Celebrating Cultures in Primrose Classrooms Helps Children Develop Important Life Skills Children today are growing up in the most connected world we’ve ever seen, and learning about and appreciating other cultures is important to their lifelong success. At Primrose School at Moorefield Station, children learn about the cultures represented in their classrooms and explore different parts of the world as part of our Happy Hearts Character Development and Life Skills Program. Our Celebrating Cultures® unit helps children develop an understanding and appreciation for different backgrounds along with a sense of empathy. Ellen Galinsky, president and co-founder of the Families and Work Institute and former president of the National Association for the Education of Young Children (NAEYC), defines perspective-taking as an essential life skill that involves putting aside one’s own thoughts and feelings in order to understand how someone else perceives the world. In her book, “Mind in the Making,” Galinsky explains that young children who learn this broader view have more developed conflict resolution skills and adjust to kindergarten faster, as they are better at anticipating their teachers’ expectations. “As our society becomes more diverse and the world becomes more interconnected, it is essential that children learn to value different backgrounds and perspectives,” said Mike Hummer, Franchise Owner of Primrose School at Moorefield Station. “Skills like understanding other people’s viewpoints translate into later-life experiences and prepare children for the world outside of our classrooms.” Primrose teachers introduce children to different cultures and help them develop an appreciation for diversity in fun and meaningful ways. Children explore the following themes, which are integrated into daily experiences that help children apply the concepts to their own lives: World Heritages: Primrose children learn that most people living in the United States have a separate country or culture of origin. Students participate in a Celebrating Cultures parade, during which students dress in attire representing their individual heritage. Younger children participate by contributing diversity-themed artwork to the festivities. World Sports: Children learn about and participate in different sports from around the world, practicing teamwork at the same time. Teachers also introduce new sports vocabulary that is incorporated into daily activities. World Animals: Children in Primrose classrooms explore animals from all over the world. They create arts and crafts that relate to the animal they are learning about and read books to reinforce their understanding of different animals and species. World Music: Primrose children learn about the different instruments used to create music from other cultures. They are introduced to vocabulary words like “bongo” and “drum” and sing songs from different parts of the world. At Primrose, we believe who children become is as important as what they know. That’s why we emphasize character and life skills along with intellectual, physical and creative skills. Nurturing an appreciation for other cultures and different perspectives is just one of the ways we help little ones develop the foundation they need for learning and life.

