Dear readers, arch marks the end of the first quarter of the year. This issue of BIDV Review provides you with an overview of some of the month’s highlights.

On 12 March BIDV held its Annual General Meeting of Shareholders 2021 (AGM) in Hanoi, setting high targets for the year ahead, with deposits growing by 12-15 percent; credit by 10-12 percent, consolidated profit before tax expected at VND13,000 billion and dividend payout ratio not lower than that of 2020. The AGM elected Mr. Le Ngoc Lam (Senior Executive Vice President in charge of the Board of Management) and Mr. Nguyen Quang Huy (former Chairman of Deposit Insurance of Vietnam) as Board member and Independent board member for the 2017-2022 term, respectively. The same day Mr. Le Ngoc Lam, senior executive vice president in charge of the Board of Management, was appointed Chief Executive Officer of BIDV.

During the month, global rating agency Moody’s changed the outlook for long-term rating of BIDV to positive from negative. According to Moody’s, BIDV’s long-term deposits rating and issuer rating were affirmed at Ba3. The rating actions follow Moody's change in rating outlook for Vietnam sovereign to positive from negative.

BIDV is among the world’s top 250 most valuable banking brands. The bank jumped 30 spots to rank 246th in the Brand Finance Banking 500 report which highlights the world’s most valuable and strongest banking brands. In the Vietnamese market, BIDV maintained its position among the top five most valuable banking brands.

The Prime Minister promulgated Decision 316/ QD-TTg approving the pilot implementation of mobile money. The pilot implementation of mobile money aims to contribute to the development of non-cash payments and enhance access to and use of financial services, especially in rural, mountainous and remote areas. According to BIDV Training and Research Institute, mobile money brings about significant opportunities and benefits for banks. Look inside this issue of BIDV to find out more about this innovation.

IDV – the largest commercial bank in Vietnam by assets – announced that the bank’s Board of Directors has appointed Mr. Le Ngoc Lam as Chief Executive Officer (CEO) of BIDV. Mr. Lam has also been elected to BIDV’s Board of Directors for the 2017 - 2022 term at the bank’s 2021 Annual General Meeting of Shareholders held on 12 March in Hanoi. Prior to the appointment, Mr. Lam was Senior Executive Vice President in charge of BIDV’s Board of Management. Born in 1975, Mr. Le Ngoc Lam brings 24 years of executive and leadership experience at BIDV to his new role. He has also held various senior positions

The new CEO of BIDV expressed his sincere thanks to the Central Business Bloc Party Committee, the leadership of the State Bank of Vietnam and the Board of Directors of BIDV for their trust in him. Mr. Lam spoke of his commitment to lead and run BIDV’s operations safely, effectively and sustainably. Currently BIDV’s Board of Directors consists of 11 directors including one foreign member and one independent member. The Board of Management has 11 members including one member from Hana Bank – the strategic shareholder owning 15 percent of BIDV’s charter capital.

Aiming high in 2021 On 12 March BIDV held its Annual General Meeting of Shareholders 2021 (AGM) in Hanoi, setting high targets for the year ahead. Positive performance despite challenges Despite the severe impact of natural disasters and the Covid-19 pandemic, BIDV system made great efforts to ensure business continuity and safety and achieved positive results. These include: comprehensively fulfilling the 2020 business plan targets as assigned by the AGM; growth in accordance with economic and market developments; preserving and increasing the amount of state capital at BIDV; fully accomplishing obligations to the state budget; and ensuring the interests of shareholders and employees.

BIDV also effectively performed its responsibilities to the community, proactively reducing its income in order to share difficulties with businesses and individuals across the country affected by natural disasters and the pandemic. In particular, the bank’s total assets reached VND1,516,686 billion (USD66 billion), up 1.8 percent compared to 2019 - making it the largest commercial bank in Vietnam by assets. Deposits in 2020 were diverse, meeting capital demand and reaching VND1,402,248 billion (USD61 billion), of which deposits from organisations and individuals hit VND1,295,533 billion (USD56.3 billion), an increase of 9.1 percent from 2019, accounting for 11 percent of the share of the banking sector’s deposits. Total outstanding loans and investments hit VND1,438,520 billion (USD62.5 billion), growing by 8.5 percent from 2019,

