Los miembros del Directorio del Distrito Escolar Unificado de Stockton (SUSD por sus siglas en inglés) se enfrentan a un déficit de 25 a 29 millones de dólares, pero ni siquiera saben quién les va a dirigir.

En menos de diez días renunció el presidente de la mesa directiva, su reemplazo ha sido designado a toda prisa, uno de sus miembros enfrenta una destitución (vea detalles en la página 6 y 7) y hay un conflicto en los estatutos de quién debe estar al frente.

El último apuro vino cuando el miembro de la mesa Colleen Boardman —elegida presidente de la mesa el mes pasado— presentó su dimisión de improviso.

Los estatutos dicen que el vicepresidente debería tomar el mando y el secretario sería el vicepresidente. Pero los estatutos también dicen que el presidente debería tener alguna antigüedad, y el vicepresidente Varela es uno de los miembros que juró al cargo apenas el mes pasado.

Steve Smith, miembro de la mesa, insiste que hay que respetar este segundo requisito –haciendo que Salvador Ramírez y Gloria Allen sean los candidatos más obvios– o revisar los estatutos para clarificarlo. Se espera se resuelva el impasse en la próxima junta del 8 de marzo. La última vez que se revisaron los estatutos fue en 1991.

En el ínterin, la crisis financiera pena. Según Jason Willie director de finanzas del SUSD, 93 centavos de cada dólar de los fondos no restringidos de SUSD son destinados a sueldos y beneficios, de modo que —para cuadrar el presupuesto de 2011-12— aconseja la eliminación de 498 puestos de trabajo.

Stockton Unified School District (SUSD) trustees have a $25 to 29-million dollar deficit to tackle, yet they are not even sure who’s going to lead.

In less than ten days the Board president resigned, a replacement had to be rushed in, a trustee is facing a new recall effort (see detailed articles on page 6 & 7) and there’s a conflict with the bylaws about who should be in charge.

The last predicament came about when trustee Colleen Boardman —elected Board President last month— resigned unexpectedly. SUSD bylaws say the Vice President should move up and the Clerk becomes Vice President; but they also say that the President should have some seniority, whereas Varela is one of the two new members sworn in just last month.

Trustee Steve Smith insists on respecting the second qualification —making Salvador Ramirez and Gloria Allen as the obvious candidates— or revising the bylaws to clarify this matter. The discussion and likely election for the new President was postponed until the next, March 8th Board meeting. The last time the bylaws were revised was in 1991.

Meanwhile the fiscal crisis looms. According to SUSD CFO Jason Willis, 93 cents of every dollar of SUSD unrestricted funds goes to salaries and benefits, therefore —to balance the 2011-12 budget— he has advised the elimination of 498 jobs.

Hispanos por Acción Política (HPA por sus siglas en inglés) –grupo del Condado de San Joaquín que se dedica a fomentar la presencia latina entre las autoridades electas– llevó a cabo su votación anual para mesa directiva este jueves 17 de febrero de 2011, reemplazando al presidente de los últimos 6 años, Michael Villanueva, y la secretaria Vicki Brand con Xochitl Paderes y Motecuzoma Sánchez respectivamente.

Después que se calmaron los ánimos algunos reclaman se han infringido los estatutos, pues Paderes se había inscrito como miembro apenas el pasado mes y varios de los votantes no cumplían con los requisitos para votar.

Sánchez criticó la decadencia del grupo y dijo que la mesa directiva, a pesar de seguir adelante “con un reducido número de miembros y asistencia a sus eventos (…), se ha hecho necesario reemplazarla con un nuevo liderazgo”. Sánchez terminó diciendo que “HPA tiene ahora una nueva administración

Hispanics for Political Action (HPA) —a San Joaquin County group seeking to advance Latino presence among elected officials— held its annual election for its 2011 board this past Thursday, February 17, 2011, replacing 6-year veteran President Michael Villanueva and Secretary Vicki Brand with Xochitl Paderes and Motecuzoma Sanchez, respectively.

After all emotions subsided some members claimed that bylaws were violated, as Paderes had registered as a member just last month and several of the voting members were not qualified to vote.

Sanchez criticized the group’s decadence and blamed it on a board that, despite “dwindling numbers of members and turn out at events (…) it has become necessary to bring in new leadership.” Sanchez ended stating that “HPA has its new Board and it is time to move forward.”

Villanueva wouldn’t hear any of it. “Everything was done illegally and is null and void,” he said, “until we get qualified candidates I am the President.”

Brand said she is “all for new members and new energy in this very old organization. I hope we can all work this out at our next meeting.”

HPA has been in existence since 1979.

House de-funds Parent Parenthood Washington D.C. Bilingual Weekly

Pro-life activists are celebrating all over the nation as the Republican-dominated U.S. House of Representatives voted to sanction the end of Planned Parenthood —whom they describe as “the country’s No.1 abortion provider,” by de-funding it.

In essence, the amendment to the Title X of the Abortion Provider Prohibition Act (HR217) prohibits the government “from providing any federal family planning assistance to an entity (…) that performs an abortion.” It excepts ending pregnancy as the result of rape, incest or danger of death to the woman.

The amendment would specifically prohibit Planned Parenthood from receiving any federal funds —including Medicaid— to provide cancer screenings, birth Continues on page 8

El Concilio’s Health Access transportation

Health Access Transportation (Transporte de Acceso a la Salud) es una cooperativa que incluye El Concilio, St. George Neighborhood for Better Community (Vecindario San Jorge para una comunidad mejor), Comunidad Familiar Laosiana, Centro de Recursos Familiares CUFF, Su Salud, Servicios Humanos del Condado San Joaquín y Agencias de Servicios Médicos.

El programa se centra en el área de Stockton, más específicamente, al sur del Boulevard Martin Luther King/Charter Way. El propósito de este programa es asistir a la comunidad de San Joaquín transportando clientes a sus citas médicas cuando no cuentan con otro medio de transporte para llegar por sí mismos.

A los clientes se les recoge desde su casa para trasladarlos a instituciones médicas del condado. Una vez que han terminado su cita, se les transporta de regreso. Muchos clientes dependen de este transporte para sus exámenes o tratamientos regulares como diálisis, quimioterapia, atención médica prenatal, oftalmólogo y mucho más.

