The San Joaquin County Bar Association hosted the first Lawyers in the Library Legal Clinic on Wednesday, August 29 at the Law Library, located at 20 N. Sutter Street in Downtown Stockton.

Lawyers in the Library is a monthly legal clinic consisting of licensed, practicing attorneys who volunteer their time in order to assess and advise an individual’s legal matter.

“This is the first time we ever done it in fifteen years,” said Rebekah Burr-Siegel, Executive Director of the San Joaquin County Bar Association. “We have such a need in the community for some type of low income or a pro bono attorney program and we don’t have one.”

Decadas Perdidas: Brecha de Longevidad se Amplia entre Negros, Latinos, y los que Tienen Poco Estudio New America Media, Reporte Noticiero por , Paul Kleyman, presentado: Aug 31, 2012 CHICAGO — La brecha de longevidad entre “dos Américas” se ha ampliado desde 1990, según un nuevo estudio.

Un America es en su mayoría blancos y bien educados, y la otra es de origen étnico o sin educación - y en decadencia alrededor de una década antes que sus homólogos más ricos.

La brecha entre la educación universitaria blancos y afroamericanos que no lo hicieron la secundaria completa es “simplemente increíble”, señaló S. Lost Decades: Longevity Gap Widening for Blacks, Latinos, Less Educated New America Media, News Report, Paul Kleyman, Posted: Aug 31, 2012 CHICAGO—The longevity gap between “two Americas” has widened since 1990, says a new study. One America is mostly white and well educated, and the other is ethnic or undereducated – and dying about a decade sooner than their more affluent counterparts.

The gap between collegeeducated whites and African Americans who did not complete high school is “simply unbelievable,” stated S. Jay Olshansky, lead author of the extensive new analysis published in the August issue of the prestigious health policy journal Health Affairs.

The researchers, who crunched mortality numbers in key databases from 19902008, found that white men in the United States with 16 years or more of schooling had life expectancy at birth of 14.2 years longer than African American males with fewer than 12 years of education. The gulf between well-educated white women and black women with low educational levels was 10.3 years.

The research study is published with the stark title, “Differences in Life Expectancy Due to Race and Educational Differences Are Widening, and Many May Not Catch Up.” It is the latest publication by the MacArthur Foundation Research Network on an Aging Society, a roster of 15 leading academic experts in aging and longevity.

Low Education Shortens Life for All Groups The report shows that lower educational levels marked declining life expectancy within every demographic group examined.

The gap between black women of high versus low educational levels was 6.5 years, and for Latinas the difference was 2.9 years. For males the longevity gaps were 12.9 years among whites, 9.7 years among blacks and 5.5 years for Hispanics.

What’s more, the picture for those with fewer than 12 years of education “has grown notably worse for whites,” says the study. In terms of educational status “whites at the bottom are losing ground at a faster pace” than those at the top.

The gulf between white women is especially wide, says the report. Those with 12 years or less of education were living just over a decade (10.4 years) less than white

American females with at least 16 years of schooling.

The two Americas—those with very high versus very low education—are in a longevity “time warp,” Olshansky asserted.

While those with higher levels of formal learning are gaining longevity dividends every year, those least educated have had life expectancy linger at mid20th century levels. Although blacks have added years slightly overall, among those with the lowest education, longevity for African American men is stuck at the average life expectancy the United States reached in 1954. For other groups with the least education, black women linger at the 1962 level, white women hover in 1964, and poorly schooled white men only live as long as Americans did in 1972.

Medical Advances Not Enough According to the study, higher education directly affects health because increased learning prompts more people to adopt healthier lifestyles, it improves their ability to cope with stress, and enables them to manage chronic diseases more effectively.

However, the report says, education’s indirect effects, such as increasing one’s access to “more privileged social position, better-paying jobs and higher income are also profound.”

These underlying social and economic effects, the research group explains, is why efforts to modify behavioral risk factors alone, such as to reduce obesity or smoking, “are not likely to have a major impact on disparities in longevity.”

And the ethnic disparities in education are sharp. On the one hand, among those age 25 or older in 2008, the researchers found, more than one-third of Latinos had less than a high school education, compared with one in six African Americans and only one in 12 whites.

On the other hand, says the study, among those who “enjoy the health and longevity benefits” of a college or post-graduate degree, about one-third are white, one-sixth are black and one in eight are Hispanic.

The life-expectancy findings for Hispanics are more complicated than for others. Although Latinos appear to have the highest reported life expectancy at birth among ethnic groups in the study, the researchers

cautioned that other factors are in play.

Previous research cited by the study’s authors shows that Latino immigrants “tend to be healthier than subsequent U.S.-born generations of Hispanics.”

Second- or third-generation Hispanics born in the United States experience higher mortality risks and die 1020 percent earlier than their immigrant parents’ and grandparents’ generations.

