The United Way of Bemidji Area is a community organization that works to fulfill people’s basic needs and rehabilitation, promote health and healing, assist people in crisis, nurture children and youth and support older people. The director is Denae Alamano. Throughout the year, the United Way of Bemidji Area sponsors many programs that benefit the Bemidji community including Coats for the Community, Boost America!, Holiday Gifts for Kids, National Association of Letter Carriers Food Drive, Someone Special Volunteer Program and Volunteer Recognition Reception. Red Cross The Red Cross Blood Service holds blood drives about twice a year at various locations. The Red Cross sends blood to wherever there is a shortage.

The St. Philip’s Clothing Depot gives and sells clothing and some household items at greatly reduced prices. The one-level handicap-accessible depot has a free section and houses reduced-price goods, clothing, crafts and holiday items. Donations are welcome, but call ahead. The University of Minnesota Extension is the major outreach arm of the U of M, a land grant institution with a mission to serve the public through applied research and education. U of M Extension o�ces, in partnership with local government, are located in most of Minnesota’s 87 counties. Extension programs include 4-H clubs, youth after school programs, Master Gardener volunteers, nutrition education, homemakers clubs and Parents Forever.
Marriage licenses Applications for marriage licenses can be filled out in the License Center, Beltrami County Administration Building, 701 Minnesota Ave. NW. Both people comprising the couple must be present to apply; bring a photo ID. License fee is $115 or $40 with 12 hours of premarital counseling; and it’s good for six months anywhere in Minnesota. The mission of the Senior Activity Center is to provide opportunities for older adults to develop and sustain their potential as individuals and citizens of the community. The purpose is to meet the needs of seniors for fellowship, learning, information and recreation, and to work cooperatively with other agencies in serving the needs of older adults. The center hosts many educational presentations, holds several fundraisers and provides numerous volunteer opportunities throughout the year. The center is a membership organization. Passports
Voter registration
Passports are available from 8 a.m. to 4:30 p.m. Monday through Friday at the Beltrami County License Center in the Beltrami County Administration Building, 701 Minnesota Ave. NW, Suite 100. Individuals must fill out a passport application, which requires they produce a certified birth certificate or a previous passport, as well as a photo ID and two identical passport photos. The agency also o�ers a passport photo service. The fee is $110 for adults 16 and older or $80 for those 15 and younger, plus an extra $25 execution fee the courthouse charges. Passports take about six weeks to process. For faster service, an additional $60 is charged. Passport cards are $30 for adults and $15 for minors. For details, call 333-4148.
Fill out a voter registration card and return it in person or by mail to your county auditor or the secretary of state. Voter registration forms are available at county courthouses, city halls and other public buildings, in many telephone books or in your state tax booklet (in even-numbered years) or download at: http://sos. state.mn.us/index.aspx?page=204 You may also register to vote when you apply for or renew your Minnesota driver’s license or state identification card. Voters can now register online at http://mnvotesinfo.sos.state.mn.us/. If you are unable to register in advance, you can still register on Election Day at your polling place. You will need proof of your identity and the address where you are living on Election Day.

SERVICES Vehicle/boat licenses License plates for cars, pickups and other vehicles are available at the Beltrami County License in the Beltrami County Administration Building, located at 701 Minnesota Ave. NW Suite 100, (218) 333-4148. O�ce hours are 8 a.m. to 4:30 p.m. Mondaythrough Friday. Booklets listing the various fees and operation regulations are available at the o�ce. The fees for registering cars and trucks vary widely. Motorcycles and other vehicles also must be registered, as well as campers, trailers, ATVs, snowmobiles and boats. To register a snowmobile you must be at least 18 years old. The registration is valid from July 1 through June 30. The three-year registration for trail use is $111.00 and non-trail use is $53.50. Registration is not required for a snowmobile registered in another state or country and used in Minnesota for a period of 30 days or less. They must have a snowmobile state trail sticker when operating in state and grant-in-aid trails, which costs $51.00 and is valid from November 1 - June 30 of each year. To register an ATV/OHM/ORV you must be at least 18 years old. The basic ATV renewal registration is $66.00 for three years. Registration is not required for recreational motor vehicles registered in another state or country and used in Minnesota for a period of 30 days or less. Watercraft registration fees vary according to the size of the boat and whether they are motorized or not. The license is good for three years. Watercrafts registered in another state and kept in Minnesota for a period of 90 consecutive days or fewer are exempt. Also exempt are boats used during duck hunting season, rice boats during ricing season and nonmotorized watercraft 10 feet in length or less.