No hay tarifas para este servicio, mismo que opera de lunes a viernes de 8 a.m. a 5 p.m.

ealth Access Transportation is a partnership which includes El Concilio, St. George Neighborhood for Better Community, Lao Family Community, CUFF, Su Salud, San Joaquin Human Services and Health Care Services Agencies.

This program focuses in the Stockton area, more specific, south of Charter Way/MLK Blvd.

The purpose of this program is to assist the San Joaquin community in getting clients to their medical appointment when they may not have any other means of getting there on their own.

Clients are picked up from their home and take to county related medical facilities. Once done with their appointments, transportation will return them home. Many clients rely on this transportation for regular Dialyses, Chemotheropy, prenatal care, optometrist and much more.

There is no fee for these services which operates Monday – Friday from 8am to 5pm. Currently, we service over 300 patients per monthly and growing. For more information or to schedule a medical pick-up, call (209) 644-2624.

iviana Guzmán is not just an internationally renowned flautist, but an example of triumph over fate.

Today, after many years of surgery, Viviana walks and dances like any other woman, but it wasn’t always that way. While going through her pains she filled her life with music, eventually composing and playing her own.

She became such a success that soon she was appearing as soloist with orchestras in Wisconsin, Vermont, Texas, Montana, California, Russia, and Chile; playing in such world-renowned venues as New York City’s Alice Tully Hall, Carnegie Hall, and Avery Fisher Hall. Nowadays —in addition to countless TV appearances and the recording of at least eight

albums— Viviana tours the world at the rate of 80 concerts a year throughout the world.

In anticipation of her performance with the Stockton Symphony on March, 2011, Bilingual Weekly spoke to her: BW: You were born in Chile, your life takes you from Copenhagen to Bali and you get your mail in Half Moon Bay, California. Regardless of your legal status, how do you describe yourself… a Chilean, an American, a Latina, a citizen of Music?

VG: I have lived in so many places, Budapest, Buenos Aires, Tahiti… I guess I am a citizen of the World.

BW: As a child you dreamed of being a dancer. You went to Medical School and exchanged the stethoscope for a flute. Most

BW: Parece que está siempre de viaje ¿Vive usted en una maleta o tiene un nido donde regresar después de cada gira? ¿Qué o dónde llama usted su hogar?

VG: Yo no empaco. Siempre estoy lista para ir… y me voy. He estado ya en 118 países. Pero el hogar es donde el amor se halla.

Mi amor está en Half Moon Bay, con mi marido.

BW: Según los críticos de la industria, usted es un fenómeno musical, pero la mayoría de su audiencia están por encima de la edad de jubilación y usted, obviamente, nó. Una vez que está audiencia desaparezca ¿hay una nueva generación que se esté formando?

BW: Cuando toca tangos, usted reemplaza el tradicional bandoneón por una flauta…¿Se lo han reprochado los puristas del tango?

VG: ¿Por qué iban a hacerlo?

Originalmente, el tango se tocaba con una flauta y una guitarra, el bandoneón y la orquesta vinieron después.

BW: Además de ser una flautista, compositora y bailarina, usted escribe poseía ¿Es una afición? ¿Es parte de su actuación? ¿De qué trata su poesía?

VG: Sí. He escrito un libro de poemas. De vez en cuando durante un recital leo alguno de mis poemas. Escribo sobre el amor…el amor trágico.

Y el jueves 10 de marzo y sábado 12 de marzo del 2011 —a pesar de lo que diga Forbes Magazine— Viviana añadirá Stockton a su lista. En esas

Mientras soportaba el dolor llenó su vida de música, finalmente componiendo y tocando la suya propia. Esto es lo que dijo: BW: Usted nació en Chile, su vida la llevó de Copenhague a Bali y recibe su correo en Half Moon Bay, California. Irrelevante de su estado legal, ¿Cómo se define usted…chilena, estadounidense, latina, ciudadana de la Música?

VG: He vivido en tantos lugares, Budapest, Buenos Aires, Tahití… Creo que soy Ciudadana del Mundo.

BW: Como niña soñaba ser bailarina. Fue a la Facultad de Medicina y cambió el estetoscopio por la flauta. La mayoría de gente que quiere llegar a ser músico sueña en tocar la guitarra, el piano, o el violín. ¿Por qué la flauta?

VG: Mi madre tocaba el piano y yo escuchaba a Bach desde que me acuerdo, pero nací con dos caderas malas y para poder caminar la flauta era el instrumento mas liviano que yo podía cargar.

BW: Parece que usted ha experimentado lo que Frida Khalo tuvo que pasar…excepto que usted no pintó su dolor…

VG: Yo sé lo que ella sufrió…hasta hace dos años fui de operación en operación, desde que nací. No. Yo no pinto, yo toco la flauta.

BW: Usted nació en Concep-

Why a flute?

VG: My mother played the piano and I listened to Bach since I can remember, but I was born with two bad hips, and to be able to walk, a flute was the lightest instrument I could carry!

BW: It seems you have experienced what Frida Khalo went through… except you did not paint your suffering…

VG: I know what she went through… until two years ago I went from one operation to another, ever since I was born. No. I did not paint, I played the flute.

BW: You were born in Concepción, Chile…

VG: Yes. They tried to help me there but couldn’t, so they took me to Santiago (Chile’s Capital) and my parents were told that they couldn’t help me there either. That’s why I ended up in the United States for all these years.

BW: It seems you are always on the go. Do you live on a suitcase or have a nest you go back after every tour? What or where do you call home?

VG: I don’t pack. I am always ready to go… and I do go.

I’ve been to 118 countries so far.

But home is where love is. Love is in Half Moon Bay with my husband.

BW: According to industry critics, you are quite a music phenomenon, yet most of your audience is above the retirement age and you, obviously, are not. Once this audience is gone, is there a new crop in the making?

VG: I play music for all ages and tastes; I play tango, Brazilian rhythms. Plus, I experiment with music and other things. My interests are as diverse as what I have gone through…

BW: What you think of today’s popular music? Did you ever follow any heartthrob or a rock group?

VG: I like Shakira —I just went to a concert of hers. I like world music. Arab music, world flutes, belly dancing…

BW: As you play tango, you replace the traditional bandoneón with a f lute… have die-hard tango purists ever got to you?

VG: Why would they? Originally, tango was played with a flute and a guitar, the bandoneón and the orchestra came after.

