The Bridge is the community voice of Bewdley

It is free and delivered by volunteers to more than 4,600 homes every month Visit us at www.bewdleybridge.org.uk

Welcome to October’s edition of The Bridge, which celebrates the work of some of our brilliant local photographers. We were delighted when the photograph with its unusual view of Beale’s Corner landed in our inbox. Turn to the colour pages for photographer James Boardman-Woodend’s picture and his explanation of how he made time stand still on Bewdley bridge at 21.23 on 18th August 2013. Our colour pages also feature some of the fantastic readers’ photos we have received. Elsewhere in the magazine we say goodbye to Bewdley Residents' Flood Committee, set up after the devastation of the floods in 2000, and welcome the fledgling Bewdley Cinema with its plans to bring film back to the centre of town. Check the town website for confirmation of the screenings at the end of the month. Bewdley vet, Jeremy Hall joins our team of regular contributors this month and offers advice on page 23 for keeping dogs calm during the firework season. If there are topics that you would particularly like Jeremy to include in his column, then please let us know. Christine and Norman Orme love living in Bewdley and tell us why on page 23. On the colour pages Rob and Val Ireland describe their epic walk to raise funds for St. George’s Hall. Please keep sending us your Bewdley stories. Look out for details of Discover Bewdley’s Harvest Fair and Bewdley Chamber Maids Pumpkin Day, both firm fixtures on the town’s calendar and reminders that autumn is really here. Enjoy this season of mists and mellow fruitfulness. Gill

Bewdley Cinema - an update

This is an exciting time for cinema in Bewdley and as The Bridge goes to press we're finalising plans to stage introductory screenings towards the end of October. Barring any hitches these will take place on Tuesday October 29th and Wednesday October 30th 2013. The first night will be a sample of the sort of film that we'll screen on our 'club' nights – lesser-known films for movie enthusiasts. These will include 'art-house' and avant-garde.

Our selection for this first screening is THE LEGEND OF 1900 (1998). It's by Giuseppe Tornatore who directed Cinema Paradiso. This version is in English and stars Tim Roth. It's a big film from a great director but it didn't receive the distribution or recognition it deserved. The film on the second night is scheduled to be THE GREAT GATSBY (2013) by Baz Luhrmann starring Leonardo DiCaprio. This needs no introduction. We want the cinema experience on these sampler nights to be as close as possible to what we'll have after the planned high-specification audio-visual equipment is installed in The Hall. It will be 'big-screen' and 'big-sound' – far removed from the living-room or village hall experience. We hope you'll support Cinema in The Hall and look forward to welcoming you in October. You can catch up with the latest news about Bewdley Cinema on Facebook at www.facebook.com/BewdleyCinema and you can follow us on Twitter @BewdleyCinema

Traidcraft Christmas Fair

Do join us in St Anne’s Church, Bewdley for the annual Traidcraft Christmas Fair on Saturday 9th November from 10am to 4pm. We’ll have an excellent selection of fairly traded fashion accessories and jewellery, toys, food, gifts and stocking fillers from around the world to start you off on your Christmas shopping, as well as the usual Christmas cards and trimmings. Take time to relax over a cup of fairly traded coffee or tea and enjoy home baking while you catch up with friends and take a breather from your shopping. We’ll be serving lunches too.

The new catalogue is now available from St Anne’s Church. Do pick up a copy, have a good read and put your order in early to ensure you get what you want. Popular lines do sell out quickly. I can be contacted on email: barboursbewdley@btopenworld.com or phone 01299 400617, or leave your order in St Anne’s with the coffee bar staff and I’ll be happy to deal with it.

Fair trade is becoming ever more visible in supermarkets, which is great, but Traidcraft continues to be trailblazing, by seeking out new small scale producers whose products would never reach a wider market without Traidcraft’s support. Following the launch of our chocolate range last year, made from cocoa grown by small-scale farmers in Peru, Bolivia, Ivory Coast and the Dominican Republic, we now have two new ground coffees - single origin speciality blends from Ethiopia and Rwanda. Our new instant coffees, freeze dried and decaff are also quality coffees benefitting small scale producers from Guatemala. For these smaller-scale growers and for Traidcraft it’s about putting justice at the heart of everything we do. Here’s some fun maths which illustrates the power Fairtrade can have with just a small change in coffee drinking habits. If just 200 workplaces, with 50 staff, who drank 2 cups of coffee each day, swapped to Fairtade, then over 50 weeks that’s a million cups of coffee. That would have a fantastic impact on so many lives.

