Celebrating Rich Heritage and Embracing the Contributions of the Latino Community Hispanic Heritage month is upon us, and this marks an amazing time for Latinos across our nation to come out and celebrate their culture and history. There is a long history of Hispanic culture in our nation, and it is always a pleasure to celebrate this month. Latinos have a strong story to tell us, and I am always encouraged by the strength they embody and the hope they hold for their people and our nation at large. Latinos have become an integral part of our nation – in our economy, our culture, and our hearts. In 2012, they owned over three million businesses in our country, which included healthcare assistance, retail trade, construction and many others. Their contributions to our nation makes us stronger and healthier. In the state of Texas, 687,570 businesses are owned by Latinos, and I am so proud that Latinos

have chosen Texas to build their lives and business, and start families. As we celebrate the rich Latino culture this month, I am reminded by the Administration’s latest efforts to rescind the Deferred Action for Childhood Arrivals (DACA) initiative. And I am reminded of the work that we must do to help our DREAMers. In total, there are approximately 800,000 DACA recipients in America and 113,000 residing in the Dallas-Fort Worth-Arlington area, which will be affected by this latest proposal. That decision is not one that I take lightly, and I believe it is integral that we continue to fight to keep these Dreamers (also known as DACA recipients) in our nation. It is always a pleasure to hear from my constituents, and I recently heard from a number of DACA recipients in my district. They reminded me that our Dreamers are every day hard-working professionals – nurses, graphic designers, and engineers. They are fully participating in our society – and we are a better nation because of them. We are stronger and brighter. There is Najoa Bouzidi, whose parents brought her here to America to run away from the prosecution in their country. And Cyn-

thia De La Torre Castro, who came to Texas when she was 3 years old. DACA gave Ms. De La Torre Castro, the opportunity to graduate college and work as a graphic designer. And Maria Roman, who came to the United States when she was 10 years old and is now a registered nurse. These individuals were given an amazing opportunity in our country to change their lives. Their parents knew they could have a better future in our country and with a little help from our government those dreams became a reality. Our Dreamers are also creating a better future for our country. One Dreamers in my district that embodies that is Erik Burgos. He is a mechanical engineer that graduated from Southern Methodist University, but that is not all he does. He has dedicated his life to helping the youth achieve their academic ambitions. In college he worked with the Hispanic Youth Institute which brought together more than 200 local high school students and 250 community volunteers to help inform and encourage minority high schoolers to go to college. He now serves on the board of the Magdaleno Leadership Institute, a nonprofit organization that aims to

reshape the culture of leadership for young men, focusing on being a good servant and steward of his community. He also serves on the North Texas Dream Team, which works to protect civil rights and education opportunities for all people. He is the future of our nation, and through DREAMers like him, we have a brighter hope for what that future will be. Another bright DREAMer in my district is Juan Carlos Cerda, a recent graduate of Yale University, who teaches at a public elementary school in my district. DACA gave him the opportunity to study abroad in Scotland and do what he loves – teach. These young individuals remind us how important it is to keep fighting for DACA to be legalized in our country. There should be no confusion for these young people who are working so hard to create a better future for themselves and for our country. They are Americans in every sense of the word - they grew up here and this is their home. It is time that Congress works together to help these young children and adults never worry about where they can call home – because it is America.

School Finance Reform

Representative Eric Johnson District 100

School finance reform is one of the most pressing issues facing Texas. Public schools are currently financed through a combination of state and local revenue. After decades of state cuts to public education, school districts have been forced to increase their share of public school funding by raising local property taxes. Today, approximately 60 percent of public school funding comes from local property taxes. The amount of funding school districts receive from the state is based on com-

plex formulas that take into consideration student and district characteristics. School districts collect property tax dollars to fund schools at the level determined by the formulas. If local property tax dollars are not enough to attain this level of funding, the state provides the rest. If school districts collect more property tax revenue than what the formula specifies, the money is taken by the state and redistributed to other school districts. This is known as recapture.

Page 3

Many aspects of our school finance system have not been updated in more than 30 years. The state has come to increasingly rely on local property tax revenue to fund public schools without stepping in to help foot the bill. This method of financing public schools has been the driving force behind skyrocketing property taxes. In the end, the only real way to lower property taxes is to increase the state’s support for public schools.