BW: In addition to being a flutist, composer and a dancer, you write poetry. It’s a hobby? Part of your performance?

What’s your poetry about?

VG: Yes. I’ve written a poetry book. Sometimes during a recital I read some of my poems.

I write about love… tragic love.

And on Thursday, March 10, and Saturday, March 12, 2011— spite of what Forbes Magazine says— Viviana will add Stockton to her list. The thieves also took an undetermined amount of expensive wine and alcohol, said the restaurant’s owner Samuel Ventura.

Lippincott —an Art Institute of Atlanta graduate—had several pieces at Sass at the time of the robbery. Acevedo, a well-known local Latino community activist who paints under his pseudonym since his teenage, lost three canvases.

Since the pieces are well-known among local art aficionados —selling them in the area maybe difficult— the thieves’ motive seems unclear. Then again, they took only the expensive wine.

Hasta hace dos semanas atrás, visitar el Consulado General de México en Sacramento no solo era incómodo, sino caro. Ubicado Sacramento centro, los usuarios pagaban $15 dólares por estacionar en la estructura y los empleados del consulado debían compartir estrechas oficinas donde la privacidad iba de escasa a inexistente.

Todo esto cambió desde el primero del mes, fecha en la que el Consulado no solo cambió de aire, sino que se convirtió en propietario.

Until two weeks ago to visit the Mexican Consulate in Sacramento was not only inconvenient but expensive. Located in downtown Sacramento, visitors paid $15 for parking in the structure and Consulate’s employees were sharing narrow offices with very little privacy.

All of this changed the first of the month, as the Consulate not only changed address, but they became owners. Neighbors to the ARCO Arena (Power Balance Pavilion from March 1st, 2011), the new installations not only flaunt ample offices, conference rooms for community meetings, and a children’s area, but also ample free parking.

“Just think that where we were we had to adapt to the 9 thousand square feet between the first floor and the basement… and now we have 33 thousand square feet”, said General Consul Carlos Gonzalez Gutierrez, “now, when it rains, people can take shelter in the lobby while they wait”. A new electronic system allows clients to register upon arrival, the number displayed in various shared screens around the place.

Gonzalez added other benefits include privacy in the Dept. of Protection, “abuse cases, domestic violence… things that need a minimum of privacy that now we will be able to afford”.

La Mesa de Supervisores del Condado San Joaquín y el Ayuntamiento de Stockton —contrario a la tendencia de toda la nación— han firmado un acuerdo que elimina la propuesta de entregar la operación de las bibliotecas a una empresa de lucro, controversia que se ventiló desde principios del verano pasado.

Sistemas y Servicios Bibliotecarios, LLC, empresa privada basada en Maryland y que maneja varias bibliotecas públicas en el país fue la única compañía que presentó a la licitación para privatizar las operaciones bibliotecarias.

Los Amigos de la Biblioteca Pública se unieron a la Coalición Alerta Ciudadana de Stockton y otros grupos del Condado San Joaquín para presentar una oposición organizada.

“Qué alivio es ver que nuestras autoridades electas continúan reconociendo el valor de una biblioteca pública viva,” declararon el presidente de Amigos de la Biblioteca de Stockton, Vince Perrin, y Sylvia Kothe, presidente de la Coalición Alerta Ciudadana en un comunicado conjunto, “este sistema de cooperación condado y ciudad ha brindado sus servicios por más de cien años. En los últimos años el personal bibliotecario se ha esforzado enormemente en mejorar eficiencia y tecnología para ofrecer un mejor servicio a los usuarios.”

Libraries to stay public The San Joaquin County Board of Supervisors

and the Stockton City Council —countering a nationwide trend— signed an agreement killing a proposal that would have turned library operations over to a for-profit company, the subject of much countywide controversy since earlier last summer.

Library Systems and Services, LLC (LSSI), a private company based in Maryland that operates several public libraries around the country, was the only company to respond to the County’s RFP to privatize library operations.

Friends of the Stockton Public Library joined the Concerned Citizens Coalition of Stockton and other San Joaquin County groups to organize in opposition.

“What a relief that our elected officials continue to recognize the value of a vibrant public library,” said Vince Perrin, President of the Friends of the Stockton Library, and Sylvia Kothe, chairwoman of the Concerned Citizens Coalition in a joint statement to the press, “The city-county system has served library users for more than 100 years.

Library staff have worked aggressively to increase efficiency and use technology to better aid library users in recent years.”

El pasado sábado 19 de febrero de 2011 y en medio de un sitio baldío del barrio Boggs Tract representantes de varias tendencias religiosas se unieron a ancianos líderes nativoamericanos para rezar por el futuro de la primera huerta urbana en el Condado de San Joaquín.

Cerca de una treintena de asistentes —entre activistas comunitarios, autoridades, medioambientalistas y, por supuesto, residentes locales— se les unieron bajo un toldo blanco emplazado cerca del centro de lo que pronto será la G r a nja Comunitaria de Boggs Tract. Todo el mu n d o inspeccionó planos y dibujos del proyecto y escucharon a los interesados. Si todo va como dijeron los oradores en la ceremonia, este vacío lote rodeado de casas modestas, bodegas y vías férreas y vecino del Puerto de Stockton va pronto a reverdecer en hortalizas orgánicas que –a través de un mercado agrícola– suministrará verduras frescas a sus vecinos.

Entre las muchas razones por la que se escogió Bogas Tract para este proyecto —dijo el organizador de granjas urbanas Jeremy Terhune— la principal es que obtuvieron el terreno gratis por cinco años, gracias a la generosidad del Puerto de Stockton, y además porque Boggs Tract es un barrio donde no existe un supermercado que venda verduras en muchas millas a la redonda.

Ground blessed, homegrown veggies are next There were several factors why Boggs Tract was chose for this project, said urban farm organizer Jeremy Terhune, chief among them that they got the land for free for five years thanks to the generosity of the Port of Stockton, but also because Boggs Tract is a neighborhood that doesn’t enjoy a producedispensing supermarket in miles around.

“Community gardens improve residents’ health through

increased fresh vegetable consumption, by providing a venue for exercise,” added Terhune, “plus it brings people closer to the source of their food —breaking down isolation and creating a social community.”

