publisher's note Hey Boerne! It looks like we are seeing a light at the end of the tunnel! At the time that I am writing this, Boerne is in the beginning stages of being able to start opening back up! We can (in limited capacity of course) go eat inside of a restaurant or go shopping at our favorite stores! Those are just a couple of the activities now allowed by Governor Abbott, but any little bit of normalcy is a breath of fresh air. Let’s not forget to continue to join together to support our local, small businesses that make our community the great place it is. EXERCISE?
I
“Is walking good exercise?” We get that question a lot here at PVA. In order to answer that question, we’d like to share the following information about blood circulation. Your body has 6 quarts of blood that circulates through your body three times every minute. That works out to about 500 miles an hour. In one day, your blood travels a total of 12,000 miles. Amazingly, that’s four times the distance across the US from coast to coast. So the answer to “Is walking good exercise,” is yes! Walking is easy, free and the benefits for good health are many. Walking also helps your blood make its long daily journey through your body. Of course, you don’t have to walk anywhere close to 12,000 miles! To help your circulation, physicians recommend walking 30 minutes or two miles a day. That is something that almost everyone can do, or that they can build up to. Walking is one of the easiest forms of exercise and the health benefits can be lifechanging. All you need is a good pair of shoes, comfortable clothing and the desire to get your heart rate going. Here are a few tips to guide your activity: Start off with slow, short sessions and build gradually. Use a tracking device to know how far you traveled. Watch your posture and walk tall. Good posture allows you to take full breaths and engage your core, buttock and leg muscles for a natural walking stride. Drink plenty of water before, during and after walking. Water helps you regulate your body temperature and lubricates your joints. Incorporate a warm up, cool down and stretches into your routine. This helps reduce sore muscles and lessens your risk of injury. Develop a habit by walking at least 5 days a week. Cardiovascular exercise like walking burns calories, can boost your mood and decrease stress. When you find yourself asking yourself, “Is walking good exercise?” Remember: your body works hard for the blood to carry oxygen and other important nutrients, proteins and chemicals to different places in your body, so give it a little help with a new walking routine. Just take it one step at a time. Any exercise that gets your heart rate up will give your more energy, help improve your circulation, reduce your risk of illness and disease and help you look and feel good.BBM

GVTC and The GVTC Foundation Award $150K in Scholarships to Local Students
In an effort to further support local communities, GVTC and The GVTC Foundation are awarding $150,000 in scholarships in 2020 to area students pursuing higher education. Recently, The GVTC Foundation granted $50,000 of those funds to four graduating seniors in GVTC’s service area. Three students from Boerne ISD and one student from Comal ISD are the recipients of The GVTC Foundation’s 2020 Scholarships. THE GVTC FOUNDATION’S 2020 SCHOLARSHIPS AWARDED With the help of the New Braunfels Area Community Foundation (NBACF), the four deserving recipients of this year’s GVTC Foundation Scholarships were selected from a vast pool of applicants. The competition was steep, but so, too, were the outstanding accomplishments of each selected candidate. Alex Ivey and Sarah D’Spain, both from Boerne High School, received The GVTC Foundation’s $20,000 scholarships. Alex earned the $20,000 Ritchie T. Sorrells Scholarship for Leadership, and Sarah earned the $20,000 Ola Armstrong Scholarship for volunteerism. Rhiannon Hayes from Comal Academy and Cameron Bourgeois from Boerne Champion High School both received Vocational/Technical scholarships worth up to $5,000 each. ASPIRING STUDENTS Alex Ivey - the recipient of the Ritchie T. Sorrells Scholarship for Leaders - demonstrated his extraordinary leadership skills through multiple roles within the Boy Scouts of America, Boerne High School’s UIL Speech & Debate team, and Boerne High School’s Drumline as Captain and First Percussionist. He will be attending The University of Texas at Austin in the fall and plans to earn a Bachelor of Science degree in International Studies. After he completes his undergraduate degree, his goal is to gain dual master’s degrees at The UT School of Law and LBJ Public Affairs, where he hopes to work in diplomacy for the United States. Sarah D’Spain - the recipient of the Ola Armstrong Scholarship for volunteerism - showed her incredible community involvement through her extensive work volunteering for Boerne High School’s Student Council, Church ACTS Program, Boerne Outdoor Academy, SAM’S Kids Student Foundation, Camp C.A.M.P., and Boerne Young Life. She will be attending Notre Dame in the fall and plans to specialize in Neurology to better serve and aid the special needs population in her community. Rhiannon Hayes - the recipient of one of $5,000 Vocational/Technical Scholarships - impressed the judges with her extensive work and dedication to her passions, including graphic design and technology. Immersing herself in the creative industry, Rhiannon plans to attend St. Phillips Community College and earn a Bachelor of Science degree in Web & Mobile Development.

