This chapter introduces the 2022 Census of Agriculture and Fisheries (CAF) and explains its general and specific objectives. It also discusses the uses and importance of census data, scope and coverage, and other relevant facts about the census operation such as the data collection method, reference period, enumeration period, legal bases, data privacy, confidentiality of information, obligation of the respondents to give truthful and complete information, and organizational set-up.

1.1THE 2022 CENSUS OF AGRICULTURE AND FISHERIES (2022 CAF)

The Census of Agriculture and Fisheries is a large-scale government undertaking geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the country. The data tobecollectedinthiscensuswillserveasimportantbasesofpolicies,plans, and programs for the country’s socio-economic development.

The 2022 CAF is the seventh in a series of decennial agricultural census and the sixth in the decennial census of fisheries in the country since 1903. It adopts the guidelines outlined in the World Programme for the Census of Agriculture 2020 (WCA 2020), as recommended by the Food andAgricultureOrganization (FAO) of the United Nations. Among other census methodologies, this programme recommends modular approach: a core questionnaire to be carried out on a complete enumeration basis to provide key structural data, and one or more sample-based census supplementary questionnaires, whichare intendedtoprovide morein-depthdata. Duetobudgetaryconstraints,only thecore questionnaires will be used for this round of CAF and a sample-based census will be implemented for household interviews.

For 2022 CAF, the listing activity and household interview will be conducted covering all householdsinsamplebarangays,usingalimitedrangeofkeystructuralitemsandframedata itemsfornational-andlocal-levelpolicymaking,agriculturalandfisherysurveysamplingframe development, research, and data analyses, and international data comparisons.

Moreover, a community-based questionnaire will be administered in all barangays. This community-basedquestionnairewillcollectinformationonfacilities,inputdealers,andservice providers related to agriculture, aquaculture, and fisheries that are present/available in the barangay. The natural calamities experienced in the barangay during the past five years will also be gathered.

1.2OBJECTIVES

The 2022 CAF is envisioned to achieve the following objectives:

1. Determinethe structuralcharacteristics of agriculture and fishery sectors in the country;

2. Provide sampling frames for the conduct of periodic agricultural andfishery surveys;

3. Provide basic dataon agricultural,aquaculture, and fishing characteristicsfor useinthe government’s national and local development planning; and

4. Providedataontheagricultural,aquaculture,andfisheryfacilitiesandservicesavailable in the barangay.

Specifically, the 2022 CAF aims to:

1. Determine the number of households with household members engaged in agricultural, aquaculture, and fishing activities and the number of operators in each type of activity;

2. Gather data on the legal status under which the agricultural, aquaculture, and fishing operations are undertaken;

3. Determine the type of agricultural activity operated such as growing of crops, raising of livestock and/or poultry (including culturing of insects/worms), and the type of fishery activity such as aquaculture, municipal fishing, and/or commercial fishing;

4. Obtaincomprehensivedataonthecharacteristicsof agriculturalfarmssuchasthemain purposeofproduction,number,physicalarea,location,mainlanduse,andtenurestatus of parcels, use of irrigation in the parcel, kind of crops planted in each parcel, planting pattern,areaplanted,areaharvested,useofemergingcroppractices,kindandinventory of livestock/poultry raised, and its housing characteristics;

5. Collect data on aquaculture such as the main purpose of production, number, type, location, tenure status and measurement of the aquafarm, type of water environment used, phases of aquaculture, stocking/harvesting period, species cultured in the aquafarm, and type of feeds used;

6. Obtain detailed characteristics of fishing operation such as the main purpose of production, type of water for fishing operation, number, type, ownership, registration, gross tonnage, and main use of boats/vessels used, usual species caught in the fishing ground, location of the fishing ground and fish landing area, and type of fishing gears/devices/accessories used;

7. Gather data on the agricultural, aquaculture, and fishing operations such as the type of machineries, equipment, facilities, and tools, number of workers, kind of services/ assistances received/availed, membership on any agricultural/aquaculture/fishing associations, cooperatives, andorganizations, other economic activities of the operator, number of organic farms, and the kinds of challenges/problems encountered;

8. Gather data on the demographic and socio-economic characteristics of the operators and their householdmembers; and

9. Obtain dataonthe presence/availability of agriculture andfisheryfacilities such as input dealersandserviceprovidersinthebarangay,andnaturalcalamitiesexperiencedinthe barangay in the past fiveyears.