of which outstanding loans reached VND1,230,569 billion (USD53.5 billion), up 8.5 percent compared to 2019 and accounting for 13.4 percent of the economy’s credit market share. BIDV's service income hit VND7,219 billion (USD314 million), up 19.6 percent compared to 2019 – a wholly positive figure given the current difficult business environment. The difference between revenues and expenses hit VND32,344 billion (USD1.4 billion), an increase of 4.8 percent compared to 2019. Consolidated profit before tax hit VND9,026 billion (USD392 million), surpassing the target assigned by the State Bank of Vietnam. However this figure was still lower than that of 2019 due to BIDV’s proactive income reduction by more than VND6,400 billion (USD278 million) for restructuring debt, lowering and exempting interest rates and fees to

support businesses and individuals affected by Covid-19 according to the direction of the State Bank. Safety ratios complied with the State Bank’s regulations. In 2020 BIDV paid VND6,437 billion (USD280 million) to the State budget, making the cumulative tax amount paid over the past five years reach nearly VND27,900 billion (USD1.2 billion) meaning the bank is among the largest taxpayers in Vietnam. BIDV paid cash dividends for 2019 totaling VND3,218 billion (USD140 million), with a dividend payout ratio of 8 percent p.a. BIDV’s market capitalisation at the end of 2020 reached VND193,000 billion (USD8.4 billion), earning the bank fifth ranking in Vietnam's stock market. As of 31 December 2020, BIDV shares closed at VND47,900 (USD2.1), up 56 percent compared to the market bottom of March 2020 and up 4 percent

Setting key targets for 2021 The world economy is forecast to face challenges in 2021 due to the impact of the Covid-19 pandemic, global climate change and trade tension between the US and China. Vietnam’s National Assembly Resolution No.124/2020/QH14 sets a number of key indicators such as GDP growth of 6.5 percent and CPI at 4 percent. Following the government’s Resolution 01/NQ-CP in 2021 and the State Bank of Vietnam’s Directive 01/CT-NHNN on key tasks of the banking sector, with the action motto “Discipline – Quality – Digital Transformation”, BIDV is determined to accomplish its 2021 business plan. The AGM approved some key business targets for BIDV in 2021, particularly: deposit growth in line

BIDV also strives to maintain sustainable and quality growth, cementing its leading position in key segments with a focus on retail and SME banking; aggressively implementing digital banking, promoting a multiservice business model and improving governance capacity according to international standards. For enhancing the bank’s system capacity, the AGM agreed to elect Mr. Le Ngoc Lam (Senior Executive Vice President in charge of the Board of Management) and Mr. Nguyen Quang Huy (former Chairman of Deposit Insurance of Vietnam) as Board member and Independent board member for the 2017-2022 term, respectively, as well as electing Mrs. Nguyen Thi Thu Ha (Deputy Head of BIDV’s Planning Department) to the Supervisory Board for the 2017-2020 term.

BIDV among world’s top 250 most valuable banking brands BIDV jumped 30 spots to rank 246th in the Brand Finance Banking 500 report released in February 2021 which highlights the world’s most valuable and strongest banking brands.

I

n the Vietnamese market, BIDV maintained its position among the top five most valuable banking brands. The Vietnamese bank has also featured on Forbes Global 2000 list – the world’s 2000 largest public companies - since 2015. This year nine Vietnamese banks made the Brand Finance Banking 500 list. According to Brand Finance, Vietnam’s banking sector has seen the greatest year-on-year brand value growth compared to any other nation in the ranking, standing at 23 percent. Vietnam’s ability to effectively control and constrain Covid-19 has allowed it to buck the pattern seen sector-wide of declining brand value. Internal reforms have strengthened accountability of the Vietnamese financial sector, with the knock-on effect of boosting not just revenues, but brand reputation and trust. Vietnam’s banking sector also recorded a 753 percent five-year cumulative brand value growth, the second fastest national growth in the ranking.