The Bemidji Community Food Shelf serves individuals and families living within Beltrami County and the Bemidji School District who are experiencing food insecurity. Those needing assistance may visit the food shelf once per calendar month and must show proof of residence within the service area. Monetary and food donations are welcome, as are volunteers from the community. The hours are 10 a.m. to 3 p.m. Monday, Wednesday and Friday; and 10 a.m. to 5 p.m. the third Monday of the month.
Drivers licenses The Bemidji Drivers License Exam Station, located at 111 Second St. NW, (218) 308-2940, is open from 8 a.m. to 3:45 p.m. Monday through Friday for written drivers’
exams and from 8 a.m. to 4:30 p.m. for general business. Before obtaining a driver’s license, a person must pass a knowledge test, a vision check and a road test. A driver moving into Minnesota from out of state or Canada, or someone whose Minnesota license has expired for more than one year, but less than five years, will not be required to take the road test. When applying for a license, people need identification with full name and date of birth. To take the road test, you must show ID, provide your own vehicle for the test and have correctly operating safety equipment. The Minnesota Department of Public Safety Driver’s Manual is available online at dvs.dps.mn.org. Renewals at the exam stations and County Administration Building, 701 Minnesota Ave. NW.
Dog and cat licensing It is unlawful for any owner to own, keep, harbor or maintain any dog or cat, over four months of age, within the city, without having obtained a license from the city of Bemidji. Pet Licenses may be obtained at City Hall, 317 4th Street NW, between 8 a.m. and 4:30 p.m. You will need to bring the following items with you when registered your pet(s): The pet owner is required to provide the owner’s name and address, telephone number, the name, breed, color and sex of each dog or cat owned or kept and being licensed. Rabies immunization. All dog and/or cat licenses shall be issued only upon presentation of a certificate issued by a veterinarian, licensed to practice veterinary medicine in the State of Minnesota, showing rabies immunization of the animal for at the least the term of the license. Costs for spayed or neutered dogs or cats are $10 each and $25 for animals that are not spayed or neutered. To better serve the citizens of the City of Bemidji and Beltrami County, there is an Animal Care section of the City of Bemidji website online at http://www.ci.bemidji. mn.us. Click on Lost & Found Pets. Lost pets can be reported on the site as well by calling the Beltrami County Dispatcher at (218) 333-9111. The City of Bemidji Animal Control can be reached at (218) 333-9111 and the Dolf Corvelli, Animal Control for Bemidji, Northern, Frohn, Grant Valley, Ten Lakes, Port Hope Townships and City of Tenstrike can be reached at (218) 760-6651. City of Bemidji utilities
Utility providers
The purpose of the Bemidji Public Works Department is to maintain the city’s streets and water, sanitary and storm sewer infrastructure. The city also provides refuse removal service. The director of public works and city engineer is Craig Gray, 333-1850. City services are billed monthly to the City Utilities Department on one bill. Residents should receive their bill on the first of each month. Payment is due by the 21st of the month. If the 21st falls on a Saturday, Sunday or a holiday, payment may be made to the city on the next work day without penalty being assessed. A complete fee structure is available at the city’s website: ci.bemidji.mn.us Payment can be made through automatic bank withdrawal, by mail and at the payment drop box on the Fourth Street Northwest side of City Hall. In-person payments can be made between 8 a.m. and 4:30 p.m. Monday through Friday at the front desk in City Hall by cash, check, MasterCard, Discover or Visa. Bills also can be paid online at the city’s website.
Otter Tail Power, 751-3120, supplies electricity to residents within the Bemidji city limits and around the perimeter of Lake Bemidji. Beltrami Electric Cooperative, 444-2540, provides service to a large area surrounding the city. Beltrami Electric Cooperative, dating from 1940, serves more than 16,200 members in a 3,000-squaremile area extending from east of Bagley to Bena and from Walker to Waskish. Otter Tail has its corporate headquarters in Fergus Falls. The company was established in Minnesota in 1907 as an electric utility. Otter Tail provides electricity to about 128,500 people in 424 communities. The area gas companies that supply propane are the Bemidji Co-op Association, 751-4260; Lakes Gas, 759-0141; and Northdale Oil, 444-8000. Minnesota Energy Resources supplies natural gas. The company can be reached for 24-hour emergency service at 800-889-4970 or non-emergency customer service at 800-889-9508. The Bemidji Co-op Association also supplies fuel oil. Other fuel oil suppliers in the area are Bemidji Oil & Propane, 444-5522, and Cash Oil, 751-5471.

