PRESIDENT’S FORWARD Mr. Paul Archer

Season 2008 marks a grand occasion for Rugby League – the ‘Centenary Year’, a year full of celebrations of this great game. Although this Association’s own centenary is still over a decade away we will celebrate this year’s milestone with an Association function scheduled for Friday 7 March 2008. The ‘Canterbury Referees’ Cocktail Party shall be held at the League Club and all members, their partners and invited guests should join us for the celebrations. But before we get carried away with 2008 let us recall the achievements of season 2007. Prior to a whistle being blown we lost 3 of our most senior district referees. Jimmy Oliveira was graded at the conclusion of the 2006 season with Adam Gee being elevated to the graded ranks in early 2007 and Hilton Wood decided to take a break from the whistle. Most Associations would have been devastated by the loss of such senior and experienced referees. However, in true Canterbury fashion the active members accepted the challenge and we were able to provide quality officials during the season. Congratulations to Brad Zarb who received the ‘ClubbJohnson’ trophy after controlling the ‘A’ grade grand final. Also, Mark Zada was selected by the Director of Referees and his assistants to receive the ‘Farrelly-Dick’ trophy as the most improved district referee. Of behalf of the Association I offer these members our congratulations on achieving these milestones. My friend and dedicated Life Member, Peter Longhurst was recognised by the Committee for his continuing outstanding contribution to the Association by being the recipient of the ‘Leo Randle’ Award for 2008. I should also take this opportunity of congratulating Adam Gee on his promotion to grade and we look forward to more achievements in Adam’s refereeing career. Season 2007 was non controversial on the district scene, perhaps due to the fact that we had a season interrupted by several weekends of wet weather. All this in the worst drought in Australia’s record! Our members performed well and we were well represented in the Interdistrict Rep Panel with Chris Cafarelli, Shane Merry and Hussain Iskander all having opportunities to show their wares. Our graded members performed well and I trust their hard work and ability will receive the proper recognition in 2008. I would also like to congratulate Scott Butler on being the 2007 recipient of the Junior League Referees’ Appreciation Award. Well done.

On the social front we again lead the way. What an outstanding evening the ‘Blue & White’ Cabaret was. The Association was able to heavily subsidise the event from funds provided by the Leo Randle Trust and this enabled members and friends to enjoy our premier social event at a minimal cost. Thank you to Glenn & Elayne Jeffcoat for their outstanding assistance to the social events. As is tradition, Life Membership is bestowed at this function and Chris Bettiol received his blazer in front of a record crowd of members and visitors. Well done Chris, your efforts to the Association have been recognised with this honour. The Leo Randle Trust provided funding to enable two members to participate in an interstate exchange programme during 2007. Chris Cafarelli and I headed to Western Australia and Secretary; Mario Cafarelli accompanied Graham Hinds to the Sunshine Coast. Both members performed on and off the field in a manner one would expect of a member of this Association. The exchange shall continue in 2008 and it should be noted that this programme is not restricted to young members but also members who have made a significant contribution to the Association. I wish to acknowledge the retirement of the Junior League CEO, Paul Tycehurst during 2007. Paul contributed greatly to the Bulldogs and his services and assistance will be greatly missed. I would like to offer the Association’s appreciation to the Executive of the District Club headed by Chairman Dr. George Peponis, CEO Malcolm Noad and Football Manager Brad Clyde I offer our thanks for assistance during 2007. Also, to the Executive of the Junior League, President Roger Harborne and new Secretary Kevin Shanahan, thank you for your support. This Association has been most fortunate over the years to have a very sound sponsorship base. The funds provided assist with the development and retention of members, training, provision of gear and social activities. Once again ‘Canterbury League’ Club continue to be our major sponsor. To Chairman, Peter Winchester, CEO John Ballesty and all of the Directors and staff of the Club I thank you for the generous continued support of the Referees. I offer the Association’s appreciation to Yvette & Paul Hassarati and Craig Homans of Ronnies Environmental Services (‘RES’) who have been our sleeve sponsors for the 2006-07 seasons. In 2008 this sponsorship will be taken over by ‘Ronnies Demolition & Excavation’ also owned by the Hassarati family. To Head Body in particular President, Denis Spagarino and CEO, Les Matthews I extend the members’ appreciation for your assistance both financially and with administrative matters during 2007. Also, John Dumesny CEO of Harold Park assisted the Association with our printing requirements for our Annual Report & Calendar. I offer the members appreciation for the ongoing support offered by John and Harold Park. 4