Finance Banking 500 ranking increased by 10 percent in 2018 (from USD1.07 trillion to USD1.18 trillion) and again by 15 percent in 2019 (USD1.36 trillion) but decreased in total brand value by 2 percent and 5 percent in 2020 (USD1.33 trillion) and 2021 (USD1.27 trillion), respectively. Chinese banks maintain dominance of the Brand Finance Banking 500 2021 ranking, accounting for one-third of total brand value and seven of the ten top climbers by absolute brand value. Despite a 10 percent drop in brand value to USD72.8 billion, ICBC remains the

world’s most valuable banking brand. US banks account for almost a quarter of the total brand value in the ranking - the nation’s 74 banks reaching a cumulative brand value of USD274.8 billion. Bank of America remains the most valuable banking brand in the US at USD32.8 billion, placing fifth overall, and JP Morgan is the only brand in the top 10 to record a positive value change (up 3.2 percent to USD23.6 billion).

Best cash management bank in Vietnam BIDV was recently honoured to be named by Asiamoney Magazine as “Best domestic Bank for cash management service in Vietnam 2020” in recognition of its outstanding achievements in this field.

T

he award was given in light of BIDV’s comprehensive strategy and performance in cash management. The bank’s cash management solutions offer multichannel cashflow management, 24/7 online bill payment, and a virtual account solution to support cash flow management for institutional customers. BIDV successfully deployed an online payment gateway that connects the accounting system and ERP system of institutional customers with the BIDV iBank system. BIDV has left its footprints in providing online payment services for administrative fees, hospital fees, fee collection and bill payment for schools. Despite the impact of the Covid-19 pandemic, BIDV’s institutional customer base had grown well, reaching 323,000 as of February 2021. The “Best domestic Bank for cash management service in Vietnam” award, a category in the Annual Awards organised by Asiamoney, reaffirms BIDV’s leading position in service provision in Vietnam, and is testament to the bank’s commitment to providing

quality service to customers. Founded in 1989, Asiamoney is the leading financial publication in Asia. Asiamoney’s 2020 Cash Management Survey rankings are derived from the votes collected in Euromoney’s global Cash Management Survey. The survey received over 32,871 valid non-financial institution responses, up from 25,000 responses last year.

Asiamoney ranked the top overall banks including Asian and domestic banks as part of its annual cash management survey of cash managers, treasurers, and financial officers. Moody’s changes outlook rating of BIDV to positive by global shifts in production location and demand following the coronavirus pandemic. 2021 marks the 16th consecutive year that BIDV has been reviewed by Moody’s. The bank is pioneering in this regard - confirming its commitment to financial transparency as well as compliance with international standards. Moody's has also taken rating actions on 14 other Vietnamese banks. Moody's revised the outlook for the long-term local and foreign currency deposit and issuer ratings of 5 banks to positive from negative, 4 banks to positive from stable and 6 banks to stable from negative.

Moody’s said Vietnam's sovereign credit strength is a key input in Moody's assessment of the deposit and issuer ratings of Vietnamese banks, because the country's credit strength affects the government's capacity to provide support to the banks in times of stress. Moody's revision of the outlook on Vietnam's Ba3 issuer rating to positive from negative signals the government's potentially higher capacity to provide extraordinary support to the banks. As a result, a potential upgrade of the sovereign rating - as indicated by the positive outlook - will likely result in upgrades of many Vietnamese banks, via the widening of the government support uplift.

BIDV ranks first in ICT application overview of the current situation of ICT development and application in Vietnam, and provides assessments and ratings on the readiness level for ICT development and application based on data collected from ministries, ministerial-level agencies, government agencies, provinces, municipalities, economic groups, corporations and commercial banks. The Vietnam ICT index system for commercial banks includes four groups of indexes, namely Technical Infrastructure, Human Infrastructure, Internal Application, and Online Banking; built on the basis of the E-Government Development Index (EGDI) of the United Nations.