THE NEXX CHAPTER : in

1 out of every 8 women will be diagnosed with breast cancer. This year alone, an estimated 40,610 women are expected to succumb to the debilitating and ravaging effects of the disease, ultimately culminating in their death. Seven years ago, Tracy “Lady Chap” Chapital, the Founder of Her Nexx Chapter, came up with the idea of providing financial support to women who are victims of breast cancer, which she describes as, “an intruder that enters their lives uninvited.” After sharing her idea with a close friend, who she deeply admired for her business acumen, “Lady Chap” was commended for coming up with the idea. Her idea had the Passion and the Purpose, but it lacked a story which would resonate with people to ensure its success.

Lady Chap got her story, but the way she obtained it was a bittersweet. The same friend, Michele Kent, who served as her go to person for all of her business ideas, died from cancer in 2011. It took her nearly another five years to start incorporating her 501c3, Her Nexx Chapter. She kept procrastinating until she realized she could not delay the process any longer. Some of the procrastination, Lady Chap admits, was the void she felt from feeling helpless, while watching a loved one suffer from the devastation breast cancer caused in her body. For the first time in her friendship with Michele, she simply did not know how to help her or what to do. Michele was the one who had to teach her and other family members what they could do during her inevitable transitioning process. Her Nexx Chapter’s motto is to CONNECT, NURTURE and LIBERATE. These goals are manifested by

offering communities of women, here and abroad, an opportunity to CONNECT with each other by supporting each others cause. The NURTURING aspect of the motto, comes from empowering women with the information necessary to prevent the onset of cancer. LIBERATION comes from freeing women’s minds of the burden, of heaping on the responsibility of having to cover their debts, while temporarily incapacitated both physically and mentally from the weakening effects of chemotherapy. It is enough to process the idea of having to defeat their debilitating disease, until the medics sign the release papers which will allow them to return to work, thereby offering an opportunity for them to fully exhale. Funding for Her Nexx Chapter comes from the vending of handbags which are the company’s main product. Friends and family members of women suffering from breast cancer, help with

the recruiting of Angel Ambassadors, who either start an online campaign to support women with the disease, or organize parties where bags are sold. The beauty of the fundraising has a two-fold purpose. “The bags are created and designed by women in Third World nations who are using the generated revenue to sew and weave themselves out of poverty,” says Lady Chap and a majority of the funds go to the foundation, allowing them to financially support women in need. The content for Her Nexx Chapter has been designed for the entire community as a wellness site. This way, survivors of breast cancer can keep abreast with the latest discoveries in keeping cancer in remission. Eventually, the site will be more of a multimedia site, which will offer online courses covering areas of healthy food choices and preparation, meditation, yoga and exercise. However, if you know a woman who is presently suffering from breast cancer, there is a huge listing of valuable resources on the site, which can be accessed with a

A Love Letter to My Sister! Supportive Intelligent Sexy Timeless Evergiving and Resilient is what you are! When the seed was planted at your conception, God knew that someone as beautiful as you would Bless the world. You are beautiful on the outside, but what is morebeautiful is your inner beauty that shines so bright, that at times I feel like I need sunglasses just to look you in the eye! Words truly cannot express the depth of love that I have for you. I thank God every day for your love, support, words of wisdom, and your positive criticism that I know you only give because you love me and you want what is best for me. Yes, at times, it is difficult to hear, but I know you tell me things that I know that would be of a benefit to me. I know it is hard to be the one everyone looks to whenever they need a hand up. I also know you give because you love us. In addition, I know that you have your own family that you have to be there to make sure that you help provide for and I am