On the financial front you will note when you peruse the Financial Statements that the Association incurred a substantial loss in season 2007. This was not unexpected; rest assured the Committee keep a very close eye on the Association’s financial position. The reasons for the loss are explained in the Treasurer’s report. You will note that due to the profits generated from investments of the funds associated with the ‘Leo Randle’ Trust that we have maintained a more than healthy overall balance which will enable more items/events to be subsidised in 2008. We have also established a ‘Centenary Fund’ with an initial deposit of $5,000 to be increased each year for the sole purpose of celebrating the Association’s Centenary Year in 2021. In conclusion, again it is a pleasure to serve as your President, the dedicated work of the team of ‘Office Bearers’ makes this Association what it is today. We are a team, all with one purpose to maintain an Association that has integrity, ability and knows how to enjoy itself. Particular mention to Treasurer John McCormack who has advised that he is standing down from the Executive. John has been a most valuable asset to the Executive and I will miss his assistance and guidance. To our hard working Secretary, Mario Cafarelli, I express my own and the members’ appreciation for your continued efforts. To both Mario’s wife Anne-Maree and my wife Kim I thank you both for your support, which enables us both to continue to contribute to this Association. Finally, to the members, ‘thank you’ for all your efforts during 2007. Season 2008 the ‘Centenary’ of our great game should be one to remember. HON. SECRETARY’S REPORT Mr. Mario Cafarelli

Mr. Chairman and Members, I am pleased to present for your consideration the Secretary’s Annual Report for the 2007 season. The season commenced with no changes to the committee from 2006. The association’s patrons also remained unchanged, namely Messes Peter Winchester, Bradley Clyde and Garry Hughes. We thank these three gentlemen for their support of the association during the year. One change of some significance occurred with the inclusion of Elayne Jeffcoat as an Honorary Member. Elayne became the association’s first female Honorary Member for her work with social secretary and husband, Glenn. Early in the season the Trustees of the Leo Randle Foundation made funds available for the association to conduct two exchange programs. Financial assistance was also provided for the Annual Blue & White Cabaret and funds were also set aside, in the form of a scholarship, for a member to attend an Outward Bound program. Whilst the offer of an Outward Bound program was not taken up, two exchange programs were conducted in July. Chris Cafarelli and Paul Archer travelled to Perth whilst Graham Hinds and I visited the Sunshine Coast in Queensland. In Perth, Chris refereed three games, u15s, u17s and a Women's game when the scheduled referee failed to turn up for the match. Chris also officiated as a touch judge in a Tooheys Cup First Grade match. Meanwhile, on the Sunshine Coast, Graham refereed his first u16s game on Friday night and backed up on Saturday morning with a further two games. Both Chris and Graham gained a lot from the experience. All four of us commented on the different standards of football, the different approach to the game by the local officials and, above all, the vastly different attitudes from spectators. Both these exchange programs proved to be extremely successful and both districts are keen to return the visits in 2008. Thank you to Andrew Wareham, Paul Beasant and Mark Langlands from Sunshine Coast and also to Peter Watkins and Greg Raftery

