May is here! If you have kids in school, you know that the countdown to summer vacation has officially begun! Have you started to think of how you are going to keep the kiddos entertained this summer? Boerne has plenty of fun summer day camp options, vacation bible schools, and of course there is Arrows Active Play Park! Be sure to read this month’s feature on Arrows to learn more about how they got started and their mission. Also, make sure to take note that Arrows was designed with parents in mind, ensuring it is the perfect spot for you moms and dads that need to catch up on work while the kids play! Warmer temperatures mean more fun things to do in and around Boerne! The local calendar of events is filled with all sorts of concerts, movies in the park, and activities to inspire the whole family to get out and enjoy the great Texas hill country! Be sure to check out the Calendar of Events starting on page 10. Boerne Performing Arts Announces the 2023 Season with Acts from Around the Globe

Boerne Performing Arts is ready to send audience members around the world for a globe-trotting adventure of sounds, sights and experiences from Canada, Great Britain, China, and the country of Georgia - all from the seats of Champion Auditorium! With season tickets in hand, patrons won’t miss a moment of the inspiring performances ahead! First to grace the stage in the 22-23 season will be a special holiday event, first anticipated during the 2020-21 Season, which had to be rescheduled due to the Covid-19 pandemic. Now touring again, CANADIAN BRASS will open the season on December 15, 2022, with the signature sounds of their brass quintet performing jubilant arrangements of beloved Christmas songs. This internation-

ally acclaimed group, also known as, “the men who put brass music on the map,” will bring their trademark mix of musical genres to ring in the Christmas season with their unique sound and playful, musical celebration! The regular season begins on January 26, 2023, when Boerne will host the BRITISH INVASION – LIVE ON STAGE as this popular musical group recreates the songs that made up the musical tidal wave known as the British invasion that began with the introduction back in February 1964 of The Beatles to television audiences and the bands that soon followed. The musical scene and songs that emerged from that era will entertain audiences with hits from the Rolling Stones, Dave Clark 5, the Animals, and of course, The Beatles. February 24, 2023, brings a rare opportunity for arts lovers with the colorful sights, percussive sounds, and fancy footwork of the ROYAL NATIONAL DANCE COMPANY from the country of Georgia. Performing the “Fire of Georgia,” this visually thrilling dance troupe combines Georgian folk dances and a modern attitude with exquisite costumes to artfully blend the professional devotion of classically trained dancers with the unique expression through choreography of the traditional dances from the Caucasus region of Asia. They beautifully and powerfully illustrate why dance meets no language barriers in telling the stories of a people and its traditions as they dance, soar and twirl through a riveting performance covering every inch of the stage. Finally, to complete the season, on March 24, 2023, THE PEKING ACROBATS leap and thrill their way into town as they astound, amaze, and amuse in a performance that epitomizes family fun! While they perform audacious, daring acrobatics, they do so with a grace so effortless it belies the incredible strength and skill required to routinely master such precarious wonders. With flawless timing and agility,

Arrows offers local families a safe, secure, clean and adventure-filled indoor playground where children ages 6 months - 12 years old can be active and explore. From celebrating birthdays to reconnecting with friends, Arrows was created for fun, food and fellowship for the whole family. Founded by Will and Katrina Ansell, the mission of Arrows Active Play Park is to serve families while pointing their children to the only true source of hope, Jesus. “Raising kids can be tough!” said William Ansell, “The pace of life we are expected to live is fast, busy and often overwhelming. We created Arrows Active Play Park to give parents a place to have purposeful

engagement with their children and make the most of their time with their kids. We want more children turning away from the screens and towards each other!” So how exactly did Arrows come to be? The Ansells found themselves living in Boerne after following Will’s job here about seven years ago. Once here, Will’s company underwent a restructure, followed shortly by an acquisition, and this caused some uncertainty around their future in Boerne. According to Katrina, “We KNEW we wanted to stay in this beautiful little town and weren’t ready to follow Will’s job to another city. The best way we could think of to secure our home in Boerne was to start a business. But what would that be, exactly?” This is where the Ansells dug deep and began the process of figuring out what their next steps looked like. Around this same Katrina and Will Ansell, Founders of Arrows Active Play Park

time they found themselves becoming more and more involved in their local church. “Our children’s ministry was desperately in need of volunteers to help out with all of the kids, so I decided to offer a helping hand and absolutely fell in love. Of course, I have always loved my own kiddos more than life itself, but it wasn’t until this point that I understood just how important it was to me to be able to serve kids and parents within my community. I extended this passion outwards and got involved with a local chapter of the Mothers of Preschoolers (MOPs) community. The connection, support, and understanding I was able to provide in this group was life-changing,” said Katrina, “It’s from these experiences that Will and I started to explore the idea of working with children in some capacity.” With this in mind, Will and Katrina reflected on everything that was important to them: faith,

