Ingredients For the Sauce: • 1 1/2 pounds poblano peppers, roasted (see NOTES; may substitute 4 jarred, roasted red peppers) • 1-cup water • 1 1/2 cups heavy cream • 1 pound sliced American cheese • Kosher salt (optional) For the Nachos: • One 25-ounce package 6-inch fresh corn tortillas, cut into quarters and fried (may substitute 1 pound lightly salted corn tortilla chips; see NOTES) • 1 bunch scallions, chopped (white and light-green parts) • 2 1/2 cups cooked black beans and/or cooked, chopped chicken or roasted pork • Pickled onion slivers and/or pickled jalapeño slices (see NOTES) Directions • For the sauce: Combine the roasted peppers and water in a blender (not a food processor) on high speed, making sure not to include any seeds; puree until smooth. The yield is just under 2 cups. • Heat the heavy cream in a nonstick saute pan over medium-low heat. Add the cheese and cook for about 10 minutes, stirring occasionally, until the cheese has melted and the mixture is creamy. Reduce the heat to low to keep it warm. • Stir in the poblano puree; taste, and add salt as needed. (If the chips you’re using are salted, you may want to skip

adding salt to the sauce.) The yield is about 4 cups. • To assemble the nachos, line individual wide, shallow bowls or baskets with wax paper or coated paper liners. Place two or three handfuls of chips in each one. Use a ladle to distribute the sauce over each portion of chips, then scatter equal amounts of the scallions, beans or cooked meat and the pickled onion on top. • Serve right away. NOTES: Roast the poblano peppers on a baking sheet in a 425-degree oven for about 20 minutes, until they begin to deflate and the skin looks loosened. Transfer to a zip-top bag and seal to steam for about 10 minutes, then discard the skins, stems and seeds. To make your own corn tortilla chips, fry the quartered fresh corn tortillas in batches in 350-degree canola or vegetable oil just until golden. Drain on a rack over paper towels; if you wish to salt them, do so right away. To bake them instead, spread in a single layer on a rimmed baking sheet and spray with cooking oil spray, seasoning lightly with salt, if you'd like; toast in a 375-degree oven till lightly browned and crisped. To quick-pickle the onion, toss together 1 red or white onion cut into thin half-moon slices, 2 tablespoons of sugar and a generous sprinkling of salt in a medium bowl; let it sit for 5 to 8 minutes, so the onion wilts a bit. Stir in 1/2 cup of red wine vinegar; let it sit for about 15 minutes, so the vinegar infuses the onions, and the sugar and salt have dissolved. SERVES: 8-10 servings

In addition to the Civil Rights Act of 1964 and the Voting Rights Act of 1965, a courageous President Lyndon Baines Johnson signed into law the Fair Housing Act of 1968. Enacted on April 11th, just seven days after the assassination of Dr. Martin Luther King Jr., it was designed to end segregated housing in American cities and suburban areas, which resulted in draconian social and economic marginalization for people of color. Until the Fair Housing Act was implemented fifty years ago, acutely segregated neighborhoods were created by official acts of local and state governments. The federal governments was complicit in many instances as well. Segregation in housing was commonplace. The legislation was an attempt to make our country more welcoming for racial minorities. In our government, the Department of Housing and Urban Development is responsible for the creation of equitable housing. Among its responsibilities is to see that federal fair housing laws are followed, and that federal monies are not allocated for housing plans and projects that are discriminatory in nature. It was most troubling recently when Dr. Ben Carson, who was appointed by the president to guide national housing policies, proposed that the words “free from

discrimination” be deleted from the mission statement of the entity that he directs. Certainly Dr. Carson, a highly-trained physician and neurosurgeon, must be aware of the history of housing discrimination. Having grown up in inner-city Detroit, it is unfathomable that he might have avoided the restricted housing realities faced by families like his own whose residential choices were limited by restrictive covenants, and racial steering practices. There was a time in America when people of color were not allowed to purchase homes beyond the boundaries of those areas which were designated for them. They were denied access to neighborhoods that were near higher-paying places of employment, quality libraries and recreational facilities. The fight for fair housing continues in our country. I was among

