A message from your Chamber President It’s hard to believe we are nearing the end of our 60th year in business! For six decades, the Boca Chamber has stayed true to its mission of helping our members grow through the creation of a strong local economy in a pro-business environment while maintaining the superior quality of life that we enjoy in Boca Raton. One aspect of that quality of life is the amount of amazing non-profits that we have located in our community. The Boca Chamber recognizes the importance of our member non-profits with our annual Boca Festival Days, which just concluded. Boca Festival Days recognizes and promotes the events of dozens of non-profit member organizations through a partnering effort with for profit members resulting in hundreds of thousands of dollars raised for these worthy causes. The Boca Chamber’s success over the past 60 years is a direct result of the strong leadership that has served the organization. Later this month at our Annual Celebration, we will recognize 60 years of excellence representing business in Boca Raton as well as honoring our leadership. I’m hoping you will join me as we recognize the leadership of Cheryl Budd and her successful year as Chair of the Board of Directors and as we pass the gavel to our newest Board Chair – Keith O’Donnell. As the cover of this special issue of the Connection indicates - All eyes will be on Boca Raton as the final presidential debate takes place right here in our community at Lynn University in the Keith C. and Elaine Johnson Wold Performing Arts Center. This is the first time Palm Beach County is hosting a presidential debate and we are proud to partner with Lynn on this unique opportunity and the more than 200 Chamber members have joined as Official Small Business Debate Partners to support this historic event. We are positioned to show the world that Boca Raton is truly the best place to live, work, learn, and play! This award recognizes unique vision, innovation and achievement from an Outstanding Non-Profit Organization. And to make this award even more special, it was sponsored by our community partner and Boca Raton’s very own Office Depot Foundation. As part of their “Mentors to America’s small business” program, SCORE serves over 350,000 clients annually. A strong public education system is critical to creating a successful business community. The Boca Chamber’s commitment to that end continues as we awarded more than $55,000 in educational program grants at the September Membership Breakfast from the Boca Chambers Golden Bell Education Foundation. The Boca Chamber firmly believes that a quality education is monumental to the success of the business community in all industries. The Golden Bell Education Foundation was created in 1991 with the goal of providing grants for innovative educational programs to local schools. We have awarded more than $1 million to our Boca Raton public schools since the inception of the Foundation and we are looking forward to putting the next million into the classrooms of our children. Boca Chamber Welcomes Young Entrepreneurs Academy Students
Class of 2013
The Boca Chamber Young Entrepreneurs Academy (YEA!) has a full class of 25 future CEO’s that will graduate in May, 2013. In partnership with FAU Adams Center for Entrepreneurship we are excited to announce the start of the second year of the YEA! Program. YEA! is a groundbreaking program that takes students, between the ages of 12 and 18, through the process of starting and launching a real business or social movement over the course of an academic year. By the end of the class, students own and operate fully-formed and functioning businesses, which they can continue operating after their graduation from the program. YEA! aims at teaching students at an early age how to make a job, not just take a job. Business Partners to date for this year’s program are: FAU Adams Center for Entrepreneurship, FPL, NCCI, Bluegreen Corporation, First Citizens Bank, Plastridge Insurance, Modernizing Medicine, Saint Andrew’s School and The Rendon Center for Dermatology & Aesthetic Medicine. The program requires a nine-month commitment from its young executives. In that time they brainstorm and form their enterprises, make pitches to potential investors, obtain funding, register their companies with governmental agencies, and actually launch their own company or social movement! Government Affairs Update Explanation of Amendments