The Bemidji Police Department consists of a force of 33 full-time o�cers led by Police Chief Michael Mastin. There are also two administrative support sta�. O�cers respond to all public safety and tra�c calls, and four full-time detectives investigate crime. They are equipped with defibrillators in their squad cars. Parking is enforced all day by two parking o�cers. Two full-time o�cers, Randy Moyer and Jon Hunt, serve as school liaisons. Hunt also teaches DARE courses and drug education. Tom Charboneau and Tabitha Carrigan are the community service o�cers. Charboneau also serves as animal control o�cer. A SWAT team makes high-risk arrests and entries, as well as serves search warrants. The police department is a member of and has an o�cer assigned to the four-county Paul Bunyan Drug Task Force and Headwaters Safe Trails Task Force.

The Bemidji Fire Department, 318 Fifth St. NW, consists of seven full-time firefighters who are on duty 24 hours a day, full-time Fire Chief Dave Hoefer and 40 paid-on-call firefighters. The Bemidji Rural Fire Association partners with the City of Bemidji to provide fire protection for the Bemidji area. The department covers city climits, 15 townships and the communities of Wilton and Turtle River. The total fire department service area covers 522 square miles that include approximately 35,000 people. The fire department answers about 2,000 calls per year. A full list of the fire department’s equipment can be found on its website. To schedule tours, call the department’s business number, 751-8001. The mobile fire safety training house is available to communities and events for fire safety training during spring and summer months. The fire department has three stations. Station 1 is located at 318 Fifth St. NW and two substations are located at 312 Lake Avenue SE and 3810 Moberg Dr. NW.

The Beltrami County Sheri�’s O�ce is led by Sheri� Phil Hodapp and is located in the Beltrami County Law Enforcement Center, 613 Minnesota Ave. NW. The Sheri�’s O�ce works to enforce all federal, state and local laws, as well as being responsible for the provision of other services to the public through all divisions of the Sheri�’s O�ce: field patrol deputies, criminal investigators, civil process o�cers, 911 communications o�cers, baili�s, corrections o�cers, records technicians, boat and water and snowmobile patrol o�cers, emergency management and administrative sta�. The Beltrami County Sheri�’s O�ce sta� includes a chief deputy, four investigators, 19 full-time patrol deputies, 33 jail corrections o�cers and five records technicians. Deputies patrol 3,000 square miles in Beltrami County and more than 1.5 million acres of land and 62,887 acres of water and rivers. The records department is open Monday through Friday from 7 a.m. to 4:30 p.m. and can be reached at 333-4187. Commander Robert Billings heads the Paul Bunyan Drug Task Force, a cooperative e�ort on behalf
of Beltrami, Clearwater, Hubbard and Mahnomen counties, the cities of Bemidji and Park Rapids, Leech Lake and White Earth reservations, the Bureau of Indian A�airs and the United States Border Patrol. There are 16 full-time agents assigned to the task force.