BIDV has been ranked first in the ICT Index for its sector in Vietnam for the 11th year in a row.

n July last year the Ministry of Information and Communication announced the Annual Report on the readiness for development and application of information and communications technology (Vietnam ICT Index Report 2019), with BIDV ranking first in the ICT Index for its sector in Vietnam for the 11th year in a row ( 2009-2019). To date, BIDV has taken top rank in the index twelve times, as well as being ranked second in 2008, and 13th in 2006. The 2020 ranking results will be announced in Q3 2021. The Vietnam ICT Index Report is an important annual document issued by the Ministry of Information and Communications since 2006. It is organised and implemented openly,

transparently and objectively with the participation of a number of ministries and branches. Over the past 14 years, the report has continued to receive the attention of many domestic and foreign agencies, organisations and experts, particularly ministries, branches, localities and enterprises. BIDV deploys QR code payment service with Thailand

O

n 26 March 2021, the State Bank of Vietnam officially announced the implementation of retail payment via QR code between Vietnam and Thailand. BIDV is one of the leading banks with advanced financial technology that accepts QR code payment, providing cross-border payment service for Thai tourists in Vietnam. Accordingly, customers purchasing products and services at over 2,000 merchants that accept QR code payment may use a mobile device and scan QR code via any mobile banking app of Thai banks instead of using cash or a bank card. Mr. Nguyen Kim Anh, Deputy Governor of the State Bank of Vietnam, commented: “The launch of this pilot project today marks a significant accomplishment in the relationship between the two central banks and two countries. It is also an important milestone in the collaboration of ASEAN central banks in implementing ASEAN’s initiative on QR code payment connection to deepen regional economic integration and foster digital transformation of each economy”. Mr. Ronadol Numnonda, Deputy Governor of the Bank of Thailand said: “The benefits of this project come in

many forms. It will offer convenience and security for people travelling between our countries, leading to growth in tourism and contributing to our countries’ progress towards a more digitalised society.” Successfully implementing the interoperable QR Code for Thai customers, BIDV has reaffirmed its determination in digital transformation and readiness for the development and application of IT in order to bring a superior experience to local and foreigner customers.

Over 2,000 points of sale that accept QR code payment include retail stores, restaurants, hotels, supermarkets and book stores. The launch of this service is not just about providing a convenient, safe and modern payment method for customers, but also contributing to the cooperation between the two countries, preparing for the return of tourism between Vietnam and Thailand in the coming time. In 2019, the number of visitors travelling between the two countries reached around 1.5 million.

Continuous innovation is BIDV’s motto for service development. With a specialised version for Apple Watch, the app helps speed up any activity related to the user’s bank account without using a smartphone or computer, while account information security is still ensured. Recently BIDV has launched the app version of BIDV SmartBanking via Smart keyboard. This is the first banking app in Vietnam that enables customers to conduct banking transactions even while chatting. With this feature, while chatting to others on messaging apps (via Zalo, Viber, Messenger or iMessage), customers still can perform banking transactions quickly and easily without needing to switch between apps.

Pioneer in digital transformation

With banks offering a similar range of products and services and comparative fees and promotions, competition within the banking sector has become a race in technology. Great strides in digital transformation The Fintech and Digital Banking 2025 Asia-Pacific report released by IDC and Backbase shows that the eight largest banks in Vietnam have defined Core banking and payment system modernisation as the current top two priorities, expecting 50 percent growth in new accounts thanks to the smart account generation. Many banks have quickly launched new services on a modern technological platform, triggering the digitalisation race. A number of outstanding banking apps in operation include BIDV SmartBanking, VCB Digibank, VietinBank iPay Mobile; TPBank’s LiveBank; VPbank’s Yolo, Zero fee and ACB mBanking. Each bank has a different digital banking development strategy, from improving infrastructure

to expanding ecosystems or offering attractive fees. For SmartBanking, BIDV defines that customers are central to all digital transformation decisions. This move is considered a strategic step to retain customers given the unpredictable development of Covid-19, and to quickly increase the number of new customers from the younger generation. Mobile money and impact on Vietnamese banks The benefits mobile money brings to the economy and to individuals (especially disadvantaged people) have been the subject of much recent discussion. However, the impact of this new financial service on commercial banks is still a question that needs to be addressed. Impacts on Vietnamese banks It has been recognised that the potential for the development of the mobile money service in Vietnam is huge. According to BIDV Training and Research Institute, currently only 40 percent of Vietnamese adults (aged over 15) have a bank account, a figure much lower than in regional countries such as Indonesia (49 percent), China (80 percent), Thailand (82 percent), Malaysia (86 percent), Singapore (98 percent), and Asia Pacific (70 percent). Vietnam’s proportion of cash to total payment means by the end of September 2020 (according to the State Bank of Vietnam) was 11.15 percent (slight change compared to 10 years ago, at 11.87 percent at end-2011), higher than the target of 10 percent by the end of 2020 according to the government’s target. In addition, developing new and modern forms of payment (including mobile money) to serve rural and remote areas and ‘unbanked’ people, and contributing to promoting financial inclusion is one of the government's focuses as outlined

in the National Financial Inclusion Strategy issued in January 2020.