1.3USES AND IMPORTANCE OF THE 2022 CAF

Over the years, the CAF has been a source of comprehensive statistics on agriculture and fisheries for the use of the general public, government, business industries, and researchand academic institutions.

Specifically, the 2022 CAF is important for it provides the following:

1. Inventory of the country's agricultural and fishery resources which is useful in making more meaningful decisions withrespect to the use of these resources;

2. Basic information on the kind of crops planted in various parts of the country, area planted to each crop, kind and number of livestock and poultry raised, kind of species culturedinaquafarms,andinformationonfishingactivitieswhichareusefultoinvestors, farmers, and fishermen in planning the quantity and types of commodities to be produced;

3. Statistics on the distribution of agricultural lands, structure of agricultural, aquaculture, and fishing operations, and other information which shall serve as framework for the country’s development programs;

4. Benchmarksforvariousstatisticalserieswhicharedesignedtomeasureprogressinthe agricultural and fishery sectors;

5. Statistics for local area planning: city/municipality,provincial, and regional levels;

6. Sampling frame for the various surveys in agriculture and fisheries;

7. DataformonitoringtheprogressofthecountrytowardstheattainmentoftheSustainable Development Goals; and

8. Information needed by the United Nations Organizations for international comparability of data and monitoring the worldfood situation.

1.4SCOPE AND COVERAGE

1. Enumeration Units

In line with the objectives of CAF, the following data items are to be collected:

A. Listing and Enumeration

Barangay Interviews

 Coverage of all barangays in all municipalities

Household Interviews

 Coverage of sample barangays in all municipalities

 Listing of all households in the sample barangays to determine if there is any household member engaged in operating a crop farm, livestock/poultry (including culturing of insects/worms) farm, aquaculture, and/or fishing operation;

 Enumeration of all households with agricultural, aquaculture, and fishing operators in sample barangays;

 Enumeration of all agricultural, aquaculture, and fishing operators in sample barangays.

Non-Household Interviews

 Enumeration of all agricultural, aquaculture, and fishing establishments/ organizations with crop farm, livestock/poultry farm (including culturing of insects/worms), aquaculture, and fishing operations.

B. Coverage ofCAF as recommended bytheWorld Programmefor theCensus of Agriculture 2020 (WCA 2020)

The units of enumeration for the 2022 CAF are the households, barangays, and nonhousehold entities. The non-household data collection for CAF will be a rider to the 2023 Updating of the List of Establishments (ULE).

Non-household entities with crop farm, livestock and poultry farm (including culturing of insects/worms), aquaculture, and fishing operations during the period January 01 to December 31, 2022 will be asked to accomplish the 2022 CAF nonhousehold questionnaires to collect data on the details of their agricultural, aquaculture, and fishing activities. It includes the farm and fisheries operations for commercial, personal consumption, and research purposes. The reference period for the inventory of livestock and poultry of non-household entities is May 01,2023

1. Household  head of the household or his/her spouse or  any responsible member of the household who can provide accurate information about the household and all its members

 operator or  any responsible member of the household who can provide complete and accurate information about the agricultural farm, aquaculture operation, or fishing operation

2. Data Items

The list of priority data items to be included in the 2022 CAF was based on the recommendations of the WCA 2020 according to the following criteria:

a. The items are the key items needed for agricultural policymaking and planning;

b. Data for the items are required to be produced for small administrative units such as districts or villages, or inthe form of detailed cross tabulations;

c. The data are required toestablish sampling frames; and

d. The data are required tomake international comparisons.

The questionnaire for household and agricultural/aquaculture/fishing operations covers a limited range of key structural items and frame data items for national- and local-level policymaking, agriculturalandfisherysurveysamplingframedevelopment,researchanddata analyses at lower geographic disaggregation, and international data comparisons. Barangay Questionnaire, meanwhile, collects data on infrastructures and services that are available to the farmers/fisherfolks at the community level.

1.5 DATA COLLECTION METHODS

The following data collection methods are to be used for the census: Table 1.2. Data Collection Methods for 2022 CAF

1. Computer-Assisted Personal Interview (CAPI) - It is a face-to-face data collection method in which the enumerator (EN) reads the questions as they appear in the e-questionnaire using tablet to record answers given during the interview. This enables simultaneous automatic coding of the responses and real-time checking of consistency of entries.

