Sugar, Spice and Everything Nice I never thought I’d say that daughters would be so much fun. Since I was a little girl I knew I wanted by Kimberly Blair-Pleasent children and that when I had them they would be three boys. I knew exactly what sports they would play and what their little lives would be like. But when I got pregnant and found out I was having a daughter whole world changed! When I went to find out what I was having I was so excited because I knew they were going to confirm what I already knew and that was, I was having a boy! “Boy” was I wrong! The tech said to me, “It’s a girl!” Once I was told, I started laughing and couldn’t stop. The tech looked at me and said, “I think
you’re in shock.” I replied, “I believe I am!” Once I got over the initial shock, I became so excited, because I knew how much I loved my mother and how much she loved me and knew I would love this little girl! Being her mother has been one of the greatest experiences of my life. Some days are a little challenging but for the most part it’s truly awesome! She has her our own little personality and I wouldn’t change a thing about her. There are no words to explain the love I feel for her. She’s so beautiful, intelligent and most of all, loving! Since she was 18 months old saying her first complete sentences, “Good morning ladies how are you doing today?” It’s been an adventure.
She’s always known she was going to be a pediatrician and she was going to go to John Hopkins University to study medicine, and she was going to play tennis in order to do that. My heart is just overjoyed with knowing that God has blessed me with this little girl that is so beautifully made inside and out. I’m so grateful that God gave me what I needed instead of what I wanted in my first child. What’s funny is that the day I called my mother and told her I was having a girl, because remember, I just knew I was having a boy, she said to me, “Kim I knew you were having a girl, I just let you think what you wanted!” I’m so glad I was wrong and God and my mother knew best. Thank you so much God for this blessing!

On a night meant for peaceful protests in response to the killings of Alton Sterling and Philando Castile, chaos erupted and tragedy struck the heart of the city. On the cold and blustery morning of December 12, 2013, Nicole Kennedy got up and started preparing her daughter Meaghan Kennedy for school. The weather had been so bad during the week, that there were actually accumulations of both ice and snow on the ground, which made for hazardous traveling conditions. This day however, the weather was not bad enough to warrant keeping Meaghan out of the school, as her and tons of other children in the district had been out of school for several days due to the inclement weather; Nicole just made sure Meaghan was properly dressed for the weather and had a good balanced breakfast before they headed out of the door. Once they arrived at Corbell Elementary School in Frisco, Texas, Meaghan was eager to get out of the car to greet the schoolmates she had not seen in several days. She left Mommy as always, by reciting a prayer, giving her a kiss and a quick hug and telling her “I Love You” before waving goodbye. Nicole had no idea she was saying goodbye to her daughter for the last time.

They were directly in front of the nurse’s office, so the teacher attempted to guide Meaghan into the office to have the nurse assist her with her sudden breathing difficulty and a possible obstruction of her throat. But before the teacher could get her in the nurse’s office, she collapsed. There were three parent volunteers there at that time she collapsed who helped pick her up and carry her into the office.

It then goes on to say CPR was started, and at some point during the process, the nurse arrived and picked up a device, manufactured by Oxysure Systems, to assist with delivering oxygen, however after placing it over Meaghan’s face, it exploded, thereby exposing her and the child to the contents – a mixture of chemicals.
During the time, the parent volunteers and nurse were attempting to assist Meaghan, two 911 emergency calls were placed. The first call was placed by a school staff member, who appeared to be extremely calm, as she expressed concern about a choking student who appeared to have an item lodged in her throat. She told the 911 operator the child was in the nurse’s office, but she was not able to confirm whether or not the child was even breathing or conscious. The second 911 call from Corbell Elementary overlapped the first and was placed to alert arriving emer-