Brambleton’s Plan for a Bright Future
F
or over two decades, Brambleton Community Association has set a shining example of effective long-term planning and financial management for homeowners associations (HOAs). With a clear vision and careful execution, BCA has deliberately saved initial capital funds to realize the goal of constructing its own HOA management office and a separate maintenance facility. Opening these facilities will yield numerous benefits for the Brambleton community, including reducing operational costs, supporting employee retention, and, in turn, keeping assessments low for residents. The journey toward establishing dedicated HOA office and maintenance facilities began nearly 20 years ago, when Brambleton's leadership recognized the potential advantages of such an endeavor. Rather than renewing office leases year after year, the Association decided to work with the Brambleton Group (Developer) to invest in a long-term solution that would not only reduce costs but also enhance its accessibility and ability to provide efficient services to owners and residents. One of the most significant advantages of having a dedicated HOA management office is the elimination of costly office leases. While there will be replacement reserve expenses associated with ownership of a capital asset, these expenses will be a fraction of current leases paid. The funds previously allocated for lease
payments can now be used to lower assessments or be reinvested into community improvements and services that benefit all residents. These decisions will be made by the BCA Board of Directors when they set the 2025 Budget and Assessments next year. Additionally, the construction of a maintenance facility allows the Association to perform and expand upon a wide range of in-house maintenance and upkeep tasks. Our Operations staff has been working out of temporary facilities, such as old sheds, garages, and open lots, for the past 20 years. While we have made these accommodations work, it is time to provide a permanent “home” for our staff with appropriate workspaces and conditions. This will assist with employee recruitment and retention by helping staff perform their duties more efficiently and effectively. In addition to saving money, a permanent facility will ensure that work is carried out with a deep understanding of the community’s unique and wide-ranging needs. The ability to handle maintenance tasks internally will enhance the quality of services and allow for quicker response times to resident requests, resulting in an overall improvement in the community’s living experience. In addition to the immediate cost savings, Brambleton residents can look forward to long-term benefits as well. By owning and operating these facilities, the Association can better control its
budget and allocate funds where they are needed most. This means that assessments can be sustainably kept at a reasonable level, ensuring that all residents continue to enjoy a high standard of living without breaking the bank. Building these facilities also helps meet the overall goals of our current and past Strategic Plans. The successful execution of these plans speaks to Brambleton’s commitment to providing a vibrant, well-managed, and wellmaintained community for our residents. With a clear focus on reducing operational costs and improving amenities and services, Brambleton’s future looks bright. The collective goals of our Strategic Plan will benefit Brambleton residents for years to come, helping to create a thriving, stable, and sustainable community that stands as a testament to effective long-term planning and prudent financial management. The BCA Board of Directors is responsible for the overall governance and success of the Association. The Board meets regularly to discuss BCA business, set policies and procedures, and take action on various Association matters. The Board last met on September 26 and October 17, 2023, and took the following actions in accordance with its governing documents, state statute, and federal laws:
September & October 2023 Board Meetings: Adopted the 2024 Budget and Assessments as recommended by the Financial Advisory Committee. Approved the expenditure of up to $500,000 for the development of the future Community Services Facility at the Evermont Trace site. Directed staff to amend the Asset Disposal Resolution to include an eco-friendly disposal process, develop an inventory of assets, and to forward the updated resolution to the Financial Advisory Committee for further review. Reestablished the President Signing Resolution as amended. The resolution will be forwarded to the Association’s attorney for final review. Approved amendments to BCA’s Resolutions as recommended by staff: (1) Book of Resolutions, (2) Adopting Policy Resolutions, and (3) Adopting Administrative Resolutions. Approved the temporary suspension of collection activity on a former owner as recommended by Association counsel. Approved the expenditure of up to $144,000 for office furniture at the new BCA Management Office provided that staff present two additional quotes and a plan to use existing furniture at the Community Services Facility at the October Board meeting. 2023 BCA Annual Meeting & Board Election Recap Brambleton Community Association Staff
T
he 2023 Brambleton Community Association Annual Meeting and Board of Directors Election was held on November 14, 2023, at the Brambleton Corner Clubhouse and virtually through Zoom. At the meeting, BCA staff provided updates on current and future projects, including the upcoming opening of the new Brambleton Crossing Pool and Park facility, the status of the Community Services Facility, and planned Olympia Drive improvements. Brambleton resident Parag Upadhye and Board Director Pat Martin were also honored as this year’s Distinguished Service Award and Community Leadership Award winners respectively.
Directors Chris Cook, Rosemarie Linder, Pat Martin, Anand Mohan, Iain Ronis, and Brian Viola will comprise the remaining six of seven total seats on the Board. The Board will elect officers at their meeting on December 12, 2023. Board Responsibilities BCA Board members must be knowledgeable of the duties, responsibilities, and liabilities that come with serving on the Board for the Association, which functions as a $17 million corporation. Balancing the needs and desires of an entire community with the requirements and regulations of an association
can be challenging. Significant actions taken in the last year by the Board include adopting the 2023-27 Strategic Plan and establishing the Airport Impact Executive Committee. As part of the transition, current BCA Board members will have the opportunity to attend a Board orientation course, seminars, and ongoing training provided by Community Associations Institute. An educated board, along with an experienced community manager, are essential to avoiding the financial and legal pitfalls that can occur when decisions and actions are not made in the best interests of the entire community.