He will be attending Texas State Technical College, where he will be a part of the Diesel Equipment Technology Program in the hopes of one day opening up his own mechanics business. GVTC SCHOLARSHIPS FOR PROMISING STUDENTS As a cooperative, GVTC is in a unique position to award scholarships throughout its communities from escheated funds remaining from its Capital Credits program. Each year, GVTC awards these excess funds to rural high school students in need. In 2020, GVTC will be dispersing $100,000 to fifty high school seniors nominated by their school’s faculty and staff worth $2,000 each. As a local ISP, GVTC understands and values the meaning of being local, and with each contribution made, it hopes to enhance the quality of life for those throughout its communities. HOW SHOULD YOU PUT YOUR RECOVERY PAYMENT TO WORK?
You may have received, or soon will receive, a payment from the government as part of the $2 trillion Coronavirus Aid, Relief and Economic Security (CARES) Act. How can you make the best use of what you receive? First, here’s what to expect: If you file taxes as a single person, you’re eligible for a one-time payment of up to $1,200, but this amount decreases if your adjusted gross income on your 2019 tax return (or 2018 return if you haven’t yet filed for 2019) was more than $75,000, and the payment is eliminated altogether if your income was $99,000 or more. If you’re married and file jointly, you’ll get up to $2,400, reduced for incomes over $150,000 and eliminated at $198,000. You’ll also get an extra $500 for each dependent child under age 17. So, what will you do with this payment? Here are a few suggestions: USE IT FOR CURRENT EXPENSES. Of course, you may well need the money to help meet your current expenses, particularly if your employment has been affected by the virus. However, first look for other ways to reduce these costs. For example, the CARES Act also provides assistance and payment deferral for federal mortgages and federal student loans. Your financial institution also may be offering assistance if you do not have a federal mortgage or student loan. You might also consider delaying your taxes until July 15, when they are now due. BUILD AN EMERGENCY FUND. In any economic environment, it’s a good idea to keep three to six months’ worth of living expenses in cash or a cash equivalent – and in these challenging times, this type of emergency fund may be more
necessary than ever. Plus, by having such a fund at your disposal, you may be able to avoid dipping into long-term investments to pay for unexpected costs, such as a major car repair. INVEST FOR OTHER GOALS OR REDUCE DEBTS. If you already have an adequate emergency fund, and you feel that you’re financially stable, you could use your CARES payment to invest for retirement, education or any other goals you may have, and given the recent market downturn, with investment prices down, you may find some compelling opportunities. Or, you could use your payment to eliminate, or at least reduce, any highinterest, non-deductible debt you may be carrying. SUPPORT CHARITABLE ORGANIZATIONS. During this difficult period, the demands on many charitable groups are greater than ever – and these groups could use as much support as possible. And now, thanks to another provision of the CARES Act, when you contribute cash to charitable organizations, you can receive a tax deduction – known as an above-the line deduction – of up to $300 from your taxable income, even if you don’t itemize. (This rule only applies to charitable contributions made in 2020.) You can find some good uses for your CARES payment – so plan ahead and make the moves that are best for your situation. For Vision Source Boerne, the year 2020 marks a special milestone. This April the practice celebrated 20 years in business! Not only is 20 years of serving the local community something to be proud of, but in an industry where 20/20 vision is often referred to as the standard of visual acuity, that makes this even more special.

