On the second week of May, JobsPAC a major PAC claiming to be “a bipartisan coa lit ion of Ca lifor nia Employers” mailed a “Vote NO on Xochit l Paredes” c a r d s to c k m a i le r. T he mailer disclosed two filed liens by Stonewood Estates Homeowners Association and an auto payment issues.

On May 23rd, Michael Fit zgera l columnist at Stockton’s daily newspaper The Record, reported that the, “PAC bombed Assembly candi-date Xochitl Paredes right out of the race this week using tried and true negative campaign tactics, with a new twist.”

“I a m d isg u sted t hat Eggman’s supporters JobPAC would threaten to use my family and that Eggman would use it on flyers sent out this week [the week of May 21s].” noted Xochilt Paredes on a text message.

Susan Eggman clarifyed, “I have r un a positive campaign, focused on the issues.” Eggman noted that JobsPAC Pg. 4

“Voting to support the continuation of the MMID; we can continue to provide services that the City staff can no longer provide and which we do,” stated in an e-mail, MMID Executive Director, Denise Jefferson.

For more than 9 decades, this commercial district offers a local businesses an opportunity of a clean safe environment, “MMID handles trash collection, litter, and landscape maintenance, irrigates the mile, graffiti abatement, security services and other services such as a single voice advocacy and clearinghouse for events,” noted Jefferson.

For the City of Stockton it would be beneficial if the district membership opts to continue its support. During her 2012 State of the City Address, Mayor Ann Johnston recognized the MMID for creating proactive relationship with the University of Pacific, who are helping to supplement the miles security budget with $20,000 per year toward additional security officers on weekends and $5,000 for voluntary membership in the MMID. The Miracle Mile is constantly addressing issues of crime and graffiti. “As a collective unit we can combine our resources and help alleviate the problems that individually we have a little impact on.” Added Jefferson.

MMID has recently launched a pilot program which started in April that provides 24-hour monitored security camera system; Jefferson noted that, “This system has been very effective in reducing the gang activity, drug sales, and public nuisance activity that was plaguing this area.”

She added that the Miracle Mile is, “most effective and efficient means to maintain the economic viability of the District.”

ESTADO DE LA CIUDAD: STATE OF THE CITY: CRIMEN (two of three articles) CRIME (two of three articles) ( bw) STOCK TON, CA — “El Cr imen a aumentado. A aumentado los crímenes violentos; mucho de esto es acausa de deciones de la vida como es la prostitución, pandillas y drogadicción pero la ciudad dice que continua comprometida.” Dijo la Sra. Alcalde Ann Johnston durante su discurso del Estado de la Ciudad a principios de este mes en el evento de la Camara de Comercio Principal en el puerto de Stockton, “Nosotros permaneceremos comprometidos a detener a los criminales que están terrorizando a nuestro ciudadanos.”

Johnston explico que la ciudad esta trabajando en lo siguiente actualmente: • Hace dos semanas la fuerza fugitiva mariscal de los EEUU inicio a trabajar en la ciudad, y ellos tienen una lista de los 10 mas buscados y la Johnston reporto que ellos han arrestado 13 de la lista.

• La ciudad recivio 8 millones para emplear 17 nuevos policías, con 20 puestos vacantes, el nuevo jefe de policía, Eric Jones cree el tendrá unos 50 nuevos elementos en la fuerza de policía.

• Chief Jones anuncio una nueva iniciativa, e q u ip o s de r e s pue s t a c omu n it a r i a especilizada en areas de alto riesgo para tener policía inmediata en las calles.

• La ciudad tambien esta trabajando con el Condado para confiscar pistolas de las calles y una fuerza a lo largo del condado contra pandillas.

• La Ciudad desarrollo un Comité para el Marshall Plan para establecer un plan general para la ciudad.

• La Ciudad ejercio redadas de crimen durante una semana traendo elementos de policía de alrededor. Para lograr esto la policía trajo la fuerza estatal, probation, parole, la policía de Manteca, Lodi, Tracy, FBI, AFT y los Mariscales de EEUU. Como resultado se arrestaron 101,y 17 armas fueron confiscadas.

• La Alianza del Centro de Stockton y MIracle Mile Improvement District con la Universidad del Pacifico están elaborando una sociedad para un fondo de policletos en el centro y la avenida Pacifico aumentando la seguridad.