family, community, and serving parents. And from this, an idea was born! They started exploring the possibility of establishing a faith-oriented, parent-friendly play park in Boerne that would allow them to serve the community and remain in the place they loved the most. “It was during this time that God laid Psalm 127:3-5 on my heart,” said Katrina, “Children are a heritage to the Lord, offspring a reward from him. Like Arrows in the hands of a warrior are children born in one’s youth. Blessed is the man whose quiver is full of them. That was it – Arrows!” Once the name, Arrows Active Play Park, came to light things moved fast! In 2018, they took a big leap of faith and bought the land and started finalizing details for the park. Things were beginning to unfold, their plans were in the final stages and they had set an official open date in April of 2020. But then came the pandemic and put a halt to it all. “We truly believe that God's timing was perfect because if we had opened any earlier, we’re not sure we would have been able to support the business throughout the pandemic. God was present in every part of our journey to get continued on page 18

where we are today. As we reflect on the rocky beginnings of Arrows amidst the pandemic, we understand that God was not telling us ‘no’. He was telling us, ‘not yet,’” added Will. Fast forward a year, and in April 2021, the Ansells held Arrows grand opening with their nearest and dearest friends and family! Since opening, Arrows has rewritten the normative experience surrounding indoor parks into one that is enjoyable and relaxing for the whole family. When most people think about indoor playgrounds, plenty of negative words and emotions come to mind. Loud. Dirty. Expensive. Chaotic. But not at Arrows! Katrina and Will have worked hard to create an environment that is welcoming to busy families. Not only are safety and cleanliness at the top of the priority list, but Arrows offers a one-of-a-kind design with every detail handpicked by Katrina and Will. The space was even designed with 6-foot clearances so parents can engage and play alongside their children! The space is 8,600 square feet, 3 levels high and complete with multiple party rooms that stretch across the length of the entire building! The indoor playground has fun features like the Ball Blast area with eight air guns and a canon where kids can battle it out with soft foam balls, the Maze which is complete with obstacles, tunnels, slides, climbing bars and more, and the Racer Slides where you can race six at a time down a rainbow of two-story slides! Need even more excitement? Try out the Track Racer where you can race your neighbor across the desert at high speed or the Warrior Course where a mixture of obstacles will challenge your balance and strength! There is even a toddler play area reserved for the 3-year-old and under crowd. This spot is a fun safe place for the little ones to interact with soft play equipment, slides and a ball pit. In addition to all of this high-energy fun, Will and Katrina have worked hard to make Arrows a high-end atmosphere that feels like a space for adults to work or relax in. Many Texans have received notices this month that their properties appraised much higher this year than last. Such increases often leave property owners expecting exorbitantly high property tax bills the following year, but an economist with the Texas Real Estate Research Center (TRERC) at Texas A&M University says that’s a misconception. "Many factors complicate how property taxes are calculated, but by and large the increases in property appraisals being reported vastly overstate the average increases in property tax bills that should be expected next January," said TRERC Research Economist Dr. Adam Perdue. Texas’ appraisal districts are required to appraise all real property at fair market value each year, which Perdue said typically leads to manageable and understandable increases in tax appraisals. This year’s high property appraisals overstate tax bill increases for many

Home Price Index showed a 3 percent average annual increase in statewide market value from 2007 to 2019, peaking at 7.6 percent between January 2013 and January 2014. However, in 2020 the average increase was over 9 percent, and in 2021 it hit a record high of almost 20 percent. But in the case of such unusually high appraisals across the board, the appraisal process is only the first step in calculating the tax bill. "The second step is deciding on the tax rates," Perdue said, "and these are largely determined by the cost of providing voter-approved government services." Tax rates are recalculated each year. After giving property owners the opportunity to protest the initial property valuations, the appraisal district submits the valuations of all properties to the local taxing jurisdictions which then calculate a tax rate that yields the revenue necessary to continue running the government services voters have requested and approved. "In an ideal scenario, where voters were happy with the previous tax bills and level of government services, even a 20 percent increase in average taxable valuations could be exactly offset with a 17 percent cut in the tax rate and yield the same tax bill for the same level of service, holding everything else constant," Perdue said. Perdue said many other complicating factors figure into the process. For example, the homestead exemption limits growth in taxable value to 10 percent per year, slowing the growth rate of homesteaded properties’ tax bills. An over-65 homestead exemption places a ceiling on the amount qualifying homeowners have to pay in school taxes (the primary component of property taxes). "Relative differences in value increases will still impact your tax bill,' Perdue said. "If your value increased more or less than average, then your bill may increase more or less than average." He said property owners also need to remember that any tax rate that would increase total revenues from existing properties by more than 3.5 percent must be approved by voters under state law.