Among the speakers there was local resident Esperanza Jimenez, who said she will be reserving a small plot to raise tomatoes, chilies and cucumbers, “and expect you to come and buy them from me.”

The Boggs Tract Community Farm is a project of PUENTES (Spanish acronym meaning “bridges,” but standing for Promoters United for a National Education on Sustainable Technologies). “We begin by creating community gardens, or community farms, so people in San Joaquin County can grow healthy food for their families, and make some money,” said PUENTES’ member John Morearty.

olleen Boardman, la recientemente elegida presidente de la Mesa Directiva del Distrito Escolar Unificado de Stockton (SUSD por sus siglas en inglés), sorprendió a todos el pasado martes 14 de febrero del 2011, renunciando no sólo a la presidencia sino a su puesto electoral.

En su carta de renuncia Boardman dice que aprendió mucho, que conoció a gente maravillosa y dedicada, pero que el puesto la ha agotado y que eso hizo que descuidara a su familia. También se quejó de tener que conocer la parte fea de este trabajo, “Nunca imaginé la política y los arreglos a puerta cerrada que se hacen (…) es triste saber que no todos están aquí por los niños” Añade que sintió “como si viviera en otro planeta diferente a los demás” cuando sugirió que Toliver –que tiene un sueldo de casi 400.000 dólares más beneficios cuando uno combina su jubilación con su sueldo actual— debiera considerar una reducción a su sueldo como la mayoría en el distrito, y le contestaron que eso ni se discutiría. SUSD se enfrenta a un déficit calculado en 25 millones de dólares para el próximo año fiscal. Finalmente, Boardman descartó que los apuros de su vida personal son relevantes a su decisión. No respondió a telefonemas hechos a su casa pero en un mensaje de Facebook a sus amigos, menciona que ella y su marido Tom están declarándose en bancarrota y entablando negociaciones con el banco sobre una ejecución de embargo hipotecario. “Todo esto está creándome tensión pero una cosa no tiene que ver con la otra (la renuncia)”.

Boardman —elegida en noviembre de 2008— fue quien el 22 de noviembre de 2009 revirtió la mesa en contra del entonces Superintendente Anthony Amato —quién había sobrevivido meses de llamadas para su dimisión gracias a una pequeñísima mayoría de 3 a 4.

Ellen Old, presidente de la Asociación de Maestros de Stockton sólo encuentra una palabra para describir la súbita renuncia de Boardman: “Incredulidad”.

Como la mayoría, ella no había visto ninguna señal de que esto pudiera pasar.

SUSD’s President quits, surprises most Stockton, CA Bilingual Weekly

Colleen Boardman, the newly elected President of the Stockton Unified School Board, surprised everyone this past Monday, February 14, 2011, giving up not only her presidency, but her elected post completely.

In her resignation letter Boardman says she did learn a lot, met some wonderful and dedicated people, but that the job has worn her out and that she has neglected her family. She also complained about being faced with the dark side of the business, “I never knew how much politics and back room deals were a part of this business (…) It saddens me that everyone really isn’t in it ‘for the kids’” She noted “ I feel like I am living on a different planet than some people” when she suggested that Toliver —who makes almost $400,000 plus benefits when you combine his retirement with his current salary— should consider a pay cut like anyone else in the district, and was told the item was not to be discussed. SUSD is facing an estimated $25M deficit for the next fiscal year.

Finally, Boardman discounted the fact her personal life might be in dire straits. She did not answer phone calls to her home for comment but in a Facebook message to her friends, she mentioned that “(husband) Tom & I are filing bankruptcy and dealing with the bank regarding foreclosure. (This) all create stress but one had nothing to do with the other (resigning the board)” Boardman —elected to the Board on November 2008— was who, on September 22, 2009, turned the tables for then-Superintendent Anthony Amato, who had survived months of calls for his removal holding on a flimsy 3-4 majority on the Board.

Stockton Teachers’ Association president Ellen Old said she “was incredulous!” Like most observers, she did not see any signs of this happening.

“I am certainly disappointed,” said David Varela, vicepresident and, for now, actingPresident of the Board, “she was an asset to this board, I saw her as a clear thinking person.”

“I did not speak to her (Boardman) much,” said fellow trustee Gloria Allen, “it surprised me as anyone else… we all have personal problems, but I don’t let them take over and wear me down.”

SUSD Superintendent Carl Toliver was more matter of fact.

El documento le fue entregado por el reverendo Bob Hailey.

Además de los viejos cargos de no completar sus informes financieros de campaña a tiempo y tener “mala disposición” la Notificación se centra en el supuesto uso ilícito de una tarjeta de crédito del SUSD —donde hizo gastos de sobre $3.000 en 17 meses, incluyendo variadas compras en tiendas deportivas, de lavado en seco y otros recargos que no guardan relación con sus funciones con el SUSD. Morales reembolsó el dinero solamente después que el asunto salió a la luz, acusa la carta.

Morales se reservó sus comentarios arguyendo instrucciones de su abogado. Tiene ahora siete días para responder a los cargos con el Registro Electoral y los proponentes de la destitución tienen 90 días para recaudar las casi 2 mil firmas que se necesitan para forzar a una elección que proponga sus reemplazo. Si tienen éxito, el SUSD debe gastar aproximadamente $75.000 en llevar a cabo dicha elección. SUSD’s Morales served recall papers During the Tuesday, February 22, 2011 Stockton Unified School District (SUSD) Board meeting trustee Jose Morales was presented with a Notice of Intention to recall him from his post —the third he receives in 27 months.

The document was presented to Morales by the Rev. Bob Hailey. Added to old charges of late campaign disclosure filings and “attitudes,” the Notice revolves around Morales’ alleged misuse of a SUSD-issued credit card —where he charged over $3,000 in 17 months, including several

purchases at a sports store, dry cleaners and other expenditures unrelated to SUSD official business. Morales reimbursed the money only after it became public, the letter accuses.

Morales declined to comment on his lawyer’s advice. He has seven days to respond to the Registrar of Voters, and recall proponents have 90 days to collect the almost 2,000 signatures required to qualify for an election to propose his replacement. If they succeed, SUSD must spend an estimated $75,000 holding such election, unless it can be con-

solidated with the upcoming June Special Election —saving the district two-thirds of the cost.