• Cuidado de vecindario están mas alerta para conocer su comunidad, ahora ellos pueden dar datos por medio de texto, con reportes en internet.

• El nivel de homicidios en los días que ella dio el Estado de la Ciudad estuvo 3 veces mas alto cuando es comparado al año pasado, un año histórico con su violencia.

(bw) STOCKTON, CA – “We have an increase in crime. We have had an increase in violent crimes; most of it a result of lifestyle choices like prostitution, gangs and drugs but the city says they remain committed,” said Mayor Ann Johnson at the State of the City address early this month at the Greater Stockton Chamber of Commerce annual event at the Stockton Port, “We remain committed to cracking down on the criminals that are terrorizing our citizens.”

Johnston explained that the city is presently working on the following: • Two weeks ago the U.S. Marshalls fugitive task force began working with the city, and they have a top ten list and Johnson reported they have arrested 13 that have made it to that list.

• The city received 8 million to hire 17 more police officers, with 20 vacancies, the new police Chief, Eric Jones believes he will have 50 new police officers sometime this summer after they complete their training.

• Chief Jones announced a new initiative, communit y response teams to work specialized hot spots to do real-time policing to address the problem areas.

• The city is also working with the County that has a fire arms consortium to get the guns off the street and a county-wide gang task force.

• T he C i t y d e v e lop e d t he M a r s h a l l Plan Steering Committee to look at a comprehensive plan for the city.

• The city held a crime crackdown for one weekend that brought police from other areas. In order to do so the City police worked with highway patrol, probation, parole, police from Manteca, Lodi and Tracy. The city had FBI, AFT, and the U.S. Marshalls join in. The result of the weekend crime crackdown included 101 arrests, and 17 firearms confiscated.

• Stockton Downtown Alliance and the Miracle Mile improvement district with the University of Pacific are working as city partners to fund bike patrols in the downtown, the Miracle Mile improvement district to increase their security.

• Neighborhood watches are stepping up and getting to know their community, now they can text tip, with online reporting.

• The homicide rate at the time of the address was almost three times the previous year, a year that made history as one of the most violent for the city.

USCIS Lanza Sistema de USCIS Launches Online Inmigración en Línea Immigration System WASHINGTON— El Servicio de Ciudadanía e Inmigración de Estados Unidos (USCIS, por sus siglas en inglés) anunció el lanzamiento de la primera fase de su sistema de beneficios de inmigración electrónico, conocido en inglés como USCIS ELIS. El sistema ha sido creado con el fin de modernizar el proceso de solicitud y adjudicación de beneficios de inmigración.

“El día de hoy marca un acontecimiento importante en la historia de nuestra agencia”, dijo el Director de USCIS Alejandro Mayorkas. “ USCIS ELIS transformará la manera en que interactuamos con nuestros clientes y cómo manejamos los 6 a 7 millones de solicitudes que recibimos al día”.

Este lanzamiento inicial acerca más la agencia a la realización del futuro de los servicios de inmigración. A partir de hoy, los individuos pueden establecer una cuenta USCIS ELISy solicitar en línea, extender o cambiar su estatus de no inmigrante para ciertos tipos de visa.

Históricamente, los clientes de USCIS tenían que solicitar la mayoría de los servicios por correo y los empleados de USCIS revisaban documentos y enviaban los mismos a otras oficinas a fin de completar su adjudicación. Los lanzamientos futuros irán añadiendo tipos de formularios y funciones al sistema, expandiendo gradualmente hasta cubrir la presentación y adjudicación de todos los beneficios de inmigración de USCIS. Luego de este lanzamiento, USCIS anticipa realizar ajustes de acuerdo a los comentarios de los usuarios. Este proceso también permitirá a la agencia realizar una transición paulatina hacia la presentación electrónica, tomando en consideración aquellos individuos que no tienen acceso a computadoras y el compromiso de la agencia de servir a su diversa clientela.

“Today marks a significant milestone in our agency’s history,” said USCIS Director Alejandro Mayorkas. “USCIS ELIS will transform how we interact with our customers and how we manage the 6-7 million applications we receive each year.”

This initial launch brings the agency closer to realizing the future of immigration services. Through an USCIS ELIS account individuals can establish and apply online to extend or change their nonimmigrant status for certain visa types.

Historically, USCIS customers have had to apply for most benefits by mail and USCIS employees then review paper files and ship documents between offices to complete their adjudication. Future releases will add form types and functions to the system, gradually expanding to cover filing and adjudication for all USCIS immigration benefits.