PUBLIC SAFETY Building permits makes recommendations to the Joint Planning Board, which meets on the second Wednesday of the month.
City of Bemidji Building Department, City Hall, 759-3573
Building permits are required whenever a structure is altered in a way that is regulated by the building code. Some examples are adding a room, building a garage or deck, finishing a basement, replacing windows or siding and remodeling involving the removal or replacement of Sheetrock or plaster. A mechanical permit is needed for furnace replacement. Examples of work that does not require a permit are painting, wallpapering, replacement of kitchen cabinets or vanities and the installation of carpeting or vinyl or wood floors. Typically, permits will be issued at City Hall within 72 hours of submission of required data. Fees are based on the value of construction. The Greater Bemidji Area Joint Planning Board will review setbacks and zoning regulations. If plans do not meet the criteria, the property owner may submit an application requesting a hearing before the Greater Bemidji Area Joint Planning Commission, which meets on the fourth Thursday of the month. Beltrami County does not have a countywide zoning ordinance, so land use permits are not required in the county except in shoreland areas. Several townships, however, do have zoning ordinances and developers should check local townships for such ordinances. The county administers the Shoreland Management Ordinance, which restricts developments near bodies of water, and the Subdivision Controls Ordinance, which regulates the subdividing of land in the county. The county enforces regulations pertaining to sewage treatment systems and issues permits for building and sewer in shoreland areas and investigates environmental health complaints. The county is also responsible for coordinating the Mississippi Headwaters Board ordinances, which pertain to development within the river corridor. The Beltrami County Planning Commission meets on the fourth Monday of the month.

GOVERNMENT Health and Human Services The Beltrami County Health and Human Services Department, the county’s largest budget item, is housed in the Beltrami County Community Services Center, third floor, 616 America Ave. NW, (218) 333-4223. EDUCATION Bemidji Area Schools Independent School District 31, more commonly known as Bemidji Area Schools, covers approximately 825 square miles, serves roughly 5,400 students and employs 384 teachers, 224 paraprofessionals, 68 bus drivers and 184 other employees. The district has seven elementary schools, with an eighth now in development. The new school, expected to open in fall 2018, will serve all of the district’s fourth- and fifth-graders. Northwest Technical College is a college of health care, business, automotive technology, early child education, building trades and workforce training that integrates a rigorous curriculum and applied learning, both on campus and online. For 49 years, students at the college have prepared for successful careers in northern Minnesota and beyond. In 2014, NTC underwent a thorough review process to ensure that it will continue to serve the needs of students and employers in the future. A refreshed academic plan to be implemented over the next few years will o�er students flexible programs that prepare for them for good-paying jobs in high-demand fields. The plan stresses greater collaboration with Bemidji-area business and industry, school districts, government agencies, nonprofits and other colleges to boost student success and promote a thriving regional economy. It also includes an expanded partnership with Bemidji State University, providing new opportunities for students to continue onto a four- year degree in many fields, if they choose. While maintaining core academic areas, a more streamlined approach will let students acquire sequential or “stackable” credentials as they progress from foundational learning to more in-depth study.
The Bemidji area has a variety of options for families seeking a preschool or early-childhood education option. From Bemidji Area School’s Early Childhood Family Education programming to preschools o�ered through local churches, there are a range of choices available. There is now an online site where families can go and learn about the di�erent child care options available in their communities. Founded in 1946, Oak Hills Christian College is an interdenominational college located on the shores of Lake Marquette, south of Bemidji. The college o�ers 18 academic programs, such as a one-year Certificate in Biblical Studies and 11 four-year Bachelor of Arts and Bachelor of Science degrees, including its newest majors in addictions counseling and sports management. There also are several associate degrees available that prepare students for continuing their education at a four-year university. The Beltrami County Historical Society operates out of the Beltrami County History Center in the historic Great Northern Depot. It features multiple interactive exhibit galleries; a unique gift shop; and a research room and archives available to the public. Visit the History Center to show o� your telegraphy skills, listen to Native American flute music, marvel at historical photographs, conduct genealogical research, and experience local history through our exhibits, events, programs, and collections. The center is open to the public from Wednesday to Saturday noon to 4 p.m. It’s also open to groups and researchers by appointment. Admission is $5 for adults, $4 for students and seniors, $3 per adults for groups of five adults or more, $1 for children ages 6-12, free for children 5 and younger and free for members. The Headwaters Science Center gives visitors a chance to see science at work in a hands-on environment. It features over 40 exhibits including live animals, interactive physics exhibits, a kinetic sculpture and a 200 gallon saltwater aquarium. The Science Store features unique toys, puppets, science kits, books, and more for everyone on your shopping list. Hours are Tuesday through Saturday from 9:30 a.m. to 5 p.m. and Sunday from 1 to 5 p.m. The center is closed on Mondays from September to March. Admission to Headwaters Science Center is $7 for adults, $8 for seniors 65 and over and military members (with ID), $6 for children 2-11 and free for children younger than 2. Headwaters Science Center memberships are $40 for an individual, $65 for a family, or $65 for a grandparent membership. Memberships o�er admission to the exhibit floor, discounts in the Science Store and on programs. For an additional $20, memberships also provide reciprocal admission to over 350 other science centers and museums worldwide through the Association of Science and Technology Center “Passport Program.” The mission of Headwaters Science Center is “to provide opportunities for hands-on science engagement and enjoyment for children, adults, and community organizations.”