those in Congress that supported policies established during President Obama’s administration that mandated that local and state governments requesting federal funding for housing projects address how housing discrimination had historically precluded African Americans, in particular, from many neighborhoods as renters and homeowners. The Obama policies have been resisted by some of those seeking federal funding, but fair-minded members of Congress have been resolute in not opposing them, realizing the unseemly results of housing discrimination and segregation in America. Fifty years ago, a president and a Congress embraced the idea of fair housing. It would be shamefully irresponsible for government officials today to deny the wisdom of those who came before them.

Taking newspapers instead of taking care of home

Blair It's amazing what information can spur an individual to do, as in the case with Claudia Fowler taking Newspapers. if you are wondering why the pictures of Claudia Fowler are present, it speaks to her need too take care of home instead of out Taking Newspapers (Free Newspapers) at that.......... On last week there was an article featured in the in this newspaper speaking of the atrocities, and misuse of Charitable organizations and the neglect of the Joppa community, shortly after there was a number of calls flooding into the Elite New speaking of gratitude for the article being presented to the public. But upon further discovery it was also noted by several business owners that CLAUDIA FOWLER has taken it upon herself to start STEALING FREE NEWSPAPERS, can you imagine stealing newspapers that are FREE, it was never the intention of the Elite News to run constant articles on you, or call out your (Business) father Dwaine Caraway or anyone for that matter. It's simply our position to present the facts and the story as it is within our communities, and in our city, this situation has gone above and beyond last week's article of “The Cancer is Back,” this has gone to the point that an individual in the way of CLAUDIA FOWLER has chosen to go and steal all the papers that she can put her hands on. Now mind you these are free newspapers, but bare in mind she never took it upon herself to go and pick up all the Dallas Morning News Newspapers that ran the article on her and Dwaine Caraway about the $72,000 Austin Industries, Nor any other monies’ missing, and all of the misgivings with her charity, or her misuse neglect and inability to

explain what happened to the proceeds that was given to do good work in the Joppa community. However it's come to the discovery of the Elite News that they (CLAUDIA FOWLER & DWAINE CARAWAY) were also trying to get $10,000 to start a community center and Joppa, you couldn't get a blueprint drawn up for $10,000 in Joppa or anything for that matter. What happened to the community center? It’s really tragic that these Petty childish games are being played, by that I would like to warn CLAUDIA FOWLER that picking up newspapers, and throwing them away is a waste of your time, and you don't have as much gas as The Elite News have Ink, we will continuously run articles on you when you do fowl and undignified things in our community. It is not the intention of the ELITE NEWS to embarrass, or disparage anyone again it's just our position to be a vessel of information relative to our community and City, CLAUDIA FOWLER where's the money? Do you still live the house on 4531 Solar, It looks as though no one lives there, to our readers I apologize that this article is even being written or presented to you, less the fact that Claudia has gone in the various businesses just taking newspapers and putting them in the back of your black Mercedes, additionally she was approached by a business owner asking why are you removing all those papers she simply turned and went to put them in her car, and returned to speak to the business owner and making in negative terms against is the Elite News, William Blair's name, and the whole family. Jarvis Christian College to Host Social Justice Conference Hawkins, TX – Three human rights leaders will gather on Jarvis Christian College’s campus for “Mission, Vocation and the Call to Social Justice: Remembering Dr. Martin Luther King Jr. and Dr. John D. Mangram,” on Wednesday, April 18, 2018. Dr. Robert Franklin, Candler School of Theology, Emory College; Dr. Charles Steele Jr., Southern Christian Leadership Conference (SCLC) President; and Dr. Bernard Lafayette Jr., co-founder of the Student Nonviolent Coordinating Committee (SNCC) will lead the Social Justice Conference sessions. Beginning at 11 a.m., Dr. Franklin will lead a session on “Discerning Your Mission in Life” in the Charles A. Meyer Auditorium. Dr. Franklin is the James T. and Berta R. Laney Professor of Moral Leadership at Emory University (Atlanta) and is Senior Advisor to the President of Emory University. He served as Director of the Religion Department of the Chautauqua Institution from 2014 to 2017. In 2014, he served as Senior Advisor for Community and Diversity, Emory University (Atlanta). In 2013, he was a Visiting Scholar in Residence at Stanford University’s Martin Luther King, Jr. Research and Education Institute. He is president emeritus of Morehouse College where he served as the 10th president of the nation’s largest private, four-year liberal arts college for men from 2007 through 2012. Dr. Franklin was the Presidential Distinguished Professor of Social Ethics at Emory University (2004-2007), where he provided leadership for a university-wide initiative titled “Confronting the Human Condition and the Human Experience” and was a senior fellow at the Center for the Study of Law and Religion at the law school. He also has served as program officer in Human Rights and Social Justice at the Ford Foundation and as an advisor to the foundation’s president on future funding for religion and public life initiatives. Also at 11 a.m. in the Smith-Howard Chapel,