Following this first release, USCIS anticipates making adjustments and improvements in response to user feedback. It will also allow the agency to smooth the transition to electronic filing over time, mindful of those individuals without computer access and the agency’s commitment to serve their diverse customer base.

The USCIS ELIS system includes filing applications, paying fees online, shorter processing times, and the ability to update user profiles, receive notices, and respond to requests electronically. The system also includes tools to combat fraud and identify national security concerns.

Un grito horroroso, un grito de dolor primordial y perdida, sono a lo largo del bacio, y después yo estaba retorciéndome y caía, el hombre con una navaja sobre de mi, empujándome hacia abajo. Esta es la descripción del ataque a el Capt. Luis Carlos Montalvan durante su servicio como Oficial de EEUU en Iraq que lo dejaría permanentemente marcado físicamente y mentalmente.

El miércoles 23 de Mayo, 2012 Maria y Yo manejamos a Elk Grove, California a escuchar a el Capt. Montalvan hablar sobre su libro y compartir su perro llamado Martes con nosotros. Para mi esperar para su presentación fue un momento de nervios y con alta tensión. Yo sabía que el Capt. Montalvan fue atacado y lastimado mientras el participo en Iraq. Yo sabía que él había sufrido de “PTSD: Desorden de Stress Post Traumatico” pero lo que no sabía era lo que el compartiría y como platicaría con otros compañeros veteranos. Esto estaba iniciando mi PTSD. Yo tuve una descompostura, gracias a Dios Maria estaba a mi costado con un abrazo alentador y su suave expresión “está bien.”

El Capt. Montalvan dice en su libro, “PTSD no es algo que usted puede sobre salir. Usted no regresa a ser quien fue. Es como un globo de nieve. La guerra los sacude, y de repente todas esas piesas de su vida— musculos, huesos, pensamientos, creencias, relaciones, asta sus sueños— están flotando en el aire fuera de su alcanze. Nunca regresaran a su estado donde en algún momento estuvieron.

Usted es una persona diferente después del combate. No mejor o peor, simplemente diferente. Buscando o deceando para cuando su época anciana es lo peor que puede hacer.

Usted deja el combate o los efectos del combate con fotos mentales.” Mientras su respuestas a el combate es completamente insticto basado en entrenamiento, toda la adrenolina y disciplina, el responder a PTSD es anxiedad, nerviosismo y sudor, respondiendo a el estimulo mental de las imágenes actuales del tiempo en la guerra.

Adicionalmente a PTSD Capt. Montalvan comparte los desafíos de traición. Iraq “fue una desgracia completa. El lugar donde perdimos nuestros idealismos; donde el Ejército que adorábamos nos vendio por latón arribista, un medio fijó porno de la guerra y un complejo valor industrial del militar avaricia corporativa; donde el único honor e integridad parece existir entre las tropas al frente.” “Si yo pudiera compartir una sola palabra que describe porque yo regrese lastimado de Iraq, no fuera el combate, o el miedo, o fracturas, o la muerte. Seria la traición. La traición a nuestras tropas por sus comandantes. Traición de nuestros ideales. Traición de la promesa a las personas de Iraq y a las personas en casa.

Al regresar a los Estados Unidos, Capt.

Montalvan, un veterano de la guerra de Iraq, igual que muchos Veteranos de Viet-Nam, como yo, no quieren compartir su situación.

“Yo era en otras palabras, el típico veterano lastimado. ¿Que es lo que no entiende el Departamento de Veteranos? Ellos quieren que yo simplemente me valla. Ellos quieren pretender que no existo. Es una traición, solo otra traición del las fuerzas armadas de EEUU. Yo las ame y serví.”

F i n a l me nt e a l l le g a r a l pu nt o d e desesperación cuando perdió a su esposa, solo de su familia y sociedad. El tomo el alcohol y las drogas para enfrentar cada día, Capt. Montalvan dice, “En Iraq se cruzo una línea y yo estoy bien enojado. Yo no puedo sobre pasar eso, porque personas buenas murieron y aún continúan muriendo por la misma causa hoy.”

Es en este punto de frustración y esperanza para un mejor mañana que el Capt. Luis Carlos Montalvan escucha a sus perros, y martes un cachorro entra a su vida.