So do come along on 10th November to the Traidcraft Christmas Fair and experience the pleasure of knowing that your shopping will genuinely improve the lives of so many people in the poorer parts of the world.

Thank you

Elaine Barbour

St George’s Hall Latest News

Community News

The Hall is now being used by a wide variety of people, community groups and businesses following its reopening in August. John Iles, Chair of SGH Venue Management, who run the Hall, said, “We’ve had two large events – the Horticultural Society show and the Beer Festival – which have allowed people to see inside the Hall. People seem delighted with the renovation work that has taken place.”

He said that the Appeal for funds to equip the Hall has been successful in attracting a total of £72,000 to date. This means that the Café area is up and running, the new meeting rooms are equipped and chairs and blinds for the Main Hall are on order. The Café is open from 10.00 till 5.00 staffed by volunteers and the revenue is making a great contribution to the Hall’s running costs. But the Appeal for additional funds is still necessary. Money is needed for sound, light and cinema equipment and to provide a community kitchen for use by Hall hirers.

A number of office type spaces in the Hall are available to community groups, charities and local small businesses for longer term let. John Iles said, “The Hall has been designed as a multi-purpose community hub and the business plan allows for a small number of longer term lets to provide a steady stream of income to support the Hall’s other activities.”

Expressions of interest in these spaces should be made by contacting SGH Venue Management no later than 14th October 2013 at Snuff Mill Warehouse, Park Lane, Bewdley DY12 2EL or by phone on 01299 405516 or email at info@sghvm.org.uk

SGH VENUE MANAGEMENT – A Charitable Company in partnership with Bewdley Development Trust, Bewdley Festival and St. George’s Hall Trustees,

Involving the Community

Recently reopened St George’s Hall in Bewdley welcomed Professor Shinji of Toyo University Tokyo who is visiting the UK to see examples of community led projects.

He met with John Iles at Uncllys Farm to learn about the ways in which volunteers are helping with the management of the Wyre Forest and the work of the Community Land Trust. Later with Peter Miller of Bewdley Development Trust he visited St George’s Hall and discussed ways in which communities can be encouraged to become more involved in their towns and neighbourhoods. As a result of these meetings a Summer School for students from Toyo University is being planned for next summer.

Bewdley Residents’ Flood Committee was formed in 2001 following the devastating floods of 2000, the highest river levels in Bewdley since 1947. Many properties were flooded in Dog Lane, Severnside, Lax Lane, Beale’s Corner, Kidderminster Road and Stourport Road. We had tremendous support from our then MP, Dr. Richard Taylor, our Town, District and County Councillors and with their help and the co-operation of the Environment Agency and DEFRA, agreement was reached to build demountable barriers, firstly on Severnside North and later (by the skin of our teeth) Severnside South. The EA were keen to trial temporary barriers at Beale’s Corner, and these have proved invaluable for those properties which do not qualify for a demountable scheme. We were delighted to be involved with the formation of the National Flood Forum, still based here in Bewdley, with Gill as its first Operations Director. In 2007 summer storms affected Snuff Mill and Riddings brooks, flooding areas in Lower Park and Queensway. Gill worked with those residents on actions required to alleviate, as far as possible, future flooding in these areas. For the past 13 years, we have supported local residents by maintaining and updating annually a list of vulnerable people living in the flood plain. This list is kept by Silver Control (Emergency Services and Emergency Planners) for use in a flood situation. We have serviced the two Flood Information Boards (on the Guildhall gates and at the Police Station). Gill was also able to advise on insurance matters. We now feel it's time to take a step back from flooding issues and pass our work to the local Emergency Response Team, based at the Guildhall. In future the Flood Information Boards will be maintained by this team. Gill and I would like to thank all those who have been involved and supported BRFC for the last 13 years. Gill Holland (Chair) Mary Lynch (Secretary) The Friends of Bewdley Museum World War One regular monthly meetings continue. We are collecting a very varied range of facts, information and records for what was happening in the Wyre Forest during the war years. We really want to illustrate 1914-18 and how life looked during this period. Have you got any old family photographs or memories of Bewdley and the surrounding area during this time? Family portraits could be really useful and any street scenes or local activities would add to the total picture of this period. Please contact Liz Cowley at Bewdley Museum on 0845 6035699 or Pennygriffiths@tiscali.co.uk if you think you can help.