2. Paper-and-Pen Personal Interview (PAPI) - This face-to-face traditional method can be adoptedforareaswhereCAPIisnotpossible(e.g.,duetopeaceandorderproblems,risky terrains, security, safety issues, etc.). Conduct of PAPI will also serve as a temporary solution if technical difficulties will be encountered in using tablet at the time of interview to prevent burden to the respondent.

3. Computer-Assisted Telephone Interview (CATI) - A data collection method in which the EN calls the respondent and asks questions based on the e-questionnaire, and responses are keyed directly into the tablet through a CAPI data capture system. This is a flexible alternative to personal interviews, especially for agricultural farm operators or fishing operators who refused to be interviewed face-to-face or may not be available for personal interview within the enumeration period, and for verification of inconsistent/non-response items and delayed census returns.

Alternately, Paper-and-Pen Telephone Interview (PATI) can also be used using paper questionnaire if the respondent refuses to be interviewed face-to-face and tablet is not available at the time of conducting telephone interview.

Telephone interview is one of the alternative methods available that can be offered to respondents as ways and means to address data collection challenges during pandemic. Actual use of CATI is also dependent on the respondent’s available resources, stability of communication network and the respondent’s preference. Before offering telephone interview as an alternative to CAPI, there is a need to ensure that the phone number providedbytherespondentisworkingandownedbythehouseholdoratleastbysomeone accessible to the respondent and that the network signal is stable in the area.

4. Self-AdministeredQuestionnaire(SAQ)-SAQwillbedistributedtothequalifiedmember of the household who can more conveniently accomplish paper questionnaires (e.g., not available for personal interview within the enumeration period, usually not at home, do not have own mobile numbers, do not have stable network/signal at home, etc.). A schedule will then be set for collection or sending of formsback through courier or other means.

Detailed discussion of requirements for self-administered questionnaires are discussed in Chapter 3 (Census Forms, Materials, and Enumeration Procedures).

Listed below are the main interview methods and options that can be used to interview households, barangays, and establishments/cooperatives/institutions depending on the current local situation and other factors:

In view of the COVID-19 pandemic, it must be emphasized that precautionary health safety measures and protocols shall be strictly implemented in the data collection activities involving the conduct of the 2022 CAF.

1.6REFERENCE PERIOD

All households in the sample barangay will be listed and interviewed to determine the presence of household members who were operators – one who managed or operated a crops/livestock/poultry farm, aquaculture, and/or fishing activity for the period, January 01 to December 31, 2022. The identified operators will be interviewed to collect dataonthebasiccharacteristicsoftheiragricultural,aquaculture,and/orfishingactivitiesusing the Core Questionnaires. The reference period for household population, household characteristics, and inventory of livestock and poultry is September 01, 2023

Moreover, Punong Barangay or any incumbent barangay official in all barangays will be interviewed to gather information on the presence/availability of facilities, input dealers, and service providers related to agriculture, aquaculture, and fisheries in the barangay.

1.7ENUMERATION PERIOD

Theperiodofenumerationfor2022CAFisfrom04Septemberto25October2023,including days for ocular inspection. This is approximately 45 working days (including Saturdays and holidays).

The conduct of the 2022CAF involves several activities inthe field. Toachieve the objectives of the 2022 CAF, all these activities shall be undertaken simultaneously and shall be wellcoordinatedand-synchronized.Thescheduleofthe2022CAFmajoractivitiesisshownbelow.

1.8AUTHORITY FOR THE CONDUCT OF 2022 CAF

Executive Order No. 352, known as “Designation of Statistical Activities that Will Generate Critical Data for Decision-Making of the Government and the Private Sector”, provides for the conduct of CAF every 10 years with the objective of providing government planners and policy-makers with data on which to base their plans for the country’s development.

RA No. 10625 (Philippine Statistical Act of 2013), which was approved on 12 September 2013,statesthat“thePSAshallbeprimarilyresponsibleforallnationalcensusesandsurveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts”. Specifically, Section 6(b) of this Act mandates the PSA to “prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy”.

1.9DATA PRIVACY

RANo.10173(DataPrivacyActof2012) stipulates,that“ItisthepolicyoftheStatetoprotect the fundamental human right of privacy, of communication while ensuring free flow of information to promote innovation and growth. The State recognizes the vital role of information and communications technology in nation-building and its inherent obligation to

ensure that personal information in information and communications systems in the government and inthe private sector are secured and protected”.