As Hispanics become a larger proportion of the total U.S. population—with a higher proportion of them born here, “their current longevity advantage may diminish rapidly,” the article says.

Also skewing the overall figures showing a Latino longevity advantage, says the study, many older Hispanic immigrants “return to their country of origin to die; and the people who emigrate from most countries in Latin America tend to be healthier and more highly educated than the population from which they originated.”

Gap Could Grow Larger Without greater attention to education and its impact on social factors in health, say Olshansky and his colleagues, advances in medicine and technology alone are unlikely to close disparities by race and socioeconomic status.

Nationally, he noted, increased access to good educational equity is apt to improve people’s health and productivity, thus reducing future demands on Medicare and dependence on Social Security—major budget issues in the presidential campaign.

They emphasize that expanding lifelong learning opportunities would be especially significant for those already in the workforce and who would find it very difficult to return to traditional formal education programs.

Olshansky and his colleagues warn that if the anticipated advances in medical science and technology continue without educational gains, by 2050 “the health and longevity gap between the two Americas could grow larger.”

They recommend that American society “implement educational enhancements at young, middle, and older ages for people of all races, to reduce the large gap in health and longevity that persists today.”

NCLR (National Council of La Raza) policy experts today hosted a webinar to shed light on how the Ryan budget would affect the nation’s Latinos if it were to become law.

“NCLR is deeply concerned about the potential impact of the Ryan budget on numerous critical programs that directly help millions of average Americans— including Latinos—who are striving to get an education, access health care, improve their jobs skills and provide for their families in a difficult job market, and save for their retirement,” said Leticia Miranda, Senior Policy Advisor at NCLR. “The proposals by Rep. Ryan do not advance the common good of our nation, but rather make the ax fall hardest on the most vulnerable in our society.”

Of concern is that the Ryan budget would take from those in most need in our society in order to give, for example, $265,000 in additional tax breaks—above and beyond the Bush-era tax cuts—to each of America’s millionaires. It also would make an immediate 19 percent unspecified cut to all non-defense discretionary programs— which include education, nutrition assistance, workforce development, housing, transportation, and other critical programs.

Furthermore, the Ryan budget proposes specific damaging cuts and fundamental changes to essential programs such as Medicare, Medicaid, and Social Security, which serve tens of millions of Americans who often depend on them for their very survival.

In particular, the Ryan budget and tax plans would affect Latinos in the following ways: •Health care. The Ryan budget would cut $810 billion from Medicaid, which provides health care coverage to half of all Latino children. Medicaid would be block-granted and no longer be available for everyone who qualifies, dropping more than 19 million Americans from the program. The budget would also turn Medicare into private insurance and cap the coverage amount— threatening the highly vulnerable and disabled. The

average senior would pay $1,200 more out-of-pocket annually in order to receive the same care. One in four Latinos is eligible for both Medicaid and Medicare and is especially vulnerable to these cuts.

•Education. The Ryan budget would cut 200,000 slots from Head Start. Over a third of the children enrolled in Head Start are Latino.

More than two million Latino youth enrolled in colleges would see their pathway to higher education obstructed, as the Ryan budget would force the Pell Grant system to serve 865,000 fewer students, cut Pell Grants by $830 per student, and wipe out 125,000 work-study positions.

•Social Security. The Ryan budget would slash Social Security benefits, making the monthly benefit average fall from $1,249 today to $759 if the Ryan budget became law. More than half of Latino seniors depend on Social Security for at least 90 percent of their income.

In addition, the Ryan budget calls for privatizing Social Security by sending part of our payroll taxes to Wall Street for private retirement accounts.

•Tax credits. The Ryan budget cuts tax credits so that a minimum-wage worker with two kids would see their Child Tax Credit (CTC) drop from $1,725 to $173. A married couple with three children earning $27,713 would receive $1,934 less in CTC and Earned Income Tax Credits (EITC) benefits combined. These cuts would affect 26 million children— including millions of Latino kids—who benefit from these two refundable tax credits which boost income for lowwage workers. An estimated 33 percent of hard-working Latino families use the EITC. “NCLR supports a budget that grows the economy, contains sufficient revenue to invest in children and our future, and protects vulnerable people. Instead, it would cut services to vulnerable people and disinvest in our nation’s children—hurting our economy while at the same time giving massive tax cuts to the wealthy,” concluded Miranda.

And through her work at the nonprofit, she is able to live that passion every day.

Finalmente, con la fuerza de 50-millones los hispanos estadounidenses, en su mayoría Mex ic a nos y c uba no -a mer ic a nos ha n irrumpido en la universidad estadounidense y el sistema universitario en números que ref lejan el deseo y logro que nunca han manifestado antes.

