Este consejo se ha ocupado de estos temas durante tres años “, dijo el administrador municipal, Bob Deis. STOCKTON, CA- The City of Stockton held the first of seven scheduled town hall meetings to obtain the community`s input on the cit y`s budget and public safety on Wednesday, May 2 at t he Centra l United Methodist Church. “Multiple reasons lead to f inancial cr ises, unsustainable retired program, poor accounting, a nd debt . T h i s c ou nc i l dealing has been dealing with these issues for three years,” said City Manager, Bob Deis. We declared two fiscal emergencies, one in 2010 and the other in 2011 to help balance the budget, there has been radical cuts, but the problem is that the deficit continues,”explained Deis. “If we give back t he marina, the arena and city hall how much would that save the city a year?” asked one citizen at the meeting. The marina is about three quarters of a million a year and arena is around two and a half million dollars a year answered Deis. The city of Stockton is required to pass a budget by July 1st —giving city council less than two month to decide on one of their three options which were discussed at the meeting. The options being: (1) make additional cuts and less staffing, (2) a financial restructure of the City and (3) declared official bankruptcy. “It is impor t a nt to remember that if we make additional cuts, 80 percent of the public fund is public safety so you are not going to have a balanced budget without affecting public safety ,” warned Deis. The second part of the meeting addressed crime, and public safety. “There are a lot of factors that contribute to crime,” said Stockton Police Chief Eric Jones; adding, “Stockton does have a high poverty rate, low education rate, a high level of drug use, a high number of gangs.” As the City continues the work to prevent bankruptcy, the Stockton Police Department (SPD) has taken the biggest hits. Desfile de Cindo de Mayo Cindo de Mayo Parade in Stockton Stockton

Festejos de Cinco de Mayo Continúan Creciendo en San Joaquín (bw) Condado de San Joaquín, CA — la celebración tradicional México-Americana del Cinco de Mayo continua creciendo desde sus principios a mediados de los 1970s. La Ciudad de Stockton se ha beneficiado de la cuota que paga el Comité del desfile de Cinco de Mayo y el alcance comunitario a otras comunidades el cual atrae miles de residentes al centro. El desfile originalmente coordinado por el Comité patriótico (una organización sin fines de lucro que fracaso) se a convertido en el evento principal de la Coalicion de Organizaciones Mexico-Americanas. “Mientras el recaudar fondos fue desafiante para el comité del desfile, nuevamente este año el desfile tubo mas de mil participantes en las calles del centro de Stockton — Tuvimos un desfile exitoso,” remarco Ines Ruis-Huston, Presidente de la Coalisión y organizadora del desfile. Este año, el desfile se expandió a tener un certamen de Rey y Reyna por primera vez desde el principio del milenio. “Estudiantes del 12º grado nivel preparatoria participaron en un certamen en el cual los ganadores recibieron becas escolares gracias a Comericiantes Unidos agencia afiliada a la coalición,” explico Ruiz-Huston. Cinco de Mayo Continues to Grow in San Joaquin (bw) San Joaquin County, CA — Stockton’s traditional Mexican-American Cinco de Mayo parade continues its growth since the mid 1970’s inception. The City of Stockton continues to benefit from the street closure fees collected from the Cinco de Mayo parade’s Committee and its community outreach that brings thousands of resident’s downtown. The parade was originally coordinated by El Comite Patriotico (The Patriotic Committee a non-profit that is defunct) has become a signature event of the Coalition of Mexican American Organizations (COMA). “While fundraising presented some challenges for the parade’s committee, once again this year the parade had over a thousand participants at Stockton’s downtown streets —We had another successful parade,” highlighted Ines Ruis-Huston, President of the COMA and chair of the Parade. This year, the parade expanded to have a King and Queen for the first time since the turn of the millennium. “High school seniors participated in a King and Queen pageant and the winners received a scholarship thanks to one of our partner agencies Comerciantes Unidos (United Merchants),” explained Ruiz-Huston. Over 100 entries participated highlighting the theme of the parade, “Paz— Peace on the Valley” a theme which Father Dean of St. Mary’s Church strongly believed to be important as the City of Stockton has more than double the homicides when compared with last year’s record statistics. The parade’s finale was planned to take place at the conclusion of Sus Finanzas’ Free Financial Workshop at the Civic Auditorium;