Dogs and Firework Phobias

A dog’s least favourite time year is fast approaching. Firework night now lasts for weeks and the air is filled with the smell of gunpowder for many nights running. We should take a moment every year to consider how our pets are feeling. What must it be like for them? Why are some so petrified? It must be incredibly confusing for them – all of those explosions and flashes of light filling the sky, mixed with the smell of burning timber. If we can sense it, the poor dogs must be drowning in the smells! Not surprisingly then, we see our friends acting strangely. Their actual reaction can be so variable from taking to their bed to petrified shivering. So – what should you do? Opinion varies, but it is widely recognised that you should keep them indoors. A long walk before dusk to empty the tank, then close the curtains, windows, and settle down with the television on. Turn the volume up a bit to drown out some of the noise. Don’t react to the fireworks yourself, just sit calmly. Try not to comfort your pet too much also – it only reassures them that you’re scared too! Act normally and don’t tell them off if they have an accident. If you must take them outside, keep them on a lead in case they try to run away. Some pets are so frightened that they need our help. Your local vet will be able to offer telephone advice, and medication if required, together with a long term plan to lessen the anxiety in the years to come. Simple pleasures

Bank Holiday Monday and the sun is shining. What do a couple of pensioners decide to do? Take a trip into our town, Bewdley. Our first call is the picture gallery in Lax Lane. The Hawaiian American owner is so informed about art and antiques we spend a pleasant half hour chatting about one of our favourite subjects. Then a walk on by the river, watching tourists and locals enjoying themselves in various ways until we stop to buy an icecream and chat to a family from Hagley who just love Bewdley. St George’s Hall is next on the list to see the alterations that have taken place. We’re welcomed by a charming gentleman who takes us round explaining how the money had been spent to improve the facilities on offer. Then it’s over to the Museum to see the Shoe Exhibition. What a delight and so interesting. Next a walk through Jubilee Gardens, stopping to sit and admire the pool and watch so many people enjoying their Bank Holiday. Finally we go home to relax in our little bungalow overlooking the Wyre Forest. How lucky we are. Bewdley is the most wonderful community and we shall ever be grateful we made the decision to move here. Thank you one and all. Christine and Norman Orme

James Boardman-Woodend This special photograph, by Worcestershire based professional nature & wildlife photographer James Boardman–Woodend, was taken from Bewdley bridge looking due east at 21.23 on 18th August 2013 as the International Space Station made an almost direct overhead pass over Bewdley. The ISS orbits some 250 miles above the earth’s surface and is travelling at 5 miles per second. In an overhead pass it takes approximately 3 minutes to cross from one horizon to another - a distance of just under 1000 miles. The photograph is made up of a blended stack of seven consecutive 8 second exposures. BEWDLEY TOWN COUNCIL ANNUAL REPORT 2012/2013

Bewdley Town Council

The Town Council

ANNUAL REPORT

1. Bewdley Town Council was created in 1974 following the reorganisation of local government in England & Wales before which it had been a Borough within Worcestershire. It now forms part of Wyre Forest District Council which is one of six District Councils within Worcestershire. 2. Bewdley Town Council has 13 Town Councillors all of whom are elected for a term of four years. For voting purposes, Bewdley is divided into three Wards which are Bewdley West (4 Councillors) and Bewdley East (4 Councillors) on the west side of the river and Wribbenhall (5 Councillors) on the east side. 3. The Town Council Elections took place on 27th May 2010 and hence those then elected have completed the third year of their office. 4. The next Town Council Elections will be held on 1st May 2014. 5. The Town Council year begins officially with the Annual Meeting of the Town Council. This is also known as “Mayor-Making” when the Town Councillors elect a Mayor, a Deputy Mayor, the Town Council’s Committees and Advisory Groups, and representatives to outside bodies. This took place on 11th May 2012 when Cllr John Latham was elected as Mayor and Cllr Mrs Linda Candlin as Deputy Mayor. 6. The Town Council and Planning Committee meet once a month. They generally do so on the first Monday of each month unless that happens to be a Bank Holiday in which case they take place a day later There will have been twelve meetings during the course of this Council year. 7. The attendance record for the twelve meetings of the Town Councillors is set out below Planning Committee Council Cllr Dr Jan Adams 9/12 10/12 Cllr Mrs Linda Candlin 11/12 11/12 Cllr Roger Coleman 11/12 11/12 Cllr Mrs Anne Cox 12/12 12/12 Cllr Mrs Liz Davies * 10/12 Cllr Mrs Louise Edginton 10/12 12/12 Cllr John Foulkes 9/12 9/12 Cllr Mrs Carol Gittins 12/12 12/12 Cllr Paul Gittins 12/12 12/12 Cllr Mrs Jennifer Greener 9/12 10/12 Cllr Derek Killingworth * 12/12 Cllr John Latham * 12/12 Cllr Julian Phillips * 9/12 * not on Committee 8. The Town Council holds its formal meetings in the Guildhall which is owned by the District Council but made available as and when required for Town Council purposes.