Meet Jay Scroggins: The Man Behind the Creation of the South Dallas Fair Park Public Improvement District (PID)
Last week Thursday, July 6, 2017, the South Dallas Fair Park Public Improvement District(PID) held its annual meeting at the MLK Community Center located on MLK Boulevard in South Dallas. The meeting provided an opportunity for community residents and business owners, to voice their opinion and suggestions about the P.I.D.’s plan of action. A P.I.D. allows residential and business property owners, within a certain district, to request a property assessment tax above, which would normally be required as an annual tax fee, for a particular district. It is the P.I.D. that comes up with their plan on how they will distribute the funds, after goals have been set within the limits of the Chapter 372 Texas Local Government Code. The P.I.D. is limited to setting goals which fall within the category of marketing its area, improving security, landscaping, lighting, street cleaning and cultural or recreational improvements.The city works with the P.I.D. to make sure the goals have been properly outlined and that the funds are used accordingly, but in only has a life of 5 years. Presently, there are 13 P.I.D.s in the City of Dallas, of which several have had an opportunity to renew more than once. Jay Scroggins, the Executive Director of the South Dallas Fair Park P.I.D. provided attendees with details about how they were successful in obtaining enough signatures to form the P.I.D. They literally went knocking on doors throughout their designated P.I.D., which covers 630 properties, which are bound by Fair Park and stretch from Lamar to Robert B. Cullum; the other defining lines which makeup the district are Al Lipscomb and Martin Luther King Jr. The required number of signatures to form a P.I.D. is 60% , but as Mr. Scroggins mentioned, one of the main challenges he and his team faced when they tried to obtain the signature was locating rightful proper property. Simply obtaining the signature of whoever answered when they did their door knocking was not allowed. Many of the owners were out of state, and some were even outside of the country. However, because there were groups of properties owned by single owners, they were able to obtain one signature which covered multiple properties. The deadline for obtaining signatures was extended several times before their goal was met. It is not by accident, Jay Scroggins was hand-picked to spearhead activity needed to the form the South Dallas Fair Park PID. From 2014 to 2016, he served as the Community Engagement Officer of an organization called WINS (Working in Neighborhoods Strategically)
which was responsible for economically revitalizing areas in South Dallas. His managing partner has been Hip Hop Government 501c3. If the P.I.D. can meet its goals of providing more Safety and Security, Capital Improvements (landscaping, lighting, sidewalks, streets & roadways, parks and fountains), marketing and community engagement which includes increasing visibility and awareness of the district in on and offline media and social media, it will help to economically revitalize the community as it will become more attractive to business owners, investors and residents. Also, if money is being invested in the community, it can potentially provide jobs for residents of the community as they work on fulfilling the P.I.D. goals. One major accomplishment for the P.I.D. and Mr. Scroggins, has been the development of a partnership between the Hire the Homeless Program and the Association of Persons Affected by Addictions. The Hire the Homeless Program, has been operating since 2016. Mr. Scoggins understands there can be no courting of big businesses to attract them to the area, when there are concerns about crime and the eyesore of a tent community. Therefore he went into the tent community and asked if some of the homeless would clean up if they got paid. The program successfully hires up to 100 homeless people on Tuesdays and Fridays. The goal is to apply for a total of no less than 10 grants to get more money to fund the program. Mr. Scroggins, with the help of Zip Code Connection, has also been able to attract the attention of Tracey Wallace, the Executive Director of the Good Faith Impact. The organization has already made an impact, by putting a plan in place to help the unemployed in impoverished areas of the P.I.D. to receive training, in the installation of Solar Panels on the rooftops of properties within the P.I.D. The first training session was conducted in April 2017 of this year, at the MLK Center in South Dallas. Over a dozen students completed the class and at a later date had an opportunity to meet with group of local employers representing Miles of Freedom, Axium Solar, Native, Longhorn Solar, CitySquare and Good Faith Energy. One other business worth noting, which he has been able to connect with through Zip Code Connection is major architectural firm GFF, which has already come in and proposed a land use zoning plan, that will help the P.I.D. attract more investments, and increase its revenue.

