SPECIFIC INSTRUCTIONS IN ACCOMPLISHING CAF FORM 4 –QUESTIONNAIRE FOR AQUACULTURE

This chapter provides detailed instructions on how you will accomplish CAF Form 4Questionnaire for Aquaculture. This form will be used for every household with a member who is an operator of aquafarm to record information on his/her aquaculture operation such as characteristicsoftheaquafarm,typeofwater environment,differentphasesofaquafarm,different species cultured, date of stocked/planted and date of harvested/transferred, and aquafarm machineries,equipment,facility,andothertoolsused.Italsointendstocollectdataonthenumber of laborers, social, technical, and financial assistance, and challenges encountered during the operation.

8.1 CONTENTSOFCAFFORM4

CAF Form 4 is a seven-page booklet-type questionnaire that contains the following parts:

8.2 TITLEPANEL

NOTE: All booklets of CAF Form 4 that were given to you are recorded and will be accountedforattheendof enumeration.Ensuretokeepandnotloseanybooklet of CAF Form 4 as all accomplished and unused questionnaires will be returned to the PSA through your Team Supervisor (TS) after the enumeration period.

8.3 SECTIONA-GEOGRAPHICIDENTIFICATION

Thissectionpertainstotheaddressoftheaquacultureoperatorandtheaquacultureoperator’s identification.It particularly containsthequestionnairenumber;geographicnamesand codes; enumeration area; Building Serial Number (BSN), Housing Unit Serial Number (HUSN), and Household Serial Number (HSN); name and line number of the aquaculture operator; Aquaculture Operator Serial Number (AOSN); name of household head, name of the respondent and line number of the respondent, and his/her relationship to operator. It also contains the name, address and contact information of caretaker, if any. This portion also facilitates the control of forms used during enumeration and processing.

Refer to Section 7.3 for the discussion on how to fill out this portion. Illustration 8.1 is an example of a filled-out geographic identification portion. Copy the unique 5-digit AOSN from CAF Form 1, column 29.

8.4 INTERVIEWRECORD

8.6 SECTIONB–CHARACTERISTICSOFAQUAFARM

Section B gathers information on the basic characteristics of an aquafarm. This section is to be answered by an aquaculture operator. This includes information about thefollowing:

a. Main purpose of operation;

b. Legal status of the operation;

c. Numbers of aquafarm;

d. Type of aquafarm;

e. Location of the aquafarm;

f. Tenure status of aquafarm;

g. Numbers of units/compartments;

h. Measurement of aquafarm;

i. Type of water environment; and

j. Phases of aquaculture.

AQUACULTURE refers to fishery operations involving the breeding and farming of fish and other fishery species in fresh, brackish, and marine water areas.

This includes activities such as culturing fish, crabs, shrimps, seaweeds, mussels, oysters, pearls, and/or other aquatic plants and animals in an aquafarm, growing ornamental fish or aquatic plants for sale, and farming amphibians or reptiles like frogs and crocodile for meat production accredited by the government.

NOTE: The following cases are to be EXCLUDED:

× Trading/selling of fishes, other aquatic species, and aquatic plants without involvement in propagating and culturing of these species.

× Gatheringofaquaticspeciesandplants(e.g.,seaweeds)asthisisclassified as a fishing operation.

× Fishkeeping or keeping fishes in an aquarium, pond, or pool at home that are usually valued as pets or as a hobby, for home aesthetics, or beautification purposes only.

× Caring for aquatic products solely for leisure/recreation/collection purposes such as aquariums or marine exhibits.

× For tourism purposes only

× Culturing of aquatic species for conservation or zoo activities only.

4B05 serves as an indicator to determine the total number of aquafarms operated by the household operator.

An AQUAFARM is a farming facility used in the culture or propagation of aquatic species like fish, crustaceans, mollusks, and aquatic plants. It includes fishpond, fish pen, fish cage, fish tank, hatchery or "pangitlugan", seaweed farm, oyster farm, mussel farm, and other farms for culturing of pearl, cockles, abalone, and others.

A land-based aquafarm under one form of tenure is considered one same aquafarm when it is a contiguous piece of land. Unless contiguity andtenurecriteriaarebothsatisfied,thiswillnotbecountedasoneaquafarm.Theparceldefinition alsoappliestotheland-basedaquafarms(fishpondsandfishtanks).RefertoSubsection7.6.2for examples and discussion on how to count the parcels.