rambleton Community Association staff is buzzing with excitement as we prepare to move into our brand-new, beautiful office space by mid-January 2024. The BCA Management Office will be located at the new Brambleton Crossing Pool and Park facility at 42000 Ryan Road, just west of the Brambleton Golf Course. This significant milestone has been made possible thanks to the efforts of the Brambleton Group (Developer), who have not only brought our dreams of a new office to life, but also ensured the long-term fiscal health of the Association in the process. As we gear up for our big move, there is much more work to do, including setting up needed technology, security, and video systems; organizing office items; receiving and arranging new furniture; changing BCA's mailing address for vendors and utilities; and, of course, performing the move itself. We invite all Brambleton residents to visit us and explore the new facility once we’re fully settled in late January.

of up to $3 million. Instead, BCA will spend around $300,000 for this new facility due to the Developer’s generosity. Their support and vision have not only benefited BCA staff but also the residents of Brambleton. BCA is excited and grateful for the upcoming move into our new office space, and we are hard at work to ensure a smooth transition for our staff and Brambleton residents. We look forward to welcoming our community members to visit us early next year. This new facility is a testament to our commitment to excellence, and we can’t wait to share all that it has to offer with you.

Going Digital: New Pool Pass System for 2024 Christine Elansary - Community Engagement Manager
B
rambleton Community Association is excited to announce its partnership with MokoApp, a new digital pool pass system being implemented for our 2024 pool season. Starting next summer, Brambleton residents will no longer need to swipe their physical pool pass to enter any of our five community pools. With our new digital pool pass system, there will be no need to carry multiple passes around or to search for or replace missing passes. Instead, once your account is created, simply share your name and/or address with the lifeguard
when you enter the pool facility. Your household account will then pop up on the screen, including the names, photos, and ages of each individual residing in the home. The lifeguard will then check the appropriate people off before you head to the pool. Each Brambleton household will need to set up a MokoApp account to include all eligible family members. Whether you received your pool pass when you first moved into the community, or you just received your pool pass over the summer, you will need to set up a new account. Current passes

will not transfer automatically into the MokoApp software. Each household will still be allotted ten guest passes per pool season, and additional guest passes can be purchased through your MokoApp account. Also, sub-association memberships and nanny passes will still be available for purchase. Data migration from our previous pool pass system into MokoApp is already underway. Once this process is completed by the end of the year, emails with account registration instructions will be sent through our Smartwebs communication platform. Emails will be sent in groups by last name (A-E, F-J, etc.), so don’t worry if you receive your email after your neighbors. Registration information will also be available on our website at www.brambletonhoa.com/pools. We are very excited about this change to our pool pass system, as it will simplify the pool check-in process for everyone. Rejuvenating Common Area Landscapes Isaiah Marsh - Operations Manager
A
s landscapes in the Brambleton community age, charm and vitality can be lost, impacting both the aesthetics and functionality of common areas. Brambleton Community Association is committed to consistently rejuvenating common area landscapes in order to enhance community appeal, promote community wellness, and provide environmental benefits.
One example of this work is BCA’s current effort to selectively remove or rejuvenate older and diseased rose beds alongside major roadways. Some beds will be converted to sod, and others will have native plants installed in them. The goal of this project is to create beautiful and resilient areas of interest in heavily-trafficked areas while also lessening long-term maintenance duties.

Well-maintained and rejuvenated common areas significantly improve the overall appeal of the community. Attractive landscapes contribute to a positive image and create a welcoming atmosphere for residents and visitors. This, in turn, fosters a stronger sense of community pride.
Common areas play a vital role in community wellness. Residents often utilize these spaces for relaxation, exercise, and socializing. Rejuvenating these landscapes provides a healthier and more enjoyable environment for residents to use, improving their overall well-being. Whether it be planting additional trees

along trails or in the parks, enhancing tot lots, or installing pollinator gardens throughout the community, BCA is always looking to create enjoyable and serene areas for residents to gather. Environmental Benefits Rejuvenating older landscapes can also have environmental benefits. Replacing outdated or overgrown plants with native species, for example, can reduce water consumption and support local wildlife. This not only conserves resources but also aligns with sustainable living practices. One recent environmental focus for BCA has been reducing occurrences of overcrowded trees in Brambleton. When tree overcrowding occurs, the turf underneath the trees can be damaged or become no longer viable, creating erosion and drainage issues. BCA has worked with an arborist to selectively remove trees and establish turf in affected areas, and we will continue to monitor overcrowding throughout the community. The importance of rejuvenating landscapes is evident now and as the community continues to mature. Investing in landscape renewal is a win-win for both BCA and Brambleton homeowners, resulting in more attractive, healthy, and vibrant living environments.