“If his constituents want to recall him, they are in their right,” said Acting Board President David Varela, “Would I like to see him go? No. Why, because it’s another distraction from our job here” “It’s not a matter of anything but integrity,” said California School Employees Association, Local 821 President Claudia Moreno, “but, if one of my represented was to do what he did, he’s gone this instant”

Casi 27 meses después de perder la oportunidad de representar al Área 4 del Distrito Escolar Unificado de Stockton (SUSD por sus siglas en inglés) Ángel Jiménez compartirá el estrado de todas maneras.

La semana pasada, los directivos del SUSD votaron 4-2 para nombrar a Jiménez —quien salió segundo en la elección de noviembre del 2008 en ese puesto— para reemplazar a Colleen Boardman.

Otras avenidas para reemplazar a Boardman incluían una selección de Jiménez candidatos lo cual sería muy costoso.

Los directivos Steve Smith y Salvador Ramírez insistieron en una selección mientras que el resto propugnó por una solución “rápida”.

“We endorsed Jimenez in 2008,” said California School Employees Association, Local 821 President Claudia Moreno after the vote, “we expect him to respect what he promised then and not to let others manipulate him.”

If confirmed by the San Joaquin County Registrar of Voters, Jimenez will serve until December 2012, when Boardman’s term was to expire

El estudio, titulado “Jóvenes Perdidos: Un Análisis de las Victimas de Homicidio de edades entre 10 y 24 años por condado en California”, revela que el condado de San Joaquín es el séptimo en California en homicidios de jóvenes –siendo Monterrey el número uno.

Entre los resultados encontrados, de las 803 víctimas de homicidio, el 90% eran varones y el 10% mujeres. El cincuenta y seis por ciento eran hispanos, el 30% de raza negra, 10% de blanca, el 3% de asiática y un uno por ciento de otras varias.

The study, entitled “Lost Youth: A County-by-County Analysis of 2009 California Homicide Victims Ages 10 to 24,” shows San Joaquin County as the seventh in youth homicides in California —Monterey as Number One. Among the many findings, out of the 803 young homicide victims, 90% were male and 10% were female. The Saturday, February 19, 2011 vote went much along party lines —235 against 189— with 10 Democrats voting in favor and 7 Republicans joining the opposition. Central California Republican Congressmen Jeff Denham (CA-19) and Dan Lungren (CA-3) voted for it, Democratic Dennis Cardoza (CA-18) and Jerry McNerney (CA-11) voted against it.

“That’s the way representative government is supposed to work,” said Richard Land, president of the Ethics & Religious Liberty Commission (ERLC), the public policy entity of the Southern Baptist Convention in the U.S. “We commend (Indiana Congressman and HR217 sponsor) Mike Pence,” said Tony Perkins, president of the conservative Christian thinktank Family Research Council, adding that “Planned Parenthood, a scandal-plagued abortion organization, must be held accountable for abusing innocent

Of the 794 homicides for which the murder weapon could be identified, 84 percent of victims died by gunfire. Of these, 76 percent were killed with handguns.

Black and Hispanic victims were more likely to be killed by a stranger than white or Asian victims. For the 618 homicides in which the circumstances between the victim and offender could be identified, 68 percent were gang-related.

The overwhelming majority of homicides of youth and young adults were not related to any other felony crime and the most common homicide location was a street, sidewalk, or parking lot.

Pro-choice groups and organizations were, understandably, appalled.

Cecile Richards, president of Planned Parenthood Federation of America, called the legislation “an extreme and dangerous piece of legislation” that will prevent her organization to even provide “basic primary and lifesaving preventive health care to women and families.” Furthermore, Richards warned that “to prohibit Planned Parenthood from receiving federal funding does nothing to reduce the deficit and it does nothing to improve the economy.

In fact, health professionals will actually lose their jobs as a result, and, most egregiously, it takes health care away from American women who cannot afford to pay for it on their own.”

“Rep. Pence’s attack on Planned Parenthood’s funding is not an attack on abortion,” said Jessica Arons, director of the Women’s Health and Rights Program at the Center for American Progress — a national progressive public policy research and advocacy organization— “but on the multiple other services that Planned Parenthood provides - and on a trusted community service provider that cares for people who often have nowhere else to go to obtain quality health care.”

Next the bill goes to the Senate, where the slight Democratic majority may assure its demise.

California Senator Barbara Boxer already stated that HR217 “is an extreme attack on women’s health that threatens the health and lives of millions of women. It would mean less family planning and more unplanned pregnancies and abortions. It would mean fewer cancer screenings and more devastating outcomes for women and their families. We will continue to fight in the Senate against any effort to deprive women of access to life-saving health care.”

Planned Parenthood operates 110 centers in California, serving more than 730,000 clients, mostly low-income women and families. a sido una semana difícil. No sólo aquí en Stockton, sino alrededor del mundo.

Tal vez debí haberle dado más importancia al marcador de gasolina el domingo en el AM/ PM de Alpine y California.

Había pedido al cajero $7 en la #7. Fue pura coincidencia. No aceptaban tarjetas y la bomba disponible era mi número de suerte. Pero el marcador se detuvo, no en los $7, sino en 6.66.

Hice que un extraño viera lo que estaba viendo. “Raro. Muy raro” dijo, encogiéndose de hombros, “mejor cuídese” Rápidamente bombeé el resto de los $7 pero me sentí incómodo. Habiendo visto dos veces “El Rito” y “En Tiempo de Brujas” ya estaba viendo espíritus por todos lados.

El resto del día fue más normal pero, para el lunes, un diente y mi paladar me dolían a muerte.

A Few Days under a Bad Sign

t’s been a tough week.

Not just here in Stockton, but around the world.

Maybe I should have taken it more seriously that gas pump meter at the AM/PM on the corner of Alpine and California on Sunday.

I’d asked the cashier for $7.00 on number 7. It was a happy coincidence. They wouldn’t take credit, and the one free pump was my lucky number.

But the dial stopped, not at $7.00, but at $6.66.

I made the stranger come around to witness what I’d seen.

“Weird. Really weird,” he said, shrugging his shoulders, “better watch your back.” I quickly pumped to a full seven dollars but I began to feel uncomfortable. Having already seen “The Rite” and “Season of the Witch” twice each, I was already seeing spirits everywhere.

