Back to School: Ready to Read? For many students in District 30, the first few weeks of school are met with much enthusiasm and high expectations to succeed in the class room setting. While students are prepared physically to go to school, many students are not prepared on a reading level. Nationwide, 34 percent of children in kindergarten lack the basic language skills needed to learn how to read; in fourth grade, 65 percent of children are reading below grade level; and only 37 percent of high schoolers graduate at or above reading proficiency.

The American Academy of Pediatrics announced in 2014 that it recommended that parents read aloud to infants from birth, noting that a vital part of brain development occurs within the first three years of a child’s life. Reading to children from birth to age three will enhance vocabulary and communication skills.

Unfortunately, an income gap exists within child literacy. By age three, children of higher-income parents have an advantage over children of lowerincome parents because they have heard more words at home. About 60 percent of children from families with incomes over 400 percent of the federal poverty level are read to daily while only one third of children from families with incomes below the federal poverty line are read to daily. According to Reading is Fundamental, two out of three children living in poverty have no books to call their own.

Having few to no books in the home is a clear disadvantage when entering school. This hinders a child’s ability to prepare for school and stay on track. One of the programs I helped spearhead, the Innovative Approaches to Literacy, which is now part of the Every Student Succeeds Act, help to bring different partnerships together to promote

student literacy from birth through high school. The Innovative Approaches to Literacy program awards grants to nonprofit organizations and school districts like the grant awarded to the Texas Can Academies in Dallas and Fort Worth, which distributes free books and provide collaborations between local librarians and classroom teachers. While programs like Innovative Approaches to Literacy are valuable in the Dallas community, Texas, and across the nation, we must also take matters into our own hands. Parental engagement is key in any child’s development. There are many public libraries throughout district 30 that provide tools, workshops and resources for parents and children to improve their literacy and ease accessibility to reading materials. Any parent can hand their child a phone or tablet, but reading aloud and maintaining that connection to your child is vital to their development and their readiness for education.

Call For The Removal of Confederate Plaque

Representative Eric Johnson

AUSTIN, TX – Texas House Speaker Joe Straus (R-San Antonio) has sent a letter to the Texas State Preservation Board calling for the removal of the “Children of the Confederacy Creed” plaque from inside the Texas Capitol. He stated in his letter that theplaque contains “incorrect information about our history” and called for its removal “as soon as practicable.” Representative Eric Johnson (D-Dallas) has released the following state-

ment in response to Speaker Straus’s letter. “I applaud Speaker Straus for doing the right thing by calling for the plaque’s removal. The other members of the Texas State Preservation Board are well educated, honest folks. I think once they've all taken the time to read the plaque and compare it to the historical record, they will come to the same conclusion Speaker Straus and I did,” stated Representative Johnson.

Page 3

“We still have work to do, obviously, but this is a very positive step in the right direction. With Speaker Straus's support, I am confident the plaque will come down soon. Once again, Speaker Straus has demonstrated the kind of principled leadership for which he is now known,” Johnson added.

Hurricane Harvey:

ONE MAN

Tells Us About His Experience

By Arielle Johnson According to the author of “Rich Life,” Willie Dutch, whose legal name is Edward Hubbard, there is no way anyone can compare what happened to New Orleans to Houston, because you can fit 4-5 New Orleans inside of Houston. When he makes this comparison, it gives us a better perspective on the magnitude of the devastation suffered by Houston and the surrounding areas. Mr. Dutch says the Friday before the Hurricane hit, it was business as usual. No one was making an attempt to evacuate, because they had no idea about what was coming. Saturday night, the sentiment was pretty much the same. In fact, Mr. Dutch was at a fight party as Hurricane Harvey started to approach. Midway through the fight, people started to realize what they heard about the hurricane was real. What made this Hurricane strange was it got into areas of Houston that had never seen the effects of flooding on the level

they experienced several weeks ago. Mr. Dutch did what other people did when they were expecting severe flooding; he parked his car in an area considered to be on higher ground. However he received a call from a friend nearby who said, “Man, you better come see about your car because it’s starting to flood real bad over here.” Mr. Dutch eventually got to his car, and although it was indeed flooded, but it was still driveable. The experience left him wondering along with a lot of others, what was it about this Hurricane that enabled it to get into areas previous hurricanes skipped over. Willie Dutch personally has two friends who died in Hurricane Harvey and one who was missing for several days. The woman who was missing for several days, Kesha Williams, had gone to a corner store with some friends, and was suddenly swept away by floodwaters as she attempted to cross a ditch full of water. Little did she know she was crossing an open sewer drain. While in the sewer, she found ladders to hold onto, but the force of the water was draining her of her energy and eventually she let go. Nothing short of a miracle kept this woman alive as she said she prayed constantly and

could think of nothing but her three children. Ms. Williams was sucked into the drain Sunday morning at 11 a.m., and emerged from another sewer line Monday morning at 6 a.m. Mr. Dutch tells us, his story is nothing in comparison to the stories he has heard. He even feels a bit uncomfortable discussing personal items he lost when he thinks about the lives that were lost, and items of greater value destroyed by the hurricane, others will never be able to replace. Mr. Dutch’s primary losses consisted of intellectual property, manuscripts and his clothes. Many people are still walking around Houston in a state of shock. That is the REAL state of emergency. Mr. Dutch like a lot of others is tired of dealing with the frustration of when help is going to arrive. There is a lot of fundraising being spoken about, but he doesn’t know of too many people personally who have been able to take advantage of the money which was meant for them. Because he is in a position to move to another area without having to wait, he says Dallas, Texas is at the top of his list.

