I really love spring! I love the flowers, the warmer weather and I especially love Daylight Savings Time - come on March 14th! Spring is a busy time for my family, but a fun time! There are early morning soccer games and evening T-ball games, lots of birthdays, fun holidays and backyard crawfish boils and barbecues. As the weather warms up it seems like there is more to do around Boerne and the hill country too! After that dreadfully cold week in February I am more than ready to embrace this new season. This issue of Boerne Business Monthly we feature a brand new local attraction, The Old Jail Museum. Not only is it super cool to get to step back in time into a jail that was built in 1887 and operated for 99 years, but it is filled with all sorts of interesting and unique local history memorabilia! In just a few days, we will experience the vernal equinox – one of the two times in the year when the sun is exactly above the equator. Apart from this astronomical anomaly, though, the equinox is mostly known as the beginning of spring – a fresh beginning and the time to spruce things up. This year, as you tidy up your home and surroundings, why not also consider some financial spring cleaning?
Here are a few ideas for getting your financial house in order:
“DE-CLUTTER” YOUR PORTFOLIO Over the years, many of us tend to pick up duplicate items that find their way into the nooks and crannies of our homes, gathering dust and remaining unused. Over time, your investment portfolio can also accumulate redundancies – that is, you might own several investments that are essentially similar. It might be appropriate to replace some of these and broaden your holdings. OWN YOUR INVESTMENTS PURPOSEFULLY You own certain things for certain reasons – a broom to sweep the floors, a microwave to heat the food and so on. As an investor, you should be following a goal-based strategy that includes the matching of certain investments with certain objectives. For example, you might own stocks or mutual funds to eventually provide the capital appreciation potential you’ll need to retire comfortably. But you might also own other vehicles, such as bonds or other fixed-income investments, to provide you with a source of regular income. “DUST OFF” YOUR INVESTMENT STRATEGY Over a long winter, your windows can get dirty and grimy, so, when spring arrives, you may want to get out the glass cleaner – and when you’re done, you’ll be able to see out more clearly. Over time, your investment strategy may
get somewhat “dusty,” too, especially if you’ve experienced significant changes in your life, such as a new job, a new child or even a new plan for retirement. By periodically reviewing your investment strategy, you’ll be able to clarify your vision for the future. PROTECT YOURSELF FROM HIDDEN DANGERS If you poke around your garage, shed or other storage area, you may well find some objects – gardening tools, paint thinners and engine fluids, leaning ladders and so on – that could be dangerous, either because they aren’t stored properly or they’re hard to see and can cause trips and falls. As part of your spring cleaning, you’d want to get these objects out of harm’s way to safeguard yourself and your family. But when you think of your financial situation, are you also exposing yourself and your loved ones to risk? If something were to happen to you, could your family members stay in their home? Could your children still go to college? To help keep their lifestyle intact if you weren’t around, you’ll need adequate life insurance. And to avoid burdening your grown children with potentially huge expenses should you ever need some type of long-term care, such as an extended nursing home stay, you may want to talk to a financial advisor about protection strategies. By taking some spring cleaning measures, you can brighten your living space for the seasons ahead. Biden Tax Reform

With the elections finally well and done, it is now prudent to consider the possibility of significant tax reform occurring during President Biden’s administration. President Biden’s general position on tax reform is that corporations and high-income individuals need to pay more taxes to fund various efforts on climate change, healthcare, education, wealth inequality, etc. As tax professionals we can offer educated guesses based on legislative history and campaign trail proposals. TAX INCREASES Please note that many of these changes refer to an income threshold of $400,000 per year, a figure President Biden has referred to repeatedly. It is not clear whether his references to this figure assume an individual or household income of $400,000, but most experts assume the latter. • The top marginal tax rate (the maximum rate at the highest tax bracket) will increase from 37% to 39.6%, which was the top marginal rate prior to the Tax Cuts and Jobs Act (TCJA) put in place under the Trump administration. Note that the reduction of the top marginal rate provided by TCJA was written as a temporary change ending in 2025. So, the top marginal rate will return to 39.6% at that time without further action being taken. • Households making over $1,000,000 per year would pay taxes on qualified dividends and long-term capital gains at their marginal rate (as high as 39.6%) rather than the modified rates currently levied against this type of income (as high as 20%). • The estate tax exemption (the value an estate can be before estate taxes are generated) would be lowered from $10,000,000 (not including indexed inflation) to $3,500,000. The tax rate would increase from 40% to 45%. • Currently the social security portion of payroll taxes is levied only on the first $142,800 of wages. It has been proposed to also levy social security payroll tax on wages over $400,000. This would create a “donut hole” of wages between $142,800 to $400,000 in which social security tax would not be levied, but it would be levied on any amount of wages not in that range. • Reinstate the Pease limitation that was temporarily suspended by the TCJA. The Pease limitation phases out itemized deductions with a maximum cap of 28%. For example, an individual would only receive a deduction for 28% of their itemized deductions. Biden would alter the Pease limitation to only affect households making more than $400,000 per year. The temporary suspension of the Pease limitation provided by the TCJA will expire in 2025, so it will return at that time without further action. • The qualified business income deduction would be phased out for all households with income over $400,000 per year. This deduction was introduced by the TCJA and provides a 20% deduction for business income and some real estate investments. • Elimination of 1031 like-kind exchanges, which are currently used to defer income tax generated on the sale of real estate. TAX DECREASES President Biden would use some of the revenue generated by tax increases on corporations and high-income individuals to provide targeted tax relief to lower- and middle-class families. Below are some of the changes that have been suggested: • The child tax credit would be increased from $2,000 per child to $3,000 per child ages 6 to 17, and $3,600 for children under the age of 6. • The childcare tax credit would increase from $3,000 for one child and $6,000 for two or more children to $8,000 for one child and $16,000 for two or more children. • A new caregiver tax credit of $5,000 would be created for individuals caring for elderly or ill family members.