from Western Australia for their hospitality and for giving our members an opportunity to officiate in their respective districts. Sponsors Canterbury League Club was the association’s major sponsor again in 2007. The healthy relationship has continued for many years and we are always extremely grateful for the on going support. The association extends thanks to John Ballesty and the Directors for their continued support of the association. 2007 was the second, and final, year of our Sleeve Sponsorship by Ronnies Environmental Services. We are very appreciative of the support that Paul Hassarati and Craig Homans have given us during 2006 and 2007. We are also pleased to announce that Paul and Yvette Hassarati will continue to sponsor our association through their company “Ronnies Demolition & Excavation” in 2008. Andrew Taylor has also announced he will extend his Shorts sponsorship with As Clean As A Whistle for a further twelve months. We thank Andrew for his support over the last two years and look forward to his continued support in 2008. Junior League Junior League CEO, Paul Tycehurst, announced his retirement during the season from all positions with the Bulldogs Football Club. Paul was the Junior League CEO for seven years as well as the Bulldogs development officer. Paul’s replacement was Kevin Shanahan. Kevin has settled into the role and is always willing to work cooperatively with the referees’ association whenever the need arises. Congratulations to Kevin, and to Roger Harborne for another successful season with minimal disruptions and no major problems. We must, however, remember to remain vigilant and not take the relative lack of major problems, violence etc, for granted. It was only three short seasons ago that one of our members suffered a major assault by a player. We should always remember that our role as referees, by its nature, attracts unwanted attention from people who have lost the understanding of what the game is about. It is up to each of us to recognize the potential for problems and work to avoid them and to also look out for each other at all times. Membership & Meetings The association conducted fourteen meetings during the season and, whilst the average attendance of 46 was down on previous years, the numbers indicate the members are happy with the fortnightly format. Unfortunately, the number of new recruits for 2007 is a concern. The number of new members recruited in 2007 was probably the lowest it has been for some years. Jihad Afchal and Nathan Loveday were the only two new faces to take up 9


refereeing during the season. We were fortunate to see a number of former active members return to the park to help boost the numbers a little. They were Michael White, Peter Tzamouranis and Tony Dosen. Michael O’Neill, also a former member, rejoined the association and wasted no time getting involved again. Michael took on the task of recording referees’ games on Sundays. The committee held a meeting in October and the main item on the agenda was Recruitment and Retention. The association will be facing a shortage of experienced referees over the next few years unless we act now to replenish the ranks of active members. We will be targeting schools and clubs and seeking interest from recently retired players who may wish to stay involved in the game. Committees/Delegates Members of the Gear, Social, Golf, Training & Development and Judiciary Committees, as well as our various delegates, were all kept busy during the season with their respective duties. Thank you to all the members of these committees and delegates. Without your efforts the association would not function as smoothly as it does. The Seminar Committee put together a seminar in February to kick off the new season. Michael Stone from the NRL and Ben Cummins, NRL referee, spoke at the seminar and shared their knowledge and experience with our members. Thank you to both gentlemen for making themselves available for the seminar. Special thanks to Ben who stepped off an aeroplane and into a taxi to come straight to the seminar after an NRL trial match the previous night. Thanks also to John McCormack and David Abood for organizing the seminar. The Rules Committee formulated a policy for active members, which was that all active members were to complete rules exams in March and in June. Results of the March exam indicated there was still a lot of work to be done in this area, both by the individual members who underperformed, and by the association as a whole, to help members reach a level that is expected from an active referee. It was pleasing to see the results from the June exam showed a significant improvement on the previous exam. It is important that, as referees, we maintain a high level of knowledge of the rules by continually reading the Laws Of The Game and making sure we know the rules as well as we possible can. Training & Development The NRL introduced a new concept in

2007 whereby each district referees association was connected with a first grade NRL referee. The intention was that the NRL referee would visit the association and give talks to the members. He would also be available for training to conduct drills and skills sessions. As a result Tony Archer visited our meeting in May and gave a talk to the members about refereeing at the higher level. Tony was also scheduled to attend one of our training sessions but a spate of bad weather prevented his attendance until the end of the season. Tony will remain with our association for 2008. Perry Tzamouranis, in conjunction with Richard Daizli, continued to run our Tuesday night sessions again in 2007. The average attendance was just fourteen active members. Weekly attendance figures are kept and forwarded to the director on a regular basis. This is a poor figure considering training is a requirement for active members. Thank you to Perry and Richard, and also to Mark Mulligan from Bankstown Sports Club for allowing us to use Steve Folkes Reserve each week. Social The cricket day scheduled for February was unfortunately washed out. Judging by the comments from many members it was a disappointing outcome and I think the cricket day will be here for a few more years to come.