Ontheotherhand,countingofaquafarmsinanopenbodyofwatersuchasfishpens,fishcages, seaweed farms, mussel farms, and oyster farms is based on aquafarm type, tenure, and location. Combinations of two or more types of aquafarms are considered different aquafarms, regardlessoftenureandlocation. Asetofonetypeofaquafarmwiththesameformoftenureand located in same barangay is considered one aquafarm. See sample illustrations below.

4B06 AQUAFARM NUMBER

4B06 pertains to the two-digit number series that corresponds to the total number of aquafarms operated by the aquafarm operator in 4B05. This column contains preprinted aquafarm number ranging from 01 to 10, indicating that only up to 10 aquafarms can be recorded in one printed CAF Form 4.

4B07 What type of aquafarm did you operate?

Enter the code corresponding to the type of aquafarm being operated in the boxes provided. If the answer is code “99”, indicate the specific type of aquafarm operated on the space provided.

4B07 is used as an indicator to determine what type of aquafarm the operator operates in its aquaculture operation.

Land-Based Aquafarm

Description

10 Fishpond refersto abody of water (artificial or natural) wherefish and other aquatic species are cultured, raised, or cultivated under controlled conditions.

Examples of species usually cultured in fishponds are milkfish (bangus), tilapia, hito (catfish), carp, siganid (samaral), sea bass (apahap), prawn (sugpo), shrimp (hipon), and crab (alimango).

20 Fish tank refersto a land-based structuremadeof wood, glass, metal, or cement, usually rectangular or cylindrical in shape designed to grow and culture fish for breeding andseedfishproduction.Itmaybeconstructedbelow or abovethe ground level and capable of holding and interchanging water.

Water-Based/Open System

30 Fish pen refers to a fish enclosure made of closely woven bamboo screens, nylon screens or nets or other materialsattachedtopolesstakedatthebottomupto the surface of the lake, river or other shallow bodies ofwaterforthepurposeof growingand/or culturingof fish to various sizes in fresh, brackish and marine waters. A fish pen varies in shapes. Its enclosure covers the entire water depth from the water surface down to the bottom.

NOTE: Fish corral(baklad) which is used for trapping fish in tidal waters or along the natural paths of fish is not considered fish pen. Both have similar features and materials used. The only difference is that a fish pen is a fish enclosure where fish from outside the enclosure cannot enter while a fish corral is constructed with openings toserve as fishtrap.

40 Fish cage refers to a stationary or floating fish enclosure made of synthetic net, wire/bamboo screen or other materials set in the form of inverted mosquito net (hapa type) with or without cover with all sides either tied to poles staked to the bottom of the water or with anchored floats for aquaculture purposes.

A fish cage is suitable in the culture of fish species that burrow into the lake bottom because it limits the fish inside the confines of the cage.

Examples of species cultured in fish cages are milkfish (bangus), tilapia, carp, grouper (lapu-lapu), siganid (samaral), and sea bass (apahap).

50 Seaweed farm refers to a farm for cultivating seaweeds in suitable water areas byanymethodwithappropriateintensive carefor production in commercial quantities.

Examples of varieties of seaweeds which can be cultured are eucheuma (gozo), gracilaria (gulaman dagat), and caulerpa (lato).

60 Mussel farm refers to a farm for cultivating mussels in suitable water areas byanymethodwithappropriateintensive carefor production purposes.

Category Description

99 Other types of aquafarms Examples are farms for culturing pearls, cockles, abalone, and the following:

Rice fish refers to an integrated farming system involving the raising of fish in ricepaddies.

Small water body (small farm reservoir) includes reservoirs and lakes with an area of less than 10 square meters, small ponds, canals, irrigation canals, swamps,andsmall,seasonalinlandfloodplains.They may be permanent or temporary and can be separated intonatural waters or constructed ones.

NOTE: There are practices where one type of aquafarm is integrated with another type of aquafarm. An example is when stakes for farming oyster are attached to fish cages. For this case, report separately the fish cages (as one aquafarm) and the oyster farm (as another aquafarm).

4B08 Where was the aquafarm located?

4B09 aims to determine or describe the rights or tenure status present in the country. It can also beusedtodeterminetheaquacultureoperationoperatedunderoneortwotenureforms,operated on government-owned land, operated under owner-like possession, and rented/leased from someone else.