• The first-time homebuyer tax credit would return, this time for an amount up to $15,000. • A tax credit for low-income renters would be created that would cap housing costs at 30% of income. • Various energy-saving tax credits would be restored and/or expanded, such as the electric vehicle tax credit TIMING Most tax professionals see Biden tax reform as inevitable. Congress is currently working on another round of COVID-19 relief measures, and perhaps after that they could begin working on a tax reform package. Even if that were to occur, tax reform would likely not be finalized until this summer or later. Regardless of the exact timing of tax reform, there is the question of whether changes will be retroactive to 01/01/2021 or will begin on 01/01/2022 or 01/01/2023. Unfortunately, no one can answer this question at the moment. CONCLUSION I strongly advise readers to consult with their tax professional regarding Biden tax reform. Paul Barwick and Dean Sprowl, two local men with a passion for the area’s rich history, have poured their hearts, souls and countless hours of hard work into restoring this historic jail that was built in 1887. This new local attraction will house Kendall County artifacts and pieces of history. According to Barwick, “The jail itself is an attraction. Primarily, most people just want to see inside of this jail that was in use for 99 years! However, once inside we have plenty of exhibits that will be of interest to local residents and guests of all ages. These exhibits will become as big of a draw as the jail itself. We want to become the Best Little Jail Museum in Texas.” So how did all of this come about? Paul Barwick, the City of Boerne’s Special Projects Director, and Dean Sprowl happened to meet when Sprowl was giving a talk on Camp Verde and Camel Corps to members of the Genealogical Society of Kendall County. The two hit it off and soon discussed the idea of restoring the historical jail. “We knew that the building was available, we just weren’t quite sure how to go about securing it for our museum,” said Sprowl. “We began by talking to a few of the county commissioners and getting some helpful guidance. Once we had secured our vision for the building we were able to make a presentation to the County. They liked the idea, continued on page 18
HISTORY OF THE HISTORIC KENDALL COUNTY JAIL The existing historic Kendall County Jail is the third jail for the county. It was constructed in 1887. Just as Kendall County’s 1870-1880 growth spawned the first jail’s removal in 1876, the next decade saw almost as many new county residents. Growth lead to the Court’s decision to add a second story to the Courthouse in 1885, and just two years later, plans for the third jail emerged. The cells were purchased from the Pauly Jail Building and Manufacturing Company of St. Louis, Missouri. Two steel clad minimum security cells on the south side of the building and two maximum security cells on the north side of the building. The jail remained in service until 1986 – that’s 99 years! The two-story cube conforms to typical patterns for late nineteenthcentury jails. The ground story contains sheriff’s quarters, while the cell blocks occupy the upper level. Fine stonework distiguishes the jail. P.J. Pauly, Sr. of St. Louis, Missouri, and his family were steamboat blacksmiths on the Mississippi River. Mr. Pauly began fabricating portable jail cells that could be mounted on flatbed wagons, the perfect solution to the detention problem of that day. Jail dimensions were 7’ long by 5’ wide by 7.5’ tall. The quality of workmanship of these Pauly jails and ones to follow set the industry standard. Over time, the name “Pauly” came to be associated with traditional jail and prison construction throughout the United States. provided funding for necessary building improvements and we secured a 10-year lease with an option to renew after that time,” Sprowl added. A nonprofit was formed, Friends of the Kendall County Historical Jail, and board members include Dean Sprowl, David Phillip, Roberta Belanger, Bryan Degner, Ron Cisneros and Paul Barwick. Once the lease was signed and the plan was in place, that’s when the renovation began. “It took us over two years to get the structure itself fixed. We had to save the building. It is basically a new building on the inside with new electrical and AC, new plumbing, new plaster walls and new flooring. There was a lot of sweat equity on our part to make these changes happen and we were thankfully able to call in a lot of favors as well,” said Sprowl. Now that the structural work on the building has been completed, the pair has been able to focus on what would go inside. “We want to share the history of Kendall County with locals and tourists alike. We will soon be speaking with the Boerne Independent School District hoping to arrange field trips for local school children too,” said Barwick. “Our goal is to find and display the unique and rare artifacts, photographs and stories of Boerne and Kendall County. hunt for interesting pieces of local history to exhibit. “If anyone has local heirlooms or artifacts we would love to see those and talk to them regarding guest collections to be displayed in the museum,” added Barwick. There has not been an official date set as of yet for the opening of The Old Jail Museum, but Barwick and Sprowl are looking at sometime in April to open the doors and set their permanent hours. “Until we set our hours, we encourage people to stop in if they see us working on the museum. We love to give tours and show everyone what we have been up to. We also have some really fun things planned for when we do open including a car show and Prison Blues concert with Elvis and Johnny Cash at the Jail,” Sprowl said enthusiastically! “We are very proud of what we have been able to accomplish through this museum and can’t wait for others to be able to experience it and learn more about our local history!” BBM