The rest of that day was much less odd but, by Monday, my tooth and the roof of my mouth were killing me. I’d had surgery; everything was sore. I dragged all day long. That afternoon, I escaped for a walk around Victory Park. It was so beautiful and pleasant in the setting sun. Yet suddenly, as I rounded the corner of Argonne and Pershing, heading south, a van veered off the street, hit the bumper of a parked car, and leaped up onto the lawn right in front of me.

By the time I heard the van swerve to avoid a vehicle which

had pulled out from beside me, it was too late to move. Had I been fifteen feet ahead, I’d probably be still in the hospital. As it was, I just spun around like a top, as the frightened young woman steered a big circle between the trees.

Unbelieving, I watched her pop back off the curb into the street, then speed on.

At 11:00 pm that night, I got a desperate call. A young woman appeared to be possessed. They tried unsuccessfully to coax her into a pickup to bring her to the church. I ended up winding my way through the fields west of Stockton in that heavy windstorm which topped trees that foreboding night.

When I got there, the gale was howling, with fallen things and pieces of trees blowing across the orchard. “All I need,” I thought, “is to get bit by a dog.” Scenes from “Season of the Witch” were passing through my mind.

I won’t describe the twoand-a-half hours of prayer that followed, but they were very difficult. In the end, the Holy Spirit prevailed, and the young woman came back to her senses.

Later, having blessed the trailer and her children, I turned to rejoin the others gathered there.

One man had his pants leg pulled up to the knee. “I guess I came to the wrong place,” I joked.

“Don’t worry about us,” someone laughed. “He just got bit by the dog.”

The next day was extremely busy. The throbbing was so intense I had to resort to pain medication, which normally I

avoid like the plague.

That night, a woman whose husband is incarcerated came to the sacristy to talk. Once we’d finished, I got a sinking feeling in my gut. “Call your daughter.

I feel like something’s gone very wrong.” She did dial -- and began to cry.

“She’s been in an accident?

Where? On Highway 80? ¡Oh, Dios Mio!” And the week kept right on like that. Halfway around the world, Egypt was in convulsions. The Midwest was digging out from deep snows. A major earthquake was preparing to strike Chile once again. Closer to home, a teenage girl was arrested for the unthinkable, and another boy was shot.

By Friday, the week was finally calming. The people of Egypt have been heard, and are dancing in the streets. And as I write this, hundreds of supporters are gathering in Patterson to honor little Juliani Cardenas and to pledge themselves to protect the most innocent and vulnerable among us.

Another young woman with a decade of strange phenomena disturbing her is waiting in the church, but she’s calming down as the prayer goes on.

My mouth is still killing me, even though my dentist pulled out the stitches yesterday morning, but I’ve learned that even pain can be a positive thing.

P.S. A friend told me that she was struck by a car while riding a bicycle last Monday -- 3 hours before my incident in Victory Park.

Y la semana siguió así. Al otro lado del mundo, Egipto estaba convulsionado. El Medio Oeste se abría paso entre grandes nevazones. Un nuevo gran terremoto de preparaba para sacudir Chile una vez más. Cerca de casa, una adolescente era detenida por hacer lo impensable, y otor chico era baleado.

Para el viernes la semana estaba calmándose por fin. La gente de Egipto había sido escuchada y bailaban en las calles. Mientras escribo esto, cientos de simpatizantes se reúnen en Patterson para recordar al pequeño Juliani Cárdenas y prometerse proteger

a los más inocentes y vulnerables de nuestra sociedad.

Otra joven que ya lleva una década experimentando fenómenos que la mortifican espara en la iglesia, pero se ha ido calmando a medida que la gente reza.

La boca todavía me duele a pesar que el dentista me sacó las suturas ayer de mañana, pero he aprendido que incluso el dolor puede ser algo positivo.

He’s got it right. Around the world, working people are in pain. In the Middle East (just like here) millions of the young have no jobs. The rich buy skyscrapers, yachts and nightclubs—and armies, of course. Instead, they should invest in wind and solar, water conservation, environmental restoration. Those things would give useful jobs to the young.

In this country, too, working people are in pain. Mechanics bust their knuckles with wrenches, truck drivers battle traffic, teachers buy supplies for students with their own money. Typists get carpal tunnel, mothers and fathers care for sick kids while insurance companies jack up the rates. Gangster bankers foreclose. Farm workers die in the fields, the district attorney dismisses the charges.

But the boss wheels his Cadillac to the steak house.

Rolls Royce sales are up.

Exxon made more money last year than any company in the history of the world—and paid no US income taxes. In the late 1970s, the top 1 percent in the U.S. got 9 percent of total income. Now they get more than 20 percent. The Republicans give tax breaks to billionaires.

In Wisconsin, Governor Walker signed $117 million in corporate tax breaks—almost as much as the budget shortfall. Now he wants to crush the unions.

But in Egypt, the rich dictator is gone, and so is his billionaire banker son. The rich dictator of Tunisia is gone.

Across the Middle East, rich crooked dictators are praying on their knees, and consulting their ten thousand dollar gold watches—“What time is it?”

It’s time for organized nonviolent resistance against greed and cruelty. Time to tax the rich. Time to build one On February 17, 2011, Hispanics for Political Action (HPA) —the local Latino PAC (political action committee)— were to hold the election of its Board.

Yet the evening turned into a debate. Presidential candidate Xochitl Paderes arrived with a small army of enthusiastic new HPA members that quickly paid their dues so that they could vote for her. Among them was Patrick Motecuzoma Sanchez who had recently been asked to step down as Vice President of another Latino organization by HPA president, Michael Villanueva.

Mr. Sanchez was elected HPA Secretary despite the fact that he did not pay dues and had not attended prior HPA meetings.

First, Ms. Paderes was disqualified as nominee for the HPA because their bylaws state that she “must have been a member in good standing for at least one (1) year.” Additionally, receipts showed that Ms. Paderes was never a paid member.Offering no

world together. Time to le a r n f r o m Gandhi, Martin Luther King, Cesar Chavez and Dolores Huerta, Solidarity in Poland, South Africa, the people of Chile who stood brave against the generals. It’s time to learn from the workers in Tunisia, Egypt, and Wisconsin.

When I was a kid, my dad went on strike against the Allis Chalmers factory in Milwaukee where he worked. For nine months we kids helped my mom garden, and we ate a lot of potatoes. But the union won the strike.

It’s time to heal the pain.