Yo me fui de esta presentación sintiendo que conozco personalmente a el Capt. Montalvan y su experiencia en el combate. Yo me fui sabiendo que yo compartía su sentimiento con el dept. de veteranos. En mi caso la unidad de vetaranos local en la carretera Matthews y Sam que solo estaba preocupada si participe en tierra o mar.

Este libro toca muchos puntos del militar y experiencias en el área de combate. Tiene un fin feliz y yo favorezco que todos los veteranos con cicatrices de guerra, el dept. de veteranos para que aprendan como un hombre, con la ayuda de un perro, encontró la salida de la obscuridad. Irónicamente nos encontramos el libro en Barnes and Noble en la sección de mascotas, y no en la sección de guerra, psicología, o sección hispana. Si suficientes personas lo disfrutan como yo, a la mejor el Karl Ross Post o el Centro del Patrimonio Mexicano invitan al Capt. Luis Carlos Montalvan y Martes para que lean el libro y lo firmen.

A ghastly cry, a scream of primal pain and loss, ripped across the emptiness, and then I was twisting and falling, the man with the knife on top of me, driving me downward. This is a description of the attack on Capt. Luis Carlos Montalvan while serving as a U.S. Officer in Iraq that was to permanently leave him physically and mentally scarred.

On Wednesday May 23, 2012 Maria and I drove to Elk Grove, California to listen To Capt. Montalvan speak about his book and share his dog Tuesday with us. For me waiting for his presentation was a nervous, tension building moment. I knew that Capt.

Montalvan had been attacked and injured while serving in Iraq. I knew that he suffered from “PTSD: Post Traumatic Stress Disorder” but what I did not know was what he was going to say and how he was going to address fellow Veteranos [veterans]. This was triggering my PTSD. I had a minor breakdown, and thank God Maria was next to me with a reassuring hug and her soothing “it’s O.K.” Capt. Montalvan states in his book, “PTSD isn’t something you just can’t get over. You don’t go back to being who you were. It’s more like a snow globe. War shakes you up, and suddenly all those pieces of your life—muscles, bones, thoughts, beliefs, relationships, even your dreams—are floating in the air out of your grip. They’ll never come down where they once were. You’re a changed person after combat. Not better or worse, just different.

Seeking or wishing for the old you is the worst thing you can do.

You leave combat or the affects of combat with mental pictures.” While your response to combat is all instinct from training, all adrenaline and discipline, where your response to PTSD is anxiety, nervousness and sweating, responding to mental stimuli of an actual war time image.

In addition to PTSD Capt. Montalvan addresses the issue of Betrayal. Iraq “was also a complete disgrace. The place where we lost our ideals; where the Army we loved sold us out for careerist brass, a war-porn-fixated media and military-industrial-complex corporate greed; where the only honor and integrity seemed to exist among the troops on the line.” “If I could give you one word to describe why I came back wounded from Iraq, it wouldn’t be combat, Or Fear, Or injury, Or death. It would be betrayal. Betrayal of our troops by their commanders. Betrayal of our ideals. Betrayal of our promise to the Iraqis and to the people back home.”

Upon return to the United States, Capt.

Montalvan, an Iraq war veteran, similar to so Many Viet-Nam Veterans, like myself, did not like talking about their situation. “I was in other words, a typical wounded veteran.

What did the VA not understand? They wanted me to just go away. They wanted to pretend I didn’t exist. It was a betrayal, just another betrayal by the U.S. Army I had loved and served.”

In finally reaching a point of desperation where he has lost his wife, isolated himself from family and society and resorted to alcohol and drugs to face each new day, Capt.

Montalvan states “In Iraq a line was crossed and I’m outraged as hell. I can’t get over it, because good people died and they’re still dying for the same reasons today.”

It is at this point of frustration and hope for a better tomorrow that Capt. Luis Carlos Montalvan hears about the dogs, and Tuesday a Golden Retriever enters his life.

I left this presentation feeling I had personally known Capt. Montalvan and his combat experience. I left knowing that I shared his frustration with the VA. In my case the local VA on Matthew’s Road and Sam who’s only concern was did I serve on land or on sea.

This book touches on many points of military and combat experience. It does have a happy ending and I would encourage all Veteranos weather scarred by war, the VA or not to read this book and learn how one man, with the help of dog, found his way out of darkness. Ironically we found the book at Barnes and Nobel in the Pet section and not in the war, psychology, or Hispanic section. If enough people read this book, and enjoy it, as I did maybe the Karl Ross Post or the Mexican Heritage Center will invite Capt. Luis Carlos Montalvan and Tuesday for a book reading and signing.