The pair bring years of experience in a friendly environment; qualities that have made the practice the leading provider of vision care products and services in Boerne. “We want to help you achieve and maintain clear vision

Vision Source Boerne offers comprehensive vision examinations at their optometry office and specialize in the diagnosis and treatment of a wide array of eye diseases, conditions, and problems. “We use advanced diagnostic technology and vision correction products and are committed to improving the quality of life of persons in the Boerne community through enhanced vision,” added Dr. Arrieta. Dr. Arrieta and Dr. Nguyen want to give their patients the gift of good vision. “My favorite part of being an optometrist is helping people with problems that they may not have even realized were related to their vision. For example, patients often tell me they hate reading, but once we get their vision corrected that all changes,” said Dr. Nguyen. For Dr. Arrieta it is the “wow factor” that patients
experience that puts a smile on his face. “When I see a patient’s eyes light up at the sight of leaves on a tree, or the little details in life that they weren’t able to experience before, that makes me happy.” Dr. Arrieta added, “It is really rewarding knowing the positive impact you can have on someone’s quality of life when you improve their vision or eye health.” The doctors also really enjoy being able to counsel and mentor kids and especially teenagers when it comes to their eye care. “It is an opportunity to be able to provide them with something that they can take and use that will make their learning experience better,” said Dr. Arrieta. Having practiced in Boerne since July of 1999, Dr. Arrieta took over an existing local practice and joined the Vision Source network in April of 2000. He is licensed as a Therapeutic Optometrist and Optometric Glaucoma Specialist. This allows him to treat and manage eye diseases, including eye infections, removing ocular foreign bodies, diagnosing glaucoma, diabetic and hypertensive eye diseases, and co-managing laser vision correction procedures. Born and raised in Florida, Dr. Arrieta received his undergraduate degree from Valdosta State College and his Doctor of Optometry degree from Illinois College of Optometry. After graduation, he proudly served in the U.S. Army in Oklahoma. While at Ft. Sill, he served as chief of the basic training in-processing optometry clinic. According to Dr. Arrieta, “The time spent at Ft. Sill allowed me to practice full-scope optometry and hone my clinical skills.” Dr. Nguyen is also licensed as a Therapeutic Optometrist and an Optometric Glaucoma Specialist. Born in Saigon, Vietnam she immigrated to the U.S. in 1975 and lived in Ohio for 5 years before moving to Texas. “I received my bachelor’s degree from Southwestern University in 1993 and my Doctor of Optometry degree from the University of Houston College of Optometry in 1997. I started my optometry career at a private practice in Waco. After my husband and I moved to Boerne in 1999, I worked at various optometric offices as a relief doctor until I accepted a position at a commercial practice in San Antonio,” said Dr. Nguyen. In 2002, she accepted a contract position at Brooke Army Medical Center where she provided full-scope optometric care to retirees, dependents and active duty service members at BAMC and the Fort Sam Optometry Clinic for 11 years before joining a private practice in Kerrville in 2013. In September of 2016, she decided to join her husband at Vision Source Boerne. Bandera Electric Cooperative recently made a $1,500 contribution to each of the four local food pantries spread throughout its service territory to assist with increased demand on food supplies during the coronavirus crisis. Food pantry recipients include Comfort Table and Food Pantry, Hill Country Family Services, Silver Sage and Utopia Food Pantry. Collectively the food pantries serve the counties of Bandera, Kendall and Uvalde. Demand across the area has more than doubled, and food donations to the pantries has dropped drastically as more people become affected by the economic impacts of the COVID-19. “We were previously spending 300 to 400 dollars