems can have catastrophic consequences, affecting public safety, economic stability, and overall well-being. Drones, due to their agility, stealthiness, and ability to carry payloads, have emerged as a potential tool for those with nefarious intentions.
The Rising Threat Landscape
Given the expanding use of drones, critical infrastructure facilities must take proactive measures to address the hazards stemming from heedless or malevolent drone operators. They can be used for espionage, smuggling contraband, carrying explosive payloads, or causing physical damage to critical infrastructure. The anonymity and ease of drone operation empower both state and non-state actors to exploit vulnerabilities in security systems.
The widespread availability of drones opens a misconception that anyone using a drone for criminal activity must be considered a highly sophisticated threat, but that’s not necessarily true. Some threats are presented in a fairly straightforward manner, and with the right technology, drone usage can be quickly and easily detected and tracked, even to the point of knowing where the drone originated and its current flight path. This technology also can pinpoint the drone operator’s location, allowing authorities to take the necessary steps to subdue the threat. Implementing a robust drone detection network is essential to counter this emerging threat.
Airspace awareness is an important part of critical infrastructure monitoring. With it, users are kept informed of their airspace and are quickly alerted to the presence of unauthorized drone activity that could disrupt services, whether from negligent drone operators or those looking to plot and carry out an act of terrorism on the facility. Drone awareness solutions provide the critical data to create the most robust view of drone operations, including historical flights and patterns of behavior across an interconnected network of detection areas. The Role of Regulations and Collaboration
In the near future, the Federal Aviation Administration (FAA) will mandate that all unmanned aircraft systems (UAS) requiring registration are in compliance with the UAS Remote Identification (Remote ID) standard. Remote ID allows drone operators to broadcast their ID number, location and altitude, drone velocity, takeoff location, elevation, and a timestamp while the aircraft is in flight. This data allows approved public safety organizations to identify the aircraft owner without revealing personally identifiable information (PII) in the public domain.
While this is a step forward in safeguarding our skies, there remains a need to define the next step of how law enforcement can mitigate risks effectively. While systems are monitoring the airspace, they need to have the ability to pull value and historical data along with the real-time information received.
Looking Ahead
Education and awareness are essential in navigating the evolving landscape of drone threats and their management. As drones continue to transform industries, they also challenge us to rethink security paradigms. To safeguard critical infrastructure from potential threats, a cloud-based system is necessary. This includes employing cutting-edge detection systems, refining measures against rogue drone activity, and fostering international collaboration to share best practices. By staying ahead of potential threats, we can ensure that the skies remain safe, allowing us to harness the benefits of drone technology without compromising our critical infrastructure’s integrity.

One area that faces these challenges headon is the Grand Forks Air Force Base, home of the GrandSKY Business and Aviation Park. This year, an unprecedented collaboration between GrandSKY, TruWeather Solutions, and Meteomatics AG is poised to transform weather prediction, bringing more precise and accurate data to Grand Forks this winter through the Grand Sky Weather Service.
Challenges and Solutions
Satellite data has long been a staple in weather forecasting, but it comes with its own set of limitations. Factors like cloud cover and variations in water vapor

How States Can Prepare Today For the Future of Advanced Aviation

We found that 2023 was an incredibly active year, with Texas, New York, and Florida the most engaged states on these topics. Nationwide, nearly 200 measures were introduced from January to June, when most states are in session. Recurring topics included operations over critical infrastructure, pre-
venting contraband delivery, use by law enforcement and first responders, and study committees. Country of origin bans and AAM infrastructure also stood out as two emerging areas of interest this year.
As they address these issues and more – and to prepare states to harness the benefits of the growing drone industry – AUVSI recommends that state and local lawmakers adhere to four principles.

The 2023 session saw several states proactively introducing measures that promote the use of emerging technologies, encourage state agency use, and create and fund pilot programs or other drone programs.
Budgets passed in Arizona, Florida, Kansas, Michigan, North Dakota, Texas, and Washington provide funding for the purchase of drones by state agencies, state drone programs, or the development of drone and AAM infrastructure. Other examples include bills like Florida HB 1264 to allow Departments of Agriculture to use drones to eradicate plant or animal diseases.
These measures position state agencies as leaders in leveraging drones to provide public benefit and preparing their state for intentional integration of AAM into their transportation planning.
Second, state and local lawmakers should leave air navigation and aviation safety to the Federal Aviation Administration (FAA). Federal authority over the airspace is a bedrock principal of aviation law in the U.S. and is one of the reasons why we enjoy the safest airspace in the world.
Federal preemption prevents a patchwork of conflicting state laws that would erode safety, divide the airspace, and hinder
operations. It also provides certainty for industry, which reduces apprehension about expanding into new geographic service areas or market verticals.
Released in July, FAA’s Updated UAS Fact Sheet (2023) on State and Local Regulation of Unmanned Aircraft Systems resolutely establishes the FAA as the sole regulator of the airspace, no matter the altitude. While a truth is already established, the updated restatement upholds preemption at low level airspace. This is important for state lawmakers because it means that, before considering new legislation to regulate the use of drones, they should first examine if the proposed regulations are preempted.
Third, legislators should leverage existing law to address actions involving drones. Relying on existing statutes can streamline regulations and prevent the need for new legislation.
One area where this stood out in the 2023 sessions included measures to restrict drone flights around critical infrastructure and correctional facilities, with 19 measures introduced in ten states. The result is often the creation of “no-fly zones,” hindering legitimate commercial drone operations.
Another ongoing area of concern we tracked was trespass and privacy, with twelve measures introduced in eleven states to restrict flight over private property. These bills are harmful for drone operators as a form of airspace restriction and a violation of federal airspace laws.
While concerns are valid, these issues are largely already addressed in state statutes. Almost all states already have laws banning trespass, voyeurism, or the delivery of contraband – and these laws are no less applicable to drones. For example, Wyoming passed SF 32 this year, which prohibits the use of drones to deliver items to a correctional facility. However, under Wyoming Statute 6-5-213, the delivery of contraband is already prohibited, making the measure unnecessary.
The FAA UAS Fact Sheet further supports our recommendation, stating that:
“Many of these state and local concerns are already addressed by laws that regulate ground-based conduct not involving UAS and such laws often can be applied to UAS.”
AUVSI’s final recommendation is that lawmakers exercise caution when regulating drone activity beyond what already exists in state code. The industry is rapidly evolving and expanding, and it is important that legislative language is not overly specific as to block innovation or become outdated.
To avoid hasty regulations that could have unintended consequences, legislators should take the time to gather the input of industry and the public. Ultimately, lawmakers should consider whether their actions will support economic investment, job creation, and increased access to communities.
For example, this year in Missouri a measure was introduced that would prohibit flight over private property within a 400foot vertical distance. As this is the airspace in which drones operate, the measure, in addition to being federally preempted, was paramount to a prohibition on drone flight. Fortunately, the bill’s sponsors listened to industry concerns and accepted suggestions on the problematic language, removing the overflight provision and adding a commercial exemption – ultimately producing that did not ground the commercial drone industry.
By following these pillars of good governance with respect to UAS, lawmakers from around the country can ensure that their state or city is ready for the future of advanced aviation and the numerous benefits that drones, and eventually AAM, will bring to their communities.