included performances by youth and young adults —members of Fathers and Families of San Joaquin— with a message of peace; and, the parade committee was going to announce of the winners of the entry contests. However, the finale was canceled leaving the youth group wondering why their efforts were ignored, “Our children and we were kicked out-off the Civic [Auditorium] as if we were some sort of garbage,” noted Jorge Perez as he voiced his disappointment adding, “we were treated like second class citizens.” — an unclear and miscommunicated closure of the Stockton Civic Auditorium left children wondering why…? (see Sus Finanzas on page _____) Ultimately, the monetary benefactor of the Cinco de Mayo festivities in Stockton’s downtown was the Catholic Council for the Spanish Speaking of the Dioceses of Stockton’s (El Concilio) Family Fest at Weber Point. The Family Fest swelled with parade attendees paying $2.00 dollars per general admission. El Concilio reported $42,777 in gross receipts following Fiscal Year 2009-10. Other independent Cinco de Mayo events have recently started. Among them is the Miracle Mile’s Cinco de Mayo Celebration with a performance of the Mike Torres Band; The Mexican Heritage Center and Gallery held the first annual Cinco de Mayo Zumba-thon; and the Central Valley Hispanic Chamber of Commerce hosted a Celebration in the City of Manteca. “This is a great local event,” noted Pedro Ramos, a Manteca resident listening to Nor Cali’s music at the chamber’s free event.

Stockton, CA — in an effort to provide free financial literacy courses and personal finance development programs to impoverished minorities in San Joaquin; Leandro Vicuña elaborated a Free Financial Literacy Workshop at the Stockton Civic Auditorium — a program offered by Sus Finanzas. “100 to 150 persons attended the workshop during its peak,” explained Vicuña. The workshop was scheduled at the same time as the Coalition of Mexican American Organizations (COMA) held the Cinco de Mayo Parade on the streets outside the Civic Auditorium. “We partnered with Sus Finanzas to have the Cinco de Mayo Parade closing ceremony as both events would conclude at the same time,” in a tone of disappointment Ines Ruiz-Huston, President of COMA and Chair of the Parade shared her concern as personnel at the Civic Auditorium had pushed everyone out and closed its doors to COMA. The revenue increases are temporary, with the income tax provisions lasting seven years and the sales tax provisions lasting four years. “The Schools and Local Public Safety Protection Act is the only initiative that will stabilize and protect critical public safety programs that allow local law enforcement and sheriffs to protect the citizens of this great state,” said Merced County Sheriff Mark Pazin, President of the California State Sheriffs’ Association (CSSA) in a press release.

In 2006 the May First march drew thousands in Stockton, this year a much smaller crowd took on the streets. “We are the voice of many who are in the shadows; we need to send a message to Washington,”said one of the protesters. “Even though we are relatively few people we represent millions who are still struggling for the recognition of their dignity,” said Fr. Dean McFalls of St. Mary’s Church. Since Arizona passed its anti-immigration law in 2010, many other states like Alabama, Georgia, and

South Carolina have attempted to pass similar bills, explains Gerardo Serrano, one of the organizers of the march. “We are all Arizona,” read one of the signs. “Stockton is present at the May Day [May 1st] March for the seventh time, in the demand for a just and humane immigration reform as well as a fight against anti-immigrant laws,” said community organizer Luis Magaña. “This country needs the strength of the migrant labor,” emphasized Serrano. This year the AIDS walk is scheduled on Saturday, May 12 at San Joaquin Delta College. The walk increases awareness about HIV and AIDS in the county.

Había muchas familias que estaban ansiosas esperando ver la obra titulada “El Lamento de Una Madre.” La obra fue elaborada por los jóvenes después de al muerte del joven que murió inocentemente en la Avenida Pacifico y fue presentado como una muerte relacionada con pandillas. Sabíamos que la obra instigaría a que el publico reflexione y que ellos continúen el movimiento de paz hacia delante. Pero, fue una pena e insulto el tener la puerta del Auditorio Civico [de Stockton] cerrada frente a nosotros. Seguido me pregunto, ¿cual es la verdadera razón por la cual estas personas en puestos de liderazgo hacen los programas? ¿En realidad están ahí para ayudar? O ¿lo hacen para sentirse bien y verse bonitos? Leandro le dijo al Sr. Louis de Producciones de Dios que se fuera. Claro ellos no tienen Palabra [no mantienen sus promesas]. Quien haya decidido corrernos del cívico es un ignorante. Es importante que todos sepan que “El Lamento de una Madre” es un acto de primera clase no un circo de changos. Por favor entiendan que esto no es un circo que simplemente se mueve de un lugar a otro para entretener a la gente; teníamos una producción completa con un mensaje claro de paz. A la Sra. Ines Ruiz, la coordinadora del desfile, use su educación para tomar las decisiones correctas; llorar no resuelve nada. (bw) Daniel Corona is the Outreach Educator of the San Joaquin AIDS Foundation and long time advocate in the community. Born in a small farming community south of Fresno, Corona learned the meaning of hard work at an early age while working in a packing house near his home town. “Even if I don’t look Mexican; I am,” says Corona, as he highlighted his parent’s Mexican roots. “Personally I prefer the term Mexican; that is what it was when I was growing up, not Hispanic not Latino.” In 1982 Corona moved to Stockton in pursue of better employment opportunities; years later, “The opportunity came up to work for the AIDS Foundation.” And for the fourteen years Corona has been working with the foundation. “I like what I do, I am able to help people, if I can