Brambleton Snow Responsibilities Isaiah Marsh - Operations Manager
W
inter is almost upon us! With the colder weather here, the opportunity for snow is not far behind. Whether you’re excited for snow or dread the first snowflakes, the Brambleton Community Association Operations department has you covered. The BCA Operations team encourages all residents to familiarize themselves with the Winter Storm Management Plan, which can be found below and at www. brambletonhoa.com/snow. BCA, the Virginia Department of Transportation (VDOT), and Brambleton homeowners all have certain responsibilities to keep our community safe after winter storms. BCA Managed Streets The goal of the BCA Winter Storm Management Plan is to make all BCA private streets, alleys, and drives reasonably safe and accessible within a certain timeframe once the snow stops falling. Operations staff and crews actively clear during and after the storms. However, residents are to be warned that during and after the storm, streets, lanes, alleys, trails, and sidewalks may be snow packed and/or icy.

BCA requests that residents do not contact the BCA Management Office to report clearing concerns until after the allotted plowing period has expired. After this period, residents are welcome to email operations@brambleton. org. A BCA street listing document and the Loudoun County Road Maintenance Map, which identifies which organization is responsible for clearing each street, can be found at www.brambletonhoa.com/snow. Homeowner Sidewalks Townhome and single-family homeowners are responsible for shoveling snow on their driveway and the sidewalks on and adjacent to their property. This includes the VDOT sidewalk or BCA
Once the sidewalk has been cleared of snow, the use of non-corrosive, environment-friendly material, such as sand, should be applied for traction purposes. Do not apply salt or a salt-based product to concrete sidewalks and driveway aprons. The salt can damage or shorten the useful life of the concrete. Residents are responsible for damage to sidewalks due to salt applications. VDOT VDOT performs snow and ice management on public streets (those topped with the final coat of asphalt and released from bond). Use the Loudoun County Road Maintenance Map to locate streets managed by VDOT. Visit www.vdotplows.org for plowing status updates. 2023 BCA Events Recap
2023 was a great year for BCA events! Our biggest festivals – BrewFest, BRAM: What a Blast! and Fall Fest – provided something for everyone with amazing bands, delicious food, and more. Our Food Truck Thursdays are always a neighborhood favorite, and they did not disappoint. We also hosted two sold-out Comedy Nights and rocked out our LIVE at Brambleton concert series with familiar faces and laughter all around. Through it all, we adapted to the elements, including rain, wind, and beautiful sunshine, to make our events a success! As Brambleton’s landscape continues to change, so will our events in 2024. Be on the lookout for exciting updates to our festivals, concerts, and more. For now, we will end 2023 with our VIP Party at Fleetwood Farm Winery in early December, which includes Brambleton residents who volunteered for at least two events this year. As always, we will have plenty of event volunteer opportunities for Brambleton residents in 2024. If you wish to be included on the master volunteer list, please email events@brambleton.org. We can’t wait to share what great events are in store for next year!

