It just so happens to be my birthday month so I might be a bit partial, but it also brings us what just may be my favorite day of the year – the start of Daylight Savings Time! March also marks the beginning of spring. I always look forward to saying goodbye to the dreary days of winter and hello to sunshine and Texas wildflowers. City of Boerne in Final Stages of Implementing the Unified Development Code Encourage Citizens to Participate in Upcoming Public Forums

There is no denying that Boerne is a charming place. It’s quaint and historic downtown, fantastic schools and friendly folks are just some of the many wonderful traits that have caused Boerne’s growth. And like it or not, with growth comes change. However, how the City of Boerne manages that growth and change is vital to preserving our City and it’s small town appeal. As the City and larger region continues to grow, Boerne City leaders recognize the importance of proactive planning. The Boerne Master Plan, which was adopted in 2018, provides a vision that will serve as a blueprint for future development in Boerne for the next 10 years and beyond. One project that is a major step towards implementing this Master Plan is the development of a Unified Development Code, or the UDC. The UDC has been in the works for over a year and is now in it’s final stages of completion. It will combine the various city ordinances related to development into a single document that will include zoning regulations and subdivision regulations, as well as procedures and standards related to construction and public works. By combining the city’s development codes, the City can reduce the number of pages, better relate all sets of regulation to assure less contradiction, minimize redundancy and provide

by Lauren Stumberg a streamlined organizational structure that is much simpler to use. According to Boerne’s Mayor Tim Handren, “The UDC will be a valuable asset for our City as we move toward future development. While many citizens may think that this document doesn’t affect them personally if they are not a builder, a developer, or even have no current interest in making changes to their personal property, the fact is that the UDC will affect the future of our community, and therefore does affect the individual citizens.”

The City encourages interested citizens to come, participate and ask questions regarding the UDC at the upcoming Public Forums on March 31st & April 14th! With over 400 pages in the UDC, the Steering Committee which consists of Mayor Handren along with Brian Fowler, Ben Adam, Ben Eldredge, Travis Roberson, Guy Sanders, Ross Partlow, and Chesney Dunning, has been hard at work looking at current ordinances, cleaning up conflicts, fixing mistakes and modifying the City’s current devel-

opment process to be more modern. Conversion to a Unified Development Code is intended to make the development process more efficient in Boerne and to facilitate design oversight in keeping with community vision. In addition to a change in the structure of these regulations, the City will also be converting to a web-based format, so that the development code is more accessible and user-friendly. Finally, the City will be drafting a Handbook, which will serve as an abbreviated and illustrated version of the complete UDC, with sections addressing frequently asked questions, contact information and a summary of the development process in Boerne. One of the changes in the UDC is the addition of Overlay Districts, which member of the UDC Steering Committee, Brian Fowler, is particularly excited about. “Each overlay district whether North Main, River Road, Herff Road or even our entrance corridors along Highways 87 and 46 to our old neighborhoods like the Flats and those surrounding Oak Park Drive illustrate our town’s many unique qualities and personalities. With the UDC we now have the opportunity as a community to define each districts’ historical, economic (past and future), cultural and neighborhood characteristics that create its personality. We want to take these ”personality traits” of


each district and determine how they can be incorporated into design standards that apply to architectural materials, signage, streetscapes, landscaping, etc. for that district. We want everyone who works and lives in a particular district to be proud of their area of town. As our city grows the overlay districts will help preserve our heritage and personality as a City just like our historical district has done the past 25 years. I look forward to working with everyone as we participate in building a more beautiful Boerne,” said Fowler. Another Steering Committee member, Ross Partlow is also enthusiastic about the Overlay Districts. According to Partlow, “Determining one change associated with the UDC that will have the most impact is difficult. I believe it is the comprehensive set of changes that have been incorporated into the UDC that will provide Boerne the ability to manage growth while maintaining the uniqueness that Boerne offers. With that said, I believe establishing the overlay districts may be the most impactful. They will allow the city to ensure that certain areas of town have distinction. Maintaining distinction in existing areas while providing distinction in other areas for future development will provide diversity in the community into the future allowing Boerne to maintain its charm and uniqueness that we all enjoy.”