Los mecánicos se pelan los dedos con las llaves inglesas, los camioneros se pelean con el tráfico, los maestros compran materiales para sus alumnos con su propio dinero. Las mecanógrafas padecen túnel carpiano; madres y padres deben hacerse cargo del cuidado de sus hijos enfermos porque las compañías de seguros aumentan sus cuotas. Los banqueros-gánster embargan las casas. Los campesinos mueren en los campos, mientras que las

fiscalías anulan los cargos.

Pero el patrón sigue conduciendo su Cadillac hacia el restaurante de los buenos filetes. Las ventas de Roll Royce van en aumento. Exxon hizo más dinero este pasado año que cualquier otra compañía en la historia de la humanidad –y no ha pagado ningún impuesto por ingreso en los EE.UU. En la década de los años 70s, el 1 por ciento de los habitantes de EE.UU. obtuvo el 9 por ciento del total de las ganancias. Hoy día obtienen más del 20 por ciento. Los republicanos dan recortes de impuestos a los multimillonarios.

En Wisconsin, el gobernador Walter firmó una excepción fiscal de 117 millones de dólares en los impuestos a las corporaciones –casi tanto como el déficit del presupuesto.

Pero en Egipto, el millonario dictador ya no está, lo mismo que su multimillonario hijo banquero. El millonario dictador de Túnez tampoco está. Por todo el Medio Oriente, los deshonestos y ricos dictadores están rezando de rodillas y mirando a sus relojes de oro –de un valor de diez mil dólares– ¿Qué hora es?

Es hora de la resistencia organizada y pacífica contra de la codicia y la crueldad. Es hora de imponer impuestos a los ricos. Es hora de, juntos, construir un mundo mejor. Es hora de aprender de Ghandi, Martin Luther King, Cesar Chavez y Dolores Huerta, de Solidaridad en Polonia, de Sudáfrica, de la gente que en Chile se enfrentó con valentía a los generales. Es hora de aprender de los trabajadores de Túnez, Egipto y Wisconsin.

Cuando yo era niño, mi padre hizo huelga contra la fábrica Allis Chalmers en Milwaukee donde trabajaba.

Durante nueve meses nosotros los niños ayudábamos a mi madre a cultivar el huerto, y comíamos muchas patatas.

Pero el sindicato ganó la huelga. Es hora de curar el dolor.

Last week I learned about a meeting at the University of Pacific, hosted by a political professor or consultant from the College. The topic was to be on the Civility of Politics —meaning being polite & courteous— by the standards of the College.

It seems that every time we get bogged down on one topic or another, professors come out of the woodwork with their answer to all questions. I really believe that most professors get so involved on both sides of the issue or the party posing the question, that they get mixed up in their philosophy. If you’re a teacher or professor in any school, you’re going to support the side that pays you.

My point is: if you don’t support the unions or organizations that have thousands of members, you’re going to be targeted by them.

Getting back to Civility… this has been ramped in the last 10 years of politics. As many of you know, I ran against a fellow Republican twice and was criticized by my fellow party members for doing so. My response has been: he went to the left and I needed to make him straighten up. He didn’t and was beaten in another election and again in another district. The far reaching ramifications of the decision to run against him had to be done.

But the civility of the manner in which I was attacked by my party never has been cleared up. It was just an attempt to keep me out of the races by members of the Central Republican Committee which I no longer attend.

They now call themselves the South San Joaquin Republican Central Committee, headed up by a few diehards and some new wannabe Republicans. I have used the word many times as cannibalism by the Republican Party. So as we can see there is no civility in any political party because it is being controlled by Big Money.

Will it ever change at this point? I don’t think so. Maybe a third party might help but not a party that uses the Republican platform as the TEA PARTY does.

as “let’s just learn how to get along” won’t do. The ability for one party to support each of its members won’t work anymore.

Many talk show hosts are beating up on their guests, as did O’Reilly when Obama appeared on his show.

We really need to get back to the business of solving problems in America before we go out and waste taxpayers’ dollars and lives on these wars. Now even that statement will bring on the headhunters, who will say “you are un-American” if you don’t want to see America go to war to protect our so-called interests.

Back to the topic of civility, I doubt if it will ever be part of politics again with all the big money donated from corporations to candidates to run for office.

Me enteré la pasada semana de una reunión en la Universidad del Pacífico, presentada por un profesor de política o asesor de la universidad. El tópico era sobre la Cortesía en la Política –el tener urbanidad y ser cortés– según los estándares de la Universidad.

Parece que cada vez que nos hunden sobre un tópico u otro, los profesores salen con respuestas a todas las preguntas. Creo que la mayoría de profesores se envuelven tanto en los dos lados de un tema o partido que se enredan en su propia filosofía. Si usted es un maestro o profesor en cualquier escuela, usted va a apoyar el lado del que le paga su sueldo.

Mi punto es: si no apoya uno a los sindicatos y organizaciones que tienen miles de miembros, lo van a convertir en su blanco.

Volviendo a la cortesía… esta ha sido desvirtuada en los últimos 10 años de política.

Esther Vásquez insisted that Bilingual Weekly she was a paid

member, and argued that due to her campaign for City Council, she did not attend HPA meetings. However, she attended one meeting —March or April of 2010— when she solicited and received an HPA endorsement for her candidacy.

HPA member Louis Gonzales insisted to forgo the bylaws so Paderes —his relative—could run to be the group’s President. Despite calls by presiding Villanueva and other (clearly outnumbered) long time HPA members for the appropriate discussion, they were ignored. Mr. Gonzales made it a point to direct persons not voting for Ms. Paderes to raise their hand in support of her. Who would have expected this type of unlawful action by longrespected Luis Gonzales, former SUSD trustee?

Finally Xochitl Paderes was elected president and Gonzales —who last month accepted a nomination to the HPA board— informed Villanueva that he did not intend further involvement with HPA. This is how dictators take over —showing up

with your armies. Oh! and having strong vocal cords helps, as well as having a family relationship or a trusted “friend of the community or organization.”

It is unfortunate that the hard work, credibility and political momentum that energized HPA last year has now became victimized by power seekers.

Ms. Paderes has now called a meeting to make changes to the HPA bylaws. Could this be an effort to justify her position?

This activity and election is clearly illegal. We should remember that just because a candidate shares our heritage, language, or color does not mean that that persons upholds the same belief system that we do.