WILLIE DUTCH experienced some of the effects of Hurricane Irma about a week after Hurricane Harvey, but fortunately, the family is doing fine. If you are reading this article, Willie Dutch would like for you to get behind the movement of stressing the importance of reading by using the hashtag #BlacksDoRead on Instagram and Twitter. You can follow Mr. Dutch on Instagram @williedutchwrites Also, his book “Rich Life” is available for purchase on Amazon.

In addition, one of the things that people are tweeting about is the RBCA’s bold and beautiful Board of Directors, measuring their determination, growth and partnering every step of the way. From an inside look, the RBCA has clenched trust, fame and respectability, with leading global corporations in tow. On board from infancy was a mentoring icon. H.J. Russell Construction is one of the largest black owned and most recognizable construction companies in America. H. J. Russell was a key player in building several renoun structures including the Smithsonian National Museum of African American History and Culture in Washington, D.C. What makes these projects even more meaningful is that H. J. Russell employed black contractors to complete the mission. The RBCA started with a dream, momentum and a strategist location, a truly intuitive move to an address on Martin Luther King Blvd., so the world would be fully aware of ‘who we are’.

RBCA: Way Forward By Dr. J. Ester Davis

“One of the things that people are talking about is the Regional Black Contractors Association (RBCA). The RBCA board consist of a dedicated team of “Dallas makers” with a set goal to decrease crime, wipe out the high unemployment rate and stabilize the community. Being cognizant of the high percentage of black men incarcerated in the greatest nation on earth, most important on the radar was a way to put ex-offenders to work beyond a pilot program. Once in a lifetime you will possibly witness a mecca construction makeover of a major United States city. It is affectionately called many things. A historic opportunity, turning challenges into opportunities, keeping pace with the rapidly changing business climate, setting industry benchmarks, an era where you can literally ‘bring your dreams’. But at the top-of-the list is coalition building with college interns on deck. Without inclusion and fair play there is definitely chaos personified. Let’s briefly share some of the co-

alition building. For the first time in history RBCA black engineers, EJES, Inc., are building a freeway. Webber Construction, a strong supporter and member, wholeheartedly joins the RBCA in their quest to hire black contractors and ex-offenders on the upcoming S.M. Wright US175 Freeway. Webber Construction has provided scholarships for youth in South Dallas and has set a high standard with other essential community programs. An alliance now co-exist with the black community and prime contractor through a Texas Live and Texas Ranger partnership on the new stadium. Gerald Alley, principal with Con Real, a general contractor is honorably mentioned by the RBCA. Mr. Alley has personally raised the bar and the ability to hire, i.e., hauling, demolition and janitorial. Con Real has demonstrated commitment of a higher calling and more general contractors will certainly start to emulate his style. To round out the coalition building by the RBCA, we mention Dallas ISD, where the previously incarcerated is already at work on construction sites, State Fair of Texas, Fort

worth SubCounty Courthouse and the massive International Inland Port, which is a story all by itself. The RBCA has another side. . . that of giving back to the communities they work in. Their brand is part of the X-Offender Program in South Dallas partnering with the Community Development Project. Ask about individuals with felonies. The RBCA have answers to make you smile. This year they hosted the 14th Annual CLASSIC Golf Tournament. The home repair for senior citizens and disabled veterans is a high profile community act especially for inner city residents. And with seniors living longer in their own homes this act of kindness is near genius, because it is a pure promotion of RBCA’s image in addition to increasing public interest. Follow the moves of the RBCA online(www.regional-bca.org) or drop by for a good cup of coffee. “DISD"

Bus Safety

The Fate of DISD Transportation There is a strong chance, this coming November, that Dallas County Schools (DCS) will no longer be operating the school bus transportation system for the Dallas Independent School District. On election day, Tuesday, November 7th of this year, voters will have an opportunity to decide on whether or not they want DCS to continue operating or shut down operations. In June of this year, Moodys Investor Services exposed to the public that DCS defaulted on its loan. Prior to this announcement, DCS asked for restructuring of its debt and refunding, however this request was denied by the Texas Attorney General. According to an article written in SchoolBusFleet.com in April of this year, DSC Interim Superintendent stated a draft audit was provided to the Senate Education Committee which proved the entity’s financial stability. There are many calling for the dissolution of DSC, among them, Senator Don Huffines who said,

“With the abolition of Dallas County Schools, the future will be bright for Dallas students, taxpayers, and schools.” If voters decide to do away with DCS, it will mean each district will be responsible for finding their own transportation solution for students. At the time of this printing, there was no outline of possible options. DISD School Board Trustee, Dr. Lew Blackburn stated, his biggest concerns regarding the individual districts being in charge of running their own transportation system are, lack of land to park the buses when they are not in use and maintenance of the vehicles. Also, current DCS drivers want to know exactly what will happen to their jobs if DCS is no longer operating. In September 2013, in an attempt to provide an alternative to the school bus system, DISD hired taxis, vans and cab drivers to pick up students. But this was only a short term solution as it was not well received by the students’ parents.