so grateful that you have stepped in to assist me when I have needed you. If God told me today He would make me a millionaire and He would take away all my worries and pains but I could not have my sister, I would say to Him. “No thank you God. I am grateful for everything that has been provided for me, no matter if it is a Blessing or a struggle. However, what I am most grateful for is YOU. You are my Soulmate and I thank you, for being YOU, My Sister. I wish you nothing but continued Blessings, and I love you so so so so much! The Forgotten Issue Police Violence Against Black Men and Women A photo of Colin Kaepernick tweeted out by Jennifer Lee Chan on August 26, 2016 launched a public debate. Kaepernick stated his action (sitting, which led to kneeling, during the anthem) was due to the oppression of people of color and ongoing issues with police brutality. However what was intended to draw attention to the demand for justice for people of color, quickly turned into a debate centered on patriotism, supporting the US Armed Forces, and First Amendment Rights; meanwhile the subject of his action was quickly and quietly ushered off of the main stage. Let's take a moment to acknowledge a few of the unarmed men and women of color killed by police courtesy of Daniel Funke and Tina Susman of the LA Times http://www.latimes.com/nation/lana-police-deaths-20160707-snaphtmlstory.html: • Alton Sterling, 37 Baton Rouge, LA - 2016 • Gregory Gunn, 58 Montgomery, AL - 2016 • Samuel DuBose, 43 Cincinnati, OH - 2015 • Brendon Glenn, 29 Los Angeles, CA - 2015 • Freddie Gray, 25 Baltimore, MD - 2015 • Natasha McKenna, 37 Fairfax County, VA - 2015

• Walter Scott, 50 Charleston, SC - 2015 • Christian Taylor, 19 Arlington, TX - 2015 • Michael Brown Jr., 18 Ferguson, MO - 2014 • Ezell Ford, 25, Los Angeles, CA - 2014 • Eric Garner, 43, Staten Island, NY - 2014 • Akai Gurley, 28, New York, NY - 2014 • Laquan McDonald, 17, Chicago, Il - 2014 • Tamir Rice, 12, Cleveland, OH 2014 A few of the names you may be familiar with, all of the names many are not. But most are familiar with Colin Kaepernick and by his actions he spoke for all of them. In 2017 Colin Kaepernick opted out of his contract with the 49ers. As of yet he has not been signed by another NFL team while at the same time police violence against black men and women has continued. Once again the conversation is not about the victims but has now shifted to the reasons for Colin Kaepernick not being signed by an NFL team, First Amendment Rights and NFL boycotts. This reminds me of a scene from The Dark Knight - "You spat in the faces of Gotham's worse criminals. Didn't you think there would be some casualties? Things were

always going to get worse before they got better." - Alfred Pennyworth to Bruce Wayne (Batman). Football is the most popular sport in America. Racism and oppression of people of color has been a part of the American way since the founding of this country. Colin Kaepernick unintentionally (or intentionally) drew a battle line against racism and oppression in front of millions of NFL fans. The battle for the soul of our country was laid bare for all to see. But instead of the issue being confronted and finally resolved, the NFL owners have decided to fight to restore the status quo by the supposedly "quieting" of one voice. Colin Kaepernick took a knee, not for you nor me, he took a knee for those voiceless known and unknown black men and women who were the victims of police violence and it is now up to us to not only be their voices in protest, but to also to work to change the system and end the bloodshed so that those lives lost will not be lives lost in vain. Foremost Family Health Centers: Welcomes A New Professional AlStaff and Revival of Core Values By Arielle Johnson Foremost Family Health Centers was established in 1986. Presently, there are two health center locations, one in South Dallas and the other is located in Balch Springs. Foremost offers a wide range of services such as comprehensive medical, dental, behavioral health and speciality services. While appointments are suggested, for the convenience of the public, walkins are allowed. The person who sits at the helm of Foremost Family Health Centers is CEO, Joyce Tapley who holds a Bachelors degree in Mathematics and a Masters in Finance and Health Administration from the University of Washington. Mrs. Tapley has been with Foremost for 19 years. She found her present position through a tiny newspaper posting. Prior to taking her position with Foremost, she worked at major Trauma center in her hometown, Los Angeles. This year, Joyce Tapley’s biggest priority has been to work on the rebranding of the Foremost Family Health Center. One of the main rebranding tasks has been to find the right staff members who understand what the health centers’ Core Values are and embodies them. In order to achieve this goal,

