Introduction

This directory is designed to foster business driven R&D partnerships within industrial biotechnology. It has been inspired by the â&#x20AC;&#x153;Memorandum of Understandingâ&#x20AC;?, signed by the UK and Norwegian innovation agencies in 2011, outlining a series of activities to be undertaken on industrial biotechnology and biorefining. Industrial biotechnology is the use of biologically-based technologies, such as fermentation or biocatalysis, to develop new and more efficient and sustainable methods of producing energy, chemicals and materials. Biorefining is the identification, extraction and modification of valuable components from a biobased feedstock to support the biotechnology process. The UK-Norway partnership has so far led to eleven co-funded projects and a variety of other shared activities. In

About the UK-Norway agreement On the 23rd February 2011, Innovation Norway and Innovate UK signed a memorandum of understanding to collaborate on a number of activities focusing on industrial biotechnology and biorefining. These technologies underpin the bioeconomy, which in Europe has a market size of €2 trillion and employs 21.5 million people. Investment in these technologies could help to meet the increasing demand for a sustainable supply of food, industrial products and fuels. Both organisations believe that through joint activities, such as knowledge exchange and innovation projects, they will generate future economic growth.

The first is a business plan project led by Pennog to assess the socioeconomic potential of a producing bio-polymers from a ryegrass bio-refinery. The project value is £32k and is in partnership with Norwegian company Seagarden. A second, larger research project led by Pennog, will develop a process for the co-production of organic acid and chitin by co-fermenting the crab waste in combination with plant biomass using a microorganism which produces an organic acid resulting in solubilisation of protein and minerals and consequent buffering of the medium for an optimal fermentation. Protein degrading enzymes will be included for co-removal of proteins. Released minerals will reduce costs by enhancing production of the organic acids in the fermenting medium. The purified chitin will be assessed for its potential use as an agricultural biostimulant and as a raw material for producing both water treatment and personal and health care products. Economic models will be developed to determine the suitability of establishing full scale biorefineries in rural communities within the UK and will take into account the value of co-products

project is to demonstrate a fermentation process to produce biobutanol that can compete on price and quality with the incumbent petrochemical equivalent. The project will be using cellulosic feedstocks that are sustainable and do not impact on food supply. The resulting biobutanol will have significant environmental and resource benefits. The team will be integrating advanced, proven and innovative process technology to convert cellulosic feedstocks to sugar and then fermenting the sugar to biobutanol using technology developed by Borregaard and Green Biologics Ltd., respectively. Lucite will validate biobutanol for a chemical applications. The deliverables include a demonstration at pilot scale of the technical feasibility, modelling to determine the economic feasibility at commercial scale and full product life cycle assessment of primary energy savings and greenhouse gas emissions reductions. The launch of the Industrial Biotechnology Catalyst has meant there is continued funding for UK-Norway projects in 2014.

Innovate UK is the UK’s innovation agency. We have a vital role in UK economic development – helping to accelerate growth by stimulating and supporting business-led innovation.

Our strategy for business innovation Concept to Commercialisation has five key aims: • Accelerating the journey between concept and commercialization • Connecting the innovation-support landscape • Turning government action into business opportunity • Investing in priority theme areas based on potential • Continuously improving our capability. Our work in priority areas and our support for business innovation are key parts of our strategy (https://www.innovateuk.org/ourpriorities). Two of these are Biosciences and High Value Manufacturing, of which industrial biotechnology and biorefining are both a part. In 2007, the UK government led a 12month consultation study of industrial biotechnology and set out its vision for the sector to 2025. This included the building of a large scale, open access facility and investments to support targeted projects. In the subsequent years, considerable investments have been made by the UK Research Councils and through dedicated funding.

Annual calls for ‘‘high value chemicals via industrial biotechnology’’ have resulted in nearly £20 million of public and private investment in 90 projects. In 2014, the Industrial Biotechnology Catalyst was launched with a budget for the first year of £45million, supported by Innovate UK and Innovation Norway as well as two of the UK’s Research councils: Biotechnology and Biological Sciences Research Council (BBSRC) and Engineering and Physical Sciences Research Council (EPSRC). The Catalyst is an ‘‘always open’’ competitive mechanism, with multiple funding streams, to enable a seamless route for an idea to progress from academic discovery to industrial exploitation. The Industrial Biotechnology Catalyst will support projects on the following topics: • Production of fine and speciality chemicals and natural products (for example, fragrances, flavors, pharmaceutical intermediates) • Production of commodity, platform, and intermediate chemicals and materials (plastics, resins, and textiles) • Production of liquid and gaseous biofuels • Production of peptides and proteins (enzymes, antibiotics, recombinant biologics) • Novel or improved upstream or downstream processes to reduce costs or improve efficiency Supporting the Catalyst, are 13 Networks in Industrial Biotechnology and Bioenergy (NIBB) that pool skills from academia and business to develop research projects with the potential to overcome major challenges in the industrial biotechnology and bioenergy space. Each has a particular focus, with a total investment of £18 million. In addition, to support scale up of new processes, we have the expanded National Industrial Biotechnology Facility and the National Anaerobic Digestion Development Centre.