Bewdley Town Council

ANNUAL REPORT

9. The Town Council is actively involved with a number of organisations in Bewdley on which it has representatives namely: Christmas Lights Festival, Civic Society, Community Health & Facilities Group, Community Transport Helpline, Bewdley Development Trust, Environment & Town Centre Group, Fair Trade Committee, Bewdley Residents’ Flood Committee, Bewdley Medical Practice Patients’ Advisory Group, Bewdley Museum Management Committee, Bewdley Old Grammar School Trust, PACT, Riverside Children’s Centre and the Twinning Association. 10. In addition, the Council has representatives on the following organisations: Kidderminster & District Youth Trust, County Association of Local Councils Executive (CALC), Wyre Forest Citizens Advice Bureau, Wyre Forest Community Emergency Planning Forum, Wyre Forest Matters (Local Strategic Partnership) Wyre Forest Parish Forum and Wyre Forest Parish Games.

Staffing Matters

11. Mr Stephen Inman is Town Clerk and will shortly have completed his fourth year in that role. The Mayor had two PAs during the course of the year. Mrs Karen Raine who had been in post from November 2008 resigned with effect from 30th October 2012. She was succeeded by Ms Ellie Hooper with effect from 1st February 2013 who was also engaged on a temporary basis for those three intervening months until formal appointment. 12. The Council took the decision during the course of the year to appoint a new member of staff with an initial fixed term contract of one year to assist in implementing the localism agenda and to deal with one-off type projects which were of benefit to the town. Mrs Frances Kellett commenced that role as from 1st November. 13. The Treasurer is Mr David Moore who has carried out that role for eight years. All four posts are part time only. The payroll function for the Council is carried out by the District Council. None of the positions is pensionable.

Civic Matters & Mayoralty

14. The Mayor and Consort in the company of two or more of their ceremonial officers (Macebearers and Town Constable) attend the following events during the course of the year when they may be accompanied by Town Councillors: St. George’s Day Parade in April, Annual Meeting of the Town Council (Mayor-Making) in May, Mayor’s Sunday in June, Bewdley Festival Service in October, Remembrance Day Services in November and the Christmas Lights Festival in December. 15. The Mayor undertook a large and varied number of engagements during the year being invited by many local organisations to their functions plus representing Bewdley at functions across Worcestershire. 16. The Mayor’s chosen charities for the year were MacMillan Cancer Support and Bewdley Youth Café. He arranged various fundraising events culminating with the Charity Ball held for the first time in the opulent surroundings of Spring Grove House at the Safari Park. 17. The Deputy Mayor also undertook civic duties in the Mayor’s absence as and when required to ensure Bewdley was well represented at local events.

Bewdley Town Council

Civic Awards

ANNUAL REPORT

18. No awards were made in 2012 and instead it was agreed by the Town Council during the course of the year that these should no longer be awarded annually but once every four years. It is likely therefore that the next Awards will be given in 2016 before which it is hoped that some greater publicity can be created which would encourage more nominations to be made.

Town Amenities & Maintenance

19. The Town Council pays for the servicing of the Town Clock on St. Anne’s Church Tower. During the last year it arranged for a new motor for the striking mechanism to be installed as the previous one had been in place for 40 years or more and was becoming unreliable. 20. The Town Council owns nine bus shelters. All these bus shelters have been provided from funds of Worcestershire County Council but are maintained and kept in repair by the Town Council. 21. The Town Council at present owns and maintains some 41 seats and benches situated in the town, a significant number of which have been donated in memory of people for whom Bewdley was a special place. 22. The Town Council owns and maintains 7 lifebelts on Severnside North, Severnside South and in Wribbenhall which are checked on a regular basis. Again it is pleasing that there have been no losses during the year on account of anti-social activities. 23. The Town Council owns and maintains 10 street poles in Load Street which are used for Christmas lights, bunting for the Carnival and Festival and for the hanging baskets. 24. The Town Council manages the events notice board on Beale’s Corner and all voluntary, not for profit organisations in the town are able to advertise events taking place in Bewdley, subject to liaising with the Town Clerk as to a suitable slot in the diary being available. Due to high demand, it is necessary to limit advertising to a period of one week per event to run from Sunday to Saturday. Any adverts must also comply with the requirement that they are not too wordy as to cause a distraction for motorists. 25. The Town Council has continued to pay the District Council for the running costs and maintenance of the Wyre Hill Play Area. 26. The condition of Bewdley’s rural footpaths is monitored by a voluntary Parish Footpath Officer, Mrs Ann-Marie Faloon. 27. The condition of Bewdley’s trees is monitored by the two voluntary Tree Wardens, Mr Cliff Willmot and Mr Gren Jones, appointed by the Town Council who comment on planning applications for work to be done on trees in the Town. They are primarily concerned with trees that are the subject of a Tree Preservation Order and all trees within the town centre Conservation Area. 28. The Town Council continues to engage Mr Bob Carlyle to act as its Lengthsman. The role of the Lengthsman is to carry out a wide range of minor works within the Bewdley boundaries but mainly in the town centre on behalf of the County Council as Highway Authority. 29. The Town Council owns a number of concrete flower tubs located around the top of St. Anne’s Church and also the blue coloured planters situated outside the Guildhall and HSBC