(bw) STOCKTON, CA — Nativo de Tracy y Veterano, Richard Soto inicio su vida en el sur con su madre viuda y cuatro hermanos.

Soto, después de graduarse de la preparatoria se apuntó en el servicio militar cuando el país inicio una de las guerra mas controversiales, Vietnam, Soto también iniciaba una guerra interna sobre un barco, un buque modificado para helicópteros, donde el trabajo en una sala de operaciones.

“Nosotros recogíamos a los Marinos en Okinawa, los llevábamos a jugar juegos de guerra en las filipinas y de ahí nos dirigíamos a Vietnam.

Cuando escuchamos de las áreas calientes de Vietcog, dejábamos a los marinos ahí y las muertes iniciaban,” el recuerda.

El que sobrev iv ía, los heridos los traían a la sala de operación del buque donde Soto y el equipo intentaban salvar a cuanto podían.

A diferencia a un Hospital, “Cuando uno tiene un numero no def inido de enfermos llegando, uno continuamente hace decisiones sobre a quien atenderíamos.”

Hubo un caso que no me dejo, “un hombre estaba acostado en una camilla, el tenia una venda en su cabeza y por las siguientes ocho horas él estaba desangrándose de la cabeza en una olla Yo lo iba a desenvolver y ver que podía hacer cuando me dijeron ‘no puedes hacer nada por el; tienes que operar en los que puedes salvar.’ — algunos simplemente esperaron a mor irse; no optaron por eso.”

“En un hospital regular, uno simplemente ordena de el almacén central. En el barco ya no limpiábamos los inst r umentos, solo l o s c a l e nt á b a m o s y l o s enfriábamos con salina y los reciclába mos — solo reciclábamos.” El agrego.

S oto f ue relo c a l i z ado después de su largo tiempo en esta unidad a las filipinas donde el estudio. Hoy el cree que los Hispanos que han defendido a este país deberían de ser reconocidos mas.

Después de regresar a EEUU, el participo en unas cuantas organizaciones como fue Veteranos contra la guerra en Vietname, pero el no quería delirar con Vietnam. “Yo no sentía que nadie quería escuchar las historias. Ha sido mas de 40-50 años y las personas dice ‘gracias por servir’ pero el daño ya se hizo.”

Actualmente, Soto es un consejero estudiantil y él dice que los que reclutan no lo qu ieren v isit a r su escuela; ellos no lo quieren.

S oto, a f ter g r aduat i ng high school enlisted into the military while the country entered into one of the most controversial wars, Vietnam, Soto too began in internal war aboard ship, a modified helicopter ship to work In the Operating Room.

“We would pick up Marines in Okinawa, take them to play war games in the Philipeans and then take them to Vietnam.

When we heard about a hot spot of the Vietcong, we would drop the marines there and the Slaughter would start,” he remembered.

W ho e ver w a s lef t, t he wounded were brought back to the ship’s operating room where Soto and the team would try to save who they could.

Unlike a Hospital, “When you have an undetermined number of casualties come over, your continuously making decisions on who you’re going to work on. “ This one case never leaves me, “This one man was lying on a stretcher, he had a bandage on his head and for the next eight hours his head was just dripping into a pan. I was going to unwrap him and see what I could do when they

said ‘you cannot do anything to him; you have to work on the ones you can save.’ Some just wait to die- not by their choice.” “in a regular hospital, we can just order from central supply.

On the ship we were no longer cleaning the tools we were heating them up and cooling them with saline and just recycling them, just recycling them,” he added.

Soto was relocated after his extended stay in the OR, to the Phillipeans where he studied.

Soto believes that more recognition needs to go to Hispanics that have served this country.

After returning to the USA, he joined a few organizations such as Veterans against the war in Vietnam, but he felt that he didn’t want to deal with Vietnam. ” I did not feel like anyone wanted to hear the story. It’s been 40-50 years and People say ‘thank you for serving’ but the damage has already been done. “ Today, Soto is a School Counselor and says recruiters do not like to come to his school, they don’t like him.

“I f we s aw hu nd r e d s of people with missing limbs we wouldn’t support war but they are hidden out of sight where they are not being taken care of,” He reminds his students of the reality of war.