The Knowledge Transfer Network The KTN is the UK’s leading innovation network. It brings together businesses, value chains, entrepreneurs, innovators and investors – helping identify and develop the ideas, expertise and technologies that have the potential to be worldbeating products, processes and services.

The KTN specialises in bringing academic, industrial and business communities together from within and across sectors that may not have previously interacted closely. By combining the knowledge and expertise of all stakeholders we are able to drive the conversion of scientific research into innovative products for the benefit of business, the economy, the environment and society. The KTN serves 16 identified market sectors: • Bioscience & Biotechnology • Agri-Food • Health • Materials C• hemistry • Environmental Services • Electronics, Sensor, Photonics • ICT • Space • Defence and Security • Built Environment • Transport • Energy • Digital Economy • Creative Industries • Design

The KTN puts companies and innovators in contact with the funding and knowledge that they need to bring new products, processes and services to market. The KTN also hosts Special Interest Groups (SIGs), formed to work across technology sectors on specific tasks. The Industrial Biotechnology SIG (IBSIG) was established to encourage UK industry to utilise industrial biotechnology to create chemicals more efficiently and sustainably. This has been achieved under strategic direction from the Industrial Biotechnology Leadership Forum. The IB-SIG has provided direct support to over 120 companies across the UK, several of which have proceeded to test the feasibility of using industrial biotechnology in their current work. The Algal Bioenergy SIG (AB-SIG) is focused on understanding the opportunities and risks to the quality of freshwater and marine environments of using algal biomass as a source of renewable energy and chemicals. The AB-SIG aims to translate the UK’s strength in algal biotechnology into commercial applications by partnering the research base with industry. Synthetic Biology is a new and exciting area of research that combines science and engineering in order to design and build (or ‘synthesize’) novel biological functions, parts and systems as well as redesigning existing natural biological systems for useful purposes. The Synthetic Biology SIG (SynBio SIG) has been set up to ensure the translation and development of the UK’s world-leading synthetic biology research into commercial applications by partnering the UK’s research-base expertise with relevant industrial communities.

Innovation Norway – connecting, informing and funding Innovation Norway connects people, businesses and technology. Our key objectives are to nurture business innovation and entrepreneurship, foster regional development, international cooperation and market access. We build local business networks in key markets through our more than thirty offices around the globe.

Innovation Norway is the main government agency for industry development, with close to 800 employees and about €800 million in grants and loans under management. In addition to its international offices, the organisation has business units in all Norwegian counties, which provides a unique knowledge of Norwegian companies in all sectors. Innovation Norway acts as an advisor to the Government on industry policy in close co-operation with the Norwegian Research Council. For instance, both organisations were strongly involved in preparation of the Government’s white paper on biotechnology, which was published in December 2011. Based on the recommendations drawn up in the national biotech strategy, Innovation Norway has recently launched a new program to support the emerging bioeconomy. This initiative has several measures, with the key objective to stimulate innovation and investments into sustainable production of high value products.

We support projects along the whole value chain from market investigations, technical feasibility and scaling up of novel processes. In 2014 we aim to invest about € 8 mill in industrial biotechnology and biorefining. It is our ambition to help Norwegian companies become leaders in the use of renewable resources, e.g. efficient value creation from wood or marine derived biomass, areas where Norway by tradition is strong. Through our cluster program we stimulate regional development and interaction across sectors and value chains. In the bioeconomy international cooperation is also crucial and is well illustrated by our partnership with the UK within industrial biotechnology. We hope that this directory will identify many new opportunities and foster prosperous business collaborations.

The Norwegian Industrial Biotechnology Network The Norwegian Industrial Biotechnology Network (NNIB) is a national network, connecting industry, R&D institutions and capital. It is organised as a not-for-profit member association with strong financial support from Innovation Norway. NNIB is part of the Innovation Norway’s bioeconomy initiative and is intended to support innovation through dissemination of knowledge across disciplines, sectors and geography.