and further down Load Street by Borough House. They are planted up for the summer and winter seasons. It is pleasing to report that there has been negligible vandalism to the plants despite their vulnerability especially late at night. 30. The 12 new hanging baskets for Load Street and Severnside South continued to prove a success with each having a reservoir facility within them to take up water as needed. 31. The Town Council provides the Christmas Lights which are switched on for a period of about six weeks from late November into the New Year. It pays for the cost of installation, maintenance and dismantling at a cost of £3,900 together with the cost of the electricity. 32. The Town Council arranges and pays for the fireworks display which is centred on the Rowing Club and forms part of the Carnival entertainment in June.

Town Planning Issues

33. Through its Planning Committee which meets each month, the Town Council maintains an active role in planning matters. All planning applications in Bewdley are referred by the District Council to the Town Council Planning Committee for its views as statutory consultees. During the calendar year 2012 some 100 applications were considered and recommendations made for either approval or refusal – down from 131 applications in 2011 and 120 in 2010. 34. All Planning Committee meetings of the Town Council are open to the public and generally take place (subject to occasional changes) at 6.15pm prior to each Council meeting. Anyone wishing to speak either for or against a planning application may do so subject to standing orders and in consultation with the Town Clerk. 35. The District Council continues with the lengthy process of adopting a set of planning polices known as a “Local Development Framework” which will provide a blueprint for the future development of Wyre Forest and the Town Council is consulted at each stage of the process. One matter which concerned the Planning Committee was a draft policy that where planning permission for housing was given for small sites including conversions of existing properties, it should be 100% affordable housing. The Committee thought this was unrealistic especially in the historic conservation area. The two Councils have now agreed an amended policy which is currently with the Planning Inspector for consideration.

Communication with residents

36. The full agenda and minutes of the Town Council and the Planning Committee are available on the notice boards situated in the Load Street Car Park, on Load Street outside the Mayor’s Parlour and inside the covered entrance to The Guildhall. The minutes can also be viewed at the Library. 37 As its web-site the Town Council has dedicated pages on www.bewdley.org.uk which it endeavours to update. This site is hosted by Bewdley Development Trust. The Council has recently agreed to launch its own web-site which should go live later during the summer with links through to the Development Trust and other local authorities and agencies. 38. The Bridge magazine devotes one page each month to “Town Council News” which is written by the Town Clerk and includes several items of interest from the Council meetings and additional information relevant to people in Bewdley.

Bewdley Town Council

ANNUAL REPORT

Bewdley Medical Centre

39. The Town Council has been following the debate that has been ongoing as to a suitable site for relocation of the medical centre and agreed on balance that for it to be moved to the Dog Lane car park adjacent to the Dowles Road did at least fulfil the important criterion of keeping it in the town centre. However, there was concern that there would be a knock-on effect with a reduction in parking spaces which was something the town could ill afford when arguably there were insufficient spaces especially during the summer season.

Youth Facilities

40. The Town Council continues to support the Youth Café through contributions and activities of individual councillors. It has now been open for four years and is regarded as providing key support for youngsters given the lack of facilities elsewhere. It continues to operate on a very tight budget with a perennial threat of closure through lack of a regular income stream.

Policing in the Town Centre

41. The Town Council maintains good contacts with Sgt Jan Shore based at Stourport who leads the Bewdley & Rural Local Policing Team and with Inspector Paul Crowley at Kidderminster in charge of local policing throughout the Wyre Forest area.

Millennium Green

42. Thanks to a number of key volunteers led by Sarah Lange, the Millennium Green at Shaw Hedge Road in Wribbenhall has had a very successful year. The Council holds the land on trust for the community. Previously very little activity had taken place there other than basic grass cutting and maintenance. However, with the formation of a new Group which was able to bring in sponsorship from Western Power, a community event was held over one week-end in late May which proved very successful.