The Annual Blue & White Cabaret was very well attended with about 160 people enjoying the night. Pre dinner drinks in the Terrace Bar proved to be very popular and the Blueberry Hill room looked extra special with the added touch of table decorations provided by the League Club. Chris Bettiol was honoured with the presentation of his Life Membership Blazer. Congratulation to Chris for receiving this great honour. Congratulations to Glenn Jeffcoat and his social committee for organizing a great night. I must also give a special thanks to our longest serving member, John Leeds. These days John lives in New Zealand but we were fortunate enough to have John at our function this year. John was in Sydney at the time and took the opportunity to attend the function, as well as one of our meetings a few weeks earlier.


Appointments & Advisory Board John McCormack had the unenviable role of Director again in 2007. John was assisted this year by Kim Archer and Chris Bettiol, who replaced Bob Garwood. Thank you to John, Kim and Chris for their work during the season. As John would already know, the role of the Director is not an easy one. It takes someone with an understanding of refereeing, a high level of integrity and a willingness to make the tough decisions from time to time. John’s role is always made a little easier with the assistance of the members of the advisory board, who give up their free time to attend grounds on weekends to look at referees’ performances and report back to John, Kim and Chris. Thank you to all the members of the advisory board for your efforts during the season. Interdistrict Squad In 2007 the association provided three members to the NSW Interdistrict Squad. They were Shane Merry, Chris Cafarelli and Hussain Iskander. All three members represented their association with pride. This was Chris’s and Hussain’s first season at the next level and they both grasped the opportunity with both hands, showing Les Matthews and his team they each have the potential to go further. Shane and Chris both received Jersey-Flegg touchline appointments during the season. Hussain finished the season with a semi-final touchline appointment in S. B. Ball. Well done to all three members. Grade – NSWRL/NRL Jimmy Oliveira was graded as a touch judge at the end of the 2006 season. He was followed into grade by Adam Gee in March. Adam was graded as a referee, our first such grading since David Abood and Wayne Loveday in the mid 1990s. Both members received good appointments during the season, considering this was their first year at the higher level. Our other graded members during the season were David Abood and Mohamad Fajajo, who both continued as regular NRL sideline officials. Also, Mathew Damaso built on his success of 2006 and established himself in the Premier League squad, one step away from first grade. Richard Daizli had yet another good season and finished with an ingoal appointment in the Jersey-Flegg Grand Final at Telstra Stadium. Both Richard and Mathew also received Premier League Semi-Final touchline appointments. Congratulations to all our graded referees for their various successes during the season. The NSWRLRA held its 100th Annual General Meeting in December. At that meeting John McCormack was elected a Life Member of that association. Congratulations to John. This is a fantastic achievement for John and for our association in general. 12

Vale The association’s deepest sympathy is extended to Kim Archer and John Ellis on the loss of their father late in the year. To any member who lost a loved one, our thoughts are with you. General John McCormack has advised the executive he will not be seeking re-election as Treasurer for 2008. John has served the association as Treasurer for a total of 11 years and has done an outstanding job. John’s commitment to the role was matched by his skills as an accountant and by his high level of integrity. I thank John for his efforts over the years and I sincerely hope he sees fit to continue to contribute to the association in years to come. Congratulations to Matthew Zada, Mark Zada and Matthew Farrelly who sat for their HSC exams during the year and achieved very good results. But there was no time to relax. In November all three were invited to attend Interdistrict Reps training by Les Matthews and my spies tell me they are all training well.