Aún tenemos que señalar algunas deficiencias graves en las comunidades de Puerto Rico y republica dominicana en cuanto a la enseñanza de secundaria, el embarazo de adolescentes, las infecciones de SIDA, el consumo de drogas y las actividades criminales. En Nueva York estadísticas de 2008 muestran claramente que la ciudad tenía 223.000 “desconectados” personas entre jóvenes 16-24 años de edad no está en la escuela o en el trabajo.

Mientras que el 70% de los estudiantes asiáticos de Nueva York, se graduan en un 68% igual que las personas blancas no hispanos, sólo el 47% de los negros y el 42% de los hispanos (en su mayoría de Puerto Rico y la República Dominicana) se gradúaron de la secundaria en 2007. Debido a las bajas tasas de graduación de hispanos y afroamericanos, el 52,2% de los estudiantes del grado 12 de la Ciudad se gradáron en el 2007, según ha informado Public / Private Ventures.

El Centro Nacional de Estadísticas de Educación (CNE) informó que es mas de diez veces más el abandonan escolar entre los jovenes de bajos ingresos cuando es comparado en los de ingresos medios y altos.

De los abandonos entre los niños el 35% de abandono escolar es para trabajar, el 30% de las niñas abandonan por embarazos. The New York Times informó en octubre de 2009 que el diez por ciento de los que abandonaron están terminan en la cárcel en algún dia, con el 22% de los abandonos de personas afroamericanas (negros) que representan uno de cada cinco de los encarcelados. La tasa de embarazos entre chicas hispanas de Nueva York (en su mayoría de Puerto Rico y la República Dominicana, no cubanas o mexicanas) llego al 126 por 1000 en contraste con el promedio nacional hispano de 81,5 por 1.000 en 2007, según la Federación de Planificación Familiar.

De menos fuentes confiables nos encontramos con anti-mexicanos escritores como Heather del Diario de la Ciudad de MacDonald quin hace declaraciones escandalosas en las que ella utiliza “datos” notoriamente anti-inmigrantes y el centro sin fines de lucro exenta de impuestos con estudios de Inmigración que odian a los mexicanos (CIS). Por ejemplo, utiliza las estadísticas baloney del CIS que dice en 2008-09 “la fracción de hogares que utilizan algún tipo de asistencia fue del 82 por ciento de los hogares encabezados por un inmigrante ilegal (mexicano) y el 61% de los hogares encabezados por un inmigrante legal.”

Este estudio utiliza supuestamente a americanos nacidos de madres adolescentes que utilizan las prestaciones sociales para sus hijos nacidos en América, como parte de estos estadísticas “inmigrantes” si ella y su bebé viven con sus padres o los padres trabajan. CIS cuenta también los hijos de los inmigrantes como inmigrantes en estos estudios, incluso si son nativos americanos nacidos como beneficiarios de asistencia social y cobra sus costos de la educación como un costo de la inmigración, pero luego no utilizan sus ingresos e impuestos pagados cuando sean mayores.

Esta es la mala noticia, y ahora las buenas noticias. Advertencia: No se va a encontrar la buena noticia en todo Heather MacDonald escribe en City Journal boletines o Ku Klux Klan.

“En las escuelas públicas del país, los hispanos también alcanzaron nuevos hitos.

Por primera vez, uno de cada cuatro (24,7%) estudiantes de escuelas públicas de primaria es de origen hispano. Entre todos los pre-K a 12 º grado los estudiantes de las escuelas públicas de Estados Unidos, un récord 23,9% eran hispanos en 2011. “ Explicación de Pew: “Hoy, con récord de altas tasas de terminación de la escuela, más que nunca los jóvenes hispanos son elegibles para asistir a la universidad. Y entre los que completaron la escuela secundaria, un porcentaje récord de casi la mitad ---- (46%) ---- está matriculado en una universidad de dos años o cuatro años “.

“Bad News, Good News and More Good News” Finally, w ith the strength of 50million strong -- American Hispanics, mostly Mexican and Cuban Americans have swarmed into the American college and university system in numbers that reflect desire and achievement they have never manifested before.

We still have to point out some serious deficiencies in the Puerto Rican and Dominican communities when it comes to high schooling, teenage pregnancies, AIDs infections and narcotics use and criminal activities. In New York City 2008 statistics clearly show that the city had 223,000 “disconnected” 16-24 year old young people not in school or at work.

While 70% of New York’s A sia n students graduated as did 68% of nonHispanic Whites, only 47% of Blacks and only 42% of Hispanics (mostly Puerto Rican and Dominican) graduated from high school in 2007. Due to low Black and Hispanic graduation rates, only 52.2% of the City’s 12th graders graduated in 2007, as repor ted by Public/Private Ventures.