TENURE STATUS refers to the right under which a holding is held or operated. A holding may be operatedunder a single form of tenure or under morethan oneform, inwhichcase eachform of tenure should be reported separately.

Below are the categories for tenure status and their corresponding codes and definitions.

01 Fully owned Land use in aquafarm is operated with a title of ownership in the name of the holder and consequently, the right to determine the natureandextentoftheuseoftheland.Includedinthiscategoryare landswhoseabsoluteownershipisvestedintheholderthroughsale, and inheritance. An aquafarm, which is a part of the holding, is also consideredfullyownediftheholderhasanabsolutedeedtothesale oftheland.Likewise,landsofthetillerswithEmancipationPatentare considered fully owned.

02 Owner-like possession a land use in aquafarm is under conditions that enable a person to operateitasifhe/sheistheowneralthoughhe/shedoesnotpossess atitleofownership.Alandheldunderowner-likepossessionincludes thosethatareheldunderheirshipwhichthetitleofownershiphasnot been transferred to the heirs. Also included in this category are inherited lands without title of ownership and those held under tax declaration. Further, this category also includes areas without legal title of ownership which is operated uncontestably and uninterruptedly by the holder for a period of 30 years or more, even without the permission of the owner, and lands being purchased on installment basis or underlong-term contract.

03 withFishpond Lease Agreement (FLA) a Fishpond Lease Agreement (FLA) must be secured by a person who shall occupy or use any portion of the public lands declared by the Bureau of Fisheries and Aquatic Resources as available for fishpond purposes and released to the Bureau for its management and disposition inaccordance with the provisions ofthis Order.

07 Sub-lessee is the re-renting of land use in aquafarm by an existing tenant to a new third party for a portion of the tenant’s existinglease contract.

08 Sub-sub lessee is there-renting of land use inaquafarm by anexisting tenant from a third to fourth party for a portion of the tenant’s existing lease contract.

09 Rent-free landisoperatedwithoutthetitleofownershipandwithoutpayingrent but with the consent or permission of the landowner.

99 Other types of tenure lands held as mortgage and all other lands not falling under categories1to10,includinglandsoccupiedwithoutconsentofowner for less than 30 years. Also included in this category is a land used by a person, wherein such land is mortgaged to him/her. If the land used by a person is his/her own but already mortgaged to another person,thetenurestatusofthelandwillalsofallunderthiscategory.

NOTE: You may encounter responses like “binubuwisan” and “hatian”. For these responses, probe further on their mode of payment for using the land, whether on a fixed amount or share of produce. In this way, you will be able to classify whether the aquafarm is leased/rented or other form of tenure.

4B10 How many aquafarm units/compartments does this aquafarm have?

4B10 aims to determine the number of aquafarm units/compartments in an aquafarm. This data itemisusedtocheckforconsistencyinthereportedaquafarmunit/compartmentnumberin4C03.

AQUAFARM UNIT/COMPARTMENT refers to a specific area or enclosure within an aquafarm where aquatic organisms are raised or cultured. The compartments in an aquafarm are designed to provide a suitable habitat for the species being raised and to optimize their growth and survival. Aquafarm compartments can vary in size and design depending on the type of species being cultivated, the production goals of the aquafarm, and other factors. It is often divided by movable screens, nets, or bamboo.

As shown in Illustration 8.5, if an operator has a total of three aquafarms, that is one(1) fishpond in Brgy. A, and two (2) fish cage sets (1 in Brgy. B and 1 in Brgy. C), the aquafarm numbers and units are as follows:

 Aquafarm Number 1 for fishpond with one (1) aquafarm unit used in bangus culture (Brgy. A),

Thesurfaceareaoftheaquafarmismeasuredinsquare meters up to three (3) decimal places in 4B11a, the depthoftheaquafarmismeasuredinmetersuptothree (3) decimal places in 4B11b, and volume of aquafarm measured in cubic meters up to three (3) decimal places in 4B11c. If the surface area, depth, and volume reportedinawholenumber,recordthesurfaceareawith zeroes after the decimal point. For example, if the respondent said the surface area of the aquafarm is 500 square meters, enter 500.000.

ILLUSTRATION

In case the respondent cannot provide the exact area of the aquafarm, ask for the length and the width, then compute the surface area based on the information given by multiplying thelength andwidth of the aquafarm.