a week on food, and now we are spending 1,200 dollars a week as we are supporting more members of the community,” said Silver Sage CEO Art Crawford. “Monetary donations like this one are amazing and make all of this possible,” said Crawford. Food pantries have an enormous responsibility to provide nutritionally balanced meals and other social services to the most vulnerable members of the community. “Everyone has been impacted by this virus to some degree, and our community has come together. Those who have not been as affected, are helping, and the ones who have been directly impacted are still concerned for their neighbors,” said Hill Country Family Services CEO Staci Almager. “We had many people worried about whether the families behind them in line would have enough food over themselves. It is a real testament to the nature of the community. Without organizations like BEC, we would have a major financial gap and would not be able to serve the volume of people we serve. In search of ways to aid our community in need, GVTC and The GVTC Foundation have collaborated with seven local food pantries, three Boerne ISD schools, and the GVTC Central Office of Blanco to bridge the homework gap for area students during the COVID-19 pandemic. The increasing demand for essential services such as the internet inspired an effort that may help hundreds of locals currently experiencing hardships. WiFi Hotspots Now Available Effective April 21, 2020, GVTC provided free WiFi hotspots at seven food bank locations and three schools across its service area for area students and community members to utilize until public areas that regularly offer free internet reopen. New unemployment claims slowing in Texas
I
In the week ending April 25, around 278,800 initial unemployment insurance claims were filed in Texas. That brings the total since March 21 to over 1.59 million, according to data from the U.S. Department of Labor (DOL). New claims have decreased since the week prior, when over 298,000 initial claims were filed. The Real Estate Center estimates the unemployment rate across the state will rise to 15 percent. Using data from the DOL and the Employment and Training Administration, the Real Estate Center estimates that from March 21 to April 18, nearly 321,200 seasonally adjusted claims were filed in Dallas-Fort Worth. That is the highest of Texas' major metros. In Houston, San Antonio, and Austin, an estimated 300,750, 101,600, and 37,900 claims were filed during that time, respectively. The Center estimates the unemployment rate in Houston and Austin could be 12.8 percent and 6.2 percent, respectively. Unemployment could hit an estimated 11.3 percent in both DFW and San Antonio. Retail trade was the industry with the most unemployment claims. "The composition of the unemployment claims by industry have changed given that the majority of the claims were concentrated on the accommodation and food services industry at the start of the 'Great Lockdown,'" said Center Research Economist Dr. Luis Torres. The Boerne Porch Project
Local photographer, Linda Rukavina, has been spreading cheer in the midst of the COVID-19 crisis by photographing local residents while they are sheltering in place. “The purpose of this project is to be able to unite our community even while we are apart,” said Rukavina. The Porch Project is actually a nationwide movement that Linda decided to join, however she added her own personal spin by also including local businesses and essential workers in the project. As a cancer survivor, Linda had to close her studio for about a year in 2017-18 while she successfully battled the disease. “Having been through that, temporarily shutting down my studio and then having to build my business back up, I feel like this situation isn’t that new to me. I am still fighting my way back and I have to stay busy. This project has been a great way for me to keep busy and bring joy and light to the community at the same time,” said Rukavina. The response to The Boerne Porch Project was greater than Linda could have ever expected. At the time this article was written, Rukavina had taken the photos of over 600 local families and businesses! “I’m not going to lie, it has been exhausting!