Bemidji opened its new multi-use event center in October 2010. The Sanford Center, with 185,000 square feet, has since hosted a variety of events, from large concerts to comedy and family shows. Located on the south shore of Lake Bemidji, The Sanford Center is the home facility for the Bemidji State University hockey teams. But it features more than just hockey. The center has also hosted BSU and high school basketball, award-winning Little Big Town and A Prairie Home Companion. The facility seats 4,600 for hockey, including 25 private suites and 200-plus club-seating options. The Sanford Center can seat up to 6,000 for special events and concerts. It boasts a 10,000-square-foot ballroom and has 4,000 additional square feet in lakeside meeting rooms. There are two concession stands, three lounges and one very large dynamic scoreboard. The Sanford Center is named for Sanford Health, which pays the City of Bemidji $200,000 per year for naming rights.
TRANSPORTATION City/county bus service Paul Bunyan Transit provides bus service to the city of Bemidji and Beltrami County. The transit system provides rides within a 10-mile radius of Bemidji City Hall. Hours of operation are 7 a.m. to 6 p.m. Monday-Friday, and 8 a.m. to 4 p.m. Saturday. It is closed Sundays. Customers may reserve a ride by calling the o�ce at (218) 751-8765 from 7 a.m. to 4:30 p.m. MondayFriday and 8 a.m. to 4 p.m. Saturday. No calls are taken on Sundays. It is recommended to call 24 hours in advance to reserve a ride and time to be picked up. Same-day registrations will be accommodated as space allows. The cost per ride is $1.50 for adults and 75 cents for children ages 3-9 who are accompanied by an adult. Children ages 2 and younger ride free with an adult. Exact fare is required, as drivers do not carry money to make change. Regular 10-punch passes cost $15 and $12.50 for seniors. Work Pass is $42.50. Rides for work only during the month the pass is purchased. In addition, Paul Bunyan Transit operates a volunteer driver program to take people to clinics or doctor o�ces in Fargo and the surrounding area. This service is coordinated with Beltrami County Social Services and the Veterans Service in Bemidji. Paul Bunyan Transit also serves as the depot for Je�erson Lines. Bemidji Regional Airport Bemidji Regional Airport, located north of U.S. Highway 2 just west of Bemidji, provides a commercial carrier, as well as a private fixed-base operation in Bemidji Aviation Services. Car rental is available at the airport, as well as flying lessons, scenic flights, airplane maintenance and other services. The airport manager is Karen Weller. The airport is managed by the Bemidji Regional Airport Authority. Delta Connection provides commercial passenger service with two flights daily direct to Minneapolis in the winter and three flights in the summer. The planes are 50-passenger CRJ 200 jets.