Dr. Steele and Dr. Lafayette will speak on “Social Justice and the 21st Century.” Dr. Steele, a Civil Rights leader, was elected to the Tuscaloosa City Council in 1985, where he served two terms. During his tenure as City Councilman, he organized the Unity Day Scholarship Fund, the Tuscaloosa Police Athletic League and secured funds to build the Bernice Washington Insight Center, a drug treatment center. He also organized the Tuscaloosa Drug Task Force and the Partners for a Drug Free Tuscaloosa County (formerly Tuscaloosa Drug Task Force). In 1994, Dr. Steele was elected to the Alabama State Senate. The Senator played key roles in recruiting not one, but several new plants in his district. He also sponsored a non-traditional educational program with Robert Townsend of Hollywood, California, for the youth of his district. Additionally, he recruited the Rosa Parks movie to Alabama, where he served as a consultant to the production of the $7 million CBS movie project. Dr. Lafayette is a co-founder of the Student Nonviolent Coordinating Committee, a leader in the Nashville lunch counter sit-ins, a Freedom Rider, an associate of Dr. Martin Luther King Jr. in the Southern Christian Leadership Conference and the national coordinator of the Poor People’s Campaign. At the age of 22, Dr. Lafayette assumed the directorship of the Alabama Voter Registration Project in Selma, a city that had previously been removed from the organization’s list due to the dangers of operating there. Dr. LaFayette is Distinguished Senior Scholar-in-Residence at the Candler School of Theology at Emory University in Atlanta, Georgia, and the Chair of the National Board of the Southern Christian Leadership Conference. He is the 2018 Breeden Scholar in Residence at Auburn University’s Caroline Marshall Draughon Center for the Arts & Humanities. Following the two sessions, a “Social Justice Legends” Town Hall Meeting will take place at 1:30 p.m. in the E.W. Rand Center. The Conference is free and open to the public.

PRAIRIE VIEW, Texas – Prairie View A&M baseball player Tyler Laux has been named Southwestern Athletic Conference Pitcher of the Week. Laux (6-5, 195; Soph, Chicago, Ill.) threw his first career complete game in a 12-2 eight-inning win over Grambling Saturday at Tankersley Field. The eight-inning outing for Laux (pronounced Locks) was a career high, as he allowed two unearned runs and five hits with one walk and three strikeouts. Laux shutout Grambling over the final six innings, and retired the final seven batters in row to end game. PVAMU baseball will play a pair of midweek games in San Antonio, first facing Incarnate Word Tuesday at 3 p.m. and Texas San Antonio Wednesday at 6 p.m.