As with many other developing countries, mobile money services in Vietnam are aimed particularly at people in remote areas, who do not have a bank account with which to access financial services. However, for commercial banks, this presents both pressure and opportunity. The most significant pressure is increasing competition, especially in the field of domestic payment and transfer. Like e-wallets, mobile money high in convenience and efficiency can become a competitor to the payment market share of banks.

Opportunities and benefits

According to the Global System for Mobile Communications Association (GSMA), the cost of transferring money via mobile money is up to 50 percent cheaper than through traditional organisations (including banks). If banks do not speed up the digital transformation process, develop effective and cost-saving payment and transfer services for customers, this new method is likely to prevail, especially for market segments banks have not yet approached or where access costs are too high. Mobile money's target customers are mainly middle and low-income people who spend and make small payments (worth under VND10 million or USD435). If banks have a good approach to the large number of this customer segment in Vietnam, revenue from transaction fees and product crossselling is not insignificant. For other traditional banking operations (such as lending and capital mobilisation), mobile money has almost no direct

For the underbanked in remote areas, mobile money will help educate people to use new products and services, shaping a habit of non-cash payment which lays the foundation for developing banking services in the future. Second, helping to improve infrastructure, effectively supporting the development of non-cash payments and the banking system. The fact shows that countries with more developed mobile money services have stronger growth in the banking

industry. When mobile money develops to a certain stage, it will create conditions for the banking system to develop accordingly, thereby promoting economic growth to a higher level. As with the Internet, mobile finance helps hundreds of millions of people access financial services for the first time - not just payments, but also other services such as savings, investment, insurance and loans - at much higher speed than the traditional financial model. This creates a great opportunity for building a huge infrastructure for financial development at low cost and high speed.

Third, the opportunity for win-win cooperation: advanced products (payment, money transfer, withdrawal) of mobile money will still need to be linked with banks. Accordingly, payment intermediaries, e-wallets or mobile money service providers and commercial banks can cooperate in the spirit of 3Cs (cooperation, coordination, and competition). If this works well, the potential for expanding the customer bases of banks is significant. Fourth, mobile money can bring a huge source of deposits - the source banks aim at to reduce costs. Currently, the Prime Minister’s Decision 316 requires mobile carriers to maintain a minimum bank account balance at all times equal to the balance of their customers’ mobile money accounts. It means that in essence, the source of deposits from mobile money finally flow into the banking system. Assuming that only about 20 percent of the current 130 million mobile subscribers in Vietnam use the mobile money service with the amount in each account being VND10 million (USD435) per subscriber, the size of deposits at commercial banks could increase up to VND260 trillion (USD11.3 billion) or higher. Currently there is no evidence showing that mobile money poses risks to the stability of the financial system or other payment systems. Even in markets where mobile money flourishes, mobile money transaction value still accounts for a much smaller proportion than total financial transactions, which highlights the characteristics of “high volume, small value” of this service.

Mobile money approved for pilot scheme in Vietnam mobile money providers in accordance with the government's regulations on mobile subscriber registration. The mobile subscriber number must be activated and used continuously for at least three consecutive months up to the time of registration of the mobile money service. Each customer is permitted to open only one mobile money account at each mobile money service provider. The implementation will be piloted within two years from the time the first enterprise to be involved receives approval to implement the mobile money service.