With Cinco de Mayo come “the persinados” [the faithful] who get angry about it the celebration being yet another excuse for drinking, and the hardcore “I-know-all-myhistory” Mexicans who criticize others for not knowing how Cinco de Mayo became a celebration. Yet the small, poorly armed militia that defeated the French army can be seen as an analogy of defeating the odds; as a small outnumbered group of Mexicanos who today enjoy this holiday for all the right reasons. For us, Cinco de Mayo is a mixture of childhood nostalgia and a cultural celebration. For many Mexican-American children who grew up in U.S. public schools this was the one day we got to proudly share our culture. It was the day we got white kids to try our Mexican candy and actually admit they liked it. It was the day our teacher showed “bailes folkloricos” [Folkloric Dances] to our classmates and the day we were giddy to see teachers try tamales for the first time. But most importantly, for the Mexican girl who grew up in a predominantly anglo community, it was the day she realized her culture was not something to hide but rather to rejoice. So sure there will be wanna-be’s, OG’s and thugs in low-riders, sporting flags and drinking beer, but that can be any day in our city. And sure there will be MEChA club members selling food without a clue about the historical part; but I say, so what?! This may not be a holiday for the Mexicanos who are offended by the fact that Mexican Independence Day is not as big a celebration in the U.S.; and it is not a holiday meant for alcoholics (although we understand you will join us just like you will for Christmas, Fourth of July and any other major holiday). In the end Cinco de Mayo may not be for you, but it is for some of us and we WILL rejoice :)

Con el Cinco de Mayo vienen los persinados que se enojan que sea una excusa más para tomar, y todos los que reclaman “conozco-mi-historia,” aficionados mexicanos que critican a los demás por no saber como el Cinco de Mayo se convirtió en una celebración. Sin embargo, la pequeña y mal armada milicia que derrotó al ejército francés puede ser vista como una analogía del pequeño grupo más numerosos de mexicanos que hoy disfrutan de este día de fiesta por las razones correctas. Para nosotros, el Cinco de Mayo es una mezcla de nostalgia de la niñez y la celebración cultural. Para muchos niños México-Americanos que crecieron en las escuelas públicas de Estados Unidos este fue el primer día que llegamos a compartir nuestra cultura con orgullo. Fue el día que los niños Anglosajones podían probar nuestros dulces mexicanos y admitir que le gustaba. Era el día que nuestros profesores enseñaban ballet folklórico a nuestros compañeros de clase y el día que estábamos ansiosos de ver a los maestros probar tamales por primera vez. Pero lo más importante, para la niña mexicana que creció en una comunidad predominantemente anglo, era el día en que se daba cuenta de su cultura no era algo que ocultar, sino más bien era algo por lo cual alegrarse. Así que seguro que habrá los intentos de OG`s y low-riders luciendo banderas y bebiendo cerveza, pero esto puede pasar cualquier día en nuestra ciudad. Y seguro que habrá miembros del club MEChA vendiendo comida sin la menor idea sobre la parte de la histórica, pero ¿y qué?! Esto tal vez no es un día de fiesta para la que los mexicanos se sienten ofendidos por el hecho de que el Día de la Independencia de México no es tan grande en los EE.UU., y no es una fiesta destinada a los alcohólicos (aunque entendemos que se nos unirán como en la Navidad, el Cuatro de Julio y cualquier día de fiesta importante). Al final el Cinco de Mayo no será para usted, pero lo es para algunos de nosotros y lo gozaremos :)