According to Bob and Heather Surber, owners of The Branded Iron, “We started this business because we realized that there was a need for small entrepreneurs to be able to get high-quality items without the hidden setup fees and large minimum order requirements that often come with these custom items.” The Surber’s middle son is a competitive archer and wanted to design his own line of archery related apparel. “While helping him source product for his line we became all too aware of the challenges facing small businesses when it comes to creating small quantities of custom merchandise. Eventually, Heather and I decided we would invest in a commercial embroidery machine and create the hats for our son ourselves,” said Bob. “How hard could it be, right? As it turns out, there was quite a bit to learn to operate the machine, but we figured it out!” Word got out of what the Surbers were doing and they began to pick up a few additional clients that needed caps or other items embroidered. “We were already familiar with the sourcing process so it was easy for us to help others,” said Heather. “Our business began to grow as more and more people heard of us through friends and family. People really seemed to appreciate our business model with the no minimum purchase and no set up fees. In February of 2020, we decided we should really make a go of our side business and filed our businesses name. In June of 2020, Bob got word that his job was being outsourced and that is really when we decided to go full time. In September we launched the business. Doors just kept opening and God had a plan for us as he prepared Bob to step into this business full time.” “Every time a new client would contact us, it seemed like they want-

ed something we had never done before. We were definitely groomed along the way, but each time it has helped us to step up and add another service that The Branded Iron can offer,” said Bob. “Someone contacted us wanting a simple one-color t-shirt with their company logo on it so I took a local screen printing class and figured out how to do that. Now we have a full blown six-color press. We purchased
a laser-engraving machine for custom cups, flasks and even ammo tins and cutting boards. It has been exciting to see our business grow as we continue to learn new things and offer additional products and services.” The Surbers love being able to work with other local companies to help each other build their businesses. “We built our business on Proverbs 27:17, As iron sharpens iron, so a friend sharpens a friend. Watching our clients experience a new sense of pride when they see their logo on these products has been really rewarding,” added Bob. “There is definitely a different level of stress in running your own business, but the look on people’s faces when they see what we have created for them makes it all worth while!” Bob and Heather believe in supporting the local community too. In the spring of 2020 when Covid-19 shut down the local retail stores they had the idea to create a “Boerne Strong” line of t-shirts and stickers to benefit local businesses. According to Heather, “We reached out to Reagan Harris at The Pearl Antler about selling these shirts to them at cost and they could keep the profits. Not only was she in, but there were several other local retail stores that wanted in on the project! The t-shirt and sticker sales not only helped out the local participating stores, but they were also able to make a donation to the Kendall County Womens Shelter out of the proceeds!” You can still see The Branded Iron’s “Boerne Strong” artwork throughout Boerne as the Greater Boerne Chamber of Commerce asked if they could use the logo on their marketing efforts to help local retailers and restaurants! Along the way, The Branded Iron has started to work with local boutiques to help them design their own custom shirts for sale as well. “It has been amazing to watch as our business continues to grow. We have been blessed with amazing clients, of which 99 percent of them
have come to us by word of mouth. We have helped dozens of small businesses with everything from staff apparel to products ready for retail and a bunch of stuff in between!” BBM