Golpe de Estado en HPA

El 17 de febrero del 2011 la Acción Política Hispana (HPS por sus siglas en inglés) —comité por el avance político local— iba a celebrar sus elecciones de directiva.

Sin embargo la velada se convirtió en un debate. La candidata a presidente Xochitl Paderes arribó con un pequeño contingente de entusiasmados nuevos miembros del HPA pagando su inscripción para poder votar por ella. Entre éstos se encontraba Patrick Motecuzoma Sánchez, a quien recientemente el presidente de HPA, Michael Villanueva, había pedido su renuncia como vicepresidente en otra organización latina.

Primero, la Sra. Paderes estaba descalificada como nominada puesto que los estatutos de HPA establecen que ella “debe haber sido miembro en cumplimento de todas las reglas por mínimo

un (1) año” Además, los recibos revelan que nunca ha pagado cuotas de miembro. Ofreciendo prueba ninguna, la Sra. Paderes insistió que era miembro al día, y alegó que su campaña por ser electa al Ayuntamiento no le permitió asistir a las reuniones de HPA. No obstante asistió a una junta —Abril o Mayo del 2010— cuando solicitó y recibió el respaldo a su candidatura.

El miembro de HPA, Luis Gonzáles insistió en que se obviaran los estatutos para que Paderes —su pariente— pudiese competir por la presidencia del grupo. A pesar de las llamadas a tratar el asunto de parte del presidente Villanueva y otros antiguos miembros de HPA (largamente superados en número), éstas fueron ignoradas. El Sr. Gonzáles se empeñó en hacer que personas que no votaban por la Sra. Padere levantaran la mano en su favor. ¿Quién hubiese imaginado este tipo de ilegalidad del tanto tiempo respetado Luis Gonzáles, ex-directivo del SUSD? Finalmente Paderes fue elegida presidente y Gonzáles —quien apenas el mes pasado había aceptado ser nominado para la directiva de HPA— dijo a Villanueva que ya no quería relación alguna con la HPA El Sr. Sánchez fue elegido secretario a pesar que no había pagado ni cuotas ni haber asistido a reunión alguna del HPA anteriormente.

Así es como los dictadores se hacen del poder —apareciéndose con sus ejércitos ¡Oh! y el tener un vozarrón ayuda, como también un parentesco o un “amigo de la comunidad o de una organización” Es lamentable que el esfuerzo, credibilidad y peso político que llenó de energía a HPA el pasado año haya ahora caído víctima de

Tal como muchos de ustedes ya conocen yo me presenté dos veces a las elecciones en contra de un compañero republicano, y fui criticado por miembros de mi mismo partido por haberlo hecho.

Mi respuesta fue: que él se había inclinado hacia la izquierda y yo quería que se centrara. No lo hizo y fue derrotado en otra elección y otra vez en otro distrito. Las grandes consecuencias de la decisión de presentarme en su contra eran necesarias.

Pero la manera en que me atacó mi partido nunca ha sido aclarada. Fue un intento de apartarme de las elecciones de los miembros del Comité Central Republicano al cual yo ya no asisto. Ahora se llaman el Comité Central de los Republicanos del Sur de San Joaquín, encabezados por varios acérrimos y aspirantes republicanos. He usado la palabra canibalismo muchas veces en referencia al Partido Republicano. Así que pueden ver que no existe urbanidad en ningún partido político porque están controlados por el Gran Capital ¿Va a cambiar esto alguna vez? Yo creo que no. Puede que un tercer partido pudiera ayudar, pero no un partido que use la plataforma republicana como lo hace el Tea Party.

Cerrando este artículo con la elección de bonitas palabras como ‘aprendamos a llevarnos bien’, no va a funcionar. La capacidad de un partido de apoyar a cada uno de sus miembros no va a funcionar más. Muchos de los presentadores televisivos de programas de charla arremeten en contra de sus invitados, como lo hizo O´Reilly cuando Obama estuvo en su programa.

Necesitamos volver a resolver problemas en EE.UU antes de ir gastando los impuestos de los contribuyentes y sus vidas en esas guerras. Ahora incluso esta afirmación va a atraer a los cazadores de brujas que van a decir: “tú eres anti-estadounidense,” si es que no quieres ver a los EE.UU ir a la guerra para proteger a nuestros intereses.

De vuelta al tema de la urbanidad, yo dudo que vuelva a formar parte de la política con todo el dinero donado por las grandes compañías a los candidatos que se presentan.

La Sra. Paderes ha llamado ahora a una junta para revisar los estatutos de HPA ¿Podría ser que sólo busca legitimar su posición?

Estos eventos y esta elección son claramente ilegales. Deberíamos recordar que no porque un candidato comparta nuestro patrimonio, lengua o color significa que esa persona tiene los mismos valores que nosotros.

Motec’s Comment I believe the time for second guessing and

current attempts at voiding the decisions made are counterproductive and out of order. The decisions that were made, were made with all present- the time to raise concerns or object were during said proceedings, not after actions were taken that were unfavorable to a few. The fact that this is an issue is indicative of the lack of organization that HPA has experienced as of late. With all credit due to those who have kept the organization going despite dwindling numbers of members and turn out at events, it is for those very reasons that it has become necessary to bring in new leadership that will help the organization grow and continue towards it’s mission and goals. I’m hoping that all will be equal participants in this forward growthboth new and veteran alike. HPA has its new Board and it is time to move forward.

Creo que el momento de criticar y ahora intentar invalidar decisiones tomadas es contraproducente y fuera de lugar.

La decisiones que se tomaron, se tomaron con todo el mundo presente- el momento de hacer preguntas o de objetar era durante las reuniones, no después de que se han tomado las decisiones y que a algunos les parecen desfavorables. El hecho de que esto sea una cuestión polémica indica la falta de organización que HPA ha experimentado últimamente.

Con todo el mérito que se merecen aquellos que han mantenido a la organización funcionando a pesar de la reducción en sus filas y en la asistencia a sus eventos. Es por estas mismas razones que se ha hecho necesario traer un nuevo liderazgo que ayude a crecer a la organización y continuar con su misión y objetivos.

Espero que todos –veteranos y nuevos miembros– participen de igual a igual en este futuro crecimiento. HPA tiene una nueva administración y es hora de que sigamos avanzando.