Corollary to the above, Section 4(e) of RA 10173 states that the right of privacy does not apply to information necessary in order to carry out the functions of public authority, which includes the processing of personal data for the performance by the independent agencies of their constitutionally and statutorily mandated functions. Moreover, Section 12(e) of this Act states that the processing of personal information shall be permitted only if not otherwise prohibited by law, and when the processing is necessary in order to fulfill functions of public authority, which necessarily includes the processing of personal data for the fulfillment of its mandate.Further,Section19providesforthenon-applicabilityoftherightsofthedatasubject if the processed personal information is used only for the needs of scientific and statistical research and, on the basis of such, no activities are carried out and no decisions are taken regarding the data subject.

1.10CONFIDENTIALITY OF INFORMATION

All personnel involved in the conduct of 2022 CAF are required to keep in STRICT CONFIDENCE any information obtained during the census that pertains to any particular household, individual person, or establishment/organization.

Section 26 of RA No. 10625 stipulates that “individual data furnished by a respondent to statistical inquiries, surveys, and censuses conducted by the PSA shall be considered PRIVILEGED COMMUNICATION and as such shall be inadmissible as evidence in any proceeding”. This section also specifies that “the PSA release data gathered from censuses only in the form of summaries or statistical tables, in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear”.

Paragraph 3 of Section 27 of RA No. 10625 further states that “a person, including parties within the PSA Board and the PSA, who breach the confidentiality of information, whether by carelessness, improper behavior, behavior with malicious intent, and use of confidential informationforprofitshallbeliabletoa fineoffivethousandpesos(Php5,000.00)tonotmore than ten thousand pesos (Php 10,000.00) and/or imprisonment of three months but not to exceed one year, subject to the degree of breach of information”.

Section 19 of RA No. 10173 states that the personal information shall be held under STRICT CONFIDENTIALITY and shall be used only for the declared purpose. Likewise, the provisions on data privacy are not applicable to processing of personal information gathered for the purpose of investigations in relation to any criminal, administrative or tax liabilities of a data subject.

Moreover, Section 20(e) of RA No. 10173 stipulates that "the employees, agents, or representatives of a personal information controller who are involved in the processing of personal information shall operate and hold personal information under STRICT CONFIDENTIALITYifthepersonalinformationarenotintendedforpublicdisclosure. Thisobligationshallcontinueevenafter leavingthepublicservice,transfertoanother position or upon termination of employment or contractual relations".

Sections 26 to 29 of RA No. 10173 also assert that the breach in the confidentiality of information, whether negligence, improper disposal, behavior with malicious intent,

unauthorized access or intentional breach, and unauthorized disclosure, shall be penalized by imprisonment ranging from six months to seven years and a fine of not less than one hundred thousand pesos (Php 100,000.00) but not more than seven million pesos (Php 7,000,000.00), depending on the acts defined in these Sections.

Also, in compliance with R.A. No. 10173, individual personal information collected from the census shall be secured and protected. Necessary data security measures such as, but not limited to, data encryption, data anonymity, and other data protection methods shall be employed to prevent unintended disclosureanddatatheft.

1.11OBLIGATION OF RESPONDENTS TO GIVE TRUTHFUL AND COMPLETE INFORMATION

Paragraph 1 of Section 27 of RA 10625 states that “respondents of primary data collection activities such as censuses and sample surveys are obliged to give truthful and complete answerstostatisticalinquiries.Thegathering,consolidation,andanalysisofsuchdatashall likewise be done in themost truthful and credible manner".

Paragraph2ofSection27ofRA10625furtherstatesthat“anyindividualwhorefusesorfails to give truthful and complete answers to statistical inquiries will be imposed a penalty of one year imprisonment and a fine of one hundred thousand pesos (Php 100,000.00)".

1.12ORGANIZATIONAL SET-UP FOR THE 2022 CAF

The 2022 CAF is a complex undertaking which entails a lot of manpower and financial resources. Hence, an organizational set-up designed primarily to cater to the needs of the 2022 CAF is necessary (as shown in Figure 1.2).