On 9 March 2021, the Prime Minister promulgated Decision 316/QD-TTg approving the pilot implementation of telecommunications accounts for making payments for small value goods and services (mobile money). The decision takes effect from the signing date.

he pilot implementation of mobile money aims to contribute to the development of non-cash payments, and enhance access to and use of financial services, especially in rural, mountainous, remote, border and island areas. According to the decision, enterprises holding a license to provide electronic wallet payment intermediary services as well as one to establish a public terrestrial wireless telecommunications network - or a subsidiary allowed by the parent company to do so - are permitted to use the telecommunications infrastructure, networks and data. Individual customers who register and use the mobile money service must provide an identification or citizen identity card or valid passport with information that matches their mobile subscriber registration information and is identified and verified by the

The decision states that the transaction limit must not exceed VND10 million (USD435) per month per mobile money account for total transactions including money withdrawal, transfer and payment. Data from the General Statistics Office of Vietnam showed that by the end of 2019, Vietnam had 129.5 million phone subscribers, of which the number of 3G and 4G mobile phone subscribers was more than 61.3 million. Mobile phone networks cover most localities nationwide. In 2019 with 43.7 million smartphone users (accounting for 45 percent of the population), Vietnam is at a regional average, higher than India, the Philippines, Indonesia and Thailand. Mobile banking transactions in Vietnam are expected to increase by 400 percent by 2025, according to the Fintech and Digital Banking Asia Pacific report co-released by Backbase and IDC in May 2020.

Vietnam’s GDP growth was 2.9 percent last year due to Covid-19 and it was one of the few economies in the world to achieve positive growth. The government of Vietnam has set a target for GDP growth at 6.5 percent in 2021. In December 2020 Fitch Solutions expected the Vietnamese economy to record strong growth in 2021 and would raise its real GDP growth forecast to 8.6 percent. Meanwhile, economists from the Bank of America forecast the Vietnamese economy growing 9.3 percent in 2021 - a much higher growth rate than the 6.8 percent expansion projected by the World Bank. HSBC also projected Vietnam’s GDP growth at 7 percent in 2021.

New law applying to foreign investors The National Assembly of Vietnam passed a new law titled ‘Law on Investment 2020’, effective from 1 January 2021. Some key points of the new law are outlined below. Market access conditions applied to foreign investors Article 9 states that market access conditions applied to foreign investors specified in the list of business lines restricted to foreign investors includes: l Ratio of the foreign investor’s charter capital in a business entity; l Investment form; l Scope of investment; l Capacity of the investors and partners participating in the investment activities; l Other conditions specified in the Laws and Resolutions of the National Assembly, Ordinances and Resolutions of the Standing Committee of the National Assembly, Decrees of the Government and international agreements to which Vietnam is a signatory.

In addition, at point c, clause 1, Article 22, before establishing an economic organisation, the foreign investor must have an investment project, carry out the procedures for the issuance or modification of the Investment Registration Certificate, except in cases of establishing a small and mediumsized creative start-up enterprise and an investment fund for creative startups in accordance with the law on support for small and medium-sized enterprises.

According to the ancient rule of feng shui, “the back of the house must be leaning against a mountain and the door must face a river”. An Hien Ancient House was built facing the romantic Huong River. However, when Doi Cape (Khanh Hoa) was discovered, based on coordinates it was recognised as the country’s easternmost point on the mainland. Measured data shows that Doi Cape welcomes the sunrise 4 seconds earlier than Dai Lanh Cape. At this location, a stainless steel spike was attached to mark it as the easternmost point. The journey to Doi Cape is more arduous and challenging than that to Dai Lanh Cape, making it more of a pilgrimage for adventurists. The start of the year from January to May is the best time to explore the area, before the temperatures rise too high and the heavy rainfall starts.

During the rest of the dry season from June to August, temperatures can reach as high as 35-39 degree Celsius, making the journey all the more challenging. Meanwhile, September to December is the rainy season, which can dampen the adventure and create unique challenges. The journey to the easternmost point is an exciting experience as well as a chance to challenge oneself. After crossing more than 2km of sandy desert, you must climb the high steep mountains that face you. Four mountains must be crossed to reach Doi Cape including Cat Tham, Co Ong, Suoi Tom, and Bai Rang. The way to the mountain is terribly steep and full of gravel and seagrass as hard as thorns. The path to Doi Cape is an opportunity to experience the challenge of difficult terrain, dehydration and loss of energy from the first steps. Despite the challenges, trekking to Doi Cape brings many unforgettable moments. After conquering each mountain peak, you will be compensated by incredible scenery.

Then, going back about 30 metres, on the right hand side you will see a wide highway with an immense sand area and majestic hills on its two sides.