The network’s focus is on industrial applications of biotechnology and the exploitation of biorenewables feedstock from agriculture, forestry and the marine sectors. The overarching mission is to create value for society through economic growth, as well as a more sustainable industry. The activities reflect four strategic objectives: • Facilitate cross-sectorial and multidisciplinary networking • Identify and communicated market opportunities • Promote investments by competent capital • Increase awareness of industrial biotechnology in society The network organises seminars, workshops and study tours in order to disseminate knowledge, alone or in cooperation with partner organisations or Government agencies. The network communicates business news, market information, new grant programs and

helps the grant providing agencies identifying new projects. NNIB was established in 2011 and has currently 30 institutional members. These members include companies from all relevant sectors, as well as the most prominent research organisations in Norway. NNIB’s website offers a gateway to the Norwegian biobased and biotech industry, providing a comprehensive list of relevant companies, members as well as non-members. NNIB responds to international enquiries and helps companies in their search for business partners. NNIB also makes connections to academic centres of excellence and Government support agencies, such as Innovation Norway, The Norwegian Research Council or Invest in Norway. Appendix 1 – Proposed Activities 1. Consultancy – identifying opportunities Tender and manage the completion of a report on the high level opportunities and synergies for Norway and the UK. A follow up report focusing on more specific market or technology areas may be commissioned on completion of the initial study. The initial report will be funded jointly by the UK’s Biosciences KTN (a networking organisation funded by the Technology Strategy Board) and Innovation Norway. 2. Online Networking Innovation Norway intends to build a national Industrial Biotechnology web portal. Technology Strategy Board will generate a UK-Norway group on its Connect site to promote online networking. One could envision building a system for functional integration between the national relevant web sites, and this integration may involve some cost. Management time will be required on both sides. 3. Physical Networking In order to identify and encourage collaborative projects, the partners intend to organise networking events in both the UK and Norway. These events could be study trips, seminars, matchmaking or could also focus on knowledge transfer within a specific topic or opportunities for venture capital. They might also be aligned to other events e.g. conferences or site visits. The parties envision 2-4 events per year, contingent on each party’s annual budget. Management time will be required on both sides. 4. Pilot and Demonstration Facilities Industrial biotechnology and biorefining projects often require access to pilot or demonstration facilities and expertise on process development and scaling-up. The UK and Norway has a number of centres of excellence that provide these capabilities. These facilities will be highlighted to stakeholders in both countries, through presentations or study tours. If such facilities identify areas of cross-border complementarity , for instance if one UK facility focuses on fermentation technologies, while a Norwegian facility focuses on separation technologies, the facilities may wish to form a business relationship involving co-marketing, exchange of personnel and joint management of specific projects. Exchange of technical personnel to encourage knowledge transfer and technical interaction might be supported. Management time to organise visits and stimulate partnerships will be required on both sides. 5. Norway-UK collaborative R&D projects Projects may include companies, research and technology organisations and academic research groups, funded through a competitive process. Projects could be at any stage along the

technology or product development chain, but the specifications and budget for joint funding programs will need to be worked out and agreed before any calls are announced. Management time will be required for working out program details and potentially for managing calls. Based on previous programs the parties envision that a budget of 5 mill GBP could support 5-15 projects over the term of the agreement. Successful projects will be competing with other opportunities, hence this number is only indicative, reflecting the expected amount of opportunities and associated funding requirement and not a commitment on the parties to a specific budget frame. Whether projects involving only academia will be funded will depend on the participation of the respective Research Councils. The general principle is that all grants should be based on predefined policy and quality criteria. Moreover, each country would only be obliged to fund their own organisations (i.e. their part of the budget of successful projects). Each call for grant applications will have its own requirements e.g. topic, timing, minimum size of project, assessment criteria or a minimum level of bilateralism. Examples of potential topics: a. Feasibility projects where marine or terrestrial feedstocks are used to create high value products and biofuel b. Development of novel technologies for biocatalytic conversion c. Pilot scale demonstration of novel processes An alternative funding scheme would follow the Norwegian IFU contracts, where cost is split between a larger business partner (a so called “demanding customer”), a technology developer (typically an SME) and Innovation Norway. This scheme would be suitable for projects involving a UK large chemical company and a Norwegian SME developing a relevant process. Knowledge Transfer Partnerships is Europe’s leading programme helping businesses to improve their competitiveness and productivity through the better use of knowledge, technology and skills that reside within the UK knowledge base. It might be possible for UK companies to accept graduates from Norwegian universities or vice versa. 6. European Projects The Parties have the intention to monitor EU calls for funding and encourage consortia containing UK and Norwegian partners to bid into the calls assisted by the activities 1-3 above. For instance, the ERANET in Industrial Biotechnology or the CSA action on Marine Biotechnology.