Just when you thought it was safe to back into the voting booth, it’s time again to take a hard look at the ballot amendments you will be considering in November. If you remember two years ago, we successfully defeated an effort to stop all development in Florida by trying to make voters decide every single change to a municipality’s comprehensive plan. Vote No on Four was the Chamber’s mission, and we effectively stopped the proposed amendment in its tracks. This year, we have eleven ballot amendments. The first thing you should know is that none of these are citizen petition initiatives, which makes the source of all of them our State Legislature, a fact for which you may draw your own judgments. Here’s a quick summary of the decisions you will need to make at the polls this November: 1. Health Care Services: Attempts to prohibit the new federal healthcare act from forcing people to purchase health insurance coverage. Recently, the U.S. Supreme Court upheld that mandate, so many experts feel that, even if this passes, federal law will override it, making it a moot point. 2. Disabled Veterans Homestead Property Tax Discount: Two years ago, we passed an amendment to expand the homestead property tax discount for combat-injured veterans who were Florida residents at the time of their injury. This amendment simply extends that discount to those who were not residents at the time of their injury. 3. State Government Revenue Limitation: Often called, the “Smart Cap”, this would replace the existing state revenue limitation based on Florida personal income growth with one based on inflation and population changes. 4. Property Tax Changes: Reduces from 10% to 5% the maximum assessment increase of non-homestead and commercial property; prohibits any increase on property that has decrease in value from the prior year; and provides an additional 50% exemption for first year buyers,
which diminishes evenly over five years. The Florida Chamber and The Boca Chamber supports Amendment 4. 5. State Courts: If passed, the legislature would be able to reverse a State Supreme Court ruling by only a simple majority of both houses instead of the current requirement of a two-thirds majority; also the Senate would need to confirm all State Supreme Court judicial appointments. 6. No Public Funding of Abortions: Prohibits use of public funds for abortion except as federally mandated in the case of rape, incest and/or danger of death of the mother. 7. Religious Freedom – Removed from Ballot 8. Religious Freedom: Removes the prohibition, thereby allowing use of public funds to directly or indirectly aid any religious organization or institution. 9. Military Surviving Spouse Homestead Property Tax Exemption: Partial or full tax exemption for the spouse of a military veteran or first responder whose death was service related. 10. Tangible Personal Property Tax Exemption: Increases tax exemption on tangible personal property from the first $25,000 to $50,000. The Florida Chamber, The Boca Chamber and NFIB supports Amendment 10. 11. Low-Income Seniors Additional Homestead Exemption: Full exemption if property is worth less than $250,000 and the low income, 65-plus year old owner has maintained permanent residency for at least 25 years. Please take the time to investigate for the pro and con positions on these amendments. To make sure you know what you are getting, if you support an amendment, read the opposition pieces and vice versa. Also, please rally your family, friends, coworkers, customers, and employees in support of Amendments 4 and 10. The Chamber needs your help to pass these important measures!
VOTE PRO-BUSINESS ON NOVEMBER 6TH On November 6th, you, along with all of your fellow Florida voters, will have the opportunity to vote on numerous candidates running for public office, as well as on 10 state constitutional amendments. The Greater Boca Raton Chamber of Commerce has taken a position on 2 of the ten state amendments on the ballot and 2 of the county amendments. The amendments were vetted through the Chamber’s Government Affairs Committee and then brought to the Board of Directors for final consideration. Please know that the positions taken are in the best interest of the business community and the future prosperity of our community, county and state. Please note the Chamber’s positions below: State Amendment 4 – Support State Amendment 10 – Support County Amendment 1 – Support County Amendment 2 – Support Please encourage your employees, friends, family and neighbors to vote November 6th. Consider allowing your employees to vote during work hours, if that is the only time they have to do so. Recognize those employees that do vote and have a voice in the process. As the organization in Boca Raton entrusted with your confidence to best represent your business interests, your Chamber works very hard to maintain an environment that allows your business to be successful. We take that responsibility very seriously and urge you to support the amendments above. Be a voice, make a difference, Vote on November 6th.

4 Reasons Why You Should Vote Yes On Amendment 4 #1 – It protects YOU from rising property taxes
Did you know that under Florida property tax law, your property tax bill can go up, even if the value of your home goes down? It’s true. Every year your home’s taxable value is re-assessed. That value can increase by as much as 3% every year, and that affects how much you pay in property taxes, even if your millage rate doesn’t change.
#2 – It helps small businesses and renters
Do you own a small business? Do you have a second property that you rent out to a family or local business? Are you a renter? Then you know all about the taxes you pay without a homestead exemption. (Yes renters, you pay it too – your landlords pass it on in your rent.) Under current laws, your assessed property value can go up by as much as 10% each year! Amendment 4 helps non-homestead property owners by lowering that cap to 5% rather than 10%. The result will be lower property taxes over time, and a more predictable property tax environment for businesses.
#3 – It will encourage first-time homebuyers
Maybe you’re looking to buy your first home on your own or with your spouse. Or maybe you and your family had to sell your old home and rent for a while because your mortgage and property taxes became too costly in the recession. Or maybe you lost your job and needed to downsize. Under Amendment 4, any Floridian who has never had a homestead exemption, or who has not claimed an exemption in the last three years can receive an additional homestead exemption of half your home’s value up to $150,000 or half the median home price in the county you live. And that property tax exemption can stay in place for up to five years.
#4 – It will create jobs and stimulate the economy
According to a Taxwatch study, Amendment 4 will create nearly 20,000 new jobs, over 315,000 home sales more than would have otherwise occurred AND add nearly $5.3 billion dollars to the personal income of Florida residents.

Boca Chamber Member News JARC (Jewish Association for Residential Care) will host their 4th annual bowling fundraiser in loving memory of JARC client, Leslie Goldberg on Sunday, October 21, 2012 from 3:00 p.m. to 5:00 p.m. This successful event annually hosts over 240 bowlers, volunteers and supporters. Participants include everyone from ages 1 to 101- JARC residents, family members, friends, and local business partners. Raffle prizes will be donated by local businesses and will be given away during the course of the event George Sacks and Peter D. Reed, Principals of Commercial Florida Realty Services, are pleased to announce Ken Silberling has joined Commercial Florida Realty Services, LLC as a Principal focusing on office leasing and investment sales. Silberling had been Vice President of Leasing and Acquisitions and Director of Business Development at Danburg Management Corporation since 1999. At Danburg, a Boca Raton based commercial real estate investment and development firm, Silberling was instrumental in growing the portfolio from 150,000 to over 1 million square feet and completed well over 500 office and industrial lease transactions. Ken holds a Master of Business Administration from Georgetown University. DryClean To Go, a pick-up and delivery dry cleaning service based in South Florida, hosted its second consecutive clothing donation drive in 2012. This most recent collection, which was done in partnership with the Greater Boca Raton Chamber of Commerce, brought in more than 600 items for the Women In Distress of Broward County organization. Southeastern Printing has received a “Benny” award from the Printing Industries of America for “Best Annual Report” in the organization’s annual Premier Print Awards competition, which translates to “Best Annual Report in the Country. The annual report was produced by Southeastern for The Ford Foundation’s 75th Anniversary. The Benjamin Franklin “Benny” statue is recognized as the “Oscar” of the printing industry - to win, an entry must be flawless. Rutherford Mulhall, P.A. is pleased to announce Erskine C.