Mrs. Tapley has recently hired the following new medical staff members - Dr. Miriam Alexander, MD, a board-certified pediatrician, Brandy Davis, a board-certified Family Nurse Practitioner, Shadi Edalati, MD, a board-certified Family Medicine Physician, Michael Esedebe, MD a board-certified Obstetrician and Gynecologist, Jill Kennedy, RN, a Women’s Healthcare Nurse Practitioner who will serve as Dr. Esedebe’s partner, Lindsay Martin-Engel, MD, MPH, Associate Medical Director of the Balch Springs location, Ashley Meusa, DPM, Associate Medical Director of the Dallas location, Sarah Nanjouv, NP-C, a Nurse Practitioner, Erika Oguanobi, DDS, a General Dentist, Morgan Price, DDS, General Dentist, and Chau Tran, D.O., a board-certified Pediatrician. They will officially join the staff within the next few days. When you walk into the reception area of the health center, the main desk has the following words written above it, “Patients are first. Your Health and Wellness are Foremost.” The remaining core values can be found on the wall in huge lettering located behind the doors which lead to the examination rooms. But one of the most striking things about the center is there are no barriers between the

proximately 70% of their funding, however, they would just have to come up with some creative ways of raising the necessary funds.

though the center has never had to close its doors due to lack of funding, financially, they are just breaking even each year. While hiring a new staff, which embodies the center’s core values is key in retention of patients, the rebranding of Foremost must also involve a creative new marketing strategy to attract new patients. Foremost’s South Dallas location is surrounded by a population of approximately 100,000 people. It is sad to hear of patients seeking emergency care, having to spend the entire day at Parkland Hospital when Foremost has a full staff capable of fulfilling their needs within just a couple of hours. Last year, the attendance at the State Fair Classic was over 53,000. This year, Foremost will have an opportunity to connect

staff behind the desks and the patients. Mrs. Tapley says, “If a person is coming to us for treatment, we need to do whatever we can to make them comfortable. We do not know what sort of coaxing it took to get them to the center and finding a barrier between themselves and the staff may be intimidating. If I have a staff member who is fearful of working with the community we serve, he or she will not be welcomed here. We have never hired security personnel and presently there are no plans to hire any in the foreseeable future.” According to Mrs. Tapley, some of the rewards of working as an administrator of Foremost are, “to see generations of families coming here and to be in a position to hire and promote staff from within. I enjoy seeing my staff going to school to further their education.” One of the most challenging aspects of her job however, is making sure the medical center has enough of a budget to operate. Fortunately, Mrs. Tapley has never experienced a time when she has not been able to pay her staff, in fact she states, in order to attract the right people, she is able to offer competitive salaries. A major part of the center’s funding comes from the federal government. When asked how the repealing of the Affordable Care Act (Obamacare) would affect her center, she mentioned it would cause them to lose ap-

Foremost Family Health Centers has a consumer community run board which means, out of 11 members, 6 of them have to be patients who have received services at Foremost within the current year. Mrs. Tapley says, “The way you keep people is how you project yourself. You have to remind people why you are here.” Having a consumer run board ensures the company’s values are being met. with a percentage of this population as a sponsor of the event. Their purpose will be to remind people to take better care of themselves by getting regular checkups.

In an article this week in the New York Times written by Eric Reid, safety for the San Francisco 49ers, clearly states why he and Colin Kaepernick decided to take a knee the early preseason 2016. He stated that he had seen reports of many unarmed black people being killed by police and wanted to do something about it, so he and Colin had a long conversation about how they could use their platform in the NFL to speak out against the injustices of those who were slain and voiceless due to police brutality against minorities. They decided that kneeling would be a respectful gesture and they felt like it was a like the flag being flown at halfstaff for the tragedy of lives lost due to police brutality and killing

The KneeL of unarmed black people. What people fail to realize is that Kaepernick’s kneeling gesture was never intended to disrespect our country, flag, or those individuals that so bravely serve and defend our country. It was and still is meant to bring awareness to police brutality and killings of unarmed minorities in this country. In February 1965, Dr. King took a knee in protest of the arrest of nonviolent protesters during the march to the Dallas County Alabama courthouse. Bernice King, daughter of civil rights leader Dr. Martin Luther King Jr., stated, “They didn't like how my father protested either.” She also posted, “The real shame and disrespect is that decades after the first

Because of this, many NFL teams decided to stand together in protest of Trump’s offensive and divisive comments. When will America have enough of this president 45 being allowed to say and do whatever he pleases no matter if it offends or hurts or causes problems for Black Americans, White Americans, Hispanic Americans, Muslim Americans, Asian Americans, and Indian Americans, we are all Americans.