The PSA, headed by the National Statistician and Civil Registrar General (NSCRG) is the agency mandated to formulate and execute plans for the 2022 CAF. All directives pertaining tocensusshallemanatefromtheOfficeoftheNationalStatistician(ONS). TheNSCRGisthe Chairperson of the Census Steering Committee (CSC) for the 2022 CAF. Under the CSC are various working groups. The CSC will be responsible for the overall guidance of the conduct of the census. The NSCRG will be assisted by the Deputy National Statistician (DNS) of the Census and Technical Coordination Office (CTCO). Specific instructions and orders shall be delegated to the field supervisors through a chain of command.

The DNS of the CTCO, together with the Assistant National Statistician (ANS) of the CTCONational Censuses Service (NCS) will supervisethe entireoperation ofthecensus.Under the supervisionoftheANSof NCSaretheAgricultureandFisheriesCensus Division(AFCD) and CensusPlanningandCoordinationDivision(CPCD),whichwillberesponsiblefortheplanning, implementation, mapping, and technical supervision of the census operations.

TheANSoftheCTCO-InformationTechnologyandDisseminationService(ITDS),ontheother hand, will oversee the whole IT systems and infrastructure support in the Central Office (CO) and Field Offices (FOs), as well as the communication and publicity plans, activities, and materialsforthe2022CAF.TheANSofITDSwillspecificallyoverseetheoperationsofUnisys Corporation, the service provider responsible for the development of the electronic data gathering and submission, data processing, and tabulation systems of the 2022 CAF. Moreover, the ANS of ITDS will oversee the procurement and set-up of necessary ICT

equipment and networks according to the CAF system requirements and the implementation, materials, and templates for CAF publicity campaign.

The ANS of the Finance and Administrative Service (FAS), under the Civil Registration and Central SupportOffice(CRCSO), meanwhile, willberesponsiblefor thetransfer of funds from the CO to the FOs and other logistical requirements. The NCS, ITDS, and FAS will closely coordinate with each other on all 2022 CAF concerns to ensure the smooth flow of operation.

The 2022 CAF Census Project Staff (2022 CAF-CPS) will be created at the NCS to serve as the overall monitoring hub and communications and action center for this nationwide undertaking. Thus, for the 2022 CAF purposes, all communications to and from the CO and FOs and vice versa shall pass through the CPS 2022 using the email address: cps2022caf@psa.gov.ph.

At the regional level, the Regional Statistical Service Office (RSSO), headed by the RD, will be responsible for monitoring the entire census operation under its jurisdiction. This includes coordination, monitoring, and supervision of the conduct of enumeration.

The 2022 Regional Census Project Staff (RCPS 2022) will be formed in the RSSO. It will be headedbytheChief StatisticalSpecialist (CSS)oftheStatisticalOperations andCoordination Division (SOCD) and will include concerned RSSO statistical and administrative personnel, and hired census personnel. The RCPS 2022 willtake charge of all the aspects ofthe census in the region, including data review and evaluation, and issuance of certification pass.

At the provincial level, the Provincial Statistical Office (PSO)-CSS, to be assisted by the designated 2022 CAF Focal Person and Assistant Focal Person, as well as other concerned statistical and administrative personnel, will be directly responsible for the coordination, monitoring,andsupervisionofthefieldoperations,includingcoordinationtoothergovernment agencies, implementation of publicity campaigns, and data processing in the areas under its jurisdiction.ThePSO-CSSreportstotheRDallinformationand/ormajordecisionsthathe/she makeonmatters pertaining tothe census. ThePSO-CSS willalso supervise theoperationsin the 2022 Provincial Processing Center (PPC 2022). He/She will have direct supervision over the encoding, coding, key verification, and archiving of the questionnaires, forms, andmaps.

The2022ProvincialCensusProjectStaff(PCPS2022) thatwillbeestablishedinthePSO will be headed by a PSO focal person, who should be a regular PSA employee. The PCPS 2022 will take chargeof alltheaspectsofthecensusinthe province,including dataprocessingand evaluation.He/shewillberesponsible,onafull-timebasis,forthesupervision,monitoring,and coordination of censusactivities inbigcities or clustersof smallercities/municipalities within a district.

The PSO-CSS, PSO Focal Person, PSO Assistant Focal Person, and CAS shall coordinate with the Provincial Governors and City/Municipal Mayors to solicit support for the conduct of the 2022 CAF in their respective areas which includes among others, information dissemination about the census, provision of headquarters/meeting areas for the duration of the enumeration, assistance in hard-to-reach or special areas, etc.