I never expected it to be this big,” she said. Rukavina has been posting her scheduled neighborhoods on The Boerne Porch Project’s Facebook page. Once a neighborhood reached at least 15 participants she would schedule a date to go out and take the pictures. According Linda Rukavina to Linda, “I have done some neighborhoods multiple times. I love seeing each family’s unique style. Some are casual, some are formal and some are funny!” Each family that participates receives one family portrait emailed to them. There is no charge to participate, however Rukavina will happily accept tips via cash, check or her Venmo account to help her cover the cost of gas and her time. “This is history and people shouldn’t have to pay to participate in that,” she added. continued on page 26

Rukavina has been asked multiple times to do a book of these photos and is trying to figure out the best way to make that happen since there are so many photos to include. As businesses in Texas begin to open up, Linda is wrapping up the project. “I have loved doing this so much, but I also can’t wait for it to be over because that means we are beginning to get back to normal,” she said. “A big surprise in all of this has been the positive messages and the stories that people have been sending me as a result of these photos and seeing the community reach out to one another as a result of seeing each other on social media.” Rukavina has of course made sure to do the entire project while keeping her distance and following the rules when it comes to social distancing. “Before I began I called the Mayor Handren and got his blessing and have made sure to do it all by the book. I have excellent equipment so I am never closer than 20 feet from the families.” As The Boerne Porch Project comes to a close, Linda is thinking of other ways to reach out to the community as well. She is offering local Boerne High School and Champion High School seniors portrait sessions at half off of her normal session fee. “As a photographer my goal is to bring joy to the lives of those I shoot,” she said. “Whether it is a senior portrait session or families of The Boerne Porch Project, I want to be able to capture a memory for them.” According to Rukavina, “This is a unique time that none of us have ever gone through before. I hope that the photos have reminded our community that we are in this together and that we are still connected.” BBM

The City of Boerne Shares What to Expect as BOERNE REOPENS!

Information current as of May 1st, be sure to checkthe City of Boerne’s website & social media for latest information. In accordance with Gov. Abbott's orders, many businesses in Texas were able to reopen on May 1st, however; they must maintain an appropriate social distance and limited capacity. Boerne is no exception! At its most recent meeting, City Council voted to create the Boerne Strong Stimulus Program which will provide grants to small businesses within the city limits. Information about the grant program will be available on the city's website, with a goal of starting to help small businesses by mid-May. Council also approved a one-time donation to three local nonprofits to help residents impacted financially by the COVID-19 economic fallout. BOERNE RECREATION As we continue these next steps in reopening, recreational opportunities are also returning. The county parks that were temporarily closed have reopened, as has Boerne City Lake Park. The lake continues to operate under modified hours (9 a.m. to 5 p.m.) and is only open to those with a Boerne or Kendall County mailing address. City Park: Playground and fields remain closed, restrooms are open Tennis Courts: Available by reservation only Northrup Park: Playground, pavilion and fields remain closed Kinder Park: Closed Skate Park: Open to no more than 4 at a time. Pool: Closed OTHER CITY FACILITIES The City urges the public to use face coverings when they enter any City of Boerne building and staff members will wear masks when meeting with the public. DIVERSIFY

Nobel Prize winner Harry Markowitz is credited with coining the phrase "diversification is the only free lunch in finance." When a Nobel Prize-winning economist says there's something available for no cost, it's worth paying attention and understanding how to get a seat at the "free lunch" table. Mr. Markowitz's comment is about how to structure one's investment portfolio to generate the highest returns for the lowest amount of risk. The topic of diversification is particularly relevant in light of the historical financial market volatility in 2020. Before diving into diversification strategies, let us level-set about why we invest in the first place. The fundamental purpose of investing is to generate a positive return on capital. However, investing in financial assets is an inherently risky proposition as asset prices fluctuate, often to extreme levels. So, the goal with any portfolio is to: 1. Generate strong levels of returns, and 2. Reduce the risk of large losses Combining these two goals into a single idea, the aim is to improve a portfolio's return-to-risk ratio. It's easy to improve a portfolio's expected returns by proportionally increasing the amount of risk it takes. The challenge, and skill, comes in enhancing a portfolio's expected returns without taking more risk. And this is the challenge we address in this article. The dictionary definition of "diversification" is an increase in the variety of something. When it comes to investment portfolios, the "something" is investment assets. But not all assets are equal in their diversification qualities. Moreover, the diversifying power of assets shifts over time due to valuations, the economic cycle, and preferences of the broader market. Diversification may sound like a daunting task, given the number of variables that should be considered. However, I will lay out some basic strategies to ensure your portfolio is truly diversified and to avoid some common portfolio management mistakes. First, let’s break down portfolio diversification into three categories: • Naïve diversification • Traditional diversification • Institutional diversification
Naïve Diversification
Naïve diversification can best be described as a portfolio that contains many individual holdings, but all the investments are part of the same asset class. For example, a portfolio of 10, 25, or even 50 stocks appears diversified. After all, there are numerous line items, and according to the definition of diversification, the portfolio certainly contains a "variety of something." However, a stock-only portfolio will generally perform like the broader equity market. In essence, a stock-only portfolio is like putting your life savings on the roulette table and betting on "black." You'll make good money if the equity market rises, but you'll lose a lot of money when the equity market falls.