THE BARN AT BRAMBLETON: CONNECTING THE PAST WITH A REDEFINED PURPOSE
Since the opening of the Brambleton community, a rustic dairy barn sat mostly unnoticed in a meadow off Belmont Ridge Road. What may have looked to passers-by like a forgotten and leftover relic from the land’s former inhabitants was in fact being thoughtfully considered for a purpose-filled future. As the community's expansion headed towards the barn’s location, along came new homes, roads, amenities, and even a newly relocated Evergreen Mills Road which provided an even better view of this hidden treasure. By this point, the fate of the barn’s future had been decided as a “Brambleton Center” or hub of activity, a space that would accommodate a wide variety of uses including community gatherings and meetings, weddings, business and corporate events, and the Brambleton Presbyterian Church’s services. Now with construction nearing completion, The Barn at Brambleton is ready to open its doors as Loudoun County’s newest events venue! The Barn at Brambleton will be managed by a private company and ownership of The Barn will remain with the developer. Rental of the facility is open to the public and inquiries should be directed to events@thebarnatbrambleton.com or 703-431-5905. The site will accommodate indoor and outdoor weddings, corporate retreats or training space as well as smaller events such as bridal and baby showers. Inside, the Anthony Soave Grand Hall and the Arcola Meeting Room will each accommodate approximately 200 guests seated at round tables, and there is ample parking for over 300 vehicles.
HISTORY
The dairy barn dates back to the 1940s when Loudoun County was considered a dairy and agricultural community. In 1936, Italian immigrant, Andrew Cornelius, purchased his first piece of property – over 300 acres of farmland north of Arcola in what is now considered the Brambleton community. For nearly 6 years Andrew prepped the land for dairy farming and built a barn for his first herd of 84 cattle. Then in 1942, Andrew, his wife and their 5 children moved from eastern Fairfax County to settle into their new homeplace, and thus began the creation of Andrew Cornelius' legacy as a well-respected dairy farmer in Loudoun County. Andrew and his four sons ran the farm and over time he acquired an additional 400 acres – enough space for his adult children to then have homes of their own on the farm they grew up on and continued to tend. The Cornelius family farmed the land for more than 50 years. In 2005, the property was purchased by the Brambleton Group.

T
he “holiday season” is in full swing, with people spending time with family, cooking their favorite foods, and finding those boxes of decorations that have been hibernating in storage for most of the year. This time of year features several major holidays observed by different groups and religions. No matter which holidays you celebrate, chances are they involve some form of festive decoration. While holiday lights and decorations evoke feelings of warmth and nostalgia, it is always good to practice neighborly etiquette when celebrating holidays and decorating the exterior of your home. Each year, the “holiday spirit” is evident in the residents of Brambleton with beautiful and ornate displays present throughout the community. Brambleton Community Association loves this festive time of year and wants all residents to enjoy it to the fullest. In that spirit, BCA offers the following tips for exterior lighting and decorations. Know the Rules While BCA has limited restrictions on holiday decorating, there are a few rules that you should know and follow. Per the BCA Design Guidelines, holiday

decorations must be specific and appropriate to the holiday occurring at the time of display. Exterior decorations may be placed out no earlier than 30 days in advance of the holiday and must be taken down no later than 14 days after the holiday. Additionally, any décor or lights placed on or around the exterior of your home must not shine outside the boundaries of your lot. Safety First Make sure larger yard decorations are secured properly and do not impede street or driveway sightlines. Ensure extension cords and wiring are in good condition and are not placed where they will obstruct or be a hazard to foot traffic around your home. Celebrate and Be Neighborly When plotting your holiday masterpiece, consider how it may affect your neighbors. Do you have any decorations that will obstruct or encroach on your neighbor’s property? Do you have noisy animatronics, flashing lights, or continuous music as part of your display? While bigger, brighter, and louder may make you feel more in the holiday spirit, it could be a distraction for those around you.