Michael Chahoud did not enjoy the best of health during the year. Michael suffered a relapse of his condition from the previous year. He has responded well to treatment but was unable to make himself available for any appointments during the year. He did, however, gain a jersey when the Bulldogs gave him the No. 18 jersey for a night at a home game at Telstra Stadium. We wish Michael the best and look forward to seeing him back on the field in 2008. Ron Peters, a life member, has also not been in the best of health. Ron was visited by a few members at his home on the south coast. He was very appreciative that a number of members - friends - took the time to make the journey to see him. Les Matthews also had a stint in hospital but has now made a full recover, much to the relief of his Ron Peters with Peter Ryan, Tom Healy, wife Bev. In November, Kim Colin Turnell and Paul Archer. Archer had an appointment with the surgeon’s knife and spent the lead up to Christmas being waited on, hand-andfoot, by none other than the President himself. The Refs’ Kennel continued to keep members entertained and informed thanks to the efforts of Chris Cafarelli from the social committee. Chris and Adam Gee also gave a great performance at the annual Sorbent Awards. Absolutely nobody was safe from ridicule. The website was also well maintained by Mark and Matthew Zada. Plans are on the drawing board for a new look website in 2008. Thanks to both these members of our “IT Department” for their work with our website. It seems each year that more and more schools are asking for referees for their mid week competitions. They are fortunate we have a few members who are happy to make themselves available for these games. Thank you to all the members who have helped with midweek games. Your willingness to help always makes my job a lot easier. Finally, thank you to Paul and the rest of the committee for your efforts and assistance during the year. Thank you also to my family – Anne-Maree, Chris, Dan and Alex, who continue to be very loving and understanding. Good luck to everyone in 2008. SOCIAL SECRETARY’S REPORT Mr. Glenn Jeffcoat

Our social calendar was subject to changes this year with some old ones going out and new ones coming in. The Chinese Pasta / Pizza Night was on again well received averaging 25-30, these functions are subsidised and for those who come along always have an enjoyable night. One of the new functions was a night at the football. The only problem was manly gave us a touch up. The night was well attended. The Blue & White Cabaret was a big one this year. 160 members and guests getting along to the Blueberry Hill Room. Chris Bettiol receiving Life Membership this year. Good to see young members in good numbers. Special attention from Canterbury had the Blueberry Hill Room looking great. Long time Life Member John “Sticks” Leeds coming from New Zealand for the night. Life Members Night. We again had 85 members in attendance. Adam & Chris putting on an outstanding sorbents. Golf Day was a success with about forty players hitting off a little later than last year. BBQ breakfast and lunch was enjoyed by old players and “new” players. A first for Golf Day –Matt Farrelly hitting a hole-in-one. At the time of print we a preparing for Xmas Lunch / Kids’ Day. More about this next year. Golf Committee Report On an overcast and rainy Sunday morning, 37 members and guests turned up for a round of golf for the Annual Golf Day at Sefton Golf Course. It was lucky they remembered their umbrellas, as the morning rain was present. By 7.50am the sun appeared in the sky and no more rain was there on the day. Catering for the day included a BBQ breakfast and BBQ and refreshments after the first 9 holes followed by BBQ, salads and refreshments after the completion of the 18 holes. The highlight of the day was the magnificent shot by Matthew Farrelly on the 8th hole, which resulted in a hole in one. At the conclusion of the game, the scores and handicaps were allocated and the winners and prizes were presented on the day. Special appreciation to Peter Longhurst and Cliff Haynes for working out the handicap and winners. Special thanks goes to Glenn Jeffcoat, Joe Attard and Lionel Brown for their duties on the BBQ and the supply of refreshments. As there was no corporate sponsorship this year for prizes, the cost was incurred by the Referees’ Association and this will come under budget costs of 5.93% for the 2007 budget. At this stage no venue has been decided for the 2008 Golf Day. A venue will be decided on in the near future and the information will be forwarded on. Kind Regards BRIAN BARKER GOLF COMMITTEE 2007