While there is a lot of legal and technical language that the majority of the public may find a bit mundane, the truth of the matter is that the UDC is an important step for the City of Boerne. Mayor Handren added, “Those of us at the City all live here and care about the future of Boerne. We are making sure this will still look and feel like the Boerne we know and love for many years to come. There are many good preservation changes in this document, things that will allow us to make sure that our City is not being built up in a way that we don’t like.” Something that UDC Steering Committee member Guy Sanders finds important in this document is the ability to change or evolve as needed. “The #1 change is (will be) the ability to change. The idea that any final product is not considered a perfect document and that an identifiable missed opportunity for clarity can be updated through a reasonable process and timeline... granted what the process is or timeline to my knowledge has yet to be nailed down,” added Sanders. As the UDC enters its final stages of completion, there will be two public hearings on March 31st and April 14th during the City Council Meetings. This will be a time for the public to come and ask questions. Once finalized, the UDC would then be adopted in April. The City encourages interested citizens to come, participate and ask questions regarding the UDC. BBM

A divorce not only causes major emotional trauma, but individuals also face complex financial challenges associated with the change in their life's circumstances. Let’s look at some of the common financial mistakes people often make when going through a divorce and suggestions to alleviate even more stress during this life changing event. 1. FAILURE TO ESTABLISH A BUDGET Key questions include: • What realistic purchases do I need to make? • Do I have enough income to maintain my home and the lifestyle to which I'm accustomed? • Is there anything I need to give up? 2. NEGLECTING TO IDENTIFY SHORT AND LONG TERM FINANCIAL GOALS Establish a roadmap outlining your goals by asking these questions: • What is my desired retirement date? • What savings are needed for my children’s college education? • Do I have an emergency fund established? 3. FAILURE TO CONSIDER ATTORNEY'S FEES Average legal fees associated with divorce proceedings range from approximately $15,000 to upwards of $100,000 for more complicated marital estates. Amy Bierstedt has a passion for handmade items. Not only are the products that she sells at her own business, From Scratch Farm, handmade, but she has now opened up her location on north Main Street in Boerne to other makers as well. The newly reimagined store is now the home of Handmade on Main. “I love supporting my fellow makers and small business owners,” said Bierstedt. “From Scratch Farm was solely occupying the space, but there was plenty of room to add more vendors and create a really fun handmade co-op. A place where shoppers

Amy began her handmade journey about seven years ago


when she began creating products that care for you and your home, made with the most natural and simple ingredients she can find. According to Bierstedt, “I went through my home and looked at the products that I was using. If I could make it better I did.” In fact, the products created at From Scratch Farm consist of about two to six ingredients, all of which are natural, non-toxic and almost always contain essential oils and never any dyes or perfumes. The From Scratch Farm products include items to cleanse and freshen your home, pamper and moisturize your skin, and refresh your soul. There are lip

balms, vapor rubs, body scrubs, soaps, room sprays, laundry detergents and allpurpose cleaners just to name a few. “We offer low-cost refills on many of our products too! This is a great way to restock on your favorite products without the waste of needing a new container,” she said. Amy also began carrying additional sustainable products that compliment the From Scratch Farm line. One of my favorite ways to do that is through recipes or celebrating fun, quirky holidays. As I began to observe these holidays such as National Ice Cream Day or National Margarita Day, I noticed that there was no National Handmade Day, so of course I had to make one!” said Amy. According to Bierstedt, the app that she was using to find out about these holidays actually had an application form. She filled it out, it got approved and just like that she created National Handmade Day, which is celebrated every first Saturday in April! “This year we are having an event to celebrate National Handmade Day here at Handmade on Main. The event is April 4th and will be a celebration of makers, making and all things handmade! Come for the fiesta (chips, queso, margaritas) and stay for the fun!” The event will feature a few make and take bath and body projects, and Craft Tree will offer intro to crochet lessons! Next Door at Gina Marie’s Art Studio will be a fiesta-themed art or craft project and Waligora Signs will be offering a special custom-sign

In addition to the National Handmade Day event, Bierstedt will be participating in numerous markets throughout San Antonio and the hill country. As much as Bierstedt loves handmade, she also loves small businesses. “As the owner of a small business, I know how much it means to me and my family when people choose to shop with me. I need my business to do well, to support my kids and set a good example for them. I am trying to teach my sons the importance of shopping small and have really shifted my purchasing habits. I realize how hard it is to get people through the door and I not only want to encourage everyone to shop small, but I want to practice what I preach,” said Amy. “Through shopping small, I not only get to support my fellow local businesses, but I have created so many wonderful friendship and connections.” Some of those connections Bierstedt is referring to are members of the local Boerne Retailers’ group. “I have never felt such support for my business as with this group,” she said. The Boerne Retailers’ Group organized their first Style Show &