Patricia Mason 444-6665 The Bemidji Chorale is a community- and BSU-based organization composed of people in a large variety of career fields. Singers span the years from young adults to retired persons. It is an auditioned choir, so knowledge of vocal health, languages and vocal literature is helpful. Note reading and a good ear are a requirement. The Chorale was started in 1979 by Lyle Jewell, who served as its first conductor. He and other area music educators felt it was important for the community and surrounding area to have an avenue in which to perform a variety of challenging literature, and to share with the community through public performances. The Bemidji Chorale is currently conducted by Patricia Mason and accompanied by Wayne Ho�. Rehearsals are every Monday night, 7:30-9:30 p.m. at BSU, from September to May. The Chorale performs two Christmas concerts, a Mother’s Day concert and featured performances in other venues.

Originally developed as an accompaniment ensemble for Bemidji State University oratorio presentations, the orchestra established its own 501(c)3 non-profit designation in 1999. The orchestra, under the leadership of Conductor Beverly Everett, consists of volunteer community members with previous musical experience, university and high school students and university faculty. It is a nonprofit, member-supported organization dedicated to encouraging the growth and development of art in the community. The center provides gallery space for exhibitions, music, poetry readings and social events for many organizations. It displays national, regional and local artists in group exhibits, solo shows and installations featuring a new exhibit each month from February through December. Member artists display and sell their work in the Gallery Shop on site. The center sponsors the monthly First Friday Art Walk and Art in the Park, the annual summer art fair in July.
Sculpture Walk Every May, members of the Bemidji Sculpture Walk Committee install sculptures chosen for display and sponsored by local businesses or private individuals in Bemidji. The pieces are chosen from artists representing a wide geographic area who agree to allow their sculptures to be on display for a year on the streets of downtown, along the waterfront and on Paul Bunyan Drive. Every year at least one sculpture is purchased for permanent display. Maps showing the locations and names of the sponsors are available at the Tourist Information Center.
First Friday Art Walk Bemidji is unique in this area for it is the focal point for many arts endeavors for visual artists. First Friday of the month is an opportunity for individual artists to display their work. Sponsored by and coordinated by the Watermark Art Center, local businesses host First Friday receptions when artists can meet with the public in a social setting for informal discussions about their work. The exhibits are installed for the month at each venue, enjoyed by the customers and also a�ord an opportunity to purchase art work from an artist.

Bemidji Area Community Band Glenn Seibel 759-0777 The Bemidji Area Community Band is open to anyone high school age or older. The band generally performs at 7 p.m. every other Sunday, beginning with Father’s Day in June, on the lawn outside of Bangsberg Fine and Performing Arts Complex. Rainy day concerts are held in Thompson Recital Hall in Bangsberg on the campus of Bemidji State University, Birchmont Drive and 14th Street.

Sanford Bemidji Medical Center is part of Sanford Health of Northern Minnesota. It employs more than 1,500 sta� members, 130 physicians and advanced practice providers, and leans on more than 500 volunteers. According to the 2010 census, the populations of the six adjacent townships (Eckles, Northern, Turtle River, Grant Valley, Bemidji and Frohn) and the city of Wilton totaled
14,058. Add that to the city of Bemidji and you get 27,489. Bemidji is a regional hub. According to the most recent ESRI Community Profile, the population within a 15-mile radius of Bemidji was 39,396; within a 30-mile radius it was 62,885. How does the Mississippi River flow “north” to Bemidji? • The continental divide is located in the area. Water flows north to Hudson Bay and south to the Gulf of Mexico. The Mississippi River flows north into Lake Bemidji, then east with the northernmost point of the river east of Lake Bemidji. It continues to the southeast to Grand Rapids, Minn., before it takes a more southerly direction.