COACHING COORDINATOR’S REPORT Mr. Lionel Brown

2007 started with the pre-season course for the Mini / Mod and International levels. Again this group was of various ages and experiences. The volume of information for the course was full on and pace was quick. In all there were three courses conducted throughout the year but the success rate for candidates was well down from pervious years. New members to the association were well down from past years, with only two candidates gaining their accreditations. The coaching panel visited a number clubs within the district, at their meetings and training nights with rulings being the number one topic. I wish to thank the Bankstown Sports District Club and their Junior Rugby League Football Club for the use of venues. The Executive of the Canterbury Bankstown Referees Association. TRAINING & DEVELOPMENT REPORT Mr. Richard Daizli The past year would have to be the wettest I have encountered since I started refereeing and a lot of the plans we had were unfortunately washed away. Perry Tzamouranis took the referees through their Tuesday training sessions when the weather allowed but no fitness tests were conducted as there were not sufficient training sessions to conduct valuable results. Perry varied his exercises and conducted activities that simulated refereeing actions on the field so it was disappointing to see the numbers at most training sessions less than ten. Not sure what the answer here is but if you want to progress not only at district level, but at the elite level, its time to take training seriously. I would like to thank Perry for his efforts this year and Mario for his assistance at training and taking attendance. The wet weather also prevented our NRL representative, Tony Archer, in conducting skills sessions although he did conduct a talk at one of our meetings as well as attending our end of year BBQ. He must have received some good tips on refereeing as he went on to referee the NRL Grand Final. Congratulations Tony on a good season. Hopefully in 2008, the weather will be kinder. The coaching and development committee held a few development programs during the year to help improve refereeing performances. These included: - Seminar presented by John McCormack and David Abood - Video reviews of referee performances during matches with feedback given on how to improve performance. I encourage all referees to have their games taped so members of the coaching committee or appointments board can review and provide feedback on areas to improve. - Video sessions on rulings and interpretations. - Skills sessions covering touch judging and use of the new vocab. Later in the season, we did make use of some wet nights by having some indoor sessions and this flexibility in 2008 will allow more programs to be conducted. I would like to thank Mario Cafarelli, John McCormack, David Abood, Warren Gee and Shane Merry for their assistance during a difficult year. DIRECTOR OF REFEREES’ REPORT Mr. John McCormack It is with pleasure that I submit the Director of Referees report to the members for season 2007. Another season has flown by and this season Kim Archer and I welcomed Chris Bettiol to the role of Assistant Director of Referees with the retirement of Bob Garwood due to family and work commitments. Chris has settled in well to the role and contributed well to the duties of Monday night meetings and watching referees on the weekend. As we set out in season 2006 to improve the development of referees we again made some slight changes to the way we approached the development of referees in the District. Kim remained in charge of the Saturday referee ranks by continuously monitoring the young referees’ development. Chris took on the role of liaison with the Advisory Board to encourage greater participation on weekends and I maintained a focus on the development of Sunday referees, though we all provided input and voted on referee rankings each week. In hindsight I feel that we could have done a better job in providing direction and support to the referees to develop their skills on the field. To improve in this area we need to achieve a higher level of commitment from our Advisory Board members to watch and provide coaching tips to our referees. Two ways to accomplish this are; 1. promote a greater commitment to watching referees by all Advisory Board members, 2. to encourage the Advisory Board members to attain their level 1 and 2 coaching certificates. The referees covered all the district competition games, women's competition and mid-week games without complaint or fanfare. The standard of refereeing in the Canterbury district remains high despite the referee drain to Grade each season and loss of referees through normal attrition. On review, we lost 2 referees to Grade and a further 13 who did not pull on the boots again between 2006 and 2007. On the positive side we welcomed 2 new referees and 2 past members back to the active ranks. It is a credit to you all when you tolerate the many last minute changes to games and venue – normally on a Friday night as I travel home from work on the train. My thanks go to the Advisory Board members who gave up their valuable private time to watch referees each weekend, sometimes in quite trying conditions. Their efforts have a significant impact on the development of referees and to ensure the correct appointment of referees to finals fixtures. Special mention should be given 19