There are businesses within the district which are already in violation of city code, but still exist because no one has ever challenged them. Primarily they are liquor stores and car washes which are a major attraction for those who are on the streets suffering from addiction. Believe it or not, there are a number of illegal services offered in shadows of these businesses, and services offered by the homeless and victims in exchange. If committing a crime to feed their addiction is needed, there is not much one can do to stop it, except eliminate these areas of attraction. Mr. Scroggins made it clear to everyone who attended the meeting next week that this is where his focus lies at this moment. Filing against businesses which are in violation, which involves a fee of $1,000, and eventually having taking these properties through the rezoning process which will determine what sorts of businesses are suitable for the area. This process is called “Sunsetting”. The financial projection for the P.I.D. this year was $110,246.79, however, there is a $30,000 gap, which has to be filled within the next two months. gency technicians to the fact that the young victim was no longer breathing. When the Emergency Medical Technicians arrived in two ambulances, they transported Meaghan to Children’s Medical Center in Plano and transported the nurse to Centennial Medical Center of Frisco. The emergency medical team at Children’s Medical Center was persistent in their effort to restore Meaghan’s normal oxygen levels, but their efforts were complicated by the constant emesis of blood and stomach contents. This caused an interruption in the delivery of oxygen, because her body had to be properly adjusted to make sure these materials did not back up into her airways. With each passing moment, Meaghan’s oxygen levels dipped lower and lower until her body gave up. It is also important to note, Children’s Medical Center did not have an emergency respiratory team at Children’t Medical Center, therefore as the oxygen levels began to drop, a call was eventually placed to deliver her by helicopter to the Dallas hospital. Meaghan was pronounced dead at 1:18 p.m. Prior to her passing, x-rays had been ordered at the hospital, and the medical staff identified the foreign object as being a small nail, but stated because of its position, removing it could cause the victim to succumb to death. The medical report indicates Respiratory Failure as the cause of death, whereas the autopsy report indicates Asphyxia as the cause of death. The medical examiner’s office later discovered the object that showed up in the x-ray was a push pin instead of a nail. There is a sort of finality with the publishing of the medical and autopsy reports. The reports seem to indicate the events indicated in the order in which they appear were the only factors which led to Meaghan’s death. However, the family began to conduct some investigation work of their own, after the medical examiner brought up his observation of high ammonia levels in the medical report. Nicole sensed a connection between the ammonia levels and the device, although the ammonia levels could not be tested postmortem. Therefore she got on her computer, googled “Frisco Accidents”, and made a shocking discovery, which gave her a new found hope in being able to find out what really happened to her daughter.
Three months prior to Meaghan’s death, a student, two staff and three firefighters were injured when an Oxysure device, designed to deliver oxygen exploded. A nurse was attempting to deliver oxygen to a student with the device. They were all transported to Centennial Hospital where they received treatment for exposure to chemicals and minor burns. This same device, has in recent years even caused third degrees burns to a local public school janitor. Further research conducted by Nicole and her family in 2014, uncovered due to the failure of the Oxysure device on 8 out of 11 FDA quality standards, Oxysure was banned from manufacturing additional units until the device could pass the standards test. These findings coincided with a recent $2 million investment from Oxysure investors, and although they initially only had access to $500,000 of this amount, it helped them look good to their current stockholders and potential investors. These discoveries led the family to approach the local WFAA news channel to seek exposure for pursuit of justice in their case against Oxysure, and alert other parents to the dangers inherent in the use of the device. But after the news broadcast, instead of Oxysure coming forward to respond to the allegations of their device being defective, they decided to file a suit against the news channel and a counter lawsuit against Attorney Symone Redwine for slander and defamation. Oxysure lost to WFAA news, with the Judge deciding to award the channel over $275,000, but won a default sanctions judgment against Attorney Symone Redwine in February 2015, due to her failure to appear in court. However, Attorney Redwine had no idea she was being sued in the Collin County court, therefore she was not there on the date she was summoned to appear. Oddly enough, Attorney Redwine won her case in Dallas County, which makes it appear as if the two courts were never in communication with each other. In the Summer of 2015, the FDA eventually recalled the Oxysure 615 device. With all of these court proceedings, seemingly working in the favor of the family, it seemed as if it was just a matter of time before the family got the justice it was seeking. However, an interruption in these chain of events occurred when Attorney Redwine’s case got held up in court, which was triggered by Oxysure filing for bankruptcy in Decemeber of 2016. Attorney Redwine had won a motion to dismiss the frivolous case in April 2016 and was awarded in October 2016 was awarded, but has never been paid.
This entire ordeal has been an emotional rollercoaster for everyone involved on the side of Meaghan’s family. Imagine your sleep being interrupted constantly due to you having received an illogical explanation of your child or loved one’s cause of death. You might want to meet the person responsible for the administration of the company manufacturing the device; the CEO or another top executive and have him address your concerns. We all know there will never be any amount of money large enough to compensate for the lost of a loved one, but if you won your case and were awarded a significant amount of money, it could definitely serve as a deterrent to future copy cat companies seeking ways of making big profits from a device which continuously fails to pass standards tests. Quite honestly you would want that device off of the market. Also, what has been unsettling for the family is the lack of an explanation as to how the push pin was ingested by Meaghan. Furthermore, as a mother, you would want to know, once you have dropped your child off at school for the day, if he or she ever encountered any difficulty breathing, most of the staff, especially all of the teachers, were CPR certified. While the family is awaiting justice in their case against Oxysure, they are working on what they can do right now, at this moment to help parents all over the country. The family has created a petition which can be signed online at change.org, which will make it mandatory for all teachers to be CPR certified. Up until Meaghan passed away, Meaghan’s mom just assumed, all teachers would have had a CPR license so they can respond immediately to any student or another faculty member under distress. She was shocked to find out CPR training was not mandatory. And although CPR may not have saved Meaghan’s life in this case, knowing CPR was administered immediately by Meaghan’s teacher, may have brought the family some peace as they worked step by step through the events which eventually led to Meaghan’s death.