Timing is Everything There are no community regulations dictating the time of day that lights and decorative displays can be active. However, part of being a good neighbor is respecting your fellow residents’ quest for a good night’s sleep. Moving light displays, noise, and music can be disruptive to the surrounding homes. Turning off displays when you turn in for the night or using a timer are good options to allow your neighbors ample time to get some shut-eye. Unity in Diversity While many different holidays are celebrated this time of year, each holiday has its own specific rites and customs. Embrace the kaleidoscope of traditions happening as residents celebrate the holidays in a variety of ways. One of the reasons Brambleton is such a great place to live is the sense of community spirit created by residents that shines brightest during the holidays. This season, add to the festive and friendly atmosphere by celebrating with your neighbors. he Brambleton Community Association Annual Inspection Plan serves as a crucial tool which outlines the timing of community-wide inspections that take place throughout the year. This plan embodies a comprehensive strategy to uphold the highest standards and ensure that the overall aesthetics, design concepts, and property values for the Brambleton community are consistently preserved. The creation of this plan stems from the need to monitor and ensure compliance with BCA’s established standards. By conducting regular inspections, BCA
can promptly identify any issues that may compromise the community’s overall appeal. While the Annual Inspection Plan establishes a general schedule for these inspections, it is important to note that slight variations may occur due to unforeseen circumstances. BCA strives to be flexible and adaptable to such situations, ensuring that the integrity of the community remains a top priority. In addition to the scheduled community-wide inspections outlined in this plan, BCA also conducts Resale, Post-Approval,
and Complaint-Based Inspections on an ongoing basis. The BCA Annual Inspection Plan is a dynamic and proactive approach to safeguarding the community’s overall quality and consistency. Resident Spotlight: Michelle Carney We spoke with longtime Brambleton resident Michelle Carney about her work with Autism Outreach, Inc. (AOI), her experience as a volunteer at Brambleton events, and more! Visit www.autismoutreach.org to learn more about AOI's work to provide individualized programs to children diagnosed with Autism. How long have you lived in Brambleton? What prompted you to choose Brambleton? I've owned in Brambleton for 10 years now. I chose Brambleton because it had a sense of “community” that I could feel just by the friendliness of the people whenever I visited someone in Brambleton, ate at a restaurant, or just walked the trails. It felt progressive and tight knit to me. How did you become involved with Autism Outreach, Inc. (AOI)? I founded Autism Outreach, Inc. in 1999; we’ll be 25 years old in 2024! After realizing the ten children I was serving through the school system were getting services, but so many more were not, I developed something that could serve all kids with Autism. What do you find most rewarding about your work with AOI? There is a saying that when you do what you love every day, it is not work. I truly believe this. Every child is very different; therefore, so are their programs. Everything is individualized. Whether it’s seeing a child sign for the first time or having a high schooler self-advocate in school, each day can be extremely rewarding. All progress is a step in the right direction! Are there any AOI projects you’d like to highlight? Each year, our sister nonprofit company Developmental Connections holds a Bow Tie Bash that helps uninsured families with Autism pay for therapy for their child. What do you enjoy about volunteering at Brambleton events? I enjoy all aspects of volunteering: getting to know new people, seeing old friends, and helping in any capacity I can. Serving Brambleton makes me feel like a valued part of my community. What is your favorite Brambleton event? Definitely Comedy Night. Our Lifestyles staff always finds quality comedians, and they are all so funny! What do you enjoy doing in your free time? I enjoy traveling, but love to come home to my community. What are your favorite Brambleton spots? I LOVE our trails. We have the most beautiful ones!

Friday Flash and Stay Connected The Friday Flash is a weekly bulletin sent via email to benefit the residents of Brambleton. The purpose of the Flash is to keep residents aware of upcoming community events and programs, future committee meetings, BCA rules, and community governance. Residents can sign up to receive the Flash via email or text by clicking on the “Stay Connected” button at www.brambletonhoa.com and following the instructions. In addition to the Friday Flash, BCA’s Stay Connected email subscription service also allows residents to receive updates on community news, fertilizer and weed applications, and more. Just click on the icons next to the relevant list items to subscribe.
Quarterly Magazine The Brambleton Community Association self-publishes a visually rich and engaging quarterly magazine in March, June, September, and December, which is mailed to all Brambleton residents. In addition, the magazine is published digitally and archived on the BCA website, and printed copies are available at the BCA Management Office and in the Welcome Center. #Bramlife Videos We launched this video series in May 2017 to inform residents about everything happening in Brambleton. These videos cover topics including community news, events, and programming. We post our #Bramlife videos on our website, our Facebook page, and our YouTube page, so there are multiple places for you to catch up on what’s going on in our community. We have also created educational videos, such as administration and service videos, which provide residents with useful information in a unique and entertaining way.