The National Center of Education Statistics (NECS) reports that ten times more low income youngsters drop out of school than drop-outs from the middle and upper income group. Of boy dropouts, 35% drop out to work; 30% of girls drop out pregnant. The New York Times reported in October 2009 that ten percent of drop-outs were in jail on any given day, with 22% of Black dropouts accounting for one in five of the jailed.

The pregnancy rate among New York City Hispanic girls (mostly Puerto Rican and Dominican, not Cuban or Mexican) ran to 126 per 1000 in contrast to the national Hispanic average of 81.5 per 1000 in 2007, according to the Planned Parenthood Federation.

From less reputable sources we f ind anti-Mexican w riters like the Cit y Journal’s Heather MacDonald making outrageous statements in which she uses “data” from the notoriously anti-immigrant and Mexican-hating non-prof it t a x- exempt C enter for Immigration Studies (CIS). For example, she uses baloney statistics from CIS that claim in 2008-09 “the fraction of households using some form of welfare was 82 percent for households headed by an illegal immigrant (Mexican) and 61% of households headed by a legal immigrant.”

This alleged study uses American native-born teenage mothers that use welfare benefits for their native-born American children as part of these “immigrant” statistics if she and her baby live with her working parent or parents. CIS also counts children of immigrants as immigrants in these studies even if they are native born American as beneficiaries of welfare and charges their educational costs as a cost of immigration but then does not use their income and taxes paid when they grow up.

This is the bad news; now the good news. Caveat: One will not find the good news in anything Heather MacDonald writes in City Journal or Ku Klux Klan newsletters.

The PEW Hispanic Center presents a report written by Senior Research Associate Richard Fry and Associate Director Mark Hugo Lopez that is available at w w w.pewhispanic.org and blows huge holes in much of the perceived bad Hispanic news.

The bad news is there and will forever be with us, but the good news is that finally our growth to 50 million people and the accompanying vast assimilation into America and its culture that comes with this gigantic growth is paying off in education.

The Pew Report: “For the first time, the number of 18- to 24-year-old Hispanics enrolled in college exceeded 2 million and reached a record 16.5% share of all college enrollments. Hispanics are the largest minority group on the nation’s college campuses----four-year and two-year combined----a milestone first achieved in 2010.”

“In the nation’s public schools, Hispanics also reached new milestones.

For the first time, one-in-four (24.7%) public elementary school students is Hispanic. Among all pre-K through 12th grade U.S. public school students, a record 23.9% were Hispanic in 2011.”

Pew’s Explanation: “ Today, w ith record high school completion rates, more young Hispanics than ever are eligible to attend college. And among these high school completers, a record share----nearly half (46%)---- is enrolled in a two-year or four-year college.”

Though Hispanics awarded degrees still lag behind non-Hispanics, in 2010, 140,000 bachelor’s degrees and 112,000 associate degrees were awarded to Hispanics. In recent years, however, Hispanics caught up with and passed Blacks in awarded doctorates.

Fifty four years ago, I matriculated at San Diego State College which had an enrollment of 7,000. I was Hispanic student number 7 on campus that year.

In almost every one of my classes I was the only Hispanic. I was the only Hispanic on my collegiate wrestling team and the only one in all of my upper division classes when I became a junior.

Today, San Diego State University has 25,000 students of which 5,000 are Hispanics. Better yet, my niece starts Harvard this week.

La temporada iniciara con un partido en casa el 4 de abril 2013, con una estadía en casa de una semana donde desafiaran a el equipo Bakersfield Blaze y los Gigantes de San José.

Fans are invited to follow the Ports next season, as the organization embarks on their 64th season of professional baseball and their ninth season at Banner Island Ballpark.

The Ports will begin the 2013 season at home on April 4th, with a weeklong homestand taking on the Bakersfield Blaze and San Jose Giants.

The Ports 2013 season wraps up on the road, but the boys of Banner Island finish up the home portion of their season August 20 - 26 vs the San Jose Giants and Visalia Rawhide, before traveling to Bakersfield and Modesto to finish out the year.

For the first time in three seasons, the Ports will be home on July 4, taking on the Modesto Nuts. The organization is very excited to celebrate the nation’s birthday by hosting an Independence Day Celebration at the ballpark. The Ports will have 12 home games in April,

16 home dates in May, 14 games at home in June, 15 games at home in July and 13 home games in August. Among the home dates are 33 weekend games, and 37 weekday games.

Game times for the 2013 season will be released in December, following the Baseball Winter Meetings.

Ports fans will be excited to see that several great rivalry match-ups are scheduled to be hosted at Banner Island Ballpark this season. Fans can catch their favorite Oakland A’s affiliate take on their archrival, the San Jose Giants, at home from April 8-10, June 2023, July 26-28, and August 20-22. Fans can cheer on the Ports as the club competes against neighboring Modesto at Banner Island Ballpark from April 18-21, June 6-9, July 4-6, and August 9-11.