to Brian Barker, Tony Crogan, Tod Walker and Wayne Loveday who stepped up and helped out on many occasions, at times at short notice. One of the new initiatives this season was the introduction of recording onto DVD referee’s performance and having those games evaluated by senior referees to provide useful feedback on various aspects of the game such as positioning, signals and posture etc. Feedback has shown that it has been of great benefit to the referees and we hope to expand on this program further in 2008. My thanks to Michael O’Neill who, after a number of years away from the association rejoined in late 2006 and immediately contributed to the development of referees by recording their games each weekend. Also, integral to the process were those members who reviewed the DVDs and provided feedback. My thanks also to David Abood and Richard Daizli for spending even more time in front of the TV screen. Following criticism of the finals appointment process in 2006 we reviewed the process at the commencement of 2007. After lengthy discussion by the Board we agreed to essentially split the referees into Saturday and Sunday groups where each group competed for their respective finals. We were aware that some referees would miss out on a final or grand final, which is the nature of competition for limited places. This year was no different and the group of referees who referee on Sunday in the lower grades and who also referee on Saturday were the ones who missed out under the revised appointment system. As the dust settles on 2007 there will be those who thought the system worked well and those who felt slighted by the process. There is no foolproof system, but I feel that further discussion is required to improve the process further in 2008. Congratulations to all referees who refereed in the finals series, you all performed at your best and a number of referees took the opportunity to achieve higher grades left by the movement of senior referees to Grade or retirement. The feedback from the District Club has also been very positive. Congratulations also to Graham Hinds and Chris Cafarelli who were nominated and represented the association in the Sunshine Coast and Perth associations respectively. It is a fitting reward to two members showing strong improvement in their careers. They both represented the association with pride. It is a significant goal for all referees to strive for as they develop their careers at Canterbury. Thanks to my fellow Director of Referees, Kim and Chris. We each had our specific tasks each week and we all contributed to healthy discussion to achieve, in our opinion, the best and fairest result for the active members. To members of the Executive, thank you for your guidance and support throughout the season. Paul Archer, as always a guiding light of sanity as we dealt with conflicts that invariably arise throughout the season.

Thanks also to Kevin Shanahan and the District Club. The close working relationship has continued and we enjoyed the ear of the Executive who listened to and responded to our issues regarding security and scheduling. I trust it will continue in the seasons ahead. I would also like to mention and acknowledge the many senior members, a number of whom are still active, who provide unparalleled support, coaching and mentoring to the junior referees both on and off the field. Without them the association would struggle to maintain its high standard that we have come to expect. I’ve said it before, they are the backbone of the association and we cannot do without them. I will not mention names the members know who they are…. Congratulations to all referees and touch judges who officiated in Grand Finals this season. To Brad Zarb, the new holder of the Clubb-Johnson award who has toiled away for a number of years at learning his craft and having a solid knowledge of the rules. Your hard work and dedication led you to claim the highest ranked referee position for 2007. To Mark Zada, a worthy winner of the Farrelly-Dick trophy who has continued to grow and learn what it takes to become a referee. Finally, a special mention and thanks to my wife Susan who has supported in allowing me to continue to my passion and love of the game. HON. TREASURER’S REPORT Mr. John McCormack

It is with great pleasure and a tinge of sadness that I submit to the members the Treasurer’s Report for the 2007 financial year. After one stint of 5 years in the early 1990s and over the past 6 years as your Treasurer I will not be seeking reelection in season 2008. There are a number of reasons for this – mainly my increased work requirements, commitments to my family and my continued involvement as the Director of Referees which is a time consuming role spanning the entire season. I’m confident that the association will find a competent and dedicated member to provide custody of your financial assets. I have certainly enjoyed my role as Treasurer as it is an important office to hold within the association. It has allowed me to remain involved at a senior level and has given me satisfaction to know that the funds were balanced and managed wisely by the Executive. The financial results show that we spent funds in excess of our income to the value of $10,531. The funds were spent in the areas of referee development such as Training and Coaching & Development. We also increased our commitment to Social Activities such as the introduction of the final meeting night being devoted to Leo Randle along with an increased subsidization of the Blue & White Cabaret. The association received $8,000 in funding from the Leo Randle Foundation. The association continues to receive the support of our close sponsors namely the Canterbury Bankstown League Club Ltd, As Clean as a Whistle, Ronnies Environmental Services and National Trotguide. Their support greatly assists the association to promote the advancement of refereeing in the district. The NSWRL Referees’ Association has increased its grants to the district associations and continues to provide a strong commitment to the development of refereeing into the future at the grass roots. Throughout the year I have had the pleasure to work with a number of members and I would like to thank them for their friendship and camaraderie. I would like to make special mention to Glenn Jeffcoat who should be dubbed the “Energiser” man who just keeps on going. He spends a lot of money on social activities and the funds are always appropriately accounted for. To Brian Barker who keeps diligent tabs on our gear purchases and sales. He treats the gear as his own. I’m sure he tests every whistle before selling it to the members.