KENDALL COUNTY UNANIMOUSLY APPROVES GEORGE’S RANCH MASTER PLAN
On February 22, 2021 Kendall County Commissioner’s Court unanimously approved the Master Plan for George’s Ranch, the latest, large-scale community to be meticulously planned and developed by The Lookout Group of Austin and Boerne. George’s Ranch will be an all acreage, low density estate community located on HWY 46 just east of its “sister property,” Esperanza, in Boerne. Named for its original owner – George Wilkins Kendall, the namesake of Kendall County, George’s Ranch is a storied, legacy ranch in the Texas Hill Country. The Lookout Group intends to pay homage to George Kendall’s pioneering legacy and prominent place in Texas’ history. The barn and homestead associated with Geo. Kendall will be lovingly repurposed and restored for use as ranch amenities.

The 1140-acre community will be gated with over 800 custom homes from the $500’s to One Million plus. Buyers in George’s Ranch will have the option of building a custom home on their own estate with their preferred builder or selecting a completed home from a curated group of builders selected by the developer. The City of Boerne has agreed to provide water for the community and homes will have onsite septic systems. The goal for both the county and the developer is to tread lightly on the land and keep creeks and drainage ways as untouched as feasibly possible. “As a developer, we are thrilled to have the opportunity to deliver another Boerne community that is distinct and deep rooted in Texas history,” states Bill Hinckley, owner of The Lookout Group. “You can own a piece of history right here in Kendall County. Foot Pain Might be a Symptom of Poor Circulation

There are many causes for leg pain, but one of the main reasons is poor circulation which can lead to numerous health conditions or worsen those you already have. There are many causes of poor circulation, including diabetes, high blood pressure and high cholesterol. Smokers are also at a high risk. The reduced blood flow results in less oxygen being delivered to all parts of the body, which can hinder the body’s ability to function normally. Poor circulation that is not addressed can develop into a serious disorder, and can lead to amputations, strokes and heart attacks. SYMPTOMS OF POOR CIRCULATION If you can’t seem to escape the pain,

you may have poor foot circulation. The most common symptoms of poor circulation include: • Painful cramping of the muscles in the hip, thigh, or calf after activity (claudication) • Leg numbness or weakness • Coldness in the lower leg or foot, compared with other parts of the body • A sore, poorly healing wound or ulcer on the toe, foot, or leg • Change in skin color or shiny skin on the legs • Hair loss or slower hair growth on the feet and legs • Slower toenail growth • No pulse or a weak pulse in the legs or feet
CAUSES OF POOR CIRCULATION There are several different causes of poor circulation. Peripheral Artery Disease Peripheral artery disease (P.A.D.) can lead to poor circulation in your legs. P.A.D. is a circulatory condition that causes narrowing of the blood vessels and arteries. This occurs when plaque builds up in the artery walls and reduces or stops the blood from flowing. Plaque is a sticky substance of cholesterol, calcium and fibrous tissue. Plaque can cause arteries to become narrow and stiff, a process called atherosclerosis—also known as hardening of the arteries. Over time, reduced blood flow in your

extremities can cause: • numbness • tingling • nerve damage • tissue damage Varicose Veins Varicose veins/Venous insufficiency is a condition associated with the inability of the venous system to adequately return blood from the legs back to the heart and lungs. The veins appear gnarled and engorged, and they’re most often found on the back of the legs. The damaged veins can’t move blood as efficiently as other veins, so poor circulation may become a problem. Diabetes Diabetes can play a role in causing poor circulation in certain areas of your body including feet. Diabetic patients will often complain of cramping in your legs, as well as pain in your calves, thighs, or buttocks, especially during times of activity. Sometime diabetics have a difficult time detecting the signs of poor circulation. Obesity Carrying around extra pounds puts a burden on your body. If you’re overweight, sitting or standing for hours may lead to circulation problems. TREATMENTS There is a lot you can do to prevent poor circulation in your legs. In addition to following your doctor’s advice, you can make lifestyle changes that will greatly reduce your risk factors for poor circulation. Smoking cessation not only improves blood circulation but also prevents a host of other diseases, including diabetes. Regular exercise — at least 30 minutes a day — will help tremendously. Eating a healthy diet with fruits and vegetables is also important for good health, and helps the body function normally. If there is little improvement through these efforts that might be an indication of a more serious medical condition which can require the care of a physician to properly diagnose, manage and treat. In some cases angioplasty or stenting may be performed to improve circulation, but more advanced cases might need surgical bypass or endarterectomy.