By offering vaccines for employees and their families, the bank is helping to ensure their safety, meaning the continuous operation of the bank and the safety of customers will be guaranteed, demonstrating the bank’s social responsibility in combating the Covid-19 pandemic.

BIDV has recently announced its plan to purchase Covid-19 vaccines to inoculate employees and their families to ensure their safety as well as that of the bank’s customers.

ollowing the direction of the Politburo and the Party Secretariat on the objectives of Quarter 1/2021 which required party levels to actively take the lead in the Covid-19 combat, joining the government in providing Covid-19 vaccines to ensure the health and safety of its employees and customers, BIDV has recently announced its plan to purchase Covid-19 vaccines to inoculate employees and their families. BIDV will actively work with the Ministry of Health and authorities to sign up for Covid-19 vaccine purchases. Each BIDV employee along with four family members will be offered Covid-19 inoculation. The bank’s welfare fund shall cover the cost of the vaccines.

Last year, BIDV provided nearly VND40 billion (USD1.74 million) to funds set up to share the struggles with people affected by the Covid-19 pandemic. Since January this year, BIDV has donated VND6.8 billion (USD295,000) to provinces including Hai Duong, Quang Ninh and Gia Lai for purchasing medical equipment and emergency spending on efforts to combat Covid-19. In 2020 BIDV proactively reduced its income by more than VND6,400 billion (USD276.5 million) for restructuring debt, lowering interest rates and reducing interest and fees to support businesses and people affected by Covid-19.

Moody's, BIDV 신용등급 긍정적 전망 2021년 3월 18일 글로벌 신용 평가 사 Moody’s는 BIDV의 장기 신용 등 급 전망을 부정적에서 긍정적으로 변경했다.

Moody's 발표에 따르면 BIDV의 장기 예금 등 급과 발행자 등급은 Ba3이다. BIDV의 장기 발 행 등급은 베트남 정부의 발행 등급과 동일하다. BIDV의 등급 재조정은 Moody's가 베트남 국 가 신용 등급을 부정적에서 긍정적으로 재조정 된 후에 이루어졌다. Moody's의 이러한 평가 는 베트남의 제도적, 거버넌스 강점, 지속적인 재정 통합 및 시간이 지남에 따라 베트남의 신 용 등급을 강화할 수 있는 잠재적인 개선 징후 를 반영한다. 특히, 코로나-19에 따른 생산 수 요 및 경제의 글로벌 가속화 된 상황에서 베트 남 경제는 더욱 잠재력이 돋보이고 있다. 호아로 수용소 2020년 7월말부터 호아로 수용소 나이트 투어 가 정식적으로 선보이면서, 관광객에게 색다른 체험을 제공하고 있다. 투어를 체험하기 전에 호아로 수용소의 형성배경과 역사를 알아보자. 호아로 수용소는 베트남 하노이에 있는 교도소 겸 포로 수용소였다. 현재는 교도소로 사용하 지 않고 박물관으로 활용하고 있다. 2020년 7 월까지는 주간에 관광지로 활용하고 있었다가 이제 나이트 투어 특별 코스를 추가해서 다양한 체험을 제공하게 되었다.

호아로 수용소는 프랑스가 베트남에 대한 식민 통치를 시작하고 4년 후인 1886년부터 하노이 에 건설한 감옥이다. 호아로(Hoa Lo, 火爐)라 는 이름은 흔히 ‘불붙은 용광로’(火爐) 또는 ‘옥 실’(獄室)로 번역되기도 하며, 또한 호아로 (火爐)를 의미하기도 한다. 이름은 호아로 거 리(pho Hoa Lo)라는 거리명에서 유래했으며, 프랑스 식민지 시대에 이 거리에서 ‘목재난로’ 와 ‘석탄난로’를 판매하는 상점이 몰려 있어서 호아로라는 이름이 붙여졌다. 호아로 수용소는 식민 시대 감옥으로, 전쟁기 간 베트남 독립 운동가들을 가두고 고문과 처형 하던 시설들이 있는 곳이었다. 감옥을 둘러쌓은 벽은 높이 4m, 두께 0.5m이며 안에 갇힌 사람 들이 탈출 못 하도록 벽 위에 유리병의 깨진 조 각들을 이용하여 붙이고, 고압전기선까지도 설 치하였다. 호아로 수용소는 경비실, 의료실, 소 형 병원, 미입건자 감금실, 입건자 감금실, 처 형실 등 7 가지의 건설 항목으로 나뉘어져 있으 며, 수감자들은 인간 이하의 상태에 처해 있었 다. 1899년 베트남 운동가들의 활발한 활동들 을 막기 위해 수용소는 운영에 들어갔다. 1913 년에 개조를 거쳐 수용할 수 있는 인원이 460 명에서 600명으로 늘어났고, 1954년경에는 2,000명 이상을 수용하였다. 도시 중심에 배치