Discussed parent about the civic auditorium closing its doors on the youth. We were under the understanding that this year’s parade had a message of Peace in the valley, a message that the youth of Fathers and Families of San Joaquin prepared tirelessly to present at the Civic Auditorium in a theatre play. There were many families who were anxiously waiting to see the performance titled “A Mother’s Lament.” The piece was elaborated by the youth following the murder of the young man who died innocently at Pacific Avenue and he was portrayed to be gang related. We know that the performance would trigger the audience to reflect and for them to continue the peace movement forward. However, it was shameful and insulting to have the doors of the [Stockton] Civic Auditorium slam shut in our face. Often I wonder what is the real reason why people in so called leadership do the programs? Are they really there to help? Or are they doing it for a feel good and to look pretty? Leandro told Mr. Louis of God Productions to leave. Clearly they don’t have “PALABRA” [They don’t keep their word]. Whoever decided to kick us out of the Civic Auditorium by far is ignorant. It’s important for everyone to know that “A Mother’s Lament” was a first class act not a monkey’s circus. Please know that this was not a circus that simply moves from one place to the other; we had a full production with a clear message of peace. To Ines Ruiz, the coordinator of the parade, use your education to make the right decisions; crying does not solves anything. We have been able to connect the youth to their roots as Culture Cures and you have no respect.

El pajote es cualquier materia que se aplica a la superficie del suelo para la protección o para mejorar el área cubierta. Cuando se aplica correctamente, el pajote tiene los siguientes efectos de beneficio sobre las plantas y el suelo: • El pajote evita la pérdida de agua a causa de evaporación. • El pajote reduce el crecimiento de las hierbas malas • El pajote evita la erosión de la tierra. • El pajote orgánico puede mejorar la estructura de la tierra. A medida que el pajote se desgasta, la matera se convierte en tierra primordial. La descomposición de pajote también añade nutrientes a la tierra. • Los pajote mantienen la tierra más fresca en verano y cálido en el invierno. Mulching is one of the most important ways to maintain healthy landscape plants. A mulch is any material applied to the soil surface for protection or improvement of the area covered. When applied correctly, mulch has the following beneficial effects on plants and soil: o Mulches prevent loss of water from the soil by evaporation. o Mulches reduce the growth of weeds o Mulches prevents soil erosion o Organic mulches can improve the soil structure. As the mulch decays, the material becomes topsoil. Decaying mulch also adds nutrients to the soil. o Mulches keep the soil cooler in the summer and warmer in the winter. In summer, 2 inches of mulch cuts water loss by 20 percent and lowers temperature in the top 4 inches of soil by 10 degrees. *

Types of Mulches There are basically two types of mulches: organic

and inorganic. Organic mulches can conserve moisture, prevent surface crusting, improve water penetration, and cool the soil, but also can harbor invertebrate pests. Mulches include compost, very fine wood chips, grass clippings, sawdust, leaves, clippings, chipped and shredded prunings, wood products, and hardwood or softwood bark chips or nuggets. Plan to replenish landscape mulches periodically because of decomposition, movement, or settling. Natural inorganic mulches include sand, gravel, and pebbles. They do not provide organic matter for soil, but do conserve moisture. If using a rock mulch, consider placing a landscape fabric underneath to create a layer between the mulch and the soil and prevent rock pieces from sinking into the soil. Black plastic has been used to improve weed control, but it restricts air and water movement. Synthetic mulches, which are manufactured materials that are called geotextile or landscape fabrics, have been developed to replace black plastic in the landscape. Geotextiles are porous and allow water and air to pass through them, overcoming the major disadvantage of black plastic. Mulch Basics • Before applying mulch, remove weeds and water thoroughly. • You’ll get the best weed control when you weed first, then spread the mulch. • Replace grass with mulch under trees and around poles. Mulching under trees to the drip line minimizes competition for water

and nutrients from grass and mimics the way trees grow in nature. It simplifies mowing and can reduce trimming operations and labor. In addition, mulching around poles, tree trunks, and over surface roots prevents damage from mowers and weed eaters. • Keep mulch 6–12 inches away from the base of trees and shrubs. Tree trunks are not suited to wet conditions. Placing mulch so that you can see the root flare keeps the trunk dry and reduces the risk of damage from disease, insects, and rodents. Choose the application rate that will give you the best results. • General Use: Apply a layer that settles to 2–4 inches deep. This is the best general application rate, especially for use in planting beds. • Fine Mulch: Apply no more than 2 inches. Thin layers of fine mulch (particle size of half-inch or less) are less likely to impede air and water. Fine mulches decompose more quickly and need to be replenished more often than coarse, woody mulches. • Coarse Mulch: Use 4–6 inches or more to control weeds in open spaces. Coarse mulch is best for weed control; it prevents annual weed seeds from germinating. Weeds that do sprout are easier to remove. For maximum weed control, replenish mulch once a year.