A special mention to Warren Gee who has provided great support to me over the past few years as he maintained the member match fees register week in / week out. It has saved me many hours of work and is greatly appreciated. To the members of the Executive – it has been a stable and professionally run body for a number of years. They take on their role with pride and provide great guidance to the association. Compared to all other associations we are the best run association of them all. Thank you for your support and friendship over the years. To Paul Archer who has been the back bone and true leader of the association. He has a deep pride and devotion to the association and has provided me with significant guidance and support over the years and I am grateful that I can call him a friend. The establishment of the Leo Randle Foundation will provide a substantial benefit to the association for countless years to come and many members will probably not appreciate the benefits it will afford them. I trust that the future Executive of the Association and of the Foundation will continue to act honestly and with prudence in years to come. The Foundation provided over $10,000 this season for the betterment and advancement of our members both on and off the field. Finally, I could not have persevered with my role without the support of my family and I would like to sincerely thank my lovely wife Susan for supporting me in the many hours each weekend and in the evenings when I am out “on league business”. THE LEO RANDLE FOUNDATION REPORT Trustees: Mr. Paul Archer Mr. David Abood Mr. Mario Cafarelli Mr. Peter Longhurst Mr. Brad Zarb The trustees of the Leo Randle Foundation held three meetings during the year. These meetings were held with the primary purpose of developing proposals for the use of the funds and allocating funds to the association. Following the third meeting in May four recommendation were put to the association’s general committee for the members’ endorsement. 1. 2. 3. 4.

$8000 be put towards the 2007 B&W Cabaret. $6000 be provided for exchange program(s), either to Qld or WA, or both. $6000 be provided for 1 or 2 members to attend an Outward Bound Course during the off-season. $2000 be donated to the Salvation Army Bankstown Branch.

Unfortunately, the offer of participation in an Outward Bound Course was not taken up. On the other hand, the 2007 Blue & White Cabaret Function was very well attended as many members took advantage of the reduced cost. Two successful exchange programs were also run. The budget of $6000 included a portion for financial assistance to Sunshine Coast and Western Australia for their members to visit the Canterbury district. Neither district elected to send anyone during 2007 so some of the money has been held over for a return visit in 2008, should it be required. The association elected in 2007 to donate $2000 to the Salvation Army Bankstown Branch. This was the group that looked after Leo towards the end of his life at it was an appropriate choice for the initial donation. The trustees will review the donation each year and a suitable recommendation will be put to the members in due course. 41


FUNDS Unfortunately, the auditing of the foundation’s funds has again been a little difficult. The financial year of the Foundation currently ends on 30 September. However, investment managers operate their investment funds in financial years ending on 30 June. As a result it has proven to be very difficult to audit the investment funds to 30 September with any great accuracy. Regrettably, we are unable to provide any financial statements with this report. At the time of printing of the annual report Peter Longhurst was still working closely with Ian Butler and Anthony Ryan CA to finalize the accounts and have them audited. It is anticipated the audited financial statement will be available for members at the association’s Annual General Meeting. The trustees apologize for this unfortunate situation and will be working to avoid this problem arising again in the future. I can state that Avenue Capital Management reported a portfolio valuation at 19th July 2007 of $258,213, an increase of $38,213 since the account creation date of 19th July 2006.