1954년에 프랑스 식민군의 패배로 호아로 수 용소는 하노이 위원회에 인수되었고, 1964년 부터 1973년 미군 조종사 포로를 가두는 이 운 영되었다. 특히, 미국의 정치인이었던 존 매케 인 (John McCain) 도 여기에 감금된 적이 있 었다. 그 당시에 미군의 포로들이 이곳을 하노 이 힐튼 (Hanoi Hilton)이라고 부르기도 하였 다. 1993년에 하노이 시의 도시개발 계획안 검 토하여, 베트남 정부가 호아로 수용소의 일부 는 호텔과 임차 사무실로 재건설해서 사용하고 나머지는 전시공간으로 사용하기로 결정하였 다. 이 공간에서 수감자들의 침상과 각종 고문 도구, 처형도구 등이 복구되어 전시용으로 운영 해 오고 있다. 2020년 7월 24일부터 호아로 수용소 관리 사 무소가 하노이 투어리스 여행사와 협력하여 “신령한 밤–빛나는 비엣 정신”의 태마로 야간 투어를 진행하고 있다. 저녁 7시부터 45분 동 안 베트남의 아픈 역사를 돌아보고 그 환경에서 살고 버텨냈던 수감자들의 애국심을 느끼게 하 고 온몸에 고통으로 찌른 채 낙천을 지키는 그 들의 생활 등을 체험하게 하는 투어이다. 이는 관광의 역할을 할 뿐만 아니라 교육의 역할도 담당하기도 한다. 프랑스 건축을 애호하는 사 람, 또는 비장한 베트남 역사에 궁금해 하는 여 행자들이 하노이에 방문한다면 반드시 빼놓아 서는 안 되는 관광 명소이다. 호아로 수용소는 1997년에 베트남 문화-체육-관광부로부터 역사적 관광지로 공인을 받았다.

BIDV, 직원과 가족을 위해 Covid-19 백신 지원 Covid-19을 통제하기 위한 방안 마 련 지시에 따라 BIDV는 직원과 직원 가족을 위한 Covid-19 백신 접종 지 원 계획을 수립하였다. BIDV는 보건부에 연락하여 Covid-19 백신에 대하여 구매 신청할 예정이다. 직원 1 명당 4명 의 가족이 함께 지원받을 수 있다. 이에 필요한 경비는 은행 복지 기금에서 충당될 것이다. 보건부에 따르면 베트남에서 Covid-19 예방 접종을 우선시하는 11개의 그룹에는 의료진, 전염병 예방 관련 직원, 군대, 경찰, 필수 서비 스 제공자 등 해당된다. 은행 산업은 재정 및 금융 활동을 지속적으로 수행하는 필수 서비스를 제공하는 산업 중에 하 나이다. 은행 직원은 정기적으로 고객과 거래하 기 때문에 감염 위험이 높다. 직원과 가족을 위 한 백신 구매 지원을 통해, 직원들은 업무 수행 에 안정감을 느끼며 은행의 지속적 운영이 보장 된다. 또한 사회 공동체에 있어 Covid-19 전염 병 예방 책임을 입증할 수 있게 될 것이다. 2020년 BIDV는 Covid-19 사태로 어려움 에 처한 시민과 지역에 약 400억 동의 지원 금을 기부하였다. 또한, 2021년 1월부터 Hai Duong, Quang Ninh, Gia Lai 성에 Covid-19 대응 및 예방을 위해 의료 장비 구매 및 기타 지출로 약 68억 동을 긴급 지원했다.