Queen’s Diamond Jubilee Celebrations

43. Councillors felt it was important to commemorate a unique occasion by arranging events that could be enjoyed by local residents and hence set aside a small sum for such purpose. That included the purchase of mugs that were given away to schoolchildren plus events in the Queen Elizabeth Gardens over the long June Bank Holiday week-end.

Town Centre Improvements

44. The Town Council were glad that the County Council were able to give priority in their capital expenditure for “public realm” projects associated with highway improvements to the works that have now been carried out in Load Street. The total amount available was £250,000 to include new street lighting columns. Unfortunately it was always the case that such sum was inadequate to repave the entirety of Load Street. The Town Council will press for the remainder to be completed and be treated as a priority so that the town centre as a whole may benefit from what has been a very welcome scheme.

Paul Gittins MBE

45. The Council congratulated Cllr Paul Gittins on the Award of an MBE in the Queen’s New Year’s Honours for services to the community. He has served twice as Town Mayor. Born and bred in Bewdley, Cllr Gittins has been a Town Councillor for 19 years and has been

Bewdley Town Council

ANNUAL REPORT

Mayor on two occasions, the last being in 2010/11. Since 2005 he has acted as a “community first responder” and last year attended well over 500 incidents in and around the town.

Localism

46. The Town Council is very supportive of the localism agenda as a principle namely that functions carried out by the County and District Councils should wherever practicable be passed down to the Town/Parish Council. However, the transfer of any asset or function is not without difficulty and requires careful scrutiny and consideration. Helped in particular by the appointment of the Project Officer a series of meetings has been held with the District Council to establish what services could be transferred. The aim is that any such services could be provided at a reduced cost given the lower overheads of the Town Council. At the same time any transfer of responsibility should also provide more local accountability. The coming year should see some progress in this regard.

Finances

47. The bulk of the Town Council’s income continues to come from the Precept. This is the sum of money which the Town Council raises from householders in Bewdley. It forms part of the overall Council Tax levied by the County Council, West Mercia Police Authority and the Fire & Rescue Service which is collected on their behalf by Wyre Forest District Council. For an average Band D householder who pays £1,512.63 in Council Tax, just £23.59 is spent by the Town Council. 48. The Budget Working Group of the Council met on several occasions during the autumn and into the New Year prior to finalising the budget and recommending the level of Council Tax to be levied. This was made more difficult this year on account of changes that were made in the late autumn by central government to council tax regulations. The District Council made good what would have been a resulting shortfall (as it was encouraged to do by the government) but there were other reductions in grants previously paid by the District Council. This means the Town Council budget continues to be placed under pressure at a time when Local Councils such as Bewdley are also being urged to do more in their community. In those circumstances the Town Council felt it prudent for the longer term to increase its share of the Council Tax – the first occasion for four years – see table below. Year Precept Band D Charge Increase £ £ % 2005/6 53,200 14.44 2006/7 58,025 15.71 8.80 2007/8 73,760 19.91 26.73 2008/9 77,775 21.05 5.73 2009/10 80,048 21.52 2.23 2010/11 80,399 21.52 0.00 2011/12 80,184 21.52 0.00 2012/13 81,302 21.52 0.00 2013/14 78,826 23.59 9.62

Bewdley Town Council

ANNUAL REPORT

49. Like ordinary savers, the Town Council has until now received no or very little interest on money it has had on deposit with the Bank or with the District Council. The Town Council placed deposits with NatWest to gain a higher rate (which is evident in the figures below) but still overall the interest is not good. Many Banks do not offer a savings facility to Town Councils and from a governance point of view the Council has declined to invest money where there is any risk of loss of capital. 50. For the year 2013/14, the Town Council has again agreed to make ÂŁ10,000 worth of grants to local organisations which had applied for assistance. Voluntary and community organisations who would be interested in applying for a grant should make contact with the Town Clerk. 51. As at the year end, it was pleasing that due to careful use of resources there was a surplus of income over expenditure. This has been the case for a number of years as a result of which the Council has been able to build up a reasonable level of reserves. This is important given the overall uncertainty about public expenditure and what may be required to be funded by the Town Council in the future under the localism agenda which is funded elsewhere at present. The Council is debt free. BEWDLEY TOWN COUNCIL INCOME & EXPENDITURE SUMMARY