FOOTBALL OPENS FINAL WEEK OF SPRING PRACTICE PRAIRIE VIEW, Texas – The Prairie View A&M football team was on the practice field Monday morning to open the final week of spring practice. “I thought we practiced hard today,” said PVAMU head coach Eric Dooley. “I thought we showed the effort again, and also with the weather being the way it was, I thought we played smart. That was really encouraging to see the guys trying to practice the right way, playing fast, and playing smart.” The weather has changed daily over the past four practices. Thursday morning was more fall like with temperatures at the start in the upper 40s. Friday afternoon, it was windy with temperatures in the 80s. Saturday was a winter-type day with temperatures in the mid 40s, with a strong north wind to make it feel like the upper 30s. Today’s conditions were in the mid 50s with misty rain throughout practice. “I’ve liked the changing weather,” Dool-

ey said. “I grew up all my life wishing for great days during spring ball and not understanding at the time during the season that weather is going to be a factor. I thank God that we have a great field here at Panther Stadium that you can’t really tell it rained. We were able to get practice in without any issues. I like the attitude the young men are taking. It doesn’t matter about the conditions. We’re always going to take the field and play hard.” This past Saturday’s scrimmage featured big plays on both sides as well as special teams, and Dooley liked what he saw on film. “What stood out to me the most were the takeaways by the defense,” Dooley said. “I want our defense to create turnovers, and I thought they did a great job of that. It makes the offense look as though they turned it over a lot, but they did some great things as well. They drove the ball down the field a lot,

Parkland expands universal suicide screening to kids age 10 and up DALLAS — Suicide among children in the U.S. is on the rise. According to the Centers for Disease Control and Prevention (CDC), suicide is the second leading cause of death for adolescents and is a growing threat, occurring more frequently than ever before in children 13 and under. The CDC reports that from 1999 through 2015, more than 1,300 children ages 5 to 12 took their own lives and for the first time, suicide rates exceeded those for homicide and motor vehicle crashes as a cause of death in 2014 for kids between the ages of 10 and 14. In 2015, more than 7,000 children ages 10 to 12 attempted suicide. Predicting and preventing suicide attempts is crucial – and possible, say experts at Parkland Health & Hospital System, a nationally-recognized inno-

vator in the effort. In 2015, Parkland became the first health system in the nation to administer a universal suicide screening program to identify persons at risk and help save lives through early intervention. The program was designed to screen not only adults but also youth, ages 12 to 17, regardless of their reason for seeking care. Since initiating the program, more than 2 million suicide risk screenings have been completed. VOTE JUDGE KEN TAPSCOTT IN THE MAY RUNOFF We Can’t Let Angry Lawyers Take Out a Good, Honest Judge Over One Ruling Vote Early May 14-18; Election Day May 22 In judicial races, there is often more than meets the eye. Voters have a hard time researching every candidate. When you walk into the voting booth, you may have dozens of judicial candidates to choose from. It has never been more important to know the facts before you vote. This is especially true of the upcoming Democratic Primary Runoff Election May 22. Judge Ken Tapscott is the 2017 Democratic Elected Official of the Year. He has been in office for 12 years, and he has exemplary ratings in the Dallas Bar Association judicial evaluation polls, with over 90% of lawyers approving of his work. He has also put more trials to a jury than any other civil judge in Dallas County over the last decade. Why is Judge Tapscott even facing a challenge you ask? Because he followed the law and angered a handful of powerful attorneys who lost a case in his court. Instead of being satisfied with a fair, just ruling, they decided to recruit and support a challenger to take out Judge Tapscott in the Democratic Primary. One of the attorneys involved even