To compute the volume (cubic meters) of an aquafarm, multiply the surface area (square meters) and the depth (meters). Refer to Table 8.1 of sample computation and conversion of aquafarm area to aid the respondent incomputing the aquafarm measurement.

1 Fresh Water Freshwaterreferstoawaterenvironment without salt or marine origin. It is pure freshwater,thatis, nomixtureof seawater, such as Laguna de Bay, Taal Lake, Candaba Swamps, Liguasan Marsh, and rivers,canals,dams,paddyandricefields, lakes, ponds, and springs.

2 Brackish Water Brackish water refers to mixed seawater andfreshwaterenvironmentwithsalinityof less than 30 parts per thousand (ppt) that varies with the tide. Examples are tidal flats, mangroves, swamps, and mouths of rivers, whereseawater meets fresh water.

Section C gathers information on the aquaculture operation of the household. This section includes information about the a) species cultured in each aquafarm unit/compartment; b) stocking and harvesting period; and c) type of feeds used in each aquafarm during the period January01 to December 31, 2022.

4C01 Line Number

4C01contains preprintedlinenumbersrangingfrom 01to20. Thisindicatesthatupto20 rows can be used in Section C of CAF Form 4. For more than 20 rows, use an additional questionnaire. Line out the preprinted line number and write above it the line number that follows, that is, beginning with “21” and soon.

4C02 Aquafarm Number

4C02 pertains to the two-digit number series to be listed in Section C for all types of aquafarms (fishpond, fish cages, fish pens, seaweed farms, oyster farms, etc.) reported by the respondent. The assignment of the aquafarm number should correspond to item 4B06 reported in Section B. Thus, you should maintain the assigned aquafarm number in this section.

4C03 Aquafarm Unit/Compartment

4C03 pertains to the units/compartments number (butas) used per species stocked and/or harvested for each type of aquafarm. The aquafarm unit/compartment in 4C03 should correspond to the total number of aquafarm units per aquafarm in 4B10. If the operator cultures the same species with the same stocking date in multiple aquafarm unit/compartment,therange oftheaquafarm unitnumber shouldbereported in 4C03aand 4C03b.

In cases wherea certainspecies cultured is stocked at the same date in multiple aquafarm units/compartments, dothe following:

a. Countthe numbers of aquafarm units/compartments per type of aquafarm (e.g., 1 … n) where a certain species cultured was stocked, at the same date, that is from 1 to n.

b. Place in item 4C03a the first count; that is 1and the identified n in item 4C03b.

c. In cases of multiple species cultured were stocked at the same date indifferent units/compartments. Count the number of aquafarm units/compartments corresponding to the specific species, that is 1 to“n”. Continue the count form n+1 to the last count of aquafarm unit/compartment.

1 Organic (Raw/Live) refers to feed that is composed of raw plants and/or live fry or animalsthatisfreeofadditivessuchaspesticides,hormones, antibiotics, or other foreign substances.

2 Organic (Formulated) refers to feed that is composed of raw plants and/or live fry or animals and some additives such as pesticides, hormones, antibiotics, or other foreign substances as alternative to ingredients that are hardto find.

3 Inorganic (Commercial/ Formulated)

refers to a mixture of carefully selected ingredients to provide allthenutrientsnecessaryforthefishtogrowwell.Thesemust be made in a form which the fish find easy to eat and digest. These feeds are quite difficult to make on the farm and are usually quite expensive to buy.

4 Mixed (Organic and Inorganic) refers to a mixture of organic and inorganic feeds. Fish production depends on both natural food (organic) and supplementary feed (inorganic).

5 Natural Food (e.g., Green Algae) found naturally in the water. It may include detritus, bacteria, plankton, worms, insects, snails, and fish. Fish production depends entirely on natural food.

6 Not Applicable refers to the species cultured like seaweeds, oyster, mussel, and other species which feeding practices are not applicable.

8.7 SECTION D – MACHINERIES, EQUIPMENT, FACILITIES, AND OTHER TOOLS

Section D gathers information on the Aquaculture machineries, equipment, facilities, and other tools that the household used in the aquaculture operation regardless of ownership, and those that the householdowned aside from those that are used during thereference period.

Aquaculture machinery and equipment are machinery and equipment that are used in aquaculture operation from the preparation of aquafarm to harvesting and processing of aquaculture products. This may include, but is not limited to, fishnet, oxygen tank, fish grader, incubator,motorized boat, aerators, and freezer.