Thoughts from the Secret Gardener

Community News

It is nearly the end of September already. The garden year is moving on and all is safely gathered in. Well, not really because the tree fruit is in full production with an excellent crop of apples, plums and damsons. The courgettes are still going strong and it is pleasing that they have resisted the attacks from mildew which normally spell their end. The cut flower garden really comes into its own in early autumn and this year is no exception. Chrysanthemums, dahlias, asters all make the flower arrangers’ day! Lawn growth is slowing down and it is time to think about looking after it. I have always used an Autumn Feed, but I have decided not to use any more proprietary fertilisers. After all, a lawn should be a natural place rather than a chemical desert, so I shall scarify (lightly) and then do a thin top dressing while the grass is still growing, using sieved garden compost mixed with a little bonemeal. Time gets away from you! I meant to get on top of ordering spring bulbs nice and early this year. Oh well, still time to buy and get them in. Might go big on tulips this year. Always good to plant nice and deep with a little grit to help drainage. Apparently, this year is a “Mast Year”. I will find time to look it up and find out more!

Bewdley Museum

A fascinating exhibition which showcases pieces of art and written work created by pupils from The Bewdley School and Sixth Form Centre can be found in the Severn Gallery. The display also highlights current research being carried out into late Medieval Bewdley by historians Stephen Price and Professor Stuart Davies. Visitors will enjoy reading about a variety of aspects of Bewdley during this period including warfare, architecture and significant characters. The Bewdley Festival Exhibition opened on 28th September. This year, artist Angela Gladwell is exhibiting a varied mixture of water colours, oil paintings and prints, inspired by a lifelong interest in natural history and a fascination with water and beaches. In conjunction with the exhibition, an art workshop will be on offer on 23rd October; a leaflet containing booking details and course content can be found in the exhibition room. On Monday 7th October, the Friends of Bewdley Museum and staff offer a ‘Bewdley to Ribbesford History Walk’. This popular trail starts from the Museum at 2pm and includes fascinating information about a variety of special places on route plus coffee or tea and cake on our return. The price is £4 per person and booking is essential as the number of places is limited to 15. Please call the Museum or pick up a leaflet in TIC for more information. The Museum will be joining in with the ‘Bewdley Harvest Fair’ on 5th and 6th October. On Saturday, there’ll be stalls and themed activities, while on Sunday there will also be music in the Jubilee Gardens courtesy of singer/songwriter Jennifer Crook. For more information about the Museum including opening times please refer to our website www.wyreforestdc.gov.uk/museum or phone 0845 603 5699.

Medieval Bewdley

Community News

I frequently avoid the housework by sneaking to our wonderful museum and treating myself to a coffee – to get away from it all. Today I encountered a superb new exhibition on “Medieval Bewdley” – DO NOT MISS IT. There are accounts of many aspects of this fascinating town, including markets, buildings, poetry, letters and, inevitably, war. Today I will not “get away from it all”….

In 1459 Isabella writes to Auntie Faith – “We are having great destruction here in Bewdley. It’s heart breaking to see all the old houses being destroyed like we are nothing. People screaming, their echoing pitch would awake the dead. The dead lay under my feet, as the flames fly sky high.”

(Under Richard Plantagenet, Duke of York, the Lancastrians had lost the Battle of Ludford Bridge at Ludlow, and were using the river crossing at Bewdley as their quickest escape route to Coventry). Isabella and her son flee into the forest, where she finds her father’s body hanging from a tree with a dagger in his chest.

Matilda writes to her sister – “If only you were here you would see the damage to our bridge is horrendous and loads of houses are up in flames because of the burning arrows.” She too, escapes to the forest, where desperate are described as “deranged” in their tenor. Eleanor crosses the burning bridge, and feels it beginning to crumble in flames as she flees with her children – it falls as she reaches the other side.

No “getting away for it all” today – just the sad thought that in 550 years humanity hasn’t learned the lesson, or stopped the cruelty. Isabella, Matilda and Eleanor and their families live on in Syria and all places where we get it wrong. Just let’s be good to each other…. Margaret Bradbury

TOWN COUNCIL NEWS

TOWN COUNCIL MEETING HELD ON 2nd September 2013

St George’s Hall It was agreed the the Council should make a sizeable grant of up to £10,000 to the public appeal made by St George’s Hall Venue Management towards the cost of funding the contents and interior fittings of the new Hall. Specifically the money would be used to purchase and install a professional lighting rig with control box which was a major item required to make the Hall a success. Bewdley Medical Practice Redevelopment The Planning Committee deferred consideration of the application to demolish the existing medical practice and redevelop it on part of the Dog Lane car park as further details had been promised which might address the key concern of loss of car parking spaces. The Council later noted that the Civic Society had lodged a strong objection to the proposal.