Traditional Diversification
Traditional diversification moves beyond its naïve cousin, to include multiple asset classes. Most commonly, you hear of traditional diversification in the form of a 60/40 or 70/30 portfolio. These numbers refer to the percentage of assets invested in stocks and bonds. For example, a 60/40 portfolio targets an allocation of 60% to equities and 40% to bonds. Because the prices of bonds and equities tend to move differently from one another, the volatility of these portfolios tends to be lower than portfolios following a naïve diversification approach. The benefit of asset classes that move differently is that when one asset class becomes expensive and the other cheap, you can rebalance your portfolio back to its target allocation. In effect, you can regularly sell high and buy low, a key tenet to successful long-term investing. However, there can be extended periods where equities and bond prices move in lockstep, reducing the diversification benefits of this two-asset class portfolio. Moreover, when interest rates are low, bonds offer reduced potential appreciation, bringing down the expected returns for a traditionally diversified portfolio.
Institutional Diversification
It is for these reasons that college endowments, corporate pensions, and wealthy families began expanding portfolios to include non-traditional investments that go beyond traditional stocks and bonds. By non-traditional, I’m referring to investments in real estate, timber, private lending, private equity, and trading

strategies that capture unique risks in the market. These investing "big brains" recognized long ago that equity and fixed income investments don't always offset one another. Moreover, when one asset class (like fixed income today) offers low expected future returns, they can allocate to something besides more equity exposure. Therefore, by expanding the universe beyond traditional investments, they can reduce the risk of their portfolios without sacrificing investment returns (i.e., taking advantage of the free lunch). But wait, I don't have endowment-like wealth, so I can't invest in those types of strategies. While these investment strategies were once only accessible by the ultra-wealthy, innovation and technology over the last decade have made many of these same types of investments available for as little as $1,000. Yes, the average investor can now get a seat at the “free lunch” table and build a more diversified portfolio that incorporates non-traditional investments. A word of caution, when moving outside of traditional investments, professional guidance is advised. Many of these nontraditional investments sound good in their marketing material. Still, the actual strategy, or hidden costs within the strategy, may make for a suboptimal addition to your portfolio. No one knows with certainty which markets will rise and which will fall. Sooner or later, every market will suffer a devastating decline. If a large chunk of capital is tied up in that decline, the overall portfolio impact can be traumatic. By spreading wealth among many good and different assets, the odds of a similarly large loss are reduced dramatically. Said differently, when chosen carefully, unrelated assets in a portfolio will march to the beat of different drummers – some will rise while others will fall. Thus, over a full business cycle, this diversification (along with rebalancing) creates two highly attractive features in a portfolio: higher compounded growth and improved predictability of returns, both of which are fundamental to successful long-term performance. Keep in mind that diversification sounds simple, but it can be challenging in ways you may not expect. For example, it’s emotionally challenging to maintain a diversified portfolio when a single asset class performs dramatically better than others over a given time frame, leading investors to wonder why to diversify at all. By definition, a diversified portfolio will never perform as well as its best performing investment, yet the key is that it will also never perform as badly as its worst-performing investment. Therefore, in aggregate, the power of compounding and reducing volatility allows diversified portfolios to compound at a high rate of return, while significantly reducing the likelihood of large losses. No one knows what markets will do or when they will do it. But, unless you believe this time is different, history shows that forward returns will be well below historical averages for some asset classes. Investors must make a decision. Invest as they have done traditionally and hope for the best or move beyond traditional asset classes and embrace the wide variety of alternative investments available in the market today.