Shopping Event last fall and it was a huge success. Bierstedt, who has been an integral part of this event, is one of the main organizers and head marketing person for the event. “The Boerne Retailers’ Style Show & Shopping Event was the brainchild of Joli Boutique and is a fantastic way for the Boerne community to come together, support local businesses and raise money for a fantastic charity, the Kendall County Women’s Shelter. It has grown and this year will have even more fashion on the runway, more pop-up shops and an exclusive after party with music from The Klocks! It takes place on March 21st, be sure to get your tickets!” Through all of her hard work, Amy hopes to inspire others to join her in her support of the shop small and shop local movement. Bierstedt ends by saying, “Being a business owner is hard. Doing it as a woman, in what has been a man’s world, is harder. For me, doing it as a maker and single mom has been the most difficult thing I’ve ever done. February 8th just may have been Boerne’s sweetest day of the year! On that day, the annual Boerne Chocolate Walk took place and event ticket holders flocked to the Hill Country Mile to shop and gather up their chocolate treats from the participating stores. The walk allowed participants to visit firsthand Boerne’s unique stores, galleries and restaurants. Each year, tickets for the Boerne Chocolate Walk sell out quickly and each ticket includes a map of the participating businesses, a bag to collect your treats and a raffle ticket. As ticket holders shop downtown Boerne, they make sure to visit each participating location, receive their special treat, and once they have visited all the stores they then returned the raffle ticket for a chance to win some very nice prizes that were donated by the participating store owners. Aid the Silent Turns Five

A YOUNG DEAF CEO WITH HER NONPROFIT TEAM OF ALL WOMEN SERVICE 229 DEAF CHILDREN IN TIME FOR THEIR 5TH BIRTHDAY

Aid the Silent has been breaking through barriers since its inception in 2015. Most nonprofits fail within the first three years and many odds were stacked against this organization that services deaf and hard-of-hearing children and teenagers. The founder was just 18 years old in 2015 and the main goal was to give hearing aids and resources to 10 children a year. The staff now consists of six women and in 2019 serviced 229 deaf and hard-of-hearing children and teenagers with resources such as classroom equipment, hearing aids, summer camps in Colorado and across Texas, ASL lessons and speech therapy. Aid the Silent was able to grant 16 Educator Enrichment applications for teachers of the deaf across San Antonio and surrounding areas to equip their classrooms with missing curriculum, provide full accessibility for entire field trips, as well as fund continued education conferences specializing in deaf education. The impact was astounding once the team sat down and calculated the 229 lives directly impacted from these tools and resources. These children are given equal access to education, camping experiences, social activities and deep meaningful relationship through communication and language that changes the trajectory of their lives. “I walked around our offices, which are bursting at the seams with interns and our team members and watched in amazement as filming was taking place to share stories about some of our

greatest supporters of Aid the Silent at our upcoming Annual Gala. I sat on my office floor in tears to count a total number of deaf and hard-of-hearing children we directly impacted in 2019,” said Executive Director and Founder Emma Faye Rudkin. “This is a miracle we are living out, a part of a grander rescue operation for deaf children. It is truly beyond my wildest dreams for my 18-year-old self, terrified and young to start Aid the Silent. Here’s the message… do what is scary, do what no else is doing, say “yes”, show up, be faithful. Be 18 and terrified and say “yes” to the God-size dream.” The nonprofit celebrated five years at the Witte Museum on February 28th during their Annual Gala. A special night that not only highlighted the needs among the deaf and hardof-hearing population but also honored military members and veterans who are coming home with hearing loss as their #1 war injury. SSG (Ret.) Shilo Harris was the keynote speaker and shared his experience of surviving an explosion that not only severely burned over 35% of his body but also caused significant hearing loss. Many donors came forth and bought seven tables that were donated to our men and women in service and honored them on this night. The master of ceremony, Ursula Pari, anchor for KSAT12 and host/speaker of the event, Emma Faye Rudkin, also spoke on how hearing loss has affected their lives.