Police Commissioner Annual Town & Parish Survey The Council endorsed the response of a Working Group of Councillors to this survey which was very critical of policing in Bewdley especially the failure to enforce the “no alcohol” zone away from licensed premises; the ease with which under 18s could purchase alcohol; the evidence of drug-taking in the town centre; the slow response to non-emergencies and the low profile of the police on the beat when incidents were happening especially late at night.

Traffic Problems in Wribbenhall Councillors agreed that steps should be taken by the County Council as highway authority to relieve the congestion on Kidderminster Road at Beales Corner caused by cars parked on both sides of the road. There were also safety concerns about the junction at Catchems End where cars coming down Habberley Road still turned right towards Bewdley. The County Council would be asked to improve the junction layout to prevent that from happening.

Incinerator at Hartlebury The Council considered a request from Hartlebury Parish Council to lobby against any decision by the County Council to proceed with the planned incinerator on grounds of cost and health risks. It was agreed that further information was needed before the Council could either support or object to the scheme. Future Town Council meetings Town Council meetings are held at The Guildhall at 7.30pm on the first Monday of each month unless stated otherwise. The next meetings are: 7th October, 4th November and 2nd December. Agendas and Minutes of Town Council and Planning Committee Meetings are posted on the Notice Boards outside the Mayor’s Parlour, in the Guildhall Entrance and by the Library Entrance and on the Town Council’s page of www.bewdley.org.uk Minutes are also available at the Library and at the Town Clerk’s Office. Walking for The Hall

When St George's Hall launched an appeal for money to kit out The Hall so we could have films and live performance in Bewdley we decided to support it. Rather than give a direct donation we set ourselves a walking challenge stiff enough to encourage sponsors. How far could we walk? Over what time period? We discovered that the Severn Way alongside the river from Gloucester to Bewdley measures 50 miles – a nice round number – and the way the towns along the way are spaced meant we could do it in three days. So, on a sunny day in late August the good friend who dropped us at Gloucester Docks took a 'starting out' photograph and left us to take that first 'single step'. The early signs were not auspicious. The route to the Severn Way was not well-signed and within minutes we found ourselves stranded on a roundabout! The path, when we joined it, was overgrown and blocked by a fallen tree. If our early pace was anything to go by we would still be out in open country when darkness came. Thankfully, the path opened up and after only one more stretch of nettle and balsam 'jungle' we arrived in Upton on schedule at 6pm. The first 18 miles were behind us. Fortified by a huge Swan Hotel English breakfast, we started the second day with nothing worse than stiff legs. The weather was ideal – bright but not hot. Despite the day’s target being only 13 miles the approach to Worcester always seemed to be round the next bend and we greeted the sight of Diglis Basin with relief. The weather for the final day was again in our favour – overcast but dry. This stretch from Worcester to Bewdley was the longest but when we reached Stourport we knew the goal was in our grasp. Leg-weary but elated we soon stood by dear old Bewdley Bridge. We'd survived! We had also viewed a part of our county from the riverside instead of the road – a new perspective. Thanks to kind sponsorship – mostly from you, the good people of this great town – the walk has raised to date over £800. Although our fundraising will be finished by the time you read this, the appeal goes on and if you're moved to donate to The Hall or even set yourself a sponsorship challenge please log on to https://mydonate.bt.com/charities/stgeorgeshallbewdley Val and Rob Ireland

October in the Forest

This is the season for one of the most dramatic events of the forest year, when the fallow deer begin the rut. The bucks meet at traditional rutting stands where they will challenge and fight to determine who should become the dominant buck, earning the right to mate with does in the area. You may come across these stands as you walk in the forest: a rubbing tree or stump surrounded by worn areas; or you may hear the strange groaning cries of the bucks as they issue their challenges. Other evidence includes frayed saplings and damaged bark where bucks have scent marked, tracks and skid marks at the scene of a fight or muddy wallows surrounded by tracks. This can sound quite intimidating but I can reassure you that the bucks have their minds on one thing and are not likely to notice your presence! It should be a good time to see toadstools as well. The bracket fungus in the photo grows on old birch trees, of which there are many in the forest. Birches are very successful in colonising heath or clear-felled areas, but their dominance is temporary as they are eventually shaded out by oaks, after which they die. The birch polypore is also called razor-strop fungus, referring to one of its many uses. Another is as a provider of naturally antibiotic sticking plasters (I’ve tried these and found them very good!) and, when the fruiting bodies are old and woody, a tough paper can be made from their pulp. There are other toadstools of all shapes and colours to be found in the forest but my advice is to eat nothing unless you’re an experienced collector and are absolutely certain you’ve made a correct identification.