hired this challenger, Paula Rosales, to work at his firm in the meantime, and they have poured hundreds of thousands of dollars into her campaign. Here are the real facts. Judge Tapscott presided over a medical malpractice suit. A paid expert witness was brought into the trial by the plaintiffs. But this expert witness had no prior experience with the medical technology in question, called a virtual colonoscopy. The defense asked that this witness not be allowed to testify because he lacked expertise. Because he had to follow the law, Judge Tapscott upheld the motion and removed the witness. The plaintiffs lost their case in Judge Tapscott's court, and again on appeal. Clearly, Judge Tapscott did what was the right, if difficult decision. “What concerns me most is the example this sets,” said Judge Tapscott. “If lawyers don’t believe in the process at the trial level, if they just want their way at any cost, then the fairness and objectivity of the system is under attack. Do you want to walk into a courtroom where the judge is fair and unbiased, or do you want a courtroom that is owned by lawyers with their own agendas, bullying judges? I find this upsetting. Many of my colleagues do as well. We have a process. We have a court of appeals. We have a system in place when people disagree with a ruling. If we let angry lawyers use the ballot box to take out good judges, our system is in jeopardy and the independence of every judge is at stake.” Here’s a quick rundown of Judge Tapscott’s experience versus his opponent’s.

JUDGE TAPSCOTT has tried more than 420 civil jury trials. His opponent has tried zero. JUDGE TAPSCOTT has 21 years of civil law experience. His opponent has six months. JUDGE TAPSCOTT is endorsed as qualified by the Dallas Committee for a Qualified Judiciary. His opponent was not endorsed. JUDGE TAPSCOTT has been rated as excellent or acceptable by 90% of lawyers in the Dallas Bar Association Judicial Evaluation Poll. His opponent has never been reviewed. JUDGE TAPSCOTT was named the 2017 Elected Official of the Year by the Democratic Party. His opponent has no service history with the party. JUDGE TAPSCOTT is endorsed by Progressive Voters League, Stonewall Democrats of Dallas, Dallas Black Criminal Bar Association, Mexican American Democrats, Mexican American Bar Association, Lake Highlands White Rock Democrats, Preston Hollow Democrats, Metrocrest Democrats, North Texas Asian Democrats, Far North Dallas Richardson Democrats, AFL-CIO Dallas, and Teamsters. I hear the cry from the people for criminal justice reform-our system is broken. Parts of it work well, and we have made great strides to improve it recently with the advent of DNA evidence and more transparent pretrial discovery laws. But other parts don’t work well, and they never have. Having been in the trenches at Frank Crowley for over 15 years, I am here to confirm, unfortunately, that the system is still broken and we’ve got a long way to go. I am also here to report that we are working hard to fix it. See if you agree: Bail should be based on a person’s risk, not their resources. Seems simple enough, but our current system doesn’t always measure up. Take this example: two people may be charged with the exact same non-violent offense, have similar criminal history, and ties to the community. Their bail might be set at 5,000$. The result? One gets out because he has 500$, the other stays in jail because he doesn’t. I talk about bail reform a lot, and sometimes people say to me that I am just trying to let everyone out of jail for free, and that the criminals are going to run wild because we are not holding them accountable. To those critics, I ask them to consider the other side of the coin: what about the violent offenses like Murder or Rape? Is it true that a judge can just deny bail in all circumstances for violent offenses? The answer is no. People are entitled to have bail set even

for violent crimes like those. The result? A violent person with money gets out of jail, released back into the community. That isn’t justice for all. That is justice for all….of those with access to resources. We can do better than that. Here’s how we can fix the bail system in Dallas County: First, we must implement the use of a data-driven risk assessment tool. The purpose of the tool is to scientifically assess a person’s risk to flee and risk to reoffend. In other words, use science and evidence-based tools to help determine who is a risk and who is not. Second, the process should be adversarial. People should have lawyers during the bail hearing, and prosecutors should be present to inform the Court of any aggravating factors of the alleged offense or the person’s background. Finally, we must increase staffing and technology to properly monitor those released on bail to decrease the failure to appear rates. These are precisely the measures we are currently working on in Dallas County, and I am hopeful we can change the system very soon. Why? I firmly believe that a person should not be held in jail pre-trial solely because of an inability to pay. We simply can’t afford to have it any other way.