In coordination with the PSO-CSS, the PSO focal person will also formulate and recommend specificstrategiesfortheefficientimplementationofthecensusplansintheenumerationarea (EA),includingcensusteamfielditineraries.He/shewillberesponsibleforthesupervisionand monitoring of the overall performance of the entire census team of Census Area Supervisors (CASs), Assistant Census Area Supervisors (ACASs), Team Supervisors (TSs), and

Enumerators (ENs). He/she will also be responsible for the implementation of the field enumeration activities inall the areas assigned to the census teams. He/she will monitor data processing in the PSO, review and endorse summary reports submitted by CAS/ACAS and evaluatethecensusresults basedondataconsistency checks,andmarginal andconsistency tables.

TheCAS,hiredpersonnel,willbemainlyresponsiblefortheclosesupervision,monitoring,and coordination of census activities in the city/municipality. He/she will conduct re-interviews of households,spotcheckandobservetheENs, particularlyfor highcasesofquestionableresult of visits, Core Questionnaire respondents, and/or incomplete entries for essential and frame questions,especiallyduringthefirsttwo(2)weeksofenumeration.He/shewillassisttheFocal Person to generate data consistency error reports on individual CAPI/CAWI/PAPI forms uploaded/encoded/submitted using theDPS. He/she will monitor the progress of enumeration and data processing, prepare summary reports, and evaluate the census results based on data consistency checks, and marginal and consistency tables. Moreover, the CAS will conduct follow-ups to CAWI respondents, i.e., establishments/ cooperatives/institutions with agriculture and fishery operations, sent with an e-mail invitation to accomplish the CAWI questionnaires. He/she will also monitor and report the overall and individual performance of the team, ACAS, TS, and EN, for appropriate action.

The CAS will be responsible for a group of five census teams, with each team consisting of one TS and five ENs. Generally, his/her teams will cover a city/municipality. However, in big cities or municipalities, two or more CASs may be assigned.

On the other hand, the ACAS will assist the CAS in the supervision of all TSs/ENs in his/her area/sofassignment.He/shewillbehiredmainlytodoeditingofaccomplishedquestionnaires for CAPI, PAPI, and CAWI methods of data collection. He/she will conduct re-interviews of households,spotcheck,andobservetheENs,particularlyforhighcasesofquestionableresult of visits, Core Questionnaire respondents, and/or incomplete entries for essential and frame questions, especially during the first two weeks of enumeration. Specifically, the ACAS will perform geo-ID validation checking, completeness check, and data consistency check of submitted forms through the Data Processing System (DPS) and to assist the CAS for close supervision, and progress monitoring of census activities. He/she will prepare and submit periodic reports on the progress of census activities. In addition, the ACAS will ensure the completeness of listing and enumeration of all households, establishments/cooperatives/ institutions in the EA/barangay/city. One ACAS will be responsible for a group of two to three census teams, that is, two to three TSs and 10 to 15 ENs. Each census team will consist of one TS and five ENs.

The TS is responsible for close supervision of ENs in monitoring and assisting in data collection. He/she will conduct re-interviews of households and/or individual respondents, spotcheck and observe the ENs, particularly for high cases of questionable result of visits, CoreQuestionnairerespondents,and/orincompleteentriesforessentialandframequestions. He/she will be responsible for the preparation of summary reports from the submitted CAFForms1to5.He/Shewillalsoreview/editaccomplishedformsofENsencoded/submitted toDPSserverwithlessthan50percentcriticalerrors.He/sheisalsoresponsibleinconducting Barangay Questionnaire interviews in his/her assigned barangays.

The TS will take charge of the supervision of about five ENs. He/She will update his/her CAS/ACAS about the problems encountered and the progress of enumeration in the areas assigned to him/her.

The EN, meanwhile, will be responsible for the complete enumeration in the barangay or EA assigned to him/her. He/She will also review/edit accomplished forms returned by his/her TS/ACAS/CAS (with more than 50 percent critical errors), as well as conduct re-interview of concerned households/respondents according to instructions of the TS/ACAS/CAS/Focal Person. He/She will seek the help of his/her TS regarding the problems which he/she himself/herself cannot resolve.

Prior to the start of the enumeration, the EN together with his/her TS will conduct an ocular inspection in his/her area/s of assignment. They will pay a courtesy call to the Punong Barangayandotherincumbentbarangayofficialsandaskfortheircooperationandassistance in the census-taking.
